liOTE.-The Commissioners of Customs, with the approval of the Board of Trade, issued an order that, in the future measurement of Steamers, a portion of the deduction allowed for space occupied by propelling power, under the 23rd Sec. of the Merchant Shipping Act, should be disallowed. This order was subsequently set aside by the Judges, and therefore this repayment became necessary. 1l.!lnvAYS:-

REPORT.
Ir will appear from the accounts for the past year that the aggregate tonnage of vessels entering the Port was rather less than in 1867, the decrease has however, not amounted to one per cent.
The tonnage of vessels laden with Coal has been 56,588 less than in the previous year; of sailing vessels engaged in the coasting trade 4,885, and of vessels with timber 4,097 tons. The tonnage of !iteam vessels in the coasting trade has increased 37,932 tons; of vessels with corn from foreign Ports 5,759 tons, and of vessels with sugar 2,024 tons; steamers from France, Belgium, and the Peninsula, 1>,268 tons. The receipts from tonnage of vessels in 1868 amounted to £44,529 3s. 7d., as against £44,629 5s. lOd., in 1867.
Improvements.
Immediately on the assembling of the present Board in January, 1868, a Harbour Improvement Committee was appointed to enquire into and report on the means to be adopted to meet the requirements for the better accommodation of the trade of the Port.
The following report as adopted by the Board, was then made public :-
"REPORT FROM THE HARBOUR IMPROVEMENT COMMITTEE.
I" Your Committee, before proceeding to consider what measures should be recommended for the improvement of the Port, deemed it necessary to inquire into the state of our commerce, and the progress it has made.
"With this object, returns have been called for, showing the tonnage of shipping of the various clas es entering the Port in each year, since 1786. These returns show a very large and rapid advance. In the last thirty years, shipping engaged in the foreign or oversea trade has increased fourfold, steam coasters threefold, and sailing coasting vessela, including colliers, seventy per cent.
" Present Extent of Accommodation.
"The quayage space under the control and management of the Port and Docks Board, available for shipping (including the Custom House Docks) amounts to about 17,000 lineal feet, and is allocated in the following manner:-
" About one-third to vessels in the oversea trade, ,, one-fifth to coasting steamers, ,, one-fourth to colliers, and the remainder to sailing coasters.
"Improvements Effected since 1836.
"1st. For the accommodation of coa~ting steam vessels, the wooden wharves, and goods shedt1, have been constructed at the North Wall, at a cost of £46,017 inclu ive of some additions recently decided on.
"These work have proved of very great utility, and tended to promote the development of that branch of commerce which contributes about one-half of the tonnage dues collected in the Port.
"2nd. Deepening the quay wall berths on the north side opposite the Custom Hou e, and for 740 feet at the end of the orth Wall. Thi~ latter work has been in progre il for the last three years, ancl will probably be completed by the end of this year.
"These improvements provide bertl1s where deeply laden vessels arriving from foreign ports, can lie afloat to discharge their cargoe •
" Some additional berths are also in progress of construction, with the same object, and which will be completed in a few months.
"The quayage thus improved for the use of large overca ves els will be 1880 feet in length, and the cost £42,616.
"It will be observed, that the entire expenditure hitherto incurred for improvements of quay berths has been on tlie north side of the river.
"The large Graving Dock, con trueted ,vithin the last few years, at a cost of £116,704, is also on the north side.
"The cost of all these several works, amounting in the aggregate to the sum of £205,417, has been defrayed out of the annual surplus revenue of the Port.
"Acquisition of Custom House Docks Property.
"Your Committee desire to draw attention to the important negotiation carried on by the late Board with the Lords of Iler 1\Iaje ty's Trea ury, resulting in the transfer to the Port of the entire property connected with the Custom House Docks and Warehouses, on payment of the moderate sum of £31,819.
•' The Mercantile and Shipping Intere ts are deeply indebted, not only to the Board for having effected this advantageous purchase, but ahm to the Lords of the Treasury, for the fair and liberal pirit in which the proposals of the Board were acceded to.
" The posse ion of this property, while it will give complete control to the Board of the Docks and adjoining premi es, thereby allowing of a more useful allocation of the space to the Wl\Dts of trade, will also add con iderably to the revenues of the Port, and at once provide means to defray the annual charge for the cost of new works required for an increased trade, without entailing the neces ity of levying any dues whatever on commerce.
" Proposed Improvements.
"Your Committee, after very full enquiry and personal examination of all parts of the Port, have unanimously come to the conclusion, that the time has arrived for providing better accommodation on the south side of the river ; and it is accordingly recommended, that 1000 feet of the river wall, extending westwards from the end of 'ir ,John Rogerson's Quay, be rebuilt, sinking the foundations to a sufficient depth to allow of large sailing vessels drawing from 20 to 22 feet to be afloat at all times of the tide.
" The estimated cost of this work is £54,000, and the time required for its completion about three years.
" It is proposed, that the work be executed in three sections, one of which might be available for use in little more than a year, the second in the succeeding twelve months, and the last by the end of the period assigned for the completion of the entire.
"Vessels laden with corn from foreign ports, with timber or other cargoes, could discharge alongside withot:t hnving previously to incur the expense and delay of li~htening in King town Harbour, or in Halpin's Pond, an inconvenience which has hitherto been much complained of by the merchants of Dublin.
" It may be expected that such a depth of water, coupled with a continuance of the pre ent low tonnage rate on ship~, and complete exemption from dues on goods, will afford great inducements to an extension of the foreign commerce of the Port, and e pecially of the class which has hitherto principally felt and complained of the want of accommodation.
"Custom House Docks.
"Your Committee fully concurring in the views of the late Board, that it would be unwise to close these Docks for the purpose of enlarging the entrances and rebuilding the walls, until other suitable berths shall have
been provided elsewhere, recommend that the largest of these Docks (hitherto seldom used but as a lay-up basin for unemployed vessels, owing in a great measure to the want of suitable storage accommoµation) should be provided with adequate warehouses for corn and other articles arriving from abroad; an arrangement which would add considerably to the revenues of the Port, and at the same time afford convenience to trade.
"Roadway
from Store-street to Commons-street.
"Your Committee further reco:nmend, that immediate measures should be taken to allow of a thoroughfare from Store- treet to Commons-street, between George's Dock and the Inner large Dock, a plan proposed for adoption many years ago. Such a road will afford great convenience to the public by providing a convenient thoroughfare in addition to the line of the North Wall generally so crowded with traffic, and frequently entirely stopped, to allow of the passage of vessels between the River and the Docks.
"In connection with the subject of the crowded state of the North Wall caused by the amount of traffic shipped and landed on the Quay, your Committee think as being well deserving of consideration, the adoption of a plan suggested for enlarging the roadway by reducing the footpaths, at present needlessly wide; and in addition, whcthet· arrangements might not be made with the owners of the adjoining lots of ground for further means of adding to the breadth of the roadway.
"Further Extension of Dock or Quay Accomodation.
"With the view to provide for further increase of shipping, it has been proposed, either to extend the North Wall eastward, with deep water berths on each side; or, to construct a new Wet Dock on the south side of the River.
" The extension of the North Wall as proposed, would be attended with the least cost, and afford some protection to vessels lying in the pond ; while, on the other hand, a dock on the south side would appear to be more conveniently situated for trade.
"Your Committee do not, however, consider it necessary to recommend at present, embarking in the expenditure necessary for either of these works. After the completion of the works in progress, and of these now recommended, further means may have to be provided for the future increase of trade.
"New Graving Dock.
"Your Committee have to expre s their full concurrence in the op1mon of the late Board as to an extension of Graving Dock accommodation in the Port, the only public dock having been found inadequate to the requirements of shipping.
"This magnificent dock was constructed principally for the use of large steam ships, but has been al o much occupied by sailing vessels undergoing heavy repairs, and for which a dock of much less size would be equally well adapted.
"Your Committee therefore recommend, the construction of a dock of not less than 350 feet in length, with 13 feet of water on the cill at neap tide , and an entrance 40 feet in ,vidth. size.
" Such a dock would accommodate at the same time, two sailing vessels, or screw steamers of large
