St Leonards & St Ives Parish Council Long Service Award for Parish Councillor At the Annual Parish Assembly held on 22nd May the Parish Council honoured it’s longest serving Councillor Mrs Ann Warman. Cllr Mrs Warman began her service on 3rd May 1979, 40 years ago. Cllr Mrs Warman came on to the Council, as many do with a mission, in her case it was to ensure that the old scout hut would be replaced. After significant fund raising and a very significant contribution from a resident and local businessman she was successful in the hut being replaced with the one we see today. However, she had now bitten the “cherry” and one mission led to another. In her time on the Parish Council she has also been one of the main instigators who managed to get the swimming pool for the school. She has fought to prevent development of the Grange area, ensured the protection of Lions Hill so that all of us can continue to have free access, been instrumental in fighting to save the 38 bus and last but by no means least she has been the driving force to ensure that the Village Hall in Braeside Road is kept in such good order for the public for many years. Besides many other voluntary duties she has served as District and County Councillor and been Chairman of both. Her dedication to the Parish has been exemplary and I am sure when she joined she did not realise that she would still be here 40 years later. The Chairman of the Parish Council thanked Ann for her service to the community and presented a certificate and gift of a standard rose tree to mark her 40 years service. We are pleased to say that Cllr Mrs Warman has volunteered to continue to serve on the Parish Council.
Vandalism I am sad to report further vandalism at Braeside Road Village Green. In the last month we have had the goal, small slide and now the disabled picnic table vandalised. The cost to replace or repair these items is very costly. But it is not just the cost these items were left in a dangerous state and could have caused an injury. Please, if you have older children make sure you know what they are up to and remind them that these costs come from your pocket, the taxpayer. Unfortunately it is the taxpayer and the younger children who suffer because they have now lost the use of this equipment right at the start of the School holidays. Local Heritage: By-gone Fishing Given that both our eastern and western parish boundaries are marked by a river, the Hampshire Avon to the east, and the Moors River to the west, the rights of individuals to fish their waters, whether for trade, sport or simply as a food source has been a perennial local subject. However, given the predominance of large estates over the centuries, the right to do so has been the subject of much legislation and enforcement. As an early example of this, the 18th century map seen here, made up of scans of an original at HRO Winchester. It allocates sections to numerous individuals on the Moors River, from the Stour to “Palmers Water” (today’s Palmers Ford on St. Leonards Farm). Predominant among them is “Hooper Esqr”, a William Hooper having
purchased “Heron” or Hurn Court in the early 1700s, at the time recorded here on the right as “Hooper’s House”. In his day the “Court” was still an old but substantial farmhouse, once associated with Christchurch Priory. It would only emerge as the property of today, created by Viscount Harris, son of the 1st Earl of Malmesbury, early 19th century. There are no written records to accompany this map, nor is there any specific information of what was caught. For the Avon, however, principally renowned as a salmon river, considerable records do exist. For example, a copy of a detailed listing of salmon caught between 1885 and the late 1990s is available in File H19D at the Meeting House. Numerous photographs of significant catches are also provided in that file, among them these two monster examples. A regular visitor to the river is seen with his 39½ lb. trophy on 1st May 1903. He used to stay at the Crown Hotel, where once there was a considerable collection of stuffed trophies, which mysteriously disappeared during some post WW2

developments. Many of the fish were apparently packed in ice and shipped to London by rail to be dealt with by taxidermists of renown. This same gentleman was later involved in this other catch on a single day, the central fish here weighing in at 44lbs, the largest on record in the listings. These salmon were aiming for spawning areas upstream in tributaries beyond Salisbury, having already made a transatlantic crossing from Canadian waters. During Elizabethan times, there was a rule that any fish less than 16 inches long that was caught and not put back invoked a fine. Apart from those caught in the sea in the vicinity of Christchurch, as a sport it eventually seems to become the norm to return all salmon to the river after due measurement. Nevertheless, within the 20th century records much smaller fish were being caught, attributed by some to local fishermen off Ireland netting migrating salmon off their western coasts. route being netted off the west coast of Ireland. Eventually EU regulations apparently restricted that activity, and some larger fish now appear.
