Inadequate nursing staff for new Byron hospital Luis Feliu

Byron Central Hospital management have hosed down nurses’ claims that a lack of staffing at the new hospital could put patient safety at risk. The hospital, opened just five weeks ago, could face its first industrial action after the nurses’ union warned they would consider that course if their concerns weren’t addressed. At a combined meeting of the NSW Nurses and Midwives Association (NSWNMA) and members from the Mullumbimby War Memorial and District and Byron District Hospital branches, it was unanimously agreed to go public with their concerns. NSWNMA general secretary, Brett Holmes, said ‘the facade and physical resourcing of Byron Central Hospital would lead the community to believe that it is a state-ofthe-art hospital equipped to provide safe effective patient care but the branches believe the community has been misled’. ‘There is one vital ingredient missing – adequate nursing staff levels,’ Mr Holmes said.

Mismatch between nurses and patients ‘The clear mismatch between nursing staff and patient numbers does not provide safe care for the number and complexity of the patients admitted,’ he said. ‘Nursing staff are stressed, exhausted, frustrated and extremely concerned about patients missing

care. These concerns have been voiced to management with no acknowledgement or action to address the issues.’ Mr Holmes said the nurses ‘needed community support to help highlight the issues and improve the situation’. ‘We’re calling on the public to send a message to the Baird government that ignoring their right to safe patient care is completely unacceptable,’ he said. ‘The nursing staff, therefore, have no alternative but to request community support to increase staffing levels in all areas of Byron Central Hospital so that they can do what they do best – provide safe, effective nursing care for their communities.’

Staff adjusting to new hospital: management But in a bid to allay concerns, chief executive of the Northern NSW Local Health District (NNSW LHD), Wayne Jones, replied that staff were continuing to ‘adjust to the new working environment and level of care provided at the new facility’. Mr Jones said management was ‘very aware of the heightened emotions and transition issues being experienced by our staff as they adjust to the change of two independent hospitals being merged into one stateof-the-art facility that has a higher level of care required, despite a reduction in the actual number of patients’. ‘While year-on-year activity levels between the new Byron Central Hospital (BCH) and the combined continued on page 2

Old-school skater, Tim Go from Lismore, fractured his femur, and despite the injury to the 44-year-old requiring hospitalisation and probable surgery, the competition was a great success. So what’s in the conference paper? The report shows from 1989 to 2006, various court cases were instigated by landowners against Council around planned retreat, and all were won by Council.

The report identified that of the 31 beachfront properties at high risk of erosion, there are 12 properties without restrictions [properties to which the post-1988 planned retreat policy does not apply], ‘and seven with only partial restrictions.’ The lessons from this, according to author Catherine Knight, is that ‘The use of DCP [development control plan] provisions to give effect to the LEP [local environment plan] was upheld, and, ‘because of significance of threat, it is right to warn purchasers using the S88E instrument.’ Ms Knight also argues that litigation had decreased over time. She says, ‘Developers have taken Council to court, but Council has been successful in defending its decisions.’ Ms Knight also warned against ‘creating legacy issues.’ Q Council’s media spokesperson says Ms Knight’s presentation, ‘provides a summary of the historical application of coastal hazard planning provisions in Byron Shire, to help inform the discussion about coastal hazard management.’

Inspired by Byron’s natural spaces With Elements of Byron gearing up to host the twentieth Byron Writers Festival from August 5 till 7, the resort will again hold its short story competition. The competition is entitled A Wandering Tale, and sets a selected writer loose on the resort’s 200-acre site, intending that the land will inspire a story. From a 1,000-word story, budding and experienced writers are encouraged to create an ending of up to 500 words. One entrant this year is Byron Bay writer Nick Couldwell, 26, who has crafted an unfinished tale that he describes as ‘a bit like a dreamtime story’.

Rail trail group trying to ‘save corridor’, not take it over Renaissance Ham Sandwich

A group wanting to establish rail trails on the region’s disused railways appears to be conflicted with its message regarding whether it would take over, or manage, the railway line if given the authority. Northern Rivers Rail Trail’s (NRRT) Marie Lawton told The Echo the not-forprofit is ‘trying to save the corridor, not take it over.’ But Butler Street resident Paul Jones from the Grab The Rail group instead claims the NRRT are ‘greedy and uncompromising,’ with regards to for the possiblilty of other uses such as light rail. He said, Rail Trail ‘is not so much a sell-off, more a

takeover. If they cannot walk beside a road in Byron Bay, then they most likely will not walk alongside a train.’ It came in response to questions regarding NRRT’s business case, which was submitted to Tourism NSW as part of a failed funding application last year. A request by The Echo to view the business case was previously denied by NRRT; however, Mr Jones provided it. His Grab The Rail group had acquired it under a freedom of information request. The Echo asked why NRRT wouldn’t take over the rail, when the business case states: ‘The [NRRT] Trust has full control of the rail corridor and its buildings, and overall

management responsibility of the rail trail.’ Ms Lawton replied, ‘The Trust was a proposed operating model for management of the rail corridor. It would be a government-appointed body. It was only a proposed model, not necessarily the one the government would adopt. One of the responsibilities of the Trust would be to manage the Rail Trail. It would also manage any other activities on the corridor. These activities would have to be approved by the government. Councils are unable to do this task so another avenue has to be sought. ‘The rail trail would not “take over” the corridor. It would be one potential use that a possible Trust could manage.

