he main purpose of the “Miami 2020” Forum that was organized by Doral Family Journal was to analyze the present and future of Doral. Local authorities, community leaders, residents and different business people from the city attended this important event. Miami 2020 was held at the Intercontinental Hotel in Doral. Among the panelists was Congressman Mario Diaz-Balart; Julian Perez, Director for Planning and Zoning of the City of Doral and Cristina Valencia, real estate specialist, broker and owner of RES Real Estate Solutions. As host of the event, Maria Fernanda Lopez journalist and conductor for Univision Noticias, was also present. Ettore Sabatella, Editor in Chief of Doral Family Journal welcomed and thanked the attendees for their presence and highlighted the importance of Doral within Miami Dade County.

MARIO DIAZ BALART: THE 2018-2019 FEDERAL BUDGET WILL ALLOCATE IMPORTANT FUNDS TO FLORIDA

Congressman Mario Diaz-Balart who is in his eighth period in the House of Representatives started his presentation by recognizing the hard job that the local authorities have done in favor of the growth of Doral. When speaking about the future achievements of the State of Florida, Congressman Diaz-Balart highlighted the fact that the Commission that he Chairs in Washington, has made significant progress in the 2018-2019 Budget. Congressman Mario Diaz-Balart, Chairman of the House of Appropriation Subcommittee on Transportation, Housing and Urban Development, announced that Miami Dade County would receive an $11 million grant from the Federal Transit Administration’s Bus and Bus Facilities grant program. These will be additional to the $3.6 million that were approved earlier this year to upgrade the County’s buses, to improve and modernized them, making them the cleanest fleet for the environment. “I know the importance of these grants for localities, such as Miami Dade, that seek to expand access to transit, and I am glad to have been able to allocate $400 million towards this program in my fiscal year 2018 bill.” “We also achieved that this year Florida could receive

$790 million additional funds for the Community Development Block Grant Disaster Recovery program, raising them to $1,400 million.” “The U.S. Department of Transportation issued two grants to Miami International Airport. One for $308,000 for equipment acquisition and another one for $11 million for the rehabilitation and expansion of the airport platform” “We have been assigned $250 million that were allocated for seaports, $835 million to the recovery of the Everglades and $5.1 million to address traffic problems. None of this would have been possible without the confidence that the community and the electors have put into my work during all these years.” Congressman Mario Diaz-Balart ended his presentation stating that we should not stop feeling concerned for Venezuela, Nicaragua and Cuba. “We have to help these Nations and keep on fighting for them to recover their freedom.”

JULIAN PEREZ: WE NEED TO WORK ON OUR WATER

The Director of Planning and Zoning of the City of Doral, Julian Perez, divided his presentation in four important topics: the importance of the 2020 Census, the development of Doral, his vision for 2020 and water, which in his opinion is one of the main problems that we face as a city and as a County. For Perez it is vital for all the residents of Florida to participate in the 2020 Census. “There are people that are afraid to participate for personal or immigration reasons, but we need to remember that the Census is confidential and that the fact that we all participate allows us to have the proper number of representatives

in Congress.” Perez reminded us that the population in Florida is 21.3 million people, we are the third state with more residents in the United States and for this reason it is very important that we have a fair representation in Washington. “The City of Doral is already working in the verification process for all the addresses and in programing workshops to educate the residents about the importance and confidentiality of the Census.” About the development of Doral, Julian Perez stated that in his 33 years of professional experience, he never heard or knew before of a city with a speed in growth similar to the one Doral has had, he also mentioned that recently the Times Money magazine classified Doral as one of the 100 best cities to live in the United States in 2018. “We are building one of the most dynamic cities in Florida, some years ago we were just swamp and today we produce 69.4 billion dollars annually in a city that is just 15 square miles.” Speaking about Economics, we are very important within the Miami Dade County, this is because we are home to 802 businesses, every day 73,000 people come to work in Doral and from 2017 to date we have around 1087 additional businesses that generate around 10,000 jobs. One of the main economic sectors present in Doral are logistics and electronics, these generate around 42

