Virtually Bringing Partners and Small Businesses Back Together

During the pandemic, the small business community was disconnected from upcoming opportunities and changes to processes. Industry Day will bring key regional partners and agencies together to update the small business community on any changes due to the pandemic. In addition, they will provide the small business community with information on how to access upcoming opportunities — how to register with the various agencies in order to get updates on bids and services, get reacquainted with each agencies’ procurement process and obtain information on how to access advocacy group services.

SESSION IV: (A) Become a Vendor with St. Louis County and Get an Update on the MWBE Program Products and services are purchased through both formal and informal solicitations, including Invitation for Bids (IFB), Request for Quotes (RFQ), Request for Proposals (RFP), as well as sole source and cooperative contract purchases. The Division also oversees the Minority-and Women-Owned Business Enterprise (M/WBE) Program and the Prevailing Wage Enforcement Program. The M/WBE Program promotes open and equitable participation by Minority-and WomenOwned companies seeking to do business with the County.

NATHANIEL ADAMS Born and raised in St. Louis and having worked most of his young life in a family owned minority business, Nathaniel is well aware of the struggles and challenges of small D/M/WBE firms. He started his career with St. Louis County’s M/WBE Program as a Contract Specialist under the leadership of Jack Thomas and Francois Lyles-Wiggins. Today, he continues to implement, grow, and improve what they have started as the Director.

JEREMY BENNETT As Executive Director of SITE, Jeremy has over 20 years of experience in the construction industry. His role is to serve SITE’s members by collaborating with local unions, contractors, construction consumers and industry professionals. He helps establish a path to success for emerging and long-standing construction businesses alike.

DANIELLE BRIOT Since joining the Office of Equal Opportunity as the lead for the state’s Workforce Diversity program in December 2020, Danielle then transitioned into the position of Deputy Director and Chief of Staff for the office. In April 2022, Ms. Briot accepted the role as Acting Director, overseeing the strategy and planning of the Workforce Diversity and Supplier Diversity programs for the State of Missouri.

Presenter Highlights (Continued) HELEN BRYANT Helen Bryant started with the City of St. Louis as a Customer Service Representative for the Citizen’s Services Bureau in 1991. In 2018, she was promoted to the position of the Contract Supervisor in that department. Helen oversees Contracts Section in BPS for several city departments, which include Airport, Water Division, Street Department, Parks, Recreation & Forestry, and Board of Public Service projects.

ARYA CADAMEY Arya is a 12-year veteran of the US Department of Labor’s Wage and Hour Division. She has conducted various investigations under the Fair Labor Standards Act, The McNamara Ohara Service Contract Act, Davis Bacon Act, Migrant Seasonal Workers Protection Act, sub-minimum wage 14c investigations, and the Family Medical Leave Act.

WILLIAM DEE A native St. Louisan, William Dee has been with Bi-State Development since October of 2021. Prior to that, he spent 25 years in the private sector working in manufacturing and distribution, primarily in procurement and logistics management roles.

YAPHETT EL-AMIN As Executive Director of MOKAN Construction and Contractors Assistance Center, a non-profit organization since 1974 that works as a vital link between minority and women owned firms and the general construction community, Yaphett has been on the forefront of business development and is a leading diversity consultant in the St. Louis region. Yaphett is also the President of Efficacy Consulting and Development, a private company founded in 2007, that specializes in providing consulting and real estate development services.

Presenter Highlights (Continued) STACEY FOWLER Stacey has more than twenty years of talent management, workforce development, policy and procedure development, contractual negotiation and compliance implementation. She’s the former M/WBE Contract Compliance Manager with the St. Louis Development Corporation for the City of St. Louis Missouri. Managed the day-to-day operations and supervision of the M/WBE Compliance Department while building relationships with key community leaders, developers, and M/WBE enterprises.

MAURICE GAY As Contract Vendor Specialist Coordinator at KCATA, Maurice’s responsibilities consist of educating and registering new vendors and contract administration of all contract files. Maurice is also a Buyer in KCATA’s Procurement Department and is the Project Manager for KCATA’s diversity compliance software B2GNow.

AARON GRIESHEIMER Director of Training & Education of SITE, Aaron builds relationships with community leaders at the local and state level, keeping members informed of laws and ordinances that may potentially affect their business. He also provides training resources to help contractors better their workforce and create safe work environments.

APRIL HENDRICKS-BROWN A Senior Civil Rights Specialist at MoDOT, April assists several major project teams across the state including MoDOT’s Design Build projects, where she is responsible for DBE, workforce inclusion compliance, and DBE certifications. Additionally, April facilitates MoDOT’s (MRCC) DBE Mentor Protégé Program and Oversight Committee and participates in MoDOT’s Every-Day Counts Workforce Development Committee.

