Message from the President
In 2024, we continued to redefine what’s possible in public infrastructure. Working handin-hand with our clients to meet the pressing needs of our communities, our journey this year has been nothing short of inspiring.
In Garden Grove, California, we proudly broke ground on a new public safety facility that will serve the community for generations.
On Texas A&M’s Fort Worth campus, we advanced design of a world-class research and innovation facility that will foster collaboration in engineering, aerospace, agriculture, health sciences, emergency response, and more, which is set to break ground in early 2026.
In Arlington, Virginia, we celebrated the opening of a state-of-the-art digital innovation building that will unite the brightest minds from academia and industry under one roof, all working together to tackle the challenges of tomorrow.
Meanwhile, in Atlanta, Georgia, amidst the pressing national housing crisis, we are pioneering a new attainable housing project tailored for public workers, enabling them to live and thrive within the vibrant community they serve.
At Edgemoor, our work is not just about delivering buildings; it is about developing trusted long-term partnerships. We do this by engaging the community every step of the way, creating opportunities for small and local businesses, and curating places where people can truly thrive.
In the following pages, I am thrilled to share some of the ways our team has made an impact across the country over the past year and our exciting plans to build on this momentum in the years to come.

2024 Project Highlights: National Reach, Local Impact
In April 2024, the project team hosted an official groundbreaking ceremony for Phase I of the project, which includes a new police headquarters building.
The team was joined by the Garden Grove Police Department, including Chief El-Farra, and city leadership.
In April 2024, the project team celebrated the accomplishments of the local workforce with a construction topping out event for the College of Business building.
The event was attended by university leadership, including President Brian Sandoval and College of Business Dean Gregory Mosier.
In December 2024, Edgemoor and George Mason University marked the official opening of the building’s commercial space with a commercial launch event

Small and Local Business Outreach & Participation
We believe that maximizing small and local business participation is key to fostering workforce and capacity building in the broader business ecosystem.
Small and local businesses encounter several obstacles that can impede their growth and competitiveness, including limited access to capital, restricted networking opportunities, and complicated procurement processes that can be difficult to navigate. Our proven approach is designed to eliminate these barriers and unlock meaningful opportunities for participation at all levels of the project, including design, construction, and professional services.
We maximize participation through:
• Proactive outreach: We actively engage with small and local businesses through targeted outreach programs. This ensures that these entities are informed about opportunities and can participate in projects that align with their capabilities.
• Partnership and mentor-protégé arrangements: We know these business relationships can be incredibly impactful, so we encourage and help facilitate partnerships to maximize participation whenever possible.
On the Kansas City International Airport New Terminal project, subcontracted work under joint ventures and mentor-protégé arrangements totaled more than $190 million.
• Tailoring scopes of work: On previous projects, we have worked with our design-builder to tailor scopes of work to fit the capabilities of small and local business participants, providing additional opportunities to participate as prime subcontractors.
• Small business training programs: Alongside our affiliate, Clark, Edgemoor has utilized the Strategic Partnership Program to build capacity for small, local businesses. Designed to increase the size, scope, and scale of small businesses, this executive MBA-style course helps participants build valuable skills and connections, serving as a springboard to new opportunities for many.
• Continuous engagement: Edgemoor prioritizes regular check-ins and feedback sessions to ensure that these businesses feel supported.

In October 2024, Edgemoor delivered Fuse at Mason Square, a 345,000 square-foot hub for digital innovation in Arlington, VA.

Business Spotlight: Reno-based mechanical firm RHP Mechanical Systems is installing, testing, and balancing all plumbing systems on the College of Business project to ensure pressure is evenly distributed and prevent leaks and system failures.
The Edgemoor team made a concerted effort to include opportunities for small, local businesses at every level of the project, from construction to professional services.
As a result, Virginia-certified small-, women-, and minority-owned (SWaM) businesses were awarded over 30% of the total project cost, exceeding the ambitious 25% goal set at the onset of the project.
Edgemoor took a multi-pronged approach to exceed this goal. In addition to hosting outreach events, the team helped multiple qualified construction and professional services firms achieve SWaM certification, increasing their likelihood of winning future work in the Virginia SWaM system. Edgemoor also highlighted small and local businesses in the quarterly project newsletter, sent to over 2,000 local stakeholders, to further promote SWaM businesses and highlight their experience.

Workforce Development
We understand that large public projects create the opportunity to positively impact a community for generations by providing local residents with valuable experience and career opportunities. Providing community members with hands-on experience and job opportunities on local projects isn’t just the right thing to do: it fosters local talent, boosts economic growth, and strengthens community, leaving a positive ripple effect.
Building the Workforce of the Future
Edgemoor’s nationally-recognized workforce development approach includes the following key features:
• Market assessment and program development: Through our own research and conversations with key industry and community stakeholders, we work to understand gaps in the market to tailor programs that fit the community’s needs.
• Workforce training: We have experience developing robust workforce training programs that include classroom and on-site learning to give individuals with little to no construction experience a pathway to well-paying careers in the trades.
• Internship program: Our internship program provides students with hands-on experience and exposure to significant projects.
Creating a Gateway in Reno
When the University of Nevada, Reno College of Business project opens for the Fall 2025 semester, it is meant to create a gateway and build connections between the University and the City of Reno.
The Edgemoor team has used the project as a hands-on learning opportunity for the local workforce through:
• Specialized project tours: The team hosted several special tours for groups including University of Nevada, Reno’s Math & Science Summer Camp, Truckee Meadows Community College engineering students, and Reno High School architecture students to teach students more about careers in development and construction.
• Classroom visits: Edgemoor Managing Director Donald Gibson, who is leading the development, served as a guest lecturer for several classes at the University’s College of Business, using the project as a real-life case study for real estate development and financing.
Kansas City International Airport New Terminal Project Wins P3 Bulletin’s Inaugural Social Impact Award
In 2024, the New Terminal project celebrated its first successful year of operations and was honored to receive P3 Bulletin’s inaugural social impact award for the team’s transformative workforce development efforts on the project.
Upon selection as the developer for the $1.5 billion New Terminal project, Edgemoor worked with the Mayor, City Council, and key industry and community stakeholders to understand the Kansas City subcontractor and workforce community’s obstacles to participation on the project.
Edgemoor then developed the Terminal Workforce Enhancement Programs to programmatically address these issues in order to increase capacity on the project and exceed workforce goals. In addition to developing and exceeding ambitious business participation goals, the program enabled firms to grow their teams, acquire new capital, and develop the expertise necessary for securing contracts on large infrastructure projects.

