Everything’s Bigger in Texas at the TowXpo

As we recap all the excitement of ShowPlaceLas Vegas in this issue, we also look forward to our next big event, TowXpo in San Antonio, TX on July 16-18. Tow company operators and owners will be checking out the latest tools and technology, along with gathering practical takeaways from the

American Towman Academy. Overall, the goal of this Texas-sized event is to provide a brain trust of seasoned tow pros who “tow the talk” in roadside safety, business leadership, and governmental requirements.

In addition, San Antonio as a visitor destination has much to offer. There’s nothing quite like the River Walk. Gainesville Weighs Towing Overhaul

Gainesville city commissioners are weighing changes to the city’s towing ordinance after a police review found outdated language and a surge in resident complaints. Following nearly three hours of discussion, the commission voted 6-0 to have staff return with options, including banning vehicle booting and roam towing, limiting enforcement in multifamily communities, or revising the ordinance altogether.

Police officials presented data showing confusion around towing categories—callin, roam, and trespass—and noted that immobilization, or booting, is not clearly defined. Officials also cited inconsistent fees and limited tools to address violations.

Data revealed towing peaked in 2021 with 951 incidents, while 2026 saw fewer tows but a spike in booting, with 667 vehicles immobilized in just 19 days in March. Currently, nearly 600 properties contract with four tow companies.

Commissioners are also considering capping booting fees at $65 to align more closely with nearby jurisdiction.

Towman Rescues Moose From Ice

A towman from the Saskatchewan province in Canada said a routine afternoon call turned into an unexpected wildlife rescue when he pulled a moose from icy water and brought it home to recover. Clint Gottinger, owner of Rebel Towing, was headed to two jobs when he spotted the animal trapped in ice about 200 kilometers east of Saskatoon. He said he immediately turned around, deciding the rescue took priority over his scheduled calls.

“I can’t leave him. Everyone has to wait. This is a priority,” Gottinger said. Using his tow truck’s tilted deck and a soft sling, Gottinger and nearby residents worked together to pull the exhausted moose free. The animal was loaded onto the truck and transported to his home, where Gottinger called his wife to bring blankets. She rushed outside as he arrived, helping cover the moose while it rested on their deck overnight. Gottinger said the moose regained strength and stood up later that evening, remaining near the property through Sunday before walking off Monday morning.

Connecticut Tightens Towing Sale Rules

A bill that could significantly impact towing operations has passed the Connecticut Senate and now awaits final approval from Gov. Ned Lamont. Under Senate Bill 413, towing companies will face tighter restrictions on when they can sell unclaimed vehicles. Units must now be at least 15 years old and held for a minimum of 30 days before a sale can proceed. Previously, some vehicles could be processed in as little as 15 days, allowing for faster turnover. For operators, this means longer storage times, increased lot management considerations, and potential cashflow impacts tied to delayed disposals. The

bill also mandates a new DMV-run online portal, which could streamline vehicle location for owners—but may also reduce the number of vehicles that ultimately go unclaimed.

Montana Tow Operator Sues City, Former Police Chief

A federal lawsuit filed in Hardin, Montana accuses the city and former Police Chief Paul M. George Jr. of improperly removing a towing company from the police tow rotation. Laurie Tschetter, owner of GV Towing, claims her company lost revenue after being excluded from police-requested towing calls

despite maintaining required state certifications. According to the lawsuit, disputes between Tschetter and George began in 2024 following disagreements over towing response times and a missing person’s report. Tschetter later filed a complaint against George with Montana Public Safety Officer Standards and Training. The suit alleges George later declared GV Towing ineligible for towing work and permanently removed the company from the rotation without notice or a hearing. Attorney Matthew Monforton argues the city violated Tschetter’s constitutional rights and retaliated against her protected public criticism. The lawsuit seeks damages, attorney fees and reinstatement to the tow rotation.

Cleveland Weighs Higher Impound Fees

The city of Cleveland is considering higher fees for drivers whose vehicles are taken to the Cleveland Police impound lot. Under the proposed legislation, daily storage fees at the city’s impound facility, operated by a private contractor, would increase in response to rising towing and operating costs. The contractor already collects storage fees in addition to towing and impound charges.

Currently, the city charges $125 to tow a vehicle. That fee rises to $175 when a driver is arrested and drops to $50 when police recover a stolen vehicle. Cleveland also charges a $30 impound fee, reduced to $10 for recovered stolen vehicles.

A separate proposal introduced in late 2025 would exempt crime victims from impound-related fees tied to police investigations.

Councilman Mike Polensek said officials are still refining that measure as towing companies face growing challenges, especially related to handling heavier electric vehicles that often require flatbed transport.

