As the autumn months begin to melt into the winter, our many woodlands and quintessential country landscapes are undergoing many customary seasonal changes and there surely could be nowhere better to enjoy the weather changes than in Hampshire. Here’s another five interesting facts from around the county, including an interesting look at the joys of an autumn in Hampshire. With the weather becoming more and more as we might expect, Britons up and down the country have Hampshire to thank for the very useful invention of the umbrella. At first mocked by the fashion world of the day, the popularity of the umbrella can perhaps be attributed to Hampshire local Jonas Hanway who was said to have taken London by storm, quite literally, by his being the first male in London to carry an umbrella. Hanway who was born in Portsmouth and is best known for founding the Magdalen Hospital, would not be seen without his trusty accessory, despite facing much ridicule and raillery. Perhaps the weather was better then! From Henry VIII to Lord Horatio Nelson, Hampshire has long played an important role in the navy. In fact, the village of Buckler’s Hard by the Beaulieu River, was responsible for building many of Nelson’s fleet from PHOTO BY BUCKLER’S HARD MARITIME MUSEUM
trees in the New Forest. Today the Buckler’s Hard Maritime Museum offers a fine insight into the heritage of the Hampshire village and how this almost hidden gem helped to create the fleet which ultimately aided the victory at Trafalgar. Among the great ships that were built at Buckler’s Hard were the much loved, Agamemnon as well as the Euryalus and Swiftsure.
Did you know that the site of the Wykeham Arms in Winchester has been home to a pub since as early as 1755 and interestingly, there is a rumour that naval hero Lord Nelson himself once stayed at the inn? Of course many inns and pubs up and down the country laid claim to a visit from Lord Nelson however it is highly probable that the Wykeham Arms did indeed welcome the national hero, especially considering Nelson’s connection to Buckler’s Hard. Certainly the pub is steeped in history, located in Hampshire’s historic city of Winchester and is a wonderfully atmospheric place to stay, just as Nelson himself did.

Interestingly the village of Hambledon-le-Rice once played an interesting and, many could say, a vital role in the war when it was home to a special aviation school in which pilots would be trained to fly all manner of British wartime aircraft from Lancasters to Spitfires. The Hampshire village also saw several hundred aircraft built at Hambledon-le-Rice. Sadly, for a variety of reasons including local development, the site of the former flying school is no longer accessible. However Hampshire's history will forever remember the time when the county's skies became the playground of many novice war pilots.
Although the seasonal changes of autumn do tend to bring out polar reactions in different individuals, several visitors to the county who do enjoy the weather are the several migratory bird breeds that come to the UK for the winter and have been spotted in Hampshire over the years. Although there are many birds to enjoy from the comfort and warmth of the great indoors, several of the breeds which may well be making an appearance in Hampshire skies include redwings,waxwings, bewick swans and the majestic short eared owl.

COUNCILLORS COLUMN At last month’s Full Council meeting we heard directly from representatives of the Romsey Citizens Assembly as we endorsed their recommendations and formally adopted the Masterplan to improve the South of Romsey Town Centre. Their work has proved to be a really key part of the consultation process and recommendations such as improving road layouts, bringing in designated cycleways and ensuring the River Test is easier to access. As well as creating a community hub and promoting flexible transport options now form an important part of the masterplan. My thanks to my Deputy Leader and Romsey Future Chairman, Cllr Adams-King for leading on both the Citizens’ Assembly and Masterplan work and to all the Romsey members that have helped contribute. Romsey Future continues to be a really effective vehicle – not just in promoting cross-party working - but in bringing all the different elements of civic society in Romsey together to benefit the town. Now that the masterplan has been adopted, Romsey Future will be refreshing its vision - and alongside keeping a close eye on the delivery of the masterplan - will now be identifying new priorities to move the town forward. There are some new big decisions on the horizon, not least the next local plan, the future of the World of Water site and how we enhance and protect Fishlake Meadows. So, if you’d like to get involved in the future of your town there has never been a more appropriate time to do so.

