St Leonards & St Ives Parish Council Vandalism – it is costing you money Do you know where your children are and what they are up to when they leave home to go out alone or with their friends? One of the most frustrating things that the Council has to deal with has to be vandalism. As I write this article I have just had a report of the third incident in the last few weeks. On this occasion two teenagers (a girl and a boy) were damaging one of the security mounds at Horton Road Village Green with poles. The mounds are there to maintain the security of the site. The previous week a piece of equipment in the play area at Braeside Road was snapped off (value £700) and a few weeks prior to that one of the main supports to another piece of equipment was bent (value £4,000). Gates have also been previously vandalised and replaced (cost around £1,000). If you are a parent or carer please can you explain the negative effect of this type of behaviour. Just to remove the item costs you the Taxpayer money never mind the cost of replacing it. Damaged equipment could also cause some innocent person an injury the effects of which could be life changing and there can be
no price put on that. Please take a moment to ensure you know what your child is up to when they are leaving your house and that they appreciate the potential effect of what I am sure they see as a prank. Council Vacancies Whilst the elections for Councils both County and Parish are not until May 2019, a long way off I know, the procedure commences from March. Are you willing to play your part and help to look after your community? The Parish Council acts as a statutory consultee on various issues relating to local government this includes planning applications housing, local transport electoral boundaries to name but a few. They also look after and maintain the Parish Council owned lands. Currently these are the Braeside Road complex, Horton Road Village Green and Jubilee Copse. Due to Local Government Reform the District Council is also arranging to transfer three

further sites in the Parish rather than transferring them to the newly formed Dorset Council. The Parish Council is also the Trustee for the Freedom Youth Club. The Parish Council represents the local community and it really does need local people to come forward and play their part. The majority of serving councillors on parish and town councils are a broad mix of men and women of all ages. Whilst they may have differing political views these do not normally extend into their parish or town council work. What parish and town councillors do all have in common is an active interest in their local community and a concern for it. Councillors take collective decisions which form the policy of the Council. The policy of the Council will therefore reflect the views of the majority of the members. HAVE YOU TIME TO BE A COUNCILLOR? It is possible to spend a lot of time on council work - but most people have jobs, families and hobbies which
also place demands on their precious time! The meetings are normally in the evening at the Village Hall. DO I KNOW ENOUGH TO STAND FOR ELECTION? Never under-estimate your own abilities! Your main qualifications are to care for the community and to be willing to learn. Knowledge, experience and confidence will soon follow. Much of your time will be spent in discussion. Generally, new councillors are good news! They bring new ideas and fresh enthusiasm, and that has to be good for the Council and therefore the community. Local Heritage: On The Trail For much of January 2019, my 2010 exhibition about “Ringwood’s Railways” will be re-staged at the Meeting House. My March and April 2017 articles introduced the apparent prime mover Charles Castleman but omitted details of the family’s origins, motives and the background story to this major development in the 1840s. Prime sources for this article are my Workshop colleague Marie Simcox and local author Brian Jackson. The Castlemans were an influential family from Chettle in Dorset. Father William (1766-1838) moved to Wimborne and established himself as an attorney, with links to some major local estates. In 1800 he became legal advisor to the new Christchurch, Wimborne and Ringwood Bank, but shrewdly resigned in 1818 when it suffered heavy losses and withdrew his capital. He commissioned architect Jeffrey Wyatt to design Allendale House as their family home, today home to the East Dorset Heritage Trust. With his wife Mary (1766-1838) (née Dean, whose family later became associated with the vast CooperDean estate in Bournemouth) he had ten children,
