City | Ciudad City of Doral and United States Department of Transportation Partner on Small Business Coaching Series for New Projects

uring the month of June, the U.S. Department of Transportation (USDOT), state and local officials, along with the shortlisted design-build teams and other stakeholders, addressed a cadre of Small Business CEOs on the vision for the role of Small Businesses with the $4.5 Million Canal Bank Stabilization & Citywide Sidewalk Improvement Projects in Doral. The projects will increase access to jobs, as well as position small businesses to compete for, win and manage transportation-related subcontracts. Canal Bank and Sidewalk Improvements will be a boost to the City of Doral economy providing jobs for residents in a myriad of trades and the USDOT is pleased to provide needed funding through its TALT Program to ensure safe and accessible mobility. Hundreds of thousands are up for grabs for small and emerging contractors, suppliers and service providers and “we do not want the larger community to miss out”, stated Adrianna Clark, SE Region Director of USDOT Small Business Office. The final session was held on Thursday, June 28, 2018, and focused on networking training, which culminated in a tour of the Doral project sites through the Doral Trolley.

Three Candidates Race for County Commission District 12

rimary elections will take place August 28th to select partisan candidates that will run for offices termed out this November, including US Senator, Governor, Congress members, State Legislature and others. However, among the positions placed in the ballot this August, the race for County Commissioner for District 12 has a special interest for the City of Doral. Two candidates have registered to run against incumbent José “Pepe” Diaz: former Doral Council candidate Rafael Pineyro and former Florida House Representative Candidate Patricio Moreno (D). Jose “Pepe” Diaz, is widely known and a household name within his constituency, because he has been serving District 12 as County Commissioner since 2002, and was reelected for a third term in 2014. Winning the 2018 election would represent for him starting his last term in office to serve until 2022, given that in 2012 a County charter amendment was approved, establishing a limit of two consecutive fouryear terms in the Commission. New electors or those wanting to change their information can register until July 30th and early voting will go from August 13 to August 26. District 12 includes the cities of Doral, Sweetwater, Medley, Hialeah, Hialeah Gardens, Virginia Gardens, and a large portion of unincorporated Miami-Dade County.

JOSÉ “PEPE” DIAZ

There is a generation of District 12 constituents that do not know other Commissioner than “Pepe” Diaz. His long and fruitful career in public service started in 1986 in the City of Sweetwater, where he has lived for more than 30 years. He was born in Pinar del Rio, Cuba. Commissioner Diaz enlisted in the U.S. Marine Corps and was honorably discharged in December 1984. He served as Mayor of Sweetwater since 1999, was first elected to the County Commission in 2002 and has been reelected three times, the last one in 2014. According to the County’s charter if re-elected, 2018-2022 would be his second and final consecutive term serving Miami-Dade

County District 12. His list of achievements is endless and his commitment to the wellbeing of his community, especially the elderly, is undoubtable. He has served in different committees such as Parks and Cultural Affairs, Public Safety and Health, Infrastructure and Utilities, Transit and Mobility, Land Use and Development and as a retired US Marine Corps member currently serves as chairman of the Military Affairs Board of the County and has been part of the Sport Commission. His extensive knowledge of the needs of his community has allowed him to help obtain from the State and Federal governments the funds needed to resolve and prevent flooding issues in the County. Commissioner Diaz continues to work with local and state emergency management teams to prevent future flooding. Former Governor Jeb Bush appointed Diaz to the South Florida Ecosystem Restoration Task Force, where he advises on proposed regulations that could adversely affect West Miami-Dade’s water levels.

RAFAEL PINEYRO

Rafael Pineyro was born in Venezuela and moved to the United States as a teenager with his family. In 2007, he obtained a Bachelor’s Degree in Public Administration in Florida International University. In 2010, achieved a Master’s Degree in Psychology from Lipscomb University, and later became a member of the International Honor Society in Psychology and of the American Psychological Association. After working for almost five years for Miami-Dade County Parks and Recreation Department, and three years for Williamson County Juvenile Court System. In 2014, he started working for the City of Doral. In May of 2015, Rafael started his new endeavor as “Chief of Staff” to the Mayor of the City of Doral where he continued directing day-to-day operation of the Mayor’s office. In August 2017 resigned his position to run for Seat 4 at the City of Doral Council, as stablished on the City’s Charter. But, in a surprising turn of events, in June he decided to retire his nomination and register against “Pepe” Diaz for the County Commission for District 12. Pineyro’s work has been focused towards the

betterment of his community through his participation on civic organizations such as Kiwanis, Early Learning Coalition, and Venezuelan Brotherhood Association. His campaign has been centered on a message of family values, union and collaboration between the different groups of the community, stressing the importance of being united to have a better quality of life for everyone. According to his campaign website, the focus of his work as commissioner would be to improve public safety, cost of living and to promote a more responsive government.

PATRICIO MORENO

Patricio Moreno raced against incumbent Carlos Trujillo for the Florida House of Representatives in 2016, supported by the Democrat Party. He obtained 48% of the votes on that election. He holds a Masters on International Business and Diplomacy from the Catholic University of Santo Domingo. Moreno works as a Realtor but is very passionate and involved on advocacy for the community. His interest in running for State Representative was mainly to support the expansion of healthcare for Floridians. According to his page on the site votesmart.org he expresses that his vision for running for office is because “I believe that everyone should have a voice in their government. Today, too many Floridians feel their voices are not heard by our politicians who are in the pockets of big corporations and special interests. Floridians, like myself (sic), are concerned about not having access to healthcare for them and their families. Our immigrant families and neighbors are in fear due to the anti-immigrant climate we are witnessing state and countrywide. Floridians are also struggling to make ends with low wage jobs and still feeling the remnants of the markets crash, thousands still facing foreclosure, short sale by the banks and even bankruptcy like myself.” After this County Commission race Moreno looks forward to being a voice of change and “bring a bold new vision” for Miami-Dade County. All three candidates have different visions and experiences, but only one objective in mind, the wellbeing of the District. It is in the hands of informed and involved citizens to participate and vote to give them the opportunity to serve their community.