www.doralfamiyjournal.com million dollars per year.” As one of the Directors of the City of Doral, Julian Perez stated that in order for this growth to continue, we must keep on working and reviewing the actual rules to adapt them to the needs of today’s lifestyle in which every day more people want to live close by their job places. He also mentioned some of the future projects in the City, such as an assisting living facility that is being developed for people 55 and older and that is being evaluated thoroughly because the city wants to make sure that it is appropriate to the needs of senior citizens. He also mentioned the importance of improving our park system and for this he stressed the support that is needed from the voters in November. “We have 142.9 acres of parks that require maintenance, together with projects for more recreational areas.” He summarized his vision for 2020 in two, connectivity and sustainable growth. “We must keep up an organized and responsible growth, for this purpose we are improving the connectivity of our city and analyzing our code system to adapt it to the mixed-use concept. We also need to keep up working side by side with the County, the State and the Federal Agencies.” For Perez, water is one of the main problems that we are facing as a city and as a County. “Since Hurricane Andrew, the level of the water has risen three inches and it is estimated that it will rise three more inches for the year 2020, therefore we need to work on how to handle floods and how to drain the water.” Perez stated that we must work with all the agencies that are involved in flood management to improve the current programs and retain the water by using only nature, at the same time that we need to train ourselves in how to act before, during and after a natural disaster in order to mitigate the economic, human and psychological impact of them.

CRISTINA VALENCIA: WE ARE AN ICON IN MIAMI

Cristina Valencia, the real estate and marketing specialist that has been recognized as one of the most influential brokers in Florida assured us that Doral is becoming an Icon within Miami, which on its own right, is a big metropolis and the second financial hub in the world. “Doral is a pioneer city. For example, we anticipated the traffic and transportation and therefore we have had for years a Trolley system and since 2017 we have a public bicycle service,” explained Valencia, who has been a resident of Doral since its beginnings. Regarding the real estate behavior for the years to come and in 2020, Cristina Valencia spoke about the gear towards mixed use, because this allows to work, live and enjoy entertainment in the same area. “Families are now limiting the number of vehicles they have, they want to live close to their jobs and/or transportation hubs and are looking for smaller spaces.” Valencia is sure that the properties that will have better surplus are going to be the ones close to public transportation, this is given the fact that “millennials” do not want to drive, they like to be close to their jobs, they do not want excessive spaces and prefer a place close to entertainment sites. Cristina Valencia also reminded us that we have the honor to live in a city that is considered Platinum, according to the certification that we got from the World Council on City Data or WCCD, because our city is beautiful, well structured and has been planned properly. She finalized her speech by reminding us that Florida is still the strongest real estate market.

MARIO DIAZ BALART: PRESUPUESTO FEDERAL 2018-2019 ASIGNARA IMPORTANTES FONDOS A LA FLORIDA

El congresista Mario Díaz-Balart, quien ya cumple su octavo mandato en la Cámara de Representantes inició sus palabras reconociendo el trabajo de las autoridades locales en pro del crecimiento de Doral. Al referirse a los próximos logros para el estado de la Florida, el congresista Díaz-Balart destacó que la comisión que preside en Washington a realizado importantes avances en el presupuesto 2018-2019. El congresista Mario Diaz-Balart, presidente del Subcomité de Asignaciones de Vivienda, Transporte y Vivienda y Desarrollo Urbano, anunció que el Condado de Miami-Dade recibirá una ayuda

de $ 11 millones del programa de subvenciones de la Administración Federal de Tránsito para terminales de autobuses, que se han sumado a los $3.6 millones a principios de este año para mejorar y modernizar los autobuses del Condado, haciendo que esta flota sea mas limpia para el medio ambiente. “Sé la importancia de estas subvenciones para las localidades, como MiamiDade, que buscan expandir el acceso al tránsito, y me alegro de haber podido asignar $