Surging Diesel Prices Squeeze Towing Industry

Diesel prices have surged far faster than gasoline since the outbreak of the U.S.-Israeli war with Iran on Feb. 28, raising concerns across transportationdependent industries. According to the U.S. Energy Information Administration, diesel costs have climbed about 45 percent, compared to a 35 percent increase for gasoline. The agency expected diesel to peak above $5.80 per gallon in May. The sharp rise is tied to tight global supplies worsened

by disruptions in the Persian Gulf, a major exporter of diesel and jet fuel.

“You’ve lost that supply in a market that was already tight, and there’s no way to replace that,” said Jason Gabelman, Managing Director, Energy Equity Research at Cowen and Company.

For towing companies, the impact is immediate. In Missoula, managers at Red’s Towing & Accessories Plus say their diesel-powered fleet runs constantly, making fuel costs unavoidable. “Our trucks are on the road all day, every day—we see the impact,” said manager Brittany Cowan, noting the company has added temporary fuel surcharges while absorbing some costs. As diesel prices remain elevated, towing operators nationwide face tighter margins and shifting demand.

Opposition to Federal Gas Tax Suspension

Major trucking associations oppose President Donald Trump’s plan to suspend the federal gasoline tax, warning it would provide minimal relief while risking highway funding. The American Trucking Associations, Truckload Carriers Association, and National Tank Truck Carriers said most savings would not reach consumers because the tax is collected at the wholesale level.

They estimate drivers would save about 30 cents per week, compared with the 18.4-cent per-gallon federal tax, and say eliminating it would weaken the Highway Trust Fund that pays for roads and bridges.

Trump said he is considering a temporary suspension of the tax as oil prices rise amid conflict with Iran, acknowledging savings would be modest and potentially short-lived.

Gas prices have surged substantially as supply disruptions affect global markets, while analysts say a tax holiday would likely cut prices only 10 to 16 cents.

Lawmakers remain divided, with supporters calling for temporary relief and critics warning past gas tax holidays produced limited benefits and funding gaps.

Tennessee Towman Stops Knife Attack

Towman Tony Cate became a hero during a violent incident on April 21, 2026, in Jefferson City, Tennessee, stepping in to stop a knife-wielding attacker and protect a longtime friend. Cate, owner of TNT Towing, was at Lakeview Market—part of a routine he says he’s followed “almost every morning for 20 years”—when he heard a commotion at the front of the store. A woman had moved behind the counter into the deli area, holding what Cate described as a large knife, possibly 18 inches or longer. Realizing the seriousness of the situation, Cate didn’t hesitate.

“It was all or nothing,” he said. He rushed behind the counter just as deli manager Christie Sims struggled to keep the attacker from driving the blade into her stomach. Cate grabbed the suspect, disarmed her, and forced her to the ground, holding her there until police arrived.

Keeping Customers Out of Harm’s Way

When a vehicle breaks down on a busy highway or rural shoulder, the tow operator’s first responsibility extends beyond vehicle recovery—it begins with customer safety. Every year, hundreds of motorists are injured or killed after stopping on the roadside, often because they don’t fully understand the dangers of traffic exposure or the right safety measures to take while waiting for help. For towing and recovery professionals, this represents both a challenge and an opportunity: guiding customers through a vulnerable moment with the right mix of expertise, care, and communication.

Customer roadside protection isn’t just good practice—it’s a critical obligation that protects lives, enhances industry reputation, and underscores the professionalism of today’s towing operators. The two most important responsibilities of a tow truck operator at any incident scene are ensuring both personal safety and protecting customers. These responsibilities must be taken seriously at all times. Operators should have the ability to anticipate potential hazards, plan ahead, and implement safety procedures efficiently and effectively.

A thorough review of company policies, procedures, and guidelines must be conducted regularly, to ensure tow operators remain in full compliance, especially regarding safety practices. A well-developed safety plan should be followed on every call so it becomes second nature.

Customer well-being begins the moment a service request is received. While gathering essential information, ask questions to assess the situation:

• Are they blocking a traffic lane?

• Can they move the vehicle to a safer location?

• Is it unsafe where they are?

Customers often want to be nearby the recovery procedure. A tow operator must evaluate whether this is safe or not.

• If on the shoulder, how close are they to moving traffic?

Additional factors such as traffic flow, weather conditions, time of day, and visibility should also be considered. Always confirm the exact location and obtain a reliable callback number.

If conditions are hazardous—such as a narrow shoulder, blind curve, or congested highway—the customer should be instructed to remain inside the vehicle with the seatbelt fastened, hazard lights on, and doors locked until the tow truck arrives. In some cases, law enforcement assistance may be necessary to slow traffic or provide a protective buffer.

Upon arrival and making contact, establish a professional relationship that includes responsibility for the customer’s welfare. Use operator training, experience, and available tools to make the scene as safe as possible.

Never leave a customer in an unsafe situation—even if payment is an issue. At a minimum, help them reach a safer location. This applies not only to traffic hazards but also to unsafe environments, such as highcrime areas or isolated locations at night.

