Things that cook low and slow sometimes just taste better and are good for the soul! Growing up, I hated stew nights. This, my mom did cook low and slow. But I absolutely hated it. In fact, my childhood best friend, Sarah, enjoyed the dish; and so, whenever our families got together and ate it, I would shovel my plate onto hers when our parents weren’t looking. Luckily for me, she loved it and still loves it to this day. (Sorry mom!) So instead of a stew recipe to cook on your next snow day, I have a recipe for braised birria tacos to enjoy! For this, you will thank me. These are so addicting; you may even add them to your meal planning even after winter. I’m pretty sure my husband had eight of these tacos alone this last storm. It can be put together with common ingredients found at our local stores, so don’t be intimidated by the name. The word “birria” just means a ﬂavorful stew of meat. The meat is served with its braising liquid- in this case a dunking sauce for your tacos. The liquid is seasoned with chilis and gives off a beautiful red hue. I will admit, this recipe is a bit hands on… but ahhh what else are you

NICC: Higher Learning Commission ﬁnds no merit in former president’s complaints

In November 2023, the NICC Board of Trustees voted to terminate the con-

tract of its then-present, Dr. Herbert Riedel, for undisclosed reasons. But, a later Driftless Journal article showed that Riedel had no intention of going quietly; that he was going to ﬁght the termination any way he could. “This letter is to inform you that the Higher Learning Commission (HLC or “the Commission”) has reviewed the response provided by Northeast Iowa Community College (“the Institution”) to the complaint received by HLC on November 15, 2023,” said the Jan. 9 letter from the HLC. “Thank you for submitting this information. “As you recall, HLC initially reviewed the complaint to determine whether it suggested potential substantive noncompliance with the Institu-

tion’s ability to meet the Criteria for Accreditation or other HLC requirements,” the letter continued. “Based on that initial review, HLC determined that the information contained in the complaint raised potential concerns regarding the Institution’s compliance with the HLC requirements noted in the letter dated November 20, 2023.” The HLC letter went on to say that NICC was given the opportunity to provide evidence that it continued to meet the requirements noted in light of Dr. Riedel’s complaint. A public hearing on a proposed ordinance granting a franchise to the SOO Green High-Voltage Direct-Current (HVDC) Link Project Co., LLC will be held during the Ossian City Council meeting at 5 p.m., Monday, Feb. 5, at Ossian City Hall. The SOO Green public hearing will be the ﬁrst agenda item to take place during the meeting. The public hearing is planned because SOO Green wishes to construct, operate and maintain a new 525-kilovolt underground high-voltage direct current electric transmission line (Project) in the city and within city-owned property.

The Project will transfer energy, including renewable energy, generated in Iowa, and points west, between Mason City and Yorkville, Ill. Keeping citizens safe: Speeders justify speed camera installation New Albin, Lansing council discussions move forward

By Jennifer Bissell The cities of Lansing and New Albin are looking to place speed cameras in town as a way to curb a problem of speed violators. Recently, Lansing Police Chief Conrad Rosendahl brought the issue to the Lansing City Council, with a public input meeting in early December. Following the meeting, the city voted in favor of moving forward with adding speed cameras to two locations in town. New Albin, which contracts with the Lansing Police Department for its law enforcement, is also moving forward with the discussion. Finding a solution In a conversation with Chief Rosendahl, he explained the topic of speed cameras began as a possible solution to a growing problem in New Albin. According to Rosendahl, New Albin has had a speeding issue with drivers coming through town. Rosendahl said unless they receive a call, New Albin has four hours of police coverage each day from the Lansing department, meaning 20 hours a day there is no actual enforcement of traffic laws. To assess the situation, Rosendahl said he placed an officer in town for extended time over an eight-day stretch, focusing on speed. The officer made dozens of traffic stops during that time. “The task of being the chief is how do we come up with a solution to the problem that doesn’t cause the city to pay extra, like paying for additional officers,” he said. “We want to fix the problem with minimal cost.” Rosendahl reached out to Postville Police Chief Matt Ellis to learn more about their recent installation of speed cameras, contracted with Maryland-based company, Altumint. Rosendahl contacted Altumint to do a speed study in New Albin and Lansing. Rosendahl said the company found both cities were over the threshold of speeders to justify installing cameras. Hearing the arguments At the town hall meeting in December, Rosendahl fielded several questions from concerned citizens. He explained that installing the cameras is more than just issuing citations for speeding, it’s about keeping the citizens as safe as possible. “The other side of this conversation, strictly in my opinion, is it’s a safety issue. Unless there’s a special event, we only have one officer on duty for both towns,” he said. “You can’t dedicate a certain number of hours just to traffic enforcement with one officer. If we get a call, we’re solely dedicated to that call. We cannot enforce traffic then. “When you’re on duty watching traffic, it doesn’t seem like we have that big of a problem. But when we’re not around, that’s when people tend to speed.” Rosendahl went on to explain that having cameras doesn’t