400 millones para este programa en mi factura del año fiscal 2018”. “Igualmente conseguimos que este año la Florida recibiera $ 790 millones adicionales para elevar los fondos del programa de ayuda para Recuperación de Desastres en Bloque de Desarrollo Comunitario a $ 1,400 millones”. “El Departamento de Transporte de los Estados Unidos emitió dos subvenciones al Aeropuerto Internacional de Miami … Una subvención de $ 308,000 es para adquisición de equipo, y otra por $ 11 millones para rehabilitar y ampliar la plataforma del aeropuerto”. “Nos han sido asignados $ 250 millones para puertos marítimos, $835 millones para recuperar los Everglades y $ 5.1 mil millones para atender los problemas de tráfico. Nada de esto hubiese sido posible sin la confianza que la comunidad y los electores ha puesto en mi trabajo durante todos estos años”.

Dentro del sector transporte, Díaz-Balart hizo referencia al Smart Plan que está desarrollando el Departamento de Transporte Público de MiamiDade que conectará unas 20 millas al sur del condado, contemplando 14 estaciones, el uso de autobuses con gas natural y con un tiempo de ejecución estimado de cuatro años”. Con respecto a su visión de Doral para el año 2020, el congresista Mario Díaz-Balart aseguró que ve un próspero futuro para la ciudad, ya que se está convirtiendo en una comunidad en la que la gente quiere vivir, trabajar, estudiar y criar a sus hijos. El congresista Mario Díaz-Balart terminó sus palabras señalando que no debemos dejar de preocuparnos por los pueblos de Venezuela, Nicaragua y Cuba. “Tenemos que ayudar a estas naciones y seguir luchando porque recuperen su libertad.

JULIAN PEREZ: DEBEMOS PREOCUPARNOS POR EL AGUA

El director de zonificación y planificación de la Ciudad de Doral, Julián Pérez, dividió su presentación en cuatro partes: la importancia del censo del 2020, el desarrollo de Doral, su visión para el 2020 y el agua que, a su juicio, es uno de los mayores problemas que enfrentamos como ciudad y como condado. Para Pérez es de vital importancia que todos los habitantes de la Florida participen en el próximo censo a realizarse en el año 2020. “Hay personas que temen participar por razones personales o migratorias, pero recordemos que el censo es extremadamente confidencial y participar en él es lo que nos lleva a tener el adecuado número de representantes en el Congreso Nacional.”. Pérez recordó que la población de la Florida asciende 21.3 millones de personas, lo que la convierte en el tercer estado con más habitantes de la nación, por lo que es muy importante tener una justa representación en Washington. “Por nuestra parte, la Ciudad de Doral ya está trabajando en el proceso de verificación de direcciones y en la programación de talleres para educar a la comunidad en la importancia y confidencialidad del censo.”.

Con respecto al desarrollo de Doral, Julián Pérez manifestó que, en sus 33 años de carrera profesional, nunca había presenciado un crecimiento tan rápido e hizo mención al reciente reconocimiento de la revista Times Money que clasificó a Doral como una de las 100 mejores para vivir en Estados Unidos en el 2018.“Estamos construyendo una de las ciudades más dinámicas de la Florida, fíjense que hace unos años éramos solo barro y hoy producimos 69.4 billones de dólares anuales en una ciudad de tan solo 15 millas cuadradas.”. “Económicamente somos muy importantes dentro del condado de Miami-Dade, pues somos sede de 6 mil 802 negocios, todos los días entran más de 73 mil personas a trabajar en Doral y del 2017 al día de hoy, tenemos mil 87 comercios más que generan unos 10 mil empleos, siendo uno de los sectores más importantes el de la distribución y electrónica que generan unos 42 millones de dólares anuales.”. Como directivo de la Ciudad de Doral, Julián Pérez manifestó que para que este crecimiento continué debemos seguir trabajando y revisando las regulaciones vigentes para adaptarlas a las necesidades del estilo de vida actual, en el que tenemos cada vez más personas queriendo vivir cerca de los centros de empleo. Hizo mención de algunos proyectos futuros, entre ellos, un conjunto inmobiliario destinado a las personas de 55 años o más, el cual está siendo evaluado con mucha precisión pues debe estar adecuado a las necesidades de los ciudadanos de la tercera edad. Mencionó, igualmente, la importancia de mejorar el sistema de parques de Doral, para lo cual es necesario el apoyo de los electores en las votaciones de noviembre. “Tenemos 142.9 acres de parques que requieren ser mantenidos, así como proyectos para más áreas recreativas.”. Su visión del 2020 la resumió en las palabras conectividad y desarrollo sostenible. “Debemos mantener un crecimiento organizado y responsable, para lo cual estamos mejorando la conectividad de nuestra ciudad y analizando nuestro código para adaptarlo al concepto de uso mixto. Igualmente, tenemos que seguir trabajando de la mano con el condado, el estado y las agencias federales.”. Para Pérez, el agua es uno de los mayores problemas que enfrentamos como ciudad y como condado. “Desde el huracán Andrew, el nivel del agua ha subido tres pulgadas y se estima que suba tres pulgadas más para el 2020, así que debemos trabajar en cómo manejar las inundaciones y cómo drenar el agua.”. Asegura Pérez que debemos trabajar con todos

