Regulations governing Undergraduate studies Effat University and its Implementing
Undergraduate Studies Bylaws at Effat University are issued based on Universities Affairs Council Number 1444/9/2 with the date of 1444/1/3H The Implementation Rules for Effat University are issued based on the Board of Trustees Decision Number (23) in the 1st Board of Trustees Meeting for the Academic Year 1444H corresponding 2023-2022, held on Tuesday 26th of Jumada I 1444H, corresponding 20th of December, 2022.

Introduction
This booklet contains The Graduate Studies Bylaws and Implementation Rules at Effat University
This booklet is written in Arabic and English. The Arabic language is the language used to settle any dispute arising about changing this booklet and what it includes of the rules of study and examinations for Graduate Studies and its implementing rules.
Chapter One
Article 1
The definitions of the concepts in these bylaws are listed below. These definitions are the same throughout the document unless stated otherwise.
1. The Saudi Standard Specializations issued by the council of Ministers No. (75) dated 1/27/1442 AH, and any amendments or updates to it.
2. Framework: Framework in the Kingdom of Saudi Arabia, issued by a decision of the National Commission for Assessment and Academic second cycle held on 6/6/1441 AH, and any amendments or updates to it.
3. The vice president of the university Or the Provost, concerned with graduate studies affairs at the university, according to the university’s organizational structure
4. Deanship of Graduate Studies: The Deanship of Graduate Studies and the Executive Management responsible for regulating graduate studies at Effat University implement academic rules related to graduate studies, according to the university’s organizational structure.
5. Program: A set of courses, theses, graduation dissertations, graduation projects, and comprehensive exams, or some of them, which the student studies
6. Joint Program: A joint program in which more than one department or college participate from within the university, or from outside educational institutions, or research institutions inside or outside the Kingdom,
7. Credit Hour: The weekly theoretical session the exercise lesson, which duration is not session whose duration is not less than one
8. Course: An educational material related to the plan of each program. Each course has a number, code, and content description, and is subject to each department to follow-up, evaluation, and development. It may be taught independently, or have a previous or concurrent requirement with it, and it is possible to be exempted from the previous or concurrent requirement based on a
9. Postponement of admission: Postponing the start date of the students’ study after the issuance of their student ID, and before they register for any course. This can only happen once before the start of the study.
10. Study Postponement: The student stops the prescribed period of the study - according to these Bylaws -- to obtain the academic degree after starting his/her study.
11. Withdraw: Termination of the study by the student before completing the program.
12. Admission Withdraw: Termination of the study by the university before completing the program for
13. Admission re-enrolment: The university restores its relationship with the student whose enrollment was canceled.
14. Comprehensive Exam: Examination of the knowledge and skills required to obtain the degree of graduate program (High Diploma, Master, Doctorate). The comprehensive examination may degrees, except for the Ph.D.

Chapter Two Bylaws Objectives and pocessing
Article 2
Considering the provisions of the bylaws for studying and examination for the undergraduate level in universities, these bylaws aim to organize graduate studies in the university to raise the efficiency and quality of the educational process and academic procedures for the graduate studies at the university.
Article 3
The provisions of these bylaws apply to universities that abide by the system of the Council of Higher Education and Universities, issued by Royal Decree No. (M/8) dated 4/6/1414 AH, and universities that implement the universities system issued by Royal Decree No. (M/27) dated 3/3/1441 AH .
Chapter Three Graduate Studies Objectives
Article 4
Graduate Studies aim to achieve the following:
1. Promote the research and publication that serve the national goals, expanding them and working to disseminate them.
2. applied contributions and make innovative discoveries while providing educational opportunity for students to continue their graduate studies locally.
3. Provide eligible students with courses and programs, raise the level of country and contribute to enriching their specialties.
4. Attract distinguished students from around the world in the most and enrich the cultural diversity required in graduate programs.
5. that society needs.
6. Encourage creativity and innovation to keep pace with the requirements research, and direct it to address the issues and challenges of sustainable development in the Saudi regional and global society.
7. Enhance cooperation opportunities and various partnerships locally, regionally and globally.
8. Develop the outputs of the knowledge economy to contribute to achieving the sustainable development goals of the Saudi society.
Chapter Four
Detailed Criteria for Approving Graduate Studies Programs
Article 5
1. The university must have institutional accreditation from the Education and Training Evaluation Commission.
2. The bachelor's program - in the same major - must have obtained programmatic accreditation from the Education and Training Evaluation Commission or from one of the international bodies approved by the Commission; to approve a higher diploma or master's program, and that the master's program - in the same specialization - has obtained programmatic accreditation from the Education and Training Evaluation Commission, or from one of the international bodies accredited by the Commission; to approve the doctoral program.
3. The department has enough faculty members of professors and program, in addition to the availability of research capabilities, such as laboratories, computer facilities, and others; to ensure the success of the program in terms of teaching, supervision and research.
4. The number of students expected to be accepted into the program is appropriate to ensure its continuity and the number of students in one division does not exceed (25) students.

1. The department that wishes to create a program for graduate studies should refer to the guide for updating or developing programs, which includes mechanisms and controls for updating and developing programs.
2. The program paths, courses, descriptions, reference comparisons for the program should internationally, and the distinction in the offered program should be mentioned compared to what is offered in the universities of the Kingdom.
3. The academic departments should coordinate with the Deanship of graduate Studies at the university to avoid duplication.
4. The department should have enough faculty members, including professors, associate specialization.
5. Research capabilities such as laboratories, computer facilities, etc., should be available to ensure the success of the program in terms of training, supervision, and research.
6. A doctoral program in any discipline must be an extension of the master›s program. At least two master›s batches must graduate before starting the doctoral program.

