uilders that want to develop new projects in Doral must now present a Construction Parking and Traffic Management Plan in which they establish the space available for the parking of the vehicles of their workers and employees before their permits are approved. This comes after Ordinance #2019-03 was approved unanimously by the City of Doral Council. This ordinance takes into consideration that there are areas in our city with a heavy concentration of construction projects and that the activity and the vehicles of the employees that are related to these projects are creating problems with traffic. Communications and Protocol Manager, Maggie Santos, explained to us that this ordinance states that those builders that are willing to develop a project that is for more than a million dollars, must present a Construction Parking and Traffic Management Plan to the Public Works Department for review and approval before their building permits being approved. The Construction Parking and Traffic Management Plan presented by the developers must ensure that there is adequate parking space for the employees, contractors and subcontractors working for the project and it must identify an appropriate location where all the deliveries will be done, this to avoid any impact to the right of way. “This requirement is now in effect, but it is not retroactive to those projects that had their construction permits approved before the approval of the ordinance. Ordinance #2019-03 is effective as of the date of its second reading on February 13th, 2019. As of today, there are no new projects approved,” stated Santos. While providing more details about this ordinance, Maggie Santos indicated that this is based on the City of Doral Code, Chapter 44 - “Traffic and Vehicles” which is the chapter dedicated to the regulation of all aspects of traffic and vehicles within our city and which objective is to improve the flow of traffic. “To approve this ordinance, the Mayor and Council members took into consideration that the presence of the vehicles of workers and related employees of a construction project create traffic congestion in commercial and school zones and interrupts the free flow of traffic. For this reason, it is necessary for all projects to present this Construction Project and
Parking Management Plan.” The need for the new construction projects within the City of Doral to present their Construction Project and Parking Management Plan is also supported on the fact that this vehicular traffic congestion worsens due to the deliveries to the construction site during traffic peak hours, and this generates inconveniences to the adjacent commercial areas and delays in the traffic flow to the nearby areas. One main factor of this ordinance is to safeguard the safety of the children and pedestrians. “Construction sites always carry several risk factors, but if we get them to have their areas pre-assigned, especially for parking and deliveries related to the project, I believe that we can significantly reduce these risks,” states Santos. This ordinance is a benefit for everyone involved. Parking is limited in our city, and it will be much more comfortable and efficient for the workers in a project to have a pre-assigned parking area. This ordinance applies to all the projects above one million dollars, but if the project is a single-family residence, this will be excluded from this regulation. Santos also stated that both the construction permit and the Construction Parking and Traffic management plan must be displayed in the construction site. It is important to clarify that this plan means that they need to have a written plan that establishes uniform policies and procedures that will be used by construction management personnel to manage the traffic and parking. It is essential to take into consideration that to obtain a construction permit, the Construction Parking and Traffic Management Plan presented by the developer or contractor must show that it minimizes the traffic nuisance around the site and the impact of the project in the commercial and residential areas. It should also show that the parking area is
contained within the project site. It should provide the distinction between the employees, contractors and subcontractor areas, include routes and schedules for the reception and delivery of construction products and materials and the vehicles that are approved. According to this ordinance, the total number of potential workers, the number of phases of the project and timeline of the project must be documented. The contractor must schedule a pre-construction meeting with the City of Doral staff after the permit has been approved but before the starting date of the job, to review the implementation of the Construction Parking and Traffic Management Plan. As established by this ordinance, contractors, subcontractors, and employees of the construction project must register their vehicles, provide the corresponding make, model, year, color and tag to the Public Works Department of the City of Doral. If these vehicles are found in a location that is not what the Construction Parking and Traffic Management Plan established, this will carry a violation of the ordinance. Violations to this ordinance will be considered civil infractions and each infraction will constitute a different offense. These types of offenses will carry fines from one thousand dollars for the first offense up to five thousand dollars for the third offense. For each additional offense, there will be an order to stop the job for one day.

os constructores que aspiran desarrollar sus proyectos en Doral ahora deberán presentar un Plan de Estacionamiento y Gestión de Tráfico, en el cual este contemplado el espacio disponible para el parqueo de los vehículos de los trabajadores y empleados antes de que sus permisos sean aprobados. Así se desprende de la Ordenanza Ord. # 2019-03, aprobada unánimemente por el Concejo Municipal de Doral, tomando en cuenta que existen áreas en nuestra ciudad con gran concentración de proyectos en construcción y que la actividad y los vehículos de empleados relacionados con estos trabajos generan dificultades en el tráfico. Explica Maggie Santos, gerente de comunicaciones de la Ciudad de Doral, que la ordenanza aprobada señala que los contratistas que aspiran a realizar proyectos por más de un millón de dólares deben presentar un Plan de Estacionamiento y Gestión del Tráfico ante el Departamento de Obras Públicas para su revisión y aprobación antes de la emisión de su permiso de construcción. El Plan de Estacionamiento y Gestión del Tráfico presentado por los desarrolladores deberá asegurar que se proporcione el estacionamiento adecuado para los empleados, contratistas y subcontratistas y deberá identificar una ubicación adecuada para recibir las entregas a fin de evitar impactos dentro del derecho de paso público. “Este requisito está actualmente en vigencia, pero no es retroactivo a proyectos que ya tenían permisos de construcción antes de la aprobación de la ordenanza. La ordenanza Ord. #2019-03 entró en vigor en la fecha en que se aprobó en segunda lectura (13 de febrero de 2019) y no se han aprobado planes hasta la fecha.”, indicó Santos. Al dar más detalles sobre esta ordenanza, Maggie Santos señaló que la misma se basó en el Código de la Ciudad de Doral en su Capítulo 44, titulado “Tráfico y Vehículos”, el cual regula los asuntos relacionados con el tráfico y vehículos dentro de nuestra localidad y tiene como objetivo mejorar el desplazamiento del tránsito. “Para la aprobación de esta ordenanza, tanto el alcalde como los concejales tomaron en cuenta que la presencia de los automóviles de los trabajadores y demás personas relacionadas con los proyectos en construcción provoca congestión vehicular en zonas
comerciales y escolares e interrumpe el movimiento de tráfico, por lo cual es necesario que todo proyecto presente su Plan de Estacionamiento y Gestión del Tráfico.”. La necesidad de que los nuevos proyectos en construcción dentro de la ciudad de Doral presenten su Plan de Estacionamiento y Gestión del Tráfico también tiene su fundamento en que la congestión vehicular en estas áreas se exacerba aún más por las entregas al sitio de construcción durante las horas pico de tráfico y esto genera incomodidades a los comercios cercanos y retrasos en el desplazamiento de los automóviles por las zonas adyacentes. Un factor muy importante dentro de esta ordenanza es preservar la seguridad de los niños y otros peatones. “Los espacios en construcción siempre tienen varios factores de riegos, pero si logramos que tengan sus áreas previamente asignadas para el manejo y estacionamiento de sus propios vehículos, así como para la entrega del material relacionado con la obras, creo que podemos reducir significativamente estos peligros.”, manifiesta Santos. Esta ordenanza es, realmente, un beneficio para todos, pues los espacios de estacionamiento en nuestra ciudad son limitados y será muchos más cómodo y práctico para todos aquellos que trabajan en una obra en construcción tener un sitio, previamente asignado para el parqueo de sus automóviles. Si bien esta ordenanza se aplica a proyectos con un valor que supere el millón de dólares, si se trata de una residencia unifamiliar, estará excluida de esta regulación. Agregó Santos que, tanto el permiso como el Plan de Estacionamiento y Gestión del Tráfico deben publicarse en el sitio de la construcción. Es importante aclarar que este plan, implica un docuemnto por escrito que establece las políticas y procedimientos uniformes que serán utilizados por la gerencia de la construcción para gestionar el tráfico y el aparcamiento. Hay que tomar en cuenta que, para la expedición de un permiso de construcción, el Plan de Estacionamiento y Gestión del Tráfico presentado por el desarrollador y/o contratista deberá minimizar las molestias de tráfico
en los alrededores y el impacto de la obra en las zonas comerciales y residenciales. Igualmente, debe contener el estacionamiento relacionado con la construcción dentro del sitio del proyecto. Debe proporcionar, también, las áreas de parqueo para los empleados, subcontratistas y contratistas; incluir rutas y horarios para la recepción y entregas de productos y y materiales para la construcción y tipo de vehículos permitidos. Según esta ordenanza, debe documentarse el número de trabajadores potenciales, cantidad de fases de la obra y un proyecto de línea de tiempo. El contratista deberá programar una reunión de pre-construcción con el personal de la Ciudad de Doral después de la emisión del permiso, pero antes del inicio de los trabajos para revisar la implementación del Plan de Estacionamiento y Gestión del Tráfico. De conformidad con esta ordenanza, los contratistas, subcontratistas y los empleados de la construcción deberán registrar y proporcionar la marca del vehículo, modelo, año, color y matrícula al departamento de obras públicas de la Ciudad de Doral. Si estos automóviles son localizados en un sitio que no sea el fijado por el Plan de Estacionamiento y Gestión del Tráfico, significará una violación a esta ordenanza. Las violaciones referidas con esta ordenanza serán consideradas son infracciones civiles y cada violación constituirá una ofensa separada, que implicaría multas desde mil dólares por la primera infracción hasta 5 mil dólares por la tercera infracción. Por cada infracción adicional se emitirá una orden de detención de trabajo por un día.

