As we look back on the past year, I am filled with a deep gratitude for the opportunity to serve our remarkable little Town of Waxhaw. The spirit of Waxhaw shines brightest through the people who call it home. 2025 gave me countless reminders of why our Town is such a special place.
It has been a joy to preside over many of our beloved events, including the Kaleidoscope Festival, Autumn Treasures, Wreaths Across America, Fourth of July Parade, our 9/11 Remembrance, and our annual Veterans Day Ceremony, just to name a few. Each gathering reflects the pride, compassion, and patriotism that defines the Town of Waxhaw. I have especially enjoyed the opportunity to meet our residents during all these events. Whether it's listening to the great stories of our veterans' service, welcoming new businesses and business owners, or celebrating our economic growth through ribbon cuttings for retail shops, restaurants, and beauty services, I'm very proud to serve and support all of you.
This past year was also an election year, and we welcome new members to our Board of Commissioners. I look forward to working alongside them as we continue the important work of keeping Waxhaw the fun, friendly, and thriving town it has always been.
Looking ahead, we have some very exciting projects underway. We've welcomed a new grocery store along with a new traffic pattern at Pine Oak Road that ensures safety and mobility along the NC-16 corridor. Other significant transportation improvements that we expect to complete in 2026 include the Kensington Drive Widening project, the new traffic signal and pedestrian enhancements at Millbridge Parkway and Kensington Drive, and the realignment and signal installation at Pine Oak Road and Waxhaw-Marvin Road. Each of these investments will help improve mobility, safety, and connectivity for our residents.
Our Capital Projects are progressing as well. Our new Learning Center is expected to open soon and will expand our programming opportunities in areas of technology, health, and wellness and more, all in partnership with the Union County Library. This is an important step in enhancing educational and enrichment opportunities for all ages.
We are also proud to have secured several competitive grants in 2025, supporting initiatives such as downtown pedestrian-safety bollards, new trail connections including the Prescot Connector, and additional resources for our Police Department. These grants help us stretch your tax dollars further while investing in the amenities and safety features our growing community deserves.
Finally, as we approach America’s 250th birthday in 2026, Waxhaw’s America 250 Committee has already begun planning meaningful experiences to commemorate this historic milestone. I look forward to celebrating this momentous occasion with all of you.

The iconic 49,000-gallon stainless-steel tower stands as a landmark in downtown Waxhaw, situated near the intersection of Highway 75, Highway 16, and the railroad tracks that bisect the town. Constructed in 1940, the tank served as the town’s primary water supply for decades until modern ground water tanks took over its role. Built in 1888 as part of a railroad line to Atlanta, the Pedestrian Bridge has evolved from a vital artery for vehicles and pedestrians into a cherished landmark symbolizing the town’s history and charm. Converted to a pedestrian-only pathway in 1941, it became a community gathering spot and was revitalized in 2008 through a collaboration between the Town of Waxhaw and CSX Transportation, blending modern updates with its historic character. The original well, dug around 1900, served the trains and crews of the Waxhaw depot and was in use until the 1920s. Today, a replica well built in 1989 commemorates the town’s original community well, which once stood nearby. A large clay urn, initially used at the Rodman-Heath Mill also marks Waxhaw's industrial heritage. In the mid-1980s, the urn was relocated from the mill to the Dare Steele Memorial Garden before being moved again around 2003 to its current downtown location near the well, symbolizing Waxhaw's historical and economic legacy.

Situated directly across from the Pedestrian Bridge, this historic building holds a rich legacy as the home of the Belk store from 1894 to 1938. After the store's closure, the building found new life serving various purposes before being generously donated to the Waxhaw Woman’s Club by the Belk family in 1970. Following extensive restorations, it now stands as a charming venue available for rent, hosting events, private parties, and special occasions while preserving its historical significance in the community.

Built in 1888 by Waxhaw’s first postmaster, the Duncan McDonald House is widely regarded as one of the town’s oldest, if not the oldest, remaining homes. The residence once housed Waxhaw’s early telephone switchboard and today serves as office space for the Downtown Director and the Main Street program. Its preservation reflects Waxhaw’s commitment to honoring and celebrating its historic roots.

Waxhaw’s population in 2025 was estimated at 23,073. The town continues to experience steady growth, increasing by 0.09% annually and reflecting an 11.54% rise since the 2020 census, when the population was recorded at 20,780.






Located in downtown Waxhaw, the Military Wall of Honor is a lasting tribute to the men and women who have served in the U.S. military.
The brick monument features nearly 1,400 engraved bricks, five commemorative statues created by Les Burns and Peter Rubino, and serves as a gathering place for ceremonies honoring veterans and national observances. It offers a place for reflection while educating visitors about the sacrifices made in service to our country.
The Wall of Honor preserves the legacy of these heroes and inspires future generations to remember the true cost of freedom.

