Regional S&T Fair successfully conducted in Kalinga For the first time, the DOST-CAR has conducted the Regional Science and Technology Week (RSTW) outside of Baguio City and Benguet. The regional celebration was brought to the province of Kalinga on October 10-14, 2017 at the PLGU Kalinga Compound, Tabuk City. The success of the five-day event would not have been possible without the full support of the DOST system as well as various partners such as the PLGU-Kalinga, Kalinga State University, Office of the Congressman, City Government of Tabuk, PIACAR, the Technology Application and Promotion Institute (DOST-TAPI) and other stakeholders. With the theme, “Science for the People”, the regional S&T fair in the region featured S&T exhibits from the Research and Development Institutes (RDIs) and councils of the DOST as well as locally developed technologies from line government agencies and the academe. Interactive exhibits from PAGASA and PHIVOLCs were one of the highlights of the event including the “Disaster Summit: A Science Experience for Cordillera School Children” which was spearheaded by PAGASA. Moreover, the event featured S&T Fora, S&T Quiz and Trivia, Annual Summit of Enterprising SETUP Clients and Opportunities (ASENSO) and DEWS IEC and Drill. Technology bazaar of assisted SETUP Cooperators from the six (6) provinces of CAR, including Baguio City was also implemented not only to promote their products but also to showcase how science and technology can help in improving micro, small and medium enterprises (MSMEs). Simultaneous activities were also conducted such as the SAFE Project Launching on October 9, 2017 at the Kalinga State University, Tabuk City, Kalinga; blessing of the PSTC-Kalinga building on October 12, 2017 and project visits of DOST guests and media to SETUP-assisted cooperators.
The RSTW is the regional offices’ celebration of the National
Science and Technology Week (NSTW) which serves as a platform of informed exchanges on important S&T issues, developments, and locally developed technologies. As the DOST’s implementing arm in the Cordillera Administrative Region, the DOST-CAR has used the RSTW as a platform to beef up its S&T promotion and advocacy activities. The conduct of the RSTW in CAR was integral in promoting the Department’s programs, projects and activities as well as the promotion of recent research and development breakthroughs of the DOST’s RDIs and Sectoral Councils. The focus on technology innovation in support to micro, small and medium enterprises (MSMEs), the academe and other stakeholders has likewise helped in ensuring that science, technology and innovation will play a role in the development of the Cordillera region. Recognizing MSMEs’ Role in Development One highlight of the activity was the conduct of the Annual Summit of Enterprising SETUP Clients and Opportunities (ASENSO) where best SETUP Adoptors representing the five (5) provinces were recognized. Indeed, it was a joy to see the people of Kalinga appreciate and line up to view the S&T exhibits, particularly the interactive exhibits of PAGASA and PHIVOLCS. The concerted effort and hard work of the staff to ensure the week-long event’s success was rewarded with seeing participants, especially school children eagerly line up to enter the RSTW venue. This has reinforced the belief that S&T appreciation is possible, if only events such as these are brought to the grassroots and people are given a chance to experience first-hand, the wonders of science, technology and innovation. On another note, the Regional Invention Contest and Exhibit (RICE) was held on November 6-8, 2017 at the Baguio Convention Center. Again, it was successfully conducted by the DOST-CAR and finalists were identified to represent the Cordillera Region in the upcoming national contest in 2018. It can be said that the innovativeness and ingenuity of the participants, especially the high school and college students were highlighted during the threeday event. With the conduct of these two major events, it has to be said that it would not have been successful without the support and partnership of various agencies and stakeholders. Heartfelt appreciation is due to the whole DOST system, partner government agencies including the local government units, the academe, media, the MSMEs and all who participated in the RSTW and RICE. But we will not rest on our laurels. In fact, the learnings in the implementation of the RSTW and RICE will be used to level up the conduct of upcoming events in the coming years. The public can rest easy that the DOST-CAR as an agency, is working tirelessly not only to implement its programs, projects and activities but also to ensure that these are brought to the people. The Department of Science and Technology-CAR thru the Provincial S&T Center- Benguet assisted the Camp 8 Arise Livelihood Association (CALA) based at Camp 8 Bontoc Village, Baguio City on their weaving and sewing livelihood through its Community Based Project.
The Department of Science and Technology (DOST)CAR, in partnership with DOST - Science and Technology Information Institute (STII), continues to bring S&T information to the grassroots thru the Science and Technology Academic and Research-Based Openly Operated Kiosk Stations (STARBOOKS).
CALA was provided with loom weaving machine, thread rewinder, and industrial type Sewing machine.