"The cost not to exceed £45,000 ; and though it cannot be expected that the direct revenue from dues levied on the vessels using the dock would produce a return on the cost, yet the advantages in other ways to the Port of Dublin, appear to your Committee amply to justify the outlay.
"Rebuilding of Carlisle Bridge.
"Another subject of great interest to the Port and to the public, has been brought before the attention of your Committee, namely, the reconstruction on an enlarged and improved plan, of Carfo;le Brid~e.
" The care of the bridges having been originally assigned to the Board by Act of Parliament, it would s:em that such a subject comes within the legitimate province of the present Board, and the more so, keeping in view, that the commerce of the Port, to a great extent, has to pass over this bridge.
" Your Committee are however of opinion, that the burden of the expenditure which would be required for such a work should not fall in any way on the revenues of the Port. Could this difficulty be overcome (and suggestions have been made with that object), your Committee would feel no hesitation in recommending the proposal to the consideration of the Board.
"Mode of Providing the Funds for Proposed Works.
" Your Committee recommend that the funds required for the proposed improvements should be obtained from the Public Works Loan Commissioners under the authority of the 24th and 25th Vic., cap 47, which sanctions advances for such objects, at the rate of 4 per cent. per annum, including a sinking fund, which discharges the entire of the loan in the period of 50 years. Thid arrangement would provide funds, not only without undue pressure on the shipping interest, but as fast as might be needed for the most speedy completion of the works.
" It may be reasonable to anticipate, that the further development of commerce will produce such an increase of tonnage dues as eventually to meet the annual charge on the revenue of the Port for the interest on the loan required for the construction of the several works now recommended to be constructed.
"PORT AND DOCKS OFFICE, "Dublin, 19th March, 1868."
So soon as the necessary plans and specifications were completed for the two large works proposed -namely, deepening for a length of 1,000 feet the south quay for the use of ships arriving with corn from foreign ports, and an additional graving dock, application was made to the Public Works Loan Commissioners for an advance of the necessary funds on the terms prescribed by the 24 and 25 Vic., c. 4 7.
After some delay the Loan Commissioners declined the application, alleging as the ground for their refusal, that "it did not come within the Act." This Board having been advised, that the harbour of Dublin was entitled to claim the loan for the construction of the proposed works, renewed the application, and at the same time pointed out to the Commissioners the fact, as shown by the returns recently submitted to Parliament, of advances having been made for similar works to other harbours in Great Britain and Ireland. The Commissioners adhered however to their first decision. The Board therefore lost no time in placing the subject before the first Lord of the Treasury, preparatory to urging by deputation on the attention of Government, the claims of the harbour of Dublin to participate in the advantages intended by the A.ct of Parliament.
Improvements in progress and effected within the last year.
The completion of the work connected with rebuilding the east end of the North Wall has been retarded, pending the supply of additional Pumping Engines; and the Engineer of the Board anticipates that the remaining portion of the length of 7 40 feet, will be available for vessels with a. depth at low water spring tides of about 18 feet, in four months, The amount expended on this work within the year has been £3,415.
Additional berths opposite the Custom House for the latger class of vessels have been completed within the year.
Berths have also been provided for the use of steam vessels in the foreign trade at the part of the quay lying between the Custom House Dock bridges, which space had been previously of but little use.
Berths are being improved for steam vessels in the coasting trade. The payments made for these three works in the year amount to £4,591, and the length of quay berths thus improved amounts to 768 feet.
Transit and Goods Sheds,
A new store for the foreign transit trade has been built, and anoth~r store enlarged and other• wise improved within the year. These works have cost £1,778,
Eastern Breakwater.
This work has been completed as a shelter for vessels lying at the end of the North Wall ; the expenditure thereon within the year has been £1,898.
Widening the Roadway of North Wall.
This improvement could not be commenced until the consent had been obtained of the owners of premises which projected on the footpath, to allow of the removal of such projections. The commencement of moving back these walls has recently been made, and no unnecessary delay will be allowed to take place in carrying into effect in the present year, the proposed plan as far as may be practicable.
Roadway from Store-street to Common-street.
This work will be commenced when the Board obtain full possession and control of the Custom House Docks property in September next under the deed of sale from the Lords of the Treasury.
Office Buildings in Westmoreland-street.
A contract had been entered into by the Ballast Board towards the close of 1867, for building additional premises in Westmoreland-street for the accommodation of the Lighthouse Establishment. These premises are now nearly complete. The payments made during the year on account of the contract with the builder amount to £2,696.
Separation of the Port and Lighthouse Establishments.
Shortly after the present Board entered on their duties, a communication was received from the Board of Trade, to notify, that the joint establishment, which had been settled by order of Council in 1855 for carrying on the business of the two departments should be separated. To such a separation, this Board strongly objected, the Irish Lighthouse Commissioners concurring in the objection; but notwithstanding these remonstrances strongly urged by a deputation appointed to wait on the President of the Board of Trade, the separation was ultimately carried into effect, and arranged under a new order in Council in December last.
The Port Board have appointed from the late joint establishment a sufficient number of officers for the transaction of the Port business, the total amount of salaries of ,.-horn wi~ not materially e:x.ceed the previous expenditure. But the immediate additional cost of the change on the Mercantile Marine Fund for the new Lighthouse Office Establishment will be upwards of £600 a year, which e:x.cess will be further increased as the annual increments of salaries, sanctioned by the late order in Council, shall take place.
Arrangements have been made by this Board to allocate to the exclusive use of the Lighthouse Establishment the new building in Westmoreland-street, and on such terms as will provide interest at the rate of 5 per cent. on the outlay, and thus prevent loss to the revenue of the Port on the e:x.penditure undertaken by the late Board, under the belief, th~t no such change was to take place as that subsequently decided on by the Board of Trade,
Cal'lisle Bridge.
The subject of rebuilding Carlisle Bridge referred to in the report of the Harbour Improvement Committee, was brought under the attention of the Municipal Corporation and the council of the Chamber of Commerce. Each of these bodies appointed a committee to confer with a committee of the Port Board. A statement of the question (subjoined to this report) was drawn up by the united committees; but in the uncertain state of public affairs last year, no favourable result could be anticipated from then pres ing it on the attention of Government, and accordingly it was deemed advisable to let the subject lie oYer for a more suitable opportunity.
New Survey of Dublin
Bay.
Communications having been made to the Board indicating that changes had taken place in the depth of water on some of the Banks outside the harbour, it was decided not to lose time in directing a new survey of Dublin Bay to be made. This work was executed at a moderate cost, the Iri sh Lighthouse Commissioners having allowed their assistant inspector, Captain Hawes, R.N., a surveying officer of ability and experience, to undertake the duty. The survey on being completed was transmitted to the Lords of the Admiralty, with the view to having the charts corrected for the use of mariners.
Payment on Account of Purchase of Custom House Docks Property.
The finances of the Port have admitted of the payment in the last year of £13,819, on account of the loan obtained from the Bank of Ireland for the purchase of this property from the Lords of tbe Treasuary, the balance now due to the Bank on account of the original loan is £18,000.
Graving Dock Rates.
It having appeared from the accounts of the Port, that the payments made for the use of the Graving Dock and Graving Slips were insufficient to defray the expenses of attendance and ordinary disbursements, the Board revised the rules and schedule of rates, with the view to make the Dock more generally useful, and at the same time, to provide a revenue adequate to cover all working charges. In order to place sailing vessels on equal terms with steamers, which have an allowance from their tonnage on account of engine room space, a proportionate deduction is made by the new rules in favour of sailing vessels.
Pilotage, and Bill in Parliament.
The Pilotage Establishment has been attended with considerable loss to the Port funds, to remedy which, it was decided to promote a Bill in the prese nt session of Parliament to authorise the collection of the rates in British currency, and, for additional rates when the services of the Pilots are required for greater distances from the Port than those prescribed by the original A.ct of Parliament.

