Park Pavilion Reservations

Community Parks available for rental: May 15 - Sept 30 2027 reservations will be accepted beginning December 28, 2026 (Online 8:00 AM / Walk-Ins 8:00 AM)

Reservations must be made at least 7 days prior to the event date.

No reservation? No problem! pavilions without posted reservations and independent picnic tables are free and available on a first-come, first-served basis during park hours

Keys must be picked up by an adult (age 18+) from our office at the Central Maintenance Facility at 910 Forest Street Business hours are 7:30am-4pm Monday-Friday, we are closed on holidays Keys must be returned within 7 days after your reservation at the same location. Use the drop box outside the entry doors to return keys outside of business hours If keys are not returned within 7 days after your reservation, a $25 lost key fee will be added to your account, and we will send an invoice for the fee to the account holder on the reservation Leave the facility clean and orderly after your reservation and make sure all doors/gates are locked before leaving. FOREST HILL & LAKEVIEW CHAPELS

$220/2-Hour Block

Additional time may be reserved ($110/hour). Additional charges (overtime after 4pm & weekends). Forest Hill Chapel may be reserved for memorial services only.

PHOENIX PARK

EAU CLAIRE CITY PARKS FAQ'S

CAN I RESERVE AN ICE RINK OR PLAYGROUND?

Pavilions, Shelters, Owen Park Bandshell, and the Phoenix Park Great Lawn and Labyrinth are all reservable. Nearby playgrounds and ice rinks remain open to the public during park hours.

ARE THE OWEN PARK BANDSHELL AND AMPHITHEATER RESERVABLE?

The Owen Park Bandshell and Pavilion are both reservable The Bandshell is most often used for Public Events For Bandshell Reservations, please call the Parks Administrative Office at (715) 839-5039. Pavilion reservations can be made online.

IS ALCOHOL ALLOWED AT MY EVENT?

Intoxicating liquor, beer, and wine are allowed only in Carson Park, Lower Mt. Simon Park, Riverview Park, and Rod and Gun Park. With prior city approval, alcohol may be permitted at Phoenix Park. Alcohol is not allowed in Owen Park or the Neighborhood Parks. For full details, including alcohol permit fees, please visit our Alcohol Policies page.

ARE RESERVATIONS REFUNDABLE?

Refunds can be issued for cancellations within 5 business days prior to the event, minus a $7 Administrative Fee. Refunds will not be issued due to inclement weather. For our full refund policy, please visit our Parks Information Reservations page.

HOW DO I PLAN A PUBLIC EVENT IN AN EAU CLAIRE CITY PARK?

For all details regarding regulations of Public Events in any Eau Claire City Park, please visit our Special Events page. For further questions, please contact our Special Events coordinator at specialevents@eauclairewi.gov.

IS CAMPING ALLOWED OVERNIGHT IN EAU CLAIRE CITY PARKS?

No overnight camping is allowed in any Eau Claire City Park Parks are available for use during operation hours Monday-Sunday from 4AM -11PM

IS FISHING ALLOWED AFTER HOURS?

Anglers are able to fish our Eau Claire City Parks during park hours For a listing of recommended fishing locations, please visit our Boat Docks and Landings page Please note that there are no internal combustion engines allowed in Half Moon Lake

CAN I BRING A GRILL?

Most Community Parks and a few Neighborhood Parks have grills available for your Park Reservations. Due to City Ordinance 9.76.110, igniting or maintaining a fire or open flame is not allowed except if fully contained in metal grills in picnic areas or fire rings installed by the City

IS PLASTIC CONFETTI PERMITTED?

Due to the harm that it causes to our local wildlife, plastic confetti is not allowed in any of our Parks

Applications for events are due at least 30 days in advance of your event Events that are new, or require City Council approval, are due 60 days in advance of your event

To reserve your space, please complete a Save the Date Form Once your date is reserved, complete the full application for event approval and permit

WHAT QUALIFIES AS A SPECIAL EVENT?

Your event is a special event and requires a permit if it is a scheduled gathering, on city property, the public is invited, and it meets any one of the following criteria:

Over 100 people are expected to attend Food/concessions will be served or sold

Merchandise or others items are to be sold

An admission/entry fee is charged for participation or inclusion

Donations are accepted

Street closures are needed

Tents over 250 square feet will be put up

Alcohol will be served or sold

Alteration of park operation hours requested

INSURANCE REQUIREMENTS

An event sponsor shall be required to provide a valid certificate of insurance,

A final invoice with any remaining charges will be sent after the event is concluded, see links below for full list of Special Event charges.

WHO LET THE DOGS OUT?