‘The Trust could be made up of Council members, businesspeople, volunteers, tourist groups – and maybe a member of NRRT inc. ‘Would you have an idea for a better model for managing a corridor that we insist should remain in public ownership? NRRT Inc is trying to save the corridor, not take it over. The big risk is asset sale by the state government. ‘At the moment, the only thing stopping the government from selling the corridor is the rail trail. ‘Without our work for the rail trail, the corridor could already have been sold for the sort of commercial development no-one in Byron Shire wants.’

Last hoorah for ukulele and harmonica tutor Ken A regular tutor at Byron Community College will be holding his last harmonica and ukulele class before retirement. The college’s Vicki Walker says that for the last eight years, Ken Gates has been a travelling troubadour, heading from his NSW south coast home up the coast each winter, teaching beginners harmonica and ukulele at various community colleges along the way. She said, ‘During this time, he has introduced hundreds to the joys of learning to play and join with others in making music. ‘We would love to see Ken off with a bang (and a full

Who are the NSW Council for Civil Liberties?

NSW Council for Civil Liberties (CCL) president will be guest speaker at New Politics in the Pub on Wednesday July 27 from 6.30pm at the Court House Hotel in Mullumbimby. The topic of discussion by president Stephen Blanks will be the recently introduced anti-protest laws by the Baird Liberal/Nationals government that radically extends police powers against opponents of mining projects and heavily fines those who ‘lock on’ to mining equipment. It’s called Inclosed Lands, Crimes and Law Enforcement Legislation Amendment (Interference) Act 2016 and only passed with votes from two crossbench parties: the Shooters and Fishers Party and Fred Nile’s Christian Democratic Party. The law immediately sparked protests in front of parliament house, and has reverberated throughout the state. It is also considered the result of the close relationship that exists between Liberal and National Party politicans, their staff and the mining industry. The Ballina Shire Council has begun delivering recycled water to 160 new houses around Lennox Head and is hoping to increase that number to 7,200 homes across the Ballina Shire.

First in NSW It is the first council in NSW to deliver recycled water to local residents for household use. The council’s Water and Wastewater Manager Tim Mackney said the new service would help ensure the council maintained its high level of customer service in the critical area of water services. ‘Water is a large and complex business, but we are fulfilling our vision that Ballina Shire will be at the forefront of recycled-water services in

regional NSW,’ Mr Mackney said. ‘Council is at least one step ahead of the game by installing the infrastructure essential for a growing population like ours. ‘Meeting future demands for water, maintaining infrastructure for growth and reducing the impact of wastewater discharge are a focus of Council’s new recycledwater service. ‘Recycled is crystal clean and safe, and is ideal for washing cars, bikes and boats, watering the garden and filling ornamental ponds. Lismore’s Heritage Park playground vandalised Lismore mayor Jenny Dowell has branded the vandalism of children’s play equipment in Heritage Park as ‘disgusting’ after equipment was damaged by fire last week. ‘I’m disgusted! What mean-spirited imbecile would want to destroy children’s play equipment?’ she said on social media.

When a minor gets in the way of a major

Dear Mr Barilaro, I wrote to you in your capacity as the NSW minister responsible for TAFE after your announcement last week that public assets worth $2 billion will be dismantled and up to 25 per cent of campus land and buildings sold off. The demise of this 133-year- NSW Department of Indusold organisation is worth try minister, John Barilaro examining, because it appears (Nationals) that since taking office, your government has been purposely wrecking a perfectly wellfunctioning educational institution. The first step affected this region in 2014, when TAFE travel subsidies for north coast students were scrapped. The Echo at the time reported that a concerned parent of a student at Mullumbimby High said students taking part in TAFE courses would not have access to school buses to take them to the Lismore or Kingscliff campuses. Then in April 2015, TAFE was moved from vocational education and training into your current portfolio, the NSW Department of Industry. It made little sense, but did fuel suspicion of what was to come. I recall the next move around July 2016, because it affected many in the region. TAFE had to cut its Art and Design courses. This was followed by privatising/outsourcing the teaching with what was described as ‘Smart and Skilled’. The argument was that industry knows best, and that by giving them money instead of experienced, expert teachers, the job market would improve. But it didn’t. Instead, student numbers plummeted by 80,000 across the NSW VET sector, according to National Centre for Vocational Education Research (NCVER) in July. Most concerning was your performance on TV last week – when, repeatedly asked about the expected job losses, you clearly had no idea. It looked altogether embarressing and incompetent. Your claim is just not believable that TAFE should become more of an online education service because it’s become a bloated bureaucracy. The intention seems to be creating a carcass so its assets can be stripped. When the late Dr John Kaye (NSW Greens MLC) was on his deathbed recently, NSW premier Mike Baird apparently rung him and asked if there’s anything he could do for him. Dr Kaye’s reply was ‘stop gutting TAFE.’ And to quote Fairfax’s Elizabeth Farrelly, ‘Century-old institutions are like century-old fig trees. They don’t make money, they make life. And they don’t just reboot. When they’re gone, they’re gone.’ Hans Lovejoy, editor

ccording to some distraught commentators, some million conservative voters deserted the coalition for minor parties – some even more distraught commentators put the figure at a million and a half. It’s a kick in the pants, gloats Eric Abetz. Bring back Tony Abbott, screams Kevin Andrews. Let’s see how we can exploit them, exhorts Cory Bernardi. But the more optimistic types are determined to look on the bright side. Sure, Malcolm Turnbull’s plea to the electorate to abjure all parties except the Libs and the Nats went largely unheeded: the punters ran off madly in all directions and a lot of the outliers ended up in the senate. But perhaps, just perhaps, that is not so bad because a lot of them will be conservatives – sympathetic to the cause of Right. Well, up to a point: it depends what you mean by conservative. They may not be progressive, but they may not be too keen on the regime that has just scraped home either. Take, for example, Pauline Hanson – we have to take her because she has been elected, to Turnbull’s very public distaste. And she may easily drag a couple more fellow travellers in with her; she will have to be taken seriously. Hanson is certainly a conservative, but she is a conservative not of the current century but from the first half of the previous one, in a time long before she – or most other people – were born. Her One Nation is the country of White Australia and terra nullius, an age in which almost every Australian was a committed Christian (or at least professed to be one) and when heterosexual marriage – indeed, any kind of sexual congress – was virtually compulsory. And it was the age of protectionism; free trade was a dan-

