Community Notice
Exercise in West Moors on Tuesday 26 April 2016 Emergency Services, Local Councils and Health Services – supported by volunteers from British Red Cross, St John Ambulance and Rapid Relief Team – are carrying out an exercise in West Moors on this day. Up to 200 actors and responding staff will be in the area between 7am and 6pm. Actions have been taken to reduce disruption to local people. You may notice some extra traffic in the area, including emergency vehicles, and increased use of car parks in the village. We have planned with the Parish Council to use areas of both the Memorial Hall and the Pavilion Car Park to avoid parking problems elsewhere. We expect that residents and businesses will not be affected by any significant disruption on the day, however are providing this advance notice as a courtesy.

Talking about Wildlife...
Wildlife springs into action! When ‘proper’ spring arrives – not just the mild early winter weather that fooled some plants into blooming in December! – our local wildlife springs into action. Verges, hedgerows and woods become adorned with dainty flowers such as primroses, celandines, wood anemones and violets. A little later on the scene are the wonderful blue carpets in our ancient woodlands. Bluebells spend most of the year as bulbs underground and millions of bulbs may exist in one wood. So that they can attract the attention of pollinating insects, all of these plants flower early in the growing season, before the trees start to block out the sunlight with their fresh new leaves and before taller, more vigorous plants start to smother them. Birds are stirring too. Get up around sunrise and just open a window to hear songbirds crooning at the tops of their voices to attract a mate. Even better, make the effort to stroll through a wood at dawn to appreciate the sheer joy of the birds’ choral symphony. Of course, no spring is really complete until you have heard the calls of a chiffchaff and a cuckoo – sadly the latter is becoming much rarer these days. Frogs are also turning their thoughts to love. Enthusiastic splashing in a pool of water may signal the imminent arrival of a squidgy lump
of frogspawn. If you are lucky enough to have a pond in your own garden, or to live near a wild one, keep a watch to see when the wriggly black tadpoles emerge, usually about three weeks after the appearance of the spawn. Other good signs that spring is finally with us are the graceful flight of the yellow brimstone butterfly, the gentle buzzing of bumblebees and the competitive ‘boxing’ matches of brown hares in the fields. It’s a great time of year to be outside in the countryside because there’s so much to see and hear. Every month the solicitors and lawyers at Harold G Walker will be providing answers to your questions about the law. My ex-wife has told me that she is going to change the children’s surname. Can she do this? In order for a child’s name to be changed, everyone with parental responsibility must grant their permission for the change to take place. If the parents of the child were married at the date of the birth of the child, both automatically have parental responsibility. If the parents were not married, however, the father may still have parental responsibility. Since December 2003 if the father is named on the Birth Certificate he is also automatically granted parental responsibility.
If the father refuses to grant permission for the change of name the mother will need to make an application to the court for a Specific Issue Order under s 8 of the Children Act 1989. The mother must give detailed reasons as to why she considers the change of name necessary. The court will decide whether this is in the best interests of the child for their name to be changed. The child’s welfare is paramount to the court and therefore if they do not feel it is in the child’s best interests they will not grant an Order giving permission for the change of name. If the mother is applying for a new name for reasons that benefit her alone, therefore, it is unlikely that the court will grant the Order. If you are considering changing your child’s name, or think your ex-partner may be doing so, we would always advise seeking legal advice at the earliest opportunity to find out what steps can be taken.

We are worried about the Stamp Duty changes. We are selling the home we live in and buying a new one—also to live in. We also own a rental property which we purchased three years ago. As we will own two properties when we complete our purchase, does this mean we will now have to pay more stamp duty? It has been widely covered in the press that last year the Government announced plans to introduce a higher rate of Stamp Duty in certain circumstances. Those transactions subject to the higher rate will have to pay Stamp Duty at three percentage points above the current rate applicable to their acquisition. The Government has conducted a consultation on the proposed changes and this consultation period ended on 1st February 2016. At the time of writing this response, we are waiting for the final policy which will be confirmed in the Budget on
on 16 March 2016. It appears clear that the increased rate will apply on a purchase of second or additional residential properties and buy-to-let acquisitions as well as some acquisitions by Companies. Whilst you will own an additional residential property when you complete your purchase, your transaction will not be subject to the higher rates as the property you are purchasing is replacing your main residence which is also being sold. HM Treasury has produced some guidance on their official website in the form of a flowchart which will assist you to ascertain whether your purchase will attract the higher rate. West Moors Lunch and Friendship Club The West Moors Lunch and Friendship Club meet on a Wednesday in St Anthony‛s church hall, Pinehurst Road.
Unfortunately, our meeting just before Easter had to be cancelled so we have postponed our Easter bonnet event until the week after, news of that in the next issue. Luckily, members were able to receive their Easter eggs a week early and we all enjoyed a cream tea with delicious homemade scones to celebrate the Queen‛s birthday. If anyone has 40 minutes to spare mid-morning and/or mid-afternoon to provide transport for some of our less mobile members to the club we would be very grateful. Club contact: Joan on 01202 891519.

