Dear Applicant:
On October 23, 2025, the New Hampshire Department of Environmental Services (NHDES) Wetlands Bureau approved the above-referenced Wetland Permit-by-Notification Application. Enclosed please find Wetlands Permit # 2025-02663 to Install a 6 foot x 30 foot seasonal dock along an average of 158 linear feet of frontage on Winnisquam Lake in Meredith. The permittee shall notify the department in writing at least one week prior to commencing any work under this permit and shall file a notice of completion of work and certificate of compliance with the department within 10 working days of completion of the work authorized by this permit.
This permit is not valid unless signed by the permittee and the principal contractor , if any, who will build or install the project. Prior to start of construction, a copy of this permit shall be posted in a secure manner in a prominent place at the site of the approved project. It shall remain posted until the project is completed. Transfer of this permit to a new owner shall require notification to, and approval of, the NHDES. This permit does not convey any property right, nor does it preclude the need to meet any other applicable state, federal, or municipal legal requirements.
In accordance with RSA 482-A:10, RSA 21-O:14, and Rules Ec-Wet 100-200, any person aggrieved by this decision may file a Notice of Appeal directly with the NH Wetlands Council (Council) within 30 days of the decision date , October 23, 2025. Every ground claiming the decision is unlawful or unreasonable must be fully set forth in the Notice of Appeal . Only the grounds set forth in the Notice of Appeal are considered by the Council. Information about the Council, including Council Rules, is available at https://www.nhec.nh.gov/wetlands-council/about. The New Hampshire Department of Environmental Services’ (NHDES) review of permit application 2025-02663 has found that it is consistent with RSA 482-A. NHDES hereby issues this Wetlands Permit authorizing the impacts described provided the Conditions imposed are met. To validate this Permit, the Permittee and the Principal Contractor are required to sign below.
PERMIT DESCRIPTION:
Install a 6 foot x 30 foot seasonal dock along an average of 158 linear feet of frontage on Winnisquam Lake in Meredith.
THIS PERMIT IS SUBJECT TO THE FOLLOWING PROJECT -SPECIFIC CONDITIONS :
1. In accordance with Env-Wt 307.16, all work shall be done in accordance with the approved plans dated September 10, 2025 by Brian Kelly, as received by the NH Department of Environmental Services (NHDES) on September 29, 2025. 2. This permit shall not be effective until it has been recorded in the Belknap County Registry of Deeds and a copy of the recorded permit has been provided to the department as required pursuant to RSA 482 -A:3, and Env-Wt 314.02.
3. The seasonal dock shall be removed from the water prior to applying any paint, stain, or other preservative coating, and not returned to the water until after such coating is dry as required per Env -Wt 513.22(b)(4).
4. Any subdivision of the property frontage will require removal of a sufficient portion of the docking structures to comply with the dock size and density requirements in effect at the time of the subdivision as required to maintain compliance with Env-Wt 314.02 and Env-Wt 513.12.
5. Only those structures shown on the approved plans shall be installed or constructed along this frontage as required per Env-Wt 513.22, (a).
6. All portions of the docking structures shall be located at least 20 feet from the abutting property lines and no watercraft shall be secured to the docking facility such that it crosses over the imaginary extension of the property lines over the surface water as required by RSA 482-A:3, XIII.
7. The owner understands and accepts that should these docking structures be found to have an unreasonable impact on the ability of abutting owners to use and enjoy their properties or the public's right to navigation, passage, and use of the resource for commerce and recreation, the structures shall be subject to removal pursuant to RSA 482 -A:1, RSA 482A:11 ,(2), and Env-Wt 513.03 (a).
8. All development activities associated with any project shall be conducted in compliance with applicable requirements of RSA 483-B and Env-Wq 1400 during and after construction as required pursuant to RSA 483 -B:3.
9. Construction-related debris shall be placed outside of those areas subject to RSA 482 -A or RSA-483-B unless a permit for the deposition of materials within those areas has been obtained as required per RSA 482 -A:3 or RSA 483-B:5-b respectively.

10. No activity shall be conducted in such a way as to cause or contribute to any violation of surface water quality standards specified in RSA 485-A:8 or Env-Wq 1700.
11. Pursuant to RSA 482-A:14, RSA 482-A:14-b, and RSA 482-A:14-c, NHDES is authorized to take appropriate compliance actions should it be determined that, based upon additional information which becomes available, any of the structures depicted as "existing" on the plans submitted by or on behalf of the permittee were not previously permitted or grandfathered.

2. The permit holder is responsible for reading, and ensuring compliance with, the applicable general conditions established in Env-Wt 307.

Origin: Meredith was first granted in 1748 to a group of settlers led by Samuel Palmer, a teacher of surveying and navigation, who had laid out much of the land surrounding Lake Winnipesaukee. It was known as Palmer's-Town, or Second Township, since it was the second town granted by the Masonian Proprietors that lay at the lake. Many settlers were from Salem, Massachusetts, and the town was later called New Salem. In 1768, the town was incorporated by Governor John Wentworth as Meredith, for Sir William Meredith, who allied with William Pitt in opposition to taxation on the colonies.

Population Trends: Population change for Meredith totaled 2,183 over 44 years, from 4,646 in 1980 to 6,829 in 2024. The largest decennial percent change was a 23 percent increase between 1990 and 2000; the smallest, just four percent for both 1980 to 1990 and 2000 to 2010. The 2024 Census estimate for Meredith was 6,829 residents, which ranked 48th among New Hampshire's incorporated cities and towns.