Issuance of FIRST BOND SERIES for Doral Parks is in Progress

T
he Resolution and Ordinance to authorize and define the framework for the issuance of the first series of General Obligation Bonds (GOB), which will fund the development of Parks and Recreation projects in the City of Doral, were approved unanimously during the Council Meeting on April 10th. Residents approved last November the issuance of bonds up to $150,000,000 in a referendum. The first series of bonds will be issued for $ 50,000,000, and according to the timeline in progress, it is expected to happen as early as May 2019. A public workshop took place last April 2nd, where consultants from PFM Financial Advisors explained to the Mayor and Council the steps needed to complete the operation that will allow the City to obtain the much needed funds, to complete long-awaited projects for the enhancement of the quality of life for Doral residents. Among the projects that will be executed with the funds obtained from this first issuance of bonds are: • Design and Construction of Downtown Doral Cultural Arts Center • Design and Construction of Walk to Park/White Course Park
• Design and Construction of Pedestrian Bridge • Enhancements for Morgan Levy Park • Building renovations at Doral Meadow Park • Complete design and construction documents for Doral Central Park • Permitting for Doral Central Park development • Construction Phase 1 for Doral Central Park: Earthwork and Utilities
WHAT IS A GENERAL OBLIGATION BOND?
Bonds are debt instruments issued by institutions to raise funds for their projects, backing the transactions with its resources or other forms of credit. Florida Statute defines General Obligation Bonds as financial instruments “secured by the full faith and credit of a governmental unit or payable from the proceeds of ad valorem taxes of a governmental unit.” (FLA Stat. 215.84 (2) (b) (1)) Local governments issue General Obligation Bonds to fund the execution of public works. The Ad Valorem taxes levied allow them to cover the payments and interests. In the case of Doral, it’s a rating of AA according to S&P and the fact that it has never in the past offered public bonds,
provides a good financial reference to potential investors on General Bonds that will be issued starting in 2019.
STEPS TO ISSUE THE BONDS SERIES
According to the information delivered during the workshop, the City of Doral has to assemble a team to handle the issuance of the Bonds. Members of that team are: rating agencies; external financial and bond advisors, who will provide counsel regarding the preparation and execution of the bond issuance; and City personnel, in particular the City Manager and City Attorney, who along with the Mayor and Council will set the legal framework, supervise the operations and ensure the protection of the interests of the City of Doral during the process.

a Resolución y Ordenanza que autorizan y definen el marco legal, para la emisión de la primera serie de Bonos de Obligación General (GOB), que financiarán el desarrollo de proyectos de Parques y Recreación en la Ciudad de Doral, fueron aprobadas por unanimidad durante la reunión del Consejo el pasado 10 de abril. Los residentes aprobaron en el referéndum de noviembre pasado la emisión de bonos de hasta $150.000.000. La primera serie de bonos se emitirá por $ 50.000.000 y, de acuerdo con el cronograma en avance, se espera que la emisión y venta se realice para mayo 2019. El pasado 2 de abril se llevó a cabo un taller público, durante el cual los consultores de PFM Financial Advisors explicaron al Alcalde y Concejales los pasos necesarios para completar la operación, que permitirá a la Ciudad obtener los fondos tan necesarios para completar los proyectos tan esperados para el mejoramiento del Calidad de vida para los residentes de Doral. Entre los proyectos que se ejecutarán con los fondos obtenidos de esta primera emisión de bonos se encuentran: • Diseño y construcción del centro de artes culturales en
Downtown Doral. • Diseño y construcción de Walk to Park / White Course Park • Diseño y construcción de puente peatonal. • Mejoras para el Morgan Levy Park • Renovaciones y construcción en Doral Meadow Park • Diseño completo y documentos de construcción para Doral Central Park. • Permisos para desarrollo de Doral Central Park. • Fase 1 de construcción para Doral Central Park: movimiento de tierras y servicios públicos
¿QUÉ ES UN BONO DE OBLIGACIÓN GENERAL?
Los bonos son instrumentos de deuda emitidos por instituciones para recaudar fondos para sus proyectos, respaldando las transacciones con sus recursos u otras formas de crédito. El Estatuto de la Florida define los Bonos de Obligación General como instrumentos financieros “garantizados por la plena fe y el crédito de una unidad gubernamental o pagaderos del producto de los impuestos ad valorem de
una unidad gubernamental”. (FLA Stat. 215.84 (2) (b) (1)) Los gobiernos locales emiten bonos de obligación general para financiar la ejecución de obras públicas. Los impuestos de Ad Valorem recaudados les permiten cubrir los pagos e intereses. En el caso de Doral, su calificación de AA según S&P y el hecho de que nunca en el pasado ofreció bonos públicos, proporciona una buena referencia financiera a los posibles inversores sobre los Bonos Generales que se emitirán.
PASOS PARA EMITIR LA PRIMERA SERIE DE BONOS
De acuerdo con la información presentada durante el taller, la Ciudad de Doral debe constituir un equipo de trabajo para manejar la emisión de los Bonos. Los miembros de ese equipo serán: agencias de calificación; asesores externos financieros y especialistas en bonos municipales, que proporcionarán asesoramiento sobre la preparación y ejecución del proceso de emisión; y el personal de la Ciudad, en particular el Administrador de la Ciudad y el Abogado de la Ciudad, quienes junto
The Bond Ordinance, #2019-07, which was approved in first reading on March 13th and passed in second reading on April 10th, is the Legal document that authorizes the issuance of the City’s General Obligation Bonds for up to $150 million in one or more series, to be paid from Ad Valorem taxes levied by the city on all taxable properties within its limits. On the other hand, the Bond Resolution 19-2019 “Parks and Recreation Projects, defines the details for handling the issuance of the first series of $50 million bonds including, among other points, delegating to the City Manager certain decisions on the matter within the parameters determined in the resolution. During the workshop, the advisors proposed the following schedule of events geared towards the completion of the issuance for this first series of bonds: • April 10th – Second reading and enactment of Bond Ordinance and adoption of Series Resolution • April 17th – Post Summary Notice of Sale, Official Notice of Bond sale and Preliminary Official Statement • April 30th – Competitive Sale of Bonds • May 6th – Post Official Statement • May 14th – Closing These are projected dates and depending on the progress of the activities the public will be timely informed of the details regarding the sales and awarding of the bonds.
WHAT IS THE ESTIMATED IMPACT ON DORAL RESIDENTS?
The City has planned to have three bond issuances in 2019, 2021 and 2023, depending on the evolution of the construction requirements. According to the initial projections, the current tax base of the city and anticipated growth, the tax impact that homeowners will have in the upcoming years, starting in 2020, would be between $104 and $127 approximately a year, depending on the value of their properties and the millage rate determined for the City.