mean there isn’t a need for a police department. “We also had the question of, if we have all the cameras, what do we need cops for? It’s to try to fill a void when we don’t have an officer around. It gives us 24 hour coverage where we didn’t have it before. It gives us the option to do that and not spend any taxpayer money by adding additional officers or paying overtime. That’s the drive for me as a chief,” he said. “Another side of the argument is: ‘It doesn’t do anything to slow down traffic. It’s just a money grab for the city.’ I would say that most of that is untrue. Will the city make money? Yes. Is that the reason to do it? No. In fact, you put the cameras in and drivers slow down, you have less violations so revenue will drop. And if it drops from that, then great. We’re addressing the problem,” he said. During the meeting, Rosendahl said he’d talked with Ellis and West Union’s police chief. Both officers commented that businesses have not seen a decrease in foot traffic because of the cameras. Several indicators Following the study, it was recommended cameras be placed on Highway 9 and on Highway 26 in Lansing, with speed cameras being able to monitor traffic in both directions. Rosendahl said specifically on the entrance to town on Highway 9 coming from Waukon, motorists will have the initial speed limit sign, as well as radar speed limit signs that flash the speed, before they’d encounter the cameras. “If you’re coming into town and you see the sign and then the flash in your face and you’re still choosing to drive that fast, then you deserve a citation,” he said. “Those people who are speeding through town, there’s a pretty good chance they have no intention of slowing down to spend money in our towns.” With the cameras, Rosendahl noted drivers would receive a civil citation, rather than a criminal citation which officers write. With a civil citation, violators don’t lose their license and it doesn’t affect driving records. The citations are issued from Altumint; however there are still options to fight the ci-

tation. In addition, Rosendahl will be able to view the citations first, meaning he can veto volunteer fire and EMT personnel responding to a call. Once the cameras are installed, there would be a 30 day warning period, that could be extended to 60 days, where all violators would receive a warning rather than a citation. In addition, there would be signs denoting the use of cameras in town. Up to the council At the conclusion of the community meeting, the council was presented with a petition signed by over 100 residents who disagree with the placement of the cameras. Lansing had 986 residents at the time of the 2020 census. Following the discussion, the council voted in favor of pursuing the cameras during their regular monthly meeting. However, before the cameras can be placed, the council needs to write, vote and approve a city ordinance on enforcing the cameras. A part of that ordinance will be at what speed violators receive a citation. There is no cost to the city to purchase the cameras. Altumint owns the equipment, completes the cement work needed to install them and pays the electric bill. Of each citation, Altumint retains 30 percent of the amount issued, with the city receiving 70 percent. Rosendahl noted he’d like to see that any revenue made from the cameras put into a fund to assist with public safety, such as replacing streetlights. “If we can improve on the speeding problem and increase public safety while not costing the city a dime, it’s kind of silly not to do it,” said Rosendahl. Rosendahl recommended setting the cameras to issue a citation once a driver goes 1113 miles over the speed limit; however, he noted the specific number is up to the city council. Rosendahl encourages anyone with ties to Lansing or New Albin to reach out to his office with any questions. “If people have questions or they’re unsure about it, I encourage them to come and talk to us and find out the true information on this issue. Don’t just make assumptions based on what is on Facebook,” he said.

