St Leonards & St Ives Parish Council As I write this article another national lockdown has just begun. The Parish Council has like everyone else had to adapt. Whilst the Parish Office has had to close to the public, the Clerk and Assistant continue to work as normal. Business will continue as normal except that face-to-face meetings cannot take place. For this reason, please do not visit the Parish Office. The Parish Council continues to monitor the sites that it manages. These are various copses, recreation grounds and playpark. If you have any comments or issues to report concerning any of these areas please contact us by email on clerk@ stleonardspc.org.uk or by post to the Parish Office, Village Hall, Braeside Road, St Leonards BH24 2PH or via our website: www.stleonardspc.org. uk. We also contribute and post to the 2Saints Facebook page. All Council meetings are conducted virtually at the moment. This does not prevent you from contributing and observing these meetings. Please contact the Clerk by 9am the day prior to a meeting and the access details will be provided. There have been several instances recently of fly tipping on Parish Council land. This must stop. We regularly inspect the areas we manage and where fly tipping is noticed we will take action against offenders. During lockdown more people may be using the Parish areas for exercise and recreation. We cannot stress enough that everyone must 6

observe social distancing. If using the playpark, be patient with the play equipment to allow others a go and putting any kind of litter in the bins provided. Dog walkers please make sure you clear up and control your dog especially when near children. Dogs are not allowed in the fenced off children’s play area at any time. All these things will make life more bearable for us all. Remember that none of the play equipment is sanitised. We advise people to bring their own sanitizer gel and wash your hands before and after use. Let us all play our part in stopping the spread. The Parish Council is currently planning the refurbishment of the playpark. Conceptual designs are being prepared following a period of consultation. The designs will be shared in the near future and feedback requested on them. It is not too late to offer any comments you may have on the playpark refurbishment. Please contact the Clerk. Stay well. Birds of a feather... At about 4pm on a cold winter’s day, the sky may come alive with the shape of birds flocking together, with the sudden deafening sound of chitter chatter filling the air. One of wildlife’s most spectacular sights is approaching – a swooping and swirling murmuration of starlings. It may surprise you to know that starlings are actually becoming a less common sight in the UK, so seeing a flock of them is a wonderful thing. Other winter visitors flocking include birds from Eastern Europe and even species from the far northern regions, such as redwings and fieldfares from Scandinavia. So, why do birds flock? Well, why not! Birds can move easily and quickly, so they make the most of an annual trip to the UK, with an abundance of food, and a warmer climate to enjoy. Flocks of birds are also essential for their survival this time of year, as their main advantage is literally their

safety in numbers and they can distract predators with the sheer size of the group, making it hard for them to focus on just one bird when there’s so many, so close together. Large groups of birds can also stay warm, and hunt together, increasing their chances of survival. Heritage: Open to Visitors As I write in April 2020, a week into what turned out to be the first “lockdown”, one hopes that by the time you read this, it will all be just a bad memory, and that we will all be able to again enjoy our open spaces. Pinewoods had long been considered conducive to those with lung diseases, prompting Bournemouth and its environs to be developed since 1812. Here we are lucky to have two areas of land, home to plantations of pines since the late 18th century; Avon Heath and Moors Valley Country Parks. The Napoleonic wars, following our loss of access to stocks from the Scandinavian area, saw some of these plantations created to provide timber for various purposes. Locally one was created on George Matcham’s estate at Shepherd’s Spring; and at the far end of Boundary Lane, some remnants known today as Hurn Forest. Based on a crop cycle of three decades, this early 1800s sale plan by the Malmesbury’s agents shows three distinct areas of about 40 acres each, straddling the 1760s turnpike of its day. The northern site, today St. Ives village, is said to be ready for thinning out; the area immediately south of the turnpike lying fallow, awaiting re-planting; and the southern one, part of Barnsfield, with mature trees. Both the late 17th C. Shepherd’s Spring and its 1890s successor “Idaho” are believed to have been lost to fires that regularly swept through these areas. Evidence of these earlier plantations could be seen on infra-red photographs shown to me at the Country Park in 2007, at times the ridges being interpreted by some proponents as a local “Roman Road” via Wattons Ford. The 14

