We are now fortunate to have a group of 12 Volunteers regularly collecting litter around the Parish you may be surprised to hear that they have now collected over 40 full bin liners full of rubbish. An amazing achievement I am sure you will agree. Environmentally litter is very harmful to wildlife it encourages vermin and is a hazard to health so let us all help if there is no bin to use, take it home with you. Encourage those with you to use a bin or take it home. Finally a huge thank you to that group of twelve for all your hard work, you are awesome and we appreciate what you do.
Reorganisation of Local Government... I am sure it has not escaped your notice that Dorset is undergoing major reorganisation of the main Principal authorities, bringing nine Councils (County, District and Borough Councils) down to just two. From 2nd May 2019 Dorset will have two principal authorities, Dorset Council and Bournemouth, Christchurch and Poole Council. Parish and Town Councils have and will continue to sit totally independently of these two Councils. A Parish or Town Council is a statutory body even setting their own budgets and appointing their own staff. No political affiliation is required. Parish and Town Councils do work closely with the principal authorities but they make their own decisions and appoint their own staff independently. From 1st April 2019. You can continue to contact the new Dorset Council as before
but their website address is changing to www.dorsetcouncil.gov.uk. Services will continue as before after this date things like your bin day will remain the same.
Keeping in touch... The Parish Council has limited means of communication with you our residents. Partly this is due to the makeup of our population and its variances in age, lifestyles and modern day demands both socially and through work. As a statutory body the Parish Council is a Consultee on numerous planning proposals, both residential and general area planning. We are also consulted on long term plans such as the recent Waste Plan and Mineral Plan for the wider area and with limited timeframes for comment and only one staff member it is difficult to circulate this information to our residents quickly but it is also essential that you are kept informed. The Parish Council has a website www. stleonardspc.org.uk our agendas and minutes are published regularly. Noticeboards are around the Parish at the following locations: outside the Post Office; by the One Stop shop at the end of the trail way; on the path by the Doctors Surgery; on the wall at the Village Hall; in the layby on the Horn Road by Greenacres Close and on the outside of the communal hall at Oaktree Park. We have also used the social network site Next Door. Communication though is a two way street and we would ask you make a point of regularly taking a moment to just look at the one of the above means of

communication it might be of interest to you. If you have a suggestion to improve things we would like to hear about it. In fact why not consider coming on board and standing as a Parish Councillor?
Make a Change... Do you care about where you live? Are you passionate about your community? If so, you could make a great local Councillor. Stand for election and make a local change. May is now fast approaching and will soon be upon us. The Parish Council is a completely separate organisation to the higher tiers of local Government. It is made up of local residents and business people who want a direct say in what happens in our community. The Parish Council is autonomous, and is directly responsible for its own assets and employees, of which there is currently only one the Parish Clerk. For a strong local democracy we need a diverse Council. A recent national councillor survey revealed some interesting facts about the current makeup of local Councils nationally:• the average age of a local councillor is 61 • 25% have served for more than 10 years • 60% are men and just • 11% are under 45 So why did some of our existing Councillors join up and serve their community? From one of our long standing Councillors: “initially some join because of an ‘issue’. A few examples are development,
inappropriate, traffic on inadequate roads, parking and litter problems. But after a while good Councillors soon develop an interest in general problem solving and become mainstays of the Council.” From one of our newest Members: “I became a parish councillor in 2018 as I was keen to embed myself in the life of the village and the wider community after retiring. I found myself immediately applying some business and life skills to good effect on a number of sub-committees and really enjoy giving something back now I have time to do so.” New Councillors keep a Council vibrant and active and we need a mix of experience, young and old, male and female, basically new blood if the Council is to truly represent the Parish. Standing as a Councillor gives you a chance to make a difference, work to address the faults and things you do not like and help to make our parish a great place to live. Somerley Household Recycling Centre Survey From 1 January 2020, Hampshire County Council (HCC) plan to begin charging non-Hampshire residents £5 each time they visit the Somerley Household Recycling Centre - (‘the tip’) on Verwood Road.
The Dorset Waste Partnership wants to know how this will affect nearby Dorset residents and what impact it may have on our services. We need this information to help make informed decisions about waste infrastructure in the future. The survey can be found at: www.dorsetforyou.gov.uk/ somerley-hrc-survey