Incorporating sustainable measures doesn’t have to be overly complicated or expensive. Here are ways we think about sustainability for long-term impact and savings.
• Thoughtful material selection: Early planning to select efficient systems and materials while considering lifecycle assessments of their embodied carbon content can optimize sustainability over the long term of the asset.
• Designing for maximum energy efficiency: Incorporating high-performance building envelopes and energy-efficient systems significantly reduces energy consumption and enhances occupant comfort.
• Accounting for climate adaptability: Designing for future changes in climate ensures resilience against future environmental challenges and extreme weather conditions.
• Waste management and diversion: Implementing careful waste management practices, such as recycling or reusing construction debris, can enable significant waste diversion from landfills.

The purchase of renewable energy credits, as project budgets allow, further offsets energy usage, leading facilities towards net-zero energy.
• Water conservation: Utilizing low flow fixtures and innovative site irrigation strategies can lead to substantial water conservation over the project’s lifecycle.
• Promoting biodiversity: Including native plantings in outdoor spaces, such as green roofs, helps establish urban habitats for various species while providing occupants with connections to nature, improving their quality of life.

Designed and constructed to be LEED Platinum certified and net-zero energy, Fuse is a future-ready building that incorporates sustainable features aimed at maximizing occupant comfort and well-being while minimizing its environmental impact. Edgemoor delivered Fuse in October 2024 and manages the facility, ensuring long-term net-zero energy operations.

We believe the assets we develop should be reflections of their communities, therefore input from the public is vital.
We have learned that keeping all stakeholders, from our clients and investors, to end users and the surrounding community, informed about project progress and news is key to building and maintaining public support.
Working in close collaboration with our clients, we use the following tools to build trust and engagement:
• Design charrettes: We host interactive sessions with the community and user groups to gather stakeholder input and foster collaborative planning.
• Community meetings: We utilize regularly scheduled meetings to update and engage community members on project progress and initiatives.

The Garden Grove Civic Center Revitalization Project addresses a long-standing need for a modern public safety facility in the community and provides a new, upgraded park for public gatherings.
Throughout the project, the Edgemoor team has been committed to meaningful community engagement, becoming trusted partners in the community and delivering a project that reflects its aspirations.
We have supported the community in various ways, including:
• Participation in multiple City-hosted open houses and pop-up events to share project updates and collect feedback.
• Hosting a small business outreach event to help local businesses prepare to bid.
• Involvement and support for key community organizations and events, such as the Garden Grove Chamber of Commerce, Kiwanis Club, and Police Department.

Edgemoor has developed several opportunities for team members to learn and grow in their careers, including:
• Strategic committees: In 2023, Edgemoor formed four strategic committees: Development, Finance & Administration, Creative Strategy, and Investment, to foster a collaborative environment where employees can actively participate in decision-making processes. Each member of the team is assigned to one or more of these committees, which not only increases their involvement in the firm but also offers leadership opportunities that extend beyond their day-today roles.
• Employee training program: In 2024, Edgemoor launched a new training program with courses taught by internal subject matter experts. Courses, which range from development and finance to legal and stakeholder engagement, aim to give all employees a shared knowledge base.
• Collaborative culture and knowledge sharing: Edgemoor empowers its future leaders by providing opportunities for meaningful involvement across all levels of the organization. This includes allowing each team member to set the agenda and present during weekly team meetings, where the team shares all active pursuit and project updates, and encouraging team members at all levels to pitch projects and ideas to the investment committee.
• Outside training and networking: In addition to Edgemoor’s internal training program, the firm actively encourages team members at all levels to join local industry organizations and take outside trainings to grow their networks and technical skills.
• Goal setting and performance evaluations: People managers engage in open dialogue with employees throughout the year through regular meetings as well as an annual goal setting and performance review exercise, where team members celebrate success and discuss areas for future improvement.

Edgemoor has developed a formal team engagement plan to track our engagement efforts. Key highlights of our plan include:
• Enhanced onboarding program: Edgemoor’s robust onboarding process ensures that new team members are seamlessly integrated into the organization. The process includes comprehensive training sessions, mentorship programs, and access to resources that help new hires quickly acclimate to their roles and the company culture. This thorough approach not only equips them with the necessary tools and knowledge but also fosters a sense of belonging and engagement.
• Semiannual team offsites: We hold two offsite meetings a year to give team members from across the country an opportunity to collaborate and spend meaningful time together in person. Traditionally, one offsite is held near Edgemoor’s main office while the second offsite is hosted at a project site to give team members the opportunity to experience projects they are not directly working on and share lessons learned.
• Regularly scheduled events: Our team plans a diverse range of activities designed to foster fun and connection. In addition to offsites and volunteer events, we organize holiday parties, monthly team lunches, and sports outings. These events offer our team members the chance to unwind, build relationships, and strengthen the bonds that make our workplace a vibrant and collaborative environment.
