We are both in new relationships and I live with my new partner. My wife and I haven’t properly dealt with our joint finances and I haven’t ever made a Will. Would my new partner inherit my estate?

If you were to die without having made a legally valid Will, your estate would pass via the intestacy rules. These are a specific set of rules which provide an order of priority of those entitled to your estate. While you remain married, your wife would automatically be entitled to everything in your estate up to a certain value depending on whether or not you have children. Thus, there would be no set provision for your new partner. Making a Will is also important as you are able to choose your Executor(s) and make your wishes known as regards future arrangements. My husband and I are in the process of getting a divorce and have dealt with most of it ourselves. So far, everything has been arranged informally. However, I want to make sure we sort our finances properly and that I get my fair share. I also think I am entitled to some of his pension. What should I do? You should certainly seek professional advice when it comes to sorting your finances to make sure that any agreement you reach is fair and that it takes both parties’ contributions into account. Professional advice may involve an Independent Financial Adviser (IFA) and possibly an Actuary as well as the lawyer. Even where one party does not work (i.e. to care for children at home) the Court will usually view their contribution to the marriage as equal to that of the main breadwinner. The only way to secure a pension sharing order is by a formal Order of the Court. Whilst you can attempt to reach an agreement between yourselves, when you come to present this to the Court, both parties have to provide a breakdown of their finances, including income and pensions. If a Judge thinks that the agreement you have reached is not fair, an Order will not be granted and you may both be asked to attend Court to provide an explanation. We would therefore suggest that you seek legal advice as soon as possible to guide you through this process. Getting Out and About Unity, a Test Valley charity based in Romsey and Andover, hosted the first of a series of rural Community Drop-In Events across southern Test Valley commencing in North Baddesley recently. Groups such as the UK Men’s Shed came along with mince pies. Other local groups
were invited with Abbotswood Care Home also in attendance. Members of the public dropped in to find out a bit more about what is available in their locality.

Council sets out to tackle “problem” empty homes Test Valley Borough Council has outlined plans to take action against owners of the worst long term vacant properties in the borough as they “make people’s lives a misery”. The authority is set to consider adopting a new empty homes policy at a cabinet meeting in a bid to force owners to bring properties that have sat uninhabited for years back into use. For a property to be considered long term vacant, it must have been unoccupied and substantially unfurnished for more than two years. Although there have consistently been very few long term vacant homes in Test Valley, particularly when compared with the rest of Hampshire, the council has said that it remains committed to dealing with the issue due to its impact on the local community. Portfolio holder for housing and environmental health, councillor Phil Bundy, said, “First and foremost we will not be heavy handed, as we want to support owners to bring empty properties back into use. That said, we also want to make best use of available homes in the borough and we want our neighbourhoods to be pleasant places to live. “For the tiny minority of empty homeowners who knowingly and deliberately leave their properties empty