When it became necessary to apply to Parliament to pass a Bill for this purpose, it was deemed advisable to take the opportunity to consolidate and arrange in one act and in a classified form, the several acts relating to the Port of Dublin, omitting such provisions as are obsolete, objectionable, or useless. The Bill with these objects has been accordingly prepared and made public. N" o addition to any of the existing rates ( except for Pilotage) is sought for by the Bill.

"Statement in reference to the Rebuilding of Carlisle Bridge.
"Towards the close of the last century, the Irish Parliament provided funds 'for erecting a bridge over the River Liffey, opposite Bachelor's-lane, for opening a convenient communication between the northern and southern sides of the city, to the eastward of Essex-bridge '-such were the words used in the first and subsequent resolutions of the House on the subject.
"At that time, Upper Sackville-street, extending from the Lying-in-Hospital to Henry-street, was of its present breadth; from Henry-street to Abbey-street, another street, called Droghcda-st1·eet, continued towards the river-this street was about 45 feet in breadth, and coincides with the present east side of Lower Sackvillestreet. The remainder of the approach to the river lay through a narrow passage called Bachelor's-lane, the position of which nearly coincides with the present west side of Lower ackville- street. On the oppo ite south side of the river, the formation of Westmoreland-street was about to be commenced, but D'Olier-street had not been laid out.
"By the census taken soon after the completion of the new bridge, it appears, that the population of the fourteen parishes of Dublin west of Essex-bridge, amounted to 100,828, while the population of the seven parishes lying to the eastward was but 69,977, the greater part of which latter, occupied the houses to which Essex-bridge was then the more convenient means of communication between the northern and southern sides of the city.
"In the year when that census was taken, the tonnage of vessels entering the Port of Dublin amounted to 271,731, con isting of 63,891 in the over-sea trade, 154,912 in_ the coal trade, and 52,928 in other branches of the coasting trade.
" Such was the state of Dublin as to population and commerce soon after the building of the present Carlisle-bridge. No doubt, it was then amply sufficient to fulfil the intentions of the. Irish Parliament as to providing' a convenient communication across the river to the east of E ssex-bridge.'
"But of late years, the extension of building and the increase of population taking place entirely in an easterly direction, combined with the great development of commerce, the establishment of a railway system centering in Dublin, and the general improvement of the country, have shown the inadequacy of Carlisle-bridge to meet the requirements of the present community.
" From the last cen us it appears, that the population of the seven parishes to the eastward of E ssexbridge had increased from 69,977 to 143,396 ; while the population of the fourteen parishes to the westward, had increased only from 100,828 to 102,534.
"And not only has the population of the eastern parts of Dublin more than doubled, but in addition, there must be taken into account the large and increasing population of the suburban districts, all having daily communication with Dublin-namely, Pembroke and Rathmines townships, Kingstown, and the various towns on the line of the Kingstown railway, adding probably another 100 per cent to what may be con idered as the population eastward of Essex-bridge ; so that, while the population of the western district, for whose accommodation no less than six bridges have been provided, bas shown scarcely any increase, the inhabitants of the eastern district, who have increased three-fold, are still left with but the one bridge, erected 75 years ago.
" These six bridges provide accommodation for a river length of about a mile; while, for the remainder of the river, a length of upwards of a mile and a-half, there is but the one bridge.
"The tonnage of shipping entering the Port of Dublin in the last year, amounted to 1,434,022, more than a five-fold increase since the building of Carlisle-bridge. This large tonnage consisted of 161,647 in the over-sea trade, 412,355 in the coal trade, and 860,020 in the other branches of the coasting trade.
" The additional building of houses in Dublin has, of course, nearly all taken place to the eastward of Essex-bridge-namely, in the parishes of St. Peter's and St. Mark's on the south side of the river, and the parishes of St. Mary's, St. George's, and St. Thomas's on the north ; and, without any attempt to describe the progress of building generally at that side of Dublin, it may be sufficient to direct attention to the streets immediately in connection with Carlisle-bridge. Here we find, that Sackville-street now continued of the uniform breadth of 150 feet to the ri,er, together with Bachelor's-walk on the one side, and Eden-quay on the other, contributing the enormous traffic of the North Wall conveyed in the coasting-steamers, to the extent of half the entire tonnage of the port, pour all this vast intercourse from three carriage-ways of the united breadth of 230 feet, on a road across a bridge but 40 feet wide, meeting the traffic from four streets on the opposite side, also of the combined breadth of 230 feet. Thus, we have the coasting, the coal, and corn trade of the port, and the personal catTiage transit of two-thirds of the population of Dublin, pouring across at various angles from four streets on one side of the bridge, and from three streets on the opposite side, over a bridge 40 feet wide, which may be thus regarded as a narrow gateway for all that gi·eat intercourse and traffic; while at the same time, pedes trians from fourteen different pathways, have also to make their way, as best they can, through the dangers and difficulties of so many streams of caJTiage and cart traffic, passing without attempt at arrangement in all manner of directiona-division,. for the sake of regularity, being wholly impracticable on such a narrow bridge. Let this .state of things be contrasted with the new and convenient accommodation across the River Thames at Westminster, where a magnificent bridge of 85 feet breadth has the easy duty assigned to it of providing communication between Bridge-street on the.north, and Westminster-bridge road on the south, affording ample space for the traffic, which has to proceed, without difficulty or confusion, in the two directions only.
" To remedy the evils caused by so vast a traffic on the present Carlisle bridge, it is proposed, that a handsome new iron bridge of 170 feet in breadth shall be constructed, and that in addition to the foot-way on each side, a centre flagged-way for the use of foot passengers (properly fenced) should be laid down.
" This would provide both a safe means of crossing the bridge for pedestrians between the east side of Westmoreland-street and D'Olier-street, to Sackville-street, and effectually divide the carriage and cart tmffic into two distinct streams-one for Westmoreland-street and its adjoining quay, and the other for D'Olier-street and also its adjoining quay.
"The foot traffic of the west sides of Sackville-street and Westmoreland-street, and the adjoining quays, would pass across the biidge by the pathway on its west side, as also the foot traffic of the east sides of D'Olierstreet and Sackville-street, and the adjoining qmtys, would pass over the pathway on the east side of the bridge.
" By these arrangements, notwithstanding so many approaches leading to each end of the bridge, no greater difficulty would be experienced by either carriage or foot traffic, than is experienced in any ordinary continuous line of street.
"It is also proposed, that the surface of the bridge should be flat, so as t-0 prevent any difficulty in the passage of heavily laden carts or waggons.
" To guard against the inconvenience and cost of erecting a temporary bridge for use by the public during the construction of the new bridge on its present site, it is proposed, that the two side portions should be first completed, and that when these side portions are open for traffic (one for that of Westmoreland-street, and the other for D'Olier -street), the old bridge should be removed, and replaced by the centre part of the new brirlge; the three portions being finally connected together, and made into one complete structure of magnificent proportions, so as to fulfil the original intentions of the Irish Parliament, to provide 'convenient communication between the northern and southern sides of the city, to the eastward of Essex-bridge.'
" It is to be remarked, that there are no funds belonging to any of the local public bodies in Dublin, which can be appropriated for the purposes of this great national work, and the heavy taxation to which the citizens are subject for local and municipal charges, renders any further addition to their burdens impracticable, even for an object so important and desirable; and as it may fairly be assumed, that were the Irish Parliament in existence, such a state of things in the Metropolis of Ireland would not have been allowed to remain without remedy, it appears just and reasonable, that the Imperial Parliament should have their attention directed by the Government, to the duty of undertaking the cost of perfecting this important line of communication between the two sides of the city, particularly as large funds drawn from Ireland since the Act of Union, have been expended for Imperial purposes in London, instead of being appropriated to works of uaefulness or ornament in this country.

We have inspected and examined the Accounts of Receipts and Expenditure of the Dublin Port an<l Docks Board, as per their printed statement for the year ended 31st December, 1869, with the Accounts of Balbriggan Harbour, Pilotage, and Custom House Docks to the same period, in accordance with clause 239 of the Dublin Port and Docks Act, 1869, and we certify the same to be correct.
We also certify, that according to the return pre ented to us, the liabiliti s of the Dublin Port and Docks Board on the 31st December, 1869, were £95,4.88 10s. Gd., which sum includes the Debenture Debt as specified on page 5.

