St Leonards & St Ives Parish Council Annual Meeting Of The Parish The Parish Council will be holding the statutory Annual Parish Assembly for the Electorate on Wednesday 15th April 2020 commencing at 7.00pm in the Village Hall, Braeside Road. We have a speaker, Mr Robin Cook who will give a light hearted and I am sure amusing talk about his life and times working at Harrods Department Store in London. We are required to present the annual accounts and brief report on the Council year but it is also an opportunity for residents to speak directly to the Council and raise issues - this will take place prior to the speaker. We do hope that you will take this opportunity to meet your Councillors who do their best to represent you as volunteers and also enjoy the speaker. Recent Issues Raised by Residents Parking on verges - Verges are easily damaged and they do help make this area a pleasant place to live. Your home is most likely your greatest asset and even if renting we all like a nice home to return to. If you have a verge outside your property it is not your parking slot or an extension of your drive. If you are having work done to or at your property please try to provide a space on your driveway and encourage the Contractor to use it. If you damage it please repair it. Unrepaired verges make it difficult to mow and it can be a trip hazard besides devaluing the kerb appeal of your property. Developers should repair any damage caused by them to the pavement or verge and can be required to do so by the Highways Authority namely Dorset Council. It is in their interest to do so to enable the
sale of that property when the work is complete. Parking on Roads - If a vehicle is taxed, has a valid MOT and there are no parking restrictions they can park on a road in line with the rules of the Highway. As a Parish Council we are not empowered to move vehicles on, not even when they have been there for days or if they are on a verge. This area is taking a lot of new development and many of us are carrying out work to enhance and improve our property, the parking of builders and contractors vehicles is a temporary situation. I know it is causing some inconvenience and annoyance when a line of vehicles forms. Such work is, however, for a short period and a polite request if they are causing you some sort of difficulty can often work, but please also appreciate that the vehicle needs to be fairly close to the property the Contractor is working on. Work vans are often broken into and if the owner loses their tools that is their livelihood gone and often it is not covered by the insurers. Tools are heavy so cannot be carried far. What we need is some basic common sense; tolerance and driving with due care and attention. Heritage: Domesday Details The Domesday Book is a statistical survey of England in AD1086; a census of the population and productive resources of the country, their value and of who held them. Only once, in 1783 was it set and printed, in a “limited edition” of 1250 copies, not many of which have survived. A set of County versions, published by Phillimore in the 1980s, corrects a few Latin errors, but provides parallel English translations with a map, indices and technical terms. For this article I am using my volume for Hampshire (1982). The pictures are from Wikipedia. Duke William of Normandy conquered England in 1066, and granted most of the lands of the English nobility to his followers. He sent men to each “shire”, and then sent a second set of “Commissioners” to check their predecessor’s surveys. The information was collected at Winchester, and fair-copied into a single volume. Some regional returns survive, notably an “Ely” volume, which includes the Commissioners’ brief, the procedure, evidence on oath from various important persons, and four Frenchmen and four Englishmen from each hundred sworn to verify the detail.
RINGWOOD Hundred (area 37 on map: 1 Harbridge, 2 Ringwood, 3 Crow, 4 Bisterne, 5 Burley) The King holds RINGWOOD in lordship. Earl Tostig held it. Then it answered for 28 hides; now for nothing. When the Sheriff acquired it, only 10 hides; others were on Wight; now six hides; the others are in the Forest. Land for 16 ploughs. In Lordship 4 ploughs; 56 villagers and 21 smallholders with 13 ploughs; 1 riding man with ½ plough. A church to which ½ hide belongs in alms. 8 slaves; a mill at 22s; meadow 105 acres. Value before 1066 £24; later £16; now £8.10s; however it pays £12.10s at 20d to the ora. On the 4 hides which are in the Forest dwelt 14 villagers and 6 smallholders with 7 ploughs; a mill at 30d; woodland at 189 pigs from pasturage. Value of what the King has, £7 10s at face value. Notes: a. Earl Tostig was the brother of King Harold and Queen Edith, and Earl

15 of Northumberland. He was killed opposing Harold at the Battle of Stamford Bridge in 1066. b. The Sheriff is presumably Hugh of Port. c. The “4 hides which are in the Forest” are probably Burley, an inclosure later a part of Ringwood. “EDGEGATE” Hundred (area 39 on map: 1 Hurn, 2 Holdenhurst, 3 Bosley, 4 Knapp, 5 Twynham (Christchurch), 6 Stanpit, 7 Hoburne, 8 Bashley) The King holds TWYNHAM in lordship. It was King Edward’s revenue. Then and now (it answered for) 1 virgate of land. Land for 13 ploughs. In lordship 2 ploughs; 21 villagers and 5 smallholders with 2½ ploughs. 1 slave, 3 freedmen and 4 riding men with 2½ ploughs; a mill at 5s; meadow, 61 acres. The woodland is in the King’s Forest where there were 5 villagers with 3 ploughs. In the borough of Twynham 31 dwellings pay 16d tribute. Value before 1066 and later £19 at face value; now £10 at 20d to the ora; however, it pays £12.10s. What is in the Forest is assessed at £12 10s. The Canons of Holy Trinity, TWYNHAM, hold 5 hides and 1 virgate in the village itself and 1 hide in the Isle of Wight. These hides always were in (the lands of) the Church itself. Then, before 1055, it answered for 6 hides and 1 virgate; now (the same). In lordship 5 ploughs; 11 villagers and 13 smallholders with 1 plough. 2 slaves; a mill at 30d; meadow, 108 acres; woodland at 2 pigs; 6 dwellings in the borough at 13s 4d. The whole tithe of Twynham belongs to this Church and the third part of the tithes of Holdenhurst. Value before 1066 £6; now £8. Note: The upper end of this hundred is significantly a straight line, matching our “Roman road” line. Next month I will be concentrating on the history of this “hundred” as it forms part of our area