los organismos involucrados con el manejo de inundaciones para mejorar los programas actuales y retener el agua utilizando la propia naturaleza, así como capacitarnos en cómo actuar antes, durante y después de los desastres naturales para mitigar el impacto monetario, humano y psicológico de los mismos.

CRISTINA VALENCIA: SOMOS UN ICONO EN MIAMI

La especialista en bienes raíces y mercadeo y quien ha sido reconocida como una de las brokers más influyentes de la Florida, Cristina Valencia, aseguró que Doral se está convirtiendo en una ciudad ícono dentro de todo Miami que es, de por sí, una gran metrópolis y el segundo centro financiero del mundo. “Doral es una ciudad pionera. Fíjense, por ejemplo, nos anticipamos a los problemas del tráfico y el transporte y por eso contamos con un sistema de Trolley desde hace años y desde el 2017 tenemos el servicio de bicicletas de uso público.”, explicó Valencia, quien ha sido residente de Doral desde los inicios de la ciudad. Con respecto al comportamiento inmobiliario en los próximos años y en el 2020, Cristina Valencia comentó la inclinación hacia el uso mixto, pues da cabida a trabajar, vivir y entretenerse en un solo sitio. “Las familias están limitando su número de vehículos, buscan vivir cerca de sus trabajos y de las estaciones de transporte público y están apostando por espacios más pequeños.”. Asegura Valencia que las propiedades que van a tener más plusvalía son las que están cerca del transporte público, porque los llamados “millennials” no quieren manejar, les gusta estar muy cerca de su trabajo, no desean espacios muy grandes y prefieren los sitios con lugares para entretenerse. Cristina Valencia recordó que tenemos el honor de vivir en una ciudad considerada Platinum, de acuerdo a la certificación otorgada por el Concejo Mundial de Datos de Ciudades (WCCD, por sus siglas inglés), porque es bella, estructurada y bien planificada. Finalizó sus palabras recordando que la Florida sigue siendo el mercado más fuerte a nivel inmobiliario.