Details of fishing rights both above and below the Ringwood bridges do appear in both the 1916 Morant and 1919 Somerley Estate documentation, both containing detailed plans of the areas covered by the associated shooting and fishing rights. 1970s details of the “Several Fisheries” on the water meadows and in the river channels below the bridges are also on file. These were purchased by the present owner of Westover Farm, who permanently leases them to a Ringwood fishing association. It is said that an old fishing hut in that area contains many “graffiti” records of the catches contained in the lists. Until quite recently, two shops on West Street provided for the many needs of local and visiting anglers. Fortunately it is the oldest of the pair that survives in its wooden hut between the bridges. A major activity nowadays is fishing in the lakes to the north, which are well stocked with all manner of freshwater fish. More river detail can be found in the 2013 set H19/19A&B “Across the Water”. Talking about Wildlife...
Reptiles: soaking up the sun in Dorset
Like humans, reptiles love basking in the sun at this time of year. In Dorset we are lucky to have lowland heathland habitat to support all six British native reptile species. Reptiles are truly magnificent creatures, but they need a very specific habitat to thrive in and can be very sensitive to changes in their environment, which is why all reptile species are legally protected. You also need a license to handle and monitor them. As reptiles are ectothermic (cold-blooded), they bask in the sun to warm up, and hide away in the shade to cool down again. During the colder months they hibernate, but in the summer months, reptiles will be enjoying the sunshine and feasting on the delights the heath has to offer, with lizards preying on spiders and insects and snakes favouring small mammals. As with lots of wildlife species in Dorset, their survival and success is largely due to having well-managed habitat to thrive in. Dorset Wildlife Trust’s Great Heath team work hard on our heaths to ensure there is sandy soil, low vegetation and not too many trees, to create a dry and warm habitat for reptiles. Sand Lizard

Understanding Investments: Tax Efficient Saving for Grandchildren Many of my clients are retired, have a comfortable lifestyle and are keen to provide financial help to their children and grandchildren. Many are also unsure as to the best way to provide this assistance. They are fearful of indulging the younger generation, whose own lifestyle is far better than their own at that stage of life. I don’t have an answer to square that particular (and very personal) circle, but once you have decided you would like to help, what are your tax-efficient investment options? 1. Pensions: I have put pensions at the top of the list despite the fact that they are the least utilized by most grandparents. However, from a tax perspective, they cannot be bettered. Assuming a grandchild doesn’t have any earnings, you may contribute £2880 per annum into a scheme on their behalf and the government will top this up to £3600. That is £720 of free money or, putting it another way, an immediate 25% return on your investment. Charges on pensions have reduced significantly since Pensions Freedom in 2015 and it is possible to invest in a diversified portfolio and pay under 1% per annum to the pension provider. Whilst you probably won’t be around to see your grandchild benefit (no access until they are age 55, rising with the state pension age to 58 in 2044), that also means they can’t access the money if your aim is to avoid that scenario. 2. Junior ISA (JISA) and Child Trust Fund (CTF) These must be opened by a parent/guardian but anyone can contribute up to the annual limit (currently £4,368 per annum). The returns will be free from income tax and capital gains tax and it is possible to hold a cash JISA or a stocks and shares JISA (but only one provider for each, which is different to ISA rules). At age 18, the child/grandchild has full access and control over the money. If your grandchild was born between 1st September 2002 and 2nd January 2011, they
will have been eligible to open a Child Trust Fund (CTF), where the Howard Goodship government provided an initial contribution. The JISA replaced these so it is not possible to open a new CTF. You can contribute to existing accounts in the same way as a JISA (£4,368 per annum) and the same access rules apply at 18. However, it is now possible to transfer a CTF to a JISA. 3. Bare Trust or Designated Account These are accounts which can be opened and run by a grandparent, on behalf of a grandchild, and are taxed as though owned by the grandchild. In practice, this usually means it is possible to earn tax free returns as grandchildren have a personal allowance (£12,500 per annum tax free), personal savings allowance (£1000 per annum if a basic rate or non-taxpayer) and capital gains tax allowance (£12,000 per annum). Grandchildren can access the accounts from age 18. One of the most powerful benefits of all these investments is time! If the right investments are selected and left alone, they have time to benefit from one of the most powerful forces of investing… compound returns. As you can see there are options, and often a combination of solutions can work well (some money accessible at 18 years old and some locked away for retirement). Explaining... Lasting Power of Attorney A Lasting Power of Attorney (LPA) is a document which legally enables one or more individuals you know and trust, your Attorneys, to have the Power to make decisions on your behalf if you lose Mental Capacity (capacity). Unlike a Will which deals with your estate when you are no longer here, an LPA deals with your Financial and Care