Kingdom of Saudi Arabia.
12. The developed programs must be reviewed by external reviewers who have experience in the reviewer card prepared for that.
13. When creating higher diploma programs, it is permissible to seek the assistance of faculty members who hold the rank of assistant professor to implement these programs.
Chapter Five Organization of the Standing Committee
for Graduate Studies
Article 6
A permanent committee for graduate studies is formed at the university (the the membership of:
1. Five deans of colleges and institutes that offer graduate programs at the university, considering the diversity of their specializations.
2. Dean of Quality Assurance at the University.
3. Dean, or Manager of the Deanship of Graduate Studies and Research, who will be the Secretary General of the committee.
4. Three members with expertise and specialization in graduate studies from inside or outside the university.
5. The members stipulated in paragraphs (1) and (4) of this article are appointed by a decision of the University Council based on a nomination from the university president, for a renewable two-year period.
Implementation Rules
1. If one of the members of the committee is unable to continue in the committee, a replacement is nominated by the standing committee and completes the remaining term of the original member after the approval of the university president and the issuance of the University Council’s decision to that effect.
2. It is permissible to form sub-committees emanating from the permanent one of the committees deems the need for that. The formation of these committees is based on the recommendation of the standing committee and a decision of the university president.
Article 7
undertakes the following tasks:
1. Proposing the general policy for graduate studies at the university and following up on its implementation after the approval of the University Council.
2. Recommending the approval and updating of admission requirements for graduate programs based on the proposal of the councils of departments, colleges, and specialized institutes.
3. Supervising joint graduate programs.
4. after studying and arbitrating them - to the University Council, based on a proposal from the Department Council and its endorsement by the College Council.
5. Recommending the approval of study plans and detailed criteria for the University Council, based on a proposal from the Department Council, and its endorsement from the College Council, according to international reference standards and comparisons.
6. Proposing standards for graduate programs for approval by the University Council.
7. Proposing rules governing the evaluation of graduate programs for approval by the University Council.
8. Supervising the evaluation of graduate programs at the university on a regular basis through specialized committees or bodies from inside or outside the university.
9. Studying the comprehensive report prepared by the Deanship of university, the results of the evaluations of those programs and submitting them to the University Council.
10. Recommending the approval of the College Council proposals regarding higher education programs that are compatible with the needs of society, the plans and visions of the Kingdom, and global trends, for approval by the University Council.
11. and their names in both Arabic and English, based on the proposals of department and College Councils.
12. Recommending the numbers of students who can be accepted each academic year in graduate programs to the University Council, based on a proposal from the relevant department councils and its endorsement from the College Councils.
13. Suggesting the rules for forming the supervision committees and for the examination of the theses/dissertations.
14. Setting general frameworks and standards for comprehensive examination and graduation research.
Article 8
15. Setting the general framework for research plans and the rules gover ning how to write, print, produce, and submit scientific theses/disser tations, prepare defense committee repor t for ms, and judge theses.
16. Studying the periodic repor ts related to graduate studies presented by the scientific depar tments at the university.
17. Proposing graduate programs outside the university and submitting this to the University Council; to take whatever action deemed appropriate.
18. Recommending the approval of the college’s proposals regarding development initiatives related to graduate studies to develop the financial resources of the university
19. Recommending the tution fee for applying to graduate programs, the tution fee or tuition fees for programs, and the financial fee for suppor t services related to graduate studies, based on the proposals of depar tment and College Councils.
20. Recommending the allocation of free scholarships for students - in full or in par t - according to the decision approved by the University Council.
21. Recommending the closure or suspension of graduate programs that do not comply with qualitative standards or the university's strategy.
22. The Standing Committee will consider what is referred to it by its Chair man, the President of the University, or the University Council; to study and express an opinion.
Article 9
The Standing Committee meets at the invitation of its Chair man at least once a month, and the meeting is only valid if attended by at least two-thirds of its members, including the Chair man or his representative from among the members of the Standing Committee. The decisions of the Standing Committee are considered valid unless an objection is received from the President of the University within fifteen days from the date of their arrival to him/her. It is up to the University Council to decide on it in the first regular or extraordinar y session, and the University Council has the right to ratify, amend or cancel the decisions. The decision of the University Council in this regard is final.
Chapter Six Academic Programs and Study System
Article 9
Joint graduate programs may be developed between departments, colleges, or institutes within the university, or between the university and educational or research institutions from inside or outside the Kingdom, according to rules approved by the University Council, based on the recommendation of the Standing Committee, after coordination with colleges and departments or stakeholders.
Implementation Rules
If a college wishes to establish a joint program between two departments (or two majors) or more, then each department nominates two or more members from specialists in the program to develop a common vision for the proposed program. After studying it in the council of each department separately, it is presented to the College Council for approval and then submitted to the Standing Committee for graduate Studies for its study, submission, and recommendation to the University Council, after an extensive study by the Program Committee and the Curriculum Development Unit. The department that initiated the proposal for the program is the supervising department after its approval.
Article 10
The number of credits taught for a graduate student at the university that will credits required to grant this degree, and the student must complete his