REPORT.
A REFERENCE to the Accounts of the Board for the past year will show an increase in each branch of trade. The aggregate tonnage of vessels that entered the Port in the year was 1,513,624 tons, being an increase of 93,332 tons over 1868.
Vessels laden with coal show an increase of 5,681 tons over 1868 ; sailing vessels engaged in the coasting trade an increase of 10,546 tons, and with timber, 7,890 tons. The steam coasting trade has increased 34,981 tons; vessels with corn from foreign parts, 23,475 tons; and of vessels with sugar, 1,400 tons. Steamers from Holland, Belgium, France, Spain and Portugal have increased to the extent of 7,702 tons over 1868. The receipts from tonnage of ve sels amounted to £47,834 7s. 5!d., being an increase of £3,305 3s. lO½d. over 1868.
Improvements.
The application to)he Public Works Loan Commissioners for a loan of money for deepening 1000 feet of Sir John Rogerson's Quay, and the construction of a second Graving Dock not having been snccessful, the Board deemed it desirable to take the necessary steps to carry out the former work, being of opinion that the surplus revenue of the Port would be sufficient to meet the cost: tenders were accordingly advertised for, and a contract has been entered into to complete the work in three years for the sum of £55,411 9s. The contractor has already made progress in the work.
North Wall Deepening.
The rebuilding or deepening of the east end of the North Wall Quay, commenced by the former Board in 1864, has been finished during the past year. By the completion of this work berths varying from 16 feet to 18 feet at low water springs have been obtained, and have been fully occupied since their completion by the large class of vessels which heretofore were subject to a heavy expense in lightening to enable them to get to their berths. The total cost of this work was £25,561.
20 North Wall Extension.
During the year the Board turned its attention to the best means of providing additional Dock or Quay accommodation to meet the increa ing trade of the Port. The subject received the fullest consideration, and ultimately the following Report of the llarbour Improvement Committee was adopted, and the Engineer was accordingly instructed to prepare the necessary plans and specification previous to inviting tenders to have the work done by contract.
" REPORT OF THE HARBOUR IMPROVEMENT COMMITTEE.
"Your Committee are of opinion, that until additional quay berthing accommodation is provided for the increa ing commerce of the Port, nothing should be done to the Custom House Docks which would render the closing of them nece~sary ; for though vessels of large size or those requiring a greater depth of water than 15 feet cannot at present make u e of them, they are ab olutely indespen able for smaller ships which cannot obtain accommodation el ewhere. These Docks are of the more value from the facilities which can be affor<led for <focharging cargoes intended for warehousing in the adjoirung stores, now in the po session of the Board.
"The Committee which reported on the subj cot in October, 1867, entertained the same view, that it would be unwise to close tho e Docks with the object of effecting the then proposed improvements, until additional quay space should be previously provided.
"It is to be borne in mind, that the improvement of the quay on the outh side of the river, which your Committee recommended last year, and which is now in progrc s, under the contract since entered into by tho Board, does not extend the length of quay room, though it will enable vessels of large class and deep draught of water to di charge corn or other cargoes arriving from Foreign Ports along idc, and so afford much better accommodation for hip and commerce.
" The question of extension of Dock or Quay accommodation was left open for future con idcration when we made our report last year, and public attention was invited , to the be. t way of providing uch increase to the quay of the Port; yow· ommittee then suggested two plans, one, the prolongation of the North Wall, the other, the construction of a new Wet Dock on the South side.
"Your Committee feel no he itation in now recommending, in consequence of the rapid increase of tonnage entering the Port, as the best mode of providing additional berthing room, as well as the most expeditious, the prolongation of the North Wall, faced on both sides so as to afford double room for vessels, the breadth of quay to be not le s than twice tJiat of the :rorth ,vau.
"As the Board are already po c ed of the co tly plant requi ite for carrying on such a work in the manner agreed to by the late Board, your Committee recommend, that the work be commenced by contract, under the direction of the Engineer of ilie Board, giving the use of the plant to the contmctor, or by the Board (if more advisable for the pr ent), for a length of from 500 to 600 feet, with a depth of water of 22 feet at low water spring tides out idc, and 24 feet in ide. This mode of proceeding will afford the opportw1ity of testing the advantage of the propo ed plan, its cost, and the time in which the extension could be con tructed. The cost is e timated by the Engineer at about £80 per runaia"' foot.
"No part of the pre cut quayage need be closed during the progress of the work, and the proposed extension might be available for use in ections, without waiting for the completion of any considerable length.
The want of additional dredging power, which at pre ent is inadequate to maintain, not to speak of improving, the navigable channel, engaged the attention of the Board. It has been
' estimated that the future annual dredging will be over 700,000 tons per annum, when the works contemplated are carried out, which the present plant would be wholly unable to meet. Tenders were therefore advertised for a new Steam Dredger and three Steam Hopper Barges.
Deepening North Wall for Steam Packet Companies.
Towards the close of the year, applications were received from the London and North Western Railway Company and City of Dahlin Steam Packet Company, requesting that their berths might be deepened to the extent that would enable their vessels to get alongside the quay, or leave at all times of tide. The applications received the most careful consideration of the Board, as will be seen from the following report, both as regards the utility of the work and the funds at its disposal; and having expressed its opinion that daily sailings of the coasting steam vessels at fixed hours would be of advantage to the public, and would tend to increase the traffic through Dublin, and thereby increase the revenue of the Port, resolved to comply with the request of the Companies. The Engineer has accordingly been instructed to prepare plans and specifications for the best means of carrying out the works by contract, and with the least inconvenience to the public.
"REPORT OF THE HARBOUR IMPROVEMENT COMMITTEE
"On applications of the London and North Western Railway Company, and the City of Dublin Steam Packet Company, to have such Dredging effected as will allow their Vessels to get into berth at all states of the tide.
"Your Committee are of opinion, that the depth of water, not only at the berths of the two Companies who have applied on the subject, but at all the other coasting steam berths, should be so improved as would allow the ve.ssels using them to enter and leave at low water spring tides, so as to admit of regular sailings at the same fixed hour every day, or evening, as in the Port of Belfast, no obstruction being likely to take place in the passage of the river at low water, nor across the bar, unless on ,ery exceptional occasions.
"The Engineer of the Board has submitted two plans which would effect the desired object----one, the rebuilding of the present Quay walls, sinking the foundations so as to give a depth of water of 14 feet; the second, making an addition of about 12 feet to the breadth of the pre.sent timber staging, which would allow of dredging, so as to give the depth of twelve feet along ide. -
"DThe estimate for the execution of the first of these plans for both the Companies, is fro~ £64,650 to £66,650-the length of Quayage to be so improved about 1750 feet. This e timate includes the rebuilding of the sheds of the City of Dublin Company, which should necessarily be taken down.
The estimate for the construction of the new timber jetties is £20,385.
As against the greater co t of rebuilding the Quay walls, may be placed the permanent nature of the work, and the advantage of gaining an addition to the breadth of the river at those places, of 12 feet, thereby making it 397 feet wide, instead of diminishing the breadth to 373 feet, which would be the result of an addition of 12 feet ta the existing jetties. '\Ve also learn from the Engineer that the rebuilding of the wall at the berths of the London and North Western Railway Company east of the Royal Canal, would be necessary to admit of the erection and use of the improved appliances and machinery, which that Company contemplate providing for the working of their traffic.
It is obvious that the greater the breadth whieh can be maintained in the river, ihe more desirable it is for the trade generally ; but as this is a question of relative cost, the Committee leave it for the descision of the Board.
The Engineer has stated that the execution of the more costly of the two plans would require at least three years, while the lesser work could be completed in about one year.
Whichever plan is adopted, should be executed in sections, so as not to interrupt the traffic of the two Companies, whose united sailings amount to nearly thirty weekly on the average of the last year, any diminution of which would necessarily lessen their payment of tonnage dues to the Port Funds, which at present exceed 16,000 a-year. Your Committee recommend, that in the event of the Board considering it just and right to effect the improvement by sanctioning either of the two plans, the work be done in sections, simultaneously for each Company.
Your Committee in conclusion, think it well to direct the attention of the Board to the fact, that several heavy works for the improvement of the Port have already been approved of (the execution of one has been commenced), which will involve a large expenditure, namely :-
1st. The deepening of 1000 feet of the east end of the South wall, to cost 2nd. The prolongation of the North wall for 600 feet, estimated at 3rd. A new steam dredger, and three steam hoppers
!th. A new graving dock.
If the Board decide on dredging the length of 1750 feet for the steam coasting berths on the north side, the cost of one plan would be 20,000 in addition to the above, and of the other £66,000.
As all the above named works, or improvements, can be effected in about three years, it would appear judicious that the Board should at once consider and decide on the means of effecting a loan of money, sufficient to allow of the works being executed speedily, as the surplus revenue of the Port, over and above the estimated expenditure (which surplus is about £25,000 a-year), could not admit of these several works being completed in less than about nine years.
Widening the North Wall Roadway.
The portion of this work westward of the Royal Canal, has been completed, and found to be a valuable improvement.
Sheds .
.A sum of £2,966 has been expended on account of sheds intended for the use of some of the Steam Packet Companies during the past year.
Custom House Docks and Warehouses.
The Board entered into possession of these Premises on the 29th of September last, and every means has been adopted to carry on the business to the interests of the public and tbe Port of Dublin .
.A further sum of £8,000 has been paid in the past year to the Bank of Ireland, on account of the original loan of £31,819 for the purchase of these premises, from the surplus revenue of the Port, leaving a balance of £10,000 due.
Roadway from Store-street to Commons-street.
The gateway in Com.monS-street has been made, and the roadway for traffic to and from the Docks will shortly be opened.
New Offices in Westmoreland-street.
In last year's Report reference is made to the allocation of these premises to the Light,. house Department. After a lengthened correspondence the Comm.is ioners of Irish Lighui offered to pay a rent of £400 per annum for the offices in .r o. 21, which was accepted by the Board. On the completion of the new building the Port Board removed their establishment to the new offices on the 25th November last.
Dublin Port and Docks Bill.
This Bill, promoted by the Board to consolidate in one Act of Parliament the several statutes relating to the Port of Dublin, and to make such changes in the Pilotage Establishment as would make that department self-supporting, received the Royal assent on 12th July la t, after some opposition on the part of several interests in the Ilouse of Commons, whose views were met by the Board as far as their duty to the public would allow. The Bill passed the House of Lords without further opposition.

We also certify, that according to the return presented to us, the liabilities of the Dublin Port and Docks Board on the 31st December 18i0, were £105,796 4s. 4d., which sum includes the Debenture Debt as specified on page 5.