of whom only three sons survived into adulthood, all three becoming solicitors in their own right. Henry (1805-1863), who practiced at Christchurch, was an accomplished artist. He also practiced photography, yet no photograph of him has as yet been found. Edward (1800-1861) and Charles (1807-1876) must both have initially practiced in Wimborne. Edward became steward to the large Bankes estate, while Charles earlier became associated, somewhat appropriately for his future role, with turnpike matters. Edward married Ann Fryer, granddaughter of the infamous smuggler Isaac Gulliver. Five of their six children survived to be married, two of the daughters twice. A dispute with one husband from the Swinburne family seems to have later affected Charles’ relationship with his third wife, Isabel. Edward and his family lived at Allandale House, and presumably practised, until retirement, whereat he moved to Chettle House, bought by his father in 1826. That property remained in the hands of a descendant, through whom Marie Simcox gained full access to their archives. Charles had meanwhile married Martha Jane Henning in 1832, only child of John and Diana Henning, a

family of repute within the county since Tudor times. Previous Hennings had been MPs: John was a solicitor in Weymouth, and, with several commercial interests, a vociferous supporter of bringing railways to the town. He took out £1,000 of shares in the new Southampton and Dorchester Railway (SDR), for the promotion of which Charles set up a practice with Edward near Friday’s Cross in Ringwood c.1844. However, Edward took little part in the negotiations, but did invest £3,500. The benefits of travel by rail, mainly time saved, had already become apparent, and investors anticipated profitable outcomes. By 1844 well over 2,000 miles were in operation, almost 900 more authorised, another 3,000 proposed. In addition our route was in part a race between the London and South Western Railway (LSWR) and Brunel’s 6ft gauge Great Western Railway (GWR) via Bristol to reach the West country. Share values peaked in 1845, just as the SDR Act was passed, and remained high for another year. Ringwood had celebrated Charles return; building the line began from the Dorchester end; while New Forest enclosures delayed decisions about that precise route. By the time the line was opened mid-1847, share values were collapsing and many lost their life savings. Luckily, the LSWR had acquired a majority of SDR shares by 1848, absorbed the SDR, and bought out the remaining shareholders. Indeed, in August 1848 Charles was able to purchase the St. Ives Cottage estate to add to his numerous holdings nearby, all clearly marked on our copy of his practice’s 1847 Tithe Awards map with a large black “C”.
Sadly, his wife Martha died there that Christmas. He re-married in 1852, to Louisa Elizabeth Hussey, who gave him his only child, Emma Jane, in 1853. The following year Louisa died of TB while holidaying on the Isle of Wight, and was buried in the crypt of Holy Trinity Church, Weymouth, with Martha. He was married a third time, in Ringwood church, to Isabel Swinburne, but formally separated from her just weeks before Emma Jane married the Honorable Algernon Lushington in 1872, a future heir to an 18th century baronetcy. The party is here seen outside “Glasshayes” in Lyndhurst. Charles sold his St. Ives House estate and moved to “Glasshayes” in 1862, today the Lyndhurst Park Hotel. He remained on the board of the LSWR, eventually becoming Chairman, at one time moving to Richmond, Surrey. In ill-health, he resigned the post, and finally came to “The Grove” at Bishopstoke (today’s Eastleigh), where he died of kidney failure in 1876. He inherited his first mother-in-law’s estate in 1866, and joined her and her husband and his first two wives, all in the Henning tomb at Melcombe Regis cemetery. His 25 page handwritten will and codicils are on file. His third wife Isabel died four years later. He never saw his two grandchildren, Muriel and Herbert Castleman Lushington, born to Emma in 1877 and 1879. Aged just 27 like her mother, she too died shortly afterwards. Herbert served with distinction in both World Wars. The surname survives with the 8th baronet, Sir John Richard Castleman Lushington, Charles’ great-greatgrandson, who inherited the title in 1988. Understanding Investments: Fees, Costs and Value