También estarán en la boleta electoral los candidatos para Comisionado del Condado Miami-Dade por el Distrito 12, que representa a Doral. Dos candidatos se han registrado para disputar la posición a José “Pepe” Díaz; uno de ellos es Rafael Pineyro, quien antes era candidato al Consejo de Doral, y Patricio Moreno (DEM) candidato en 2014 como representante estatal. José “Pepe” Díaz, quien es ampliamente conocido entre sus constituyentes, ha servido como comisionado desde 2002 y fue reelecto en 2014 para su tercer periodo. Si gana estas elecciones serviría su último período hasta 2022, pues en 2012 la constitución del Condado fue aprobada, estableciendo un límite de dos periodos consecutivos de cuatro años para los comisionados. Aquellos que deseen actualizar su información en el registro electoral o quienes se registren por primera vez deben hacerlo antes del 30 de Julio. La elección anticipada se realizará del 13 al 26 de Agosto. El Distrito 12 incluye las ciudades de Doral, Hialeah, Hialeah Gardens, Medley, Sweetwater, Virginia Gardens y una parte no incorporada del condado Miami-Dade.

JOSÉ “PEPE” DIAZ

Hay una generación de residentes del Distrito 12 que no conoce otro comisionado que no sea “Pepe” Díaz. Su larga y fructífera carrera de servicio público comenzó en 1986 en la Ciudad de Sweetwater, donde ha vivido por más de 30 años. José “Pepe” Díaz nació en Pinar del Río, Cuba. En 1979, el Comisionado Díaz se alistó en el Cuerpo de Marines de los Estados Unidos y fue dado de baja honorablemente en diciembre de 1984. Sirvió a su comunidad como Alcalde de Sweetwater desde 1999 y fue electo Comisionado del Condado en 2002, repitiendo la elección tres veces, la última vez en 2014. De acuerdo al cambio en la constitución del Condado, si gana esta elección el periodo 20182022 sería su segundo y último periodo consecutivo sirviendo al Distrito 12 del Condado Miami-Dade.

La lista de sus logros es interminable y su compromiso con el bienestar de su comunidad, en especial los más desposeídos, los militares y los ancianos, es indudable. Ha servido en diferentes comités a lo largo de los años: Parque y Cultura, Seguridad y Salud, Infraestructura y Servicio, Transito, Uso de la Tierra y Desarrollo y, al ser retirado del US Marine Corps, actualmente preside el comité de Asuntos Militares y fue Presidente de la Junta de Directores de la Comisión de Deportes del Condado de Miami-Dade. Su extenso conocimiento de las necesidades de la comunidad le han permitido obtener fondos del Estado y Federales necesarios para resolver y prevenir los asuntos de inundaciones en el Condado. El Comisionado Díaz continúa trabajando con los equipos locales y estatales de manejo de emergencias para prevenir futuras inundaciones. El ex gobernador Jeb Bush nombró a Díaz para la Fuerza de Tarea de Restauración del Ecosistema del Sur de la Florida, donde asesoró sobre las regulaciones propuestas que podrían afectar adversamente los niveles de agua de West Miami-Dade.

RAFAEL PINEYRO

Rafael Pineyro nació en Venezuela y se mudó a los EEUU siendo adolescente. En 2007 obtuvo una Licenciatura en Administración Pública en FIU. En 2010, obtuvo una Maestría en Psicología de la Universidad Lipscomb, y más tarde se convirtió en miembro de la Sociedad Internacional de Honor en Psicología y de la Asociación Americana de Psicología. Después de trabajar por casi cinco años en el Departamento de Parques y Recreación del Condado de Miami Dade, luego por tres años para la Corte Juvenil del Condado Williamson. En 2014, Pineyro comenzó a trabajar para la Ciudad de Doral, y en mayo de 2015, inicio como “Jefe de Gabinete” al Alcalde de la Ciudad de Doral donde continuó dirigiendo la operación diaria de la oficina del Alcalde. En agosto de 2017, renunció a su puesto para postularse para el Concejo Municipal, según lo establecido en el Estatuto de la Ciudad. En agosto de 2017, renunció a su puesto para postularse para la silla 4 en el Concejo Municipal de Doral, según lo establecido en el Estatuto de la Ciudad. Pero, en un sorprendente giro, en junio de este año decidió retirar su nominación y registrarse contra “Pepe” Díaz para la Comisión del Condado para el Distrito 12.

Su trabajo se ha enfocado en mejorar la comunidad, participando en organizaciones cívicas como Kiwanis, Early Learning Coalition, y la Asociación de Hermandad Venezolana. Su campaña se ha centrado en mensajes sobre valores familiares, unión y colaboración entre los diferentes grupos que conviven en la comunidad, destacando la importancia de trabajar juntos para una mejor calidad de vida para todos. De acuerdo a su sitio web de campaña, su objetivo como comisionado será mejorar la seguridad pública, el costo de vida y promover un gobierno más receptivo.