year after year, we will take action. Overgrown and boarded up properties attract pests and crime, and make people’s lives a misery. “If it becomes clear an owner has no intention of bringing their long term vacant property back into use then we will consider taking the decision out of their hands.” Test Valley has approximately 470 empty homes in the area. While the vast majority are brought back into use within two years, the council intends to target those left vacant beyond that, and in particular the small number that are left for far longer. Councillor Bundy added: “We are focused on properties left too long. The ones that become a blight on communities. If you own a property in Test Valley and you have left it vacant for many years, now would be a good time to consider how you intend to bring it back into use. Otherwise, the council might do it for you.” The new policy will help the council to deal with properties such as 91 Charlton Road in Andover, which has attracted criticism in the past due to its condition. Welcome in Spring at Sir Harold Hillier Gardens Jermyns Lane, Romsey, Hampshire, SO51 0QA (23rd Feb - 1st March) 250,000 purple crocuses will be in full flower creating a very special vista. They represent the project for the eradication of polio where a finger is marked with a purple dye to show that they have been inoculated. Rotary Clubs in Romsey have linked up with the Sir Harold Hillier Gardens where 250,000 crocus bulbs have been planted. These should be showing themselves during the month of February and the Rotary Clubs hope that visitors will make a donation to help finally eradicate this disease. All donations are multiplied by three, courtesy of the Bill and Melinda Gates Foundation. The initiative to eradicate polio was launched 30 years ago with Rotary and its partners. Since then the incidence of polio has plummeted by more than 99.9% from around 350,000 cases a year in 125 countries to just 33 cases in 2018. Just plug in and go! New electric vehicle charging points across Test Valley are to be completely free to use as an introductory offer for those with electric vehicles. The new charge points are being part funded by a Government grant from the Office of Low Emission Vehicles. They are being put in place at different Test Valley Borough Council car parks in Andover and Romsey, with 18 in total to be installed by Joju Solar, working in partnership with Vattenfall UK. Until 12th March, the charge points will be free to use, with signs being put in place to notify users. Drivers simply need to plug in and their vehicle will begin charging, with no need to use the app or provide payment. Four machines are currently available in the Chantry Centre car park, with two machines also at the Alma Road car park in Romsey. Two additional charging points can also be accessed in the town, at Lortemore Place. The further ten machines will also be free to use in the new year once their installation has been completed. Transport portfolio holder and deputy leader of Test Valley Borough Council, councillor Nick Adams-King, said: "I’m really pleased that this offer is available to help encourage drivers to consider using a more environmentallyfriendly form of transport. Being able to provide free electric charging points into the spring is a fantastic step and hopefully will also encourage drivers of these vehicles to visit our town centres in Andover and Romsey. Signs will be put up at the locations and as soon as the other charging points are completed, these new destinations will also benefit. Drivers simply need to just plug in and go!"

Who or what is a Certificate Provider? Lasting Powers of Attorney (LPA) have been in use for nearly 10 years. You may already be a donor or an attorney in connection with one. At least three people are involved in making an LPA; the donor (the person giving the power), the attorney (at least one person must be able to take and use the power for the benefit of the donor) and the certificate provider. The latter is only involved at the creation stage of the LPA but is a key part of the process. A certificate provider must review the document with the donor and certify or sign the LPA to confirm that in their opinion:1. the donor understands the purpose of the LPA and the scope of the authority being given to the attorney 2. the donor is making the LPA of their own free will and is not under any undue influence or duress 3. that there is nothing else that would render the LPA invalid A certificate provider can be someone who has known the donor personally for at least two years or has the relevant professional skills and expertise required to provide the certification, for example a GP, solicitor or barrister. It is important to remember that persons with a connection to the donor cannot act as certificate provider. Attorneys under the proposed or another power of attorney and family members of the donor or attorney cannot certify. Someone connected to the donor or attorney through a business such as
an employer, employee or business partner is also barred from being a certificate provider. The independence and skill of the certificate provider is central to the role as a form of protection for the donor ensuring that the LPA is something the donor wishes to proceed with of their own volition. Given an LPA can be used to access financial information, withdraw cash and even sell property ensuring that the donor understands the LPA, its purpose and consequences free from any coercion is vital. A certificate provider can be called upon to give evidence in court should the LPA be challenged. Our solicitors can guide you through the process of making and registering an LPA. Gardening tips for February
This month is generally considered the turning point for the garden. As we approach spring, bulbs start to emerge and with wildlife waking, light levels and temperatures increasing, there is plenty of jobs to do in the garden. Pruning Vines - This is an excellent time to prune back vines. Wisteria needs to be tackled late Winter and when doing so remove approximately half of the previous year’s growth, leaving a couple of buds per stem. If your Wisteria is growing far away from your supporting structure or wall trim hard back into the old wood next to the last fresh shoot as you want to keep the vine tight to the wall. Also use this as an opportunity to install new and good quality supports such as vine eyes and heavy duty/braided wire. Pruning Rambling & Climbing Roses - This is the time to renovate the roses. First remove dead, diseased or dying branches. Then tie in any new shoots needed to fill supports. Prune any flowered side shoots back by two thirds of their length. If the plant is heavily congested, cut out any really old branches from the base to promote new growth. This is also an excellent opportunity to install new supports. Shaping Shrubs & Trees - It is easier to see the shape of plants during the winter as they are dormant and bare without their foliage. When pruning/shaping also prune out dead
and diseased branches as this will promote better growth in the spring. In most cases the shape will be down to personal preference and whether the plant is suited to the proposed trim. Thinning Fruit Trees - This is the removal of an entire branch back to the next branch or the main trunk. This promotes better health by removing weak/diseased branches and increasing light penetration and air movement. When thinning do not cut too near the trunk or branch. If you cut close to the trunk or adjoining branch you will slow down the healing process and increase the risk of infection. When done correctly you will see a circle of callus material swell around the cut in the spring. Feeding Roses & Flowering Shrubs - Use a slow release fertiliser over the winter such as wood ash heaped at the base of your roses or a good quality home-made compost or well-rotted mushroom and/or manure compost. Lifting & Replanting - This is best done during this time as to avoid damaging fresh growth or have it growing amongst last year’s decay.