gerous aberration confected by the radicals of New South Wales to undermine the sturdy legacy of the Victorian establishment. And so it is for Hanson: the socalled new economy is anathema, words like transition and agility as incomprehensible as, well, xenophobia. And along her will sit Nick Xenophon and his team. Xenophon may have little in common with Hanson’s social agenda, but he shares, if not surpasses, her protectionist zeal. He is adamant that the manufacturing industry must be nurtured and, if necessary subsidised: Arrium Steel is only the beginning.

Hanson’s One Nation is the country of White Australia and terra nullius. by Mungo MacCallum This bunch is hardly likely to commit to the grand National Economic Plan, especially the proposed legislation to enable ten years of corporate tax cuts. And their numbers, combined with Labor and the Greens and the immovable Jacqui Lambie, would be sufficient to strangle the Turnbull budget – which comprises about 95 per cent of the government’s agenda – before it has been detached from its placenta. Similarly, there is little hope for the plans for a joint sitting. The moves to resurrect the Building and Construction Commission will certainly pass the House of Representatives, but assuming a majority of four, including Cathy McGowan and Rebecca Sharkie (no certainties), Turnbull will still need at least five crossbench senators. He can probably count on two; then it comes down to Xenophon, who is talking about a raft of amendments (which may or may not be acceptable), Hanson

and Hinch. Talk about unrepresentative swill. Turnbull, Morrison and the others will have to approach them with gas masks as well as bribes. Much of the task will fall to the senate leader, George Brandis, Hanson’s fellow Queenslander. He may be made for the job: Brandis has famously proclaimed that people have a right to be bigots. But given his negotiating skills in the last parliament, you wouldn’t put too much money on it. But if the conservatives in the government are somewhat confused, spare a thought for their supporters in the media. In the

aftermath of their deflated predictions, they don’t know what to think. On the one hand, it has been a welcome rebuff to Turnbull and his team: lazy, out of touch, arrogant and complacent. They had it, and perhaps Tony Abbott, coming to them. But on the other hand the voters were a bunch of mugs – conned by scaremongering and populism, pawns of GetUp! and the CFMEU. They may well be right about Turnbull but they are completely wrong about Labor; the result was a much-needed rebuke and a near disaster. And the pundits’ thinking is delusional almost to the point of being bipolar. Hansonism, they thunder, must be respected; the voters have spoken. But apparently it must only be respected by the latte sippers of the inner city left. They themselves, of course, know better. It is very well to applaud her attack on political correctness,

which they and she deride – others call it simple good manners. But alas, she does not really appreciate the basic theology of economic correctness – the inviolable sacrament of the market. So the pundits of the right have to fall back on doublethink. Paul Kelly, the most pompous pontificator of the political elite, is fond of talking about the two realities: the one among the world of the masses, and the one inside the beltway. This is an Americanism of which most people have never heard, and would summarily dismiss if they had, but for Kelly and his fellow insiders it is holy writ. Inside the beltway you can find the magic formula for, among other things, jobs and growth; productivity is king, and all impediments to it must be expunged. Economic fundamentalism rules; there is, as Margaret Thatcher famously observed, no such thing as society. Ideas of debt and deficit are anathema; everything must be sacrificed to the god of economic surplus, which may then be used not for the betterment of all, but to procure further incentives to those who truly deserve them – who will use them to reboot the endless cycle of jobs and growth. Unfortunately, those outside this mythical beltway remain unconvinced. They do not really believe that tax cuts for already profitable corporations will help them pay for their rents and their grocery bills. They would rather spend the money on much-needed health and education than further handouts to the wealthy. And thus they vote as they do, and as they did this year. We have, of course, to respect their decision – that is (snarl) democracy. But we must also rehabilitate them so they won’t do it again – for their own health, of course. And if they want education, we’ll teach the bastards.

That Mullum DA

With reference to the front page article in last week’s Echo, the rejigged plans for the Koho development must be placed back on public exhibition. To my mind these negotiations are only tweaking at the edges of a gross overdevelopment on this site. While parking is an important factor the main objection is that this development is in the Mullumbimby Heritage Conservation Area and does not sit well with the recently completed Heritage Strategy. To say that this development will not set a precedent is spurious at least and, like many people, I am extremely disappointed with Cr Paul Spooner’s support for this DA. Another point to consider is that many submission writers on this DA received their council meeting notification

on the day of the council meeting after the issue had been dealt with in the morning. That alone should mean that the DA should be reexhibited. Chris Cooney Mullumbimby Market value does not equate with affordable rental housing in the Byron Shire. The Koho Kollective development in Byron Bay, I am informed, consists of onebedroom loft-style cabins starting at $405 per week rental. The Koho Project’s development at 116 Stuart Street is being imposed upon the Mullumbimby community (contrary to the Shire’s LEP and DCP provisions that protect residential amenity and heritage areas) under a state privatisation model (ARHSEPP) for ‘affordable’ rental

housing, which suggests developers may disregard local LEP and DCP provisions if they provide 20 per cent of floor space at 80 per cent of market value for ten years within 400 metres of the major crossroads of a CBD. As yet this scenario has never happened in Mullumbimby and objectors to the DA know that if it does the vibe of the heart of the town for residents and visitors alike will be increasingly adversely impacted upon. Can we please have no more evasive quibbling about whether this DA sets a precedent for more of the same. It clearly does. On August 4 at the Council meeting objectors to the ARHSEPP Koho proposal have one last chance, thanks to the rescission motion of Crs Dey, Wanchap and Cameron, to show all councillors the depths of their feelings