The Adventures of Nellie The Dorset Publications Camper Van Nellie had the privilege of listening to Hayden telling her what he did at school recently. She was so moved that she just had to tell you… Some pupils from Ferndown Middle School and West Moors Middle School listened to Chris Lubbe who is a UNICEF ambassador and former bodyguard to Nelson Mandela. He spoke to the children about his life as a child. This is the unofficial version described by Hayden who is twelve. This is what he told Nellie… “Chris started off when he was 6 years old. These white government people came to his family’s house and said you have 7 days to pack your stuff and leave or we will force you out. Chris’ family went to a shanty town, which he described as a poor town full of corrugated iron huts. His family had to build their own hut. This is where he lived for the rest of his childhood. For his 8th Birthday his mum bought a ticket for him and his mother to go on a bus. At that time he did not know much about segregation so they got to the bus stop and he saw a sign saying ‘non whites’. He didn’t know what it was all about or why that was. They went on the bus. Half way along the journey his mother, who had diabetes, got dizzy and light headed and so he asked the bus driver whether he could help. The bus driver said he would stop once they were in the city where they lived near. He did stop next to the pavement and the driver and Chris got his Mum off the bus and they found a bench. The only problem was that it was a ‘whites only’ bench. The bus driver told Chris to sit his Mum on the bench. He then had to leave as the bus had to get to its destination. Chris then saw two tall white policemen who pushed him aside. Chris told them his mother was ill and had diabetes but they threw her off the bench onto the concrete floor where she hit her head and was knocked unconscious. He
Nellie visits West Moors Middle School thought she was dead as he saw blood coming from her head and he started crying. Chris tried to stop several ambulances but then realised they were ‘whites only’ and they wouldn’t stop. Another black man managed to persuade a white lady to call a black ambulance. A group of black ladies came and asked him what the matter was. He just pointed to his mum, still crying. The ambulance arrived and took his mum to hospital with him by her side. The doctors said she wouldn’t last the night. The next morning Chris and his Dad came to the hospital and her heart was still beating but she was in a coma. She stayed like that for three months, after which she miraculously woke up and she was fine! When Chris was nine years old a black student from a university gave him and his friends the idea of posting letters to the different powers of countries. Chris wrote a letter to the Queen of England and his friends wrote letters to other world leaders. Because they lived near a dump yard they manage to sell bottles and bottles caps and get enough money for the stamps and so they posted them all. This is the same dump yard where Chris collected books which he could read as he wanted an education. With the amount he collected he opened a mini