The City of Eau Claire has three off-leash recreational areas where citizens may responsibly exercise their canines without leashes A daily pass can be purchased at the dog parks. Annual passes for City and Non-City residents can be purchased at the Customer Service Office in City Hall. For more information, call 715-839-4923.

REGISTRATION & POLICIES

Classes offered in partnership with the Eau Claire Area School District ECASD residents pay a materials/supply fee for activities identified with this symbol This is the second fee listed Non-school district residents must pay the full program fee (first fee).

RESIDENT VS. NON-RESIDENT

Your family is considered "Residents" if you pay your property taxes to the City of Eau Claire If you pay your property taxes to the City of Eau Claire, you are eligible to take the City Resident Discounted Fee. Your family is considered "Non-Residents" if you pay your property taxes to a Township do not live in Eau Claire If you pay your property taxes to a Township, you will have to pay the full Program Fee

A full refund will be issued for any program cancelled by Parks and Recreation (Not subject to Administrative Fee)

A full refund is available if Parks and Recreation makes changes to the original program schedule and you can no longer participate (Not subject to a $7 Administrative Fee)

A refund will be issued for a program if Parks and Recreation is notified of your cancellation 72-hours prior to the start of the program Refund subject to a $7 Administrative Fee

All program transfers/cancellations must be done by emailing recreation@eauclairewi.gov with the participant's name and classes to be cancelled (cancellations subject to a $7 Administrative Fee)

Refunds will not be issued for Fairfax Pool Memberships or EC RecPass Punch Cards

Youth Leagues - 75% of the program fee may be refunded up to the first day of program (Refund subject to a $7 Administrative Fee) No refunds after schedules have been completed Refunds will not be issued for Adult Athletic Team registration fees after schedules have been completed (Refund subject to Administrative Fee)

Shelter/Pavilion reservations are eligible for a refund if the cancellation is received 5 business days prior to the event (Refund subject to a $7 Administrative Fee)

If your account is credited with a refund or an overpayment is made, you will be issued a credit card refund (please allow up to 10 business days for processing) or check in 1-2 weeks Patrons are not allowed to leave credit balances on their accounts.

Parks and Recreation accepts American Express, Discover, MasterCard, and Visa for all registration and program payments. Personal information is safe and secure. Registration forms which include credit card numbers will be shredded immediately after processing PAYMENT BY CREDIT CARD

In order to help ensure that the registration process is fair to all, you may only register for members of your immediate household It is not acceptable for one person to register neighbors/friends/ extended relatives along with their own registrations. SCHOLARSHIP PROGRAM RENEWALS

Patrons will be asked each calendar year to verify their eligibility for the Scholarship Program Upon renewal, Patrons must show Proof of Address, ID, and Proof of Assistance (sorry, no FoodShare cards are accepted, letters only) Patrons who live within the City of Eau Claire City Limits and pay property taxes to the City of Eau Claire are eligible. Patrons who reside in Townships are not eligible.

1ST DAY ATTENDANCE POLICY

First day attendance is required for all sessions of summer school partnership programs with a $0 ECASD resident cost. First day no shows will be removed from the class to accommodate waitlist additions If your family schedule has changed prohibiting your child from attending the program, please email recreation@eauclairewi gov so we can remove your child from the roster If you need to cancel your child's registration, please allow at least a 72-hour cancellation notice

From the City Website, go to Activity Guide | Registration Information, select “Register Online”. Then, create your personal account with a user ID and password An email will be sent confirming new account; must click link to activate new accounts Online registrations have priority over mailed and faxed registration If you happen to forget your account login information, please email recreation@eauclairewi.gov and a new, temporary password will be setup for you

DO NOT create a new account if you are having trouble logging in to an existing account. Creating duplicate accounts causes errors within our registration software and may prevent you from registering

ACTIVITY & LEAGUE REGISTRATIONS

Log in to your account, then go to the “Activities” tab and either type in the name of the program, hover over the different activity categories or search the program code. Once the activity is on your screen, click on “Enroll Now” and follow the registration steps

FAIRFAX POOL MEMBERSHIPS

Log in to your account, then go to the tab titled “Memberships” In the Search Packages space, type in membership you’re interested in purchasing; individual or family. Check out and pay the fee. An email will be sent confirming registration. If you're using a Mobile Device, please click the three sidebars on the homepage and click on "View Full Site" Once you do that, you are able to view the Membership Options

WAITLISTS

If classes are full, patrons are encouraged to join the waitlist in the event that an opening occurs If your children are taken off the waitlist, our Recreation Administrative Office will either call or email the number and/or email listed on your account Patrons will typically have 24 hours to respond If we do not hear back from you, your child will be removed from the waitlist and the next child on the waitlist will be contacted

SCHOLARSHIP PROGRAM GUIDELINES

Scholarships are valid day of approval - November 30 of each calendar year.