decisions while you are alive but lack capacity. There are two types of LPA; a Property and Financial LPA, and a Health and Welfare LPA. Plan for the Future Contrary to beliefs like, “I would never need an LPA”, or “My next of kin will get the final say”, the reality is that everyone needs an LPA, regardless of age or current mental health status. A former Lord Chancellor and Secretary of State for Justice said in 2007 when LPA’s were first introduced, “We all know how important it is to plan for the future. Having a Lasting Power of Attorney in place should be as common and natural as making a Will”. Less than 1% of the adult UK population has an LPA. However, 1 in 3 persons on average over the age of 65 in the UK develop dementia (Alzheimer’s Society), and every 90 seconds someone in the UK, is admitted to hospital with an acquired brain injury (Headway). Four reasons why you should make and register both types of LPA. 1. Choice. You retain the choice of who to appoint as your Attorney’s and how they should act. If you lose capacity without an LPA in place the Court of Protection will have to appoint a Court Deputy to make decisions on your behalf. There is no guarantee this would be someone you would want and could even be a stranger such as a professional listed on the court panel.
2. Costs. For the Court of Protection to appoint a Deputyship the initial application fee is £385 plus all legal fees and ongoing annual fees payable to the court. All of which can run into thousands of pounds. However, to register each LPA with the Office of the Public Guardian (OPG) is only £82. 3. Time. To register an LPA with the OPG currently takes 8/10 weeks. A Deputyship application is more time consuming and can take as long as 9 months or more at a time when you desperately need some immediate help. 4. Instructions. LPA’s allow you to specify any instructions you may have for your Attorney’s. These are legally binding and your Attorney’s must follow them. The earlier an LPA is created and registered the better With an LPA document in place, you have peace of mind and full estate planning control. You would have specifically selected your Attorney’s and given them authority to make Financial and Care decisions on your behalf. LPA’s allow you to choose any Replacement Attorney’s and even a professional Attorney (such as a Trust Corporation), in case your primary Attorney’s are unable or unwilling to act. Finally, if you lack capacity but your Property and Financial LPA is not registered, your Attorney’s would not be able to access your bank accounts to pay for expenses such as care home fees until after they validate your LPA when it is officially stamped and registered with the Office of the Public Guardian. If you hold an account jointly with someone else they will find themselves unable to operate the account until an LPA or Deputyship order is produced to the bank.

The Dorset Publications Camper Van We love Lulworth Cove, so when an aunt, uncle and my Mum and Dad came to stay Daichi, the Dorset Publications Campervan, decided it was a great place to go and whileaway the hours in good company. Despite this being a really popular place for tourists, there is a large extended car park and Daichi had no trouble finding a place to park his muscular body (really…?) ready for a spot of sunbathing (it is a good job he doesn’t know about speedos…), while we all walked down to the wonderful shoreline. The Jurassic coast here is quite magnificent. The beautiful almost enclosed cove is quite picturesque. I could not believe how crystal clear the sea was. Pure diamonds were glistening above a greeny-blue hue. Just gorgeous. I could have gazed at it for hours. The rock formations are also fascinating. The Luworth estate website tells us that these rocks are ‘folded’ which means “the sedimentary rocks no longer lay one

Stephen... dreaming of having a boat? on top of the other with the oldest at the bottom and the youngest on the top, but have been twisted so that the oldest rock is nearest to the sea and the youngest inland. Some of the beds have crumbled, twisted and sheared”. The result is a layer of different colours which is quite unique. The whole passage of time and evolving history can be seen at a glance. Back to today - there is a small pleasure boat here now, that takes people out to sea to bob along the shore and have some family fun on the water. Of course, for those who are more energetic you can take your own kayak, snorkelling equipment, dinghy, boat or paddle board. There is no end of amusement and when the weather is good, it is good for the spirit too. For those who like walking (as you know I like to sit with Daichi having coffee), there are stunning views from the cliff tops. We have, believe it or not, done this in the past but

29 today was a leisurely day. A crab sandwich and a coffee by the water was as energetic as we got. What I also love about this area, are the quaint houses and particularly the little sweet shop (ummm…) that used to home a whole family. It is called “The Dolls House” and dates back to the 19th Century. Here you can also have one of our tasty Dorset Cream Teas or of course any one of the delicious Purbeck icecreams. Maybe a walk would have been a good idea… Daichi keeps telling me I need to lose weight. Oh well, it’s just gotta be done. The Museum is also interesting and really informative, so for those who like to learn, this is the place to go. For those who like to shop, this is also the place to go. Lots of local crafts, paintings, fossils and other memorabilia to help remind you of your wonderful day by the sea. A great day was indeed had by all. Fortunately, Daichi didn’t get too sunburnt and with a toot of his horn and a skip in his step he danced us home.