Implementation Rules
1.Transfer from a master›s program in academic courses and thesis to a master›s program in academic courses and research project and vice versa: The student has the right to transfer from the Master’s program in academic courses and thesis to the Master’s program in academic courses and research project and vice versa, only once after passing (50) percent of the study units for each program, according to the following rules:
a. The approval of the department head, the dean of the college, graduate studies and research, and the Admission and Academic Evaluation Committee (a committee formed by the President of Effat University. It is an advisory committee specialized in studying students’ academic cases, examining transfer requests, re-enrolment, and suspension, and making the necessary recommendations in this regard, in preparation for approval.
b. That no more than 4 semesters of his regular period have elapsed.
c. The transfer application must have been submitted at least one month before the start of the semester study.
d. Preparing a study plan for the student with what remains for him/her to obtain the degree.
2. Transfer from a higher diploma to a master›s degree (within the same university):
a. A student who has completed the requirements for a higher diploma with a grade of no less than very good (B) will be accepted into the master’s programs if he/she applies for that, on the condition that he/she meets the admission requirements for the program to which he/she is to be transferred and any other conditions that the
department/college deems necessary and obtains the required approvals.
b. The study for the higher diploma degree must be no less than a full academic year (regularity), and the student must have completed at least (24) credits.
3. It is required that the student still be enrolled in the university and has not obtained the academic degree (high diploma), and he is treated as a student who transfers from one major to another within the same university in accordance with what is stipulated in Article thirty-one of these bylaws. If the student obtains an academic degree (high diploma), he/she shall be treated as a new student in the master›s program.
4. The equivalency of the courses studied by the student is considered in accordance with the bylaws of the program and the college/department to which the transfer is required and is included in the cumulative average. The number of study units previously studied may be calculated according to the following:
a. That it conforms in terms of subject matter with the requirements of the program to which it is transferred.
b. That the percentage of these units does not exceed 30% of the units of the program to which it is transferred.
c. His/her grade in the equivalent units should not be less than “very good”.
d. Equivalent units are included in the cumulative GPA calculation.
e. The equivalency is based on the recommendation of the department council to which the course belongs and the approvals of the College Councils and the Deanship of Graduate Studies.
5. The decision on academic units accepted for

transfer is taken by the Council of graduate Studies in consultation with the relevant departments and colleges and the Admission Committee and then passed to the Deanship of Admission and Registration.
6. The credits accepted for transfer are recorded in the student’s academic record at the beginning of the semester following his/her transfer
7.The academic record of the student transferred from a higher diploma to a master’s degree includes all the courses he/she completed as a higher diploma student and a master’s student, the grades he/she obtained, and his/her cumulative average throughout the study period.
8. Upon graduation, the student’s overall grade must not be less than 3 out of 4, based on the GPA in the academic courses. The student must also pass the passing score in the research thesis

and defense of the thesis, even if these scores are not calculated with the cumulative GPA of the master’s student in the academic courses and the research thesis.
9. The period that the student spent in the program from which he/she was transferred is for obtaining the degree.
10. To grant the academic degree - a master’s degree - the student must have studied in the program he/she is transferred to, at least 70% of the academic degree courses as a minimum.
11. It is stipulated that the percentage of students accepted in (1) above in each program does not exceed (10%) of the total number of accepted students.
12. Professional diploma students are not allowed to enroll in graduate programs.
The principle is that the doctoral study is full-time, and the University Council may make an exception if needed. Based on the recommendation of the Standing Committee, the University Council approves the doctoral study method, provided that the duration of the study program and the the SGR & NQF.
Article 14
The duration of obtaining the academic degree is calculated from the beginning of registration in graduate courses for the program the student is enrolled in until the date of completion of the program requirements, or if the student’s supervisor submits a report to the department head with a copy of

1. The minimum course registration for all graduate degrees is 6 credits in the main semester, 3 credits in the summer semester, and a maximum of 12 credits in the main and 6 credits in the summer.
2. In the event of graduation, a maximum of 15 credits may be registered in the main semester if the student's cumulative average is not less than 3.5 out of 4.

4. Upon graduation, the student's overall grade must not be less than 3 out of 4, based on the GPA in the academic courses. The student must also pass the passing score in the research thesis and discuss it, even if these scores are not calculated with the cumulative GPA of the master's or doctoral student in the academic courses and the research thesis.
Chapter seven Admissions
Article 15
The Deanship of Graduate Studies and Research is responsible for implementing academic procedures, including admission and registration of students, in accordance with the provisions of these bylaws and the conditions approved by the University Council.
Implementation Rules
1. Each department determines the numbers of candidates for admission to each program in accordance with the provisions of Article (45) of these bylaws, and in accordance with the method of study approved in the program and referred to in Articles (12) and (13) of these bylaws.
2. The Standing Committee for Graduate Studies approves the maximum capacity of students admitted to graduate programs after reviewing the strategic plan of the university’s departments and colleges and its approval by their councils, based on the recommendation of the Programs Committee, then it is submited to the University Council for annual approval.
3. The Deanship of Graduate Studies and Research proposes general conditions for admission and submits them to the Standing Committee, which in turn submits its recommendations to the University Council for approval. The Deanship of Graduate Studies and Research may add other criteria for admission under conditions that are not stipulated by the bylaws or their implementation rules.

5. The Admission Department at the Deanship of Admission and Registration submits the papers of all applicants to the Admission Committee. If the
executive rules at the university, the Standing applicant to the college that forwards it to the concerned department to calculate the cumulative average in the university major for those applicants who obtain a “good” grade to ensure that the candidate has obtained a “very good” grade in the major to add his/her name to the list of applicants for the program. The Standing Committee can waive this condition for applicants who obtain a “good” grade, based on the recommendations of the Department Council and with the support of the College Council in some programs determined by the University Council. Each department should list the courses that usually count towards the student's GPA. The department will also send a copy of this list to the Standing Committee and inform it of any amendments to this list.
6. An applicant who wishes to study in a graduate

8. Each department has the right to determine the after the bachelor's degree, paragraph (7/c), as required by the department and the college.
9. The applicant to the postgraduate program must obtain at least 70% of all the criteria mentioned in the above item in paragraph (7) (a, b, c, d). After obtaining the approval of the Admission Committee, the department and the college have the right to propose ratios different from the standards proposed in Paragraph (7),
Article 16
provided that each college and department include these ratios in the internal policies of the department and college.