devastation of 1976 is well remembered by older residents, when it actually jumped the new dual carriageway of the A31. With three surviving Victorian era Scots Pines on the site of the bungalow we had just decided to buy in Malmesbury Road, with many more on adjacent properties, the threat was of some concern. Seen in 2015, they are still with us. Hampshire created the Avon Heath park in the 1970s, following lengthy battles to remove unauthorised settlers on the green-belt land in the 1960s. The visitor centre with parking facilities is accessed down Brocks Pine from the Woolsbridge roundabout. Numerous nature walks were created, one linking up with the area south of Boundary Lane. The old WW2 experimental area, taken over by Qinetiq, remains locked down. The line of the very old road across the heathland to Palmers Ford is followed by Barnsfield Road, and then a footpath through Hurn Forest. This plan is from a 2007 leaflet, a full image available in my parish history files at the Meeting House. Following the 1974 county boundary changes, first East Dorset Council, now Dorset, have been responsible, carrying out conservation work, providing more facilities. My photo was taken in 2017.

This is another 2007 period leaflet, but the picture was taken early 2020, when there to view the restored dummy airfield bunker. Moors Valley is a later development than Avon Heath, although the site has an equally lengthy history. Several old farms survive nearby, including the golf course clubhouse on the site of a much older farmhouse that dates back to the 18th century, having been sold in 1782 as part of the Somerley Estate. Once King’s Farm, but Hatchards since the 1930s, the owner applied unsuccessfully for partial change of use for a nine-hole golf course. Ironically, when Hampshre Council eventually took on the site, they did just that, since extended while under the Dorset authorities to a full eighteen holes. The site for many years had been part of the 3,000 acres of barren North Ashley Heath, with farms and pasture lands restricted to the areas adjacent to the Moors River to the west and the Hampshire Avon to the east. It was not until 1921 that William Webb purchased almost 1,500 acres north of the “Roman road line” and planned his Ashley Heath Garden Estate. The Earl of Normanton placed much of their estate on both sides of the Avon and in Verwood on the market in 1919. Webb’s book, of which I have the original proof copy seen here, tells of all his efforts and disputes. Following William Webb’s death in 1931, that

estate was auctioned oﬀ, and the Forestry Commission surreptitiously bought around 850 acres of the areas north of the Horton Road and the railway line for £2,500, using a local builder and paying him £300 for his help. This area was then planted up, predominantly with pines as a crop. Subsequently they joined with the Country Park in provide nature and adventure trails that today have been attracting very large numbers of visitors Webb’s local legacy survives today in several ways, not least with his “shortest” High Street, built of concrete around 1925. The remnants of his 1927 Ashley Heath Halt, restored in 1994 by a team that included the then manager of the Avon Heath park, survive on the “Castleman Trail” that follows the line of the SDR railway that ran from 1847 to 1967. Hopefully, just after you read this article, both parks, currently closed again, will have re-opened for us all to freely visit again. John Hawkins

Object of the Month Orion ‘the Hunter’ is probably the most recognized constellation in the night sky and is best placed to view during the winter months. Look for his distinctive ‘belt’ of three stars, the red giant star Betelgeuse marking his left shoulder, blue giant Rigel as his right foot, whilst Bellatrix and Saiph represent the remaining shoulder and foot (see ﬁgure). Betelgeuse is an enormous star at the end of its life, and if it were to replace our Sun its surface would extend to Jupiter’s orbit. Put another way, if the Sun were the size of a grapefruit, then Betelgeuse would be the size of a large football stadium. Orion also has a ‘sword’, the middle star of which looks like a fuzzy blob. This object is not a star at all, but is in fact the Orion Nebula, a vast cloud of gas and dust incredibly far away, where new stars are being formed. Pleiades