Many customers are unfamiliar with proper roadside safety practices and depend on the expertise and guidance of a professional tow operator. While pedestrians may hesitate to follow instructions,

employing clear communication, professionalism, and diplomacy often encourages compliance. If necessary, request assistance from law enforcement.

Based on a tow operator’s assessment, determine the safest

place for the customer to wait. In most cases, this will either be inside their vehicle or the tow truck. If they remain in the vehicle, instruct them to wear a seatbelt.

Customers often want to stand nearby and watch the recovery

procedure. A tow operator must evaluate whether this is safe or not. In areas with active traffic, it is strongly recommended that customers remain inside a vehicle.

If the customer stays on scene, keep track of their location at all times. Do not allow anyone to wander along the roadside or stand in unsafe areas. Specifically:

• Never allow a customer to walk between the tow truck and the disabled vehicle.

• Keep clients away from traffic and operational hazards.

• Make sure children are under constant supervision.

Entering and exiting a tow truck can be unfamiliar and potentially dangerous for customers. Provide clear instructions on using handholds, steps, and maintaining three points of contact.

Be mindful of the footwear a customer is wearing such as flip-flops or high heels, which exponentially increases the risk of slipping or tripping. Offer physical assistance only if it is requested, necessary, and within personal capability. If additional help is needed, seek assistance from someone with appropriate training. Customers should not be allowed to assist with any work a towman is performing. Do not request or permit customer assistance during roadside operations, even if it is voluntarily offered. Customers are not properly trained and have neither the experience nor the proper attire to perform a tower’s job safely. If the customer is injured while assisting the tow truck operator, the tow company and/or tow truck operator may be subject to legal liability.

Should customers be allowed to ride in a vehicle being towed or transported? This practice has been debated for many years and is still a subject of disagreement. Leaving customers on the side of a highway is not safe, and having them ride in a vehicle being towed or transported is also not safe. All transportation options available should be considered before making any decision.

• Is a second truck available?

• Is law enforcement available?

• Will a cab or ride-share service respond to the scene?

• Is it feasible to leave some customers in their vehicle while transporting some off the freeway to a safer location and return for the vehicle and additional passengers?

• Is there a customer with a disability that may require a properly trained person to safely move?

This is a subject that should be discussed in advance with the employer to comply with company policy. A plan should be in place before the need arises, including transport options and professional assistance.

It is generally illegal to tow or transport people inside a vehicle being towed or transported on public roads. Be familiar with and adhere to all local, state and federal laws that permit and govern this practice.

Although it is considered highly dangerous, it may not in fact, be illegal.

In reviewing the California Vehicle Code, there’s no specific law stating it is illegal to allow people to ride in a vehicle being towed or transported. The law does specifically state that people cannot ride in an area of a vehicle not designed to carry passengers. It is entirely illegal to allow a customer to ride in the trunk of a vehicle or in the bed of a pick-up truck, as these areas are not designed to carry people.

Additional laws that are not specific to this issue may still apply, such as regulations related to unsafe loading. If the decision is made that the safest option available is to have the customer ride in the towed or transported vehicle, and it is not illegal or against company policy, follow these guidelines:

• Make sure all truck and equipment

is in top notch condition.

• Follow all appropriate towing procedures (safety chains, tow lights, securing the steering wheel, primary wheel restraints, etc.)

• Never allow anyone to ride in the driver’s seat of the disabled vehicle.

• Everyone must wear a seatbelt.

• Agree on a way for the customer to communicate with the tow operator if needed.

• Proceed to the nearest safe location and move everyone out of the vehicle.

Safety should always be the top priority. A well-prepared and consistently applied safety plan protects both tow operators and their customers. By staying alert, following procedures, and adapting to changing conditions, a tower can ensure that every service call is handled as safely as possible. Customers rely on the tow operator to help ensure their safety.

Safely Securing Loads

Improper load and transport techniques often lead to tragic results. For example, in April 2021, an experienced owner/ operator in Kansas was killed when a car he was delivering rolled off the carrier’s deck and onto him, crushing him as he stood at the end of the tailboard.

Specific to carrier loading and offloading operations, there’s one specific safety requirement that many towers overlook during carrier loading

scenarios—a lack of necessary vehicle securement. Failing to apply topside straps or chains that will prevent a deadly rollaway when vehicles detach from tilted carrier decks often ends in tragedy. This simple safety step takes only a minute to apply, and should never be ignored.

Vehicles roll off flatbed carriers when operators ignore this single most critical safety measure. Once a carrier’s deck is tilted, nothing will stop a driverless, rolling vehicle that’s not restrained.

In another example of this type of preventable tragedy, on April 01, 2024 in Green Bay, Wisconsin, a tow operator was crushed to death as a result of not securing the vehicle prior to stowing the deck. Reported by OSHA, an investigation determined that once the vehicle was pulled onto the carrier’s deck using a winch and standard V-bridle setup, the deck was nearly level and brought to the stowed position. At this moment, the

operator climbed onto the deck to obtain hold-down chains from a forward storage area.