Finally, I’m pleased to see real progress in new community facilities being delivered at Abbotswood with the new Sports Pavilion due to open shortly, including outdoor exercise equipment. I’m aware that there had been some snagging issues with the developer but I’m reassured that these are being resolved for the benefit of local residents.
Last month, the council backed a crossparty motion to urge the government to change the law to make trespass with a vehicle a criminal rather than just a civil offence. This follows a spate of unauthorised traveller encampments in the Borough. The cost of clearing up afterwards can run into thousands, resulting in a heavy burden on the taxpayer when it occurs on council land and crippling farmers and other private landowners when travellers

ROMSEY FOOD BANK: PREPARING FOR THE FESTIVE SEASON At Romsey Food bank, we have been supported by so many through the summer ; from volunteering to donations. Because of this, our stock levels are great and our shelves are full which allows us to support those who most need it. As we head into Autumn, we are beginning to think about Christmas. When donating to the food bank , think about what you could give that will spread the Christmas cheer. Whether that be Christmas cake, chocolates, savoury snacks, or anything that has at least 3 months on the expiry date that could bring a festive smile to someone's face.
We thank all those who have donated, volunteered and done what they can to support us.“The Food bank at Romsey has helped me so much over the last few months, when I was first referred, I was so embarrassed to go, but I was in a situation following a break up that I had no choice to. I needn’t have worried, the ladies that volunteer there were so welcoming and friendly. I have been a few times now and would tell anyone if they need help, to go. I can’t wait to be in a position to donate for other families who are in need. People who donate really don’t know how much their kindness is appreciated.”

ROMSEY MEN’S SHED GETTING BACK INTO ACTION WITH COMMUNITY PROJECTS By Malcolm Kaill, Chair - Romsey Men’s Shed
Romsey Men ’s Shed is getting back into action. Our monthly RepairShed has been a great success and opens again on Saturday 26th September. Our aim is to extend the life of things that might otherwise be thrown away. Anyone is welcome to bring in small items for repair electrical, furniture, toys, tools and even bikes - in return for a small donation towards running costs. RMS have repaired around 80 items - 4 out of 5 of those brought in. The RepairShed is open on the last Saturday of the month from 10 - 12 starting 26th September. Social distancing and safety measures will be in place. RMS are also on the lookout for more community projects. As local organisations like schools, nurseries and charities get going again RMS is keen to make contact and look at practical projects that benefit the community. Over the years some RMS has taken on some 70 projects big and small, including - restoring a play train; repainting the children’s library; making play shops, planters and flower beds; beds for the carnival bed race; and refurbishing benches, fences and gates. Our members might have been spending more time at home they but have been busy. Using recycled materials, they have made craft items like hedgehog homes, bird tables and boxes, and bug hotels - and raised £900 for NHS charities. These items are now for sale through the RMS website or Facebook page.

Pigs: It’s Pannage Time!
During the autumn months, it’s not an uncommon sight to see pigs roaming the forest floor. The reason for this is one of pannage! Pannage is the practice of releasing domestic pigs into a forest (also known as ‘Common of mast’), and goes all the way back to the time of William the Conqueror, who founded The New Forest in 1079. The pigs are released onto the forest to eat fallen acorns, beechmast, chestnuts and other nuts; green acorns in particular are poisonous to the New Forest ponies and cattle which roam the forest the majority of the year. Up to 600 pigs and piglets will work their way through the forest eating the acorns and nuts from the forest floor. It is the only time of year that the pigs are allowed to ‘roam’ the open forest, the rest of the time they are kept in their smallholdings by the commoners. In the 19th century the number of pigs released for pannage was as high as 6,000. Pannage is no longer carried out in many areas of the country but can still be observed every year here in the New Forest National Park. Pannage lasts for a minimum of 60 days and is vital because acorns are poisonous in large quantities to cattle and ponies and can lead to cholic. Pigs however are believed to spit out the toxic skins and enjoy eating the acorns.