La Ordenanza de Manejo de los Bonos, # 2019-07, que fue aprobada en primera discusión el 13 de marzo y refrendada en segunda discusión el 10 de abril, es el documento legal que autoriza la emisión de bonos de obligación general de la Ciudad hasta por $ 150 millones en una o más series, que se pagarán con los impuestos Ad Valorem aplicados por la Ciudad a todas las propiedades sujetas a impuestos ubicadas dentro de sus límites. ¿CUÁL ES EL IMPACTO ESTIMADO PARA LOS RESIDENTES DE DORAL?
La Ciudad ha planeado tener tres emisiones de bonos en 2019, 2021 y 2023, dependiendo de la evolución de los requisitos de construcción. De acuerdo con las proyecciones iniciales, la base impositiva actual de la ciudad y el crecimiento previsto, el impacto fiscal que los propietarios tendrán en los próximos años, a partir de 2020, sería de entre $104 y $127 aproximadamente por año, dependiendo del valor de sus propiedades. y la tasa imponible que se determine para la Ciudad.

arents of teenagers know that in any moment they will have to share the keys of the car with their son or daughter, but before doing this, it is essential that they know that the main reason for deaths among teenagers between 16 and 19 years of age are traffic accidents. For this reason, it is vital to teach them to be responsible while driving. According to the most recent statistics from the Center for Disease Control (CDC), more than 2,500 teenagers between the ages of 16 and 19 die every year in traffic accidents in the United States, and almost 300,000 are treated in Emergency Rooms due to injuries suffered while in traffic accidents. In economic terms, teenagers between 16 and 19 years represent 6.9% of the population of the United States, but the traffic accidents in which they are involved cost more than 13 thousand million dollars per year, the equivalent to 8.4% of the total costs due to injuries caused by traffic accidents. The risk of traffic accidents among teenagers is higher than that for any other age group. In fact, if we compare driven miles, drivers between 16 and 19 years have three times more probabilities to be involved in a deadly accident that drivers 20 years of age and older, and for this reason, insurance policies for this age group are more expensive. If we bring the national statistics to a more local scope, we are concerned because the total number of traffic accidents in Doral rose 16% in 2018 compared to 2017 as stated by the Florida Department of Transportation (FDOT). Even when we do not have figures that indicate how many teenagers were involved in these accidents, it is essential to take into consideration the large number of young people that we see driving in our city. We need to remember that in previous editions, we had referenced the increase in people speeding while driving in Doral. Unfortunately, while speeding tends to be related to the youth in the drivers, 40% of the people who race and are involved in fatal accidents are teenagers or are younger than 24 years of age. CDC numbers also show that when teenage drivers are traveling with other passengers, their risk of suffering a traffic accident is multiplied. Use of a cellular phone can also increase the probability of an accident and can
reduce the reaction time of a young driver compared with that of a 70 years old person. Drinking alcoholic beverages also has an impact on teenage traffic accidents. In fact, almost 25% of fatal accidents among young people involve minors drinking and driving with alcohol levels that are far beyond the legal allowed limits. 70% of young drivers that die in traffic accidents due to alcohol consumption do not use a seat belt. The number of traffic accidents increases for male drivers and for those that have recently received their driver’s license. The majority of crashes in which young people are involved, 53%, take place between Friday, Saturday and Sunday. Another critical factor is that teenagers tend to speed and leave a small space between their car and the one in front of them, compared to older drivers. An additional risk factor is that when compared with other age groups, teenagers only use the seatbelt 59% of the time.
TALKING ABOUT PREVENTION
Even when traffic accidents are the primary cause of death among teenagers in the United States, these accidents are preventable, and there are effective strategies that have proven to improve the safety of young drivers in the streets. It is possible that teenagers underestimate or cannot recognize dangerous situations when compared with older drivers, and it is probable that they make mistakes that end in serious crashes. For this reason, it is crucial for us as parents to instill in them the sense of responsibility while driving. The most basic prevention strategy while driving a vehicle is to wear the seat belt. Studies show that wearing your seatbelt reduces severe injuries and deaths that are related to car accidents by almost 50%. It is a fact that teenagers are usually accompanied by their friends, even when this increases the risk of
accidents. It is therefore imperative to talk to them about the importance of not getting distracted while driving. Explain to them what the statistics mean and show them videos that catch their attention on this subject. It is also essential to make the teenager aware of the use of cellular phones and have them reflect on this. It is not only dangerous to text while driving; it has also been shown that teenagers get more distracted while talking on the phone and driving than adults. Alcohol and driving do not mix. If your son or daughter already has a driving license, then they know the law regarding the minimum age to consume alcohol and the “zero” tolerance about liquor in the blood for drivers younger than 21 years. Regarding speeding, it is important to make them understand that this is something that we see in movies. In movies, there is a controlled environment. It is also recommended that your child starts driving with a learner’s permit. Driving is a complex skill that has to be practiced in order for it to learn properly; for this reason, it is important that they start driving within certain limits. These learner’s permits provide limited schedules where driving is authorized and they require the company of an adult, this allows for more parental involvement in the learning process.

Las estadísticas más recientes del Centro para el Control y Prevención de Enfermedades (CDC, por sus siglas en inglés), señalan que, en Estados Unidos, más de 2 mil 500 adolescentes entre 16 y 19 años mueren al año en accidentes de tránsito y casi 300 mil son tratados en salas de emergencias por lesiones sufridas en choques vehiculares. Económicamente hablando, las personas jóvenes de 16 a 19 años representaban el 6.9 % de la población de Estados Unidos, sin embargo, los accidentes de carros en los que ellos han estado involucrados cuestan más de 13 mil millones de dólares anuales (8.4 %) de los costos totales de las lesiones por choques de vehículos. El riesgo de accidentes de tránsito es más alto entre adolescentes que en cualquier otro grupo de edad. De hecho, si se calcula por milla manejada, los conductores de 16 a 19 años de edad tienen casi tres veces más probabilidades de sufrir un choque mortal que los conductores de 20 años en adelante, por lo cual las pólizas de seguro para este grupo etario son más costosas. Llevando estas estadísticas nacionales a un plano más local, nos preocupa que el número total de accidentes de tráfico en Doral aumentó un 16% en el 2018 en comparación con el 2017, según lo indica el Departamento de Seguridad de Carreteras y Vehículos Motorizados de la Florida (FDOT, por sus siglas en inglés). Si bien no hay cifras que indiquen que hubo adolescentes relacionados con estos incidentes es importante tomar en cuenta el gran número de conductores jóvenes que vemos en nuestra ciudad. Incluso recordemos que, en una de nuestras ediciones anteriores hicimos referencia al incremento de personas manejando a exceso de velocidad en Doral. Desafortunadamente, el exceso de velocidad al manejar tiende a estar relacionado con la juventud de los conductores, ya que el 40% de las personas que manejan con gran rapidez involucrados en accidentes fatales son adolescentes o tienen menos de 24 años de edad.
HABLANDO DE PREVENCION
Los números del CDC también demuestran que, cuando los conductores adolescentes viajan con otros pasajeros, el riesgo de sufrir un accidente automovilístico mortal se duplica. Mientras que, utilizar el teléfono celular también puede aumentar la probabilidad de un accidente y reducir el tiempo de reacción de un conductor joven al de una persona de 70 años. La ingesta de bebidas alcohólicas también incide en los accidentes automovilísticos de adolescentes. De hecho, alrededor de una cuarta parte de los choques fatales entre los jóvenes involucran a menores de edad bebiendo y manejando con grados de licor en la sangre que superan los límites legales permitidos. Incluso, el 70% de los conductores jóvenes que murieron en accidentes ocurridos por el consumo de alcohol no tenían puesto el cinturón de seguridad. La cantidad de accidentes de adolescentes también se incrementa en el caso de los conductores varones, igualmente entre aquellos que han recibido su licencia para manejar recientemente. La mayoría de los choques relacionados con jovencitos al volante (53%) ocurren entre viernes, sábado y domingo. Otro punto importante es que tienden a manejar a exceso de velocidad y dejan una distancia más corta entre el frente del vehículo y el carro que va delante, si se compara con los conductores de edades mayores. Un factor adicional de riesgo es que, si se coteja con otros grupos de edad, los adolescentes tienen tasas de uso del cinturón de seguridad que están entre las más bajas (59%).
Si bien, los choques vehiculares son la principal causa de muerte entre los adolescentes en Estados Unidos, afortunadamente, esos accidentes son prevenibles y hay estrategias de eficacia comprobada que pueden mejorar la seguridad de los conductores jóvenes en las calles. Es más posible que los adolescentes subestimen o no puedan reconocer situaciones peligrosas, si se comparan con los conductores de edades mayores y es más probable que cometan errores críticos de decisión que lleven a choques graves, por eso es nuestro deber como padres inculcarles responsabilidad frente al volante. La más básica y elemental estrategia de prevención mientras se conduce un vehículo es usar el cinturón de seguridad. Los estudios demuestran que los cinturones de seguridad reducen en aproximadamente la mitad las lesiones graves y las muertes relacionadas con choques vehiculares. A pesar de que, manejar en compañía de otros jóvenes aumenta el riesgo de accidentes, es muy frecuente que los adolescentes se hagan acompañar por sus amigos, por lo que es muy importante conversar con ellos sobre la importancia de no distraerse. Explíquele lo que indican las estadísticas y muéstrele videos que llamen su atención sobre este tema. Igualmente, llamar al adolescente a la reflexión es lo indicado en el caso del uso del teléfono celular y no se trata sólo del peligro de enviar mensajes de texto, está demostrado que los adolescentes también tienen un alto grado de distracción si conversan por teléfono mientras manejan. No beber alcohol y manejar. Si su hijo ya tiene una licencia de conducir conoce perfectamente las leyes sobre la edad mínima para consumir alcohol y de “tolerancia cero” de licor en la sangre para los conductores menores de 21 años. Con respecto al exceso de velocidad, hay que hacerles ver que manejar con rapidez es sólo un asunto de películas donde el ambiente es controlado. También se recomienda que su hijo comience a conducir con una licencia restringida. Manejar es una destreza compleja y debe ser practicada para aprenderla bien, así que es mejor que comience conduciendo con ciertos límites. Los programas de licencias restringidas proporcionan límites de horarios para manejar y requieren la compañía de adulto, lo que permite una mayor participación de los padres en el proceso de aprendizaje.