Rather than imposing a SEPP upon us, Koho could be invited to form partnership with North Coast Community Housing on Council land and suitable state land to genuinely offer to create housing that at least passes the ‘potentially affordable’ test of being let at 80 per cent of market value. Only then could we be considering that genuine efforts are being made to provide for more affordable rental housing without the destruction of our older homes, which already do provide affordable rental in the form of share housing. drug Ice is. All those people – doctors, nurses, orderlies, ambos – were involved in the treatment of one addict, which depleted resources for the management of other emergencies. This is the reality of Ice. What do you think it is about this image in particular that is so powerful?

I think it’s the confronting nature of the image that hits home. A hospital is a place where we expect to see healing and in my photo you have various medics and police officers holding down this patient who’s in the grip of the drug. He doesn’t know his own strength and doesn’t know what he’s doing. He’s dangerous and he’s putting these people at risk and yet they’re doing their best to help him. What do you look for when you are taking photos in such sensitive and dramatic situations? How do you tell a story but still protect someone’s dignity?

No matter whom I am photographing I try my best to preserve people’s dignity. I never judge. Whatever the subject’s story, they are still someone’s son or daughter, mother or father, brother or sister. It’s important to me that my photos retain their humanity. I had a young US Marine die at my feet on a medical helicopter and I had to photograph that scene. It was a battle with my own photographic beliefs to try to tell this horrible story without

degrading this young man at the time of his death. What was your focus during the four weeks around Australia in emergency departments?

I wanted to show the real people behind the headlines. The mothers and fathers who lost their kids to Ice; the people who lost their youth, their future, their everything, to Ice and the doctors and nurses who risk their lives treating the addicts. I hope I showed what this drug is doing to our country, to our communities and our young people. What about families? Were they willing or cooperative subjects?

Lots of the families were happy to talk because they don’t want others to go through what they’ve experienced, but for some families there is still some shame and stigma attached to the drug and that’s why some of the photos do not show faces.

Luke Williams, journalist and author of Ice Age How did you become addicted while researching?

I became addicted to crystal meth when I moved in with a guy who lived in the outer suburbs. I wanted to write a story about Australia’s working class and underclass. I knew this guy was a drug addict, petty crook and small-time drug dealer, so I moved in with him. The rent was cheap and I knew

I would have time to write. I had used drugs with him before, but I didn’t realise these drugs were powdered meth as opposed to the crystallised meth he was using. When I used drugs with him I very quickly became grandiose and psychotic from the crystal meth, and then became addicted after that. Was there something intoxicating or intriguing about the drug and the culture that surrounds it that gets overlooked in the media?

There certainly is. Crystal meth gives you many things often lacking in our culture – a sense of community from other drug users, adventure, rituals and even an opportunity for almost mystical thinking. Many users, including myself, have rolling visions where you just shut your eyes and your mind takes you to a vivid fantasy world for hours on end. Crystal meth can make you more imaginative, at least until you start to fry your brains after about a month of use. How did your personal Ice addiction change your journalistic view or experience when researching the story? What access did you have that regular writers would have been excluded from?

By and large I came to see that crystal meth is not and should not be in the same general drug use class as MDMA, powdered meth or acid. Crystal meth is a heavy continued on page 15

Dear Residents, We wish to inform you that the SPLENDOUR IN THE GRASS music festival will be held at North Byron Parklands, Wooyung on THURSDAY 21, FRIDAY 22, SATURDAY 23 AND SUNDAY 24 OF JULY 2016. The approved hours of operation are 9:00am to midnight on Thursday 21 July and from 9:00am to 2:00am on Friday 22, Saturday 23 and Sunday 24 July 2016. Please note, music will commence from 11:00am. The main stages will cease operation at midnight. Audio testing will take place on Thursday 21 July during event hours. You may have recently heard that approval has been granted to modify the sound limits at North Byron Parklands. What does this mean? North Byron Parklands now have legal limits in place for bass or ‘bottom end’ noise. Previously there were no such limits. Importantly, these new restrictions will not allow North Byron Parklands to increase the actual noise from events. Rather the limits will establish measurable and enforceable controls. It is important however to understand that the very nature of outdoor events means that some sound may be heard from time to time at your residence. North Byron Parklands are legally licensed to generate a certain amount of noise during operating hours. We will always endeavour to minimise sound coming from the venue and we sincerely appreciate your understanding during these 4 event days.