PATRICIO MORENO

Patricio Moreno participó como candidato a Representante Estatal contra Carlos Trujillo en 2016, apoyado por el Partido Demócrata. Perdió la elección, pero obtuvo un 48% de los votos. Moreno tiene un master en Negocios Internacionales y Diplomacia de la Universidad Católica de Santo Domingo, Moreno trabaja como Realtor, pero está muy envuelto en apoyar a su comunidad. Su interés en ser Representante Estatal estaba centrado fundamentalmente en apoyar la expansión de la protección de salud para todos los Floridanos. De acuerdo a su página en el website votesmart. org, su visión al participar como candidato se basa en su convicción que “todos debemos tener una voz en el gobierno. Hoy en día muchos Floridanos sienten que los políticos no los escuchan y están en los bolsillos de grandes corporaciones e intereses especiales. Floridanos como yo estamos preocupados por no tener acceso a protección de salud para ellos y sus familias. Nuestras familias inmigrantes viven con temor por el clima anti inmigrante que vemos en el estado y en el país. También están luchando para llegar a fin de mes con los bajos sueldos y aun se sienten los efectos de la caída de los mercados, donde muchos cayeron en bancarrota como yo.” De ganar como Comisionado, Moreno espera ser una voz de cambio y traer una “nueva visión valiente” al Condado Miami-Dade. Todos los candidatos tienen diferentes visiones y experiencias, pero el objetivo común es el bienestar de los residentes del distrito. Estará en las manos de los ciudadanos interesados e informados la participación en el proceso electoral para darles la oportunidad de servir a la comunidad.

New Traffic Signals and Intersection Improvements in Doral

roperly positioned and installed traffic signals, as well as improved intersections, are beneficial in managing the flow of traffic and increasing safety on our roads. Throughout the City of Doral, several new traffic signals and intersection improvement projects are in the works under the oversight of both Miami-Dade County and the City of Doral’s Public Works Department. In an effort to inform our residents regarding the purpose, progress, and Maintenance of Traffic (MOT) plans that are part of these projects, our office is forwarding you the following informational bulletin regarding their location, maintaining agency, project schedule, and the policies that are in place to minimize the anticipated impact that their construction will have on adjacent residential communities and/or business districts.

1.New Traffic Signal NW 114 Avenue and NW 82 Street Maintaining Agency: City of Doral Schedule: Miami-Dade County approved the traffic signal warrant analysis submitted by the City. The architectural and engineering design of this traffic signal is anticipated to begin during July of 2018. Construction is anticipated to start during the 2018-2019 fiscal year.

2. Two (2) New Traffic Signals NW 74 Street at NW 102 Ave. and at NW 97 Ave. Maintaining Agency: Miami-Dade County (JPA with Miami-Dade County) Schedule: The architectural and engineering design of these traffic signals is ongoing. The current plans are at 60% of completion. Project Bid and Award is anticipated for the fourth (4th) quarter of 2018 with

construction commencement being first (1st) quarter of 2019. 3. New Traffic Signal NW 58 Street and NW 99 Avenue Maintaining Agency: Miami-Dade County Schedule: The architectural and engineering design of this traffic signal is almost complete. The project is only pending the approval of the final plan. The construction of the traffic signal is expected to begin during September 2018. 4. Traffic Signal and Intersection Improvements to remove split phase NW 41 Street at NW 107 Avenue Maintaining Agency: Miami-Dade County Schedule: The architectural and engineering design of this project is complete. The project is only pending the approval of all permits and the relocation of some trees to begin construction, which is expected to commence during July 2018. 5. New Traffic Signal NW 104 Avenue and NW 33 Street Maintaining Agency: Miami-Dade County Schedule: The traffic signal project was completed in April 2018 and is now operating regularly. 6. Traffic Signal Improvements NW 87 Avenue and NW 17 Street Maintaining Agency: Miami-Dade County with work being performed by City of Doral. Schedule: The architectural and engineering design of this project is complete. Miami-Dade County is currently reviewing the signalization plans submitted by the City of Doral. The construction of the project is expected to commence during summer of 2018.

City of Doral Policies to Minimize the Anticipated Impacts of the Construction of New Traffic Signals and Intersection Improvements

Carrying out the new traffic signals and intersection improvement projects detailed above will impact traffic in the areas adjacent to these intersections. However, the City of Doral’s Public Works Department has already developed specific policies to mitigate and minimize these disruptions for residents and businesses located in the areas adjacent to these intersections. These are as follows: Construction work will only be allowed during off-peak hours and/or night time using the Maintenance of Traffic (MOT) plans that have been approved for the project. The City will be coordinating with the contractor for the distribution of notices to area residents and businesses prior to the start of construction. The project team will also coordinate street closures and detours with those Doral businesses that are adjacent to the intersection. Message boards will be placed in anticipation of the start of construction. The City’s Public Affairs Department will be providing information and notices about the projects on the City’s website, Social Media, and through e-mail blasts. The City of Doral would like to take this opportunity to thank you for your patience while these projects are under construction. New traffic signals and improved intersections will not only help to increase connectivity and enhance safety, but they will also minimize both travel times and vehicular collisions. As such, these improvements will also serve to continue to enrich quality of life for our entire community!