REPORT.
THE aggregate tonnage of vessels that entered the Port in the past year was 1,506,011 tons, being 7,613 tons less than in 1869.
Vessels laden with coal show an increase of 26,837 tons over 1869 ; sailing vessels engaged in the coasting trade a decrease of 606 tons; and vessels laden with timber a decrease of 5,700 tons. The steam coasting trade has decreased l l,773 tons; vessels with corn from foreign ports 8,537 tons ; and of vessels with sugar 498 tons. Steamers from Holland, Belgium, France, Spain, and Portugal have likewise decreased to the extent of 4,882 tons. The receipts from tonnage of vessels amounted to £47,063 10s . 6d., or £770 17s. less than in J 869.
Considering the very large increase of tonnage in 1869 over the preceding year, amounting to 93,332 tons, representing £3,305, it is not surprising to find that there was a slight falling off in 1870, neither is it unreasonable to attribute the decrease to exceptional circumstances.
Improvements.
The deepening of Sir John Rogerson's-quay has been proceeded with satisfactorily. Upwards o·f three hundred lineal feet of the foundations of the new quay wall have been laid. A sum of £14,220 -was paid the contractor during the year.
In the ea,rly part of the year steps were taken to provide funds to carry out the improvements referred to in the statement of the Harbour Improvement Committee, as published in last year's report; and accordingly, an arrangement was entered into with the Bank of Ireland to advance on loan, from time to time, as might be required, £150,000, at 4¼ per cent.
New Steam Dredger and Hopper Barges.
Contracts have been entered into to supply a powerful Steam Dredger, and three Steam Hopper Barges. A sum of £9,400 has been paid on account of the former, and £3,000 on account of the Hoppers. The Steam Dredger will soon be ready for launching.
North Wall Extension.
Referring to the Report of last year, the preliminary portion of this work, so much required for the increasing trade of the Port, is proceeding under the superintendence of t.he Engineer of the Board.
Deepening North Wall Steam Berths.
A contract has been entered into to rebuild about 1,832 feet of the North Quay Wall, to allow of the large steamers that now frequent the Port to sail at all times of the tide. The work is to be completed in two years at a cost of £71,035.
The Custom House Docks and Warehouses.
The business of these concerns has been satisfactorily carried on during the past year.
The want of additional accommodation for storing grain, as well as an enlarged store for laying and gauging cargoes of wines, whereby considerable saving of labour will be effected, engaged the attention of the Board. It was accordingly decided upon to enlarge the present gauging store by 60 feet, by taking that space from the southern end of the northern section of Stack A, and constructing a second floor in that store, which will give additional accommodation for storing grain to the extent of 8,500 quarters. The work is rapidly progressing, and will cost £2,232.
The Board have let by the year to the Silloth and Dublin and Liverpool Screw Steam Packet Companies a portion of the Queen's Timber-yard fronting the North Wall, at a total rent of £340 per annum, and a further rent equal to seven per cent. on the outlay, for building stores thereon.
The surplus revenue of the Port having allowed of it, the Board paid off the balance of £10,000 due the Bank of Ireland on account of the purchase money of the Custom House Dock premises.
North Wall Quay Police.
In consequence of the great difficulty experienced in carrying on the business of the North Wall, owing to the want of a surveillance over carters, &c., and a proper system for the prevention of goods b ing placed on the carriage way, the Board availed itself of the powers granted by the Port Act of 1869, and appointed four Harbour Constables and an Inspector for special duty on the North Wall.
Carlisle Bridge.
The subject of rebuilding Carlisle Bridge was brought under the consideration of the Board by the Municipal Corporation, and on the 25th of August last, a deputation of that Body had an interview with the Board, and then urged the adoption, on or before the 1st of September, of a provisional and approximate estimate of £50,000, which the deputation stated would, on the assurance of the authors of the various designs, fully provide for the rebuilding of the Bridge. The Board were unable to comply with the request, and assume the responsibility of adopting this estimate, but instructed their Engineer to prepare a plan and accurate estimate of the cost of a new Bridge, which would carry into effect the contemplated improvement. This plan, when approved of by the Board, will be forwarded to the Municipal Corporation in sufficient time to enable them to have the amount included in the presentments of the present year.
Poolbeg Lighthouse.
During the year an arrangement was entered into with the Commi sioners of Irish Lights for the transfer of Poolbeg Lighthouse to the Board in 1873. The Commissioners undertook to expend £2,500 in placing the Lighthouse in a permanent state of repair, and the work is being carried out under the superintendence of the Engineer of the Board.
The North Wall premises now occupied by the Commissioners will, in pursuance of the above arrangement, be handed over to the Board in 1873 for the purposes of the Port.
Election of Members.
In accordance with the requirements of the Port Act of 1867, an election was held on the 21st of December for four members to represent Traders and Manufacturers, and four to represent Shipowners on the Board The four members of each class who vacated office were re-elected.

We have inspected and examined the Accounts of Receipts and Expenditure of the Dublin Port and Docks Board, as per their printed statement for the year ended 31st December, 1871, with the Accounts of Balbriggan Harbour, West Quay Walls and Bridges, Pilotage, and Custom House Docks to the same period, in accordance with clause 239 of the Dublin Port and Docks Act, 1869, and we certify the same to be correct.
We also certify, that according to the return presented to us, the liabilities of the Dublin Port and Docks Board on the 31st December, 1871, were £118,766 15s. 7d., which sum includes the Debenture Debt as specified on page 5.

THE total tonnage of vessels that entered the Port in the pa t year was 1,571,602 tons, being 65,591 tons more than in 1870. The receipti:; from tonnage amounted to £49,388 7s. 8d., or £2,324 17s. 2d. in excess of the preceding year.
Coal laden ve els decreased by 13,120 tons, and ves el laden with :-mgar 2,H26 tons, while sailin_g ves els engaged in the coastino- trade, increa cd 6,495 tons. The steam coasting trade increa ed ~'>0,337 tons; ves ' els with timber, 8,717 tons ; and ves. el. with corn, 13,967 tons. Steamers from Holland, Belgium, France, pain, an<~ Portugal, have also increased to the extent of 1,075 torn;.

This work has progres ed satisfactorily, and is highly credita.ble to the contractor. The foundations of the new wall have been laid for a length of ;j() feet, and a berth at th e western end was completed and occupied in ovember hy the Larque '' Peter Crernr," drawing 18ft. 6in., without touching the ground at low water. £25,157 14s. 11d. was paid the contractor within the year, leaving a balance due at foot of contract of £16,033 13s. EXTENSIO OF SIR JOHN ROGER ON'S QUAY A D DEEPE_ ING OF UREAT BRITA! • QUAY
Towards the end of the year the subject of ex.tending ir John Rogerson's Quay further eastward engaged the attention of tho Board. As the deepening of the eastern end was approaching completion a favourable opportunity pre ' ented itself for carrying out the work. Accordingly, the Board entered into an agreement with the present contractor to extend the end of Sir John Rogerson's Quay O feet eastward, and then returning it up Gre:tt Britain Quay, towards the entrance of the Grand Canal Dock , for about 5:20 feet, which will give an in .rease of over 500 feet to the deep-water bortbs of the Port. The estimated cost of the improvement will be £33,600, and he contractor ha~ undertak,m to have it completed by the 1st Augu t, 1873.
NORTH QUAY EXTENSION.
The first large concrete block of this work was successfully raised from its site on the block wharf by the Shears Float cm the 27th May, and afterwards deposited in its bed. Since then 9 additional blocks have been laid, upon which a length of 100 feet of the new Quay Wall has been built, and 10 fresh blocks, weighing about 350 tons each are ready for depositing. The Board consider that the construction of this Quay Wall reflects the highest credit upon their Engineer, Mr. Stoney, for having designed and carried into effect, without the slightest accident, so novel and advantageous a work

The contractors are making some progress in this work.
WHARF FOR COAL TRADE.
Application having been made to the Board to deepen by 4 or 5 feet some 600 feet of quayage east of Creighton-street, for the use of large coal-laden vessels, the Board entered into a contract for the work for £4,459 11s. 0d. A length of about 250 feet hafbeen cqmpleted, and the contractor has received £1,114 17s. 9d. on account
NEW STEAl\1 DREDGER AND HOPPER BARGES.
The new Dredger has arrived in the Port, and after the placing of the buckets it is expected she will be ready for trial towards the end of February. A sum of £4,700 has been paid the contractor during the year, leaving a balance of £9,400 due.
The Hopper Barges are in course of construction.
TEMPORARY AC OMMODATION FOR THE TIMBER TRADE.
To provide temporary accommodation for large timber-laden ves els until the new works are completed, the Board had the Harbour Master's house removed and the space thrown open for quayage. Facing which have been constructed two large and convenient landing stages.
CUSTOM
HOUSE DOCKS AND WAREHOUSES.
The enlargement of the gauging store for wines, &c , and the construction of a second floor for the storage of grain, referred to in last year's report, have been completed. The former has proved a great convenience to the trade, and the latter has been fully occupied with grain.
NEW TRANSIT SHED.
A Transit Shed, divided into three compartments, and extending the full length of George's Dock, has been erected on its western side at a cost of £2,427. By the completion of this Shed the Board were enabled to convert the former Transit Shed into a temporary store for whiskey.
The present accommodation for storage of whiskey being found insufficient to meet the requirements of the trade, the Board are taking steps to construct additional vault •
THE GRAND CANAL COMPANY'S DOCKS, RINGSE D.
A Memorial having been presented to the Board recommending the purchase of the Grand Canal Company's Docks, the Board gave the matter the fullest consideration, and ultimately the following report was adopted :-
The Committee appointed to consider the subject of the purchase by the Board of the Grand Canal Compa.ny's Docks at Ringsend, submit the following Report:-
" They have considered fully the entire correspondence which took place between the Ballast Board and Grand Canal Company, in the year l 866, in which the propo ition of the Grand Canal Company wa to sell the Floating and Graving Docks (the lei!sees of which had then an unexpired term of 1G year of their lease) to the Ballast Board, for a sum of £55,000, the Canal Company dealing with the lessees, and undertaking to maintain the depth of water on Camden Lock Sill a~ stipulated by their Act of Parliament.
"Thi correspondence was brought to a termination on the 5th October, 1866, by the Ballast Board declining to purchase the Docks for the sum of £55,000, and no further negotiations appear to have taken place.
"The subject was for the first time brought before the con ideration of this Board on the 10th December, 1870, by a letter from Mr. William Carter, onclo ing copy of a Memorial which had been i;ent by a number of merchants to the Grand Canal Company, requ ting them to make an offer to sell their Docks to the Board, and also the reply of the Secretary of that Company thereto, <lated 20th November, 1870, asking the Board to receive a deputation on the subject.
"In compliance with this reque t the Board received a deputation on the 22nd December. when they conveyed their views on the subject. The Board appointed a pecial Committee on the same <lay to inquire into and 1·cport on the subject.
"The Committee met frequently, and called on the Engineer and Harbour Master of thl• Board for their Reports, and al -o for various returns connected with the Shipping and Trade of the Port.
"The Committee requested the Directors of the Company to furnish them with a plan of the property intended to be included in the offer to the Ballast Board by the letter of 28th July, 1866, with which request the Directors were kind enough to comply.
"Your Committee have gone into the reports and returns received from the Engineer and Harbour :Master, and have taken into consideration that by the accommodation which will be afforded to the large ships entering the Port by the South Side Deepening when finished, also by the increased quay space which will be afforded by the extension of the North Wall, and that it would be years before the Ringsend Docks could be made available for large vesseL, even if they

