Park Pavilion Reservations

Community Parks available for rental: May 15 - Oct 1 2026 reservations will be accepted beginning December 10, 2025. (Online 8:00 AM / Walk-Ins 8:00 AM) Heated shelters at Neighborhood Parks are available yearround for reservation.

Key deposit for shelters/pavilions is $25/booking Deposits can be made in the form of cash, check or card You will receive the deposit back once keys have been returned If keys are lost, stolen or damaged, the key deposit will be forfeited All keys need to be picked up at 910 Forest Street, Monday - Friday 8am - 4pm If you do not pick up keys during office hours, no keys will be available for your reservation.

CAN I RESERVE AN ICE RINK OR PLAYGROUND?

Pavilions, Shelters, Owen Park Bandshell, and the Phoenix Park Great Lawn and Labyrinth are all reservable Nearby playgrounds and ice rinks remain open to the public during park hours

WHAT SHELTERS CAN BE RESERVED DURING THE WINTER?

Neighborhood Park warming shelters that can be reserved during the winter season are Boyd Park, Demmler Shelter, Mitscher Shelter, Oakwood Shelter, Pinehurst Shelter, Putnam Heights Shelter, Roosevelt Shelter, and Sam Davey Shelter

ARE THE OWEN PARK BANDSHELL AND AMPHITHEATER RESERVABLE?

The Owen Park Bandshell and Amphitheater are both reservable Both are most often used for Public Events For more information, please call the Parks Administrative Office at (715) 839-5039 All other Park Reservations can be made online

IS ALCOHOL ALLOWED AT MY EVENT?

Carry-ins of Intoxicating liquor, beer and wine are allowed at Carson Park, Mt Simon Park, Riverview Park, and Rod & Gun Park Kegs at any of the above parks or any alcohol in Phoenix Park Pavilion require city approval In Owen Park and Neighborhood Parks, alcohol is not allowed For full details, including alcohol permit fees, please visit our Alcohol Policies page

ARE RESERVATIONS REFUNDABLE?

Refunds can be issued for cancellations within 5 business days prior to the event, minus a $7 Administrative Fee. Refunds will not be issued due to inclement weather. For our full refund policy, please visit our Parks Information Reservations page.

CAN I BRING A GRILL?

Most Community Parks and a few Neighborhood Parks have grills available for your Park Reservations Due to City Ordinance 9 76 110, igniting or maintaining a fire or open flame is not allowed except if fully contained in metal grills in picnic areas or fire rings installed by the City More detailed policies may be found HERE

HOW DO I PLAN A PUBLIC EVENT IN AN EAU CLAIRE CITY PARK?

IS CAMPING ALLOWED OVERNIGHT IN EAU CLAIRE CITY PARKS?

No overnight camping is allowed in any Eau Claire City Park Parks are only available for use during operation hours Monday-Sunday from 4AM -11PM

IS FISHING ALLOWED AFTER HOURS?

Anglers are only able to fish our Eau Claire City Parks during park hours For a listing of recommended fishing locations, please visit our Boat Docks and Landings page Please note that there are no internal combustion engines allowed in Half Moon Lake

IS PLASTIC CONFETTI PERMITTED?

Due to the harm that it causes to our local wildlife, plastic confetti is not allowed in any of our Parks

APPLICATION INFORMATION

2026 reservations will be accepted beginning November 19, 2025.

Applications for events are due at least 30 days in advance of your event Events that are new, or require City Council approval, are due 60 days in advance of your event

To reserve your space, please complete a Save the Date Form Once your date is reserved, complete the full application for event approval and permit

WHAT QUALIFIES AS A SPECIAL EVENT?

Your event is a special event and requires a permit if it is a scheduled gathering, on city property, the public is invited, and it meets any one of the following criteria:

Over 100 people are expected to attend Food/concessions will be served or sold

Merchandise or others items are to be sold

An admission/entry fee is charged for participation or inclusion

Donations are accepted

Street closures are needed

Tents over 250 square feet will be put up

Alcohol will be served or sold

Alteration of park operation hours requested

INSURANCE REQUIREMENTS

An event sponsor shall be required to provide a valid certificate of insurance,

EAU CLAIRE DOG PARKS

WHO LET THE DOGS OUT?

The City of Eau Claire has three off-leash recreational areas where citizens may responsibly exercise their canines without leashes. A daily pass can be purchased at the dog parks. Annual passes for City and Non-City residents can be purchased at the Customer Service Office in City Hall. For more information, call 715-839-4923.