f you were not accepted into any of the colleges you applied, or somehow forgot to apply to college, don’t panic. You will survive, but you need to put a plan together. Make a decision if you are going to delay college (the preferable choice) or if you should start job training. Figure out what to do in the immediate future and start executing that plan. There is always the option of taking some classes at local schools such as Miami Dade College (MDC) or Florida International University (FIU). All students can attend MDC and FIU has different ways of being admitted. Get into one of them and register for some courses. Take some English, Math, or Humanities courses so you don’t lose the routine of being in the classroom and studying. Classes at both MDC and FIU are transferrable to other Florida state public colleges and universities. Find a way to stay in a classroom while you figure out life. If you are determined to attend one of the colleges that denied you, perhaps you can apply for a later semester? Contact your admissions representative and express your disappointment. Ask them to tell you exactly the weaknesses of your application. GPA too low? Courses not rigorous enough? Need higher SAT scores? Work on those deficiencies while prepare to apply for a future session. If you start taking college courses locally and excel, that proves to your future school how serious you are about college and that you have the ability to
complete college level courses. Perhaps you have decided that you are not ready for college. My advice is the same: try to stay in at least one class or do something education related. Many students take a gap year. A gap year a year in which a student delays college to travel and learn about the world, life, or just volunteer. Colleges applaud

i no fuiste aceptado en ninguna de las universidades que solicitaste, o si de alguna manera, se te olvidó hacerlo, no te asustes. Sobrevivirás, pero necesitas armar un plan. Toma una decisión si vas a retrasar la universidad (la opción preferible) o si debes comenzar la capacitación laboral. Averigüa qué hacer en el futuro inmediato y comienza a ejecutar ese plan. Siempre existe la opción de tomar algunas clases en escuelas locales como Miami Dade College (MDC) o Florida International University (FIU). Todos los estudiantes pueden asistir al MDC y en FIU tienen diferentes formas de ser admitidos. Entra en uno de ellos y regístrate para algunos cursos. Toma algunos cursos de inglés, matemáticas o humanidades para no perder la rutina de estar en el aula y estudiar. Las clases tanto en MDC como en FIU son transferibles a otros colleges y universidades públicas del estado de Florida. Encuentra una manera de permanecer en un aula mientras descubres la vida.
Si estás decidido a asistir a una de las universidades que te negaron, ¿quizás puedas solicitar a un semestre posterior? Contacta lo mas pronto al representante de admisiones, expresa tu decepción y que te digan exactamente cuales fueron las debilidades de tu aplicación: ¿El promedio de calificaciones fueron demasiado bajas? ¿Los cursos no fueron lo suficientemente rigurosos?, o ¿Necesitas puntuaciones más altas en el SAT? Trabaja en esas deficiencias mientras te preparas para solicitar una sesión futura. Si comienzas a tomar cursos universitarios a nivel local y sobresales, eso le demostrará a tu futura universidad cuán serio eres y que tienes la capacidad de completar cursos de nivel universitario. Quizás has decidido que no estás listo para la universidad. Mi consejo es el mismo: tratar de permanecer al menos en una clase o hacer algo relacionado con la educación. Muchos estudiantes toman un año sabático. Un año sabático es un
año en el que un estudiante demora la universidad para viajar y aprender sobre el mundo, la vida o simplemente como voluntario. Las universidades aplauden a los estudiantes que toman un año sabático si puedes demostrar que pasaron el año haciendo algo que te enseñó alguna lección. Los
students who take a gap year if you can show that spent the year doing something that taught you a lesson. Students will travel and visit museums, historical areas, or key cities. Others join a volunteer organization and spend a year teaching inner city children or building homes in third world countries. Other students take a year off to work and save money. If you must do this, consider the decision carefully. Taking a year to experience a particular career before committing to it, either through employment or internship is a mature decision that saves you money and time in college. However, remember that money that YOU the student earn will count as “money available” to pay for college. Money that a student earns counts MORE in the financial aid formula than money that your parents earn. The financial aid formula understands that your parents have household expenses they need to cover with their earnings, but an 18 year old student does not get that same consideration. During the time that you are holding off on college and begin to apply again, I recommend that you not stop learning. Learn in a classroom, on a job, in an internship, or at a different city or country. Maintain the structure of a school environment so that you don’t lose that discipline. Continue to work hard in building the person that you want to mature into and the student that the colleges would like to welcome on campus. Focus on your goal of attending a particular college and work on the exact criteria that you need to get in- it’s never too late.

Continúa trabajando duro para construir a la persona que desea madurar y al estudiante que a las universidades desean recibir en el campus. Concéntrate en tu objetivo de asistir a una universidad en particular y trabaja según los criterios exactos que necesitas para obtenerlo. Nunca es demasiado tarde.

Are INFLUENCERS the new best “FRIENDS” of our children?

t is a fact that currently, young people listen more to the voices that emerge from social media than, sometimes, those of their parents, teachers or people closer to them. Those voices are called influencers because of the power they have to transform beliefs, habits, and attitudes, and generate massive conversations around the Internet. But not only that. They also promote and recommend brands within what is known as Influencer Marketing. Faced with this reality, that no one can escape from anymore, many parents wonder why are influencers so attractive to generations of millennials and centennials, and how positive can they be in their lives. This conversation reached its climax last month when a top influencer named Rawvana, who promoted a raw vegan lifestyle in her YouTube account, was caught eating fish. The video of that moment, which was uploaded by another YouTuber, quickly went viral and was commented on by vegans, non-vegans, doctors, celebrities and followers alike. The controversy was ignited by the fact that a person who was not prepared enough to talk about nutrition, recommended a diet based on raw vegetables and fruits that not only had stopped following but was making her sick. She was tagged as a liar and swindler because despite having changed her diet she continued to make money from the associated products she sold. Later on, she uploaded a video explaining what happened that was not enough to clear her name, although, ironically, her subscribers on YouTube did not drop drastically. Her channel had 2 million before the scandal and 1 million 961 thousand at the time this newspaper was published. Now, after the Rawvana case the big question remaining is what is our responsibility as users when we consume content on social platforms, and what is the role of influencers that while they do not force anyone to follow them, are on the spotlight all the time, something hard to ignore especially when children and adolescents are involved.

