“Mum wants to stay home.

Where

do I start?”

When Dad passed, Mum said she wanted to stay put. I became the researcher, the organiser and (quietly) the worrier. The jargon felt heavy. So we did one simple thing first: we wrote down what a good week looks like for Mum. Safe shower. Fresh meals. Bowls on Tuesdays. A check-in if I’m late from work.

We called My Aged Care for an in-home assessment and kept a little notebook with meds, falls, and Mum’s goals. While we waited, we jumped onto agedcareguide.com.au to see who helps in our suburb — personal care, cleaning, meal prep, transport, physio, even small safety tweaks. That made the system feel human again.

Waitlists happen, so we booked a couple of privately paid visits to keep Mum safe and confident. When our Support at Home budget (transitioned from her old package) kicked in, we compared providers, looked at published prices, and chose a team that reviews progress, not just rosters.

We didn’t do everything. We did the right things: rails in the bathroom, two meal-prep visits, transport to bowls, monthly physio. Mum’s still home. Still herself. If you’re where we were: breathe, write down what matters, book the assessment, and use Aged Care Guide to shortlist providers.

Support at Home: What’s changing?

Australia has simplified in-home care. The new Support at Home program (launched 1 November 2025) has replaced Home Care Packages and Short-Term Restorative Care. The help itself is familiar — personal care, help around the house, nursing and allied health, equipment and home modifications — but Support at Home brings clearer service categories, published price lists and more regular plan reviews so you can see exactly what you’re paying for.

If you already have a Home Care Package

You don’t need to re-apply as you will move across automatically. Your budget will be aligned to your current Support at Home classification, and any unspent funds will carry over. Your provider should contact you beforehand to review your goals, explain how their prices map to the new categories and update your service agreement. If something no longer fits, ask about alternatives under the new rules.

If you use the Commonwealth Home Support Programme (CHSP)

Nothing changes yet. CHSP continues for now and is expected to transition to Support at Home later (no earlier than 1 July 2027). Keep using the services that work for you and stay in touch with your provider about timing.

What you can do now

» Take stock. Note what supports are helping and what’s not quite right.

» Talk to providers. Ask how they’re preparing, how they will price services under Support at Home, and how often they’ll review your plan.

» Bridge any gaps. If you’re waiting for services or need more hours, you can pay privately for care in the interim and transition that support into your plan later if eligible.

» Keep records. Save quotes and care notes — they make reviews easier.

What are the first steps when finding home care?

Starting the journey to organise home care for yourself or a loved one can feel overwhelming — but you’re not alone. Whether you’re looking for governmentfunded services or private help at home, knowing where to begin makes the process much more manageable.

Step 1:

Understand what “home care” is (now delivered under Support at Home)

Home care helps older Australians stay independent in their own home. Services can include:

» Help with cleaning, cooking or showering

» Transport to appointments

» Nursing or allied health support

» Social connection and companionship

You can choose government-funded support or pay privately. Many people do a mix of both. From 1 November 2025, governmentfunded in-home care is now delivered through Support at Home (which replaces Home Care Packages and Short-Term Restorative Care).

CHSP continues separately and will transition later (no earlier than 1 July 2027).

Step 2: Check your eligibility

To access government-funded support you generally need to be:

» 65 or older, or

» 50–64 if you are an Aboriginal or Torres Strait Islander person, or

» 50–64 if you are homeless or at risk of homelessness

(Under the new Aged Care Act, access for people under 65 is limited to specific circumstances such as the above or if you’re already receiving aged care.)

You’ll need a free assessment arranged through My Aged Care.

Step 3: Get assessed

(Single Assessment System)

Call My Aged Care on 1800 200 422 or apply online to organise an assessment. Since late 2024 the Single Assessment System provides one pathway (replacing the old RAS and ACAT/ACAS split). A trained assessor will call or visit you at home, discuss your needs and goals, and confirm what you’re eligible for under Support at Home or CHSP.

Step 4: Waitlists and timing

CHSP supports may start quickly in many areas. For Support at Home, timeframes vary by needs and local demand; you’ll receive a decision and information about when funding is expected to start. While you wait, consider short-term private-pay help or suitable CHSP supports if available.

Step 5: Choose a provider

Once approved, compare providers on:

» Services offered

» Costs and published prices

» Availability in your area

» Reputation and reviews

Are you considering a Home Care Package and looking for an established and caring provider? The team at HenderCare understands the importance of compassion in caregiving and have been providing local community care since 2004.

Costs of home care explained

While Support at Home services are subsidised by the Australian Government, you may still be asked to contribute toward the cost of your care depending on your financial situation.