Weeding - Remember to keep on top of it. Dig them up, roots and all to get a head start before the weather warms up. Grasses - Cut back the old foliage from ornamental grasses before growth begins. Clip them to within a few centimetres from the ground. Jasmine - Always prune your winter flowering jasmine after it’s flowered and typically this is the month to do it. Cut back the previous year’s growth to 5cm from the old wood. Heather - Trim your winter-flowering heathers as the flowers disappear. Remember to stay in the green. Do not trim into the brown woody area as it may not generate new growth. Also remember not to trim heather past mid-summer as you may inadvertently trim off next year’s blossom. Prune winter-flowering shrubs Mahonia and Viburnum will require a good trim once their colourful display has finished. Snowdrops - This is the time to lift and divide while they are still green to re-site them and create more plants.

Heartburn and Acid Reflux Heartburn is a burning feeling in the chest caused by stomach acid travelling up towards the throat (acid reflux). If it keeps happening, it’s called gastrooesophageal reflux disease (GORD). The main symptoms of acid reflux are: • heartburn – a burning sensation in the middle of your chest • an unpleasant sour taste in your mouth, caused by stomach acid
• eat smaller, more frequent meals • raise 1 end of your bed 10 to 20cm by putting something under your bed or mattress – make it so your chest and head are above the level of your waist, so stomach acid does not travel up towards your throat • try to lose weight if you’re overweight
You may also have:
• try to find ways to relax
• a cough or hiccups that keep coming back

• a hoarse voice • bad breath • bloating and feeling sick Your symptoms will probably be worse after eating, when lying down and when bending over.
• do not have food or drink that triggers your symptoms • do not eat within 3 or 4 hours before bed • do not wear clothes that are tight around your waist

• do not stop taking any prescribed medicine without speaking to a doctor first A pharmacist can help with heartburn and acid reflux Speak to a pharmacist for advice if you keep getting heartburn. They can recommend medicines called antacids that can help ease your symptoms. It’s best to take these with food or soon after eating, as this is when you’re most likely to get heartburn. Tests and surgery for heartburn and acid reflux If medicines do not help or your symptoms are severe, a GP may refer you to a specialist for: • tests to find out what’s causing your symptoms, such as a gastroscopy (where a thin tube with a camera is passed down your throat) • an operation to stop acid reflux – called a laparoscopic fundoplication
• lansoprazole • ranitidine You may be prescribed one of these medicines for a month or two to see if your symptoms stop.