The Waxhaw Historic District was added to the National Register of Historic Places in 1992. The district features a variety of residential architectural styles, including Queen Anne, Colonial Revival, vernacular Triple-A forms, and Craftsman. The predominantly residential areas lie to the north and south of Main Street. Beyond its commercial and residential structures, the district also encompasses outbuildings, churches, industrial buildings, and a school, highlighting its diverse architectural and historical significance.

There have been 40 gold mines in Union County since the county was formed in 1842. In the early years, local farm laborers and tenant farmers often worked in these mines during the farming off-season.




The Downtown Waxhaw Association (DWA) works closely with downtown businesses and property owners, town staff, and volunteers who share a passion for celebrating what makes downtown so special!
The Downtown Waxhaw Association Board consists of 11 members, including representatives from the Town of Waxhaw, downtown business owners, Waxhaw residents, and community volunteers. We have three volunteer led action teams – Promotions, Design, and Economic Vitality – and meet regularly to plan community events, lead beautification initiatives, support local businesses, and advocate for the continued success of downtown.
Our board and volunteers have been working on several exciting projects. We’re completing a Downtown Master Plan that will set the community’s vision for downtown for the next 5-10 years. We’ve added new public art, including sculptures and crosswalk murals. And we’re planning several new, business-friendly retail events to increase foot traffic and sales for our downtown businesses.
Waxhaw is a part of a group of collaborative leaders from around the country that strengthen communities through preservation-based economic development – Main Street America. For more than 40 years, Main Street Communities have preserved historic districts across the U.S., have created more than 780,000 jobs and generated more than $107 billion in local investment.

The Main Street America™ Accreditation signifies that Waxhaw’s program meets rigorous National Accreditation Standards of Performance, as outlined by the National Main Street Center.
Waxhaw’s journey as a Main Street community began in 2009, when it was designated as a Small Town Main Street Community by the North Carolina Department of Commerce. This designation marked the town’s commitment to downtown revitalization, joining a growing number of North Carolina communities striving to enhance their economic vitality and historic charm.
In 2015, Waxhaw’s efforts reached a new milestone when it graduated to the full Main Street Program designation. This achievement reflects years of hard work, collaboration, and dedication to preserving Waxhaw’s unique character while fostering sustainable economic growth.

Greenways and trails are scenic pathways, either natural or landscaped, designed for pedestrians and cyclists, often serving as links between parks, nature reserves, cultural landmarks, or historic sites. In Waxhaw, the Carolina Thread Trail boasts a stunning Cross-State Suspension Bridge. This 170-foot-long structure connects trails in North and South Carolina. Plans are underway to extend this network, creating a connection from Harvey Clay Nesbit Sports Park to the Town Creek Park trailhead, which continues the Carolina Thread Trail through the Prescot community.

Cane Creek Park
Spend a few hours or the whole day with nature at this hidden gem. With 1,050 acres of land, this is the largest recreation facility in the county and maintained by the Union County Parks & Recreation Department. Activities available to the public include hiking trails, bike trails, camp sites, boat rentals, beach and swimming area, volleyball courts, and a miniature golf course. The 350-acre lake, is home to some of the best largemouth bass fishing in the state as well as bluegill, crappie, and catfish.

As part of the Carolina Thread Trail, this 1.8-mile natural surface trail is open to hikers, joggers, mountain bikers, and horseback riders. This out-and-back trail runs along the banks of a scenic and peaceful creek. There are several bridges and stream-crossings along the way. The department includes five divisions: Administrative, Community Police, Patrol, Detectives, and Animal Control. The officers of the Waxhaw Police Department are dedicated public servants who are passionate about their work and community. We as a department are constantly trying to improve as we participate in training around the state as well as within our own training program.
Waxhaw police work closely with all other law enforcement agencies within Union County to combat problems that face all communities.
This 9-week program is designed to give residents an inside look at the Waxhaw Police Department and its operations. Participants will engage in activities such as traffic stops, firearms training, criminal law discussions, SRT (Special Response Team) training, and more. This program offers young adults ages 12 to 20 a hands-on opportunity to learn about law enforcement, leadership, and community service. Cadets meet weekly for training in patrol techniques, traffic control, and defensive tactics, and may participate in ride-alongs and assist with town events. The program builds teamwork, responsibility, and respect while giving participants valuable insight into public safety and service to the community.Meetings are held Wednesdays from 6:30 to 9:00 PM at the Waxhaw Police Department. The Waxhaw Community Volunteer Fire Department & Rescue Squad is a combination department consisting of full-time career staff, part-time staff, and volunteer staff.
This department has proudly served the community since 1954 and was one of the first volunteer departments in Union County.
The organization functions because of the people who dedicate their time to provide fire protection and emergency medical first response. They strive to provide emergency response, prevention, and training that exceeds the expectations of the community.
Waxhaw’s Fire Marshal provides fire prevention inspections, fire permits, construction related fire inspections, fire plans review, and other fire code enforcement related activities to all public occupancies within Waxhaw town limits. The Fire Marshal utilizes the current edition of the North Carolina Fire Prevention Code and all other applicable codes and standards in conjunction with Waxhaw town ordinances.