THE RULES OF THE GAME CHANGED
In a not so distant time, the big brands leveraged advertising campaigns to promote their products, through traditional media such as television, print media and radio, which sometimes included celebrities influential in the fields of cinema, music or sports. With the rise of social media, brands found a new place to become known within a more organic, informal and family-like environment, and with the
help of natural promoters of their products that were born and raised on the Internet. “Influencers are not new, but now people believe more to someone ordinary than to an organization,” explains Edgar Arguello, digital marketing consultant, and professor and coordinator of the Community Management Diplomate of Iberoamericana University in Santo Domingo, Dominican Republic. For this reason, according to the academic, companies now hire influencers to pass on messages that they can no longer give because they lack credibility. They even use influencers who were previously analogous, (traditional celebrities) and migrated to social media after building a reputation offline. “Brands also migrated to the digital world, because it is the place where consumers spend most of their time, especially the youngest who, on average, spend four hours a day on their phones currently,” says Arguello. For Linda Patiño Cárdenas, Colombian technology journalist and author of ‘Qué diablos hacen los influencers’, which will be published in May, the great value of this dynamic is that users have a different interaction with digital influencers than the one they had with analogs. “In other times, when we watched a television show, we could not get an answer from its characters, even when we dreamed about them or copied them. Today we are so close to influencers that we almost see them as friends,” explains Patiño. Linda Patiño knows this first hand as a professional and as a mom. She shared that her three-year-old daughter occasionally follows the YouTube channel of ‘MikelTube,’ hosted by the brothers Mikel and Leo, and has described them as friends. “Although at first, I was shocked, it made sense to me, because she knows them, has seen them on screen, and they are showing her part of their life, just what a friend would do,” says Patiño. With older children and adolescents, who consume content in social media regularly, this reality is
even more tangible. For Antonio Torrealba, CEO of Becoming an Influencer, master in social marketing from Northwestern University, and father of three children, this happens because we share parenting with technology. “I’ve been to meetings where children spend five hours glued to their phones. I do not allow this as a father or as a professional, because we are educating non-creative people,” adds Torrealba, who is also the author of the book ‘Construyendo un influencer,’ and an Emmy winner for the documentary ‘El Poder de un post’ available in Youtube. However, the expert is not about demonizing influencers or banning them at home, since they are part of our current world. “Telling children not to follow an influencer is like asking them not to play football, even their peers talk about them. We can not isolate them from reality,” he says.
SHARED RESPONSIBILITIES BETWEEN INFLUENCERS AND USERS
To encourage an appropriate reading of the content we consume online offered by influencers, it is necessary first to understand what their role should be, since according to experts many do not share positive content, and instead damage the reputation of those who do. For Edgar Arguello, the primary responsibility of the influencer is to build credibility essentially, and then gradually sell products or services associated with the values he or she promotes. “It must offer valuable information,” says Arguello. In the other hand, Antonio Torrealba thinks that the influencer must move fibers to educate, motivate, inspire or entertain. “Whoever commits to this career has to do it to transform people’s lives,” says Torrealba.

But, also, influencers need to understand the power of their words that transcend beyond the digital world, especially in younger audiences. For example, the widespread complaint to Rawvana was the fact that many people adopted a raw vegan food style under her advice. In this regard, Antonio Torrealba believes that influencers should have a broad knowledge of the subject they are speaking about. “I lost weight because I stopped drinking milk, but that does not mean I should start giving nutritional recommendations. Doing that could lead to a problem in my audience,” says the expert. Regarding the user’s responsibility, Linda Patiño considers that it is mainly having a good digital education when it comes to browsing habits. “It is important to know why we use the Internet, check different sources of information, and have a balance between learning and entertainment,” she states. On the other hand, it is essential that schools assume their responsibility by offering classes in digital learning. “We are at such digitization point that 13-yearold children should have clear basic concepts before entering a social network, such as online privacy or digital rights,” says Patiño. When it comes to minors, responsibility is also from their parents. For Patiño, they should ask critical questions to their children, like what do they like about
Edgar Argüello social networks, who they follow, and why. They should also be present in the digital environments their children visit, and offer other means of entertainment. “We have to be on YouTube,
Instagram, and Facebook to understand how they work and let the kids get bored so that they can develop creativity. Sometimes it seems easier to put them on a screen, but that prevents them from knowing the world they live in,”, she adds. In the same line, we must explain to them that the person behind an account does not necessarily is sending an authentic message. “Often times, they believe more to influencers than to parents, which is why we have to expend the conversation on this,” says Edgar Arguello. How are we suppose to do that? The specialist suggests teaching them to analyze everything they find on social media so they can determine the personality of the influencer, the message behind their posts, and the type of relationship they have with their community. Also, advice to talk about time management in the digital world. “As it would happen in the non-virtual world, we must spend time with people well intended, and smarter than us to learn something of them,” he says. Antonio Torrealba proposes, on the other hand, to teach them to discern between good and bad so that they have good judgment when deciding who to follow. “It’s about not allowing influencers to be the first authority figure of our children,” says Torrealba.

s un hecho que actualmente los jóvenes escuchan más las voces que emergen de las redes sociales que, en ocasiones, las de sus padres, maestros o personas más cercanas. A ellos se les llama influenciadores por el poder que tienen para moldear creencias, hábitos y actitudes y generar conversaciones masivas en Internet. Pero no solo eso. También promocionan y recomiendan marcas dentro de lo que se conoce como marketing de influencers. Frente a esta realidad de la que ya nadie puede escapar, muchos padres se preguntan por qué resultan tan atractivos para las generaciones de millennials y centennials y qué tan positivos son en sus vidas. Esta conversación llegó a su punto más álgido el mes pasado cuando una influenciadora top llamada Rawvana, que promovía un estilo de vida crudivegano en su cuenta de YouTube, fue sorprendida comiendo pescado. El video de ese momento, que fue subido por otra ‘youtuber’, rápidamente se volvió viral y fue comentado por veganos, no veganos, médicos, celebridades y seguidores por igual. La polémica se encendió por el hecho de que una persona que no estaba lo suficientemente preparada para hablar de nutrición, recomendara una alimentación a base de vegetales y frutas crudos que no solo había dejado de seguir sino que la estaba enfermando. Fue tildada de mentirosa y estafadora, pues pese a haber cambiado su alimentación seguía obteniendo ingresos por los productos asociados que vendía. Posteriormente subió un video explicando lo sucedido que no fue suficiente para limpiar su nombre, aunque, paradójicamente, su número de suscriptores en YouTube no bajó drásticamente. Pasó de 2 millones a 1 millón 961 mil al momento de ser editado este periódico. Así las cosas, el gran interrogante que dejó el caso Rawvana es cuál es la responsabilidad que tenemos los usuarios al consumir contenidos en redes sociales y cuál la de los influenciadores que si bien no obligan a nadie a seguir sus consejos, tienen un poder de convocatoria difícil de ignorar, especialmente cuando en esta ecuación entran niños y adolescentes.