wo seats are up for grabs at the Doral Council for this November election, and each time it becomes more important for electors to be informed about who they are choosing to represent them on the dais. Citizens who want to express their opinion have to start by registering to vote if they did not have chance to do it for the primaries last August. The deadline for voter registration is Tuesday October 9th and it can be done easily by mail, online at https:// registertovoteflorida.gov/en/Registration/Index or in person at any public library, postal office, Department of Motor Vehicles or the Miami-Dade Elections Department. Voting is one of the most important rights and duties a citizen has, and it has even more relevance for naturalized Americans who are now able to participate in the decisions of their new nation. Where people are not able to express themselves, government fails to tend to their needs. Therefore voting at all levels, especially at local elections, where the government actions impact directly the lives of residents, is a fundamental right to be exercised. Choosing the right candidate is no easy task for responsible electors. It is important to evaluate their strengths, qualifications, experience relevant to the office they aspire, their position on the most important issues, leadership abilities and good character, moral and values that align with those the elector consider should be enforced in his community. When researching about candidates, voters should watch the debates; research their views and their available history of public service or private office. The American Association of State College and Universities (AASCU) suggest that electors should always verify the news they read using reliable sources, such as non-partisan news outlets; be active listener of candidates to avoid falling for rhetoric messages and, most of all, continue participating in all elections. “The healthiest democracy is one where everyone participates” and with knowledge people get incredible power to make the right decisions. This midterm ballot in Florida is going to be lengthy and several amendments will be voted, which require consideration. There are four candidates for Seat #2 and three candidates for Seat #4 on this election. Their demographics reflect closely those of the city: Four men, three women, between 34 and 60 years old; one US born Hispanic and six naturalized citizens, one born in Cuba, two in Dominican Republic and three in Venezuela. It is testament of the diversity and growth of the Doral population. For this article all candidates received the same questions and were allowed the same time and space for their answers. The answers that exceeded the space were edited to fit in the printed edition. Their profiles will be featured in alphabetical order. A Spanish translation of their profiles can be found in the online edition of this newspaper. Doral Family Journal does not endorse any candidate. Our job is to inform and empower citizens to make educated choices.

ncumbent Pete Cabrera has been a resident of Doral for 30 years and for more than half that time he has been involved in the community. He moved here with his family when his two children were very young and says “they were one of the main reasons why I got involved in public service”. The lack of parks, schools or community activities in the area prompted Cabrera to take an active role in finding ways to solve those issues. His lengthy experience in public service gives him “a deep understanding of all aspects of government including budget, zoning, building codes, general city codes, parks and community programming, jurisdictional boundaries and legal limitations. Possibly most important I know the channels to help not only solve issues but be pro-active in improving the quality of life for our community.” As a man who places family at the highest place in his priorities, Cabrera appreciates that Doral residents are very family-oriented, a testament of their character and values. He values the diversity in cultures present in the city. “We have all learned to be enriched by this diversity. I am truly honored to have the opportunity to represent the residents and all the businesses we have in our City.” Before becoming a Councilmember in the Founding City of Doral Council, where he served until 2011, Cabrera was Vice-President of “One Doral” a community based organization that helped in the incorporation process. He participated on many committees in the County representing Doral where they work on school boundaries and Council liaison for the creation of the Doral Police Department. As a devout Catholic, Cabrera is a founding member of Our Lady of Guadalupe Parish and was its first registered parishioner.

Priorities and projects He was elected back to the City Council in 2014. As member of the current Council, Cabrera participated in the Strategic Planning sessions that determined the priorities for next year and considers that his highest priority would be everything involving youth and families. He wants to “continue to focus on our communities overall quality of life that includes traffic, safety, quality jobs in the area, parks, recreation, culture, performing arts, family events.” He also wants to do more initiatives for families with special needs. For him, to continue keeping Doral as one of the Best Places to live in America it will require “knowledge and experience to help ensure its success” when working with the County on creative “ideas to solve the regional issue of traffic.” Also he wants to continue working on guidelines to help with smart growth of the city; continue focusing on school and community safety, and also working with a Task Force that has been created to find sources of the odors that affect parts of the city. What would you like to be your legacy? “Public Service has been a tremendous sacrifice, time away from my family and business, loss of production in my business, tolerating false accusations but I would not think twice one moment from doing it again. I am truly honored that the residents of Doral have elected me to represent them. Those who know me know that I am not about making promises to try to be popular or about getting credit or glory; they know that I am about action and results for our community. I actually am not really concerned about leaving a legacy, I am more concerned about looking at myself in the mirror and knowing that I served this community with integrity and hard work always doing what I thought was in the best interest of this amazing City”.