were in pos:;essiou of the Board; that if the works necessary to make them suitable were commenced, it would place in the river while the Docks were being altered the large amount of tonnage that now enters the Canal Docks, and thus very materially increase the inconvenience in our already overcrowded river ; that no increa e of revenue would accrue to the Port Funds by purchasing the~e Docks, inasmuch as the Port Board are debarred by the Act of 1866 from levying the tolls which the Grand Canal Company are empowered to collect, or any other rates beyond tho:;c now payable to them by vessels entering the Port and not using the Docks ; and, looking to the large expenditure which the Board has undertaken already, and bearing in mind the expectation of having to improve the Custom House Docks after the completion of the extensive works now in progress, your Committee therefore are not prepared to recommend at present the purchase of the Ringsend Dock;;, which would involve them in so large an outlay before they would be available for any cla~s of ,e~:;e]s except those at present using them.
"The outlay being e~timated by the Engineer of the Board at from £66,500 to £175,000, according to the exh•nt of the improvements to be ultimately carried out, and this in addition to the payment whi,•h the Company might require for the purchase of the property, as well as the annual expenditure 1w1:c~sary for the maintenance and working of the Docks, for which no direct revenue, as already mentioned, would be derived from the vessel~ using them."
UARLISLE BRIDGE.
ln accordance with the resolution arrived at, referred to in last year's Report, the Boa,rd trantimitted to the Town Council, on the 30th August last, a plan for the rebuilding of Carlisle Bridge at an estimated cost of £61,500, with a suggestion having reference to the Dublin Main Drainage Act, passed during last Session, that the presentment should be postponed, having regard to the large prospective taxation of the eity. This suggestion was . ubsequently concurred in by the Municipal Council.
ESSEX BRIDGE.
The desirability of lowering and widening Essex Bridge having occupied the attention of the Board, they directed the necessary steps to be taken in accordance with the Act of Parliament to carry out the improvement. The estimates for the two plans forwarded to the Municipal Council by the former Port Board, in 1866, having been revised were, with the plans, transmitted to the Town Clerk on the 30th August last, with the opinion of the Board that the plan which embraced widening as well as lowering, should be adopted at an estimated cost of £17,256.
The Application having been brought before the Court of Queen's Bench it was ruled, to meet the views of conflicting interests, that the amount should be raised in three yearly instalments-one-third of the total amount to be levied dming the first year.
The Board are taking steps to carry out the work as i,;oon as possible.

We have inspected and examined the Accounts of Receipts and Expenditure of the Dublin Port and Docks Board, as per their printed statement for the year ended 31st December, 1872, with the Accounts of Balbriggan Harbour, West Quay "\Valls and Bridges, Pilotage, and Custom House Docks to the same period, in accordance with section 239 of the Dublin Port and Docks Act, 1869, and we certify the ame to be correct.
We also certify, that according to the return presented to us, the liabilities of the Dublin Port and Docks Board on the 31st December, 1872, were £172,535 14s. 7d., which sum includes the Debenture Debt a specified on page 6.

THE total tonnage that entered the Port of Dublin in 1872 amounted to 1,649,228 tons, being 77,626 tons in excess of the previous year. The income derived from tonnage rates was £50,894 ls. 2d., though the :final payment of £486 9s. Od. on account of differential dues was but one-fourth of the amount paid in previous years ; showing, for comparison, an increase of £2,965 Os. 6d. over 1871.
The above increase is distributed over all branches of trade as follows :-Coal vess ls, 15,650 tons; sailing coasters, 4,154 tons; steam coasters, 11,934 tons; vessels laden with sugar, 2,272 tons; vessels with corn, 18,060 tons; vessels with timber, 5,756 tons. From Continental Ports steamers show an increa, e of 10,227 tons, and sailing vessels 7,563 tons.
IMPROVEME T .
Sir John Rogerson's Quay.-The Contractor has :fini hed the ea t.ern extension of this quay, and is making satisfactory progress with the deepening of Great Britainquay, the wall of which is built for a length of about 250 feet. £26,001 has been paid on account of the e works within the year, making a total payment of £65,379 1 • 9d. on both contracts.
North Wall Extension.-A total len~h of about 300 feet of quay wall has been completed, and blocks laid to a further length of about 120 feet. The filling behind the wall or formation of roadway is also making satisfactory progre s. large ves el wa di charged at this berth in December last.
Deepening North Wall Steam Berths.-A total length of about 600 feet of quay wall has been built since the beginning of the contract. £16,813 16s. lld. has been paid within the year.
New Steam Dredger and Hopper Barges.-The Dredger has been at work for some months past. One of the three Hopper Barges is so far completed that it is expected it will be delivered in the Spring.
Wharf for Coal Trade.-This work has been completed, and the balance of £3,577 19s. paid to the Contractor.
Wharf Extension.-The Board have entered into a contract for extending the Wharf adjoining the Bristol and Glasgow Company's Berth, North Wall, by 90 feet, for the accommodation of sailing ves els.
CUSTOM HOUSE DOCKS AND WAREHOUSES.
Whiskey Vaults.-To meet the increasing demand for storage accommodation for whiskey, the Board entered into a contract for the construction of a range of vault extending from the Drogheda Terminus to the main entrance to the Docks at Amien sstreet, at a cost of £4,985. Owing to the difficulty experienced in procuring the proper description of stone, their completion has been delayed beyond the contract time. It iiexpected, however, they will be ready for storage purposes next month.
Sale of Surface Ground. ---The Drogheda Railway Company being desirous of improving the approach to their Terminus, appli~d to the Board to sell them the surface ground of the above vaults for a width of forty feet, in order to form an inclined roadway. As such an improvement would be of public advantage, the Board agreed to let the Company have the ground at the rate of £3 per square yard, and the necessary steps are being taken by the Company to obtain the sanction of Parliament to complete the purchase. to
ESSEX BRIDGE.
It being found desirable to carry out the improvement of this Bridg , in conjunction with the proposed alteration of the line of quay wa1ls to suit the Main Drainage Works, the plans of the former were accordingly amended ; and tender for the work , invited by public advertisement, are now under consideration. LOAN.
The amount due on 31st December last, on the Mortgage Bonds of the Board toward the expenditure incurred in the improvement of the Port wa £94,000.

We have inspected and examined the Accounts of Receipts and Expenditure of the Dublin Port and Docks Board, as per their printed statement for the year ended 31st December, 1873, with the Accounts of Balbriggan Harbour, "\Vest Quay Walls and Bridges, Pilotage, and Custom House Docks to the same period, in accordance with section 239 of the Dublin Port and Docks Act, 1869, and we certify the same to be correct.
We also certify, that according to the return presented to us, the liabilities of the Dublin Port and Docks Board on the 31st December, 1873, were £241,008 ls. 3tl., which sum includes the Debenture Debt as specified on page G.