11. A comparison is made among the applicants for the program if the number of applicants who meet the conditions is more than the capacity of the program.
Subject to the provisions of Article (15) of these bylaws, a student may be recommendation of the department council concerned and the approval of the college council.
Implementation Rules

Article 17
The concerned department may stipulate that for the admission of the student in the master’s and doctoral levels, he/she must pass several complementary courses from a previous stage or pass a test of learning outcomes related to them, in order to become eligible to join the program, according to the rules approved by the Standing Committee, based on a proposal from the Department Council and endorsement from the College Council.
Implementation Rules
1. The Standing Committee for Graduate Studies, based on the recommendations of the Department and College Council and the Admission Committee, approves preparatory programs for postgraduate programs. These courses aim to provide academic basic knowledge and skills required for postgraduate students who have been accepted into master’s or doctoral programs, on the condition that they pass those courses. Because their original majors are different from the relevant programs, they have to apply for admission too. All students participating in postgraduate programs are required to pass preparatory programs to qualify for admission to the respective master's or doctoral degree programs.
2. Admission to the program is valid for a year for students who have been accepted unconditionally or who have been accepted conditionally by passing the supplementary courses, as these students can re-apply again for the program without the need to repeat the admission tests or undergo personal interviews.
3. Each department determines the admission requirements for the programs it offers, and these requirements are evaluated by conducting admission tests and personal interviews for all applicants to determine the
skills as well as the level of motivation and commitment of the applicants. The admission steps for each postgraduate program are determined after being approved by the

Standing Graduate Studies Committee, based on the recommendations of the department council and with the support of the concerned College Council and as well as the recommendation of the admission committee.
4. All those who are conditionally accepted are required to complete the complementary courses before starting their postgraduate studies. Students may be exempted from all or part of this program, based on the recommendation of the Department Council and with the support of the College and Standing Committee.
5. The grades obtained by the student in the complementary courses are recorded in the
general GPA of the postgraduate program.
6. Students' performance in complementary courses is evaluated to determine which ones have met the postgraduate program entry requirements. Students who pass the complementary courses will be immediately admitted to the relevant graduate program. Those who did not pass all or some of these courses are given another chance to pass them.
7. The student will be dismissed from the complementary courses program if he/she does not complete it within a maximum period of three semesters. The period for studying complementary courses should not exceed one academic year, and the Standing Committee may make an exception from that.
A student may be accepted into two graduate studies programs simultaneously provided that these programs are from the same stage or from an earlier stage, according to the rules approved by the University Council, based on the recommendation of the Standing Committee.
Implementation Rules
The Deanship of Graduate Studies proposes mechanisms and rules for accepting this category and submits them to the Standing Committee, which then shares its recommendations with the University Council for approval.
Article 19
The courses previously passed by the student in a university or educational institution inside the Kingdom, or from outside the Kingdom, may be equalized, if they are licensed by the competent authority in the country of study, based on the recommendation of the Department Council, and the approval of the College Council. The courses that have been equalized are recorded in the academic record of the student, and the University Council determines the conditions governing this, including the possibility of calculating it within the student's cumulative average in his academic record.
Implementation Rules
1. Non-Saudi students are allowed to be admitted if they meet the admission requirements.
2. The principle is to study for a full-time doctorate, and the University Council may make an exception to that if need be.
3. The equivalency of academic courses from outside the university will be provided to the student as follows:
a. He/she should not have studied the equivalent units for more than three academic years.
b. The content of the courses should be similar or equivalent.
c. The percentage of the units should not exceed 30 % of the those of the program, without counting the thesis units.
d. His grade in the equivalent units should not be less than “Very Good”.
4. High diploma courses issued by accredited universities inside and outside the Kingdom may be transferable, provided that the total equivalent units do not exceed 25 % of the approved units for the programs.
5. It is permissible to transfer more than one
the condition of the number of units or contents.
6. The equivalency is based on the recommendation of the Department Council to which the course belongs and the approval of the College Council.
7. Equivalent courses are not counted in the GPA.
8. The equivalency of academic courses from Effat university is provided to the following condition:
a. Not more than three academic years have passed since the student studied the equivalent units.
b. The content of the courses should be similar or equivalent.
c. His/her grade in the equivalent units should not be less than “Very Good”.
d. The equivalency is based on the recommendation of the department council to which the course belongs and the approval of the College Council.
e. Equivalent courses are counted within the GPA.
Article 20
With the approval of the concerned department council and the dean of the college, the student may postpone his/her admission, for only one time. The postponement cannot be accepted after the student has started his/her studies, in accordance with the conditions approved by the University Council, based on the proposal of the Standing Committee.
Implementation Rules
1. To postpone admission, the following must be met:
a. The student submits a request to postpone admission to the relevant department no later than one week before the start of the study.
b. Postponing admission to study is only possible once during the academic stage.
c. Admission may be postponed for one semester or one academic year. If the program is not opened in the next semester, the student may be allowed to study in the following year, provided that the period does not exceed two academic years. After that, admission is canceled, and its conditions and criteria apply at the time of submission.

e. The Deanship of Graduate Studies and Research (DGSR) may refuse to postpone admission if this may result in closing the program due to the small number of applicants. Acceptance of postponement is not valid until after the approval of the Standing Committee.

