It examines the roles these departments play in organizational success, considers both supporting and opposing viewpoints, and critically assesses the current state of HRM functions in KSA compared to an ideal or optimal scenario. The discussion incorporates macro-level factors such as workforce composition, economic conditions, and cultural influences; meso-level organizational factors including organizational structures, sector differences, and cultural perceptions of HR; and micro-level individual factors such as education, work values, and attitudes. Drawing on recent studies, regional examples, and personal observations, the paper aims to provide a comprehensive understanding of HRM's strategic significance in the Saudi context and offers insights into potential improvements. Introduction In recent years, human capital has emerged as a key driver of organizational competitiveness, especially within dynamic economies like that of Saudi Arabia. The Saudi government’s Vision 2030 initiative emphasizes developing a sustainable economy with a skilled, versatile workforce (Saudi Vision 2030, 2016). Against this backdrop, HR departments are increasingly recognized not merely as administrative units but as strategic partners contributing to organizational priorities, innovation, and transformation. This paper evaluates this debated role by considering arguments for the strategic significance of HR functions, while also acknowledging potential limitations and challenges within the Saudi operational environment. The Point: Strategic Importance of HRM in KSA Proponents argue that HRM departments are crucial to future organizational success due to their ability to attract, develop, and retain talent aligned with strategic goals. In the context of KSA, where a significant portion of the workforce is expatriate and government policies heavily influence employment practices, HR departments serve as vital mediators in workforce management. For example, HR initiatives aimed at Saudization—the national policy encouraging employment of Saudi citizens—highlight the strategic role of HR in aligning organizational staffing with national economic objectives (Al-Turki & Rasheed, 2019).