history as late as the early 20th century. Some definitions (parts of the supplementary descriptions appear in “The Sutton Companion to Local History”) Hide: Generally reckoned as 120 acres, and used as a measure of tax liability. It can vary from the actual number that are cultivated. Originally it signified the amount of land which could be ploughed annually by a team of eight oxen. There is some suggestion it may have been the origin of the term “Hundred”. Virgate: A fraction of a hide, usually a quarter, notionally 30 acres. It originated as a typical peasant holding, which might vary between 15 and 40 acres, depending on local custom and quality of the land, made up of strips distributed throughout the open fields. An interesting 17th century example can be found in one of my files at the Meeting House, wherein strips of good quality on Parley Common are linked to poorer quality strips on St. Leonards Common (today part of West Moors). Talking about Wildlife...
Return of the barn owls
The silent flight of a barn owl is a majes�c and wonderful sight for any nature lover. With the features of their heart shaped faces and deep black eyes, they are an unmistakable icon of the countryside in the UK. However, it may surprise you to hear that the odds are stacked against these wonderful creatures, with a long list of challenges and problems they face daily. Firstly, there’s the two things we all need: food and shelter. Declining or unsuitable habitat means that both of these vital elements to their survival immediately puts them at threat. Suitable roos�ng sites, and then good quality unimproved grassland for their prey to live (such as voles and mice) can be hard to come by if the quality of the habitat close to them isn’t good enough. During the breeding season, they need to have a plen�ful food source within 1km of their roost – their chicks can eat their own body weight in food in one night! The next challenge is overcoming the physical limita�ons of the barn owls’ wings, which aren’t waterproof so they can be adversely affected by the weather. They are also unable to store a lot of body fat, and therefore are par�cularly prone to starva�on during prolonged periods of severe weather or when there is shortage of prey. However, there are sites where barn owls can thrive. One of those is Dorset Wildlife
Trust’s nature reserve, Lorton Meadows, in Weymouth, where we have seen many chicks fledge each year as a result of the excellent habitat surrounding the barn owl box. Careful habitat management carried out all year round by DWT conserva�on staff and volunteers means that this site can provide the food and shelter barn owls need to survive. This year we are streaming the latest pair of barn owls which are roos�ng and preparing for breeding, live on our webcam which is sponsored by PFM Associates. Understanding Investments: Tax Efficient Investment Income There comes a point in life when people shift from saving for the future to drawing an income from those savings. Alternatively, you may already be retired but require additional income. It is really important your savings and investments are fit for this purpose. Pensions and Annuities are likely form a significant part of your plans, but I cover these separately in their own article. For now, I will offer some timetested strategies to generate a healthy level of current income from liquid savings and investments, which also offers the ability to rise with inflation (there are few guarantees in the investment world, but inflation is an event that almost always occurs). NS&I Income Bonds and Cash Bank Accounts: These provide a level of interest income that is variable. It is usually possible to earn a higher interest rate by investing in Fixed Term Bank Cash Accounts and NS&I Guaranteed Income Bonds. Consider laddering the maturities by placing some funds on instant access, then split money between 1,2, and 3 -year maturities. You can usually earn more interest the longer the term, and when a bond matures you can reinvest for a further 3 years (usually at a higher rate) in the knowledge that another of your bonds will be maturing in 12 months. This is known as “laddering” maturities. Corporate Bond and Gilt Funds: Whilst it’s possible to purchase individual Corporate Bonds and Gilts, a fund offers more diversity. An income can be generated from a collection of holdings and the “yield” (the interest paid out) should exceed that generated by NS&I and Cash. Capital values of the underlying investments can fluctuate up and down, so it is important to select the right fund or combination of funds. From a tax perspective, the Personal Savings Allowance allows basic rate taxpayers to receive tax free interest of £1000, reducing to £500 for Higher Rate taxpayers and zero if paying additional rate tax. Any interest earned within an ISA is tax free. This is in addition to the personal tax-free allowance of £12500. In certain circumstances, married couples and those in civil partnerships
can transfer 10% of their personal allowance to their partner.