The Eau Claire Parks and Recreation Scholarship Program provides discounted scholarship rates for ECPR youth programs and Fairfax Pool memberships for qualifying youth and families Recipients must live within the limits of the City of Eau Claire Scholarship applications must be submitted to the Recreation Administrative Office via email at recscholarships@eauclairewi.gov or in-person Monday - Friday from 7:30am - 4pm at 915 Menomonie Street

ELIGIBILITY: Any resident living within the City of Eau Claire boundaries currently receiving Federal, State, or Local assistance are eligible If the address at which you live is located in a Township, different county, or different city you will not be eligible for the program The following must be submitted when applying for the scholarship:

Provide proof of current assistance for ALL Family Members applying. OR Proof of ECASD Free Lunch Program:

POOL TEMPERATURES

Indoor pool water temperatures are regulated by the school district, not Parks and Recreation With the exception of Fairfax Municipal Pool, the schools try to maintain a comfortable water temperature

In order to give all participants an equal opportunity to enroll in classes, we ask that each participant be registered for only one aquatics class per session and one waitlist per session ECASD Student ID # is required to take the ECASD Discount

AQUATICS

LEVEL RECOMMENDATIONS

It is NOT recommended to enroll your child in a sequence of levels throughout the summer. See class descriptions to determine which class is appropriate to enroll your child in It's best to make sure your child is comfortable in the level they are in before enrolling in the next level

PARENT/CHILD AQUATICS

(Ages: 6 Months - 4 Years) An adult is REQUIRED to participate in the water with each child.

PARENT/CHILD LEVEL 1

Prerequisites: 6 months of age before the first class

Goals: Familiarize children with water, teach swimming readiness skills, build safe habits for aquatic environments, educate parents on how to safely supervise and enjoy the water with their children

PARENT/CHILD LEVEL 2

Prerequisites: 6 months of age before the first class AND confidently explore the water with support

Goals: Learn when and how to safely enter and exit the water, develop breath control, gain comfort with a feeling of buoyancy, learn arm and leg actions for swimming, and continue building safe habits for aquatic environments, including the expectation of parent supervision and what to do in an emergency Provides parents with safety information and techniques they can use to help their children in the water

PRESCHOOL AQUATICS

(Age: 4-5 Years): Instructor Led Classes. No parent/guardian in-water participation in preschool aquatics.

OTTER

Prerequisites: 4 years of age before the first class.

Goals: Learn when and how to independently enter and exit the water then travel 5 yards, develop breath control, experience and gain comfort with buoyancy on the front and back, practice beginner arm and leg action on the front and back, prepare to safely participate in aquatic activities, learn how to recognize emergencies and call for help All skills can be completed with support by the instructor

SEAL

Goals: Begin to independently float, glide, and travel 3 body lengths, perform previous skills for longer lengths of time or longer distances, explore deeper water, prepare to safely participate in aquatic activities, and learn how to recognize emergencies and call for help All skills can be completed with assistance by the instructor

DOLPHIN

Goals: Gain increasing independence and endurance while swimming, floating, and gliding; explore treading water, learn more about safely participating in aquatic environments, learn how to safely respond once help is on the way All skills should be completed independently

RED CROSS LEARN TO SWIM

(Ages: 6-15 Years): Begin Learn to Swim with Level 1 unless otherwise recommended by a swim instructor. Plan on successful completion of 1 level per summer Each level may take multiple attempts each summer. We recommend signing up for the same level all summer Instructor Led Classes No parent/guardian in-water participation in learn to swim aquatics

LEVEL 1

Prerequisites: 6 years of age before the first class. Goals: Orient children to the aquatic environment, teach basic aquatic skills, prepare children to safely participate in aquatic activities, and learn a new safety topic each class Skills that are focused on: traveling at least 5 yards, bobbing 5 times then safely exiting the water, gliding on front supported at least 2 body lengths, and rolling to a back float for 5 seconds with assistance

LEVEL 2

Goals: Begin to independently float, glide, and move through the water Perform previous skills for longer lengths of time for longer distances, explore deeper water, prepare to safely participate in aquatic activities, and learn a new safety topic each class Skills that are focused on: learn to float without support for 15 seconds and swim about 10 yards continuously independently

LEVEL 3

Goals: Perform previous skills for longer lengths of time or longer distances, introduction to the front crawl, elementary backstroke, headfirst entries, develop water competency, and learn a new safety topic each class. Skills focused on: front crawl for 25 yards, swimming the elementary backstroke for 25 yards, survival float, and jumping into deep water from the side and treading