While the car was still in neutral

and at a minimally sloped angle, this unsecured vehicle detached from the bridle’s J-hooks and rolled forward into the operator, crushing

him between the vehicle and the carrier’s headache rack.

SUBSTANDARD PRACTICES

Tow operators either winch or drive vehicles atop tilted decks, and then go about other duties instead of first attaching topside safety restraints. After loading, some operators may shift the transmission into Park and/or apply the vehicle’s E-brake. Without a safety strap in place, though, a vehicle remains subject to an unexpected release.

Once transport is complete, many tow operators loosen the winch cables and disconnect V-bridle hooks before jumping into the vehicle and either drive it off, or let it roll off the deck.When climbing atop a tilted, slippery deck, operators risk a slip-andfall accident. This practice can lead to injuries that result in costly Worker’s Compensation claims.

While Federal law requires that vehicles are secured atop carrier decks, tow operator opinions are divided about whether or not they should shift the transmissions into Park or into gear when applying the vehicle’s emergency brake. If a tow operator doesn’t engage the transmission, and a DOT scale officer happens to find the vehicle is not secured, a citation will likely be issued.

Manufacturer’s guidelines and recommendations are quite specific about safe practices in carrier loading and off-loading. These include:

• Ensure that transport vehicles are in gear with E-brakes engaged.

• Never drive a vehicle onto a carrier’s deck.

• Before setting the deck, secure the front of the loaded vehicle to topside clevis slots or hooks

NUMBERS DON’T LIE

Despite clear safety guidelines, since 1999 more than 30 operators have been killed in industrial scenarios when vehicles rolled off carrier decks, and pinned or crushed operators as a result of “Rollaway Vehicle Syndrome.”

As OSHA, NIOSHA and CDC investigations report, “…operators failed to attach topside safety straps/chains, set the vehicle’s e-brake, shift to neutral, or place chock-blocks to prevent rollaway.”

These investigations specified that several operators were standing at the rear of carrier decks when the winch released, and in two rare cases, operators were on the deck standing between vehicles when they rolled forward. These are recognized causes of fatalities that many towers might not immediately identify.

Disregarding the importance of attaching a topside safety strap or chain before tilting the deck to

stowage position is a potentially deadly practice. The importance of adding the topside safety strap or chain is not a new recommendation, yet some operators still neglect this critical precaution.

Moreover, towers regularly overlook the importance of securing winched-on vehicles when the carrier deck is in a tilted position. This additional bit of securement must be attached before the carrier’s deck is stowed in the forward and locked position. For one reason

or another, this common practice is too often ignored, putting safety at risk and increasing the likelihood of preventable incidents. Simply attaching a topside strap to the vehicle once it’s winched to transport position will likely ensure it remains secured.

AVOID THE ROLLAWAY ZONE

The topic of driving on and off a carrier deck has long been a subject of debate within the industry. For ◀

towers who believe it’s faster and safer to drive onto carrier decks, it’s critical to consider the risks if the winch lets go, or the vehicle unexpectedly slips, and the operator is positioned behind an open door, directly in harm’s way during a potential rollaway.

Towers are reminded that rollaway dangers exist at all tow and recovery-related scenarios. Vehicles being winched from any location may disengage from free-spool, disconnect, or cable separation. When vehicles are winched onto flatbed carriers, even during the most routine jobs, they’re prone to letting go if operators failed to confirm that the free spool didn’t relock.

Corrective steps must always be taken to hold a vehicle’s weight in the event of cable separation,

V-bridle (chain) break, or other mechanical failure involving carrier winches. While rearward rollaway is more common, vehicles situated on a sloped carrier’s deck can experience an unexpected forward rollaway. Mechanically speaking, when angle and slope are present, gravity and momentum can takeover to create an unintended rollaway incident.

The tow, transport, and recovery environment creates dangerous working conditions requiring towers to anticipate all possible hazards. This is particularly true in flatbed carrier operations, where proper procedures extend well beyond what online sources can effectively teach.

If carrier operations don’t employ proper techniques, a disconnecting cable can occur swiftly, resulting in great bodily injury or death, even

when loading activities are typical and mundane. Towers must always be aware of their surroundings, especially when loading and offloading procedures are active.

BEST EQUIPMENT INCREASES SAFETY

Outfitting carriers with modernday tow accessories helps lessen the likelihood of an unintended catastrophe. Ideally, carriers should be upgraded with remote-control units, which effectively allows towers to remain outside dangerous rollaway zones.

At the top of a list of “must have equipment” is a complete set of eight-point tie-down straps. When installing these straps, begin at the driver-side topside tire strap to ensure the vehicle remains properly secured in the event the deck must be

lowered during highway transport.