There are three types of fees you might pay:

Care and support contribution

You’ll contribute a means-tested percentage of the service cost, based on your income and assets. There is no fixed daily fee under Support at Home (from Nov 2025). Some clinical services remain fully funded, while everyday living supports have moderate to higher co-contributions.

Check your contribution estimate

Your Support at Home contributions are protected by a lifetime cap (indexed in March and September). Services Australia will notify you (and your provider) of any contribution amounts that apply based on your income and assets.

Independence and everyday living contribution

This is a percentage-based contribution toward the cost of independence and everyday-living services where the amount depends on your income and assets. This contribution replaces the old “income-tested care fee” from the Home Care Package system

Additional fees

For extra services outside the package funding (e.g., higher-end equipment or private services).

Financial advisors

The type of help you need depends on your situation. Some people seek financial advice to plan for costs, others need to find the support quickly, and many families look for legal advice to manage important documents.

When selecting an aged care expert, consider:

» Experience and qualifications – Look for professionals with proven experience in aged care and appropriate certifications (e.g. CFP for financial advisers, legal accreditation for solicitors).

» Memberships – Check that they belong to recognised professional associations such as the Financial Advice Association of Australia or the Queensland Law Society.

» Client feedback – Read reviews on the Aged Care Guide or similar platforms to understand how others have rated their services.

Financial advisers –understanding and funding aged care

The financial side of aged care can be complicated. A specialist aged-care financial adviser can help you:

» Plan for in-home care costs.

» Maximise your Age Pension or DVA entitlements.

» Ensure your chosen payment plan supports your lifestyle and estate goals.

Support at Home: priorities and waitlists

Australia has simplified in-home aged care. From 1 November 2025, the Support at Home program replaced Home Care Packages (HCP) and Short-Term Restorative Care. If you were already on a Home Care Package, you moved across automatically; your services and any unspent funds continued under the new rules. The Commonwealth Home Support Programme (CHSP) continues for now and is expected to transition later (no earlier than 1 July 2027).

Who gets priority?

Everyone seeking subsidised support completes a Single Assessment System (formerly ACAT/ACAS) through My Aged Care. Your assessor looks at your health, safety, living situation and supports. People with urgent needs are placed at the highest priority for assignment of funding.

How the queue works now

Under the previous HCP system, eligible people entered a national queue (the National Priority System) and were assigned funding based on priority and time waited. Support at Home continues to allocate funding based on assessed need and priority; exact timeframes can vary by location, demand and available program funding. Providers must publish prices and review plans routinely, which helps you see what your budget can buy once funding is assigned.

If you were waiting for a Home Care Package before 1 November 2025: you did not need to re-apply. Your place and priority carried into Support at Home. (My Aged Care notes that published HCP wait-time estimates up to June 2025 don’t apply to the new program.)

What to expect on timing

Government pages provide indicative wait information for the old HCP program (for example, urgent cases were targeted within about a month), but they also note these figures don’t reflect Support at Home. In the new program, timeframes aren’t fixed and depend on assessed priority and funding availability. Your assessor and provider can tell you your current status and next steps.

Ways to keep things moving

» Stay in touch: keep your My Aged Care details up to date; tell them if your situation changes so your priority can be reviewed.

» Ask your provider how they’re preparing: providers were required to update operations, discuss new prices and review agreements with clients before transition.

» Consider bridging with private services: if you have the means, you can pay privately for help at home while you wait, then transition those services under your Support at Home budget when it’s assigned. (This has always been allowed and remains available under the new program.)

Where CHSP fits

If you receive entry-level help through CHSP, your services continue under CHSP for now. CHSP will be regulated under the new Aged Care Act from 1 November 2025, with a separate transition to Support at Home no earlier than 1 July 2027. You don’t need to change anything unless contacted.

Self-managed Support at Home: how it works

If you like to be hands-on, you can self-manage your Support at Home plan. You still work with an approved provider (they hold the funds and remain responsible for quality and safety), but you take on more of the day-to-day organising –such as choosing workers, scheduling visits and approving invoices.

What it costs

Self-management isn’t “fee-free”.

Under Support at Home, providers must publish their prices for:

» Care Management, and

» Plan Administration

You only pay for the level of support you actually receive – there is no fixed 10% deduction under Support at Home.

Some services may also attract income-tested contributions, depending on your means. Your provider must clearly explain which services incur contributions and which services are free to you.

What you can spend on

Funds must go toward eligible supports, including:

» Cleaning and domestic assistance

» Nursing and allied health

» Equipment, assistive technology and home modifications approved in your plan

Your provider should help you check eligibility before you commit to any service.

Is self-management right for you?