Howard Goodship Equity Income Funds: These can be UK focused or Global funds and whilst they can invest in any listed company, they tend to invest in large, well established companies which pay an above average dividend. Whilst the underlying capital values of the funds can fluctuate significantly with the stock market, the dividend income distributed by the funds is normally higher than cash or bond accounts and can be an effective way to combat inflation. Taxwise, everyone is entitled to a tax- free Dividend Allowance of £2000 per annum and dividend income within an ISA is tax free. Dividends in-excess of this are taxed at 7.5% for basic rate taxpayers, a favorable rate compared to earned income/interest tax of 20%. In addition, “income” can be generated from long term capital gains by utilizing an individual’s annual exemption of £12,000 and this is often overlooked. If gains exceed the exemption, capital gains tax rates are currently either 10% or 20% depending on which tax band(s) the gain falls into when added on top of your income, which are still lower than tax on earned income/interest. Everyone’s income requirements are different, and any investment solutions should be tailored to your individual needs. These should include your attitude to risk, investment timescale, other sources of income and most importantly your personal objectives during retirement. Myth busting with LPAs You may have seen our earlier article on The Reasons to have a Lasting Power of Attorney (LPA). However, there are common misconceptions on why an LPA may not be necessary which this article explores further. 1. “I don’t need an LPA because my next of kin can make important decisions on my behalf.” Not true. No-one can act on your behalf or make decisions on your behalf if they have not been legally authorised to do so, not even your next of kin. 2. “My partner and I have joint bank accounts, so we don’t need LPAs.” Not true. This always alarms couples the most, when they are told that even if they have a joint bank account the partner may not be able to automatically access funds to pay for bills, mortgage or general expenses. If one of you were to lose capacity, the bank can remove access and freeze the account until it receives a copy of a registered LPA. This can be an extremely stressful time for the partner. 3. “I have appointed executors in my Will, so they’ll be able to make decisions on my behalf.” Not true. A Will is entirely separate to an LPA. Executors appointed in a Will only have the power or authority to distribute your estate as requested and in line with your Will, on your death. They have no authority to make decisions on your behalf during your lifetime. 4. “I don’t need an LPA until I become elderly and in ill health.” Not true. An LPA can be made by anyone
over the age of 18 who has full mental capacity. Someone may lose capacity and no longer be able to make decisions due to an accident, being in a coma or mental illness. The sooner you arrange an LPA the better as you will have peace of mind knowing provisions are already in place in the event of the unthinkable happening. If you wait and lose capacity in that time, it will be too late to arrange an LPA and your loved ones will need to apply for a Deputyship Order from the Court of Protection. This not only takes a long time but is also a costly process. 5. “Once my Health and Welfare LPA is registered, it means someone else can make decisions for me and I don’t want that while I still have capacity.” Not true. A Health and Welfare LPA only comes into effect when the donor loses capacity even if the LPA has been registered. All the while you can make your own Health and Welfare decisions you will continue to do so. 6. “Getting an LPA is expensive.” Not true. It does not have to be expensive with Dorset & Wight. (See our prices opposite). The cost of registering an LPA is a maximum of £82 per document. In comparison, if you fail to make an LPA and lose capacity, your family will be left with no other option but to apply for a Deputyship Order. This will cost considerably more.