Topside safety can be achieved before a tilted carrier deck is stowed in a minute or less. J-hook chains that are located in topside recesses should be stowed toward the outside edge for easy access, and outside the path of potential a rollaway vehicle. Operators must never position themselves between a loaded vehicle and the truck’s headache rack.

At the end of the day, proper load securement isn’t just a standard procedure—it’s a responsibility that protects lives, equipment, and the reputation of every professional on the road. It demands a commitment to formal training, ongoing education, and on-site implementation from every tow operator.

Safety is always of paramount importance, and a common theme in all of the Academy’s presentations. Veteran tower Paul Stephens, who now works as R&D Manager for B/A Products, emphasizes its wide application.

“The American Towman Academy is a plethora of information for both rookies and experts,” Paul points out. “The available seminars directly impact an operator, their understanding of situational awareness, advanced roadside warnings, and proper reentry into travel to help keep us safer doing our jobs.” He also explains why this topic is addressed at the Academy on a regular basis:

The value of hands-on education can’t be overestimated. Hands-on education is crucial for fostering engagement, building practical skills, and bridging the gap between theoretical knowledge and real-world application. It develops confidence, critical thinking, and technical proficiency.

Steven Calitri sums it up this way:

A Full-Court Press to Recover a Tanker Truck

In basketball, a “pick and roll” is a well-known maneuver where a player on offense sets up a screen on the defender, and then moves toward the bas-

ket to receive a pass for shooting or driving down the lane. That’s simple enough, but a towman’s version of the pick-and-roll is way more complicated.

Just ask the crew from Seymour’s Wrecker Service, a long-time tow company founded in 1965 by John Seymour and based in Commerce, Georgia. They received a dispatch at 2:30 pm on April 22 of this year to a tanker loaded with phosphate which took a wrong turn and slid into a pond. Way bigger than Shaq, this sunken truck tipped the scales at about 80,000 pounds, and would require some tricky moves and fancy footwork to get unstuck.

Seymour’s called into play the company’s NRC 65-ton CSR65 Composite Sliding Rotator, manned by supervisor Justin Blackburn. Operators first attached a spreader bar to both main cables, along with securing 10-foot endless loops and 3/4-inch rim slings to the trailer wheels. At the signal for go-ahead, the recovery began with lifting and then leveling the trailer.

“Our first pick was to rotate the trailer onto the road, and bring

the truck and trailer back,” explained Mitch Seymour.

“We then sat the trailer down and repositioned our rotator for the second pick,” he added. This consisted of sliding the boom to the back of the NRC rotator, to reach out over the trailer. Next, the operators lifted and rotated the trailer around the turn and brought both units back.

“We then repositioned once more for our third pick, and brought the truck and trailer straight into the roadway across the dam,” Mitch said. The driver then reversed course across the dam, which required another 90-degree maneuver. For this turn, “We were able to run rim slings through the wheels and slide the trailer around the turn, and got the truck and trailer to its correct location.”

All told, once Justin was on scene with the NRC rotator, the job required only about an hour planning and effort—a slam dunk for Seymour’s.

A Helpful Technology—But Does it Violate Privacy Laws?

The majority of tow company managers have at least a working knowledge of license plate recognition (LPR) technology. However, as LPR continues to reshape the repossession industry, it has evolved from a niche tool into a strategic asset. Repo agents and managers considering whether to invest in this technology should consider its impact on efficiency and recovery.

Not long ago, repossessing a vehicle meant driving to multiple locations to find and recover the collateral. Repo agents routinely checked both home and work addresses, day and night, until they finally spotted the vehicle in default.

FASTER FUNCTIONALITY

Today, however, LPR is a more efficient tool to get the job done, by utilizing highspeed cameras mounted on a tow truck, or specialized “spotter” vehicles. These LPR-equipped vehicles travel the streets and parking areas every day, all day long. This new technology allows repossession companies to scan thousands of license plates per hour, cross-referencing them against massive databases of vehicles marked for recovery due to loan defaults.

In the past, repossessors relied on investigative leads and skip tracing to find hard-to-locate vehicles. With LPR, even the hardest-to-locate vehicle may be found with a single license plate scan.

Many repossession companies have spotter cars mounted with four externally mounted special cameras. The spotter car drives through apartment parking lots, shopping centers, storage yards, and up and down roads and highways. Every license plate visible to the camera is scanned. Industry standards and technical literature suggest that a single mobile LPR unit can typically scan between 1,000 and 5,000 license plates per hour, with a potential scan volume ranging from 8000 to 40,000 plates during a standard eight-hour shift. However, this number is highly dependent on the density of the environment, traffic flow, and the specific hardware configuration of the camera system.

In dense urban environments, the number of scans can increase significantly because the vehicle is constantly exposed to a higher volume of both stationery and moving traffic.