Doral was the venue for the conference on how to process lawsuits in the Small Claims Court By Ocarina Espinoza

here is a false belief among a lot of people that makes us think that anyone can sue or be sued in the United States, yet this is not the case in reality. Lawsuits are processes, sometimes long processes, where the plaintiff invests his money and time. In order to educate the public of the City of Doral, on July 5th the Office of Consumer Protection of Miami Dade County, under the request of Commissioner Jose “Pepe” Diaz from District 12, conducted a conference about the cases that can be processed in the Small Claims Court. Among the information that the official in charge of Public Information from the Consumer Protection office, Bryant Acevedo, taught the public, was how to determine if a lawsuit can be presented to the Small Claims Court. In order to present the lawsuit, you must comply with two requirements: the first one is the amount of money that is being claimed (it must be less than five thousand dollars) and the second is the type of case that is presented. About the types of cases that are not handled by this Court are: divorces, family problems or tax issues. “What does get attention in its majority are the ones that involve an individual suing another person, organization, or business; an example are the owners of houses or apartments against tenants that are not complying with their contracts, repair or maintenance services that have been paid totally or partially and have not been completed, or important personal injuries.” Acevedo adds that the Small Claims Court has nothing to do with traffic tickets and highlights that all the cases must be civil cases, “traffic violations are mainly criminal and not civil.” In the Small Claims Court, the processes have been simplified in order to have an individual sue another individual without the need of an attorney, “this does not mean that the person does not have the option to hire an attorney.” Acevedo also explains that Miami Dade County and the Office of Consumer Protection cannot act as attorneys. “We are neutral, and we only offer information as to how to proceed in each case and we facilitate the telephone number for attorneys.”

In the conference it was stated that there is an investment in order to present a lawsuit. “There is a fee depending on how much is being requested in the lawsuit.” It is important to know that the amount invested, depending on each case, can also be added to the amount being claimed. Another relevant issue to be considered are the proofs that as a plaintiff you have to present in order to go to Court. “The arguments or proofs are the ones that make

a case complicated or not, before you present a lawsuit you have to ask yourself if indeed you have a legal claim, ask yourself the motifs, if they are coherent or powerful,” stresses the official for the Consumer Protection Office. “If you are a homeowner and the tenant is not paying you, you have to check if you have a written contract or the agreement was only verbal; if a contract was not fulfilled, the plaintiff must know what is written in the contract, how long does a contractor has to finish the job. The idea of the information provided in this conference was to avoid people from getting in front of a Judge without proof and that the person loses the case and their money,” he adds.

NEVER give out your Social Security number, credit card or bank account number.

There are certain steps to recover your money in case you win a lawsuit in the Small Claims Court. “A lot of people do not understand that even when you win it might be that you do not recover your money or that it takes time to recover it. To win does not mean that you are getting a check. You won and now there is an order under your name that determines that you can demand your money, but there are a lot of people that do not have the money to pay, and therefore another process starts at that time,” explains Bryant Acevedo For this reason, we recommend that before suing you must ask yourself if the person that owes you money has the ability to pay you back, because as the official explains, in the United States there are no prisoners due to debts. “The law in this country does not work in this way, there is no Judge that can put someone in jail for not paying their debts.” Among the steps to claim your money are to make a copy of the affirmative answer of the Judge for the County, this has to be taken to the Court Clerk, where it will be certified and if at some point the person that owes you has the money to pay you back, then you will be able to claim that money. Part of the process also includes that the person that won asks the Court to fill out the information of the person that has to pay. The Court must request the name, home and job addresses, job position, amount of salary, if the person earns commissions or bonuses, any additional job that he/she might have, social security number, driver’s license number, etc., everything that can help determine if the person can pay the lawsuit. This is data that is requested through a form called: Fact Information Sheet. There is another way to claim the money, but it is a more complicated process that you can learn attending these type of conferences; Miami Dade County, in particular the Consumer Protection Service is always presenting conferences with themes that are of interest to the community. This conference on the Small Claims Court is repeated every two months in different districts of the County, for this year it will be presented in Downtown Miami, Opa-Locka, Homestead, Kendall, Hialeah, and Sweetwater. The County also provides conferences about cases of salary theft, which are very frequent in the State of Florida. For these types of conferences there is no registration, you just need to attend the conference. Doral fue sede de Conferencia sobre Cómo procesar demandas en Corte de Reclamos Menores Por Ocarina Espinoza

ay una falsa creencia entre muchas personas que apunta a pensar que cualquiera puede demandar o ser demandado en los Estados Unidos y en realidad no es así. Las demandas son procesos, algunas veces largos, en los que el demandante invierte dinero y tiempo. Para educar a la colectividad de la ciudad de Doral, la Oficina de Protección al Consumidor del Condado Miami Dade, a solicitud del Comisionado del Distrito 12, José “Pepe” Díaz, realizó este 5 de julio una conferencia sobre los casos que pueden introducirse en la Corte de Reclamos Menores. Dentro de los datos de la conferencia por el Oficial de Información Pública de la Oficina de Protección al Consumidor, Bryant Acevedo, estuvo la de enseñar a determinar cuándo una demanda puede entrar a la Corte de Reclamos Menores; Para ello debe cumplirse con dos requisitos: el primero es el dinero que se está reclamando (no debe ser mayor a 5 mil dólares) y el tomar en cuenta qué tipo de caso es el que se expone. Sobre el tipo de caso que se expone, Acevedo señala que no son atendidos divorcios, problemas familiares, o temas de impuestos. “Los que sí se atienden son en su mayoría los que tienen que ver con una persona individual demandando a otro individuo ó a una organización o negocio, un ejemplo son los dueños de casas o apartamentos contra inquilinos que incumplen los contratos, servicios de reparación o arreglos que se han pagado total o parcialmente y no han sido hechos, heridas personales graves”. Acevedo agrega que la Corte de Reclamos Menores nada tiene que ver con los tickets de tránsito y recalca que todos los casos deben ser civiles, “las violaciones de tránsito son más casos criminales que civiles”. En la Corte de Reclamos Menores los procesos son simplificados para que un individuo pueda demandar a otro individuo sin necesitar un abogado, “aunque esto no quiere decir que opcionalmente la gente pueda optar a la defensa de un abogado”. Acevedo explica que el Condado de Miami Dade y la Oficina de Protección al Consumidor no pueden actuar ante la Corte como abogados. “Somos neutrales sólo ofrecemos información de cómo actuar en cada caso y facilitamos el número de abogados”.

