Expanding European Biomass Energy Fuel Demands Impact US Wood Supplies

purred on by self-regulation and concerns about climate change, and encouraged by government subsidies, the burgeoning European biomass fuel market is consuming massive amounts of US produced wood pellets, much to the consternation of the domestic mulch and horticulture industries. And this impact is particularly noteworthy in the US Southeast where the European wood purchases are concentrated and where the US domestic biomass energy demand is growing due to the fact that the 10 largest biomass plants are located in that region, according to industry experts. An annual biofuels report for 2013, recently published by the European Union (EU), shows European wood pellet consumption is expected to increase to 20 to 32 million tons of oil equivalent (Mtoe), or approximately 50-80 million metric tons by 2020. The report estimates 2008 consumption at 2.5 Mtoe. The growth in consumption of wood pellets went from 4.606 metric tons in 2006 to 14.3 million metric tons in 2012. Nearly 16 million metric tons were consumed in 2013 with a projection of 17.1 million metric tons this year. The largest EU consumer of wood pellets is the UK at 4.54 million metric tons in 2013. Denmark, the Netherlands, Sweden, Germany and Belgium also consume large volumes of pellets. Coupled with the rapidly rising demand for wood pellets, both European production of the product as well as imports are skyrocketing, says the report. In 2006, the EU produced approximately 3.52 million metric tons of wood pellets. Last year, production reached 10.15 million metric tons, and will likely increase to10.3 million metric tons in 2014. Imports mirrored growth in EU production by increasing from a mere 800,000 metric tons in 2006 to 6 million metric tons in 2013, with a projection of 7 million metric tons in 2014. By Todd Williams Biomass Barometer estimates approximately 30 percent of the EU’s pellet consumption came from imported sources in 2012. The US, as the largest source of pellets, exported about 1.764 million metric tons that year, with Canada exporting 1.346 million metric tons. All these numbers reflect the fact that supply of pellets in Europe is falling short, thus driving massive imports. According to biomass industry watchers, as these export numbers rise, along with the US demand for wood pellets for both electric power generation for the grid or for private use, the supply tightens up. As the supply shrinks, pricing for raw materials for pellets and mulch and fiberboard becomes more competitive. Furthermore, parity in pricing is also affected by US government actions, such as the 2008 Farm Bill’s Biomass Crop Assistance Program (BCAP), which provided a subsidy to forest and agriculture land owners for eligible biomass material delivered to a qualified biomass conversion facility. In essence, this program subsidized the wood pellet makers by providing matching grants of $1 for each $1 per dry ton paid by a qualified biomass conversion facility, up to $45 per ton to wood waste harvesters. This amount could be paid for up to two years. According to FSA Acting Director of Public Affairs, Todd Atkinson, “By regulation, BCAP cannot provide matching payments to biomass determined to have an existing market within a

particular locality. That restriction has existed since October 2010, and that restriction remains in place.” This provision in BCAP disrupted normal supplies to the mulch industry by driving raw material prices sky high. In fact, the price these wood producers were paid for selling wood to the biofuel industry was about $90 per ton with the subsidy in place. Mulch producers simply couldn’t afford to meet those prices. “The question to our raw material suppliers became do we sell wood waste to mulch customers at the unsubsidized rates, or do we sell to the biofuel industry at a higher price? The choice disrupted the mulch market for waste wood and hurt our members,” explains Joe Bishoff, executive director of the AmericanHort trade association. This group has over 2,500 members in the horticulture and nursery industries, representing about $16 billion in agriculture products. Further muddying the wood market waters was the housing market collapse. As sawmills slowed production, the supply of sawdust and bark waste dried up, further affecting prices, according to David Atkins, Woody Biomass Program Manager for the United States Forest Service (USFS). “Most pellet plants were built near sawmills in order to utilize the waste, including saw dust and slab wood. We’ve had the pellet, pulp, mulch and chipboard manufacturers all compete for sawmill waste. As sawmills cut lumber production, due to Continued on page 3