TRAFFIC A traffic management plan, prepared by an RMS accredited traffic engineer, has been developed in consultation with state and local regulatory authorities to help minimise the impact of this event on the local road network and the immediate areas surrounding North Byron Parklands. Changed traffic conditions include: • Temporary turning lanes along Tweed Valley Way into North Byron Parklands defined by delineation devices. This is to assist with the steady flow of through traffic. Please follow the directional signage. Please note traffic infrastructure will be in place from 9:00am Monday 18 July and will be removed by 5:00pm Tuesday 26 July. • Reduced speed limits of 40km/h will be in place along Tweed Valley Way / Brunswick Valley Way commencing approx. 100m south of the Yelgun interchange continuing along Tweed Valley Way to 300m north of Jones Road, as well as on the Northbound and Southbound off ramps from the Pacific Motorway at the Yelgun interchange. • To manage potential illegal camping or parking in the immediate surrounds of North Byron Parklands, Local Resident Only access checkpoints will be in operation for Yelgun Road, Billinudgel Road and Jones Road at the Tweed Valley Way intersections. • Traffic control staff will be in place along Tweed Valley Way between the Yelgun Interchange and Jones Road. • All traffic control will be managed by RMS accredited traffic controllers. However, please be prepared for POSSIBLE SHORT DELAYS. • Camping patrons will begin to arrive from 10:00am on Wednesday 20 July and depart by 5:00pm Monday 25 July. • There is NO PEDESTRIAN access into North Byron Parklands.

PARKING • There is NO PARKING along Tweed Valley Way or in the streets surrounding North Byron Parklands. Special Event parking restrictions will be in place and Council parking rangers will again be on patrol throughout the event. Council issued parking ﬁnes will apply.

PEDESTRIAN ACCESS • There is NO PEDESTRIAN access into North Byron Parklands.

FENCE JUMPING & TRESPASSING Any persons attempting to gain entry to the festival without a valid event ticket either on foot, by private vehicle, bus or other means is considered to be trespassing and therefore breaking the law. Under the Inclosed Lands Protections Act 1901 NSW Police will be issuing on the spot ﬁnes of $350 for trespassing, and trespassers will be evicted from the North Byron Parklands site. All persons travelling to the event via bus will be checked for a valid 2016 festival ticket or wristband prior to boarding, and will not be allowed on the bus without this. Please note that camping or sleeping in vehicles within the Byron and Tweed Shires is not permitted. The maximum penalty exceeds $1,000 in the Byron Shire. Why does the general population have so little love for addicts?

Because when you become a drug addict you are very difficult to deal with, you often have limited empathy and you become a burden on others, including the health system. How did you beat your Ice addiction?

By becoming addicted to writing and reading 12 hours a day instead â€“ and living in India, Indonesia, Nepal and Thailand where I could afford to do that. How can we affect societal change to manage Ice and subsequent addiction issues?

We need to stop wasting so much money sending smalltime drug users to court, and spend that money on providing real information to people about what crystal meth or Ice actually does to the brain. Then of course, spend more on treatment and less on police officers.

We work with hundreds of young Australians coming off Ice. Ted Noffs Foundation is the countryâ€™s largest provider of youth drug and alcohol treatment. Iâ€™m also co-founder of the Street Universities. My parents started the countryâ€™s first adolescent rehab; my grandparents began working with people suffering from drug dependency in the 60s when they started the Wayside Chapel in Kings Cross. What is the popular mythology perpetuated by the media that surrounds the Ice epidemic?

That Ice turns every single user into a crazed zombie. Thatâ€™s simply not true. And itâ€™s not just my opinion; ask the Australian Crime Commission. They reported last year that most people who use the drug arenâ€™t dependent on it. Thatâ€™s not to say itâ€™s okay â€“ quite the opposite. Ice can damage peopleâ€™s mental health but itâ€™s important to

get the stats and stories right. In a significant Sydney study of Ice users, fewer than a quarter were found to have clinically significant psychotic symptoms. Is fear ever useful when trying to discourage drug use? What do you think are the more effective strategies?

Fear is never useful in discouraging drug use. Communication is everything. Fear inhibits our ability to respond effectively and quickly to situations and challenges. Why would we want parents unreasonably frightened? Thatâ€™s what those Ice ads did last year. Why does the general population have so little love for addicts, do you think?

Drugs rate disturbingly low on our list of community health problems. Why? Thereâ€™s an assumption that drug dependency is the fault of the user. In short, life is a

complex mix of choice and chance. Drug dependency has a lot to do with a multitude of other factors such as mental health, poverty, and family. In other words, drug dependency is often the symptom of something else. We need to be more compassionate toward those who are drug dependent.

Barbarian Days: rediscovering surfing’s primal thrill

urfing only looks like a sport. To devotees, it is something else entirely: a beautiful addiction, a mental and physical study, a passionate way of life. William Finnegan, pictured, first started surfing as a young boy in California and Hawaii. Barbarian Days is his immersive memoir of a life spent travelling the world chasing waves through the South Pacific, Australia, Asia, Africa and beyond. Finnegan describes the edgy yet enduring brotherhood forged among the swell of the surf; and recalling his own apprenticeship to the world’s most famous and challenging waves, he considers the intense relationship formed between man, board and water. Barbarian Days is an oldschool adventure story, a social history, an extraordinary exploration of one man’s gradual mastering of an exacting and little-understood art. It is a memoir of dangerous obsession and enchantment. The Echo enlisted some local surf aficionados to interview William Finnegan and review his book in the lead-up to his appearance at

Byron Writers Festival (and no doubt, in the local breaks).

You progressively lost your formal religious faith through your life. Do you think surfing can stimulate belief in a generous creator?

For some people, yes. The fecundity and energy of the ocean, which are for our purposes virtually infinite, can feel like a sort of endless generosity – life and creativity on an incomprehensible scale. For me, surfing is the main way that I try to stay close to that source of wonder. But I try not to anthropomorphise nature. I don’t believe that the ocean returns any of my feelings. In my case, surfing – which rewards, I think, humility, patience, prudence, and punishes wishful thinking – kind of replaced that old-time religion. Does it sadden you to witness the dilution of hardcore surfing owing to the new global popularity

What is one of the most amazing experiences you’ve ever had (surfing or otherwise)?