Heritage: 3000 Acres of Barren Heath Two hand drawn colourful old plans dated 1781, a working estate office version, and a folding one dated 1782, part of sale documents, demonstrate the vast holdings that had accrued to the earlier owners, with its noticeably straight line southern boundary that possibly shows the “Roman road line” of AD45. These both show “St. Ives” as a section south of the line, roughly where the 40 acres village area is today. The sales map was accompanied by a leather case filled with detailed descriptions of all the plots, including tenants and their dues. Copies of both maps, the owner being Reverend Ambrose St. John, are on file, but that seen here comes from a somewhat later document. Somerley as a name is apparently first mentioned in 1272. A Dodington family later acquired the manor from the Okedons of Moyles Court, retaining it until the 1730s. An earlier house, seen here with Dutch gables, may have been a re-working of an earlier building, perhaps Elizabethan. Foundations of this latter house are said to still be visible north of the present house, seen here in this picture c.1860. The St. John estate was bought by Daniel Hobson, who set about building the present house to a design by Samuel Wyatt in 1792. Architects among the Wyatt family include William, later to work for the Morants and their now sad looking old Corn Market building.
Hobson was an inveterate gambler, at one stage said to have staked the estate on the result of a horse race! House uncompleted, he died with considerable debts in 1805, and his heirs sold the estate to Henry Baring, a member of the banking family. Baring completed the main parts of the house, and set about acquiring several smaller manors to the east of the Avon. He was one of several gentlemen opposed to large buildings spoiling the countryside. He is thus thought to have demolished Ibsley House, whose Elizabethan chimneys may well be those used for

15 the Clark’s Almshouses. He demolished all but the southern wing of Moyles Court, turning it into a farmhouse and the chapel into stables. According to a plan of Baring’s original holdings, copy on file, in 1810 the estate area remained much as it had been in the 1780s. A detailed description appears of that estate in the 1805 Sales Particulars, copy also on file. In 1828 he sold out to Welborne Ellis Agar, 2nd Earl of Normanton, descendant of an Archbishop of Dublin, who required a pied a terre as first Earl to take up his seat in the Lords. The 2nd Earl was renowned for his fine collection of valuable paintings, including old masters, and a gallery was added, seen here in a view from a magazine article. In the 1860s, its presence precluded any railway link from Salisbury to Ringwood through the estate or down the Avon valley. An article in Brown’s 1903 Directory tells the Normanton story. Marriage early on of the 2nd Earl’s daughter to the 3rd Earl Horatio Nelson generates tales, incorrectly, of a link to the Admiral himself in the deeds of 20th C. properties. During the Great War, the house became a convalescence hospital for the wounded servicemen, one of its large rooms converted into a ward with their attendant nurses seen here. In 2018, an autograph book was given to the Meeting House. It contains numerous entries, some accompanied by photographs, but predominantly by junior ranks, despite earlier reports that the house was for officers only.
Among the entries are some by ladies using the surname Agar, accompanied by cartoon style drawings. This implies they are members of the Normanton family, each involved in some way with care of their patients. Today Somerley itself remains in the hands of the Normanton family, but much reduced in area since an Estate sale initiated in 1919. Everything east of the Avon, if not already in other hands, was on offer, described in great detail within the Sales Particulars and accompanying plans. The majority of the central “North Ashley Heath” north of Horton Road plus almost everything down to the “Roman line”, about 1,450 acres in all, was bought by William Webb in 1920 for his Garden Estate. After Webb’s death in 1930, the Forestry Commission acquired its present land area, while developers, perhaps some tenants or owners, took on most of the plots and areas south of Horton Road. Mostly post WW2, many of the original 3 acre and 1 acre Webb plots were re-developed, while any intervening open spaces were all filled with more properties. Somerley itself remains a self-contained site, known today for its annual Ellingham show when local residents can see the remaining buildings still on site. Much detail of its longer and much larger past is spread amongst several of the files within the Meeting House archives. Please come in and have a browse. John Hawkins

