St Leonards & St Ives Parish Council Annual Meeting Of the Parish
The Parish Council will be holding the statutory Annual Parish Assembly for the Electorate on Wednesday 22nd May 2019 commencing at 7.30pm. We have also sourced a speaker, Kathy McNally who will speak on “Not for King and Country” This talk is about the King Edward VIII and his mistress, Wallis Simpson. It has romance, intrigue and espionage. After 80 years the truth is emerging, piece by piece about the events that shook an empire. Due to purdah we have had to change the date of this annual event as it is normally held mid-April. Whilst we are required to present the annual accounts and brief report on the Council year it is also an opportunity for residents to speak directly to the Council and raise issues this will take place prior to the speaker. We do hope that you will take this opportunity to meet your Councillors who do their best to represent you as volunteers and also enjoy the speaker.
Parking on verges
Verges are easily damaged and they do help make this area a pleasant place to live. If you are having work done at or to your property try to provide a space and encourage the Company to use your drive. This area is taking a lot of new development and it is causing some inconvenience and annoyance but it is temporary and a polite request goes a long way to making life better for all using the road. Developers will repair any damage caused as it is in their interest to do so to enable the sale of that property.
Parish Council Owned Sites
With effect from the 1st April 2019 the Parish Council has taken over three new
public areas within the Parish. These are the woodland copse between The Spinney, Sylvan Close and Heath Road which will be known as Spinney Copse; the green area at the end of Ivy Close leading directly to Braeside Road to be known as Braeside Glade and the corner wooded area at Ivy Close to be known as Ivy Copse. It is the intention of the Parish Council to maintain these additional three public areas at their current standard of maintenance.
Dog bins
Due to an exceptional price increase the Parish Council has had to source another Contractor to empty the dog waste bins. Part of the new contract will require us to have the red dog bins replaced with wheelie bins at each site. All of them must be within 10 metres or less of a road access point. Dog waste is very heavy and mechanising the collection will speed up the process meaning the cost of collection is much less but also it is better for the operatives emptying the bins as they have less handling. One thing which will have to change over the coming months though is the red dog bins on all of the sites will change to wheelie bins and the red bins will disappear as the waste trucks will be similar to the automatic lifting domestic waste trucks. From Heathland To Homesteads As late as the end of the 19th century, the majority of our Parish area remained open heathland, apart from the remnants of several pine plantations created during the period of the Napoleonic wars. One such area was sited where Sandy Lane, later Boundary Lane, joined the old turnpike road, seen here in 1901. In 1881 a large poultry farm was established close by, some say by three Dutchmen, and Heather Grange, seen here in the early 1900s, was built, the cellars beneath the main building being above ground, probably due to the high water table levels associated with the Moors River that persist even today in parts of the adjacent hospital grounds. A serious fire in the 1960s destroyed the main buildings, but the servants’ quarters with its tall chimney remained a prominent sight until developments began recently. In 1902, William Moore Bell, born in Australia, arrived on the scene, his late mother having been resident in Sutton, Surrey. He had just married Kate Beatrice Miller, daughter of a local dignitary. He bought St. Leonards Poultry Farm, took out mortgages, and prospered. After meeting with her here
in August 2011, his daughter Ann sent me from Australia some notes, this wedding photograph and others, all of which clarified several aspects of the sad end to Bell’s local history. Bell’s major contribution to the surrounding heathland was to purchase 300 acres of the land to the south of his farm, part owned at one time by the Earls of Malmesbury. He provided access via today’s Wayside and Foxbury Roads, and presumably began to cultivate some areas, perhaps around the Grange Road area. By 1911 the area was on offer as 54 roughly five acre plots, stated as “suitable for the cultivation and production of produce for market.” Photographs within the Sales Particulars evidence the processes necessary to develop the land, presumably based on Bells own efforts. To encourage purchasers at an auction on site that September, Bell was also willing to loan stock birds and free advice to anyone who wished to pursue that trade. Follow up letters by the Bournemouth based agent Hankinson announced that several plots had been sold at £15 to £20 per acre, stressing the point that there was no land elsewhere in the area on offer at such low prices. From subsequent records, it appears that,