39 library. He even had a system for lending the books, where he would write their names down when they started borrowing the book so he could keep a track of them. This was very moving and inspirational. “He actually managed to open his own mini library!” Hayden exclaimed. Some time later Chris and his Dad were walking along the pavement next to a beach and they saw a sign saying “whites only” and under that sign there was another one with a stop sign and a picture of a black dog in the middle. He asked his dad what the sign meant and his Dad said, “Guess”. Chris then said, “No black Dogs allowed.” His dad said “No… ” At this point Chris realised what it meant, it just hit him. Hayden, amazed said, “Just before he said it, It hit me too… And I thought Oh my God”. Chris then said, “They were saying black people are dogs and animals.” As his life progressed Chris started to hate apartheid more and more and so when Nelson Mandela was freed he started working as a bodyguard for him. He was very inspired by Nelson Mandela because he was in prison for 23 years. Chris even visited the place were Nelson was held prisoner, a place called Robben Island just off the coast of Cape Town. He showed him his prison cell and what he would do in the quarry. He chiselled a piece of limestone off a big rock and wrapped it up for Chris.
At West Moors Middle School Hayden told Nellie that they saw the actual piece that Nelson Mandela chiselled off. “This was really inspiring!” exalted Hayden. Due to all the limestone, Nelson’s tear ducts were damaged. Chris thought he cried a lot at first, but actually it was the damage that the dust and limestone had caused. Journalist were always told not to use flash lights. After some training Chris and Nelson went to see the Queen here in England. When they were having dinner the Queen realised who Chris was and asked one of her servants to get the letter he had written so many years earlier. The servant came back and to Chris’s amazement there was his letter on a silver tray! Chris nearly started crying. The Queen then asked, “Did you get my reply?” Chris said, “No” and then realised the Government in South Africa must have blocked it. Incredible. Hayden told Nellie that his table asked Chris, “How quickly did Nelson Mandela, once he had become President, mix the ‘races’?” Hayden now wishes they had asked if there were any white people who had helped in the protests. Chris told them he went to jail twice for his protests even though they were peaceful. Many of his friend and comrades were killed by the police. Yet Chris kept doing the protests. This encouraged other countries to also protest and this is how apartheid and segregation eventually ended.” Hayden ended his recounting to Nellie by saying. “It was very, very moving and I just don’t get why whites thought they had the right to enslave the blacks and treat them like they were nothing.” Nellie could not agree more. Chris told the children to share what he told them, to others. We hope you find this as emotional and moving as we did listening to Hayden. Well done Ferndown and West Moors Middle Schools! What will Nellie get up to next...?

Mini Cooper S Clubman By Tim Barnes-Clay, www.carwriteups.co.uk
The old Mini Clubman was no oil-painting, but this one could easily earn its place on the podium at Legs 11. It’s a looker alright. The brand new Mini Clubman must have been breast fed at birth, because it’s far bigger than its siblings. That doesn’t mean it’s fat – no way. This car is well formed and its proportions are just right. And because it’s not exactly a shrinking violet, the Clubman is likely to win over quirkier types who might otherwise have gone for mid-size family car choices, such as the Volkswagen Golf and Ford Focus. The story hasn’t always been good for the Clubman, though. The first generation had a useless, single rear door that meant UK passengers were forced to step into the road. This didn’t help sales and the Clubman therefore wasn’t exactly the rock star that BMW, Mini’s owner, was expecting. But the Germans have seen the light and the previous rear-hinged ‘clubdoor’, has been kicked to the kerb in favour of two ‘normal’ back doors. They make it far easier for passengers to get in and out of the car. Then there’s the barn-door boot. You’ll remember that from the last model. Well, that stays put, but now the doors can be released manually, or if you ticked the hands-free tailgate option, a sassy little kick under the rear bumper will open them up. Inside, the comfortable seats are kind to your backside and feel supportive, especially during long periods on the road. The car’s uncluttered dashboard is dwarfed by a massive screen that sits where the speedometer on older Minis used to be. The controller on the central console manages most of the Clubman’s systems, so there are fewer buttons on the dash to confuse or divert you. As the Clubman is the largest of the current Mini litter, it has, predictably, the most capacious cabin. To be frank, with a big load area too, the word ‘mini’ seems rather outmoded. The whole motor is 270mm longer than the five-door Hatchback, allowing for oodles
of room in the front and respectable space for two adults in the rear. The boot is about the same as a VW Golf’s, so you’ll get the family shopping in – and a toddler’s buggy. The Cooper S Clubman Auto is easily the most gratifying to drive. Out at the Mini’s media launch on the roads surrounding San Sebastian in northern Spain, the most powerful petrol drove gokart-like on the straights - just as a Mini should. It’s a shame the slightly pulpy suspension can drizzle on your chips in the corners, with body roll kicking in if you enter the twisty bits too hard. But that can be forgiven, because the Cooper S generates more than enough pull to keep you cheery. 189bhp can be squeezed from the S’ 2.0 litre turbocharged fourcylinder lump, and with the eight speed auto box, a zero to 62mph sprint in 7.1 seconds is easily achievable, finishing up with a top speed of 142mph. Even though these figures might make the car sound insatiable for fuel – it’s not. With the superb automatic gearbox you can officially get an average of 48.7mpg out of the Clubman - and the CO2 emissions are 134g/km, meaning road tax is a trifling £130 per annum. The state-of-the-art 2015 Mini is a gargantuan step-up from its forerunner, and it puts right pretty much everything that was awry. The Clubman now has more doors, better space, good looks, and it really is exciting to drive. The Cooper S version is especially guaranteed to bring a grin to the face of anyone who slips behind its wheel.