January 2013! I repeat… January 2013! In the investment and advice world, this was a monumental date and is ingrained in memory. I believe it should be for savers too. In January 2013, the Retail Distribution Review (RDR) took effect. This was designed to empower the consumer by defining the type of financial advisor you might be working with and removing commission from investment products. In addition, it raised the bar on the qualifications required to deliver financial advice, leading to higher professional standards. It was a great day for consumers but appears to have gone under the radar for most. So what does it mean for you? Independent or Restricted Financial Advice? “Independent Financial Advisors” (IFAs) are able to consider all types of retail investment products from all providers across the market when offering you financial advice. “Restricted Advisors” can only recommend certain products or product providers i.e they can only offer products from one company, or just one type of product. Fees vs Commission Investment costs are now much more transparent for any new investments made since January 2013 and costs maybe lower. That journey is continuing in the right direction for consumers. Right now, it should be made clear what fee % you are paying your investment managers and what fee you are paying your advisors (these should be separated for transparency). In 2019 there is good news for clients as it will become even clearer when financial advice firms are required to convert this % into pounds and pence. However, many older products recommended pre-RDR (that’s right; pre- Jan 2013!) are still charging commission and investors are paying this to the advisor who arranged the product. This is because the ban on commission introduced by RDR only applies to new business. It is entirely possible that a client who invested in a fund pre-
Jan 2013 is paying substantially more every year than a client who invested in the same fund Howard Goodship post-Jan 2013. Some fund groups are willing to switch without cost between these different units and this is something an advisor can review for a client. Costs and Value Are you charged for the financial advice you receive or the money you invest? Impartial advice is all about doing what is right for the client. If that results in a recommendation to continue doing exactly what you have been doing and make no changes to your investments or strategy, then that is the advice which should be delivered. Unfortunately, if an advisor only gets paid when you make changes or invest new money, it creates an unhealthy conflict of interest. To avoid this conflict, you could consider working with a financial advisor who is willing to separate out fees for financial advice from fees to implement that advice. In conclusion, paying for the right advice can often end up saving clients significant costs, especially as many of these costs are recurring year in, year out. I don’t know anyone who enjoys paying professional fees to an accountant, solicitor or financial advisor, but with the choice of investment solutions being wider than ever, the need for high quality investment advice is greater than ever. Flock to Poole Harbour
January is traditionally a dark and dismal month, but for over-wintering birds, this is a busy time of year, and Poole Harbour is one place we can guarantee will be bursting with (bird) life.
During late summer and autumn birds start arriving back onto the Brownsea Island lagoon to over-winter. The unique location of the lagoon means it provides shelter and food sources in abundance, but its shallow waters mean it’s also still accessible for birds when the rest of the harbour is under deeper water. It’s also a thoroughfare for birds flying from far flung corners of the globe, who use the lagoon to rest and eat before migrating to other winter habitats. In the past we’ve recorded rare sightings of the semipalmated sandpiper, and in October we were treated to a sighting of the small sanderling visiting from its arctic breeding grounds. A favourite and frequent visitor to the lagoon is the spoonbill. For many years the spoonbill flock sizes have been building, and in 2014 it peaked to the largest flock of spoonbills ever seen in Britain, with 49 birds recorded in one flock. and easily identifiable guests are large flocks of waders, particularly avocets, which are distinguishable by their long blue legs and curved bill, perfect for si�ing through the mud for fish. They breed in east Anglia, France and Germany but the number seen on the Brownsea Lagoon is of international importance, where 1,200 or more can be seen in the winter. The black-tailed godwit breed in Iceland but can be seen through the year on Brownsea Island, with up to 2,500 visiting in the winter to feed on worms found in the lagoon. Care South renews partnership with AFC Bournemouth for fifth year Care South is delighted to renew its partnership with AFC Bournemouth Community Sports Trust.