SUNDET PARK OFF-LEASH DOG PARK

4703 Robin Road, Eau Claire, WI 54703 This facility is located off Hwy 53 at Melby Street, intersection of Robin Road and Runway Avenue.

SOUTHWEST OFF-LEASH DOG PARK

Prior to draining the pool for the summer season, the pool opens one last time as a safe place for dogs to swim! Vendors from the Eau Claire area are present Fairfax Pool will be open exclusively to the canine crowd for this special event (sorry, no people in the pool on this day)

Volunteers work throughout the City and County of Eau Claire picking up trash and preparing flowerbeds

PARK PRIDE

If your family, group or organization is looking for an opportunity to take an active role in keeping Eau Claire beautiful, there are several ways you can volunteer:

1. Adopt-a-Park, Adopt-a-Trail, Adopt-a-Flowerbed: Volunteers pick up litter, report vandalism, weed flowerbeds or help with special projects.

2. Park or Trail Clean-up: This is a one-time cleanup of a park or trail area.

YOUTH SPORTS COACHES

Parks and Recreation relies on volunteer coaches for several youth sports: baseball, flag football, soccer, and t-ball If you have any experience in any of these sports, consider sharing your knowledge and time as a youth sports coach You will be asked to complete an application before you begin coaching, which includes a background check

OUTDOOR WINTER RECREATION

OUTDOOR RINKS

Outdoor rinks will be available for use from December 26, 2025 - March 1, 2026 (weather depending). Outdoor rinks are available for community use during park hours of 4:00am - 11:00pm. Staff supervision with warming shelter and restroom access is available at 4 locations during staffed hours (see schedule below). If weather allows, two additional unsupervised rinks are available for community use.

ECPR offers 4 supervised outdoor rinks with access to the warming shelter, restrooms, and indoor activities during staffed hours.

No Ice Skates are available for rent at any Outdoor Ice Rink Locations.

All Supervised Neighborhood Park locations will have a variety of board games, playing cards, arts and crafts, and other indoor fun.

EAU CLAIRE YOUTH HOCKEY

Eau Claire Youth Hockey Association (ECYH) is the organizer of the youth (ages 4-15) hockey offerings in the Eau Claire Area ECYH offers programming at the Mini-Mites, Mites, Squirts, Pee-Wees, Bantams, 8U Girls, 10U Girls, 12U Girls and 14U Girls age levels The home site for all clinics, leagues and instructional programs are located at Hobbs Ice Arena, 915 Menomonie Street, Eau Claire, WI

MINI MITE HOCKEY PROGRAM

Ages: 4-5 (Age as of December 31)

Day: Sundays, November - February

Time: 4:45PM-5:30PM or 5:30PM-6:15PM

The Mini-Mite program is a full season (13 weeks) of hockey instruction for all beginning hockey players The emphasis is on fundamentals and increasing confidence in young skaters The program fee covers 9 75 hours of on-ice instruction, a complimentary jersey, hockey stick, and mouth guard Full equipment is required for play ECYH offers full sets of equipment (except skates) for rental with a refundable deposit. Deposit will be refunded upon return of the equipment at the end of the season.

Mite teams will be formed by geographical area or school to the best of our ability. If one school has enough kids to create two or more teams, players will be evaluated during the initial practice sessions and will be placed on teams based on ability level to create equality among teams

Teams will practice two days per week prior to their first scheduled game Additional practices will be scheduled 1-2 days per week after first scheduled game and games will be played mostly on Saturday or Sunday.

Participants will receive a team jersey for the season. ECYH offers full sets of equipment for rental with a refunded deposit, if needed, however players must furnish their own skates, stick, and mouth guard Goalie equipment will be provided for each team

Classes that are approved for the Scholarship Program through the Eau Claire Parks and Recreation All program participants must live within the City of Eau Claire Boundaries and pay their taxes to the City of Eau Claire Apply and view all Scholarship Criteria at www.eauclairewi.gov/scholarship.

In order to help ensure that the registration process is fair to all, you may only register for members of your immediate household It is not acceptable for one person to register neighbors/friends/ extended relatives along with their own registrations. WAITLISTS

AQUATICS

LEVEL RECOMMENDATIONS

It is not recommended to enroll your child in a sequence of levels throughout the summer See new class descriptions on which class to appropriately enroll your child in It's best to make sure your child is comfortable in the level they are in before enrolling in the next level.