The super-popularity of surfing is distressing, definitely. I think most longtime surfers feel that. But does anybody like crowds? I feel like we’re all in the same boat. What secret goals do you have ahead to keep you stoked through the

dream announcement from his dad: they were going to be moving to Hawaii, the Mecca of Surfdom. But in Honolulu, Hawaii, the variations of weather and social construct were most surprisingly and challengingly different. A new level of awareness was required to survive his high school days there. He was suddenly set into the stark reality of Hawaiian society in his teenage years where he had to think and even fight in the public school system. But his surfing activity and mates there built a belief in himself and a focus which he used to go through the gauntlets. Barbarians Days is from the point of view of an obsessed surfer. Back in California he gets a job he loves, working on the railway as a brakeman. It’s a well-paid gig which, when applying for, he is careful to not mention that he had a university degree so he could fit in with the workers on even terms. Finnegan indeed is a keen perceptive observer who with a good stash of earned dollars sets off for what turns out to be a world surf safari that takes years. It’s his trip of a lifetime that he shares often

with his writing/surfer cohort Bryan. In their travels through the Pacific Finnegan shows a great ability to mix and learn from locals. His profound respect and empathy for the trials and tribulations of humankind radiates and holds him in good favour. He develops his natural ability to live on the level of the locals while keeping a journal of the experiences as he is also writing a novel. But all the while the bigpicture theme in Barbarian Days is the story of a true

wave hunter in motion. The finding waves of all shapes, configurations and personalities fills him with the surfer’s life-force fuel always and anywhere he is near an ocean. Relative to his learning about human rights and social justice, Finnegan’s experience in teaching at a South African high school in the early 80s is what politicises him. All the positive experiences and closeness he has with his black students is smashed into folly by the suppressive regime that crushes all possibility of black South

Africans gaining any real progress to improving their lives. Finnegan never stops travelling as a surfer through it all. But now in his later vintage he has to lessen the intensity and danger level in approach and choice of surf conditions. What I love about Barbarian Days is the author’s persistent abhorrence of surfing’s commercialisation: surfing has been ‘laid out for hawking’. This is and always been the purist surfer’s symbol of disdain and sacrilege. The real essence of surfing is that it is an endeavour and indeed an obsession to connect with a basic pulse of life force. To turn its magic into a product is comparable to the concept that our society has been degenerated into an economy. Overall, Paul Spooner, your irascibility at local folksâ€™ objection to this development is disappointing. We all know of your valuable work at the Byron Community Centre and laud you for it. CZMP chaos

What is going on? Five years ago a complete Coastal Zone Management Plan (based on Planned Retreat) was submitted to the then-ALP NSW government. Byron Shire councillors were then hauled into a meeting by staff with their insurance company lawyer in tow and informed that the CZMP as submitted had faults that risked negating our insurance cover in litigation then in process. Despite questions, no specific detail of the â€˜faultsâ€™ was forthcoming. The CZMP was withdrawn although the then-minister Frank Sartor and his successor in the coalition administration had no idea why â€“ and said so. As one of the councillors I still have no idea either. The community was likewise left in the dark. Last council meeting a badly flawed CZMP based on rock walls was submitted to the minister with undue haste. An attempt to delay the submission was blocked by some councillors walking out of the meeting to kill a quorum. Although a motion to resubmit the vote was by then on the record, no vote was possible but the council staff sent the plan off anyway â€“ the rectitude of this action remains in question. Meanwhile at the 2015 Coastal Conference a highly acclaimed paper on coastal processes was presented by a council staff member. I am informed by those present that the paper did not endorse rock walls. This paper has been withdrawn from the conference record, has not been submitted to Council and cannot be found. Now we have the secret litigation on the â€˜impactâ€™ of the Jonson Street protection on the Belongil properties where a â€˜settlementâ€™ with Council has been mentioned, notwithstanding this was a NSW Pub-

lic Works project on Crown land. Should this â€˜settlementâ€™ include more rock walls it will affect the whole coastal strip, undermine any future chance of saving the beaches and probably send the council broke. I second the content of Paul Jonesâ€™s letter of last week. The railway line has been the logical option for the bypass for many years, and the mayorâ€™s comments seem as silly as when he told a public meeting that we needed to approve the West Byron development so we could afford a new roundabout. The facts have always been that the NRRT is a voluntary advocacy group, set up for the best outcome for the corridorâ€™s use, on behalf of the communityâ€™s best interests, which I agree as being a rail trail. The NRRT has always accommodated, and has never been in contention with, the possibility of running alongside any Byron bypass route, if ever utilising the corridor for this purpose. The NRRT objectives are to utilise the 12-year-derelict 132km corridor, to protect it from eventual selloff and to hold it in public hands as a â€˜rail bankâ€™ if ever rail services are deemed viable in the distant future, while offering an immediate economic, employment and recreational boost, with a world-leading rail trail in our outstanding landscape. Common ground?