FINANCIAL CONSIDERATIONS

Generally, the primary cost associated with an LPR camera system consists of the initial hardware investment, which often reaches or exceeds $15,000 for a comprehensive, multi-camera vehiclemounted system.

However, purchasing and installation of a camera system is just the beginning. Beyond the physical hardware, agencies must also account for the integration of

software platforms that manage the dataflow between lending institutions and recovery agents.

LPR PROVIDERS

Among the most prominent vendors is DRN (Digital Recognition Network), which provides the L5M mobile LPR camera system. DRN operates by combining massive amounts of historical and real-time scan data, allowing repossession agencies to receive instant alerts when a vehicle on a "hotlist" is detected.

Another significant provider is Insight LPR, which focuses on providing professional agents with hardware kits and advanced analytics platforms designed to integrate seamlessly into existing repossession workflows.

PatrolWorks is an integrated Parking Management Solution developed by Ranger SST. The software digitizes parking permits and automates enforcement for multifamily residential complexes, commercial properties, and homeowners associations (HOAs) by integrating with mobile License Plate Recognition (LPR) camera systems mounted on security or spotter vehicles. This enables operators to scan entire parking lots rapidly from inside a vehicle rather than auditing spaces manually on foot.

Ynot Parking is a commercial parking and towing management platform that uses LPR technology to monitor vehicle access, validate visitor permits, and automate parking enforcement. Property managers and towing companies deploy the system to eliminate physical parking stickers, paper tickets, and manual permit tracking.

Generally speaking, companies using LPR can function not only as hardware manufacturers, but also as data brokers, maintaining vast

networks of repossession assignment forwarders and automobile lenders.

LEGAL CONCERNS

Academic analysis of surveillance technologies suggests that while LPR has increased the efficiency of repossession, it has also prompted significant legal and ethical discussions regarding privacy and the scope of data retention by private entities. In the United States, there is currently no singular federal statute that explicitly permits or prohibits the use of Automatic License Plate Recognition (ALPR) by private repossession companies.

Consequently, the legality of these systems is determined primarily by state law, which varies significantly across jurisdictions. In many states, the use of ALPRs by private businesses is permitted under the general umbrella of commercial data collection, provided that the data is used for legitimate business purposes, such as identifying collateral for repossession. Some states, though, have negative opinions on the use of LPR.

In December 2023, the Arkansas Attorney General issued an opinion stating that a company may not use an automatic license

plate reader to track and repossess vehicles. Maryland, Montana, Nebraska, North Carolina, and Utah have laws that govern the use of automatic license plate reader systems, although with different scopes and requirements.

DATABASE DETECTION

LPR technology functions by capturing high-speed images of license plates and instantly crossreferencing them against databases containing records of stolen vehicles, wanted suspects, or vehicles linked to active investigations. In addition to the repossession industry, LPR systems are instrumental in the rapid recovery of stolen property and the location of missing persons. In cases involving Amber Alerts or Silver Alerts, LPR networks provide a "digital dragnet" that can track a vehicle's trajectory across multiple jurisdictions in real-time.

While law enforcement success stories widely support the efficacy of LPR in stopping crime, experts also emphasize the importance of balancing these technological gains with privacy considerations and rigorous oversight to maintain public trust.

THE FIGHT AGAINST LPR

An article written in the April 24 edition of the online repossession news source, CURepossession, reported on a new Federal bill introduced in the nation’s Capital to limit LPR use. Titled the Surveillance Accountability Act, the newly introduced bill could significantly alter the use of LPR within the repossession industry.

The CURepossession report stated that, “While it does not single-out the repossession ◀

industry’s use of LPR, if enacted in any meaningful form, this bill would represent one of the most consequential shifts the repossession industry has seen in over a decade. The bill requires that any government search that significantly impacts privacy must be supported by a warrant based on probable cause. It goes further by addressing how data is collected and accessed in today’s digital ecosystem, particularly when that data is held by third parties.”

The bill would not directly regulate private repossession agencies, nor outlaw LPR usage in the private sector. Also, it does not prohibit the collection of publicly visible license plates.

It is clear that the Surveillance Accountability Act faces a difficult path forward. The opposition to LPR technology is primarily driven by civil liberties organizations and

legal experts who voice concern over the ability to reconstruct a person’s life, habits, and associations through the collection of location data. Organizations such as the American Civil Liberties Union (ACLU) have been at the forefront of this discourse, arguing that the indiscriminate collection of location data by private repossession companies constitutes a form of warrantless surveillance.

In many jurisdictions, these groups have lobbied for stricter regulations on how long data can be stored, who can access it, and whether it can be shared with law enforcement agencies without a warrant. While courts have generally been hesitant to ban LPR technology outright, they have increasingly scrutinized the "data broker" model, where repossession agencies sell or share their massive databases of location history with third-party aggregators.