As of CY 2017 there are 102 STARBOOKS beneficiaries in the region, with Benguet leading by 30; followed by Apayao (19), Kalinga (14), Mt. Province (14), Ifugao (13) and Abra (12). DOSTCAR continuously monitors, updates and conducts trainings.
In addition to the provision of machines, the PSTC-Benguet also conducted a five-day training on Advance Loom Weaving and Advance Sewing from November 22-24 and 26-27, respectively, at the Livelihood Center Camp 8, Baguio City for the members of the said organization. “Product consistency is perfected by innovative design and pattern, while sewing is perfected by practice and learning from your mistakes ” said Mr. Lito F. Mallagay who served as the trainer on sewing. The participants can now weave cloths with different ethnic designs, which the skill they were not able to do prior to the technology intervention provided by DOST-CAR PSTC-Benguet. On the second session of the training, the participants were taught most and foremost, on how to make patterns as prerequisite to sewing woven bags. They were able to sew back pack and sling bags as their outputs. “My heartfelt gratitude to the DOST as well as the resource persons for the five-day activity. Indeed, we have learned a lot and hope to use it to fully benefit from the assistance”, Ms. Ellen Falansi, President of CALA, said at the end of the training.// cgd&pmt
Trainings focused on the operation of STARBOOKS and the new updates to the information system. During the fourth quarter of 2017, librarians and I.T. personnel of three (3) schools in Ifugao namely; Tinoc National High School, Danggo National High School, and Kalanguya National High School were trained in November 16. Meanwhile, staff from four (4) schools in Apayao; Capannikian Elementary School, San Francisco National High School, Apayao Community Learning Center and Flora National High School received training on November 21, 2017. Ms. Christine Joy A. Tayab, project staff under the S&T promotion unit conducted the trainings, monitoring and updating. In Baguio City, STARBOOKS Orientation was conducted at Easter College in December 8, while units installed in Philippine Science High School, Remnant International College and the University of Baguio were monitored and updated in December 15, 2017. As a result of the SFTP Caravan held during the first quarter of this year, LGU Danglas in Abra has requested for the installation of STARBOOKS in six (6) identified elementary and high schools in the municipality; however to fulfill their request—depends on the availability of their computer units and its compliance to the required computer specifications, training, availability of focal persons, and POD as per requirements set by DOST STII.//dglc

news Graphic Designing for Packaging and Labeling conducted in Apayao Since graphic designing has other possible applications, the participants continued attending the Training on Graphic Design Using Photoshop and Illustrator on December 20 – 21, 2017 at PSTC Apayao. Mr. Lagaban, a Science Research Specialist I of DOST - CAR, has the technical expertise on this, hence, he was again tapped as the resource person. As an application of this software, the participants designed T-shirts and mugs using the scenic views of Apayao. The designs they prepared were printed on T-shirts and mugs using the High Speed High Image Quality Printing Machine equipment funded by SETUP for Unitech Enterprises to evaluate their output. This equipment is already being used not only for printing T-shirts, mugs and tarpaulin but also for printing sticker product labels and paper boxes packaging material. High Speed Image Quality Printing Machine funded by SETUP for Unitech Enterprises. Packaging is very important not only for food products but for non-food products as well. With proper packaging, products are delivered to the end-user in their intended form at the least possible cost and with minimum material waste. Packaging is the art, science and technology of enclosing or protecting products for distribution, storage, sale and use. Because the packaging material acts as a silent salesman, a properly designed packaging material and label will ensure that products are bought by customers. It is in this context that a Training on Graphic Designing for Packaging and Labeling was conducted by DOST – Apayao Provincial S&T Center in coordination with the Packaging and Labelling Unit of DOST – CAR on December 18 – 19, 2017 at the PSTC Apayao with the DOST – CAR In-House Designer, Mr. Ramiel L. Lagaban as Resource Person. Mr. Lagaban discussed the Mandatory Food Labeling Requirements based on Philippine Standards as implemented by the Food and Drug Administration. This was followed by the principles of basic graphic designing. Participants to the training include IT experts of the Governor’s Office and Office for Agricultural Services of PLGU – Apayao, LGU – Luna, Apayao, Apayao State College IT instructors and students, Unitech Enterprises (SETUP Proponent) and Saranay MPCI (convergence project proponent). While it is true that the participants have IT background, they showed the eagerness to upgrade their knowledge on graphic designing and labeling requirements. Each participant prepared their respective product label design based on the package design brief and other information needed. The participants are expected to be of help to the MSMEs in their respective localities for their packaging and labeling needs. Processed products could not be sold if there is no product label. The Unitech Enterprises, a SETUP proponent, is already helping some MSMEs in designing as well as printing their packaging material with their product label. This training is actually part of the science and technology interventions in the implementation of his SETUP project.