It is indeed pleasing to be able to find common ground with Echo editor Hans Lovejoy in his editorial of July 13. However, we do not need a 12-volume, 2.6-million word Chilcot Report manifesto to identify heads of state and parliamentarians who should be held responsible for their actions when they are incompetent and malicious. Prime Ministers Rudd and Gillard, during their respective terms in office between 2007 and 2013 oversaw Australiaâ€™s creditor financial position deteriorate to a massive deficit of around $300 billion and Australiaâ€™s history of budget surpluses to a structural annual deficit of around $70 billion. Then the failure to protect Australiaâ€™s borders allowed the grubby people smugglers to ply their trade in human misery and of course, resulted in more than a thousand drownings. And then, Hans, your definition of sociopaths, â€˜you cannot reason with them, they do not accept an obvious truth, they deny accountability and are without remorse or empathyâ€™. Which is the better investment â€“ residential or commercial? Russell Shaw from Acceptance Finance has some interesting content in his July newsletter. Here is an edited version. With residential property prices escalating at an unprecedented rate, many investors are investigating the merits of commercial property to help them grow their wealth. But what are the major differences between commercial and residential property investments? What do investors need to look out for?

Capital growth potential Generally speaking, demand for commercial property tends to be less and it is usually reliant on economic growth, rather than population growth. When the economy is in a growth phase, more new businesses start up and this increases demand for commercial premises and supports capital growth, but this generally occurs at a much slower rate than with residential property.

A balanced portfolio would most likely include a combination of both residential and commercial properties and would also assist in mitigating any risks associated with your investment over time. It’s hard to believe that the music festival that grew its wings at Belongil Fields is in its 16th year! The lineup back in 2001 included Michael Franti and Spearhead, Resin Dogs, Powderfinger, Magic Dirt. I was only 32 and could pass for 28, which made me only a few years older than my festival cohort. Many of the festival attendees for 2016 probably weren’t even born back in the day, or were dancing to the Wiggles instead of slamming into people during a Frenzal Rhomb blast. It’s great to have a festival on our doorstep that celebrates the vibrancy of young music, in all its dirty anarchic glory. And for those voyeuristic music lovers such as me, it’s still a hoot to pull on some jeans and a shabby t-shirt and some gumboots to immerse yourself in the sound of now. Even if it does make you feel a little bit like Stifler’s mum. This year’s lineup is something like 10 times the depth of the first one, with mixup tents, little quiet gigs in tipis, and a homage to old fuckers like me with headlines such as The Cure. With The Strokes, Flume, The Avalanches, Sigur Ros, and a whole, whole lot more… 2016 is one big deposit in your memory bank. Just for god’s sake bring a cardigan. – Mandy Nolan

When I was 17 I worshipped Robert Smith. Like all the other individuals just like me I wore my hair big and teased over one eye, white makeup and red lipstick and way too much kohl pencil. I wore oversized white shirts with skinny black jeans and lace-up boots and when I danced I did the strange walking forwards walking backwards thing with my head on one side. Like a drunk budgie. It was challenging to get it right. You had to look like you were both dancing and

almost losing your balance at the same time. Boys Don’t Cry is still one of my favourite songs. What started out in Southern England in 1976 is still going 40 years on. I hope there are some middle-aged mums and dads schooling their kids up on The Cure right now. I played a bunch of songs to my daughter in the car. She said she’d never heard of The Cure, but she knew every song I played from movie soundtracks. Good on Splendour for giving the kids some proper music-history schoolin’. The Cure play the Amphitheatre on Saturday at 9pm.

The Avalanches The Avalances have been around for more than 20 years and the tunes just keep getting better. Pioneering their own specific electronic sound, they are known for their debut plunderphonics album Since I Left You back in 2000 as well as their live and recorded DJ sets. Since I Left You was a critical and commercial success and is widely considered one of the best Australian albums of all time. Definitely one of the best albums in the 2000s. Sure there’s been a bit of time between drinkies, but the album they’ve been working on since 2005, Wildflower, came out this year. Immerse yourself in the Avalanches at the Amphitheatre on Friday at 9pm.

Golden Features Since the genre’s inception, producing under a mysterious moniker has yielded some of the greatest intrigue in dance music. It elevates the curiosity of fans to explore whether they know this act already. Is it a fresh new producer, or who is behind the mask? Local indie rockers PLTS to play SITG This weekend thanks to Triple J’s Unearthed comp, four local boys get to share the stage with international acts such as The Cure. That’s part of the Splendour magic for Byron’s indie rockers PLTS, who follow in the footsteps of Splendour Unearthed alumni such as Tired Lion, Kingswood and Art Vs Science. Drummer Harry Deacon is pretty chuffed. In fact, he told me ‘we’re stoked to be playing’. Not bad for a band that’s been together for only a few short years. PLTS started out in 2012 as Pilots with just Harry, Byron Carney and Kit Bray. Nothing much was happening, and then the boys dropped a few vowels and boom, ‘we started getting hits online,’ says Harry. The boys were pretty eager from the get go. They had lined up gigs pretty well before they even had a set list. ‘We wrote some songs. We had all these shows lined up already, so we started playing shows, and started taking it seriously. We did a few tours, got a few support slots along the way, and things just started getting good.’ Things really fell into place

‘He jumped on bass and Byron moved to second guitar, and we just really started going hard and writing a lot more music.’

Harry has been going to Splendour in the Grass since he was nine years old, so it’s a bit of a dream come true for a young musician at 23 to be hitting the main stage.

The sound got bigger. Louder. And of course, when you have big loud sound, you have to have somewhere to practise. A bit of a challenge in Byron Bay. ‘There is nowhere much to jam in Byron. There are only two places: SoundLounge and Double Bassment – but you have to take your gear home after you jam and we were sick of renting, so we rented our own space. That changed everything. We left our gear there, wrote more music, had a new wave of creativity… you can do it whenever you want – didn’t have to go in and out – we could just stay in there. ‘We were trying to follow in the hardcore footsteps; we tried to fill a gap. There wasn’t any just rock, and that’s where we foud our own sound – this producer really brought that sound out in us. We are always open to exploring; we aren’t set on a set sound.