Chapter Eight Academic Procedures
Article 22
A student may postpone studies upon the recommendation of the concerned department council and the approval of the College Council, in accordance with the rules approved by the University Council, based on the proposal of the Standing Committee.

1. Students must provide convincing reasons for requesting a postponement of study for approval by the department, college, and the the Deanship of Graduate Studies and Research.
2. A student cannot postpone more than two consecutive semesters at one time or a maximum of 4 non-consecutive semesters.
3. The deferred student must obtain the postponement form from the Deanship of Admission and Registration and sign it before submitting it to the Deanship of Admission and Registration. The Deanship of Admission and Registration should inform the Deanship of Graduate Studies and send a copy of the postponement form after its approval.
4. If the postponement period exceeds 4 semesters, the student can apply to the university as a new student if all admission

conditions are met, and he/she is given a new number.
5. However, his/her previous estimates are not calculated.
6. The period of postponement is not counted within the maximum period for obtaining an academic degree.
7. The postponement shall be calculated within the postponement period referred to in point (2) above.7. The semester in which the department is unable to teach the courses of the deferred semester is not counted from the postponement period, provided that the period does not exceed one academic year. Anything more than that is presented to the Standing Committee to take the appropriate decision regarding it.
8. Postponement is not counted within the upper limit for obtaining a degree.
9. The student must have completed at least one semester.
The student may withdraw from one or more courses, or all courses of the semester, after the end of the registration period, upon the recommendation of the concerned department council and the approval of the college dean, in accordance with the rules approved by the university council, based on the proposal of the standing committee.

If a graduate student withdraws from the university and then wants to join again, the university may apply the admission requirements to him/her at the time of the new application.

1. If the period of withdrawal exceeds 4 semesters, the student can apply to the university as a new student if he/she meets all admission requirements, and he/she is given a new number and his/her previous estimates are not calculated.
2. In the event of withdrawal before the end of the semester, the systematic courses the student is studying are not counted for him/her.

c. c. If he/she drops out from his/her supervisor for a full semester without an acceptable excuse.
9. Two consecutive semesters mean the sequence of educational attainment; therefore, postponement and deletion do not negate the sequence of the two chapters because they have no academic achievement.
10. Any of the violations stipulated in the Disciplinary Regulations is considered one of

A student whose enrollment has been canceled may be re-enrolled if the approved by the department and College Councils.

A student whose enrollment has been canceled for more than three academic years is treated as a new student in terms of re-studying courses, regardless of what he/she accomplished previously from the study stage. The University Council may make an exception to that, according to the rules issued by the University Council, based on a proposal from the standing Committee.
2. A student whose enrollment has been canceled for three academic years or less, can re-study some of the courses determined for him/her by the Department Council and approved by the College Council. He/she can be re-enrolled within the maximum period for obtaining the degree.
Article 28
As an exception to point (C) of Clause (1) of Article (26) of these bylaws, the College Council shall grant the student one exceptional opportunity, not exceeding one academic year as a maximum, based on the recommendation of the Department Council.
Implementation Rules
1. The exceptional opportunity is granted to the student if the cumulative average is less than “very good” in two consecutive semesters, only once, whether it is for one semester or more, so that it does not exceed one academic year as a maximum.
2. The department presents a case study for the student and calculates the number of semesters, courses and credit hours needed by him/her, to ensure an increase in GPA.

Article 29
As an exception to point (e) of Clause (1) of Article (26) of these bylaws, the Standing Committee shall grant the student an exceptional opportunity not exceeding one academic year, based on a report from the supervisor and the recommendation of the Department and College Councils.

1. The exceptional opportunity is granted to the student if he/she did not obtain the academic degree it does not exceed one academic year as a maximum.
2. The department provides the student with a detailed plan for completing the courses, graduation research, thesis, or any of the prescribed program learning outcomes.

Article 30
Considering Article (15) of these bylaws, the Deanship of Graduate Studies may accept the transfer of a student from a university or educational institution inside or outside the Kingdom, if it is licensed by the competent authority in the country of study, that he/she is not dismissed from it for any reason, based on the recommendation of the Department and College Councils. The equivalent courses are recorded in the student’s academic transcript, and the University Council determines the rules governing this, including the possibility of calculating it within the student’s cumulative average in transcript.

1. The student must have passed at least one semester at the university from which he/she wishes to transfer, and the student's cumulative GPA should not be less than “very good”.
2. The application for transfer from another university (Saudi or foreign) must be submitted to the Deanship of Admission and Registration are: the student’s academic level, the courses completed by him/her, the content of the courses, the number of study units completed by the student and the degree obtained by him/her in each course.
3. The transfer of graduate students from outside the university may be accepted under the
following circumstances:
a. All transfer requests shall be submitted to the Deanship of Admission and Registration, which in turn shall forward the applications to the Graduate Studies Council that shall consult the concerned college and department to study the applications and ensure that they meet the transfer requirements, in addition to any other provisions that may deems necessary.
b. A transferred postgraduate student should be enrolled in a recognized university.
c. The student must not have been dismissed from that university for disciplinary reasons.

4. The decision regarding the number of credits to be obtained by the transferred student is taken by the Standing Committee for Graduate Studies, in consultation with the relevant departments and colleges and the Admission Committee. a. Effat University accepts transferees who have completed at least one semester at a recognized university.
b. A transfer applicant who has completed at least one full-time semester of study should submit an original copy of the transcript, as well as a description of the curriculum and courses they are seeking to transfer. He/she should also meet the entry requirements for transfer students.
c. Courses submitted for transfer cannot be counted unless the student has a score of no less than “very good” in these courses.