Tow managers and repo agents are strongly encouraged to keep tabs on further developments in LPR legislation and make necessary business adjustments accordingly.

AT ShowPlace-Las Vegas Delivers a New Era

It marked a defining moment for the tow industry. The American Towman ShowPlace in Las Vegas this April blended growth and renewed energy across every corner of the event, while delivering a powerful reminder of the industry’s fervent strength and compassionate heart.

There was, unmistakably, a deep void felt due to the passing of the show’s founder, Steven L. Calitri, in December, yet his presence was felt throughout the show in ways that went beyond words. For his son, Steven C. Calitri, who took over the business after his father’s recent passing, being there accentuated just how much his father thrived in this environment.

Many companies attended the ACE Award Recap presentation this year celebrating exemplary service, reliability, and professionalism, a clear sign of the show’s growing reach and impact.

“I was working the floor, connecting with people, and drawing energy from every handshake and conversation,” he recalled. That same spirit carried through in this year’s event as his son witnessed a vibrant, packed trade show hall come alive in a way not seen in over a decade.

Beyond the main attraction, Welcome Night festivities featured a dynamic hands-on demonstration conducted by WreckMaster in the South Point Arena, followed by signature events like the Cactus Feast which drew over 1,000 attendees, offering a dynamic mix of carving stations, great food, and meaningful networking. Once again, The Desert Smoke was a hit, where guests enjoyed premium cigars and cocktails, creating a natural hub for conversation, connection, and discovery.

The return of the Wrecker Pageant

Looking ahead, there is a strong anticipation for what’s to come, and as noted by Henri “Doc” Calitri, president of A.T. Expo Corp., “We are already planning on making the 2027 American Towman ShowPlace-Las Vegas even bigger and better than ever.”

This year’s American Towman ShowPlace event didn’t just meet expectations, it redefined them, setting a new standard while honoring the legacy that built it. It was, in every sense, an event that would have made a father proud.

But It Ain’t Easy Bein’ Green

Alfredo Cruz, founder of Alfredo Towing in Tampa, Florida, has a fondness for the vivid verdant color scheme of his fleet of 53 trucks.“I like green, green’s my thing,” he says.

But as the famous Kermit the Frog sang on Sesame Street, bein’ green can come with some challenges.

After working for another tow company as an operator, Alfredo struck out on his own back in 2016, driving an aging 1992 International 4700 with a flatbed.

“I started in the junker business, buying old and abandoned cars, and scrapping them,” he recalled. Alfredo ran the whole operation, driving and dispatching, getting out there every day, paying his dues.

By 2020, however, Alfredo had broadened his workload to handle towing and roadside recoveries, and today he no longer does scrappage jobs, but instead police rotations and exotic car transports.

In addition to the bright green hue of the vinyl wrap, applied by Hermes of Bosch’s Signs, Alfredo designed a mini-Hulk character as an apt symbol of his strength and fortitude in growing his tow company with wife Angelica, who serves as CFO.

Referring to this green mascot, “I did it for my kids, Ryan and Liam (ages seven and five),” Alfredo noted. “They really brag about this new truck.” But he’s not so sure about his boys getting into the towing business.

“It’s a lot of work. Towing is not a job, it’s a lifestyle. And a lot of time away from home.”

So, even though it ain’t easy being green, Alfredo wouldn’t have it any other way.

Dual-Tech Gets “Kustomized”

Count’s Kustoms has embellished yet another Dual-Tech tow truck, this time a SL40 Self-Loader Wrecker. This model has been in the line previously, but was just re-introduced, the first one delivered in January 2026 to Count’s Kustoms to get a special visual treatment designed by Ghetto Bob and applied by Ryan Evans, in preparation for a debut at AT’s ShowPlace-Las Vegas. In years past, Count’s Kustoms gave a Dual-Tech 1450 carrier gold-leaf graphics, and another one a patriotic paint job. The customized SL40 will be on display at Dual-Tech’s factory in Bean Station, Tennessee as part of a promotional campaign.

Dual-Tech staffers are really pleased with Count’s Kustoms, and say they’re really great people to work with!

Miller Industries Launches VLA Carrier

Miller Industries has unveiled its new VLA (Very Low Angle) carrier, designed to improve the loading and transport of low-clearance vehicles and jobsite equipment. Available under its Century, Vulcan, and Chevron product lines, the VLA aims to deliver smoother, more controlled loading with reduced risk of vehicle damage.

Engineered with a twin-motor, rackand-pinion bed travel system, the car-

rier allows the deck to lower nearly flat to the ground. This design achieves a consistent six-degree load angle, making it especially effective for vehicles with limited ground clearance.

The VLA features a 23-foot deck and a 10,000-pound platform capacity, available in both aluminum and steel configurations. Standard equipment includes a 12,000-pound winch and a wheel lift rated at 3,000 pounds, with a 7,500-pound tow rating at full extension—offering a balance of strength and everyday usability.