CAMBIARON LAS REGLAS DEL JUEGO
En una época no muy lejana, las grandes marcas se apalancaban en campañas de publicidad para promocionar sus productos, a través de medios tradicionales como la televisión, la prensa escrita y la radio, que en ocasiones tenían como protagonistas a celebridades influyentes en el campo del cine, la música o el deporte.
Con el auge de las redes sociales, las marcas encontraron un nuevo espacio para darse a conocer dentro de un entorno más orgánico, informal y cercano y de la mano de recomendadores naturales de sus productos que nacieron y se formaron en Internet. “La idea del influenciador no es nueva. Lo que cambió es que ahora las personas le creen más a alguien común y corriente que a una organización”, explica Edgar Arguello, asesor de marketing digital, y profesor y coordinador del diplomado de Community Management de la Universidad Iberoamericana en Santo Domingo, República Dominicana. Por esta razón, de acuerdo con el académico, las empresas ahora contratan a los influenciadores para que transmitan mensajes que ellos ya no pueden dar porque carecen de credibilidad. Incluso, emplean influenciadores que antes eran análogos (celebridades tradicionales), tras gozar de un reconocimiento fuera de lo virtual, y migraron a las redes. “Las marcas también migraron al mundo digital porque es el lugar donde pasan más tiempo los consumidores, especialmente los más jóvenes, que en promedio hoy gastan cuatro horas al día mirando las pantallas de sus teléfonos”, afirma. Para Linda Patiño Cárdenas, periodista colombiana de tecnología y autora del libro ‘Qué diablos hacen los influencers’, que saldrá publicado en mayo, el gran valor agregado de esta dinámica es que los usuarios tienen una interacción diferente con los influenciadores digitales a la que tenían con los análogos. “Antes veíamos una serie de televisión y no podíamos obtener una respuesta de sus personajes, así soñáramos con ellos o los imitáramos. Hoy tienes una cercanía tan grande con los influenciadores que casi los sientes como amigos”, explica. Linda Patiño ha evidenciado esta realidad como profesional y como mamá, pues cuenta que su hija de tres años sigue ocasionalmente el canal de You Tube de ‘MikelTube’, presentado por los niños hermanos Mikel y
Leo, y los ha llegado a calificar de amigos. “Aunque al principio me generó un shock, entendí que esto tiene todo el sentido porque los conoce, los ha visto y para ella le están mostrando parte de su vida. Tal y lo que haría un amigo”, añade. En el caso de niños más grandes y adolescentes, que consumen contenido en redes sociales de forma habitual, esta realidad es todavía más palpable. Para Antonio Torrealba, CEO de Becoming an Influencer, magister en social marketing de la Universidad de Northwestern y padre de tres niños, esto sucede porque compartimos la crianza con la tecnología. “He ido a reuniones donde los niños pasan cinco horas pegados al teléfono. Yo no permito esto como padre ni lo valido como profesional porque estamos educando personas no creativas”, agrega Torrealba, quien también es autor del libro ‘Construyendo un influencer’ y ganador de un premio Emmy por el documental ‘El poder de un post’ disponible en You Tube. Sin embargo, para el experto tampoco se trata de satanizar a los influenciadores o prohibirlos en la casa porque hacen parte del mundo actual. “Decirles a los niños que no sigan a un influenciador es como pedirles que no jueguen fútbol porque hasta sus compañeros hablan de ellos. No podemos aislarlos de la realidad”, añade.
RESPONSABILIDADES COMPARTIDAS ENTRE INFLUENCIADOR Y USUARIO
Para fomentar una lectura apropiada del contenido que consumimos en línea ofrecido por los influenciadores, es necesario entender primero cuál debería ser el papel de
estos, pues de acuerdo con los expertos consultados abundan aquellos que no aportan nada positivo y, en cambio, manchan el trabajo de quienes si lo hacen. Para Edgar Arguello, la responsabilidad principal del influenciador es generar credibilidad de forma orgánica para después, y paulatinamente, vender productos o servicios asociados con los valores que promueve. “Debe ofrecer información de valor”, asegura. Antonio Torrealba, por su parte, considera que debe mover fibras para educar, motivar, inspirar o entretener. “Quien se dedique a esto tiene que preguntarse si lo que comparte está transformando la vida de las personas”, añade. Pero, además, el influenciador necesita comprender el poder de sus palabras que trascienden más allá de lo digital, especialmente en el público más joven. l Síndrome del Túnel Carpiano o Canal Carpiano es una condición muy común y poco entendida; al extremo que en los últimos años ha recibido mucha atención por la prensa y aún así ni la comunidad científica lo termina de entender por completo. Los medios de comunicación lo clasifican como una “enfermedad de oficio” (ya que lo tienden a asociar con actividades repetitivas como la mecanografía ó las labores en la línea de montaje en una fábrica, pues el dolor se manifiesta en las manos), sin embargo la opinión pública se equivoca y la realidad es otra: la causa no es el uso de un teclado; aunque sí existe alguna predisposición a este padecimiento, las actividades repetitivas (como la mecanografía), pueden agravarlo. “Síndrome del Túnel Carpiano” significa que existe una compresión del nervio Mediano de la mano. Este nervio está situado dentro de un túnel cuyas paredes inferior y laterales están formadas por los huesos carpianos (la pared superior la forma una estructura llamada “ligamento carpiano transversal”). Además del nervio, hay nueve tendones que le dan flexión a los dedos y revisten el canal; cuando la membrana que cubre a éstos tendones se inflama, la reducción del espacio provoca la compresión del nervio, y ésta “compresión del nervio central” es la que produce los síntomas del Síndrome del Túnel Carpiano. Los síntomas más frecuentemente relacionados con el Síndrome del Túnel Carpiano son: entumecimiento y hormigueo de la mano (que usualmente comienza durante la noche). Con frecuencia se siente dolor y debilidad en la mano, especialmente en el dedo pulgar, y si se deja que progrese sin tratamiento durante mucho tiempo puede llegar a atrofiarse el músculo en la base del pulgar. Además de los síntomas físicos del Síndrome del Canal Carpiano, el diagnóstico se puede confirmar fácilmente con un estudio de conducción del nervio, que mide la velocidad y latencia de los impulsos nerviosos a través del nervio central de la muñeca y le ayuda al médico a descifrar si el paciente sufre de una compresión del nervio mediano. La condición es más común en las mujeres de edad madura (con frecuencia peri-menopáusicas), y puede ser causada por condiciones crónicas como la diabetes, gota ó enfermedad de la tiroides, y es común en las mujeres durante el tercer trimestre del embarazo. Si en caso la persona es ajena a todas éstas condiciones, se dice que la causa es idiopática: causada por un proceso desconocido. El Síndrome del Canal Carpiano esta relacionado con
condiciones como: tendonitis en los dedos, dedo de gatillo ó tendonitis en la muñeca (la tendonitis DeQuervain, por ejemplo, provoca dolor en la muñeca en la base del dedo pulgar). El tratamiento para el Síndrome del Túnel Carpiano con frecuencia se concentra en disminuir la inflamación de los tendones (inyecciones de esteroides como la cortisona pueden ayudar a disminuir la inflamación) dándole así más espacio al nervio mediano en el Canal Carpiano y de ése modo disminuyendo el dolor. El tratamiento más común sin uso de medicamentos (ó las odiosas inyecciones), es el de entablillar la mano durante la noche impidiendo el movimiento de la muñeca durante el sueño (que ocurre cuando uno duerme). Los síntomas aumentan de noche porque la posición de la mano está al mismo nivel que la del corazón, lo que produce una colección de líquido en los tejidos blandos dentro del canal, además de cambios hormonales bastante complejos que pueden aumentar la retención de líquido durante la noche (como remedio, algunos investigadores opinan que una alta dosificación de vitamina B-6 pudiera actuar como un diurético y disminuir líquido en el Canal Carpiano, aliviando los síntomas). Si la compresión es suficientemente severa y el paciente no responde a los tratamientos conservadores, el próximo paso sería la cirugía (el público y los médicos en general también tienen poco entendimiento sobre la
cirugía para el Síndrome del Canal Carpiano; y son muchos los rumores que hay sobre el resultado de este procedimiento, hasta el colmo de pensar que perderán el uso de la mano si hay una cirugía). La verdad es que la cirugía es de gran éxito, es verdaderamente un procedimiento muy simple: se hace una incisión dividiendo el ligamento que cruza la parte superior del túnel, aumentando el espacio en el Canal Carpiano, y permitiendo al nervio mediano funcionar mucho mejor. El más reciente adelanto en el tratamiento del Síndrome del Canal Carpiano (y que comúnmente se emplea en el Miami Hand Center) se llama “alivio endoscópico”. En éste procedimiento se hace una incisión de menos de un centímetro en el pliegue de la muñeca y se inserta un endoscopio con una pequeña cámara, lo que le permite al cirujano ver dentro de la mano y hacer la división necesaria en el ligamento sin la necesidad de una incisión de mayor tamaño. No hay que confundirlo con cirugía láser, ya que utiliza la tecnología de fibras ópticas, permitiéndole al cirujano operar “de adentro hacia afuera” (ésto significa que hay incursión de los tejidos blandos y el dolor después del procedimiento, si lo hay, es mínimo). La principal ventaja de esta técnica no es solamente eliminar la “desagradable cicatriz”, sino disminuir el tiempo de recuperación, lo que le permite al paciente regresar lo más pronto a sus labores. Los resultados a largo plazo del alivio endoscópico del Síndrome del Túnel Carpiano son excelentes, y con muchos más beneficios que los tratamientos conservadores. Los pacientes apenas y pueden llegar a quejarse de un ligero dolor en la palma de la mano cuando la apoyan sobre una superficie dura pero a excepción de ésto, son mínimas las complicaciones ó el dolor después del procedimiento. La clave para entender el Síndrome del Túnel Carpiano es el contemplarlo como “un nervio comprimido en la muñeca”: produce síntomas como entumecimiento y hormigueo. Existen muchas otras condiciones de la mano y la muñeca que tienen que ser evaluadas por un cirujano que se especialice en ésos problemas y una confirmación por medio de un estudio de conducción del nervio la hacen usualmente un especialista en medicina de rehabilitación, ó un neurólogo (es fácil diagnosticar y tratar el Síndrome del Túnel Carpiano cuando el diagnóstico lo hace un médico capacitado). employees should be expected to have advanced certifications, the leaders of the company that direct policy, execute operations, and set cultural norms should certainly have an advanced understanding of the profession that will translate to improved operational results.
ommunity Associations are governed by a Board of Directors, and the primary role of the Board is to conduct the business of the association in the best interest of the community as a whole. In carrying out this crucial role, decisions are being made that will affect the well-being of the community and all the homeowners. One key decision is whether the Board should not only conduct governance, but also conduct day to day operations normally tasked to a licensed property manager. Any Board considering a self-managed approach should consider these important factors:
RECORDS
COST FACTOR
The primary motivation and most frequent reason that may be considered an advantage for selfmanaging is cost. Simply put - everything costs money, and management is a service no different than the professional services the association depends on from its attorney, CPA, or insurance agent. As perplexing as it may seem, the cost factor is not burdensome and usually only makes up a very small percentage of the homeowner’s regular monthly fee. The cost savings is certainly not equal to the value of all the Board’s time that will now expand from decision making to actual working hours, and the slew of issues that it will face. What is found is that when a Board makes this decision it is a result of not being satisfied with a management company relationship that has not met their expectations, has not added value to the relationship, or simply has not performed as promised.

