WELCOME TO CECA & CECA WALES About CECA The Civil Engineering Contractors Association (CECA - pronounced ‘seeka’) is the foremost representative body for civil engineering contractors in the UK. CECA was established in 1996, but its provenance stretches much further back as it was born out of the Federation of Civil Engineering Contractors, which was first established in 1919. Today CECA has over 300 member companies employing more than 250,000 employees and our members deliver around 80% of all civil engineering activity in the UK, work worth around £15 billion every year. CECA members range from the largest infrastructure companies in the UK to smaller specialist SMEs. Our members build and maintain the UK’s infrastructure networks in transport, energy, water, waste and communications. The Civil Engineering Contractors Association (CECA) Wales is one of eight limited companies who comprise the “CECA family”. CECA Wales has its own board of directors and represents the interests of over 60 of Wales’ largest and smallest civil engineering contracting businesses with a cumulative annual turnover in excess of £1bn and employing over 6,000 people. These businesses play a huge part in supporting communities across Wales and make a significant contribution to the economic prosperity of our nation. Our members are also major providers of training and apprenticeship opportunities. On a more fundamental level it is our members who will build the infrastructure that our nation needs to prosper.

This engagement, both face to face and via webinars, allows us to share information on business opportunities and to support construction clients in their engagement with the industry.
Political influence and engagement CECA Wales liaises regularly with Members of the Senedd/Welsh Parliament, Westminster MPs and local government elected representatives. We host “drop-in” sessions with politicians and input to the Senedd Committees and Westminster Inquiries on matters that impact the industry. CECA Wales was also instrumental in establishing the Welsh Construction Forum, which is chaired by the Deputy Minister for Climate Change. It was established during the COVID-19 pandemic and now brings together public and private sectors to jointly tackle issues of importance to our sector, including visibility of workload, fair and secure payment practices, and streamlining the public procurement process. Weekly briefings Members receive a weekly briefing every Monday morning with updates on client engagement, political matters and training opportunities as well as the latest “thought piece” from the Director of CECA Wales on important industry matters. CECA Wales Forums At CECA Wales we maintain a number of sector-specific industry Forum and Task and Finish Groups which meet regularly throughout the year. If your company becomes a CECA Wales member, you are entitled to join any or all of these groups, to network directly with Welsh and UK Government officials on specific issues, with Welsh construction UK clients across all sectors, and with other industry stakeholders.
You will also be able to engage in the work CECA Wales does to improve the business environment for our members and receive regular updates from the Welsh Construction Forum. The Forum, which CECA Wales was instrumental in establishing, now provides a focus to improve pipeline visibility, payment practices, procurement, planning and skills across the sector. Moving forward it will provide a focus for decarbonising the industry in Wales.

Workforce training and development CECA Wales operates a free and subsidised schedule of courses for members, including NEC contractual workshops, political briefings and technical seminars. We work with other partners, including CITB Cymru, to facilitate this. Attracting the “brightest and the best” CECA Wales works with schools and colleges to encourage more people into the sector. We have worked closely with Qualifications Wales to support the development of new qualifications at GCSE and A-level in the Built Environment as well as a Foundation Apprenticeship and will support the introduction of these to learners. Members of CECA Wales will receive regular updates on this development and access to resources to support this through the workplace. Social Value CECA Wales are actively involved in supporting clients and supply chains to deliver social value through their construction contracts. As a member you will receive regular updates on the latest requirements from construction clients and gain access to resources to support your businesses in delivering social value. Equality and diversity CECA Wales is a supporter and promoter of equality and diversity across the construction sector working with partners such as the CITB. Members will be eligible to participate in our UK Inspiring Change Conferences & Awards as well as our Fairness, Inclusion and Respect Programme. Annual Conference Each year CECA Wales hosts its Annual Conference with its partners at the Association of Consulting Engineers and the County Surveyors Society (CSS) Cymru which represents Wales’ local highway authorities. As members you will gain access to this important conference, will be able to network with construction clients and
input to the development of a post-Conference report based on key industry challenges. The latest conference theme was “Decarbonising Our Infrastructure”. Previous conference themes have included “Streamlining Public Procurement”, “Transporting Our Future Generations” and “The role of infrastructure in active and healthy lives”. Annual Dinner and Awards CECA Wales hosts an Annual Dinner for members and guests, providing an opportunity to meet and network with friends, colleagues and clients and to recognise the achievements of our workforce through our Annual Awards. Free Helpline CECA Wales, along with our colleagues across the UK, offer free helplines on a range of issues from taxation, contractual advice and employment law to health & safety, environmental and technical matters. Free publications We offer access to free publications including the CECA Schedules of Dayworks, the Blue Form, CIJC documents and a range of specific CECA Wales publications including our Annual Conference Report. Promoting our members Our website allows access to member company logos and company website links for clients to access company services and capabilities. We also use social media extensively to support and publicise the work of members. HOW TO JOIN Membership has two defined routes; Full and Associate. Full members are deemed to be civil engineering contractors or have within their business profile an element of civil engineering activities as set out in the full member application form. Full membership provides access to the complete range of products, services and support available from CECA. Full CECA Wales members, where their work is geographically spread beyond Wales can also attribute a proportion of the subscription to an additional region or regions of CECA, in Scotland or parts of England so that they are able to access the local services of that region of CECA. Associate membership application is open to companies who work in association or on the peripheries of civil engineering contracting and wish to contribute to the industry and exchange mutual understanding, knowledge and expertise. We welcome applications from well-intended companies however, the selection process is rigorous and associate members do not have similar access to services or rights as full members as explained below. FULL MEMBERSHIP The board of CECA Wales reviews the suitability of companies applying for Full Membership – their decision is final and without recourse. Companies applying to join CECA Wales Ltd should meet the following expectations and adopt the generic Code of Ethics.
The business should: •
Be registered as a Limited Company in Wales
•
Be based or trade in Wales
•
Have a minimum turnover of £500,000 of which a minimum £250,000 must be civil engineering activity
•
Have a financially sound track record during the last three years
•
Have in place a Health and Safety policy that meets the commitment to the CECA Health and Safety Action Plan and Strategy, or be willing to amend it so that it does
•
Must be registered with CITB and pay levy in accordance with The Industrial Training Levy (Construction Industry Training Board) Order 2018 (full membership only)
•
Be committed to raising the standards of civil engineering through being a member of CECA Wales Ltd;
•
Agree to the scrutiny of their application by the Directors and Board members of CECA Wales
•
Agree to the board decision without recourse.
ASSOCIATE MEMBERSHIP Companies applying to join CECA Wales Ltd via the Associate Membership route should comply with the following criteria, terms and conditions and adopt the generic Code of Ethics:

Associate Members will be encouraged to contribute to and benefit from the mutual exchange of information and expertise with CECA Members

Be registered in the UK as a Limited Company
•

Carry out business activities closely allied and supportive of the civil engineering industry
Associate membership must not be regarded as a platform for access to full members for marketing purposes. Any Associate Member exploiting membership for such purpose i.e Brand Endorsement may have membership terminated
•
Be based or trade in the devolved nation of Wales (as set out on page 10)
•

Not eligible as a full member or have previously been a full member
Input and initiatives by Associate Members in the furtherance of Health and Safety and Welfare, Environmental and Technical developments will be encouraged and supported

Have a financially sound track record during the last three years

Be VAT Registered
Associate Members will not be able to attend Client Liaison events but will be entitled to attend and participate at other events, such as Annual Dinners, Awards, Golf Days, etc.

Be aware of the CECA Action Plans and Strategies

Associate Members will not be eligible to join CECA Wales Council

Comply with Competition Law requirements
•
Membership is restricted to the devolved nation of Wales

Be aware and adopt where possible of the CECA Code of Ethics

Hold relevant policies and be legally compliant

Agree to the Council decision without recourse.

Associate Membership will not have any right to vote on, influence or amend existing constitutional matters, the operations or policies of the Association
CODE OF ETHICS We maintain a code of ethics that we expect our members to comply with; these have been written by our members and endorsed by our our Board of Directors and Council Members. These are that members should: •
Acknowledge the advantages of trading relationships being conducted in a fair and transparent manner;
•
Recognise the confidence that is engendered by collaborative working by all members of the supply chain, together with the promotion of a culture of mutual trust, which benefits all participants and the client;
•
Treat their own supply chain fairly & equitably by choosing and negotiating forms and conditions of contract with equal treatment for all, and which identify, assess and allocate risk fairly;
•
Commit to ensuring that all payments for work undertaken throughout the supply chain, are paid when due;
•
Provide and maintain a safe working environment for all, taking account of the CECA Health and Safety Action Plan and Strategy;
•
Undertake any project with a responsible attitude toward the environment, the local neighbourhood and sustainability issues;
•
Endeavour to meet the CECA aspiration of a 100% fully qualified workforce;
•
•
Will work with, and provide sufficient and accurate information to, supply chain partners in an open, fair and collaborative manner: •
promoting the benefits of team-working;
•
establishing clear and effective lines of communication;
•
providing and encouraging early involvement of relevant supply chain partners to discuss client requirements and identifying solutions;
Will work together to deliver projects in accordance with an agreed programme within time, budget and standards of quality by sharing information on progress and establishing systems for monitoring and reporting performance.

SUBSCRIPTION
Bands and membership fees:
Membership runs from January - December each year. Associate Membership is a fixed fee at £1200 + VAT per region/nation. Full membership is different in that it is collected in a fair and equitable manner to reflect the size and turnover of each member. Where members can prove that they are operational in other regions/nations the single subscription can be apportioned internally by CECA so no additional fee is required. Maximum fee-paying members get automatic CECA coverage across the UK.