Fravel’s defense seeks change of venue By Denise Lana Defense attorneys for Adam Fravel, accused of murder in the March 31, 2023, disappearance and killing of Madeline Kingsbury, filed a motion Friday, Jan. 19, seeking dismissal of first-degree premeditated murder charges. The defense also filed a motion for change of venue, asking the trial be moved from Winona County, citing “a fair and impartial trial cannot be had in Winona County … due to the extensive media coverage” by local news outlets, as well as public support shown by Winona County Sheriff’s Office and local residents from multiple counties during the search for Kingsbury. The defense also filed a mo-

tion to dismiss the State’s intent to seek an aggravated upward departure, or extended sentencing due to cruelty, against Fravel. The motion concluded that the “sentence should be reasonably related to the conduct of the convicted person” (Fravel) and “extreme trauma and anguish of third parties that were not present to the alleged offense” are not proper grounds for an aggravated upward departure. A filed motion in limine was received requesting the Court

prevent Fravel from testifying or seeking to admit into evidence any information regarding Kingsbury’s therapy or counseling sessions. According to trial information, this is to prevent evidence in the case that may be irrelevant, unreliable or more prejudicial than probative. Fravel will appear in Winona County Court March 19, at which time the court will discuss and rule on the notices filed.

DONNA QUAM and LINDA LUDWIG retire after a combined 89.5 years of service with Deco Products Company on Jan. 31 and Feb. 2, 2024. Donna Quam has served Deco Products Company for over 42.5+ years. With an outstanding work ethic, Donna has contributed 88,800 hours of exceptional work at Deco.

Donna began her journey with Deco on June 8, 1981, as an employee in the Powdercoat Department. She worked in various departments during her early tenure but remained in the Shipping and Receiving department for 30 years. Her outstanding skills and competency were apparent in every task she undertook, both in handling inbound and outbound materials. In 2019, Donna sought out new challenges and began working in the Secondary Operations Department as a Secondary Assembly Associate, where she made signiﬁcant contributions during the remaining span of her tenure at Deco.

Linda Ludwig’s career has spanned nearly 47 years of service at Deco Products Company. Linda's dedication to her work is apparent through her contribution of approximately 97,600 hours of service. Her exceptional work ethic and competence shone through in every responsibility she took on, ultimately resulting in her promotion to Assistant Ofﬁce Manager & Accounting by 1995. Dec. 20 — after which, the HLC concluded that NICC provided evidence sufficient to show that the “matters raised in the complaint do not indicate substantive noncompliance with HLC compliance” and that no further review or investigation would be conducted by HLC regarding the termination of Riedel as NICC’s president. In response to the HLC report and NICC’s continued perceived mistreatment of him, Riedel filed a lawsuit against the community college Jan. 16. According to information from Riedel, the lawsuit seeks to hold the NICC Board of Trustees accountable for violating Iowa’s Open Meetings Act, Iowa Code Chapter 21. The lawsuit alleges that at a June 19, 2023, closed-session meeting, the Board acted to implement a Performance Action Plan (PAP) for the President and did so without a vote in open session, as required under Iowa law. The lawsuit seeks to invalidate the Board’s action of implementing the PAP and also requests damages from each Board member who participated in the violation of the Open Meetings Act. “The illegally-imposed Performance Action Plan resulted from a deeply flawed evaluation process that was manipulated and designed to distort my