shrinking demand, this hurt all those industries,” he recalls. However, there is some relief from the wood waste conundrum in the 2012 Farm Bill (enacted in 2014). In the most recent legislative compromise version, BCAP matching grants were reduced to $20 per dry ton for only two years. This provides some relief to the mulch industry that was previously seeing its material sources dry up. According to Kelly Novak, the USDA’s Farm Service Agency’s (FSA) BCAP Manager, this is still a very good program for agriculture biofuel growers who plant herbaceous crops such as switch grass, and wood growers who plant fast growing trees such as hybrid poplar and shrub willow. growth. The first version had a 75% cost sharing subsidy, while the latest BCAP version has a 50% subsidy, not to exceed $500 per acre, or in the case of “socially disadvantaged farmers,” $750. She explains that the revised BCAP rules will further help the mulch industry because the program does not support any subsidies for wood waste not directly taken from the land where it was grown. The eligible wood has to be a biproduct of a preventative forest treatment such as reducing disease & insect infestation, containment of invasive species, or to reduce fire risks. “This revised BCAP targets marginal, low productive land, and BCAP does not allow clear cutting of forests. It encourages healthy forestland management,” adds Novak. Novak notes in the new BCAP legislation, there is $25 million per year, for each of fiscal years 2014-2018, set aside for bio-energy crop producer payments. She explains that the matching payments are not paid out until actual delivery of the wood to the pellet manufacturer, and until a forest stewardship plan has been filed with the BCAP administration. “When BCAP first came out it was very widespread and had few limitations. The revisions to the program have tightened it up and made it much more equitable to the mulch and chipboard producers,” Novak says. Bob LaGasse, Executive Director of the Mulch & Soil Council, an industry trade group representing 130 member companies with several hundred production facilities processing half of the mulch and 60 percent of the soils sold in the US, sees significant uncertainty in the 2012 Farm Bill passed by the Senate on February 4. He notes the final version reintroduced matching grants but with limited funding and lower subsidies ($20/BDT). Also, the subsidy exclusion for “higher value” materials used to protect raw materials supplies for mulch and other products has changed to an “existing market” materials exclusion that may be different than prior years depending upon FSA’s interpretation of existing markets. While LaGasse believes the very limited funding levels in the final Farm Bill are unlikely to create any significant market disturbance for the coming season, he expressed concern that maintaining the infrastructure for matching grants shows government policy hasn’t really changed. “Leaving matching grants out of the legislation, as was previously proposed, would have signaled the administration didn’t intend to use them, but leaving them in at low levels, so no one feels threatened, suggests a major policy and market shift could still take place with the flip of the funding switch,” LaGasse says. LaGasse explains that in 2006, 10 percent of total forest harvests went to the wood byproduct market, with 48 percent of that by-product market going to the biomass industry. particularly vulnerable to fluctuations in the industry, either caused by government policy or general market changes. “BCAP, as first written, artificially tilted the market place toward biofuels by subsidizing that use. Now we are competing more fairly in the marketplace,” LaGasse says. He points out, however, that other factors, such as foreign purchasing of pellets and a growing US biomass power industry will have a major effect

on future mulch supplies. “As market demand for wood waste increases, supplies will become more scarce, thereby driving the price up. This impacts our business, including employment & trucking. It also affects other businesses like nurseries and garden centers. We are all vulnerable,” says LaGasse. The Southeast is particularly subject to wood waste supply fluctuations because it is comprised of mostly private forestlands; it is a region with