DEMANDAR NO ES GRATIS Y HAY QUE TENER PRUEBAS

En la conferencia se informa sobre la inversión de dinero para poder abrir una demanda. “Hay que pagar un monto dependiendo de cuánto dinero se está pidiendo en la demanda”. Asimismo, es importante saber que el monto invertido puede, de acuerdo con cada caso, añadirse al monto del reclamo.

RECUPERAR SU DINERO PUEDE DEMORAR

Otro aspecto súper relevante por considerar son las pruebas que como demandante se tienen para ir a la Corte. “Los argumentos o pruebas son los que complican los casos, antes de iniciar una demanda usted tiene que preguntarse si tiene realmente un reclamo legal, pregúntese los motivos, si son coherentes o poderosos”, recalca el oficial de la Oficina de Protección al Consumidor. “Si es dueño de una casa y el inquilino no está pagando, tiene que revisar si tiene algún contrato que está escrito o el acuerdo fue solo de palabra; si un contrato no se cumplió, el demandante debe saber qué dice el contrato, cuánto tiempo tiene el contratista para terminar un trabajo. La idea de estas enseñanzas en la conferencia es evitar que llegue frente a un juez sin pruebas que le hagan perder el caso y su dinero”, agrega.

CONSEJOS PARA EL CONSUMIDOR

• Guarde sus recibos! • Lea y entienda los contratos ANTES de firmarlos. • Investigue las empresas comerciales si no está familiarizado con ellas. • Utilize trajetas de crédito para compras en línea. • Manténgase actualizado y revise periódicamente su historial crediticio. • Sea inteligente – si una oferta es demasiado buena para ser verdad, probablemente lo es. NUNCA de su número de Seguro Social, tarjeta de crédito o número de cuenta bancaria.

Hay pasos para cobrar el dinero si usted llega a ganar una demanda en la Corte de Reclamos Menores. “Mucha gente no entiende que aún ganando puede que no recupere su dinero o que demore en recuperarlo. Ganar no quiere decir que le van a entregar un cheque, ganó y hay una orden a su nombre que determina que puede exigir el dinero, pero mucha gente no tiene dinero para pagar y ahí empieza otro proceso”, dice Bryant Acevedo. Por eso es por lo que antes de demandar siempre se recomienda hacerse la pregunta crucial si la persona que le debe el dinero está en la capacidad de pagarle porque, según explica el Oficial en los Estados Unidos no hay presos por deudas. “La ley en este país no funciona de esa manera, no hay ningún juez que pueda llevar a la cárcel a alguien si no paga sus deudas”. Entre los pasos para reclamar el dinero está el de hacer una copia del dictamen del juez para el Condado, se debe llevar esto ante la Secretaría de los Tribunales (Court Clerk), ahí lo certifican y si llega el día en el que la persona tiene el dinero, usted podrá reclamar ese dinero. Parte del proceso también incluye que la persona que ganó pida a la Corte que llene la información de la persona que debe pagar. La Corte debe solicitar nombre, dirección de vivienda y de trabajo, posición en el trabajo, monto de salario, si gana comisiones o bonos, otros trabajos que tenga, número de seguro social, número de conducir, todo para determinar cuándo podrá pagarle a quien ganó la demanda, estos datos son los solicitados en un formulario llamado Hoja de Información o Fact information sheet, en inglés. Hay otras maneras de reclamar el dinero, pero es un proceso más complicado que usted puede aprender acudiendo a las conferencias; el Condado de Miami Dade, en particular el Servicio de Protección al Consumidor, siempre está dando conferencias de temas de interés para la comunidad, ésta sobre los Reclamos en Cortes Menores se repite cada 2 meses en distintos distritos del Condado, para este año estarán en Dowtown Miami, Opa-Locka, Homestead, Kendal, Hialeah, Sweetwater. También dan conferencias sobre los casos de robos salariales, muy frecuentes en el estado de Florida. ith the goal to move forward in the use of solar energy, the City of Doral Council approved an agreement with Florida Power and Light (FPL) for the installation of solar trees in one of our parks. We were informed by Maggie Santos, speaker for the City of Doral, that last April, the Parks and Recreation Department of the city met with representatives of FPL to discuss their SolarNow program, which includes the installation of solar trees in Morgan Levy Park or the Trails & Tails Parks. “These solar trees have an approximate height of 18 feet and provide practical benefits such as 120 square feet of shade, charging stations and seats,” explained Santos. The SolarNow program is financed by FPL customers that voluntarily want to help incentivize the use of clean solar energy in Florida. “FPL then uses these funds to build solar stations in public local areas such as parks, zoos, schools, and museums, benefiting all the community by creating healthier environments. FPL not only installs these solar trees, but they also operate and maintain them.” It is important to highlight that solar energy is not only sustainable, it is also renewable, and this means that we will never stop having it. At the same time, solar energy helps