Self-management suits people who feel confident coordinating supports and want maximum control over who delivers their care.

If you prefer someone else to organise everything – or your needs are complex – you can choose a more fully managed option. Your plan will still be reviewed regularly and adjusted if your needs change.

How to compare home care providers after you’ve been assigned a package

From 1 November 2025, all in-home aged care will be delivered under the Support at Home program.

If you previously held a Home Care Package (HCP), you will move across automatically - with no need to reapply. Your plan and budget will now follow Support at Home rules.

The Commonwealth Home Support Programme (CHSP) continues for now and will transition in stages from 1 July 2027 at the earliest.

If you’ve recently been approved for Support at Home, your next step is choosing a provider to manage your plan, coordinate your supports, and help you stay safe and independent at home. Providers differ in pricing, flexibility and service approach - so it’s important to compare them carefully.

Step 1:

Prices must show exactly what is included, such as labour, travel, scheduling and administration.

Step 3:

Look for flexibility

Can you choose your own support worker? Will they use your preferred physiotherapist or cleaner? Providers who offer flexibility and control usually deliver a more personalised experience.

Step 4:

Check for cultural fit & reputation

Ask friends or family for recommendations, read reviews, and speak with providers about language or cultural preferences. A good provider will listen and tailor your plan.

Step 5:

It’s OK to change providers

You’re not locked in. If the fit isn’t right, you can switch. Your arrangements move with you and a new provider can support the transition.

What is respite care?

Respite care is short-term support so a carer can rest, work, travel or simply recharge. It can happen:

» At home (a paid support worker visits),

» In the community (day or overnight centre-based programs), or

» In an aged care home (a temporary stay with 24-hour support).

These options are designed to support both the older person and their carer, keeping routines safe and sustainable.

Who can get governmentsubsidised respite?

Get assessed (for subsidised care): organise a Single Assessment (formerly ACAT/ACAS) through My Aged Care — the national assessment now used for all government-funded aged care, including Support at Home.

How much residential respite can you use?

You can use up to 63 days of subsidised residential respite per financial year. If you need more, your assessor can approve extensions of up to 21 days at a time. These days can be taken in blocks or spread across the year.

Costs at a glance

» Residential respite (in an aged care home): You’ll usually pay a basic daily fee set by the Government at 85% of the single basic Age Pension. The exact dollar amount is indexed and updated periodically, so check the current rate when booking. Homes may also charge a small booking fee — ask the provider to outline this before you confirm dates.

» At-home or centre-based respite: From 1 November 2025, these services are available through Support at Home (and some services continue under the Commonwealth Home Support Programme (CHSP) during transition). Providers publish their prices, and you’ll pay a client contribution based on those prices; ask for a written quote and any concession policies before you start.

Good to know: If you need respite quickly or prefer extra services, you can choose to pay privately without waiting for assessment or funded availability. Your funded supports (if any) can still be used later.

What’s changed from 1 November 2025?

» Australia has introduced Support at Home, which replaces Home Care Packages and Short-Term Restorative Care. You’ll still find familiar supports — personal care, domestic help, nursing, allied health, equipment and home modifications — but with clearer categories, published prices and regular plan reviews.

» If you previously had a Home Care Package, you moved across automatically; you didn’t need to re-apply. Your provider should have reviewed your plan, explained prices and carried over any unspent funds. (Residential respite rules — like 63 days a year with possible extensions — continue.)

» CHSP continues during the transition and is expected to move later (no earlier than 1 July 2027).

How to organise respite (simple steps)

What does an executor of a will do?

Understanding how this role differs from Powers of Attorney and Guardianship.

An executor is the person named in a will to carry out the wishes of someone after they have died. It’s a role that only begins after death, and it is different from the roles of Enduring Power of Attorney and Enduring Guardian, which apply while someone is still alive but may have lost capacity.

The Executor’s key responsibilities:

These services are designed to help you stay safe, comfortable, and independent in your own home for as long as possible. Some providers offer support in just one local area, while others may service a wider region – so it’s worth comparing what’s available near you.

Definition of terms

24-hour On-site Supervision – A person(s) who is/are employed to work in an aged care home and will respond to requests for assistance when regular staff are off duty.

Aged Care Assessment Team (ACAT) – Assess and approve older people for Australian Government-subsidised aged care services.

Aged Care on Site – The retirement village has an aged care facility at the same location.

ATSI – Services offered to older Aboriginal & Torres Strait Islander people and their carers.

Booked Respite Beds – Dedicated beds that carers can book in advance.

CALD – Services offered to culturally and linguistically diverse older aged people and their carers.