a growing biomass energy business and it has seaports close to where they ship to major European markets. The Northeast, with its large tracts of forest, is also beginning to feel the impact of European biomass consumption, say experts. According to Atkins, the majority of federally owned forests are in the western states and are not commercially logged to any great extent. Therefore, most of the wood waste used for fuels or mulch comes from the vast private holdings in the East. In fact, he notes, a major wood pellet production plant is now being built in Main, close to forests, to supply raw materials to ports for shipping pellets to Europe. Atkins, who is based in Washington DC, does the majority of his work in the Eastern states. “We partner with state foresters who are working with small private foresters to manage their land. As the head of the woody biomass program, I focus my efforts on harvesting and managing low value or negative value forests and trees,” explains Atkins. He says that pests and diseases attacking healthy forests generate large amounts of wood waste. How you utilize these waste materials is becoming increasingly important as the market for waste wood rapidly grows. “We have 193 million acres of forest and grassland in this country and we have to manage it for the long run. On this land are hundreds of millions of tons of wood waste; waste from storm damaged biomass, construction site clearing, forest management sites and sawmills,” Atkins says. Atkins notes that much of this wood, particularly out West, is not used for biomass or mulch, but instead left to burn or rot. LaGasse agrees. “Most public forests lands are in the Western states and are not logged. These forests are subject to fires because they are not managed as well as those forests in the East,” he explains. However, experts feel the key to wood pellet manufacturing as well as raw materials for mulch and other industries may be in these vast, untapped and under managed Western forests. Although the National Forest Service does award contracts for timber sales and stewardship, the Federal government locks up most of the forestland for parks, wildlife areas and other uses. For instance in Montana, Idaho and Utah, nearly 70 percent of the land is federally owned. In Washington it’s 50 percent and in Oregon, about 60 percent. In those areas where federal timber is sold, according to Atkins, logging contractors have limited options on what to do with the harvested materials. Logs cut from public lands have to be used domestically before any of that timber is sold overseas. “A log cannot be shipped overseas as a whole log,” explains Atkins. He says it first must be debarked. Then the slabs have to be cut. The remaining wood can then can be exported. The waste from this mill process can also be sold overseas, but in reality most of it is used domestically by the pulp, mulch and pellet industries, located near the sources of the wood, he says. Bishoff and LaGasse both hope that the US

Forest Service will open more public lands for logging, but in a responsible way. They note that the thinning of forests, by removing diseased and insect ravaged trees, will help prevent massive wildfires, with the added advantage of providing more materials for the mulch and horticulture industries. Also, says Atkins, this course of action will provide more biomass for wood pellets. And, as the US biomass power generation industry grows, this western wood waste will become a primary fuel source. Also, long-term contracts for pellet wood sources will assure funding for more US biomass energy plants. “For 30 years we’ve had a domestic pellet fuel industry. In fact, the “Fuel For School” program was set up to encourage the use of wood pellets instead of propane or fuel oil in school boilers. We need to make more use out of this wood waste because of its value,” Atkins says. But in spite of increasing use of pellets for power generation in the US, Europe remains the major player in the game. Due to factors such as the Kyoto Protocol, EU members are rushing to reduce fossil fuel use, coal in particular. EU members are converting some coal plants to run on biomass and are designing and building new biomass power plants. This is in addition to the major commitment that the EU has made to pursue other alternative energy sources such as wind and solar. Although, Atkins points out that unlike wind and solar, wood pellets produce power on demand. Because biofuel is less polluting and a more sustainable energy source than coal, and because Europeans now pay more for energy than we do, wood pellets have become the low hanging fruit for Europe to pick, especially since nuclear power is out of favor for much of Europe. “Europeans are pursuing long term pellet contracts in the US and Canada in order to insure a supply of fuel for their plants. In fact, to get financing for construction, long-term supply contracts must be in place,” Atkins explains. To add insult to injury, according to Bishoff, the EU is subsidizing the cost of wood pellets imported from the US. “When subsidies from the EU play a part in disrupting the marketplace for biomass, it hurts our economy,” says Bishoff. Atkins does, however, expect some easing of the pellet demands on the US as new sources for wood open up, especially Russia and Australia. But that too may be problematic because of the increasing demands of the Asian