us stop or delay global warming and actively contributes to the diminishing of damaging emissions of the greenhouse gases. Each solar tree is capable of producing up to 3 kilo watts of solar energy, enough to provide electricity to an electric vehicle for up to 15,000 miles per year. Another advantage of solar energy is that it does not pollute during the process of generating electricity because unlike the generation of conventional energy, the solar trees generate energy without air emissions and without the use of water. Solar energy does not pollute our air because it does not produce carbon dioxide, nitrogen oxide, sulfur dioxide, or mercury in the atmosphere, as many other traditional forms of energy generation produce. This is, solar energy does not contribute to global warming, acid rain, or smog. Maggie Santos highlighted that this agreement with FPL, which will not generate any cost to the city, is proof of the

commitment of the City of Doral towards the support to renewable and sustainable energies that help us create a healthier and cleaner environment for all.

SOLARNOW

The SolarNow program from FPL is based on the fact that if we are “the Sunshine State”, how is it that we are not taking advantage of solar energy. Through SolarNow, FPL wants to bring solar energy projects to local communities. These vary from solar parking lot roofs, corridors, to solar trees, with innovative structures that provide shade and use the solar light from our state in the generation of energy free of emissions at the same time that they feed the electric grid and benefit everyone. In 2014, FPL had already received the approval of the Public Services Commission of Florida to launch a program that provided the FPL customers with an easy way to support the development of solar energy systems in local

on la meta de avanzar en el uso de la energía solar, el Concejo de la Ciudad de Doral aprobó un acuerdo con la compañía de energía eléctrica de la Florida (FPL, por sus siglas en inglés) para la instalación de árboles solares en uno de nuestros parques. Así lo dio a conocer Maggie Santos, vocera de la Ciudad de Doral, quien explicó que, en el pasado mes de abril, el Departamento de Parques y Recreación se reunió con representantes de la FPL para discutir su programa SolarNow, el cual incluye la instalación de árboles solares en el Morgan Levy Park o en el Trails & Tails Park. “Se trata de dos (2) árboles solares que serán colocados en uno de estos parques, aunque todavía no se ha decidido concretamente en cuál de ellos. Estos árboles solares miden, aproximadamente, 18 pies de alto y proporcionan beneficios prácticos como 120 pies cuadrados de sombra, estaciones de carga electrónica y asientos”, explicó Santos. El programa SolarNow es financiado por clientes de FPL que, voluntariamente, desean incentivar en el uso de energía solar limpia en Florida. “FPL utiliza estos fondos para construir estaciones de energía solar en áreas locales públicas, como parques, zoológicos, escuelas y museos,

beneficiando a toda la comunidad al crear un ambiente más sano. FPL no sólo instala estos árboles solares, sino que también se encarga de su operación y mantenimiento”. Es importante destacar que la energía solar no solo es sostenible, es renovable y esto significa que nunca nos quedaremos sin ella. Igualmente, la energía solar ayuda a frenar y/o detener el calentamiento global y contribuye activamente a la disminución de las emisiones perjudiciales de gases de efecto invernadero. Cada árbol solar es capaz de producir hasta 3 kilovatios de energía solar, suficiente para alimentar un vehículo eléctrico hasta por 15,000 millas por año. Otra ventaja de la energía solar es que no se crea contaminación en el proceso de generación de electricidad, pues, a diferencia de la generación de energía convencional, los árboles solares generan energía sin emisiones al aire y sin uso de agua. La energía solar no contamina nuestro aire al no liberar dióxido de carbono, óxido de nitrógeno, dióxido de azufre o mercurio en la atmósfera, como lo hacen muchas formas tradicionales de generación eléctrica. Por lo tanto, la energía solar no sólo no contribuye al calentamiento global, sino que tampoco a la lluvia ácida ni al smog.

Maggie Santos destacó que este acuerdo con la FPL, que no tendrá costo alguno para la ciudad, es una muestra del compromiso de la Ciudad de Doral con impulsar el uso de energías renovables y sostenibles que ayuden a conformar un medio ambiente más sano y limpio para todos.

El programa SolarNow de FPL se basa en que, si somos el “Sunshine State” como no vamos a aprovechar los beneficios de la energía solar. A través de SolarNow, la compañía eléctrica de la Florida pretender llevar proyectos de energía solar a las comunidades locales, los cuales van desde toldos de estacionamiento solar y pasarelas hasta árboles solares, con estructuras innovadoras que brindan sombra y usan la luz solar propia de nuestro estado para generar energía libre de emisiones y así alimentar la red eléctrica y beneficiar a todos. Ya en el 2014, la FPL había recibido la aprobación de la Comisión de Servicios Públicos de Florida para lanzar un programa que proporciona a los clientes de FPL una manera fácil de apoyar el desarrollo de sistemas de energía solar en las comunidades locales de Florida, sin aumentar los costos

In order to collaborate with the SolarNow project, the customers of FPL (residential, companies and local organizations) can register via internet and for only $9.00 (nine dollars 00/100) per month ($0.30 per day) which will be billed to your normal bill. It is important to clarify that the voluntary participants of this program will not receive any type of benefit in their monthly bills or at a tax level. All the schools in Miami Dade must have Police Officers The Superintendent of the Miami Dade Public Schools, Alberto Carvalho, together with the Miami Dade Police Department are joining efforts in order to guarantee the safety of all the students.