TIME TO VOLUNTEER

When initially considering the idea of selfmanagement it may seem simple, and there could be an apparent abundance of potential volunteers. However, very quickly reality starts setting in and everyone realizes the main problem… almost everyone already has a career, spouse, kids, and a variety of personal issues to attend to called life. The burden of serving on the Board in a governance role is alone very time consuming, without now
adding the very significant amount of time that will need to be dedicated physically to property issues, homeowners, employees, and vendors. It takes an enormous amount of time for volunteer board members to operate the association on their own.
TRAINING
For a Board considering self-management it may not seem as a significant barrier to the knowledge needed to operate the association. However, after closer consideration one would realize that the knowledge of one individual manager or the content of the licensing course alone does not encompass the wealth of knowledge required to successfully operate the association. When the Board operates without the benefits of industry knowledge and experience it simply falls victim to many eventualities as a result of what it doesn’t know. These include a few things such as compliance with federal, state, and local laws; the accounting requirements and process; budgeting and financial planning; reserves planning and funding; vendor compliance and proper bidding; properly handling meetings from notification to minutes; or handling homeowner issues: estoppels, resident applications, account disputes, or delinquency collection. A quality management company will have an internal training program for its managers. While not all company
A self- managed association may not have the necessary resources, training, procedures, time, or professional mandate to ensure its record keeping is compliant. All too often self-managed associations find themselves with no real accounting reports, meeting minutes, election records, or homeowner account ledgers. Besides facing a huge risk of state fines, there are clear operational impediments. A few examples of these are: 1. Not being able to satisfy an official records request from homeowner, or not having a history of consistent source of information to determine decisions in similar situations in the past 2. Not having an accurate understanding of financial conditions, thereby leading to poor decision making or setting false expectations to homeowners 3. Not being able to provide supporting documents to validate a delinquent homeowner debt such a copy of the budgets, minutes, for said meeting and accurate account ledgers 4. Inability to resolve vendor issues relating to payment, services rendered, or scope of work 5. Creating a great deal of friction when a new Board takes over, or having serious gap for proper continuity of operations
COMPLIANCE – DON’T MAKE THESE MISTAKES
The issue of compliance should be a major concern when considering a self-managed approach to the operations of the association. There are plenty of incidents in the industry of self-managed properties that for different reasons commit serious compliance infractions such as: 1. Working with vendors that do not have the appropriate licensing and insurance
2. Charging homeowners, the wrong amount when compared to the governing documents 3. Regularly and casually conducting association business without an actual meeting or meeting notification. Not handling annual meetings, elections, or special assessments correctly pursuant to the governing documents or applicable laws, 4. Not submitting the annual IRS tax filing, or not preparing the required annual financial reports 5. Not maintain financial records in the correct accounting method and a misuse of the petty cash account
HUMAN RESOURCES
As soon as the Board decides to become self-managed, any employee working at the property become its responsibility. This translates to dealing with hiring, training, performance counseling, termination, wage disputes, etc. Additionally, as an employer the association now has a role that risks additional liabilities such as work place accidents, wrongful termination suits, sexual harassment claims, and discrimination allegations. A quality management company will have a proactive human resource component, ongoing training for sensitive issues, and serve as the employer of record and carry insurance to respond to any employee related challenge.
MANAGE YOUR VENDORS
It is not strange to find that some associations have suffered for up to three years in crucial projects such as a forty-year certification. Whether it’s a major project or routine services, a self-managed Board will face challenges if its vendor selection methods are not professionally objective. It could easily find itself the target of theft or kick back accusations. Additionally, a poor vendor selection process will create false expectations for the Board and homeowners and only lead to a change in the vendor and prolong the project. A quality management company will have the time, training, and resources to establish a consistent scope of work, properly vet the vendor, and negotiate a contract beneficial to the association. When a Board truly considers the factors involved in self-managing a community association it will find the road riddled with problems. The Board will find that its time is better invested in the act of governance where it can set a clear direction and policy for the community. Hiring the right management company will ensure the day to day tasks are executed to accomplish the Boards vision and goals, so it meets the Board’s expectations, and continuously adds value to the relationship.