Mars Mars is still shining brightly in the constellation Aries, and moves into Taurus at the end of the month. NASA’s Perseverance Rover will study and collect rocks that may contain traces of life, storing them until they can be sent back to Earth at a later date. The U.A.E Space Agency’s Hope mission will put a probe in orbit around Mars to study the Martian atmosphere, whilst the China National Space Administration has sent both an orbiter and a rover.

lthough we live in a light-polluted area, here in the south we have relatively dark skies and are able to see many of the brighter stars and planets without too much trouble. However, if we can wait for our eyes to adapt to the dark, it can be surprising how many more stars we can see. Dark adaption occurs when all sources of light are blocked out, be it streetlights, car headlights, indoor house lights, and even the Moon. It can take the human eye at least 20 minutes to adapt to dark conditions, but the results are well worth it.

Understanding Investments: Individual Saving Accounts

An Individual Saving Account (ISA) is a tax efficient wrapper for saving cash or investments. Whilst they have been around for over 20 years (since 1999 when they succeeded PEP’s and TESSA’s), the features and benefits can still be misunderstood. To simplify matters I’ll split them into two (for this article we will ignore Lifetime ISAs and Junior ISAs): Cash ISAs: These act much like a savings account, so capital is not at risk (within protected limits) and interest is earned. However, since the introduction of the Personal Savings Allowance (PSA) the benefits of cash ISAs has somewhat diminished for basic rate taxpayers who can now earn up to £1,000 per annum in interest tax free from their non-ISA accounts (this reduces to £500 for a higher rate taxpayer and is lost for those who pay the additional rate). In addition, the rates of interest available have been falling for a number of years and in 2021 are now at all time lows. This low interest rate environment could remain for a number of years as shown by the average rates available for longer term fixed rate accounts (1% for 2 years, 1.1% for 3 years and 1.4% for 5 years-source Money Saving Expert). What alternatives are available for clients who need an income from their savings or who are aiming for capital growth to meet or beat inflation? Investment ISAs: The capital value can fluctuate but the degree of fluctuation can be controlled by the level of risk selected at outset. Assuming a medium level of risk, the assets would typically be split 50% into equities (medium to high risk) and 50% into bonds, gilts and cash (lower risk). Currently the yield earned through dividends and interest could average around 2.5% (Source: L&G Multi-Index 5 Fund 1.8% and LGT Vestra Strategic Income portfolio 3.3%) which can be

reinvested for growth or taken as income. The capital value of the investments Howard Goodship will fluctuate depending on investment market returns but if invested for over 5 years we would expect the capital value to be maintained and ideally grow to keep pace with inflation. If the yield is re-invested, then we would expect the capital growth to exceed inflation. However, investment returns are not guaranteed, and it is important to understand that the risk of capital loss is why there is the opportunity to earn a higher return than cash. The investment choice in Investment ISAs is wide. Some funds focus on delivering a higher level of income and others offer little income but focus on capital growth. Risks will vary significantly, and this is where professional advice can be invaluable. If you are unhappy with your current ISA, it is possible to transfer from one provider to another (both cash and investments) and maintain the beneficial tax status. One final note; since 2015 ISAs can be passed onto a spouse or civil partner on death. This was an excellent development and the surviving partner is eligible for an Additional Permitted Subscription (APS) and can then continue to benefit from the tax-free status of the deceased’s ISA holdings. The Adventures of Daichi

The Modern Magazines Camper Van We sneaked out! Well, this was just before the third Lockdown when we were still permitted to go out for a drive. Daichi loves the beach so we decided to go a little further afield and go for a spin. Well not quite a spin, but Daichi certainly was excited. In fact, if you see him in his bright red shorts and surfboard, with his dancing dolphin you will see just how much he loves the beach! A huge smile and an optimistic outlook, that is our Daichi. So, to Weymouth we went. It was a crisp, bright day with a bracing wind that will not beat us Brits. No! We will go out and enjoy ourselves. We will smile whilst clenching our teeth and standing like iced figurines, pretending all is fine and we ARE having a great time. I have to say that wind really was biting and for a split second I nearly turned around and ran back into Daichi’s warm and cosy interior. I resisted and took my life in my own hands. Weymouth, apart from the successful 2012 Olympics, is famous for its sandcastles. This family fun loving activity