The Dorset Publications Camper Van Daichi has a brand new very colourful kimono! His playful character wanting all to have fun and live a little (despite all the news recently) is now clearly visible. Daichi, the Dashing Dude, the Dorset Publications campervan has one purpose in life and that is to make you smile. He may well be made of metal, but he has a life of his own and last month was in full spirit when he skipped his way to the Isle of Wight in his new shiny suit. He had children waving at him and a surfer gave him his ‘shaka’ hand signal, which is a ‘surf signal of approval or greeting’, carrying his surfboard off the beach at Shanklin. In fact, Daichi was so excited about his trip that we caught the earlier ferry and got onto the island an hour ahead of time. We love the Isle of Wight and you may remember that Nellie, Daichi’s grandmother also took us there a few years ago. We had booked a house on the cliff top at Luccombe, between Ventnor and Shanklin. This time the weather was cold, wet and windy.

Daichi on the Garage Deck of the ferry There had been storms, trees had fallen, and many would think we were mad. That’s us. But we are British after all. We were lucky with the crossing. Two days earlier people had been on the ferry for 14 hours waiting for the rough seas to calm down. Funnily enough because we actually arrived earlier than planned, for some reason I kept being a day ahead of myself, which was great as I gained a day every day. Daichi shot me into the future! We had booked through AirBnB. The wooden house on the cliff top was idyllic. Truly. Situated at the end of a track, with only the coastal path winding into the distance, overlooking the misty grey sea with Shanklin Bay in all its glory clearly visible. Exactly what we wanted. Pure peace. The serenity we craved... well just for a little while. Daichi even had his own ‘room’ in the garden to protect him from the wind and the rain. A wooden open car port, he just fitted in. The first night was spooky I have to say as everything went pitch black and I mean pitch black as soon as we switched off the lights. Daichi was all alone outside and I am sure he got scared, so much so that he switched on the light outside to protect

29 himself. I woke up, also a bit scared I have to say to see a light appear from nowhere. Nothing to do with a moving fox, I am sure. It was Daichi shuddering in the dark that did it! With the howling wind, swaying trees and lashing rain, who could blame him? Despite having been to the Isle of Wight several times now, we had never been to Osborne House. Can you believe it? We are English Heritage members, so for the three of us the whole year’s membership was nearly paid for in this one trip. I learned a lot about Queen Victoria and Albert. The staff are most interesting and they love to talk about what they know. I had no idea how Queen Victoria had been so protected as a child. She could not go out or even go up and down the stairs without someone holding her hand. Her mother was particularly over-protective and when she came to live at Osborne House with them, the Queen made sure she had a room right at the other end of the building. Albert was very talented and designed the house from scratch. It was in fact a new build and totally built as a family home. An escape from London, though dignitaries and even the Prime Minister, Sir Winston Churchill did visit and have meetings there at times. Despite the weather we managed to have a picnic on the beach that Queen Victoria so loved. What a special place. You can almost “feel” Victoria’s presence as you wander around. Daichi was seriously (well playfully) impressed.
Crazy Golf with the pirates!
Osborne House from the gardens Robin Hill Country Park has some very cool events. We were lucky enough to see the Chinese New Year celebrations with dancing Dragons, Chinese food, lanterns and lights. It turns out that I am a Dragon (according to the Chinese Zodiac), but to some there is no surprise there! Then of course Daichi had to take me to Isle of Wight Pearl on the west coast. A girl just has to do some shopping every now and then. The grey water pearl earrings were an early Mother’s Day present and lovely they are. We had fun in Shanklin at the crazy golf. Stephen won another game at the end on the last shot when he rang the bell, so we had to go back the next day to play again, but this time on the dinosaur side, as opposed to the pirate side we had played the day before. You can’t beat a game of crazy golf. Prior to that I had helped Hayden with his Spanish homework. It is his big exam year this year, so mocks were planned. I don’t speak Spanish, but his cue cards were fun trying to ask the questions and listening to his responses. We did laugh, which is what family time is all about. Going away even for just a few days has a great way of bringing you together. I am so glad that Daichi came all the way from Japan to help us achieve this. He was beaming with full lights aglow all the way home. Where will he take us next... I wonder? By Debbie Corney