actual performance, which was highly successful based on objective measures,” Riedel said. “The political motivation of the PAP is seen among other things in the initial draft that included a plan to subject me to “re-education” on DEI, a highly ideological and controversial movement favored by some at the College. Iowa Secretary of Agriculture Mike Naig commented recently on the 2023 Iowa Crop Production Annual Summary released by the USDA National Agricultural Statistics Service (NASS). The national summary and state summaries are released in January each year. “Even with all the weather challenges last year, Iowa remained a production powerhouse and that’s a testament to the assistance of timely rains, the resiliency of Iowa farmers, and continuous improvements in genetics, traits, equipment, technology, production methods and many other innovations,” said Naig. JOB DESCRIPTION Due to a one year service leave, Decorah Community Schools has an opening for a middle school orchestra position (grades 5-8) for the 2024-2025 school year. We are seeking a talented and dedicated Middle School Orchestra Teacher to inspire and guide our students in the pursuit of musical excellence. The ideal candidate will have a strong background in orchestral music, a passion for teaching, and the ability to create a positive and collaborative learning environment.

RESPONSIBILITIES

The position will consist of individual and small group lessons in addition to leading four grade level ensembles, including the following responsibilities:

Iowa crop production Corn for grain production in Iowa for 2023 was estimated at 2.52 billion bushels, according to the USDA, National Agricultural Statistics Service – Crop Production 2023 Summary. Current year production was up 2 percent from the previous year’s 2.47 billion bushels. Iowa’s corn for grain yield was estimated at 201.0 bushels per acre. Area harvested for grain was estimated at 12.6 million acres, 200,000 acres above 2022. Corn planted for all purposes in 2023 was estimated at 13.1 million acres. Corn for silage production was estimated at 7.60 million tons, down 7 percent from 2022. The silage yield estimate of 20.0 tons per acre was down 1.0 tons per acre from 2022. Producers harvested 380,000 acres of corn for silage, down 3 percent from 2022. Soybean production was estimated at 573 million bushels in 2023. Fans were out in full-force Friday for the girls’ regional wrestling qualifying meets, and the Mason City Fieldhouse was no exception as individuals continued to flow in to the stands all day to watch girls compete in Regions 7 and 8. Competing in Region 8, the Decorah girls’ wrestling team seemed to dominate the mats much as they have done since the sport became sanctioned with the Vikings winning the team title with 254 points. Mason City was the next best with 205 points while Wi l l i a m s b u rg rounded out the top three with 194 points. South Winn also competed in Region 8 and tallied 59 points throughout the day, finishing 14th in the 25team field. The top four in each weight class from each region punched tickets to the Iowa Girls High School Athletic Union, with a total of 32 girls advancing to state. The state meet will be held at the Xtream Arena in Coralville Thursday and Friday, Feb. 1-2, starting each day at 10 a.m. Nine to Coralville A total of nine athletes will

represent Decorah on the mats in Coralville after finishing in the top four of their respective weight divisions. Of those, two were crowned the regional champions, including topranked Naomi Simon at 170 pounds and No. 5 Kamryn Steines at 190 pounds. N. Simon is looking to be a four-time state champion as she caps off her senior campaign on the big stage. Friday, the Viking picked up four first-period falls to earn the regional gold. Her day began with a first-round bye before she threw Jordynn Fink of Center Point-Urbana in 1:17 in round two — her longest match of the day. It took N. Simon just 44 seconds to pin Osage’s Addison Schenker in the quarterfinal. Moving on to the semifinal, she took down Kailan McEwen of BCLUWSH in 1:11 and put Kynnedy Gunderson of Iowa Falls-Alden on her back in 1:01 to win the finals. A pair of opening round byes

gave Steines some extra time to prepare for her quarterfinal match against Elyza Williamson of Osage who fell in 1:43 to the Viking. Rose Niewoehner of Crestwood put up a fight in the semifinal before caving to the pin in 3:19 to Steines. In the championship bout, the Viking turned Waukon’s Kloe Hemmersbach for the win in 1:59. Punching their ticket to state after finishing runner-up were Chloe Sheffield (100), Ellie Adams (115), Ana Simon (145), Lauren Luzum (155) and Madysen Lippe. McKenzie Tollefson (135) and Amelia Wadsworth (140) took home bronze and will be competing at state as well.