You can usually find the pigs roaming the forest floors from around the third week in September, or whenever the acorns begin to drop from the beautiful oak and beech trees. The exact Pannage dates are decided by the New Forest Verderers and the Forestry Commission based on seasonal variations. This years Pannage is due to take place from 14th September 2020 for a minimum of two months. During times of exceptional acorn falls, the pannage season is usually extended by the Verderers. New Forest pigs must also be fitted with a ring through their nose which still enables them to forage through leaf litter and surface vegetation but stops them from rooting into the ground with their snouts causing damage to the Forest. Some of the different breeds of pig that you can find out on the New Forest include: Tamworth, Gloucestershire Old Spot, the British Saddleback and the Wessex Saddleback. There isn’t a specific breed of New Forest pig. During the pannage season also keep a look out for the local artisan bakeries, farm shops and shops that sell piggy-shaped biscuits to celebrate this most ancient of New Forest practices. RNLI JUST GIVING

Like many charities, the Royal National Lifeboat Institution has been forced to stop most of its fundraising activities due to covid 19 restrictions for much of the year. This at a time when through the hot periods this summer there have been record callouts for the brave volunteer lifeboat crews. The RNLI was founded in 1824 and since then the service has saved more than 143,100 lives. With 8,941 launches in 2019, averaging 24 launches every day throughout the year, the service is busier than ever. The lifeboat service is widely recognised for its dedicated work around our coasts. One of the major annual collections for the local Romsey branch of the RNLI is the flag day street collection which was to have been held in Romsey this year on Saturday 21st March, but which had to be cancelled. This event usually provides a great opportunity for people to show their support. In 2019 the public generously donated £1,227 on flag day. That money has been missed this year as people have not been able give money to our collectors in the town. As a response to this, the Romsey RNLI is delighted to announce that a JustGiving page has now been set up to allow people to donate online. Taxpayers may use Gift Aid to increase the value of their donation. The money will be used to help save lives at sea.

What is a Deputyship? A loved one losing the capacity to manage their property and affairs is a distressing time when you will not only have to adapt to a new way of living, but also perhaps step in to assist in the running of their lives. If they don’t have a Lasting Power of Attorney you will have to begin the potentially complex and difficult process of applying to be a Deputy. Many people will have heard of a LPA. It is a document you can make to appoint individuals to make decisions on your behalf in relation to either your Property and Finances or Health and Welfare. A lesser known term is that of Deputyship. This appointment is similar, in that a Deputy can make decisions and manage the affairs of another person when they have lost mental capacity. A Deputy is appointed by the Court of Protection after a person has lost their mental capacity (or in cases where a person has never had mental capacity). With dementia cases in the UK rising sharply, the chances of needing someone to make decisions on your behalf is increasing, so it is important to understand your options. Although the roles of Attorney and Deputy are similar in nature, there are some key administrative differences: To make a LPA, you must have mental capacity at the time you make the document. You need to understand the concept of allowing someone to administer your affairs on your behalf although it would be under your supervision so long as you have mental capacity. With a LPA you decide who will be your attorney and make the arrangements yourself.