Allowing art to reach the hands of many” is the phrase that defines the artistic work of Andrés Vivas, Industrial Designer of highlighted experience that stands out for his incursions in the fashion market and accessories. Andrés Vivas, Colombian of birth and Venezuelan at heart, since he grew up in that country, studied Industrial Design at the Institute of Design of Caracas, graduating in the 2007. He moved to the Savannah College of Art and Design in Savannah, Georgia in the United States, obtaining a bachelor’s degree in Industrial Design and a master’s in Accessory Design. “As an industrial designer I was always intrigued by the process of “mass production” that allows art to reach many people, that, mixed with an interest in fashion was what brought me closer to the design of accessories. Art should not be limited to a few and designers should focus on bringing art to more people and allowing more people to have access to it.” One of the characteristics of his work is the diversity, then, when he began his career in Coach and Tumi in New York, he was designing, mainly, handbags for men but now he has given a turn to his profession, since he started in Calvin Klein designing portfolios for Ladies, handbags and accessories, which can be seen used by celebrities such as Kendall Jenner, Shawn Mendes and A $ AP Rocky in the latest Calvin Klein campaign “OUR NOW. #MYCALVINS “in advertisements and Instagram. He was awarded with the 2017 International Design Awards in the category of accessories. The same year, he was a finalist for the Independent Handbag Designer Awards in New York, where he collaborated with FujiFilm in designing a travel bag for the FujiFilm Instax. “I think, unlike the design of clothes, a bag does not need sizes, they fit everybody and it is designed with a function. What is CHIROPRACTIC? How can it help my family?

eople always ask us “what is chiropractic?”. Well this can be kind of a complicated answer. Chiropractic is considered an alternative approach to the traditional medical route we typically think of when we think of healthcare. It is a different approach to handling symptoms rather than just taking a medication or undergoing surgery right away. Chiropractic was founded on the premise that the body can function and heal with everything that is already inside us, and without the need for outside intervention. To truly understand chiropractic we have to go back in time a little bit to 1895, when it was founded. D.D. Palmer, the founder of chiropractic, was practicing magnetic healing in Davenport, IA. He reported to have discovered chiropractic when he cured his janitor of deafness by “moving a bone” in his spine. The janitor, Harvey Lollards, reported that he could hear just fine until one day when he heard a pop in his spine. He said he immediately lost his hearing after that. D.D. Palmer’s theory was that the bone that was out of place was blocking the nerve that went to Lillard’s inner ear, causing his hearing loss. After Palmer “moved the bone” back into it’s normal position Harvey reported that his hearing was much better and after a few days his hearing was completely restored. This became known as the first chiropractic adjustment and Harvey Lillard became known as the first chiropractic patient. Since this day, chiropractic has been developed and has evolved into the largest alternative medicine profession in the world. There are over 77,000 licensed chiropractors practicing in the United States alone, with thousands more practicing all over the world. There are about 200 different chiropractic techniques that have been developed since chiropractic was founded, but they all strive to do the same job, remove vertebral subluxation.

WHAT IS A VERTEBRAL SUBLUXATION?

A vertebral subluxation is when one or more of the bones of the spine (vertebrae) have shifted out of their normal position and are blocking the spinal nerves that come out between them. The most common question that I get is how does this happen. Well, it can happen a few ways. The first
way is through major traumas like car accident, sports injuries, falls, etc. Something that happens to us with sop much force that it knocks one of these bones out of it’s position right away. The second way it can happen is through small traumas that happen to us everyday that over time are just as bad as those major traumas we suffer. This could be things like constantly slouching, sitting all day, always wearing a heavy purse on one shoulder, or sitting on a thick wallet all day long. Overtime these small traumas will do just as much damage as one of these big traumas. So what happens when we have these vertebral subluxations? Well these subluxations can put pressure on the nerves that control how our body functions. If there is pressure on these nerves the message that is trying to get through to the body from the brain is not able to get through and this causes dysfunction within the body. That dysfunction can show up as many many different symptoms. It can show up as neck pain, headaches, bed wetting, ear infections, low back pain, digestive issues or sciatica just to name a few. So when these subluxations are present our body is not able to function at 100% and when they are not present our body will be able to function as close to 100% as possible.
WHAT IS THE JOB OF A CHIROPRACTOR?
Chiropractors are trained doctors who specialist
in finding these subluxations and removing them so they no longer interfere with the nervous system. We do this through chiropractic adjustments. These adjustments are gentle and specific and allow us to put the bone back in its normal position so that it is no longer blocking the nerves that control the function of the body. In our office we use a technique that allows us to get the most specific adjustment without any twisting, cracking, or popping. We utilize tables that have a dropping mechanism to allow us to be so gentle that a lot of patients will tell us they don’t even feel anything. A lot of times when people think of chiropractic adjustments they think of them being helpful to treat different symptoms like neck pain or low back pain. But that is very far from the whole truth. Once the interference to the nervous system has been removed and the body is able to function and heal itself, it can heal through many symptoms beyond just pain. Patients that come to our office have reported relief from things like ear infections, vision changes, bed wetting, IBS, high blood pressure, migraines, headaches, Trigeminal Neuralgia, TMJ, insomnia, dizziness, and ringing in the ears just to name a few. What are the benefits of chiropractic care? Although chiropractic can help with more than just pain, this is the most common reasons that adults visit a chiropractor. Chiropractic has been shown to help with back pain, neck pain, and headaches better than medication and surgery. Chiropractic patients have also reported a boost in their immune system. So not only can chiropractic help patients function better physically, it can help other systems in the body function better as well. Children that are under chiropractic care have been shown to take less medication and be sick less often than children that are not under chiropractic care. Social Security helps by providing income for the families of workers who die. Some of the Social Security taxes you pay go toward survivors benefits for workers and their families. The value of the survivors benefits you have under Social Security may even be more than the value of your individual life insurance. When you die, certain members of your family may be eligible for survivor’s benefits. These include widows and widowers (and divorced widows and widowers), children, and dependent parents. Here are the people who can get survivors benefits based on your work: • Your widow or widower may be able to get full benefits at full retirement age. The full retirement age for survivors is age 66 for people born in 1945-1956, with the full retirement age gradually increasing to age 67 for people born in 1962 or later. Your widow or widower can get reduced benefits as early as age 60. If your surviving
spouse is disabled, benefits can begin as early as age 50. • Your widow or widower can get benefits at any age if they take care of your child younger than age 16 or disabled, who is receiving Social Security benefits. • Your unmarried children, younger than age 18 (or up to age 19 if they’re attending elementary or secondary school full time), can also get benefits. Your children can get benefits at any age if they were disabled before age 22. Under certain circumstances, we can also pay benefits to your stepchildren, grandchildren, stepgrand children, or adopted children. • Your dependent parents can get benefits if they’re age 62 or older. MIAMI DADE PUBLIC LIBRARY SYSTEM free and family-oriented events: • Engineering Skills for Kids: April 15th, 4:00pm to 5:30 pm at International Mall Branch. Children will work in teams on a project that reflects an area of engineering and learn what engineers in that discipline do. Space is limited, registration is required. This event is perfect for kids ages 7 to 12 years. • What a Wonderful World: Eco‑Art Workshop: April 20th, 2:30 pm at West Dade Regional. Celebrate Earth Day by creating an art piece to honor our planet Earth during this workshop led by local eco artist Edwin Villasmil. Materials provided, but space is limited so registration is necessary. This is event is open for participants of all ages. • Family Festival & FandomFest: May 4th, from 11:00 am to 4:00 pm at the Main Library. You absolutely cannot miss this annual festival! In a fabulous Star Wars celebration, families will enjoy special performances, gaming, cosplay, crafts and more fun! This is an event for all ages. www.mdpls.org Your children will have even more opportunities to egg hunt during this Easter: • Hialeah Eggstravaganza: April 20th, from 10:00 am to 3:00 pm at Milander Park. This is a fun event with great activities for the entire family to enjoy including egg hunt with more than 50,000 eggs, a kids zone with rides and bounce house, bunny photo, magic egg hunt, live entertainment and food. Free admission and parking. Prices for the activities are between $5 and $15. www.hialeahfl.gov • 1st Flashlight Egg Hunt: April 20th, from 6:00pm to 9:00 pm at Palmetto Bay Park. Egg Hunt is at 8:30 pm,

As every year, the City of Coral Gables offers an Easter massive celebration. This time, there will be a Helicopter Egg Dropp at War Memorial Youth Center Field and simultaneous egg hunts at four city parks (Jaycee Park , Phillips Park, Salvadore Park, and Sunrise Harbor Park) all starting at 10:00am. Attendees can win prizes if they find the special bronze, silver or gold eggs. The Kingdom of Clean is in despair! The Duke of Debris has trashed territory, polluted ponds and fouled forests. The Three Mess-keteers must rescue resources and exact justice. Can they stop the Dirty Duke’s deeds and rescue the land?