Article 31
e. The Standing Committee reviews and approves the courses transferred by the student based on the recommendations of the departments that offer equivalent courses.
f. The equivalent courses will be accepted and added to the transfer student’s record, without being counted in his/her cumulative average.
g. A transferred student from outside the university and from one major to another might lose several credits, or even all of them, if the courses included in the old program do not have any equivalent course in the new program.
h. To be granted any academic degreemaster's or doctorate - from Effat University, the student must have actually studied at the university at least 51% of the academic degree courses as a minimum.
i. If a student was expelled from the previous university for disciplinary reasons, his/her registration will be considered canceled as of the date of his/her admission to Effat University.
j. Transferring a student from one university to another in any semester is carried out in accordance with the general transfer policies and procedures and the date announced by the university for accepting transfer requests.
A student may be transferred from one program to another within the university, based on the recommendation of the department council to which he/she is being transferred, and the approval of the college, in accordance with the terms and conditions approved by the University Council, based on the proposal of the standing committee.

Transfer from one department to another in the same college or from one college to another within the same university.
1. A request for transfer from one department to another in the same college or from one college to another is submitted to the Vice Deanship of Graduate Studies of the Deanship of Graduate Studies and

c. The student should continue studying in all the courses registered in the semester preceding the transfer and be aware of all the rules of addition and deletion.

e. In the event of transferring from one major to another, a student may lose several credits, or even all of them, if the program he/she is transferred to does not include any courses equivalent to those of the old program.
f. The academic record of the student transferred from one college to another, should include all the courses he/she studied, the grades, the cumulative average for each semester and the general cumulative average that he obtained during his studies at the university.
4. The student must submit a request for transfer from one program to another in the same department to the department head, bearing in mind that the same executive rules that apply to transfer from one college to another and from one department to another apply in this case.
Based on the recommendation of the Department Council and the approval of the College Council, a graduate student can study some courses in a university or educational institution inside or outside the Kingdom, provided that they are licensed by the competent authority in the country of study, and the academic units that he/she studied are equivalent to the ones at Effat academic record. A graduate student from a non-Saudi university may study some courses at a Saudi university, in accordance with the rules approved by the University Council, based on the proposal of the Standing Committee.
Chapter Nine Registration Process

1. The comprehensive exam is taken by the master's and the doctoral students, if their study program requires so, and it is mandatory, after both have completed all the required courses.
2. The comprehensive test consists of two parts: written and oral.
3. The two parts of the comprehensive exam (written and oral) shall be in the main specialization and sub-disciplines, if any, provided that both exams are held for no more than a week, unless some special rules exist for some programs.
4. The comprehensive test aims to measure the student's ability in two main aspects:
a. The cognitive aspect: It aims to measure the student’s competence to comprehend the subjects of the main specialization and the supporting sub-disciplines (if any).
b. The analytical aspect: It aims to measure the student's ability to understand and analyze issues and to draw conclusions in order to assess issues, solve problems and propose appropriate solutions.
5. Comprehensive Examination Committee: The relevant Department Council forms a comprehensive examination committee of professors and co-professors with specialization in the student's main specialization or sub-disciplines (if any).
6. The Comprehensive Examination Committee shall undertake the following:
a. Recommending and reviewing comprehensive test subjects.
b. Setting written test questions, correcting answers, and monitoring results.
c. Taking over the oral test questions and monitoring the results.
7. The committee is responsible for preparing the comprehensive test, evaluating it and determining its result. It also presents this result to the Department Council for approval.
8. When the program requirements contain a specialization or sub-disciplines from outside the department, one of the specialized department or departments must be included in the examination committee.

9. Written Exam:
a. proposed topics for the comprehensive exam.
b. The written test shall be held during the semester following the student’s completion of the courses required for the comprehensive test, at a date determined by the examination committee and if it does not exceed three semesters from the beginning of studying the methodological courses.
c. If the student does not pass the exam, he/she is given one chance to repeat, if he/she is in the semester immediately following it.
d. The student’s enrollment is canceled by a decision of the Standing Committee for Graduate Studies if he/she does not pass the comprehensive exam after allowing him/her to repeat it once, based on a recommendation from the Department Council and the endorsement from the College Council.
10. Oral Exam:
a. a. If the student did not pass the oral exam than the next semester.
b. b. The student’s enrollment is canceled by a decision of the Standing Committee for Graduate Studies if he/she does not pass the oral exam after being allowed once, based on the recommendation of the Department Council and the endorsement of the College Council.
11. Comprehensive Examination Duration: The relevant Department Council determines the duration of both the written and oral exams.
12. Comprehensive Test Score:
a. a. The written and oral tests have each an independent score of 100.
b. b. The student shall pass the written test if he/she obtains 70% of the test score.
c. c. The student shall pass the oral exam if he/she obtains 70% in the average score of from the committee members.
The result of the comprehensive test is raised to the Deanship of Graduate Studies.
Chapter Ten
Article 36
The University Council sets the rules governing the registration of the student. The mechanism for determining the supervisor for the thesis/dissertation and the co-supervisor, if any, are based on the recommendation of the Standing Committee.