PARENT/CHILD AQUATICS

(Ages: 6 Months - 4 Years) An adult is REQUIRED to participate in the water with each child.

PARENT/CHILD LEVEL 1

Prerequisites: 6 months of age before the first class

Goal: Familiarize children with water, teaching swimming readiness skills, building safe habits for aquatic environments, educating parents on how to safely supervise and enjoy the water with their children.

PARENT/CHILD LEVEL 2

Prerequisites: 6 months of age before the first class AND confidently explore the water with support Goal: Children learn when and how to safely enter and exit the water, develop breath control, gain comfort with a feeling of buoyancy, learn arm and leg actions for swimming, and continue building safe habits for aquatic environments, including the expectation of parent supervision and what to do in an emergency Provides parents with safety information and techniques they can use to help their children in the water.

PRESCHOOL AQUATICS

(Age: 4-5 Years): A parent is NOT required to be in water.

OTTER

Prerequisites: 4 years of age before the first class

Goal: Learn when and how to independently enter and exit the water then travel 5 yards, develop breath control, experience and gain comfort with buoyancy on the front and back, practice beginner arm and leg action on the front and back, prepare to safely participate in aquatic activities, learn how to recognize emergencies and call for help All skills can be completed with support by the instructor

SEAL

Goal: Begin to independently float, glide, and travel 3 body lengths, perform previous skills for longer lengths of time or longer distances, explore deeper water, prepare to safely participate in aquatic activities, and learn how to recognize emergencies and call for help All skills can be completed with assistance by the instructor

DOLPHIN

Goal: Gain increasing independence and endurance while swimming, floating, and gliding; explore treading water, learn more about safely participating in aquatic environments, learn how to safely respond once help is on the way All skills should be completed independently

RED CROSS LEARN TO SWIM

(Ages: 6-15): Begin Learn to Swim with Level 1 unless otherwise recommended by a swim instructor.

Prerequisites: 6 years of age before the first class Goal: Orientate children to the aquatic environment, teach basic aquatic skills, prepare children to safely participate in aquatic activities, and learn a new safety topic each class Skills that are focused on: traveling at least 5 yards, bobbing 5 times then safely exiting the water, gliding on front supported at least 2 body lengths, and rolling to a back float for 5 seconds with assistance

LEVEL 2

Goal: Begin to independently float, glide, and move through the water. Perform previous skills for longer lengths of time for longer distances, explore deeper water, prepare to safely participate in aquatic activities, and learn a new safety topic each class Skills that are focused on: learn to float without support for 15 seconds and swim about 10 yards continuously independently.

LEVEL 3

Goal: Perform previous skills for longer lengths of time or longer distances, introduction to the front crawl, elementary backstroke, headfirst entries, develop water competency, and learn a new safety topic each class Skills focused on: front crawl for 25 yards, swimming the elementary backstroke for 25 yards, survival float, and jumping into deep water from the side and treading.

Goal: Perform previous skills with greater proficiency and build endurance, introduction to the back crawl, breaststroke, sidestroke, butterfly, and turning at the wall Learn a new safety topic each class Skills focused on: breaststroke for 15 yards, back crawl for 15 yards and introduction to butterfly: swim 15 yards.

Goal: Perform previous skills with greater proficiency and build endurance. Introduction to flip turns on front and back, perform a long shallow dive, surface, and begin swimming Learn a new safety topic each class Skills focused on: front crawl for 50 yards, elementary backstroke for 50 yards, breaststroke for 25 yards, and the back crawl for 25 yards

REGISTRATION MANAGER MEETINGS

Online registration is available for all Parks and Recreation Adult Leagues at http://activenet active com/Eauclaire/ League registration is by team only, except for Ultimate Frisbee, which is by individual player. The Team Manager will create the team name, team password, and pay for the league fee After your team is registered, reach out to Team Players via email under "My Account" and select "Team Management Services" Managers are able to email a link with a passcode to team players OR share a link to their Facebook Page All players will have to make an ActiveNet account Each player will register online for the team using the assigned password Team managers will also need to register as a player. Team rosters are due prior to the first week of play. Players must be 18 years or older. Games will be scheduled in the evenings Fee MUST accompany team registration to guarantee placement

Individuals may create an account and register as a “FREE AGENT” to be considered if teams are short players

One member from each team MUST attend the manager meetings