According to Kipp Felice, Vice President of Marketing and Business Solutions, the VLA was developed in response to customer demand for a carrier capable of handling low-clearance vehicles without complications. The VLA is now available through authorized distributors.

Blue Oval Deals

After Ford kicked off its special "employee pricing" incentive last year to offset tariffs on imported vehicles, foot traffic to dealerships saw an uptick, sales increased, and inventory turned faster than it had before. Now, the Blue Oval has brought back Ford employee pricing benefits for fleet customers in the U.S. The new pricing initiative extended to fleet customers is called "Employee Pricing; From Our Business To Yours." It runs through July 6, 2026, and is applicable toward select fleet models. Eligible models include the 2025 and 2026 Ford Transit cargo van, 2025 and 2026 Ford Super Duty XL and XLT Regular Cab, SuperCab, and Crew Cab, and 2025 Transit Cutaway and Chassis Cab. Fleet customers interested in the 2025 Ford Super Duty can take advantage of $5,500 combined FIN incentives, which is applicable toward XL Regular Cab or Super Cab models, while 2026 Su - ◀

per Duty XL Crew Cab buyers are offered a $2,500 incentive. Regardless of which model is purchased, the buyer must take delivery by July 6, 2026, and the purchase must be

recorded as Commercial Fleet to a valid FIN account.

In other Ford news, the 2027 Ford Super Duty is no longer offering the relatively new 6.8L V8, making

the 7.3L V8 Godzilla powerplant the standard engine once again. Additionally, the standard-output version of the 6.7 V8 Power Stroke, rated at 475 horsepower and 1,050 poundfeet of torque, is also being phased out, leaving only the high-output version, a diesel that churns out 500 horsepower and 1,200 poundfeet of torque.

“To better align with the needs of our customers we are making the Ford 7.3L V8, our most powerful and popular gas engine, the standard gas engine across our Super Duty lineup," stated Ford communications manager Elizabeth Kraft. ”By making our best-in-class 6.7L high-output Power Stroke diesel engine standard for 2027, we are prioritizing our most advanced diesel technology and ensuring that the Super Duty remains the leader in heavy-duty capability.”

Warren Siao Found Guilty in Fatal Shooting of Repo Driver

A jury found Warren Siao guilty in the 2023 shooting death of tow truck driver Jayson Click following a trial in Alabama. Prosecutors said Click was attempting to repossess Siao’s vehicle at his home in December 2023 when Siao opened fire. During the trial, jurors heard testimony from responding deputies and an FBI investigator, while security video from Siao’s home was also presented as evidence. Prosecutors argued Siao knew repossession was possible because he had fallen behind on vehicle payments. After Towman Fatally Shot, Man Charged with Murder

A Kansas City, MO man has been charged in the fatal shooting of a tow truck driver. Josue Ceniceros-Angel faces charges of second-degree murder, armed criminal action, and unlawful use of a weapon. Police say the shooting occurred just after noon on April 12 where officers found a black Ford F-250 tow

truck partially on a curb, its driver suffering from a gunshot wound to the torso. The victim, identified as 51-year-old Marcus Gammage, was transported to a hospital, where he later died.

Witnesses reported seeing a black Mercedes arrive at the scene, with three men approaching the tow truck before a tense encounter. Two fled in the vehicle, while another left on foot.

Investigators believe Gammage was attempting to tow a vehicle linked to Ceniceros-Angel. Police later found shell casings at his residence. He initially denied firing a weapon but was taken into custody on April 16. A warrant was issued with a $100,000 cash-only bond.

The company says a state case seeks to block enforcement of a police directive requiring repossession agents to transport vehicles to district stations for inspection. In addition, a feder-

al suit alleges civil rights violations after its chief operating officer was detained in February 2026 for refusing to comply. Giannone argues state law only requires notifying police within 24 hours, and that departmental directives cannot bind private contractors.

Since 2020, the firm has challenged the policy claiming repeated

harassment detentions and vehicle misclassification as stolen despite city attorneys acknowledging legal disputes. The Pennsylvania Repossession Association says officials previously agreed the directive is unenforceable, but have not issued updated guidance.

EPA Seeks Delay on Stricter Emissions Rules for Certain Vehicles

The Trump administration promised in 2025 to revisit or rewrite a swath of climate regulations, in-

cluding changes to tailpipe emissions for heavy-duty trucks and engines.

Now, EPA is set to review the 2024 Tier 4 emissions standards for pollutants such as nitrogen oxides, particulate matter and volatile organic compounds from passenger cars, pickup trucks and lighter commercial vehicles including cargo vans and some small box trucks under the proposed twoyear delay.

The Environmental Protection Agency has proposed delaying stricter emissions standards for light-duty and Class 3 medium-duty vehicles until model year 2029 as part of a wider rollback of Biden-era pollution regulations.