Liliana Campa

iliana Campa has lived in Doral since 2010 with her husband and two sons. She owns and manages a healthy lifestyle restaurant. Her knowledge of the operation of the City comes from her first-hand interaction with multiple departments of the city during the process of opening her two business locations in Doral, and her participation in numerous social and cultural events. As a resident Campa has “closely and quietly observed the council meetings and workshops” taking advantage of “them being aired on channel 77 and available for view online... “I have always taken an interest in the decisions being taken by our city government not only because of their direct impact on my daily quality of life, but on my business.” One of her reasons to run for office is the “opportunity to offer more support and emphasis on culture, social and family events.” She considers that participating on “city boards, particularly the parks and recreation board would have been a wonderful opportunity” although she had never been asked or appointed to serve. “I decided I would be more involved in our city earlier this year when I realized how frustrating it is to continue to see deficiencies in the cities administration with no solutions in sight, not only as a business owner but as a resident.” Campa considers that her “daily dealings with governmental departments” and her experience as entrepreneur and beauty pageant participant “has prepared and allowed me to meet many insertional people who have shaped the person I have become […] I’ve learned that we should to take a more active and vocal role in government.” As a councilmember she would focus “on improving our sense of pride for our city and multiple cultures, however, I believe this is due to a lack of positive reinforcement campaigns to educate our multicultural population on the importance of participating in being socially responsible residents.” Priorities and projects One of her main concerns is that Doral is losing its family oriented, quiet small-town feeling and considers “overdevelopment has been one of the leading factors in creating this problem. So for me step one is changing the people that have gotten us here” and focusing on “delivering quality infrastructure and services for our growing population.” To achieve that goal she plans to “Promote more citizen engagement, educational, and social opportunities. In the short term, this should help our citizens integrate more efficiently into our community.” What would you like to be your legacy? “I think like most public servants, I would want to leave a legacy of dedication to our city, positive changes, results, and long-term solutions for our city’s future.”

his is the third time Carlos Pereira runs for office. He ran for Florida House in 2014 representing the Democratic Party and for Doral Council in 2016. He holds a Bachelor of Arts degree in Communication and has worked as Television Commentator and Political Analyst. He has lived in Doral since 2013 with his wife and daughter. Although he has not participated in the Doral Government Academy, he regularly attends council meetings and other activities. He is the president of Venezuelan-American Democratic Club, Director, Special Projects for DEC Miami-Dade and Spanish Spokesperson for People Against Illegal Guns for the National Mayors Association. Pereira ran for Seat 1 in 2016 because he “felt that the City of Doral needed a change in direction.” He lost in the first round with 18% of the votes and the seat was defined in runoff elections. In this opportunity Pereira runs for seat 4 and has focused his campaign on his interest to support the art and culture in the City. He has always strived to uphold the highest ethical standards possible in his community involvement, his profession and in his personal life, therefore part of his commitment as candidate for the City of Doral Council is to work for the accountability and transparency in the functioning of the city’s government. He considers the residents of Doral are very “enterprising and innovative people. They bring to Doral the hopes and dreams, not unlike the ones that immigrants who came before them have brought to America. By the same token, they can also be easily misled because they don’t know the system.”

José Manuel Lorenzo

osé Manuel Lorenzo has owned a house in Doral since 2005, but moved definitely to the US with his wife and children in 2011. He is a graduate in Computers Science and works as marketing and business advisor with local and international clients. Lorenzo completed the City of Doral Mayor’s Government Academy with the class of 2018 and regularly either attends or watches the council meetings to be informed of the decisions. He has focused his social responsibility efforts participating on “civic organizations helping the Venezuelan Diaspora, creating strategy campaigns in social media to improve their communication.” Lorenzo created in Venezuela the campaign “Con mis hijos no te metas” (Do not mess with my children) to educate parents on how to prevent political indoctrination in their schools. He decided to run for councilmember in Doral because he wants to use his talents to demonstrate “that Venezuelans have qualities to do better” in local government. Lorenzo wants to use his strengths to complement those of the current Council, especially “to develop a soul for this city and attract citizens to events which capture their attention to invest their time, allowing our businesses to grow in a sustainable way.” He considers that “diversity, educational level, love for nature and outdoor activities, entrepreneurship and patience” are the best qualities of Doral residents, but that they have to improve on their “political involvement, language barriers, little respect for traffic rules, and poor involvement in social relations.”