An application for Deputyship is made by the proposed Deputy to the Court of Protection. A Deputyship order can only be made on behalf of another person if they already lack mental capacity. You cannot make an application for Deputyship in advance of someone losing their mental capacity. The person for whom the Deputyship order is being made does not need to consent to the application, but they do need to be notified as part of the legal process. The Deputy, when appointed then has to report annually to the Court of Protection. The key difference is timing. Attorneys are appointed in an LPA before mental capacity is lost. A Deputy is appointed by the courts after mental capacity has been lost. This is intended for general guidance only. In all cases specific advice should be sought. The Adventures of Daichi By Debbie Corney Daichi, the Dashing Dude, is our playful campervan who loves to take us out and dash us away to new and familiar places to have some family fun. Last month he did not disappoint. Many of us had holidays abroad cancelled, so what a great excuse to make the most of our wonderful English South Coast. Daichi was delighted to dash us to Devon for a week, away from it all. I love driving along the coast to Devon, taking in some amazing views along the top around Bridport and then having a stop and something to eat on the beach at Charmouth. Fossil finding at its best. I really know I am on holiday when we stop and look out to sea here. I can relax, unwind and start to leave the stresses behind. Bovisand Beach was where we were heading. We had never been before but as the holiday in Tenerife was cancelled by the flight company just a month prior, I had looked on Airbnb to find this gorgeous view of the sea from the small cottage at the top of the cliff. That was the one. It is all about the view for me. On arriving at Bovisand Beach, which is a stone's throw away from Plymouth, I was not at all disappointed. It was incredible. You could see for miles. A Navy ship was anchored off the shore, there were swimmers, kayaks, stand up paddle boarders, sailing boats, motorboats and small ferries taking passengers to the idyllic looking villages of Cawsand and Kingsand opposite, across the bay. Truly delightful. In fact, when you sat down in the cottage and the tide

Watching the boats go by...
was in it felt like we were on a boat in the middle of the sea - that is all we could see! We were lucky with the weather too. The previous week had been wet and windy, but this week looked much better, and it was! As a youngster, brought up in the North, rock pooling was a major delight. Dad and I used to pick winkles by the bucket load, literally, boil them and have them for tea. “Yum”, I say… “Ugh”, I can hear you say! It is a personal taste. This area had great rock pools and some caves too - when the tide was out. The first day on the beach was great. Hayden was able to get his race board out and practise his run into the sea at great speed (teenage boys…) while I lounged on the beach drinking coffee… one of my favourite occupations! Stephen put on his wetsuit and was off splashing about too. The sea rolled slowly, or not so slowly, back into the small bay and started to fill those rock pools with swishing (I love that sound) seawater and seaweed. There was rather a lot of seaweed due to the previous week's storms, but that did not put us off. What we did not anticipate was the speed with which the sea crept in… we nearly had to swim our way back to the steps! All good fun. Us Brits do like to be dramatic at times! Back at the cottage we soaked in the sun on the decking overlooking the incredible bay below us. Where we had been sitting was now full of water. Thought provoking… but I am a bit like that. An hour later, back to the other beach, where there was still some sand to sit on. Hayden could go charging back into the sea again. Watching the sunset, the rippling

waves and the glittering sea with another coffee in hand was a great way to end our first day. Another day on the 'other beach' was decided and this time I did spend time in the rock pools which had small shoals of speedy fish and dancing seaweed. I could not find a crab! Not one. I was quite perturbed about that, so it gave me something to worry about! I think we must like problems, as we always seem to create them for ourselves. How funny. Three wonderful days on the beach. We were fully 'unwound'. Now Hayden is a teenager, going into the sixth form, so uniform is no longer a requirement. Primark. He wanted to go to Primark. Wednesday was due to have some rain, so we planned our trip to Drake Circus, the shopping Centre in Plymouth, which of course has a Primark. Daichi, who had been keeping guard all week, was happy to take us shopping. However, I would not recommend a van in Plymouth. It is very difficult to park! The headroom in the multi storeys is not quite enough… and there is little parking for more than an hour anywhere else. Another problem – really!? Have to laugh. Finally, we managed to find a space for a maximum three hours. Primark was fun! I could not believe it. Literally within half an hour all three of us had found what we were looking for… and more… and all at a great price. Since you cannot try anything