REPORT.
THE Accounts show that the aggregate registered tonnage that entered the Port of Dublin in the past year was 1,632,160 tons, against 1,649,228 tons jn 1872. The receipts from same were £49,780 16s. 0d., or £626 16s. 2d. less than in 1872, allowing for the final payment made in that year as compensation for differential dues.
Steamers from Continental Ports exhibit an increase of 2,381 tons, and sailing ve ·els 476 tons. The coal trade has also increased to the extent of 6,399 tons, whereas the following trades have decreased to the extent named :-Vessels with sugar, 2,364 tons; with timber, 7,783 tons; with corn and flour, 10,442 tons; steam coasters, 3,665 tons; and sailing coasters, 3,069 tons.
IMPROVEMENTS.
South Quay Deepening,-The completion of Great Britain-quay having presented a favourable opportunity for carrying out, on advantageous terms, a further extension of deep-water berths on Sn· John Rogerson's-quay, the Board entered into an agreement with the contractor to re-build a further length of 700 feet westward, which will reach to about 60 feet westward of Forbes-street, and allow of a depth at low water of 22 feet, at an estimated cost of £39,000, to be completed on 1st July, 1875. The contractor received £2,523 2s. on account of this work in 1873, making a payment within the year for the three contracts of £23,592 Os. lOd., or a total expenditure on account of these works since their commencement in 1870 of £ 9,902 0 . 6d.
The results obtained from these improvements are : that at present, for 200 feet, there is a depth of about 20 feet (which will be dredged to 22 feet), at low water spring tides, and for 8 0 feet to Great Britain-quay, 21 to 22 feet. The dredging of the latter quay is expected to be completed by the beginning of March, when a further length of 620 feet with 22 feet at low water will be available for the largest cla s of \re, sel. trading to the Port.
North Wall Extension.-A length of about 700 feet of this quay wall, with a depth of from 22 to 23 feet at low water, has been erected. The total expenditure on account of thi work, exclusive of the original plant, is £37,088 2s. 6d., of which £I ,106 12s. 6d. was expended during the past year.
North Wall Quay.-Deepening Steam Berths.-£15,879 Os. 5d. was paid within the year, making a total payment of £35,109 6s. lld., on account of this contract. There is a depth at low water of 15 feet at the completed berths.
Widening Carriage Way, North Wall-A further extension of this improvement, for a length of about 500 feet, is being carried out opposite the London and North Western Company's premises, at a cost of £636 lls. 2d.
Further Extra Expenditure.-Payments have also been made within the year on account of the following works:-
New Screw Hopper Barges, .
This sum makes a total of £51,470 Os. ld. expended since 1869 on account of new plant for preserving and improving the navigation of the riverviz., 1 steam dredger, 3 screw hopper barges, and 6 iron floats.
Sheet Piling, North Wall Basin,
Wharf adjoining Bristol and Glasgow Company's Berth, North Wall, Sheds,
Poolbeg Lighthouse.-Further repairs being found necessary to carry out the arrangement entered into with the Commissioners of Irish Lights to place this Lighthouse in a permanent state of repair previous to the Board undertaking its future maintenance, communications have been addressed to the Commissioners of Irish Lights on the subject.
CUSTOM HOUSE DOCKS.
New Whiskey Vaults.-These vaults have been fully used since their completion with the storage of whiskey. £2,171 13s. 6d. was paid the contractor within the year, making a total payment on their account of £4,664 3s. 6d.
Grain Lofts.-The sum of £5,759 17s. ld. has been expended m strengthening the various floors used for storing larger quantities of grain.
Extra Expenditure.-Since their entrance into possession of the Custom House Docks in September, 1869, the Board have expended on the premises £17,861 19s. 0d., on account of new works, which with the purchase money, £31,819, makes a total expenditure above ordinary maintenance of £49,679 18s. 10d.
ESSEX BRIDGE.
In the early part of the year the Board entered into a contract for lowering and widening this Bridge, constructing a temporary Bridge opposite Swift's-row, and other works in connection with the Main Drainage, at a total cost of £25,380 7s. 6d., the work to be completed by 6th September, 1874. The Main Drainage Committee undertook to pay their proportion of the cost. The final instalment of the original estimate with extras was presented for, and passed by the Court of Queen's Bench in November last.
The inhabitants in the neighbourhood of Essex Bridge having subscribed the necessary funds, the Board arranged with the Contractor to erect a temporary Footbridge at the western side of Essex Bridge, which was completed and opened at the beginning of the year.
RATES AND TAXES.
Rates and Taxes having been assessed on all the property and income of the Board, and proceedings having been commenced to enforce payment, the Board paid into Court such of the rates as they were advised their property was liable to. The question as to their liability for the remainder of the claims is still sub judice.
ELECTION OF MEMBERS.
In accordance with the Dublin Port and Docks Act, 1867, an election was held on the 17th of December last for three Members to represent Traders and Manufacturers, and three Members to represent Shipowners on the Board. The three Members of each class who vacated office were re-elected.
LOAN.
The total amount advanced on the security of the Mortgage Bonds of the Board to the 31st December last was £162,500.

In compliance with their instructions, I beg to lay before the Board the following Report on Works in Progress in 1873 :-
SouTH QUAY DEEPENING.-The new quay wall at Great Britain-quay has been finished, and the formation of the roadway and the dredging of the berths will be completed early in 1874. This makes a total length of 1,603 feet of quay wall rebuilt on the south side of the river, with the object of providing deep-water berths for the larger class of shipping which now frequent the Port. The western extension of this work along Sir John's quay was commenced last summer, and the first masonry was laid in December.
NORTH QUAY ExTENSION.-411 feet of this wall were built in 1873, making a total length of 708 feet finished to coping level, and 832 feet of blocks laid. The deep water berths at the end of the North Wall, as well as those on the South Quay, are constantly occupied-as many as twenty-nine large foreign vessels, with an aggregate tonnage exceeding 18,000 tons, having been berthed there at one time.
NORTH QUAY, DEEPENING STEAM BERTHS.-Two berths, one at each section, were finished, and occupied by the vessels of the London and North Western and the City of Dublin Steam Packet Companies respectively in August. A length of about 430 feet of wall was built during 1873, making, from the commencement, a total length of 970 feet of river quay built up to coping level, of which 760 feet had the coffer-dam in front removed, and 500 feet had the formation of the road completed at the end of the year. In addition 'to this the entrance walls of the Royal Canal are finished.
EssEX BRIDGE.-The temporary bridge opposite Swift's-row was opened and the old bridge closed in June. The removal of the superstructure and the erection of the coffer-dams and other temporary works were nearly completed at the end of the year. •
SHEDS.-A new and enlarged shed has been erected at the first berth west of the Royal Canal, and a portion of the foundations for the new shed east of the Canal are built next the quay wall.
WHARVES.-No. 3 Wharf was extended for a length of 90 feet opposite the Chemical Works on the North Wall, and 250 feet of sheet piling were driven at the end of the North Wall where the timber vessels discharge in the Basin.
STEAM HOPPER BARGE .-Thee barges were delivered durino- the course of the year, and have proved very successful.
BEACO AND LIGHTS.-One of the timber beacon , which wa knocked down by a vessel, has been replaced by a concrete beacon. The small light at the end of the orth Wall has been replaced by a brighter light at a greater elevation, which was first lighted on the 1st of January, 1874. Two blocks have been laid at the base of Poolbeg Lighthouse, and preparations have been made which will enable the works of the North Bull Lighthouse to be carried out this season.
CusTOM HousE DocK .-The new whiskey vaults and the bottling shed are finished, and the large grain lofts in the Tobacco yard and stacks, A, B, C, and D, have been strengthened, so as to enable them to hold heavier loads of grain than formerly .

We also certify, that according to the return presented to us, the liabilities of the Dublin Port and Docks Board on the 31st December, 1874, were £306 ,4 92 Os 3d., which sum includes the Debenture Debt as specified on page CT.

REPORT.
THE aggregate registered tonnage that entered the Port of Dublin, in 1874, was 1,563,847 tons, against 1,632,160 tons in 1873; the receipts from which were £47,223 3s. 3d., or £2,557 13s. 7d. less than in 1873.
A decrease of 6,949 tons is observed in Steamers from Continental Ports, and 6,545 tons from Sailing Vessels. The coal trade exhibits a decrease of 47,364 tons, and timber 8, 778 tons. Vessels with sugar show an increase of 469 tons, and with corn and flour 2,495 tons. Steam coasters increased 10,199 tons, whereas sailing coasters fell off 12,768 tons.
IMPROVEMENTS.
South Quay Deepening.-A length of nearly 450 feet of the western extension of deep water berths, on Sir John Rogerson's Quay, has been constructed within the year. Thi s will make a total length of about 2,050 feet of berths, having a depth of 22 feet at low water on the south side of the river. The payments to the contractor, within the year, were £25,171 Os. 5d., or, since the commencement of the works in 1870, £114,888 12s. 10d.
North Wall Quay Extension.-A length of 1,114 feet of the river side of thi wall is completed, and sufficient roadway made to form discharging berths for 3 vessels. Foundation blocks for the quay wall have been laid for a length of about 90 feet on the north side, at such a distance as will form a roadway or quay 250 feet wide when finished. A sum of £14,564 4s. 6d. has been expended on this work within the year, making a total expenditure to the present of £51,652 7s.
North Wall Quay Deepening-Steam Berths.-The re-building of the quay wall east of the entrance to the Royal Canal, for a length of about 890 feet, has been finish ed, at which there is a depth of 15 feet at low water. West of the canal, a length of about 550 feet of quay wall is completed, and sheds at both sections, for the requirements of the cross channel trade, are in course of erection. £21,977 7s. 3d. has \>een paid on account of these works within the year, making a total expenditure of £57,086 14s. 2d.
WHARVES.
A timber wharf, 150 feet in length, has been constructed, east of the entrance to the Graving Dock, at a cost of £700.
ESSEX BRIDGE.
This Bridge was opened for public traffic on 1st October, 1874, and the temporary bridge, oppo ite Swift's-row, was shortly afterwards removed. The sum of £16,250 4s. 4d. was expended within the year, including payments on account of culverts for main drainage.
CUSTOM HOUSE DOCKS.
The sum of £557 2s. 5d. balances paid on account of new whiskey vaults, and strengthening grain floors, within the year, makes a total expenditure of £18,419 ls. 5d., on account of new works and improvements on these premises since the Board entered in possession in 1869.
LOAN.
The total amount advanced on the security of the mortgage bonds of the Board, to the 31st December last, was £228,550.