Understanding Investments: Pre-retirement (almost there!)
This is the fifth article in a monthly series on Understanding Investments so I thought it sensible to review what has been covered to date. 1 - What are Investments and why should you own them? 2 - Managing risk and tax to earn a higher return. 3 - Fees, costs and value. 4 - Tax efficient investment income. I have tried to provide a foundation of information to help simplify investments. The next three articles will focus on pension and retirement options; the first being preretirement. Pre-Retirement Pension Options When working with clients, it is easy (but ineffective) to simply identify surplus income and recommend this is saved without reviewing objectives and goals. In my experience, there isn’t usually much “surplus income” and little incentive to save it. My preference is to understand what retirement looks like for each client as this is incredibly individual (and motivating) and then help them quantify the cost of those aspirations. We then work backwards and identify what financial actions are required now and ahead of retirement in order to achieve their retirement goals. A retirement strategy is critical and cashflow modelling helps illustrate, in monetary terms, what action is needed. Once a strategy is agreed, it is important to review current pensions and investments to decide whether they are fit for purpose. Is the level of risk acceptable? Is the investment performance appropriate for the given the level of risk?
Are tax allowances being utilised? Are the fees reasonable?

The choice of available low-cost pension schemes has improved significantly since the introduction of auto-enrolment and many older pension schemes are now out of step with current plans and may apply unnecessarily high management charges. It is important clients have a clear understanding of future secured pension income; for example, any current or deferred Defined Benefit pension schemes from their current or past employers. What about the State Pension? It is simple to request a projection online which will detail when and how much is due to be paid to you. The projection will also identify any National Insurance Contribution shortfalls which could be topped up to provide additional State Pension income for a modest cost. “Freedom and Choice in Pension Legislation”, introduced in 2015, now offers retirees many more choices and flexibility at retirement, but greater choice comes with greater responsibility. Planning ahead and ensuring you have the right strategy helps you make the most informed and effective decisions to meet your retirement aspirations. Talking about Wildlife...
Species of the month
Can you remember the last time you saw a hedgehog? Or a robin? Did you used to see them, but perhaps not recently? These are the kinds of questions that we, Dorset Wildlife Trust (DWT), need the answers to. And we’d like the public to help us.
In 2015 DWT started a citizen science project, ‘Species of the Month’ – asking the public to let us know when they’ve seen a certain species for each month of the year. Since, not only have thousands of records flown in, but so have your anecdotes about wildlife experiences, with many of you sharing your delight from a regular or occasional wildlife visitor in your local patch or garden. Recording and looking for both rare and common wildlife allows conservationists to monitor peaks and declines in wildlife populations. Something that’s in abundance now, might not be in 5 years’ time and these records could help identify trends to understand why this has happened. Wildlife also doesn’t recognise boundaries – it goes anywhere there is habitat and food, so recording what’s in your garden or local green spaces is just as important as conservation teams recording which species are on nature reserves. So, this new year, can you ‘look out’ for wildlife? Past species we’ve been interested in finding out more about include the easily identifiable robin, brimstone, house sparrow and hedgehog. If it’s something a little rarer, we’ll give you all the information you need to be able to identify it. In March we’re looking for the bee-fly pollinator, to kick start our Get Dorset Buzzing campaign!

ABOUT THE DARK-EDGED BEE-FLY
The Dark-edged Bee-fly, or ‘Large Beefly’, looks rather like a bumble bee, with a long, straight proboscis that it uses to feed on nectar from spring flowers, such as primroses and violets. It is on the wing in the early spring, when it can often be seen in sunny patches. In flight, it is even more like a bee as it produces a high-pitched buzz. This species of bee-fly is common, but the Heath and Mottled Bee-flies are much rarer.
HOW TO IDENTIFY
Looking like a bee, the Dark-edged Bee-fly has yellowy-brown hair on its body, long, spindly legs, and a long proboscis. The wings have dark markings along their leading edges, hence it’s common name. There are several species of bee-fly in the UK, which can be very difficult to tell apart; the Darkedged Bee-fly has a dark edge, while others have plainer, translucent wings. By Sally Welbourn