biomass market, particularly in China where the burning of coal has become a major environmental issue, and in Japan, where the nuclear industry is in retreat. According to experts, another effect on the world pellet market, and thus the mulch industry, is the unprecedented closing of US pulp and paper mills. Forty percent of US mills have closed since 1990, including one in Montana that recently closed. This mill, at its height of operation, consumed a million tons of wood per year. Because waste from paper mills is sold in the pellet and mulch markets, the loss of such a large amount of waste material affects supply and thus pricing, Atkins says. “As we use less paper due to the closing of many newspapers and magazines, and as we use computers and e-books, there is less of a demand for paper. Also, a lot of our cardboard in now being produced overseas. This all has an effect on the pulp industry,” he explains. The pulp industry, instead of replacing its 50-year-old, polluting plants, are instead opening new plants in South America due to lower environmental standards, cheap labor and a steady supply of fast growing wood, Atkins adds. What the future holds for the wood waste industry, according to experts, is very much dependent on a steady supply of raw materials to feed the fuel stock, mulch and horticulture, fiberboard, and pulp industries. This supply stream, however, is affected by world demand, supply and policies of the EU and the US governments, as well as the emerging Asian wood markets. It is also affected by the research and development of other biomass sources such as algae, rice husks and sugar cane residue, just to name a few. “Basically, what we have in the present scenario is more people chasing fewer goods at higher prices. However, the Mulch & Soil Council believes the future of the mulch industry is excellent,” says LaGasse. He reiterates that European purchases of US wood pellets is distorting the free market, providing Europe with a short-term burst of energy that is unsustainable without subsidies from the EU or the US government. “If this made economic sense, US entrepreneurs would be all over the projects, for a profit. Any government that has to use taxes to subsidize energy suppliers to reach halfway around the world to take resources from another country does not have a sustainable energy strategy; so, how long can that last?” LaGasse wonders. Don’t bet the farm just yet.

USDA Studies New Ways to Make Hydromulch

Tire Mulch Questioned in Connecticut

eoria, IL—According to the Agricultural Research Service, the USDA is studying the use of different binders in hydromulch to see which ones may outperform the most commonly used one, guar gum. According to U. S. Department of Agriculture (USDA) plant physiologist Steven F. Vaughn, hydromulches typically contain water; dye (to allow crews to easily see where the material has been applied); some type of mulch, such as wood fibers; and a binder, which is a compound that helps keep the mulch intact. In a series of laboratory tests, Vaughn and his colleagues have shown that half a dozen plant-derived compounds outperformed guar gum, which is made by grinding beans of the guar plant into a powder and adding water. Vaughn is conducting experiments on 10 plant-derived compounds at the National Center for Agricultural Utilization Research in Peoria. The center is part of the USDA’s Agricultural Research Service (ARS). The list of top-performing binders, documented in a 2013 scientific article in Industrial Crops and Products, includes xanthan gum, made by the bacterium Xanthomonas campestris, and gums extracted from seeds of two members of the mustard family, camelina and lesquerella. Also making the list: a starch-based material, known as a highamylose starch-lipid complex, that’s made of cornstarch loosely bound to sodium palmitate, a fatty acid found in many everyday vegetable oils. The panel of 10 compounds selected for the lab tests appears to be unique. And, although starch has been used commercially as a hydromulch binder, the high-amylose starch-lipid complexes, made with an eco-friendly method developed by Vaughn’s ARS colleagues, apparently had not been previously lab-tested for this potential use.

anbury, CT—An environmentalist group wants to see tire mulch banned from school and community playgrounds here, according to an article on NewsTimes.com. The New Haven-based Environment and Human Health Inc. (EHHI) is asking the Environmental Protection Agency to conduct more research on health effects of chipped tire rubber. Despite determining the material to be within safety limits, the agency has not endorsed the product as healthy. Since the EPA wrapped up its research in 2009, EHHI has done its own studies. Two of its experiments turned up evidence of leached metals (ten types) and more than 25 chemicals. “Environment and Human Health Inc. feels it is very important that it (the EPA) continue to pursue the issue of toxic ground-up rubber tires being placed in toddlers playgrounds,” Nancy Alderman, president of the organization, wrote to the EPA in a recent email. “It must stop.” The findings of published studies indicate that rubber leachate has been found to contain aluminum, cadmium, chromium, copper, iron, magnesium, manganese, molybdenum, selenium, sulfur and zinc. Meanwhile, horticulture uses of tire mulch are being questioned. A Washington State University study concluded that “rubber mulch is not as effective as other organic mulch choices in controlling weeds; that it is highly flammable and difficult to extinguish once it is burning; it decomposes; and that it contains a number of metal and organic contaminants with known environmental and/or human health effects.” Another study done at Bucknell University revealed negative impacts of leaching on algae, zooplankton, snails and fish in freshwater habitats. The same study also pointed to rubber leachates in high concentrations as causing skin and eye irritation to major organ damage and even death. In addition, long-term exposure could lead to neurological damage, cancer and mutations.