Floss, what’s all the fuss? By Chloe Chen, dental hygienist at New Street Dental Care, Andover Do we even need to clean in between our teeth? Floss is one tool you can use to get in the gaps between our teeth, which is essential for healthy gums and teeth. If we just brushed our teeth with a toothbrush and nothing else, we are leaving 40% of our teeth untouched. These surfaces that don’t get cleaned by the toothbrush are then at a higher risk of developing problems such as tooth decay and gum disease. But most people seem to hate doing it or don’t have time for it with many other variations on these excuses (even I have struggled with it in the past). So, do we actually need to use floss? For small gaps between our teeth floss will remove the harmful plaque bacteria. But, if the gaps are bigger, floss will just waft around and won’t remove everything we want it to. That’s where interdental brushes are useful as you can get the correct size to fill the gaps. The bristles can then remove all the plaque bacteria that our toothbrush and floss can’t reach. If we leave it there, our risk of tooth decay and gum disease increases and are more likely to loose teeth. But flossing makes my gums bleed! Now this is a tricky one to explain, because at first yes it will make your gums bleed but, if you do it regularly it will stop. When the harmful plaque bacteria have been on your gums for some time, your body will send blood vessels (for the white blood cells that deal with bacteria) very close to the surface of your gums. The blood vessels then become ‘leaky’ so that things can pass easier in and out of them. If you then touch your gums at this point, they will bleed, this is due to the bacteria, not the fact you have touched them. Once you regularly remove this bacteria, the blood is no longer needed and the vessels can go back further under the surface to where they should be. This can take a few days but at this point your gums should have stopped bleeding. If they continue to bleed there may be another underlying cause and speaking to you dentist or doctor is recommend. I’m such a lazy flosser, is there anything that can make it easier?

There is a gadget that can “floss” our teeth for us and it is called an Air Flosser. It’s also a great one for those that struggle to find the time, have really difficult teeth to get between, if you have braces or retainer wires and if you are just plain lazy. There are many types on the market but one in particular has some impressive studies to show how effective it is. The Air Floss Pro by Phillips Sonicare uses air and water (or mouthwash) at high pressure to blast between our teeth removing the plaque by force. It has been found to be just as effective as flossing. However, if the gaps between your teeth are bigger then you will still need to use interdental brushes. I started to use one just so I could see what all the hype was about and I found it so easy to use and quick. I could clean inbetween all my teeth in about 30 seconds! However, the gaps between my teeth are bigger so I need to use a range of interdental brushes. Glasses for larger heads trying on glasses can be tricky if you have what is considered to be a ‘large head’. Conventional frames are made within certain size parameters to cater for the average spectacle wearer. This has become more and more the case as the market is dominated by mass production and high style turnover. It is not cost efficient for frame suppliers to commission more than a couple of sizes in each style. The pressures on the market for lower and lower prices also reduces the variety and size of offering within each design run. I see more and more customers who cannot find good fitting glasses for their larger than average head size. Many have deep grooves running from temple to ears from years of frame arms digging in to the flesh. They may also have had fitting problems caused by the tightness across the temples forcing the glasses to constantly ride down the nose. The adverse effects to vision are also clear as many of these customers report difficulty tolerating lenses such as Varifocals due to Frames Slide Down the Nose the eyes never being in the appropriate place to obtain Frames sliding down to sit low on the nose may indicate that the front has become optimum clarity at all distances. Another familiar problem stretched out. MONTHLY WALK by Malcolm Price
Walking round Shawford and Compton Northwards towards Winchester. The next 800 metres require underfoot care as we progress past sweeping gardens, swans swimming, fish wallowing in the shallows and the odd heron plying its meal trade. This path takes us up to Compton Lock, a local picnic spot and popular swimming pool during the warm summer weather. This is our cue to turn left across the narrow footbridge. This month’s walk heads out East of the area towards Winchester, with the selected start from The Bridge Inn, Shawford, Winchester, SO21 2BP (photo 1). This Inn charges for parking, redeemable when using the pub later, but local free parking can also be found nearby.