Dorset Police Male Voice Choir Dorset Police Male Voice Choir, a registered charity, was established on 4th July 1995 celebrating its 21st Anniversary in 2016 when it was privileged to sing at the American Embassy in London as part of their Independence Day celebrations. Having started with just 6 members, the choir now numbers 50. From these small beginnings, the choir has grown, not only in numbers, but also in reputation, with the quality of its singing and breadth of repertoire. The choir aims to promote male voice singing whilst providing enjoyment for its members, supporters, audiences and the wider community. Whilst the choir has a number of retired police officers within its ranks, there are unfortunately no longer any serving police officers. Notwithstanding this situation, the choir is proud to represent Dorset Police both within and outside of the county. The choir based in Bournemouth, is led by their Musical Director Dr Jane Oakland along with the choir’s accompanists Lisa Timbs and Sue Stein. Jane Oakland has been the choir’s Musical Director since 2009 following her return to the UK from the Netherlands, where she sang primarily with De Nederlandse Opera, but also with Nationale Reis Opera, Groot Omroep Koor and Vlaamse Opera in Antwerp. Since then, Jane has completed a PhD researching career stress for professional musicians. The Choir has performed throughout Dorset in many concert venues in recent years, having
also performed widely in many parts of the UK and internationally in France, Guernsey, Jersey, Ireland and the United States of America. During the past 23 years the choir has helped to raise in excess of £300,000 for local, national and international charities and through its concerts, given numerous young local musicians the opportunity to perform, sometimes for the first time, in public. Going Green... I have great respect for Sir David Attenborough. His recent campaign to make us all much more aware of our current planet problems and just how much we need to care for it, inspired me to do something about it. We are all individuals, and as a team of individuals working together, we can keep our environment safe and prevent unnecessary decay and destruction. With that in mind I took an honest look at how much plastic I really use. How many items do I possess, and use on a daily basis, that have plastic bottles? When you really look it is a minefield. We have become so used to plastic, we don’t even see it. It is quite shocking. Becoming overwhelmed usually means nothing gets done as it all seems too much, so it is best to look at the problem one step at a time. My plan in the next few months is to look at some everyday products that can be replaced by not only plastic free containers, but products which are actually BETTER for YOU too! I looked in the bathroom… and saw no end of shiny, colourful plastic bottles. Oh dear. Soap. Since when did we start purchasing soap in bottles? This is so easy to replace with good quality, wonderful smelling natural soaps. These soaps not only have enhancing properties for your skin, they do not at all harm the environment! I am particularly
fond of the lemongrass soap, but if you look on the website you will see many more. All “Friendly” soaps are Free from Palm Oil, Parabens, Sulphates, Triclosan, Phthalates and Cruelty, as well as being boxed in plastic free recycled (and recyclable) packaging. Another product (I had at least 3 different plastic bottles of) was shampoo! Again, there are some much more natural products, that leave you hair soft and shiny, are good for your scalp AND are not stored in plastic containers! There is one on the opposite page for you to see. I tried it and have been amazed by the results! Finally, deodorant. I have tried natural products in the past and been highly disappointed. This one on the following page is incredible. “Earth Conscious” deodorant is aluminium free, paraben free and contains no carcinogens or toxins allowing your body to perspire as nature intended. The packaging is PLASTIC FREE, recyclable and lightweight, making them perfect for travelling.