Daichi with his bright red shorts! has been popular here for the last 100 years. In truth, Weymouth has possibly the finest sand on earth! Amazing. I learned that a Weymouth sand sculpture would last until the end of time if it was kept in a vibration-proof glass case. Astounding! Not only that but if you make a sandcastle using a liquid chalk base and a powder colour finish, it could last up to two years on the beach… providing a dog did not play with it of course. Daichi had planned a Treasure Trail for us and for this one we had to find the missing mermaid. Seriously? Fictional of course, but it gives a purpose to finding all those clues and discovering new and sometimes hidden features of our history and architecture. George III made Gloucester Lodge, here on the seafront, his summer holiday residence and visited fourteen times between 1789 and 1805. Apparently, he even went into the sea in his bathing machine! Gloucester Street reflects this history with its stone heads, representing the King’s staff, proudly placed at the entrance of the houses. A good clue to

find indeed and one I would never have seen or even known about without these educational and entertaining trails. If you have children that complain about walking, these are a crafty find. This particular trail took us through some of the town and then back onto the Esplanade where in the very near distance, in the bay, were four huge Ocean Liners bobbing up and down. A reminder of the times we are in and the limitations of travel, holidays and restrictions. Not to be beaten Stephen, myself and Hayden marched forth to discover yet more clues and try and recover this poor missing mermaid who must be quite distraught by now. After all we were taking our time, chatting away, photographs galore and had even had a coffee! I would not rely on us if you were in dire straits and in desperate need of being saved! The Jubilee Clock Tower, majestically overlooking the Esplanade, is a celebration of times gone by. It commemorates Queen Victoria’s Golden Jubilee. Erected in 1888 and it became a Grade II listed monument in 1974. It is such a symbol for Weymouth, you know exactly where you are when you see it. It is interesting that areas often have a monument or building which is quintessentially theirs. A pure representation of exactly where you are on this planet of ours. Landmarks. Stable points of intrigue that speak of earlier times. I wonder what this clock could tell us if it could speak? Walking along the The Jubilee long, splendid Clock Tower

Spot the stone head! stretch of space with the glorious sand and sea, watching dogs running around and walkers smiling at each other, we see that life is good, harmonious and much calmer than any news would have us believe. Greenhill Gardens at the top of the small hill is a stunning place to gaze into the horizon. Glistening sea, a night sky approaching, the moon appearing. We finally got all the clues and found the missing mermaid you will be very glad to hear. She is safe. What is funny is that yet again I guessed the correct answer at the beginning of the trail… from a possibility of 25 places! I really think I should do the lottery… Well, we may have had many troubles this last year and 2021 may not have started as we have wanted it to, but Daichi has hope. He is planning a year of ‘staycations’. Yes, there maybe some delay now, but this will pass and we will all be able to mix together again soon and boy will we appreciate it! Maybe we will leave the computers behind and throw off those shoes and run into the (rather cold) British waters and splash around like never before. Daichi and the Corney family cannot wait! Property Protection Trusts PPTs are by far one of the most common types of trusts included in wills.

survivor to live in their share of the property for life or a specified period of time.

The PPT is designed to take the deceasedâ€™s share in the home and give someone else (usually your spouse) a life interest in the property which will give them the protection of living in the property for the remainder of their lifetime or earlier if the trust specifies i.e. until remarriage. It also ensures that if the survivor requires long term care, at least half the property is preserved for the benefit of their beneficiaries who are normally the deceasedâ€™s children.

So, what is the point of a PPT?