From here we are leaving the waterways behind and as we proceed onwards, trying to avoid the attraction of any cross paths, until we enter a bridge under the London Bound Railway (photo 2) and subsequently the M3 motorway bridge that leads us upward into the village of Compton and a busy road to cross. The walk covers approximately 4.5 miles, with the full range of underfoot conditions to negotiate, along with a testing hill climb and stunning views as a reward. In the context of this extremely wet winter, the first part of this walk will likely be very muddy as well as providing a number of exposed tree roots along the Itchen towpath; so great care needs to be taken ‘early doors’. A return trip in 90 minutes would be good going for the steady walker, although a longer outing is excusable – to allow for viewing time. Commencing this walk we go to the front of the Inn and cross the road (carefully) while turning left crossing the River Itchen bridge and now taking the left hand towpath on the opposite side of the road, aiming

Taking care to cross, what was once the A33 main road before the building of the M3, we walk on down as far as the church on the left (photo 3), whence we turn left beside the church along the gravel path. This track very soon starts to climb, swinging right and taking us ever upward through an avenue of @mlggazettesnews
trees (photo 4) for some 600 metres. Just as the incline starts to level off we meet a choice of arrow directions, which is where we turn left up a narrow slope, which now wriggles up again until stopping at a local road. We turn right along this road, that services a number of ‘high end’ properties, with extensive gardens and driveways. Once the tarmac disappears, then gravel and mud reappear and in a short while we meet a gate across the road; here we turn left and leave behind the fabulous views into Winchester from the top of Olivers Battery. Down car park in 200 metres. Within the car park a gate now takes us through a small wood and another gate opens out onto the Downs, with breathtaking views to the North and East across mid Hampshire. At this point we turn right, keeping on top of the hill, for 200 metres, as far as the tarmac path that crosses our trail. We turn left down the hill and begin a long and occasionally slippery stretch, as far as the lower car park. Just in front us now is Shawford Station (a popular commuter destination) and the road bridge that we proceed underneath to emerge once again opposite The Bridge Inn.
This left turn takes us uphill for a few strides then commences a long and very gradual down slope stroll, up to a kilometre’s worth towards Silkstead. Long before actually reaching that hamlet we turn left at the first footpath to appear, which also picks up a section of the Monarchs Way (purported to have been King Charles I escape route from the defeat at the Battle of Waterloo in 1651, some 615 miles that ended at Brighton). This fresh gravel/cinder path aims us towards some farm outbuildings, then a gate, then the early beginnings of Shepherds Lane; as houses begin to speckle the route. The road takes a sharp left, then a right, as we now join the actual tarmac drive, which continues for around 600 metres up to the corner, passing Shepherds Down School, then immediately after taking a sharp right (photo 5) under the M3 motorway tunnel (follow the Monarchs Way Arrow) and emerging beside Otterbourne Road, near the top of Shawford Down. Our route departs now from the Monarchs Way as we veer left, carefully crossing the road and turning into the top of Shawford
A warm welcome awaits all walkers, since many Itchen Way foot travellers pause here on the final leg of their trip into Winchester.
It’s always good to be prepared. Here’s some tips for your walk… • Remember high visibility clothing, vest or sash are ideal. Be seen at all times. • Robust footwear, walking boots, good sturdy trainers – normal house shoes not recommended. • A torch (for gloomy days), mobile phone and a whistle (personal protection and safety). • Make sure you take your rubbish home to keep our countryside clean and help the environment. • Dog walkers – take a supply of poop scoop bags and for hot days water & portable bowl. • Be ‘Tick Aware’ when enjoying the countryside. Obesity by Emma O’Connor MRCVS, Anton Vets, Andover Sadly this is the time of year when we all think about our size and shape… and it’s no different for pets I’m afraid. It is believed that as many as 50% of dogs and cats in the UK are currently overweight or obese. This has many implications for their health and leads to an increased risk of Diabetes, Heart disease, Osteoarthritis and even some forms of Cancer. So what causes obesity? 1. Overfeeding (including Christmas!) 2. Lack of exercise 3. Neutering is known to be a risk factor for gaining weight, with neutered animals requiring an estimated 25-30% reduction in calorie intake compared to an unneutered animal. 4. Some diseases can cause obesity. These include underactive thyroids which decrease metabolism and activity levels, overactive adrenal glands which cause an increased appetite, and osteoarthritis which reduces an animal’s ability to exercise. 5. Some medications can cause weight gain, especially drugs like steroids which will increase an animal’s appetite. In the majority of cases however it is overfeeding and lack of exercise which are the main factors causing obesity. So how can we change this? Overfeeding is usually the result