Presenter Highlights (Continued) KELLY JACKSON As Executive Director of the St. Louis Council of Construction Consumers or SLC3, Kelly provides strategic leadership on driving member organizations focused on proactive, strategic initiatives aligned with the needs of members and the industries they serve. In her role, Kelly oversees a number of committees with the goal of planning and executing the various activities aimed to meet this mission.

ZAINAB JASIM Zainab Jasim is a Senior Civil Rights Specialist at MoDOT and has been with the department for six years. Throughout her tenure, she has worked on DBE Certification, On-the-Job Training Programs, EEO Contract Compliance, and Workforce Diversity. Zainab currently serves as the Title VI & ADA Coordinator as well as works to develop both internal and external trainings, forms, and processes.

BURNEA LESTER SITE Director of Communication & Community Relations, Burnea has been a practitioner of D.E.I. application for over nine years and has over 17 years of experience in strategic relationship cultivation. Burnea works on creating solutions that educate the construction workforce on the diversity and cultural principles relevant to this industry. Her initiatives include helping create workforce pipelines, forging new relationships with community leaders, and serving as a conduit for minority contractors.

STEVE LEWIS As vice president of the AGC of Missouri, Steve directs and manages the organization’s Inclusion Department and Heavy/Highway/Infrastructure Division. Among his responsibilities is oversight of all diversity initiatives, including labor, legislative affairs, safety and public relations, as well as ongoing member and professional development. Lewis also serves on AGC’s executive management team, which guides decision making, problem solving, and identification of new opportunities to improve overall association effectiveness, mission impact, and value to members and the industry.

Presenter Highlights (Continued) DAFFNEY MOORE In her role, Daffney oversees strategic business initiatives from development through successful execution, advancing the St. Louis Equitable Economic Development Strategy. She serves as a subject matter expert, handling inquiries and leading development of the Economic Justice Action Plan, assisting with messaging, leading equity and inclusion efforts, as well as continuing her work in Opportunity Zone areas.

WHITNEY MORGAN Since 2018, Whitney has been the DBE Liaison Officer at KCATA and is responsible for KCATA’s Disadvantaged Business Enterprise (DBE) Program, Small Business Enterprise (SBE) program, Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) programs to ensure compliance with all applicable laws, regulations, and KCATA’s Procurement Process. Whitney is currently working with KCATA leadership to create a Civil Rights Department at KCATA.

TIM NITTLER Tim started his current position as Senior Director of Capital Projects for Metro in March of 2018. In his position, Tim oversees the design and construction of all federally funded improvement projects for Metro ranging from bus stop improvements to large light rail corridor projects.

SHONNAH PAREDES Manager of Diversity Programs for the Metropolitan St. Louis Sewer District (MSD), Shonnah has been spearheading initiatives for diversity and inclusion for more than 20 years. In her role, Shonnah provides senior management oversight of MSD’s Minority and Women Business Utilization Programs and supplier diversity for the multi-million dollar Capital Improvement and Replacement Program.

Presenter Highlights (Continued) JASMINE PROTHERO As Minority and Women Business Enterprise Certification Coordinator at the Office of Equal Opportunity, Jasmine is very proud to take on this role and to help minority and women owned businesses make great strides in Missouri’s supplier diversity.

NEAL RICHARDSON As Director of the Business Impact Group, Neal leads a team focused on closing economic gaps and creating equitable access to capital for women, people of color and those in disinvested communities. Richardson is also the President of Dream Builders 4 Equity, which hires minority contractors and students to rehabilitate derelict North City properties.

DEBORAH ROWEY A Certified Professional Public Buyer (CPPB), Deborah joined Bi-State in September 1991. During her 31 years of service, she has supported the procurement needs throughout the Agency. She has 26 years of experience in public procurement and five years in private procurement.

ROBERT SALARANO Properties Division Manager at St. Louis Lambert International Airport (STL) since 2008, Robert leads a staff that negotiates all leases and contracts of airport owned properties and facilities. This includes agreements with airlines, airport concessionaires, vendors and contractors.

Presenter Highlights (Continued) STEFANI WEEDEN-SMITH With 20 years of professional experience as a community engagement strategist and serving at many different levels in non-profits from direct service to senior leadership, Stefani was recently appointed to serve as the inaugural director for the St. Louis Anchor Action Network. Prior to this assignment, she directed the strategy for the Gephardt Institute for Civic and Community Engagement at Washington University in St. Louis as the assistant director of community engagement.