In accordance with their instructions, I beg to lay before the Board the following Report on vVorks in Progress in 1874 :-
SouTH QuAY DEEPENING.-The deep water berths at Great Britain Quay were open to public use in Spring, 1874, and have since been constantly occupied by vessels chiefly engaged in the foreign trade, and occasionally lying 5 and 6 deep in a tier. The quay wall for the western extension along Sir John's Quay bas been finished to coping level for a length of 428 feet, and the dam in front removed for a length of 300 feet.
NORTH QUAY, DEEPENING STEAM BERTHS.-The eastern section has been completed, and occupied by vessels during November and December, and the foundations have been built for a 20-ton Crane close to the Royal Canal. 250 feet of the second berth of the western section have been finished, and occupied by the Steamers of the City of Dublin Steam Packet Company.
NoRTII QUAY ExTENSION.-The superstructure of the South or River face has been built for a length of 406 feet during the year, making, with the part previously built, a total of 1,114 feet of quay wall finished, and now constantly occupied by large vessels. The blocks for 92 feet of the north, or inner face, have been laid.
EssEx HRIDGE.-The new bridge, though unfinished, was open to public use on the 1st of October-that is, within 15½ months after the old bridge was closed. The erection of the iron-work has since been in progress.
SIIEDs.-The shed on Sir John's Quay, east of Lime-street, was taken down and re-erected opposite the stores of Messrs. Tedcastle & Co. The new shed oppo ite the stores of the City of Dublin Steam Packet Company bas been extended for a length of 270 feet, making a total of 435 feet ; and the new shed opposite the stores of the London and North Western Railway Company has been roofed for a length of nearly 200 feet.
TRAMWAYs.-Two short tramways have been constructed for a steam crane belonging to the City of Dublin Steam Packet Company.
LIGIITHOUSES.-Two large blocks were laid m February on the eastern slope of Poolbeg Lighthouse.
WIIARVES.-A new wharf bas been constructed east of the Graving Dock for a length of 151 feet.

We have in pected and examined the Accom1ts of Receipts and Expenditure of the Dublin Port and Docks Board, as per their printed statement for the year ended 31st December, 1875, with the Accounts of Balbriggan Harbour, West Quay Walls and Bridge , Pilotage, and Custom Ilou e Docks to the same period, in accordance with section 239 of the Dublin Port and Docks Act, 1869, and we certify the same to be correct.
,ve also certify, that according to the return presented to u , the liabilitie of the Dublin Port and Docks Board on the 31st December, 1875, were £337,457 13s. 4d , which sum includes the Debenture Debt a specified on page 6, and also arrears of Intere t on Debenture Debt, £1,050 Irish.

THE Accounts of the Port of Dublin for 1875 show that a total of 1,677,543 registered tons of Shipping entered the Harbour, being higher than any previous year, the dues on which were £50,844 13s. 8d.; showing an increase of 113,696 tons, or £3,621 10s. 5d. over 1 74.
This increase has taken place in the following trade :-Steamers from Continental Ports ,870 tons, and Sailing Vessels 4,600 tons; Ves els with Corn and Flour 22,354 tons ; Vessel with other traffic 3,559 tons. In the Coasting or general cross-channel trade, Steamers increased 28,923 tons, and Sailing Ve sels 3,564 tons. In the Coal trade Steamers incr ased 29,274 tons, and Sailing Ve sels 15,544 ton.
Ves. els with Sugar decrea ed 1,919 tons, and with Timber 1,073 tons.
IMPROVEME TS.
South Quay Deepening.-The final extension of the deep-water berths on Sil' ,John Rogerson's Quay has been satisfactorily completed by the Contractor, Mr. W. J. Doherty, and has since been fully occupied by that large cla s of vessel s for which these berths are in.tended. This work commenced in the latter part of 1 69, extending eastward, from about 60 feet west of Forbes-street, along Sir John Rogerson's and Great Britain Quays, to the entrance of the Rinasend Docks, provide 2,300 feet of deep-water quayage, 0 With 22 feet at low water; and cost, to this date, £128,877 . The Board are having that portion of the roadway used for the heavy traffic, consequent on thi important improven1ent, paved in a permanent manner.
North Wall Extension. -The wall on the north face has been completed to th e length of 4:20 feet and the block foundations laid fur a further length of 30 feet. £l0,003 16s. 3d. has been expended on the work within the year, making a total, from th e commencement, of £61,656 3s. 3d., exclu ive of the co t of plant, which amounted to £26,415 10s. 2d.
Arrangements are being made to commence the western side by extending the present north face we tward, and returning parallel to the east road for about 450 feet, so as to leave a width of 200 feet of quayage from East road to the face of this returned quay.
The Commi sioners of Iri h Lights having vacated the premises they heretofore occupied on the East road, the Board were enabled to utilize them for the purposes of trade.
North Wall Deepening Steam Berths.-The quay wall of the western section of this contract has been completed, and the shed foundations •and neces ary filling will shortly be fini hed. £ ,125 7s. 6d. was expended during the year, or a total of £63,546 4s. 2d. since the commencement of the contract. This work will accommodate the ~ore important portions of the Cross-channel steam trade with a total length of 1,750 feet of deep-water quayage, affording a depth of 14 feet at low water, and enabling this trade to be carried on irrespective of tide.
Sheds.-The new shed accommodation opposite the berths allotted to the London and orth Western Company is :finished, and is now being used for trade ; an~ that for the Liverpool service, at the berths of the City of Dublin Company, will be completed this year.
DREDGI G.
The dredging plant has been fully occupied during the past year in the general maintenance of the harbour, the deepening of the improved berths, and the straightening of the river channel. The number of tons raised was 772,245.
ESSEX BRIDGE.
The required maintenance of this Bridge, by the contractor, for six months after its completion having ex,pired within the year, the final payments were made, making th total cost of the bridge £19,5 7 12s. 7d.; and on account of culverts for the Main Drainage, £6, 70 13s. :2d.
C RLISLE BRIDGE A D PROPOSED EW BRIDGE.
The subject of improved and increa ed bridge accommodation wa brought under the con ideration of the Board by the Municipal orporation, and by a numerously-signed memorial from the leading Merchant and Traders of Dublin, requesting the erection of n.Il
opening bridge to the eastward of Carlisle Bridge, and the rebuilding of the latter to tho same width as ackville-street.
The Board having given tho matter their be t con ideration, agreed to promote a Bill in the present Session of Parliament to accompli h the e objects, a guarantee fund having been formed to indemnify the Board in the ev nt of the Bill failing to pass. The Bill was accordingly prepared, and lodged.
POOLBEG LIGHTHOUSE.
It having been found that the anangement of 1 70, whereby the future charge of this lighthouse wa to be undertaken by the Board, could not legally be carried out, tho Board of 'l'rade signified their intention to introduce a Bill in the pre ent Ses ion to accompli h the object, in which the Port and Dock Board acquiesced, provide~ that previous to its transfer the agreement of 1 70, to place it in a permanent tate of repair, wa duly fulfilled. The Board of Trade subsequently publi hed the u nal Parliamentary notice of the Bill.
TAXES.
The judgment on the special case prepared for the d cision of the Court of Exchequer was delivered on the 27th ovember la t.
The Court decided that the property of the Board wa used for public purposes, and, therefore, exempt from such taxes as were not leviable on public building .
CUSTOM HOUSE DOCK .
The accounts of the e concerns exhibit a balance in their favour of £5,196 9s. 7d.
LOA.
The total amount advanced on the security of the mortgag bonds of the Board, to the 31st December, was £259,550.

ENGINEER'~ REPORT .
0UTll QUAY DEEPENING.-The last length of the western extension of the <leep water berths on Sir John Rogerson's Quay has been finished, and opened to public u e within the year. This makes a total length of 2,2!:!3 feet of new quay completed on the south side of the river since August, 1869.
NoRTII QUAY, DEEPENING STEAM BERTlls. - During the year 266 feet of the quay wall of the last length of the we t section of this work have been completed, with the exception of a firn coping stones; nine of the concrete arches for shed foundations were built. and the cofferdam, foreshore, and other temporary works have been partly remorcd .
ORTII QUAY EXTEN ION.-Blocks for 450 feet in length of the north face of this work have been laid, and 4::l .3 feet of superstructure compl e ted to coping level within the year. In addition to this 10 blocks were laid at Poolbeg by means of the floating shears.
EssEX BRIDGE,-The iron-w'ork and painting were completed at the end of Ma:·, and the contract has been closed.
IIEDS AND TRAl\IWAYS.-The new hed, 430 feet long, and the second ubwny, opposite the tores of the London and North ,vestern Railway Company, have been completed, and the tramway~ are about half :finished The cost of the subway and tramways will he defrayed by the Company.
WIIARVE .-The old wharf at the East-roacl was open to public use, and a mall cram' erected for the timber trade.
DREDGI G.-The quantity of material dredged durino- the year in deepening the riYer oppo!.ite the new quay wall on Sir John Rogerson's Quay and the North "\Vall, amounted to 152,445 tons, and as these work will shortly be completed, more attention can be paid hereafter to the deepening and straightening of the channel eastward, but some years must clap e before o extensive an improvement can be completed. Fa.ir progress, however, has been made during the year in carrying out thi operation, for 376,875 tons have been dredged from the projecting sides and shallow part,of the channel between Ringsend and the Pigeon House, and the trawler pond ha been extend d to a length of 2,300 feet.