With these trainings, it is hoped that the locally designed product labels, t- shirts, mugs and other products will be improved and that the MSMEs will patronize the designing and printing services being provided by our SETUP proponents.//dgvmanangkil
SETUP upgrades facilities of clothes firm in Apayao J.D.’s Print and Sew Center is the trusted service provider for printing and sewing sportswear, corporate uniforms, T-shirts and other similar products. Thru the Small Enterprise Technology Upgrading Program (SETUP) of the DOST, the firm was able to acquire a dye sublimation wide format printer and a color match fabric press. With these equipment, printing of sportswear, corporate uniforms, t-shirts, and specialty products such as mugs, slippers, identification cards, bags, blankets and other souvenir garments will be made easier thereby reducing the cost of production, improve the quality of the products and eventually, increase productivity by at least 15% per annum. Yearly, the PLGUs, LGUs and even the national line agencies conduct sports competition for their respective clients. Sewing and printing of sportswear were usually sourced outside the province before due to inavailability of service providers. J.D.’s Print and Sew Center saw this as a business opportunity. Her sublimation printers and heat press were only for A4 and A3 sizes and are not capable for mass production. Hence, she requested for the upgrading of her printing facilities thru DOST. For her sewing equipment, she has invested on a 191D sewing machine, edging machine, piping machine, zigzager machine and mechanical cutting machines so that she will be able to produce in bulk. With these facilities, coupled with her expertise in digital designing of garments, she now offers quality and affordable clothing lines as well as specialty products like mugs, slippers, identification cards, bags, blankets and other souvenir garments. In keeping with the theme, “Science and Innovation for the People”, the RICE in CAR featured a total of 51 entries in five (5) contested categories as follows: Utility Model- 13; Creative Research (Likha) - 6; Creative Research (Sibol-College) - 13; and Creative Research (Sibol-High School)- 19. Majority of the participating entries came from the academe representing Higher Education Institutions (HEIs) both from the public and private. Likewise, provinces represented include Apayao, Benguet- Baguio City, Ifugao, and Kalinga. Identification of winners were based on the standards set by the DOST-TAPI with judges coming from the DOST system and the Intellectual Property Rights Office- Northern Luzon. 4th Quarter SETUP Updates The Small Enterprise Technology Upgrading Program Core is the DOST’s banner program designed to improve the productivity and production process of micro, small and medium enterprises (MSMEs) through the provision of appropriate technologies and technical assistance. With the additional approved SETUP Core projects for 2017, the total projects approved is now 54 new projects that are representative of SETUP priority sectors. These projects are broken down as follows: Abra-10, Apayao-8, Benguet (including Baguio)-9, Ifugao-8, Kalinga-9 and Mt. Province-10. Meanwhile, the Small Enterprise Technology Upgrading Program-Non Core is the DOST’s banner program designed to provide Community Based Projects (CBPs) to qualified associations/organizations, LGUs and other stakeholders to address technological problems in improving their productivity and competitiveness through S&T interventions. These include technology upgrading, packaging and labelling, technology trainings, and laboratory analysis among others. The sectors covered by the program are similar to that of the SETUP Core and include Food, Gifts, Decors and Handicrafts (GDH), Agriculture/Aquatic/ Marine, Metals and Engineering, Furniture as well as other priority sectors. The technology interventions provided under the SETUP Non-Core are provided through the DOST-CAR’s Regional Grants-in-Aid funding mechanism and is provided to the beneficiaries as grant.

news DOST-CAR promotes double zero waste in the Abra furniture industry through FPRDI technologies mixed-media designs provided by FPRDI under the guidance of Mr. Fernando M. Pesigan, Science Aide of the same institution. In addition to mixed media design and wood finishing techniques, FPRDI also provided the participants hands-on training on resin casting/lamination.