a 15-12 lead in the first quarter. The Trojans attacked the basket better in the second period, leading to a 27-22 halftime lead. TV gave up that lead in the third when the Lions struck for 17 points and carried a 39-33 advantage into the final eight minutes of play. Mariah Throndson and Delaney Busta led the offensive attack with nine points apiece, while Addison Steinlage pulled down a team-high eight rebounds and came away with three steals. The Trojans have a busy week with four games in five days that starts on the road at Central Elkader Tuesday, Jan. 30, at 6:15 p.m. Thursday, TV is at North Fayette Valley, then are home against Postville Friday and Clayton Ridge Saturday.

Starting the day with a bye, the senior, ranked eighth, threw Decorah’s Stella Grinna in 3:03 in round two and pinned her way by Ava Garcia of Williamsburg in the quarterfinal in 3:21. It took Meyer 1:55 to turn Leila Wedgewood of BCLUW-SH to face Jaymie Anderson of Eagle Grove in the final. The SW grappler gave up the first takedown and stormed back, scoring 15 unanswered points for a 15-2 major decision to put an exclamation point on her day. Battling through a current wrist injury, sophomore Maddy Jansen put on a gutsy display of wrestling throughout the day, finishing second. Her first match came with a fall over Nadelyn Stanbrough of North Butler-Clarksville in 53 seconds, then came a pin in 2:40 in the quarterfinals over Karise Benson of Dubuque Senior. Facing No. 7 McKenzie Tollefson in the semifinal, Jansen defeated a nemesis who had bested her twice before by a 3-2 decision and locked in her second trip to state.

Stepping out of the Upper Iowa Conference Saturday night the Turkey Valley boys’ basketball team (9-7, 4-6 UIC) secured a 62-52 victory over Clarksville (4-12) on the road. Taking control in the first, the Trojans went up 20-10 and extended their lead to 38-20 before going into the break. The Indians battled back in the second and closed the deficit slightly in the third to make it 51-38. Outscoring the Trojans in the final quarter, Clarksville managed to get within 10 but that was all the visitors would allow as TV went home the winner. Individual stats were unavailable at press time. It’s a busy week on tap for the Trojans as they travel to Central Elkader Tuesday, Jan. 30, then North Fayette Valley Thursday. Friday, TV returns to its home court against Postville and finishes the week against Clayton Ridge in Jackson Junction Saturday.

A year removed from ﬁnishing third, the South Winn boys’ wrestling team is back on top of the Upper Iowa Conference, coming away with the tournament title with 227 points. In second was North Fayette Valley with 209 points followed by MFL MarMac with 191. The Warriors hosted the event Thursday and put eight wrestlers in the ﬁnals with four winning their respective weight divisions. “As a team we talked about everyone doing their job and if that happened we would be in good shape to win it. I am incredibly proud of this team and

While it was a closer contest than the last meeting the South Winn boys’ basketball team (11-6, 7-5 UIC) couldn’t get over the hump as the Warriors dropped Friday’s UIC competition 67-56 to North Fayette Valley (13-3, 9-3 UIC) at home. South Winn fell behind early 15-12 after the ﬁrst quarter with the game still within reach at the break 33-25 in favor of the TigerHawks. NFV put the game away in the third by outscoring the Warriors 23-18. Individual stats were unavailable at press time. There are two conference games on tap this week as the Warriors host Postville Tuesday, Jan. 30, and travel to MFL MarMac Friday, Feb. 2.