15 given international tensions at the time, few were willing to take the risk. Soon it all went very wrong for Bell. He had taken on more loans in 1912 to purchase plots within Malmesburys’ St. Leonards Estate. Then one of his farm mortgagors died; they called in their loans; he could not pay and defaulted on the others; was declared bankrupt; and, with help from a brother, he, his wife and four children left for Australia. The original owners do manage to sell off a few of the plots in 1913, but most are not actually disposed of until 1919 or 1920. Stories abound that they were taken up by returning soldiers, but the documentary evidence at Hampshire Records Office revealed just two military personnel do so. One was a doctor living in Birmingham, the other an RSM from the Winchester area. The detailed listing is within my personal files. This suggests most purchasers were simply investing in the land, and their tenants actually worked the plots, building all manner of temporary or poor quality homes. Foul pest in the 1950s apparently hit hard. With a complete lack of services, for most it must have been a bleak existence, but some do appear to have prospered, or moved in as retirees. A Mrs. Liegaux, presumably the widow of A.A.A. Liegaux, once owner of my neighbour, Braeside House, is listed there in Brown’s Directories in the 1930s/40s. Post WW2 many of these large plots attracted a more affluent population
and the quality and size of buildings increased, despite odd periods of planning difficulties, particularly applications to upgrade or replace some of the older properties. Green belt issues arose, particularly in the heathland to the east, eventually resulting in compulsory purchase in the 1960s, but the Grange Estate seems not to have been affected. In a 1988 letter on file, the St. Leonards South Residents Association sought support to challenge yet another development plan, for a new town of 4,500 homes. The plan was axed by the then Environment Minister. Similar ideas were still in evidence when I began my Parish researches in 2005, when a steering committee to undertake a Parish Plan was mooted. The adjacent hospital site development has been a long time coming. What goes around comes around, they say…. but from my point of view from across the main road since 1976, the estate continues today as a genuine rural area that survives despite its unadopted roads and minimal services. Understanding Investments: In Retirement...
This article is less about investments and more about helping you understand how much money you will need to enjoy a sustainable retirement. It’s about having the confidence to enjoy retirement fully, rather than worrying whether you have enough savings and perhaps holding back from doing the things you’d like to do. In my experience of working with clients throughout their retirement, it seems there are two distinct stages; the first is “The Golden Years” when clients fulfil lifelong ambitions of travel, spending time and money on hobbies and interests they always wanted to do once they have more time. This may also require capital to update the house, cars and perhaps offer financial help to their children. The hobbies and interests will be different for everyone, but the common theme is they usually cost money. The second stage is “The Later Years”, when those aspirations have been fulfilled and life becomes more sedate and generally less expensive. Having said that, whilst there are less large capital outgoings, regular expenditure doesn’t change as much as most people expect. This is because you might require assistance with jobs around the house, cleaning, tending the garden etc. The final very significant expense could then be for Care, either in your own home or paying care home fees in a Residential Care Home. So how do you know whether your money will last? The simple answer is most people don’t and therefore tend to avoid spending money during “The Golden Years” for fear of running out during “The Later Years”. This can result in unfulfilled aspirations and missing out whilst young enough and fit enough to enjoy them. So, what’s the answer? A “Lifetime Financial Plan” is a detailed, yet simple to understand, analysis of your current and predicted future expenditure versus your income and capital. It can include both your regular expenditure alongside lump sum outlays
and identifies the percentage return required on your savings and investments Howard Goodship to ensure your money will last your lifetime (no-one knows how long that will be so we model the projections until age 100). The most important part of producing the plan is an in-depth discussion to identify your aspirations and future plans since they are so individual. Talking about Wildlife...