Training on Mixed Media Furniture, Resin Lamination, and Upholstery in partnership with DOST-FPRDI, promoting double zero waste in Bangued, Abra on November 7-11, 2017. Recognizing the need for local furniture makers to stay competitive in the market, the Department of Science and Technology-CAR thru the Provincial S&T Center- Abra conducted a series of trainings for Abra-based furniture producers. In partnership with Forest Product Research and Development Institute(DOST-FPRDI), the training on Mixed Media Furniture, Resin Lamination, and Upholstery was held on November 7-11, 2017 at the Provincial Science and Technology Center and Balbin’s Furniture in Bangued, Abra. In furniture making, mixed media pertains to the use of different raw materials like wood, metal, bamboo, rattan and others in a single product. Resource speaker Forester Moreno L. Santander, Jr., Science Research Specialist II of FPRDI, underscored that one of the main advantages of mixed media design is that producers can use left-over materials from production and turn them into something useful. He added that furniture makers can create distinct products from their own designs and raw material combinations to set them apart from other companies. Likewise, furniture makers can take advantage of raw materials endemic in their locality to create designs that would be difficult for others to copy. Forester Santander also emphasized that product development should be an integral part of a company’s activities. He added that it is a continuous process that involves research of possible materials and their characteristics, concept generation or visualizing and sketching possible designs, and evaluation of the components of the product. Forester Aralyn L. Quintos, FPRDI Senior Science Research Specialist also discussed wood finishing techniques, and remedial measures on finishing problems. Mr. Eduardo M. Atienza, Science Research Analyst, meanwhile gave FPRDI recommended procedures in finishing. Participants were also given a chance to work on actual
Resin is a highly viscous substance that comes from plants or synthetically produced. In resin casting or lamination, synthetic resin and other materials such as scrap wood, shells, leaves, etc. are put into a desired mold and allowed to harden. Products that can be made through this process include accessories, drawer handles, and decorations, among others. “Imagination is the limit in creating resin laminated products,” said Forester Quintos. The five-day training is one of the programs of PSTC-Abra to support local Micro Small and Medium Enterprises through the sharing of DOST technologies. Furniture-making is one of thriving industries in the province because of the availability of raw materials for furniture. However, recent restrictions on the harvest and use of certain hardwoods have posed some challenges to the local furniture industry. “There is a need to expand the raw material base in furniture production so that local producers can remain competitive,” explained Mr. Menandro B. Buenafe, Provincial Science and Technology Director of Abra. Mr. Buenafe further said that this training can also help the local furniture makers minimize waste by giving them ideas on how to transform scraps into useful materials. “For example, here in Abra, Balbin’s Furniture, one of our cooperators for Small Enterprises Technology Upgrading Program, is already practicing zero waste in its production process,” he added. Balbin’s Furniture turns scraps of woods, bamboo, wood shavings and even saw dust into high valued by-products. Their trimmings are usually used as fuel for the lumber kiln dryer and the excess are mixed with saw dust to turn into charcoal briquettes. The process of making charcoal briquettes also produces another by-product, liquid smoke, which can be used as deodorizer, disinfectant and insect repellent. As a breakthrough in recent years, FPRDI experts introduced another way of using waste materials by turning scrap wood, bamboo and saw dust into mosaic accents in furniture. Balbin’s Furniture adopted this method in their business and began creating furniture with mosaic accents. These products found their way in big markets after being exhibited in the SM Mall of Asia during one of the National Science and Technology Week events, a yearly activity organized by DOST to promote science and technology in the country.//mlslumioan

news An Iyapayao DOST Scholar, Top Five in the LET “To study in college is an easy decision to make, but to finish college is a very difficult task to do. It requires a great deal of patience, hard work, determination coupled with investment of time, effort and money”, Mr. Richard J. Galano, Top 5 in the recently conducted Licensure Examination for Teachers – National Level and Top 1 – Regional Level (for Region 02). Mr. Galano is the fifth of the six children of Romeo and Angelina Galano of Malekkeg, Sta. Marcela, Apayao. He took his elementary education at Melekkeg Elementary School and his secondary education at Sta. Marcela National High School both in Sta. Marcela, Apayao. He graduated as First Honorable Mention in his elementary and secondary education. Initially, his parents did not want him to go to college because they did not have enough finances to sustain his education. His father is a farm worker and his mother is a housekeeper. Hence, after graduating from high school, Mr. Galano helped in the farm, harvesting rice to earn for his college education. He was aware that his earning was not enough, so he solicited the assistance of his relatives for his subsistence in his college. He stayed with a family as student ward for his first year in college. To meet the pressures of the school to maintain his high grades, he stayed at the dormitory in his second year in college with the blessings of his relatives. His