WEST MOORS WOMEN’S INSTITUTE West Moors WI are a friendly group meeting on the first Thursday of each month in the Memorial Hall, Station Road, West Moors at 2.15pm.
the local theatre, flower festivals, Bath Christmas Market and other places of interest.
We have a varied range of speakers planned for 2016/2017 from a talk about Aromatherapy to Smugglers.
Our next meeting is on Thursday May 5th at 2.15pm when we will welcome Brian Cumming as a speaker who will give us a talk about life as a Chelsea Pensioner.

West Moors Flower Group Flower Group members enjoyed their first demonstration of the new year by Martina Coleman with her title “Inspirations” and were interested to hear of her time working as an Almoner at the Royal Chelsea Hospital. Next month, on 20 April, there will be a talk by Peter Wood from Stewarts Garden Centres. Rob Matthew from the charity “Going for Bust” also visited and gave a short insight into their work and we were able to present him with a cheque for £100 raised at our recent coffee morning. We look forward to seeing members old and new and Catherine Jenkins Rob Matthew of Going for Bust can be contacted on 01202 876441 being presented the cheque with any enquiries.

Gardening Tips
On Your Plot
April showers to October fun It’s wonderful to see the first fresh, local, asparagus appear for sale this month and if you’ve a bit of space spare on your plot now’s the time to plant this gourmet crop. Buy one year old crowns and plant them immediately into well drained soil. You should be able to take a small harvest next year and they’ll carry on cropping for up to 20 years!

• Keep an eye out for late frosts and cover any vulnerable plants • Harden off indoor sowings before planting out • Start off French beans and Brussels Sprouts under cover • Fancy something a bit more exotic? Try growing some peppers and aubergines - sow this month in a greenhouse or polytunnel • Plant an asparagus bed • Earth up potatoes once the first shoots appear
Now is the time for April showers and with the weather warming up all the time and some gentle rain you’ll soon be seeing lots of changes on your veggie plot. It’s a time when any indoor space, be it greenhouse, cold frame, or just window sills, is likely to be filling rapidly with young seedlings. If you are thinking of planting some of your seedlings out then don’t forget to harden them off first. You can move the pots outside each morning, bringing them in at night to gradually acclimatise them to the change. Do remember too that late frosts can still happen in April, damaging plants that are unprotected. Watch the weather forecast and if there’s any danger of frost then use fleece or cloches to protect plants where necessary. On the subject of cloches, save any empty plastic bottles that you may have. Cut the bottom off and you are left with a wonderful mini cloche to protect seedlings that are recently planted out. Push the plastic down into the soil firmly and it will keep off not only some of the chill but also any slugs that may have their eye on tasty young leaves.
Are you a fan of Halloween? Pumpkins can be quite expensive come the end of October and then there’s always the hunt for one just the right size. Why not have a go at growing one (or several!) of your own this year? Pumpkins need a long, growing season to ripen well so now is the time to start them off. There’s lots of different varieties, including some giant ones if you want something really impressive to carve. Look out on the packets for ones that are early ripening for the best chances of success. Pumpkin seeds are huge so it’s easy to sow just one to each pot. I’d sow at least 3 plants, if they all germinate and mature it’ll probably be more than you need (they can take a lot of room as they grow) but it’s better to have spare in case you loose some early on - if they all grow well you can always pass one on to a friend or neighbour and have a competition to see who gets the biggest pumpkin! You’ll need to keep your young plant inside until all risk of frost has passed. When it comes time to plant the pumpkin out it will like lots of nutrients in the soil. Dig out a large hole and put in lots of well rotted compost - or you can even plant your pumpkin straight on top of an old compost heap. They’ll bloom with wonderfully exotic looking, huge yellow flowers and it’s wise to consider removing the growing tip once three fruit have set as this will give a better chance for larger, riper, pumpkins. Support the growing fruits on a bed of straw to avoid them dropping off or becoming mushy. Are you enjoying purple spouting broccoli at the moment? You can buy summer varieties to plant now, or try Calbrese (this has the green heads) which is best planted straight into the beds where they will grow.

Become Dementia Friendly Aware West Moors is working to become a Dementia Friendly Community. This initiative is supported by the Alzheimer’s Society and led by an Action Group made up of local residents, business, Councilors’ and other interested parties.