Help with the health of heathland We all think of heathland as being either glorious (when the sun is shining on it) or wonderfully bleak (when lashed by wind and rain). But whatever the weather, we invariably think of heathland as being tough a sort of resilient and indestructible place. But in actual fact heathland is fragile. This is because heathland is largely occupied by heathers, and heathers are unusual and fussy plants. To start with, heathers are ‘dwarf shrubs’. This means that like all shrubs they are woody and brittle and so can be easily snapped. But unlike other shrubs they are low growing and thus very liable to be stepped on, when, unsurprisingly, they do not bend, but snap off. This is why heathers readily die when walked over, and new bare paths are so readily formed where they were not present before. And then heathers are ‘oligotrophic’. This means that they only do well where the ground is poor in nutrients. When the ground is poor they hold their own against plants that like it rich, but when the ground becomes Heather

rich, those other plants win the day. Dog poo, left to decompose naturally, makes the ground nutrient rich. This is why heathers are so easily ousted by lush green grasses and herbs alongside paths where dog poo is left. When we go out on our seemingly tough old heathlands, we should remember that appearances can be deceptive and that actually, like other old things, they are rather on the fragile side. So, keeping to existing main paths, even when a tad muddy, stops the heath becoming criss-crossed by many new ones (and makes it less likely that we will disturb those rare ground nesting birds in summer). And always picking up and removing dog poo helps to prevent those main paths becoming lined by widening bands of non-heathland (and avoids the health hazard which is just as relevant here as in formal open spaces). If we want our heaths to continue to provide for our needs, we do need to be aware of theirs. By Lesley Haskins

• Keep on earthing up your potatoes to prevent the tubers from turning green. • If you’re planted peas don’t forget that they’ll need some support from sticks or netting that they can climb up. • With snow in April you’ll probably need to catch up with sowing crops that it was too cold for last month. • As the risk of frost passes, tender crops such as tomatoes or peppers can either be planted out, or on into grow bags. • Start winter greens such as cabbages, sprouting broccoli and Brussels sprouts in a seedbed for transplanting to their final positions later. If you’ve lost seedlings or had trouble getting them started with all the cold weather don’t forget that you can always buy plants that have already been started. Buying young plants in is a great way to experiment with different varieties too - with so many types of tomato available it’s more fun to have several plants, each of different kinds, than half a dozen all the same. There’s a good plant stand at the monthly farmers market, and several garden centres or local growers nearby. May is the time to start off that wonderfully easy vegetable - the courgette. If you’ve never grown courgettes before then I can highly recommend it as they give such a high yield from even just a couple of plants. In fact that would be my main advice - don’t be tempted to grow too many or you’ll be inundated! Plant the seeds undercover or on a windowsill from the beginning of the month. Put two seeds to a pot, laying them on their sides and covering with about 1” of compost. They usually germinate in a week to ten days and grow
pretty rapidly. Remove the weaker of the seedlings (I always feel guilty when I do this! If it looks good I re-pot it). When the seedlings have four to 6 leaves start to harden off by placing outside during the day. Plant out after all risk of frost has passed. You can also start courgettes outside, directly into the bed in which they’ll grow but I’d wait until later in the month when the soil is a bit warmer. The plants will grow quickly, producing exotic looking yellow flowers (look out for recipes for the flowers too). For maximum yields the plants should be harvested regularly. Tiny courgettes are very tasty, and don’t be tempted too turn your back on the plants for too long as they grow large at an amazing rate! Be careful with watering when seedlings as the stems can rot, but they’ll need plenty of water once they have grown. If you’re short of space courgettes can be grown in grow bags, planting two to a bag. With summer in mind, don’t forget to keep planting your salad crops. As well as the traditional lettuce there are a host of other salad leaves that can be grown, and it’s usually possible to buy packets of mixed salad seeds. Get in the habit of planting some at least once a fortnight - use some of the leaves to cut and come again for tasty fresh salad, transplanting some lettuces outside and allowing them to grow on to full size. If you planted beetroot seeds out in March or April the chances are that they’ll have suffered with the very cold weather that we had last month. Another row sown now may well give you much better results. Fancy your own, home grown, Brussels sprouts with Christmas dinner? They need quite a long growing time, so think about starting them around now.