Report urges retirees to register LPAs to avoid ‘later-life financial crisis’ A new report suggests that four-fifths of retirees who are taking advantage of pension freedoms may face a ‘later-life financial crisis’. According to a report from Zurich, the risk – estimated to affect 345,000 retirees – stems from their lack of having a Lasting Power of Attorney (LPA), potentially hindering them from obtaining financial help should they become ill or lose mental capacity. Without providing a family member or trusted friend with the legal authority to make this kind of decision, the Courts would have to become involved should the individual no longer be able to make decisions themselves. Commenting on the findings of the report Mr Skilton of Dorset & Wight Wills highlighted the important purpose which LPA’s serve in later life decision making, particularly since the pension freedoms were introduced.
He said: “Registering an LPA has become even more important since the pension reforms. Thousands of people are now making complex decisions on their pension into old age, when the risk of developing a sudden illness or condition such as dementia increases. “Despite this, many are unprepared for a sudden health shock or a decline in their mental abilities. The time to set up an LPA is well before you need it, and pension providers should be highlighting this to their customers. “With more and more people moving into drawdown, this is creating a ticking time bomb that could leave thousands of people facing a potential later-life financial crisis. It is vital that people plan for a time when managing their pension might become hard, or even impossible, and speaking to Dorset and Wight Wills is one of the best ways to do this.”

Gardening Tips
On Your Plot Getting the upper hand Spring should really be on its way by the end of this month and there’ll be plenty of jobs to keep you busy on your plot. There’s nothing quite like sowing seeds and the thrill of watching those first tiny seedlings appearing just a week or two later. Weather permitting the soil should be warm enough to be sowing outdoors in March. Your new seedlings will need all the help that you can give them if they are to flourish so don’t forget the weeding and pest control too!
Jobs for March :-
• Prepare beds for sowing by raking level when the soil is dry enough. • Get a supply of containers and fill with compost ready for sowing (supermarket plastic trays containers are handy to reuse for this!) • Make sure you have all the seeds you need and sort them into the order that you’ll sow them in. • Plant first early potatoes later in the month. • Keep on top of the weeding and pest control. • Sow carrots, peas, parsnips, lettuce and radishes There’s no doubt that the weather during the first part of the year lived up to our expectations of a month of extremes - with mild temperatures and homes and gardens hammered by incredible rainfall. Hopefully March should see the weather settling down and Spring truly starting to emerge. Most seed packets give you some guidelines as to which month/or months are best to sow in but personally I think that it’d be a lot more helpful if they gave a little information about the temperature required, not to mention just how long germination is likely to take. Soil temperatures of at least 6°C are needed for most seeds - if you don’t want to guess at this you can get a soil thermometer to check. Don’t forget that by using products such as fleece, or cloches, over your beds you can raise the temperature. Some seeds, such as parsnips, are notoriously slow to germinate taking up to 3 weeks for seedlings to appear - a good idea with slow starters like these is to sow quick growing crops such as radishes on either side of the row. This will
help mark the rows out until your parsnips appear and the radishes will quickly be grown and ready to harvest. Take note also of the depth that the different seeds should be sown at - too shallow and they’ll either blow away or be eaten by the birds, too deep and you may bury them alive! Try to space seeds evenly, though if you sow too many you can thin out the weaker seedlings after they appear. Do remember that with many crops it is better to sow just a few and then sow again in a few weeks time to avoid having too many ready to harvest all at once. Salad crops such as lettuce will bolt if left too long, and other vegetables which may have a short harvesting period can be enjoyed for much longer if you save the seed and sow a few in succession every few weeks. As the soil warms up for your new crops so it also warms up nicely for the weeds about now! For many people part of the attraction of growing your own is eating chemical free produce and organic methods of pest control will therefore be preferred. Little and often is best - take a quick walk around the veg patch each morning and hand pick any emerging weeds. Hoeing also works well and if you are careful not to let weeds set seed you’ll avoid a long-term problem. Of course the situation isn’t helped by the fact that your patch is likely to have large amounts of bare soil on it between widely spaced rows at this time of year. Some crops, such as potatoes will obligingly grow to ultimately block out the light and deter weeds, but if you’re really having problems then think about putting down a thick, organic, mulch to cover the bare soil. Slugs will also emerge to attack your young seedlings - there’s no end of organic ways to do battle from hand picking at night and beer traps to watering in nematodes. Strike early and gain the upper hand!

These exercise classes are designed to improve balance, muscle strength and confidence and are based on the Otago Exercise Programme developed in New Zealand to reduce the likelihood and severity of falls in older people.. The sessions will be chair based at first and as confidence grows more standing will be introduced and encouraged using a chair as support, the atmosphere is friendly, relaxed and sociable.