ABC Board (ABC)
Consists of five (5) regular members. This is a statutory board responsible for regulating and managing the distribution of spirituous liquors in alignment with the North Carolina ABC Commission. Its primary role is to facilitate the sale of these liquors through ABC stores, establish operational goals and objectives for the stores, and devise actionable plans to achieve these goals. Additionally, the board develops recommended policies and procedures to ensure the sale of spirituous liquors is conducted in an organized and efficient manner.
Historic Preservation Commission (HPC) Consists of seven (7) regular members. The HPC is a statutory board responsible for evaluating and issuing Certificates of Appropriateness for the repair and maintenance of local historic landmarks. It also oversees façade improvement grants for historic downtown buildings and advises on the designation of local historic landmarks or districts. Most members are required to have a proven interest, expertise, or educational background in history, architecture, archaeology, or related disciplines.
Parks, Cultural & Recreation Advisory Board (PCR)
Consists of nine (9) regular members. The PCR serves as an advisory board collaborating with town staff to enhance Waxhaw's most prominent quality-of-life initiatives. Members contribute by conducting research, aiding in park and trail designs, implementing the town's
public art plan, and promoting Waxhawfocused cultural and recreational activities. They also work to ensure fair access to amenities for all residents while identifying future opportunities for park development and addressing recreational needs.
Planning Board/Board of Adjustment (PB)
Consists of seven (7) regular members. The PB is a statutory board that makes recommendations to the BOC on development matters including rezoning requests, conditional use permits, text amendments and major subdivision plans. The PB also serves in the capacity of the Board of Adjustment (BOA), consisting of five (5) regular members and two (2) alternate members. While serving in this capacity, the board is tasked with hearing and deciding on variances to the Town of Waxhaw's Land Development Code (LDC) and appeals from the Planning & Inspections Director.
Public Art Committee (PAC)
Consists of five (5) regular members. The PAC serves as an advisory board responsible for reviewing requests related to the acquisition, display, and retention of public art, and provides recommendations to the BOC for final decisions.
This 10-week citizens’ academy is designed to give residents and business owners an inside look at how local government operates and serves the community. Participants gain firsthand knowledge of town departments and functions through engaging discussions, hands-on experiences, and opportunities such as a Police Department tour -all led by appointed officials, department directors, and town staff.
The program helps participants better understand how decisions are made, how local government impacts daily life, and how they can play an active role in Waxhaw’s success. Waxhaw 101 is ideal for residents, business leaders, and civic-minded individuals who want to build leadership skills,strengthen community connections, and know exactly who to contact at Town Hall when questions arise.
Waxhaw 101 is open to town residents and business owners, with priority given to residents, and there is no cost for Waxhaw citizens to attend. Participants must commit to the full program to ensure a meaningful experience.

The Southwest Regional Library, located in Waxhaw, NC, opened its doors in April 2024. This state-of-theart facility is a community-centered resource, offering a diverse collection of books, digital media, and educational programs.
In 2016, voters approved a $10 million bond to fund the construction of a new library in Union County, NC. To further enhance the project, the Union County Library Foundation, Inc. (UCLF), a dedicated fundraising organization for the county’s libraries, initiated a Capital Campaign to raise an additional $1.5 million. The funds secured by the

Adopton Process
To adopt a pet from Union County Animal Services, please visit the shelter during our hours of operation.
We encourage you to spend time with the animals to ensure a good fit before making your decision. Same-day adoptions are available. To adopt, please bring a valid driver’s license and an adoption fee of $85, payable by cash, Visa, or MasterCard. The adoption fee includes a wellness exam, spay or neuter (if not already completed) at an approved veterinary office, and the first round of vaccinations. Adopters will sign an agreement confirming spay or neuter completion within six months, if applicable.
Because adoptions are final and non-refundable, we encourage families to take their time and ask questions. Children are welcome to attend, and adopters may request introductions between current pets and a potential new companion with the assistance of shelter staff.
Report lost or found pets to Union County Animal Services at 704-283-2308 or email lostandfoundpets@unioncountync.gov. Please include a picture of the pet when emailing with a full description, area lost/found and date the animal went missing or was found.
All animals brought into the shelter as stray are scanned for a microchip and held for at least 72 hours before being evaluated for adoption.
If you believe your lost pet is at the shelter, you may come to the shelter during hours of operation to view and identify your pet.