Care Community (CC) – Private self-contained accommodation run by approved providers where you can access 24/7 care through government-funded Home Care Packages or privately funded supports, as a genuine alternative to a nursing home.

Care Plan – Developed by the service providing your care; outlines care needs and instructions on how these needs will be met.

Carer Gateway – This online resource and helpline provides support by linking carers to information, counselling, respite and other services.

Centre-based Care (CBC) – Services, respite and activities for social and recreational independence in a ‘centre setting’ for aged/frail clients and their carers.

CHSP Funded – An in-home or centre-based care service funded by the Commonwealth Home Support Programme government initiative.

Communal Facilities – Shared facilities for residents such as a community hall, swimming pool or bowling green.

Consumer-directed Care (CDC) – Allows you to control the types of care you access, how it is delivered and who provides that care. All Home Care Packages are delivered on a CDC basis.

Daily Accommodation Payment (DAP) – This is a daily payment to a government-funded aged care facility, paid periodically, for example, monthly. This is not a refundable payment.

Day Therapy Centre (DTC) – Allied health/therapy services to develop or maintain physical and psychological independence in a ‘centre setting,’ provided to aged/frail clients and their carers. Includes clients with dementia and disability.

Dementia Services – Services offered to clients with dementia and/or challenging behaviours, as well as their carers.

Domestic Assistance – Help with washing clothes, cleaning the property and minor meal preparation.

Donor Funded – The purchase price or entry contribution of a dwelling by a resident in a retirement village, may be subsidised by a not-for-profit organisation.

Extra Services Beds/Places – Places at an aged care facility for which residents receive a higher standard of accommodation, food and services for an additional charge.

Home Maintenance/Gardening – Help with replacing tap washers and light globes, minor weeding and sweeping outdoors, minor carpentry repairs and gutter cleaning.

Independent Living Unit (ILU) – Sometimes referred to as a ‘villa’ or ‘apartment’ and located in a retirement village.

LGBTIQ – Some aged care services offer specific care to Lesbian, Gay, Bisexual, Transgender, Intersex and Questioning residents.

Meals &/or Shopping – Delivery of fresh and frozen meals or transport for food shopping (CBC – meals or light refreshments provided at the centres).

Medication Supervision – Service provider attends the client’s home daily to assist in dispensing medication.

Multi-purpose Service (MPS) – Located in centre settings and some residential aged care facilities. They deliver a mix of aged care, health and community services.

NESB – Services offered to non-English speaking background older aged people and their carers.

Nursing &/or Palliative Care – Registered or enrolled nurses visiting the home to dispense medication, wound management, convalescent care, pain management and palliative care.

Personal Care – Assistance with personal hygiene, washing, showering, bathing, dressing, feeding and toileting; CBC clients receive care at the centre.

Pharmaceutical Deliveries – The delivery of medications by a service provider directly to the client or older person's home.

RAD/DAP Combination – This includes both partial lump sum and daily payments for aged care accommodation.

Refundable Accommodation Deposit (RAD) – This is paid as a lump sum when entering a government-funded aged care facility and refunded, minus agreed deductions, when leaving the facility.

Regional Assessment Service (RAS) – In-home assessments of new and existing clients/carers for CHSP services.

Rental Accommodation (RA) – Villas, units or ILUs available for rent in a retirement village.

Resident Funded/Licence to Occupy/Purchase – Residents purchase a loan/licence agreement for a dwelling in aged care home or purchase on a freehold basis.

Respite Care – Services provided so a client or their carer can take a break from their daily routine. Includes care in the client’s home, at a day centre or in an aged care facility.

Retirement Living (RL) – The site has retirement living accommodation.

Secure Dementia Unit – A secure, specialised ward, wing or unit for people with dementia and/or challenging behaviours.

Service Fee – A fee to cover the services offered by a retirement village, including maintenance, improvements, utilities and council rates, etc.

Serviced Apartment – Usually one or two bedrooms and provides residents with some domestic and ‘hotel-like’ services such as cleaning, laundry and personal care. Services may be provided on a fee for service basis.

Single Bedrooms With Ensuites – This facility offers (a number of) single bedrooms with attached bathroom. Might not be every room in the home.

Small Pets Welcome – The site has a policy for residents enabling them to have small pets but it's dependent on the type, size and care needs.

Social &/or Recreational Support – The client participates in social or recreational activities, either in their home or at a community, day or recreational centre.

Supported & Assisted Living (SL) – Supported & assisted living communities offer accommodation and care to residents on a fee-for-service basis without government funding.

Supported Residential Services (SRS) – Privately run aged care facility that provides similar accommodation and care to that of a government-funded facility but without the funding support.

Transport – Organising or providing transport services such as bus, taxi, private car, etc.