Emerald Ash Borer May Have Met Its Match

oodpeckers find emerald ash borers a handy food source and may slow the spread of this noxious pest, even ultimately controlling it, suggest researchers from the University of Illinois at Chicago. Their findings are published online in the journal Forest Ecology and Management. “We found we have a native predator that is able to detect and respond to this new rich food resource,” said Charles Flower, UIC postdoctoral research associate in biology and first author of the study. Since the emerald ash borer was first found feeding on trees in southeastern Michigan in 2002, this Asian invader has been responsible for the death of 30 million trees in the northeastern U.S. and Canada. In Chicago, where the emerald ash borer is already destroying trees, 17 percent of the street trees are ash—85,000 trees, with an estimated 300,000 more ash trees on private property. “ I n 20 0 6 we s t a r ted establishing observation plots across Ohio and into Michigan so that we could follow the decline of trees and the impact on the ecosystem,” Flower said. In this study the researchers wanted to see if native bark-foraging birds, including woodpeckers and nuthatches, were feeding on the emerald ash borer. They hoped that unlike other exotic invasive species which run amok in

new regions because of the lack of predators to keep them in check, the emerald ash borer might meet its match in native predators— bark foraging birds like the woodpecker and nuthatch. This kind of “bio-control” would be as, or perhaps more, efficient than other methods to slow the spread of this pest, said Flower. Chemical treatments are expensive and may cause harm to trees and other fauna, and the introduction of an ash borer predator from its native range in Asia might bring with it a host of new problems, he said. One of the ways a predator can respond to a new abundant food source, according to Flower, is a functional response: the woodpeckers alter their behavior in a way that allows them to find emerald ash borers more efficiently and then consume them more than other prey. One woodland area being monitored lay behind Dempsey Middle School in Delaware, Ohio. The researchers enlisted the help of schoolchildren to do a precise accounting of bug and woodpecker activity in the area, said Christopher Whelan, an avian ecologist with the Illinois Natural History Survey, UIC adjunct assistant professor of biology and a co-author of the study. When emerald ash borer larvae emerge from eggs laid on the tree, they burrow in

and eat their way through the phloem layer of the tree, the vascular system that delivers water and nutrients from root to branch. The insects create characteristic serpentine galleries that cut this vascular system, starving the tree. Eventually mature adults exit the tree to start the process again. A section of trees in the stand behind the school was cut down for examination each year for two years. The students searched for and painted all the holes they found in the bark of each tree—a different color each for large round woodpecker holes, for the characteristic crescent-shaped holes mature emerald ash borers make exiting a tree and for holes made by other insects. Paint seeped through to dye the stem beneath, and after the bark was stripped the students could identify woodpecker holes that penetrated into emerald ash borer galleries, or into holes made by other bugs. The students tracked the fate of each bug that had been in the tree. Instead of relying on a statistical estimate of the insect population and thus the food source available, every bug and its fate were accounted for. “This was looking at woodpecker foraging at a fine tree-by-tree scale,” said Flower. Their results proved that woodpeckers were indeed choosing to prey on emerald ash borers–eating 85 percent of the emerald ash borer in an infested tree. Another type of predator response to a new food source is a numerical response: the numbers of