Cherries winger, Marc Pugh and Head of Community Sport Trust, Steve Cuss visited residents at Care South’s Fairlawn care home in Ferndown, where they also met with the charity’s Chief Executive, Simon Bird, to officially announce the continued partnership, which is now in its fifth year. The partnership with AFCB encourages staff and residents of Care South’s care homes and Home Care service clients to participate in activities where they can meet players, enjoy coffee mornings and become involved in walking football and stadium visits. Marc Pugh, an integral member of the AFCB squad and ambassador for the partnership, spoke to the residents about the incredible start to the 2018/19 season AFC Bournemouth has had. Head of the Community Sports Trust, Steve Cuss said: “Care South residents always give Marc a fantastic welcome. He is a huge supporter of this partnership, and that’s what makes him such a great ambassador. Slimming World: My Story... “At the end of 2017 I decided I would go to Uganda with my church in the summer of 2018. January came and I decided enough was enough. I was fed up with being overweight and weighing the most I have ever been at 14st 9lb. So I decided I needed to join Slimming World and lose 2st by the time I went in July. There was my goal... By the time I went to Uganda I had lost 2st 10lb. I was so pleased, but I was determined that my journey had not ended and I really wanted to reach my target of 10st. So I continued with my journey and at the beginning of October this year I found out that I will be running the London marathon in April! Here is my next goal... I have currently lost 3st 7lb and have completed my Bronze, Silver, Gold and Platinum body magic awards. I love the way Slimming World works. You never go hungry and I couldn’t do it without my consultant Brenda. I go to a group at St Leonards on a Monday morning. Everyone is so friendly and are all an inspiration and staying to group each we really does push you to do well. I have an odd week that things don’t go to plan, but that’s life. We just put a line under it and go for it the next week. I have gone from a dress size 20 to a size 12 and with my next goal of running the marathon on the 28th of April I would like to be nearly at my life time goal. I’m running the London marathon to help fund things for my day that the NHS don’t supply and I’m raising the money

On Your Plot Planning veg for the year ahead If you’re new to veggie growing then this is the ideal time to start planning for the year ahead. Think about what space you have available for your crops and plan what you would like to grow and where.

• Plan your crops • Protect crops against the cold and from pests such as pigeons • Sew lettuces indoors • Start rhubarb crowns Gardening may be the last thing on your mind in the cold weather but this is the perfect time to plan what to grow and where this season. It’s easy to get carried away when looking at catalogues or impressive displays of seed packets - but remember that it only makes sense to grow what you are likely to eat! If that still leaves you with a list that exceeds the space available then it may be wise to trim back on crops that take up a lot of space or are easily and cheaply available from local sources (potatoes perhaps?). Think about concentrating on plants that will crop quickly allowing the space to be used again. Remember also that you can use patio containers and grow bags to add extra growing space. Once you have your list split your available space into 3 (or 4) areas and then group your crops together by family so that they can be rotated around the areas in a 3 or 4 year cycle. Group the cabbage family together, then the onion family along with the pea and bean family, and finally potatoes, tomatoes and the carrot family. This is a great time of year to seriously consider making some raised beds, if you don’t already have them. Make sure that they are not too wide for you to easily reach the middle from either side and that there is sufficient room
for easy access all the way around. The deeper you can make them the better and higher beds will mean less bending when you are planting out seedlings, harvesting or weeding. If you have large areas of bare soil, awaiting planting, then you may like to think about covering them with black plastic, or cardboard, to protect the soil against the harsh January weather. Crops still growing, such as purple sprouting broccoli, will benefit from protection against hungry pigeons - try covering with wire mesh, fleece, or some homemade bird scarers (try stringing up some old CD’s). For those who are keen to get sowing, you can try a few lettuces. Start off on a bright, sunny windowsill, thinning down when they are large enough to handle. Grow on in frost free conditions such as a shed, or polytonal before finishing off under cloches. If you haven’t already planted shallots then it’s not too late to think about it, but don’t put them in when the ground is too wet or they may rot. Start saving empty egg boxes ready to chit your seed potatoes before planting. Just pop them into the egg boxes, sprout end up in a cool but frost free place and wait for the shoots to appear. You’ll also find the boxes useful for starting tiny seedlings off in months to come as they grow they can be planted straight out with no disruption as the box will simply rot down. And finally, if you have space, you may like to think about starting off some new rhubarb crowns towards the end of January.