6. The size of the project should be from 50 to 150 pages, according to the requirements of each program. The student should follow the Effat guide for writing academic theses.
7. The output of the graduation research may be an industrial or technical product in some disciplines, with the necessity of submitting it with rules approved by the relevant Department

8. It is possible for the output of the graduation

4. To approve a research proposal, the Department Council will suggest the name of supervisors, co-supervisors (if any) and the names will be submitted to the Deanship of Graduate Studies for approval, based on the approval of the College Council.
5. The supervision should be assigned to faculty members in a department, based on their specialization, to maximize fairness in the distribution of the supervision.
6. The thesis course is registered in the student's schedule through the Deanship of Graduate Studies when the subject of the thesis is

7. The graduate student must publish an article that is based on his/her the dissertation, as part of the graduation requirements, according to the following:

If the student is not serious at the stage of the thesis, according to the report of the supervisor of the thesis, the student is warned by a letter from the relevant department. If he/she was warned twice and no improvment is evident, the Standing Committee may dismiss the student, based on the recommendation of the Department and College Councils.

Article 45
The supervisor - whether alone or jointly with others - has the right to supervise a maximum of seven theses at one time. The Standing Committee may make an exception to this, based on the recommendation of the Department and College Councils, in accordance with the rules approved by the University Council, based on the proposal of the Standing Committee.

The supervisor, whether alone or jointly with others, may supervise a maximum of four theses/ dissertations at a time. In cases of extreme necessity, upon the recommendation of the Department Council and the approval of the councils of the concerned college and the Deanship of Graduate
Article 46
The supervision load for a faculty member - whether main or co-supervisorfor each thesis is calculated as part of the teaching load, according to the rules approved by the University Council based on the proposal of the Standing Committee.

The supervisory quorum for the main supervisor is calculated for the master's thesis by one hour - and is calculated once for one semester throughout the period of supervision - and for the doctoral thesis by two hours every year for a maximum of two academic years.

5. After approving the formation of the defense committee, the chairman of the committee and sends copies of the thesis/dissertation to the members of the committee, and informs the Dean of Graduate Studies and Research.
6. Theses are discussed in the presence of the representative and a representative of the Deanship of Graduate Studies and Research, in addition to the members of the defense committee approved by the Standing Committee.
Article 50
7. The representative of the deanship is not considered a member of the defense committee.
8. If the thesis supervisor is unable to participate in the defense committee due to his/her death, termination of service, or his/her presence on a mission outside the country for a long period, the department proposes a replacement for him/her who is approved by the College Council. The long period outside the country is determined by three months in the master’s degree and four months in the doctoral degree. It starts from the date the supervisor submits his/her report on the student's completion of the thesis preparation, unless he/she is unable to return and attend the defense.
9. If the student's termination of the thesis coincides with the termination end of the supervisor's service at the university, he/she shall continue until the student's thesis is examined.
10. In necessary cases, the supervisor may participate in the thesis defense through the means of modern technology and all provisions resulting from that are valid.

1. Each member of the defense committee prepares an initial report to be submitted to the head of the relevant department on the day of the discussion, according to the form prepared for that by the Deanship of Graduate Studies.
2. The report must contain the opinion of the examiner on the thesis in general, the strengths and weaknesses of the thesis, the proposed amendments, the initial decision of the examiner and whether it can be changed in the light of
integrity or what is proven through the plagiarism examination tools, a report is prepared to be presented to the defense committee on the thesis and submitted with the results of the defense to the Deanship of Gradute Studies and Research.
3. The formation of the thesis/dissertation committee requires the following:
A. The validity of the thesis/dissertation for discussion is based on the supervisor's report.
B. The master's and doctoral students must pass all courses and the comprehensive exam (if required by the program of study).
C. The supervisor should deliver the report before the end of the student's regular defense period.
4. The decision to form the defense committee must include an alternate member for the master's thesis and two alternate members: one internal and one external for the doctoral thesis.
5. An initial approval must be obtained from the candidate for membership in the defense committee before recommending his/her role in the committee.
6. A member of the defense committee submits a report to the head of the academic department in which he states whether or not the thesis/dissertation is valid for defense, provided that the period for examining it by a member of
the defense committee does not exceed one month for a master’s thesis and two months for a doctoral dissertation from the date of its receipt. The department has the right, in case the examiner is late for the maximum period, to transfer his/her role to the alternate member.
7. The period between the decision of the Standing Committee for Graduate Studies to form the student's defense committee and the defense meeting should not exceed four zmonths as a maximum.
8. If it is decided that the thesis is invalid for defense and that it is not accepted for
in point (2) of Article (26) and its implementation rules shall be applied to the student by the majority.
9. The main supervisor completes the form for setting a date for the defense of the thesis approved by the Deanship of Graduate Studies, and by the head of the department and the dean of the college/institute for Graduate studies. The department announces the date of the defense in the places designated for that in the department and college/institute and through other available channels, while providing the Deanship of Graduate Studies with a copy of the announcement of the date of the defense.If a member of the defense committee apologizes (after informing him/her of the validity of the thesis), he/she is replaced by the alternate member, based on the recommendation of the Department Council and the approval of the College/Institute Council. The defense does not take place until after the alternate member submits a report on the thesis, stating whether or not the thesis is valid according to the stipulated period. This is stipulated in point (7) of this implementing rule.
10. The decision on the thesis is issued immediately after the defense.
Article 51
1. The supervisor of a master's thesis from outside the university will be paid (7,000) seven thousand Riyals.
2. Effat University faculty are permissible, if necessary, to supervise students outside of Effat University with the approval of the Standing Committee and upon a request from the univeristy to which the student belongs. Faculty can be assigned as an external supervisor for master’s theses or doctoral dissertations according to the following:
a. The number of students’ theses/dissertations he/she supervises should not exceed two per academic year for each university.
b. The number to which he/she is delegated should not exceed two each academic year.
c. The period of assignment shall not exceed three days each time.
d. The total number of assignment days should not exceed ten days in the academic year for all universities.