In a related study, researchers at Cornell tracked the movement of emerald ash borer from Detroit and around the Great Lakes using a citizen scientist data base—the Project Feeder Watch—which showed that the numbers of three woodpecker species and the white-breasted nuthatch, the important bark foraging birds in this region, increased as the emerald ash borer increased. “But that study examined the bird population response and didn’t tell you what the birds were doing there,” said Flower. “With the numerical response they found and the functional response we found, we have really powerful evidence of the potential of the woodpeckers and the nuthatch to have an impact on the population of the emerald ash borer,” said Whelan. “Woodpeckers won’t save a tree once it’s infested, but they may save the forest. Or at least save a nearby forest,” said Flower. The research suggests that the woodpeckers are likely slowing the spread of emerald ash borer. “Woodpeckers may not be able to snuff them out, but they may be able to control them,” said Whelan. raham, TX—The City of Graham is giving away mulch in an effort to reduce fire risk, reports GrahamLeader.com. Following a spontaneous mulch fire at the convenience station in January, the Graham Fire Department determined that the tall “mountain” of mulch, and others located elsewhere in the community were fire hazards. Assistant Fire Chief Jerry David said the probable reason for the combustion was that the mulch was not aerated and that the piles must be stirred. He noted that the process doesn’t always work, however. With such mountainous piles, he explained, “it’s difficult for air to get in there. So heat keeps building up inside the pile with little air getting in, and sometimes the heat can build to the point of starting a fire. So they stir the mulch pile as much as they can, but sometimes there’s a hot spot that doesn’t get aerated, and that’s what can cause a fire.” City officials came up with a plan to reduce the mulch piles, dubbing the promotion “The Mulch Mountain Giveaway.” With a water conservation effort underway in Graham, the Giveaway is expected to not only prevent future spontaneous fires, but also help to conserve water. The City of Graham had implemented water restrictions beginning in November 2013.

outhington, CT— Quantum Biopower, a division of Supreme Forest Industries, will play the leading role in a gasification project here, according to an article on MyRecordJournal.com. Quantum’s anaerobic digestion facility will be located on a parcel of land owned by its parent company, Supreme Forest Industries. The composting and energy operations will take up about 35 acres adjacent to Supreme Forest Products’ mulching operation. Company officials explain that compost produced by the digester can be added to the tree and leaf compost at the mulch-processing facility or it can be turned into a biogas product. Quantum estimates the plant could generate enough power for 600 houses. Southington Planning and Zoning commission has approved the plant to accept 120 tons of waste per day, or 40,000 tons of waste per year, maximum. Quantum will work with local haulers in the area to truck the waste from its sources to the composting facility. Feedstock will come from local supermarkets, hotels and other businesses, many of which are required to compost their organic waste. Connecticut’s organic waste recycling law, Substitute Senate Bill No. 1116, went into effect in January 2014. The law requires businesses that generate 104 tons of food waste per year, or two tons a week, to recycle the material if there is a facility within 20 miles that can take it. Wholesale distributors, supermarkets, resorts, and others will be participating in the project. The law is intended to prevent organic waste from going to landfills by diverting it to recycling facilities, according to Chris Nelson, the supervising environmental analyst with the state Department of Energy and Environmental Protection. “The purpose of the law is to spur development of organics recycling facilities to help close our processing infrastructure gap,” Nelson said. “More facilities were needed to process organics, and this law compels certain generators of that material to participate in nearby facilities when available.” According to Waste Recycling News, a 2010 study in Connecticut showed that food waste - by weight - offers the greatest potential for recycling, with about 320,000 tons being discarded by businesses and residents annually.

alem, MA—Black Earth Compost LLC has been contracted to launch a curbside composting pilot program here, according to SalemPatch.com. The four-year-old Black Earth Compost has been partnering with communities and farms to make residential pickups and provide the ingredients for compost. In return for participating, residents can receive a free amount of the compost for home gardening and landscaping purposes, if they choose. The Massachusetts Department of Environmental Protection currently is working on legislation that will require large-scale organic waste producers to divert organics for composting. In 2013 Black Earth diverted about 1.5 million pounds of organics from landfills. “Salem has been on the forefront of many green initiatives and curbside composting will be yet another such program” said Mayor Kim Driscoll in a prepared statement. “We are excited to begin implementing the program this April and have already signed up over 400 interested households.” Black Earth has been collecting food waste from a number of restaurants and cafes in Salem already. The company provides businesses with 50- or 64-gallon wheeled totes for its commercial food waste pick up service. The company’s website describes special 10-gallon buckets with liners for residential pick up.

Soil Dynamics’ Andy Harpeneau submitted a plan to the County Board of Commissioners that calls for a four-person panel to respond to odor complaints from the facility’s neighbors. The panel will track down the problem area so that the composter can take remedial action and prevent it from happening again. A f t e r t h e C a s s C o u n t y B o a rd o f Commissioners approved a zoning amendment to allow composting of up to 1,000 cubic yards of food waste per year, Soil Dynamics filed an application for a conditional use permit in order to add food waste to its compost. The zoning amendment allows only fruits and vegetables, and meat and dairy waste products are prohibited. The Commissioners did not change the size limit of composting operations in a recreation/agricultural district. It remains at five acres. Previously, public hearings had brought forth concerns by neighboring residents about the location of the compost operation.