Dorset Quirky Facts With its picture perfect landscapes and glorious Jurassic coastline, Dorset is certainly a sparkling gem on the crown of Great Britain. From a look at an interesting Dorset cuisine and an insight into the marine life who call the county home, here is another handful of the quirkiest facts from our beautiful county. 1. Did you know how vital Studland Bay is to national seahorse populations? The Seahorse Trust works tirelessly to help study and research these Photo: Neil beautiful creatures Garrick-Maidment and spends much time observing the mesmerizing hippocampi in their natural habitat as well as using photography as a means of identification. After years of campaigning and thanks to the Trust’s hard work and dedication, Studland Bay became a Marine Conservation Zone recently and its new status helps to secure the homes of these jewels of the ocean. 2. Interestingly, although the famed Danish prince Cnut the Great was buried in Winchester, Hampshire’s county town, it was actually in Dorset that he died in the 11th century. Renowned in England’s history as one of the most successful invading royals before the Norman Conquest, Cnut is thought to have died at Shaftesbury Abbey in 1035. 3. It is well known that Thomas Hardy is one of the county’s most famous sons, however were you aware of his important role within Dorset society
when he presided as magistrate at the Shire Hall? On many Photo: Marcin occasions, the Wisniewski 19th century writer served a serious role within the social system of Dorset’s past and it is strongly believed that the writer took much inspiration from his experiences which many say lead to the penning of his famous book Tess of the d’Urbervilles. Today the Shire Hall is open to the public and you can walk in the footsteps of the great author himself. 4. Britain as a nation has a wealth of fascinating surnames and certainly Dorset has its very own collection of unusual family names. According to the 1881 Census records, Dorset could boast some of the most popular surnames as well as some rather quirky ones. According to the census, White was the most common surname and Smith was a close second however names such as Cake, Diffey, Kail and Rideout were among many others also flooding official records in the county. 5. Locals and visitors alike are able to taste for themselves the many different local delicacies that the county has had to offer for many years. One heritage favourite is the Dorset Knob biscuit which is produced by Moores Biscuits, the only biscuit makers to do so. The biscuit’s name is derived from the county’s history of Dorset buttons and reportedly the biscuits were a favourite tea time treat for Thomas Hardy! by Mica Bale

GUIDE Strawberries
Strawberries can be grown in most gardens but are particularly successful in milder areas with frost free autumns. If space is limited they are very suitable for container growing - in pots, hanging baskets, even window boxes. Best of all is a strawberry tower or terracotta strawberry pot which allows you to grow a lot of plants in one place and has the added advantage of keeping the fruit off the ground and so dirt free. There are early, mid-season and late varieties so you could try a mixture of plants to extend your season. If using a container, use good compost and a slow-release fertiliser and soak the soil before planting. Have some netting ready for when the fruit appears or the birds might
beat you to it! If planting in the garden, you could consider planting through black plastic sheeting, pegged down and the edges buried to stop it blowing away. It’s best to mound up the soil in the centre where the plants will grow so that water will run off either side. Using this method means no weeding is required and you won’t need to put straw or other matting under the plants to keep the fruit clean. It also helps keep in the moisture and encourages early crops by warming the soil. Protect the flowers in spring if frost is expected, with double sheets of newspaper. Replace plants every 2-3 years which can be done cheaply by spreading out some of the runners from a plant and pegging them down. Once they have rooted and are growing well, lift carefully, detach from the parent plant and transplant to a new plot.

Tastes so good... Hot Cross Buns
A traditional Easter, springtime treat, why not bake a batch to share with friends, neighbours and colleagues? Delicious served either warm with butter or just plain, at any time of day.
Ingredients for 12 servings 1. Dough 500g Strong Bread Flour 7g Easy bake yeast 275ml whole milk 50g Butter (unsalted, cold, diced) 1 medium beaten egg 75g Unrefined golden caster sugar 1 ½ tsp salt 2. Toppings 75g Sultanas 2 tsp Mixed Spice 100g Plain white flour 50g Mixed peel 50g Apricot Jam 2 medium egg yolks
MIX: Boil the milk in a pan, remove from heat then add the butter. Leave to cool until warm. Mix the dry ingredients in a large bowl and then add the milk and beaten egg, stirring with a wooden spoon. KNEAD: On a lightly floured surface, knead the mixture for approx. 10 minutes. RISE: Lightly grease the large bowl, place the dough in the bowl then cover with a clean cloth and leave to rise until doubled in size – this could be up to two hours dependent on how warm the room is. SHAPE: Sift the mixed spice over the dough, then knead in the sultanas and mixed peel. Slice into 12 even sized pieces, roll into balls and place, well-spaced, on a lined baking tray PROVE: Cover the dough again, and leave until doubled in size again. Preheat oven to fan 180C/200C/Gas 6. BAKE: Score a cross on top of each bun with a sharp knife. Mix the plain flour with a tbsp. of water at a time to form a paste. Use a piping bag to pipe crosses on the buns on the cuts you made. Bake the buns for around 11-15 minutes or until golden.

GLAZE: Melt the jam, sieve then brush apricot glaze over buns and leave to cool on a wire rack.
