This paper should include the following topics: Identify an agency or organization, where you would like to implement a criminal justice/law enforcement initiative with an organization in the private or public sector organization such as a police department, an educational/civic – police partnership, state or federal agency, etc. (it may also be a generic organization such as “a local police department”). The selected organization for this initiative is the Springfield Police Department (SPD), a mid-sized law enforcement agency serving a diverse urban community. SPD operates within a jurisdiction of approximately 200 square miles, with a population of around 150,000 residents. Its demographics reflect a multicultural urban environment, with a mix of socio-economic backgrounds. The department's primary purpose is to maintain public safety, combat crime, and foster community relations. It enforces federal, state, and local laws, including laws related to drug trafficking, theft, and other criminal enterprises. The need for this initiative stems from ongoing debates and legal challenges surrounding civil forfeiture. Critics argue that current practices may lead to unjust enrichment of law enforcement agencies and infringe on property owners' rights, especially when seizures occur without adequate due process. Recent reform movements advocate for increased transparency, accountability, and fairness in forfeiture proceedings.