Biochar Studied as a Soil Amendment

uby Hill, NV—The University of Nevada Cooperative Extension will be testing a mobile rotary pyrolysis reactor to make biochar, according to an article on NevadaAppeal.com. Pyrolysis is a thermal process that produces a charcoal-like substance called biochar, as well as bio-oil and bio-gas. The mobile machine will be used to “bake” woody debris left behind from harvest, logging or mine site-clearing. The material, which has been found to help soils retain moisture and increase plant growth, will be used at the Ruby Hill Mine and Eureka County’s Diamond Valley. The large-scale, three-year project is a partnership between the Cooperative Extension and Eureka County, the Nevada Department of Agriculture Agricultural Research Service, the U.S. Forest Service, the Eastern Nevada Landscape Coalition and the Nevada Department of Wildlife “One of our top reasons for testing in Diamond Valley is that historically, water has been over allocated and over pumped there, leading to water scarcity,” Eureka County Extension Educator Fred Steinmann said. “The farmers are already adopting new technology to preserve crops and stretch their water usage, but the Diamond Valley aquifer is still close to collapse. Hopefully biochar can be used to help create a sustainable agricultural landscape in a community like Eureka that has a long and proud tradition of agriculture.” The farmers pump a combined total of about 32.6 million gallons of water each year. Unfortunately, the aquifer only recovers about 6.5 million gallons each year. As such, the state engineer has asked farmers in Diamond Valley to reduce their water pumping by 60 percent. “We’re looking at biochar for its ability to lock and retain water,” Steinmann said. The Ruby Hill Mine is also looking to close soon, as it is no longer profitable because of the drop in gold and the dwindling amount of other ores. Federal and state law requires that closing mines create a reclamation plan for the trailing piles, or piles of rock and soil removed from the mine. “Because the debris was underground, it is sterile and is susceptible to floods and erosion,” Steinmann said. “We want to use biochar as a soil amendment -- something added to the soil that allows for microorganisms, and eventually plants, to grow.” Cooperative Extension is currently testing different biochar mixes and various seeds in small plots at the mine. Next spring, the best combination will be used for the large-scale test on a large section of the remaining trailing piles.

Providence, RI Gets Moving on Food-Waste Composting

rovidence, RI—A pilot food waste collection program will start here in March, according to ProvidenceJournal.com. Once the program is underway, two business partners plan to build a new industrial-scale food waste composting facility. The composting venture is the brainchild of Leo Pollock and Nat Harris, whose experiences in urban farming and composting brought them together. For the pilot program, food scraps will be collected from restaurants and schools and delivered to Rhode Island’s long-running food waste composting plant, Earth Care Farm in Charlestown, they say. The duo targets the end of 2014 for opening a new composting facility, for which they are busily raising $700,000 to fund start-up costs. They say that the new facility will be located just outside metro Providence at an undisclosed location. The food scraps will be diverted from the city’s Central Landfill, operated by Rhode Island Resource Recovery Corporation. The venture is timely. Rhode Island is among several New England states to write legislation banning organic materials from landfills and a bill sponsored by State Rep. Donna Walsh, D-Charlestown, RI, H 7033, is under consideration. If passed, the bill would require separation of food scraps from solid waste beginning in 2015 for businesses and institutions that produce more than 52 tons a year, or one per week. The bill provides for a phase-in period. In 2017, the level would be set at 26 tons, and in 2019, 18 tons. H 7033 requires deals with food residuals in specific terms. That is, food would be diverted for human consumption, animal feed or composting and energy — preferably in that order of priority. If the legislation passes, it provides for a reprieve until there is an organics recycling facility no more than 20 miles away from a business’ or institution’s location. “We’ve been talking about this for years now,” said Harris. “It’s aimed at helping to get the market going with these side producers of food waste first, as opposed to going straight for residential collection.”
