According to Oberman and Gerez (2014), corruption is often facilitated by economic incentives provided by drug cartels, which offer substantial bribes to police officers to overlook illegal activities or even participate in criminal schemes. Such collusion provides cartels with protection and operational freedom, fueling a cycle of impunity.