All the schools in Miami Dade County should have police officers by the start of the 2018-2019 school year, which will take place on August 20th.” This was stated by the Superintendent of the Miami Dade Public Schools, Alberto Carvalho, who is expecting to count with the support of the municipal police force in order to achieve this goal. As you might remember, on February 14th, 2018 there was a shooting at Marjory Stoneman Douglas High School in Parkland, Florida. In it, seventeen people died and fourteen more were hospitalized, turning this into one of the more devastating school massacres in the world and the deadliest shooting in a high school in the history of the United States. Since then, all the school and police efforts have focused in avoiding that an event like this one ever repeats. In order to achieve this, the idea is to have all 342 public schools in Miami Dade County to be completely safeguarded by the start of this new school cycle. Carvalho indicated that as of today, the school district has eight million dollars available to hire police officers. Detective Alvaro Zabaleta, from the Miami Dade

Police Department explained that the Director of the Department, Juan Perez, Superintendent Carvalho, and the municipal representatives have kept several meetings where they have worked in favor of the school safety. “One of the ideas that we have been considering and evaluating is to recruit police officers that have recently retired (in the last four years) in order to assign them to the schools, comply with the school schedule and even enjoy the same vacation time. These officers will not be in charge of any patrol services or respond to any police calls, their only duty will be to watch over the schools,” states Detective Zabatela. According to what Zabaleta states, at this time the police department is conducting a survey among the retired officers in order to learn which percentage of them might be interested in participating in this project. “This will allow us to avoid having to use officers that are currently in service in other areas, or to have to hire

new personnel, which will be costlier.”

LOCAL POLICE OFFICERS

Both Superintendent Carvalho and Detective Zabaleta assured us that an important part of the school safety is to count with the assistance of each city in order to place police officers in each one of their schools. “If the local police officers are assigned to its own schools, it will help alleviate the work load and will allow us to help the non-incorporated areas.”

Así lo afirmó el Superintendente de Escuelas Públicas del Condado de Miami-Dade, Alberto Carvalho, quien espera contar con el apoyo de las policías municipales para lograr esta meta. Como se recordará, el pasado 14 de febrero de 2018, se produjo un tiroteo masivo en la Escuela Marjory Stoneman Douglas en Parkland, Florida, en el que diecisiete personas murieron y catorce más fueron hospitalizadas, convirtiéndola en una de las masacres escolares más mortales del mundo y en el tiroteo más letal en un colegio de secundaria en la historia de los Estados Unidos. Desde entonces, todos los esfuerzos escolares y policiales han estado enfocados a impedir que un

hecho igual o similar pueda repetirse. Para lograr esto se pretende que las 342 escuelas públicas con las que cuenta el condado de Miami-Dade estén completamente resguardadas para este nuevo inicio académico. Carvalho indicó que, en estos momentos, el distrito escolar tiene disponibles $8 millones de dólares para contratar oficiales de policías. El detective Alvaro Zabaleta del Departamento de Policía del Condado de Miami-Dade explicó que el director de este cuerpo de seguridad, Juan Pérez, el Superintendente Carvalho y los representantes municipales están sosteniendo constantes reuniones para trabajar en pro de la seguridad escolar. “Una de las ideas que estamos considerando y evaluando es reclutar policías que se hayan retirado recientemente (en los últimos cuatro años) para ser asignados a los colegios, cumplan todo el horario escolar

De acuerdo con lo manifestado por Zabaleta, en estos momentos, se encuentran haciendo una encuesta entre los oficiales retirados para saber qué porcentaje de ellos estaría interesado en participar en este proyecto. “Esto nos permitiría no tener que usar oficiales en servicio policial en otras áreas, ni vernos en la necesidad de contratar personal nuevo que es mucho más costoso.”

The Miami Beach Mayor, Dan Gelber, has committed to protecting the students and to provide police officers for all the schools that belong to his city. With this decision, the City of Miami Beach will finance the cost of the police officers of its schools, among these are Fienberg Fisher K-8, Nautilus Middle School, Miami Beach High School, South Pointe Elementary School, North Beach Elementary and Biscayne Elementary. Miami Beach is now, the first city in Miami Dade County to authorize the presence of police officers in its public schools. It is estimated that there will be one armed police officer per school and as of today, this city has five unarmed police officers that have retired. Superintendent Carvalho together with the Chief of the Miami Dade Police Department continue meeting with other cities in order to achieve getting similar agreements to the one signed with the City of Miami Beach, as this type of collaboration is much more effective and feasible in order to guarantee the safety of the schools in our County. The speaker of the City of Doral, Maggie Santos and Natalie French, speaker for the Doral Police Department, stated that the Miami Dade School Board has requested to all the Police Departments that they participate in a Memorandum of Understanding (MOU) for the next school year. This is now under review, while the Doral Police Department continues working on the Safety School Plan for the new school year that starts in August of 2018. Alberto Carvalho also insists in the importance of having all the staff of the schools and the students to collaborate with the police departments, this will help prevent criminal acts or violent acts and will help achieve the peaceful and safe environment that we all want for our schools.

ecently, a District Judge of the State of Arizona sentenced Ali Vahdani Pour, an Iranian citizen who would have lied in an application for political asylum, to 137 days in prison. Mr. Pour, 28 years old, admitted to falsely denying being part of the Iranian army and that the Italian government had previously granted him refugee status. The investigation carried out in this case was jointly conducted by the US Immigration and Customs Enforcement Services (ICE), the US Citizenship and Immigration Services (USCIS) and the Federal Bureau of Investigation (FBI). It is important to note that the above mentioned federal agencies are responsible for investigating the background of persons requesting political asylum, an investigation that is more meticulously every day. Asylum seekers should be aware of the consequences to which they would face should their asylum claim be found to be frivolous and/or should their asylum claim to be found to contain intentional false claims. If it is determined that the applicant lied, then he or she will be permanently ineligible for any immigration benefits provided in the Immigration Laws in the United States. Also, if the applicant intentionally falsifies or conceals a material fact for the petition or presents false documents, he/she may be subject to criminal charges for fraud and subject to a deportation procedure.