3. The university may amend the lump-sum reward referred to in clause (1) of this article after issuing a decision by the Council of Affairs.
Article 52
A lump sum reward of (1,000) one thousand Riyals will be given to anyone who participates in the defense of a master's thesis or doctoral dissertation if the examiner is a member of the teaching staff of the same university to which the thesis/dissertation is submitted.
If the examiner is not a faculty member in the university in which the thesis/dissertation is being examined, whether he/she is an employee of that university, or someone who is invited from outside it, a lump sum reward of
examining a doctoral dissertation and (1,000) one thousand Riyals for examining a master's thesis. The reward will be increased to (2,500) two
Saudi Arabia.
If he/she is from outside the city in which the university is located in which the thesis/dissertation is being examined, whether they are from inside or outside the Kingdom, then in addition to the aforementioned reward, he/she will be given a boarding ticket to and from his/her place of residence, and the fare for suitable accommodation and Per Diem, with a maximum of not adjacent to two nights. another ticket should be issued to a guardian person if the examiner is blind in addition to the appropriate accommodation fee, for a maximum of two nights. The Standing Committee may add one or two nights in cases of necessity, and if required by the nature of the study, based on the recommendation of the concerned department and College Councils, with nights.
The university has the right to amend the lump sum referred to in this article after issuing an approval decision from the Council of Universities Affairs.
Chapter 11 Graduation and Degree Awarding
Article 53
The head of the relevant department submits the report of the defense committee to the dean of the college within a period not exceeding two weeks from the date of the defense, to be forwarded to the Deanship of Graduate Studies and Research.

1. The defense committee report form is submitted by the relevant department head to the college's dean and the deanship of graduate studies. The initial report of the defense committee members contained in the implementation rule of article (50).
2. If the report of the defense committee includes the second recommendation of Article (50), the relevant department will submit a report on making the amendments signed by the student and the member of the defense committee who is authorized to recommend granting the degree, after making sure that these amendments are taken according to the form prepared by the Deanship of Graduate Studies
Article 54
The student graduates after successfully completing the graduation requirements according to the program plan, provided that his/her cumulative average is not less than the rate determined by the University Council for each program, and in all cases, it is not less than a grade of “very good”.

In the event of the death of the student before being able to attend the defense, he/she will be awarded the degree, according to the rules approved by the University Council, based on the proposal of the Standing Committee.

1. If the thesis/dissertation is completed in full, a defense committee is formed and the degree is awarded, and the thesis/dissertation paper is published in the university’s Institutional Repository.
2. If a part of the thesis has been completed, it shall be referred to the supervisor's assessment of its validity for defense.

Chapter 12 General Rules
Article 57
1. The student is granted the following without prejudice to what was stated in the in accordance with the rules approved by the University Council, the proposal of the Standing Committee, and the recommendation of the Department and College Councils:
a. a. A high diploma degree when passing several master’s program courses, without all qualifying him/her for a master’s degree.
b. b. A master's degree when he/she passes several courses in the Ph.D. program, without all qualifying him/her for a Ph.D. degree.
2. Without prejudice to what is stated in point (1) of this Article, the Deanship of Gradute Studies, based on the recommendation of the department and College Councils, may grant the student evidence that he/she has acquired several graduate courses without all of them qualifying him/her to obtain an academic degree, according to the rules approved by the University Council, based on the proposal of the Standing Committee.

Article 58
If the student obtains the same academic degree from two educational institutions within the framework of a joint program, a joint graduation document may be issued between the two educational institutions, or a separate graduation document from one or both educational institutions. The University Council determines then the polices and procedures governing this based on a proposal from the Standing Committee.
Article 59
Health diplomas and health fellowships are excluded from the provisions of these bylaws. The bylaws and rules issued by the University Council apply to them.
Article 60
The council of each university approves the implementation rules of these bylaws.
Article 61
Unless a special provision is provided for in these bylaws, the system of the Council of Higher Education and Universities issued by Royal Decree No. (M/8) dated 4/6/1414 AH for universities covered by the application of this system, and the universities system issued by Royal Decree No. (M/27) dated 2 3/1441 AH for the universities covered by this system, their bylaws, the regulations, and decisions in force in the Kingdom.
Article 62
These bylaws replace the standard Bylaws for Graduate Studies in Universities issued by Higher Education Council Resolution No. (3/6/1417)
Article 63
The Universities Council have the right to interprets these bylaws.
Article 64
These bylaws shall be enforced as of the beginning of the academic year 1444 AH

Applying the provisions of the undergraduate study and examination bylaws issued by the Higher Education Council to Graduate Studies at Effat University and its implementing rules:
Based on the proposal of the Department Council, the College Council, to which the course follows, determines a grade for the semester that is not less than 30 %
The semester work grade for the course is calculated in one of the following ways:
1.Oral, practical, research, or other types of class activity or all or some of them and at least one written exam.
2.At least two written exams.
Based on the recommendation of the Department Council, the College Council to grades.
Based on the recommendation of the subject faculty, the department council that teaches the course may allow the student to complete the requirements for any course in the next semester, and he/she will receive an “Incomplete” (IC) grade in his/her academic record. That grade will be calculated in the semester or cumulative GPA until the student achieves all course requirements. If one semester has passed and he/she has not changed the “Incomplete” (IC) grade in the record, the grade will be replaced by “Fail” (F), and it will be calculated within the semester and the cumulative records.