Upton Wood Volunteer Day
This is an opportunity to learn about life in our country during the War Years - 1939 – 1945. Experience Living History with Home Front ‘Dad’s Army’ re-enactors, The Home Front Living History Museum, Churchill’s Secret Army, displays of 1940’s fashion, Pathe Newsreels from the 1940’s and an exhibition of photos and memorabilia from Weymouth in the 1940’s. Take part in the ‘Evacuee Experience’ with Nothe Fort guides and reenactors, visiting areas of the fort not normally open to the public – the Anderson Shelter, schoolroom, kitchen, washroom and 1940’s shop. There will be displays of military and civilian vehicles, 1940’s style live entertainment - music and dancing, & themed activities. Meet Warren and Winnie the Nothe Fort mascots. The Matchstick Fleet will be in residence. In commemoration of the 75th anniversary of the DDay landings, this will be a great opportunity to see the work of Phil Warren. who has spent over 60 years creating scale models of hundreds the ships in the British Naval Fleet. A volunteer day on the heathland part of Upton Wood to cut back bracken. bramble and gorse to create more space for Heather to spread and grow. Hot and cold drinks will be provided at breaktime. Please bring lunch if you intend to stay beyond 1pm with some of the other volunteers. No need to book, just turn up. Please wear old clothes and waterproof shoes/boots. All tools will be provided by the Dorset Countryside Volunteers. Meet at 10am at the entrance into the Wood from Pony Drive. Dorset Set for Weekend of Classic Rock & Blues at Loverocks Festival in Ferndown The popular classic rock and blues festival, Loverocks Festival, returns to Ferndown this June, hosting a variety of well-known cover bands and original rock bands. The festival is now in it’s third year and has become ever-popular amongst Dorset and Hampshire residents, attracting over 300 visitors at Loverocks Festival 2018. The festival plays host to a variety of classic rock and blues bands, some of which have performed at previous Loverocks Festivals. The headline cover bands performing this year include Maidstone-based Pink Floyd tribute band Just Floyd and Hells Bells – an accomplished tribute band to ACDC who tour all over Europe. Just Floyd were one of the headline acts at the first Loverocks Festival. They use an immersive lightshow as part of their performance and are often described as ‘the most authentic live Pink Floyd tribute’ due to their impressive live show which mimics the real Pink Floyd. As well as cover bands, Loverocks is featuring some original bands from the local area and overseas. Some of the U.K. rock bands include Leicester hard-rockers, SKAM; London rock band, City of Thieves and Northern Ireland-based Baleful Creed. Hell’s Gazelles are making the trip down from Oxford after receiving a criticallyacclaimed review in Kerrang. Hard-hitting five piece, Those Damn Crows, will be taking a break from recording their second album. Bournemouth-based hard rock band, Western Sand, will be playing a collection of songs from their two critically acclaimed EP’s. International guests include Dublin
blues rock band, Samarkind, who will be crossing the Irish Sea to play for attendees at Loverocks Festival. In addition to the live music taking place over the weekend, the family-friendly festival, which is free for under-5’s, makes the most of the facilities at St Leonards Farm and Campsite. Families at Loverocks can expect activities such as face painting and access to the children’s play area at the campsite. Jim Love, Event Organiser, said: “Loverocks Festival is really taking off and we have some super-exciting acts for this year’s festival. It’s great to have a mixture of cover bands and original bands from across the UK so attendees can experience up-and-coming artist and enjoy some classic hits from the past. There is a heavy focus on keeping Loverocks a family-friendly event again this year.” Held at St Leonards Farm and Campsite in Ferndown, revellers can stay on-site and bring their own campervans and tents to the family-friendly festival, or make the most of the glamping opportunity, where festival-goers can hire out a luxury yurt which fits 4 people. Tastes so good...
CREAMY BACON AND CHICKEN PASTA
If you’re struggling for a unique but simple recipe for either a dinner party or just a nice evening in, this is perfect. You can add garnish of your own or even any leftover basil to the finished dish for serving.
Ingredients for 4 servings 3 tbsp olive oil 5 rashers of bacon 3 large boneless chicken thighs 1 clove of garlic 300ml double cream Pinch of Salt Pinch of freshly ground black pepper Fresh basil (a handful) 450g farfalle pasta 200g cheddar cheese (grated)
Equipment: Large pan, frying pan Method: In a large pan, cook the pasta according to the packet instructions, adding a pinch of salt to the water. While the pasta cooks, heat the olive oil in a frying pan. Cut the chicken into strips and the bacon into small squares before adding to the pan. Cook for 3-4 minutes, until the chicken is golden brown. Crush the garlic clove and add to the frying pan with the chicken and bacon. Cook for a further minute. Season with salt and freshly ground pepper, then add the cream and warm through. Drain the cooked pasta before adding the creamy mixture into the large pan. Before serving, tear up the fresh basil and add to the mixture along with the grated cheese. Add some garnish for a finished look and enjoy!