He teamed up with Mason Cote, Simon Kutz and Dylan Hogan to stop the clock first at 1:44.25. In the individual 100-yard backstroke he was first to touch the wall in 56 seconds. In the 500-yard freestyle, it was Dom Bigalk posting a winning time of 5:25.71. Decorah also had two silver-place finishes including Bigalk in the 200-yard freestyle and Cote in the 100-yard breaststroke. Rounding out the top-three finishes were four other events. Earning bronze were Reid Kuehner in the 200-yard individual medley, Kutz in the 100-yard butterfly, Knaack in the 100-yard freestyle and Max Grimstad in the 500-yard freestyle. Conference review For the second year in a row, the Viking boys topped the field with a baker total of 2,063. Scores for the 10 baker games were 142, 245, 175, 215, 216, 180, 213, 205, 279 and 193. Decorah entered bracket play as the top seed and defeated Forest City in two games 191163 and 200-151. Advancing to play Waterloo Columbus, the Vikes came out on top again 278-214 and 233-169. Decorah would not be denied a repeat title as the Vikes faced Charles City in the championship game, winning 212-191 and 220-190. “The boys bowled fantastic and were determined to win,” said Coach Keith Bruening. The Decorah girls came up short of the top spot behind Charles City. The Lady Vikes posted a total of 1,564 in the baker rounds of 191, 168, 155, 180, 150, 151, 124, 128, 138 and 179. After the first round, Decorah opened bracket play as the second seed by three pins behind the Comets. In the first bracket challenge, the Vikes defeated Waukon 164-125 and 211-103. Moving on to play Waverly-Shell Rock, Decorah won 175-157 and 147-124. Then it was down to the top seeds as Decorah dropped game one to Charles City 163-149. At North Iowa Friday, Decorah traveled to Buffalo Center to face North Iowa picking up the wins and moving to 8-0. In girls’ varsity action, the Vikes secured the win 2,360 to 1,585. Baker game scores were 147, 208, 200, 176 and 132. “We went over to win and got the job done even on a tough scoring night with harsh bowling conditions,” said Coach K. Bruening. Anika Grinna topped the Vikes with games of 138 and 174, while Marri Feuerhelm produced 148 and 164 games. Also on the lanes in varsity girls’ action were Audrianna Marsh (181, 122), Karlie Einck (135, 134), Jasera Tweten (128, 167) and Addison Wicklund (132, 143). The boys team traveled to take on the Bison as well; however, North Iowa only had one eligible bowler so the match was forfeited. Taking the lanes anyway were Tyler Novak (211, 234), Jordan Sims (183, 202), Jace Buddenberg (173, 209), Cade Averhoff (172, 205), TJ Round (178, 171) and Cain Monreal-Rice (162, 202). This week Decorah will be at Panther Lanes in Tripoli Thursday, Feb. 1, as they compete against Waverly-Shell Rock at 4 p.m.

In the 78th edition of the Northeast Iowa Conference meet Saturday in Waverly, the Decorah boys’ wrestling team came in second with 207.5 points, behind the host GoHawks’ 278.5 points. Decorah had six gapplers advance to the finals with five taking gold. The first Viking to win a title was 106-pound freshman Gavin Knutson. He first received a bye, then needed just 55 seconds to pin Waukon’s Garner Lange. It was an even easier fall in the finals as the Class 2A No. 12 wrestler threw Owen Korsmo of Crestwood in 22 seconds. Home win It was a big win Saturday night at home for Decorah, defeating Dubuque Hempstead (6-7) 80-47. The defense propelled the Vikes early on to get an 18-12 lead at the first eight-minute break. All cylinders were firing in the second period as Decorah outscored the Mustangs 24-9 to lead 42-21 at halftime. That cushion was all the Vikings needed as they continued to roll through the third, doubling up the visitors in scoring 22-11. The game virtually ended in the third quarter with Decorah scoring 22 and giving up just 11 to lead 64-32 with eight minutes remaining. Individual stats were unavailable at press time.

In the semifinals he pinned Chase Mwangi of W-SR in 2:45 and survived a final match 4-3 against Zander Wedemeier of W-SR, who is ranked No. 10 in Class 3A.