So what does it mean to play Splendour? ‘We are opening the main stage on Saturday. The networking is huge. We weren’t ever hoping for this so it came as a surprise that we won the spot. (Last Dinosaurs, Art Vs Science, Josh Pyke) last year and have just been in the studio putting together four new tracks.

‘We only have a 30-minute set. We are used to playing for an hour, so when you have such a short time to showcase what you have, you want to choose the best songs. People go to a festival and they are fired up and we are showcasing a lot of new material as well.’

Music highlights continued Marlon Williams & The Yarra Benders ‘Each song is a character,’ says Marlon Williams of his selftitled solo debut: a remarkably assured and diverse nine-track tapestry, united by one of the most versatile and evocative voices you’ll hear this or any other year. ‘I don’t really ever sing out of character. Even if it’s a very personal song, once

it’s written it doesn’t belong to me.’ A veteran at the age of 25, Williams found his calling as a child growing up in Lyttelton, New Zealand, a picturesque coastal town populated by fewer than 3,000 people. He recalls its ‘wonderful contrast between port workers and a big artistic community’. The latter includes his mother and father, respectively a painter and industrial punk musician. ‘The first three things I

remember Mum listening to were PJ Harvey, early choral music and Smokey Robinson. A lot of Maori music too. We used to go down the marae for meetings and sing these big harmony songs. ‘Dad would bring home CDs every week, moving from Elvis and The Beatles through Echo & The Bunnymen, The Band’s music from Big Pink, and, crucially, Gram Parsons: “A rock ’n’ roll dude playing country music,

The Strokes at the Amphitheatre on Friday at 10.30pm. but respecting the purity of it”.’ A similar duality informed the young Williams’s unique journey as a singer, combining his family’s Maori upbringing with the vocal epiphanies he discovered in the school choir and then in nearby Christchurch’s cathedral ensemble. ‘It’s a very different approach,’ he explains. ‘With the Maori songs it’s layered thirds, one over the other. You just feel when you want to bring another third. But then I spent most of my teenage Sundays at church. We’d sing a 30-minute Mozart mass where every note is prescribed. I’m not a spiritual person but the music was enough to keep me there, through whatever hangover I had.’ His ability to truly inhabit his material illuminates Williams’s majestic rendering of such diverse touchstones as classic orch-pop ballad Lost Without You and conceptual, 1974-vintage nugget Silent Passage (originally by Bob Carpenter, a Canadian of First Nations heritage). These covers blend seamlessly with novelistic noir standouts Strange Things and Dark Child (co-credited to childhood choral pal Tim Moore, now a palliative care nurse), which deliver gallows humour with a widescreen groove. That quality is further illustrated by their playfully cinematic videos. Williams won Best Male and Breakthrough Artist at the 2015 New Zealand Music Awards and was nominated for Best Blues & Roots Album at the ARIA Awards, alongside nominations for the coveted Taite Music Prize and Australian Music Prize. His album was released internationally in February this year and Williams has spent 2016 selling out shows

throughout North America and UK/Europe, playing major festivals including Latitude, Longitude, and Austin City Limits, and making appearances on tastemaker radio shows such as NPR, KCRW’s Morning Becomes Eclectic, KEXP and World Cafe, plus performances on legendary TV shows Later With Jools Holland, Conan and The Late Late Show in Ireland. James Vincent McMorrow James Vincent McMorrow plays his only Australian stage at Splendour, showcasing We Move, his most expansive, generous and ambitious record to date. There is, on the other hand, something more stripped back – vulnerable, even – surfacing for the first time: far from the dense, protective imagery at the heart of Post Tropical. We Move is ultimately a record open in its portrait of anxiety and social unease. For McMorrow, it’s about celebrating mental fragility – and how we move forward in life – rather than ‘people listening to my songs and believing that I’m out in the forest all day long, thinking about trees. Because I’m actually at home, trying to convince myself to go out and get milk.’ The first steps to We Move took place in 2014, when James – having been asked to write for different artists’ projects – started sketching out ideas for others on tour (and subsequently stopped over-analysing his own work). Intent on doing the opposite of everything he’d done thus far, McMorrow then came off

the road, but kept exploring: first through Barcelona, then Canada, and stopping in Los Angeles for six particularly fish-out-of-water months, where the songs for the album crystallised. He returned to Dublin determined not to just produce another album himself, but to work with people who could articulate the unique world he heard in his head (‘I grew up wanting to write songs like Neil Young but produce them like The Neptunes’). And so James reached out to a few key co-producers he’d met while travelling, who formed the backbone of We Move, namely, Nineteen85 (Drake, DVSN), Two Inch Punch (Sam Smith, Years & Years), and Frank Dukes (Kanye West, Rihanna). Mixing took place largely in Miami with one of McMorrow’s all-time heroes, Jimmy Douglass – known for his work from Donny Hathaway through to Timbaland – who finessed the record’s warm, vintage yet forward-thinking feel. He plays Splendour at the GW McLennan Tent on Saturday at 8.30pm.

The Strokes American rockers The Strokes are one of the headliners to see at this year’s Splendour in the Grass. Lauded for helping usher in the garage rock revival of the early 21st century with their debut album Is This It, and ranked number eight on Rolling Stone’s Best Debut Albums of All time and number two on Rolling Stone’s 100 Best Albums of 2000s! The Strokes have sold more than five million albums to date. Still one of the best international bands on the circuit, and bloody sensational live. They play The Amphitheatre on Friday at 10.30pm.