These types of trusts are generally used for married couples or civil partners to ensure the share of the home will ultimately pass to your children at the end of the trust period whilst still ensuring the interests of the surviving spouse are protected. For example, a married couple, who have not been married before want to leave their share of their house to their children. They currently own the house as joint tenants. Dorset and Wight would sever the tenancy on the property registering them each as 50% owners. They then have their wills written to represent that if one died, their half of the property would be held on Trust for the benefit of their children but allowing the 34

If the share of the home is simply gifted to your partner directly, this could cause a number of issues â€“ the main one being that the whole value of the house could be assessed towards payment of care fees. Another is sideways disinheritance i.e. the surviving partner remarries and the house passes to their new spouse under the Will. A PPT will enable the partner to stay in the home and will avoid the risk of the partner potentially disinheriting your children. Although this year may not be shaping up as many of us may have hoped, Dorset continues to shine as the wonderful county it is. From a village saved from devastation to the UK’s oldest blueberry farm, to celebrate the county, here are another five interesting facts to showcase Dorset at its finest and most interesting. Tragically the soldier, diplomat, archeologist and author died in the county following a motorcycle accident. However Thomas Edward Lawrence’s mark will forever be left on Dorset as Clouds Hill, his idyllic cottage, was his very favourite place to relax. Now taken care of by the National Trust, the cottage is open to the public and remains almost completely untouched since the great man himself left it. Did you know that the Weymouth Royal National Lifeboat Institution has been in existence for more than one hundred and fifty years after it was opened in the latter 1860s? As one of the busiest stations in the country, the need for a lifeboat was realised in the 19th century by the then Earl of Strafford who personally donated funds to be able to build a station. Other lifeboats from nearby Portland had serviced the town’s coast however it was not until the early months of 1869 that Weymouth’s station was to be completed and opened. 38

Dorset is home to the oldest blueberry farm in all of the UK? The Trehane Blueberry Farm dates back to the 1950s following an initiative oﬀering a free handful of seeds to any gardener who was willing to give blueberries a try. Not only was David Trehane willing and able to grow blueberries in Dorset’s soil but he was able to see the potential for a business. Remarkably, as his blueberry farm is an organic pick your own, the blueberries available to harvest today were actually planted as far back as 1965!

Did you know that it was thought that it was in Dorset that the Black Plague first entered the UK? Within months the plague had taken hold of the entire country and decimated whole parishes and manors. It was in the August of 1348 that a ship from France carrying the plague landed in Dorset, bringing with it more than a cargo of fine goods. As infection rates reached unprecedented heights, among the badly impacted areas was the Isle of Portland as well as Poole whose communities suffered considerably.

Arguably one of the prettiest villages in the county and certainly a favourite with Thomas Hardy, Evershot very nearly descended to the ranks of one of Britain's many forgotten settlements. Boasting a history that dates back millenia and has played an interesting role in Dorset’s economic heritage, one day in the late summer of 1865, a ﬁre nearly ravaged all of Evershot after hot ashes were not properly extinguished and quickly engulfed the nearby carpenter’s home. A total of eighteen houses were burnt down and yet, in a ﬁtting way, Evershot’s near destruction also forged a way ahead, with the community rallying around those made homeless.

Serves 8 Ready in 1 hour 30 mins, plus cooling INGREDIENTS • 175g unsalted butter, softened • 175g caster sugar • 175g self-raising flour • 3 medium eggs • Grated zest and juice from 1 small orange, plus extra zest to decorate • 75g ground almonds • 125g ready-to-eat dried apricots, chopped • Icing sugar, to dust TIP If the top of the cake starts to overbrown before the end of the cooking time, cover loosely with a piece of foil.

Get the kettle on and enjoy a slice of this delicious fruity loaf cake. 1. Preheat the oven to 170C / fan 150C / gas mark 3. Grease a 900g (2lb) loaf tin and line the base and two long sides with baking paper. 2. Place the butter, sugar, flour, eggs and the orange rind and juice in a bowl. Beat with an electric whisk until thoroughly combined. Toss together the ground almonds and apricots and fold into the mixture. 3. Spoon the mixture into the prepared tin and gently level the surface. Bake for 50 minutes - 1 hour 10 minutes until risen and golden and a skewer inserted into the centre comes out clean. Cool for 10 minutes then turn out onto a wire rack and leave to cool completely. Serve dusted with icing sugar and decorated with the extra orange zest.