on at this odd time we are living in, you either like it or you don't, you buy it, or you don't. Simple. The times I have spent trying clothes on, for hours, to come away with one item if I am lucky. This time, no choice, take it or leave it. There may be some advantages to some of the restrictions which have at the moment! Not only that, I am now trendy Mum! Leggings, 'Converse' looking shoes (I used to call them sandshoes, but that is not cool these days…) and a gorgeous cardigan that looks hand knitted and reminds me of one my Grandma made me a long time ago! Hayden got his red shoes to match his shirt and more skinny jeans too. Stephen even bought shoes and a pair of trousers. Success – we were all smiles! The National Marine Aquarium was another really enjoyable day. What fish, wow! We also went on the Merry-Go-Round, Mary Poppins style, by the sea wall. It just had to be done. A meal out, just passed the Plymouth Lido, which had reopened for the summer, in a restaurant with almost 360 degree views of the sea. What more could we want? The whole week was a hit. Simple fun on our British Isle. Daichi loves to take us away, recharge those batteries and then back to reality, still smiling. It took us over ten hours to travel home as we kept stopping enroute to take in all the different places. Lyme Regis is another family favourite, so we ended our holiday there on the beach, with another meal watching the sun setting before finally driving home. Where will Daichi take us next, I wonder?

On Your Plot Benefits of Garlic
Time spent on clearing and preparing your beds now will pay dividends next year. Make the most of the autumn sunshine to get compost dug into bare beds and you’ll have saved yourself hours of work on those chilly Spring days.

• Make sure that plenty of sun can get to your pumpkins in order to get them ripe in time for Halloween. • Plant garlic, shallots and Japanese onions. • Leaving dead seed heads etc. on your flower borders will provide valuable food and shelter for garden wildlife over winter, as will leaving an undisturbed log or two. Build a rough shelter in a quiet corner and you might get a hedgehog move in! • If you get lots of fallen leaves on your plot don’t waste them. Make a bin from chicken wire attached to 4 posts. Fill this with the leaves and they will rot down to give you sweet-smelling black leaf mould in one to two years tim.
As the days get shorter and the weather gets cooler the focus on your vegetable plot starts to turn from growing and harvesting, into clearing and tidying. October is a good month for taking stock of how things have gone this year and starting to make plans for what you will grow in the future. Removing spent crops exposes slugs and other such pests to birds and other garden friendly wildlife. It also gives you the chance to look after your soil and assess how the space will be used next. Crop rotation is important so if the space is to remain bare over winter it may be wise to make notes about what grew where this season. Add matter from your compost heap to newly cleared areas, either digging it in, or leaving a layer on the top where the worms will gradually incorporate it into the deeper soil over winter. If the soil is heavy leaving it bare will enable frosts to help break it up. Our soil is lighter and benefits from being covered over - we use flattened cardboard boxes which protect from the rain (and we’ve all had enough of that lately!), and

also help keep the weeds at bay. You may think that it’s all too late in the year to be planting, but there are some crops that definitely need to be thought of now, and others that, given an early start now, will benefit next Spring. If you’ve not grown garlic before, then do try it - it’s easy to grow, can help protect other crops from pests, and with just a small amount of space you can grow enough to see you through the whole year! Now is definitely the time to order your garlic bulbs and they can be planted anytime between now and Christmas, but preferably not when the soil is too wet. Rather than planting all the garlic together it may pay to spread it around the plot as the strong smell can be an aid in keeping pests such as the carrot root fly away from other crops. Each garlic bulb should be separated into individual cloves and the cloves are planted with the pointed end uppermost, just below the surface, leaving about 4 inches between each one. They like well drained soil and you’ll be pleasantly surprised in the long winter days to see their green tips creeping upwards. Each clove matures into a whole new bulb. The traditional time for harvesting garlic is in June, on the longest day of the year and if properly dried and stored it will keep right through the winter. Would you like some fresh, tender, young, peas early in the Spring next year? Look out for hardy varieties that can be planted now. They can be overwintered and are able to withstand the frosts, though protection with a cloche will be appreciated. We will be starting ours in pots to keep in the polytunnel over winter ready for early planting next season.