LEVEL 4

Goals: Perform previous skills with greater proficiency and build endurance, introduction to the back crawl, breaststroke, sidestroke, butterfly, and turning at the wall Learn a new safety topic each class Skills focused on: breaststroke for 15 yards, back crawl for 15 yards and introduction to butterfly: swim 15 yards

LEVEL 5

Goals: Perform previous skills with greater proficiency and build endurance. Introduction to flip turns on front and back, perform a long shallow dive, surface, and begin swimming Learn a new safety topic each class Skills focused on: front crawl for 50 yards, elementary backstroke for 50 yards, breaststroke for 25 yards, and the back crawl for 25 yards.

LEVEL 6

Goals: Stroke refinement for greater efficiency and effectiveness over longer distances Focus on personal water safety and the skills necessary to become a Water Safety Instructor or Lifeguard Learn a new safety topic each class Skills focused on: swimming 500 yards continuously using any 3 strokes, demonstrate all six swimming strokes for 50 or 100 yards, demonstrate various survival techniques for 10 minutes, and demonstrate treading water without arms using multiple kicks

YOUTH LEAGUES

Outcomes: Instructional Programs: Introduce a specific sport to learn fundamentals; Build confidence through participation; Improve physical fitness.

Leagues: Build on the outcomes of the instructional programs; Learn sportsmanship and how to be a good teammate; Gain further knowledge of the rules of a specific sport.

S.P.O.R.T.S.

Through participation in our S.P.O.R.T.S. programs, players will also learn about Sportsmanship, Perseverance, Optimism, Respect, Teamwork, and Service as integral parts of the Youth Sport Experience.

UNIFORMS

Players enrolled in leagues will receive one t-shirt uniform. If a replacement is needed, please notify the league supervisor. A $5 replacement fee will be charged per shirt. Flag Football jerseys will have a higher replacement fee.

HOW ARE TEAMS FORMED?

Players are assigned to teams through an evaluation process by elementary school or geographical location when possible

WHAT ABOUT TRANPORTATION?

Parents are expected to provide transportation for their children Carpooling requests are secondary to evaluation results Our primary focus is to ensure quality organization of teams

AGE AND/OR GRADE REQUIREMENTS

For all youth programs with an age requirement, the child must be of the required age as of the first day of the program For all youth programs with a grade requirement, the child must be going into the required grade during that season All age and grade requirements are set to provide a safe and enjoyable league experience for all participants; therefore, exceptions cannot be made Thank you for your cooperation

BASEBALL LEAGUE

Coaches Meeting: Tuesday, June 9 @ 6:15PM

Volunteers: Apply to be Volunteer Coach here!

Players will be contacted by their coach prior to the first scheduled program date Game schedules will be distributed at the first practice Each player will receive a team t-shirt Players need to provide their own glove

Coaches Meeting: Wednesday, August 5

Grade 2: 5:30PM - 6:15PM

Grades 3-4: 6:15PM - 7:00PM

Grades 5-6: 7:00PM - 7:45PM, Volunteers: Apply to be Volunteer Coach here! Players will be contacted by their coach prior to the first scheduled program date. For Grades 3-6, practices will be held on Thursday and games will be on Tuesdays. Practices are 90 minutes. For Grade 2, games will be officiated by coaches and no score will be kept. Practices are one hour on Thursdays. Games will be on Tuesdays.

SOCCER LEAGUE

Coaches Meeting: Tuesday, June 9 @ 7:00PM

Volunteers: Apply to be Volunteer Coach here! The season begins with two or three practices, followed by playing two games per week, with another mid-season practice or two Each participant will receive a t-shirt and socks as part of their team uniform Players must provide their own shin guards All participants will be placed on a team and contacted by their coach Game schedules will be distributed at the first practice

T-BALL LEAGUE

REGISTRATION

Online registration is available for all Parks and Recreation adult leagues at http://activenet.active.com/Eauclaire/. League registration is by team only, except for Ultimate Frisbee, which is by individual player The Team Manager will create the team name, team password, and pay for the league fee After your team is registered, reach out to Team Players via email under "My Account" and select "Team Management Services" Managers are able to email a link with a passcode to team players OR share a link to their Facebook Page All players will have to make an ActiveNet account. Each player will register online for the team using the assigned password. Team managers will also need to register as a player Team rosters are due prior to the first week of play Players must be 18 years or older Games will be scheduled in the evenings Fee MUST accompany team registration to guarantee placement Individuals may create an account and register as a “FREE AGENT” to be considered if teams are short players