of too many extra treats as well as not properly measuring out the required amount of food every day. Many people rely on giving what seems to be a reasonable amount of food to their animals, or even just allowing them to eat whenever and whatever they want. It is a common misconception that animals will only eat what they need. Most commercial diets will give a feeding guideline on the packet. Weigh out daily what is recommended. If treats are to be given during the day, then reduce the amount of food accordingly. It is also important to remember that these are only guidelines, and many dogs and cats will need less than the recommended amounts to maintain a healthy weight. If you have a cat that goes outside and is overweight despite controlling its food, you may need to consider that it is maybe eating elsewhere. It has been known for cats to sneak into other houses via cat flaps or open windows and steal food. Neighbours with good intentions may also offer food and treats if a cat spends a lot of time around their house. As with humans exercise plays an important part in maintaining good health and weight. The average dog needs at least an hour walk a day, with many breeds needing more than this. Exercise is also important for cats, so look for ways to encourage your cat to move around more, such as providing climbing frames and toys to play with. DRIVE • Alcohol and drugs – including alcohol and drug use among young people, and how this links with the issue of drink and drug driving There are a number of reasons that students may not initially be receptive to road safety teaching. For example, they may: • Think they ‘know it all’ and road safety is for ‘babies’ • Already be taking risks on roads (for example, mucking about on busy roads, driving without a licence or taking illegal drugs and driving) • Feel invincible - road crashes happen to someone else, not them. They think their youth and fast reaction times will keep them out of trouble • Have a misunderstanding of the true extent of deaths and injuries on roads and just how at risk they are as young people. However, young people are likely to have witnessed risky behaviour on roads and grasp road safety issues easily as they deal with roads every day. They also may well have experienced, or heard of, someone in their community being hurt or killed in a road crash, and therefore understand that death and serious injury is a reality on roads. Effective road safety teaching for this age range should:
• Require students to think for themselves and conduct original research • Be discussive and creative, and related to students’ real lives • Involve real-life projects (such as devising and running a campaign to get parents and students to ‘belt up’) not just class-room learning • Explore the dangers and consequences of risk-taking, and the benefits of making safe and sustainable choices • Explain clearly that road safety is about stopping deaths and serious injuries and therefore it is crucial to take it seriously – particularly as these students are in the highest risk group for dying or being seriously injured on roads. Sparsholt College Group makes commitment to support students and staff with their mental health and wellbeing Sparsholt and Andover College has reaffirmed their commitment to staff and students by signing up to a brand new national mental health and wellbeing charter, which reflects the existing work of the college but provides a framework of recognition. This charter has been created by the Association of Colleges in conjunction with mental health experts. The 11-point document includes commitments to: • Promoting equality of opportunity and challenging mental health stigma • Providing appropriate mental health training for staff • Providing targeted individual mental health support where appropriate Colleges across England teach and train 2.2 million people each year - including 685,000 young people. Every year, 1 in 10 young people experience a mental health problem and 1 in 5 young people aged 16-24 experience a common mental illness such as anxiety or depression at any one time. Add to these facts, 75% of adults with a diagnosable mental health problem experience their first symptoms before the age of 24 means Sparsholt and Andover College plays a vital role in supporting the mental health and wellbeing of its students and staff. Julie Milburn, Principal Designate and Safeguarding Lead for Sparsholt College Group, said: “We are delighted to sign this mental health and wellbeing charter on behalf of our students and staff.