As stated by the USCIS Los Angeles Asylum Director, David Radel, in relation to the Pour’s case, “Making false statements to support [a] claim for asylum in the U.S. will not be tolerated.”

The person requesting political asylum must establish, through credible testimony and forceful evidence that he has been or will be persecuted for reasons of race, religion, nationality, membership in a particular social group or for his political position. The asylum seeker must have been deprived of a fundamental right, such as life, liberty, personal integrity, among others, or run an imminent risk of being so, based on the aforementioned reasons. The best advice is to always research and look for competent legal counsel in order to make informed decisions about any petition to be submitted to the Citizenship and Immigration Services or to the Department of State. The consequences of making decisions carelessly can be very serious, and have severe consequences including criminal charges, such as in Pour’s case.

Pour, de 28 años, admitió haber negado falsamente que hubiera formado parte del ejército iraní y que el gobierno Italiano le hubiera otorgado previamente el estatus de refugiado. La investigación llevada a cabo en este caso fue realizada en conjunto por el Servicio de Control de Inmigración y Aduana (ICE), el Servicio de Ciudadanía e Inmigración (USCIS) y la Oficina Federal de Investigaciones (FBI). Es importante hacer notar que las agencias federales correspondientes se encargan de investigar cada día con más exhaustividad los antecedentes de las personas que solicitan asilo político. Los solicitantes de asilo deben estar conscientes de las consecuencias a las que estarían expuestos si se determina que su petición de asilo es frívola y que el sujeto a realizado afirmaciones falsas intencionalmente. Si se determina que el solicitante mintió, entonces él o ella serán inelegibles permanentemente para cualquier beneficio inmigratorio previsto en las Leyes de Inmigración en los Estados Unidos. Asimismo, si el solicitante intencionalmente falsifica o esconde un hecho material para la petición o presenta documentos falsos podrá estar sujeto a cargos penales por fraude y ser objeto de un procedimiento de deportación. El Director de la Division de Asilos Políticos de la Oficina del Servicio de Ciudadanía e Inmigración (USCIS) en Los Angeles, David Radel, con relación al caso Pour afirmó que “Realizar afirmaciones falsas para fundamentar [una] solicitud de asilo en los Estados Unidos no será tolerado.” La persona que pide asilo político debe establecer, a través de un testimonio creíble y de evidencia contundente, que ha sido o será perseguido por razones de raza, religión, nacionalidad, membresía en un grupo social en particular o por su posición política. El solicitante de asilo debe haber sido privado de un derecho fundamental, tales como la vida, la libertad, la integridad personal, entre otros, o correr un riesgo inminente de serlo, basado en las razones antes mencionadas. El mejor consejo es siempre investigar y contar con la asesoría legal adecuada que permita tomar decisiones informadas sobre cualquier petición a ser sometida ante el Servicio de Ciudadanía e Inmigración o ante el Departamento de Estado. Las consecuencias de tomar decisiones a la ligera, pueden ser muy serias, como en el caso de Pour.

Town & Country Emergency Room Ribbon Cutting Ceremony On Thursday, June 28th, approximately 150 people gathered with elected officials and dignitaries for the ribbon cutting ceremony of the new Town & Country Emergency Room – A Campus of Kendall Regional Medical Center. The state-of-the-art Emergency Room represents a $10 million dollar investment in the community by Kendall Regional Medical Center. The center will be staffed by board certified emergency medicine physicians, nurse and staff offering 24/7 emergency room services and is anticipated to open the middle of July.

A new group of 23 Police Explorers graduated in a special ceremony on Thursday, June 28, after completed the three-week of Miami-Dade Police Explorers Academy at Miami Dade Public Safety Training Institute. The Miami Dade Police Explorer Academy has been going on for 20+ years. Was strictly for MiamiDade Police Dept. Explorers until last year when they allowed for City of Doral Explorers to take part. Upon completion of the academy, the Explorers received a certificate of completion along with an Explorer badge and are then permitted to “Ride-Along” with their assigned police Explorer advisors on their assigned shift. Approximately 200 people attended the graduation ceremony, including family members of the Explorers and members of the Miami-Dade Police Department and the Doral Police Department. The event was held at the Fire Tower building in Doral. Police Explorer programs offer teens an overview of basic law enforcement, through their local outpost or district, and an experience that is similar to a police academy. The Miami-Dade Police Department Explorer Program accepts high school students ages 14 to 16 with a minimum 2.0 grade average. The academy starts on the first Monday after school lets out for the summer. Throughout the 3 weeks, the Explorers learned dangers of drugs,

firearm safety, issues with child exploitation, bulling, Mental illness, water safety and other law enforcement topics. They took turns on DUI simulators and were constantly quizzed on police codes and law enforcement terminology and procedures. Camila Gonzalez, Diego Gonzalez, Gabriela Gonzalez, Ysabella Martin, and Luccia Vega-Tortolero were the City of Doral Police Explorers who attended the academy this year.