parents were obliged to borrow money when there were requirements in the schools which needed funds. During his second year in college, one of his friends had encouraged him to apply for the DOST Scholarship. With his will to finish his college education, he continuously prayed to GOD to help him in his endeavor. Luckily, he was one of the recipients of the 2015 Junior Level Science Scholarships (JLSS) for the Third Year College Students of the Science Education Institute (DOST-SEI). With all his untiring efforts to reach his ambition coupled with “God’s amazing grace” as he termed it, he graduated as Magna Cum Laude in Bachelor of Science in Education major in Mathematics at Cagayan State University, Tuguegarao City, Cagayan on June 9, 2017. Aside from this, he was also awarded by CSU as Best Student Teaching Demonstrator, Academic Excellence and Latin Awardee; and by the Civil Service Commission, an Honor Graduate Eligibility. This young man never forgot to count all the blessings God had provided to him. He owes his success to God and his determination that he can make it no matter what. After graduation, he was hired by CSU as part – time faculty during the summer class of 2016 – 2017. He is now a full time senior high school faculty of St. Paul University Philippines. He is also taking his Master of Science in Teaching major in Mathematics at the same university. The Department of Education –Apayao Division is also offering him a Teaching position but he had an earlier contract with St. Paul University of the Philippines. Recently, LGU - Sta. Part of the ASENSO was the motivational talk on business innovation and entrepreneurship by Mr. Clarke S. Nebrao, Chairman of the Association of Laguna Food Processors. In his talk, Mr. Nebrao underscored the importance of pursuing science, technology and innovation in business. He also shared his experience as a budding entrepreneur and the key qualities needed to succeed in business. Disaster Risk Reduction and Management (DRRM) Another highlight of the 2017 RSTW in CAR is the DEWS IEC and Drill on October 12-13, 2017 in partnership with PAGASA, ASTI, City Government of Tabuk, Kalinga and the Provincial and Municipal DRRMOs in the Cordillera region. Participants were oriented on the DEWS program as well as the salient features of the Memorandum of Agreement (MOA) to be signed by the stakeholders in the implementation of the program. The second day of the activity was the conduct of the flood drill which was participated in by residents of selected barangays in Tabuk City, Kalinga. Simulation activities as well as the use of the installed devices under the program were successfully done. Similarly, the launching of the DRRMIS (Disaster Risk Reduction Management Information System) was done during the Opening Ceremonies on October 10, 2017. The information system was developed by the DOST-CAR in partnership with the Cordillera DRRM Council to aid the Local Government Units on disaster prevention and mitigation. A DOST and Congressman’s Night was sponsored by Congressman Sonny C. Mangaoang of Kalinga on October 13, 2017. Secretary Fortunato T. Dela Peña was the guest of honor during the activity and he extended his appreciation for the full support of all partners in the conduct of the RSTW in CAR. The evening was capped by the awarding ceremonies for key partners such as the PLGU-Kalinga, Office of the Congressman-Kalinga, Kalinga State University, DOST-STII and Philippine Information Agency-CAR. The success of the event, which was held for the first time outside of Baguio City-Benguet has encouraged the DOST-CAR to bring the RSTW celebration to other provinces in the succeeding years. However, bottled drinking water, foods for infants and young children such as infant formula, followup formula are exempted as it has its own prescribed labeling guidelines. Other exemptions are prepackaged foods in multi-units retail packages such as candies with surface area less than 10 cm2 when sold together with the primary packaging and foods that are served or sold in restaurants which are not labeled or prepackaged and available to the consumer for immediate consumptions. Aside from Mandatory Food Labeling Requirements, Mr. Lagaban also discussed the Parts of Label Design and Trends on Packaging. The Department of Science and Technology through the Provincial Science and Technology Center Benguet, the Department of Trade and Industry-Benguet, and the Department of Agrarian Reform-Benguet converge to conduct a Seminar on Packaging and Labeling for the Agrarian Reform Beneficiaries in Benguet on November 10, 2017. This was held at the Health 100 Ecolodge, Magsaysay Ave., Baguio City. There were about 47 participants with 18 identified firms or associations from the different municipalities of Benguet who attended the said activity. Based on the DOH Administrative Order No.2014-0030 Revised Rules and Regulation Governing the Labeling of Prepackaged Food Products, DOST-CAR In-house Designer Mr. Ramiel Lagaban, who served as the Resource Person, explained the Mandatory Food Label Requirements for all registered products. The Mandatory Food Label Information includes the brand name/trademark, product identity name or the name of the product, net content declaration, ingredients declaration, name and address of manufacturer, packer, re-packer, importer, trader or distributor, country of origin, expiry date or expiration date / use by date, consumed before date (recommended last consumption date), storage condition, and direction/ instruction for use. It also includes the Lot Identification Number that clearly identifies the lot/batch when product was produced. Food Allergen Information must also be included. It should be indicated clearly and indelibly on all product labels and located directly below the list of ingredients.