Priorities and Projects In his opinion the main issues Doral confront are “traffic, high rent (not enough affordable housing), environmental and air-quality issues, rising crime and overdevelopment and flooding”. He also thinks that the priorities defined by the current council in the strategic plan are “all well and good as long as they are implemented with the consideration and respect that the citizens of Doral deserve.” If elected he wants to “revive the arts and cultural scene by creating a cultural arts center in the City of Doral where the many talented Doral artists and art lovers can enjoy and come together. Nothing brings a community and its people together better than the international language of the art and music.”

Priorities and projects Lorenzo considers the main issues in Doral to be “traffic, unorganized constructions, garbage smell and respect for traffic rules”. He believes that the use of technology will allow the City to “evaluate the impact that all projects have in the quality of our life with a special emphasis in those that impact traffic, give more priority to the residents of our city and check the balance of support for developers.” If elected he wants to propose “ developing routes for relief of the commute, retaking the project of access to the turnpike from the 25th avenue, improving all the crossing stacks at traffic lights, limiting the circulation of trucks in peak hours in certain streets. It is not acceptable that the leaders of the city continue claiming that the issue with traffic is in all of South Florida. That does not justify that our internal problems with it aren’t being solved.”

Candidates for Doral Council Seat # 4 Present Their Qualifications and Projects

The following candidates registered and qualified: Alexis Acosta, Digna Cabral and Belinda González-León. They are running for the seat currently occupied by Ana Maria Rodriguez who finishes her last term allowed in office according to City Charter.

Alexis Acosta

lexis Acosta was born in the Dominican Republic and has been a resident of Doral since 1994. He lives in the city with his wife and three young children and has worked as a banker for the past ten years. Very interested in the operation of the city Acosta has attended the evening sessions for every Council meeting, as well as participated in “every event the city offers, from the Arts festivals to the Military Parades during the holidays.” For a few months he was part of the Doral Rotary Club and also has volunteered in different programs. The one that most impacted him was “working with Children with Autism in New York.” Having worked in the private sector all his life, Acosta wants to apply his values of discipline and effective policies to public service “I want to share those values in the public sector.” Priorities and Projects “I believe in education for all children. igna Cabral became a household name in Doral since her participation in 2016 elections. She has resided in Doral with her family since 2007. A Senior Research Associate at University of Miami, she is a wife and mother of three children, and still finds time to serve in multiple community organizations such as Our Lady of Guadalupe Parish, Rotary Club, Parks and Police 4 Kids, Home Owners Master Association and Community Development District of Coronado at Doral. She is also the PTA President at Dr. Toni Bilbao Preparatory Academy, member of the Family/Community Engagement Committee for the Florida PTA and in the past was member of the EESAC and PTA for Dr. Rolando Espinosa K-8 Center and PTO of Doral Academy. Her involvement as concerned citizen, who frequently attends Council meetings, prompted her to register in the City of Doral Mayor’s Government Academy and she graduated from the program in 2017, where she was able to learn about the operation of the City. She considers that it is convenient for residents that the agenda for meetings is made public in advance because it “gives an opportunity to review the documentation, research

Belinda González-Leon

elinda Leon was born in New York. She moved to Doral in 1995 when she got married, moved to Texas and came back to stay in 2003. A widow with two young daughters, Leon is a Psychologist and holds an MBA and an Ed.D in Organizational Leadership. She runs an education consulting company. An alumna of the City of Doral Government Academy and the Doral Police Citizens’ Academy, Leon regularly attends or watches the council meetings and attends zoning or any other public workshops offered at the city to be educated on any upcoming changes that might be considered and discussed in the City. In 2016 she participated on most meetings of the Commission for the Status of Women in Doral, as member of the Miami-Dade County Commission for Women. She also served on the City of Doral Audit Advisory Board. She is member of the EESAC at Downtown Doral Charter Elementary School and participated in the Miami-Dade County Public Schools Attendance Boundary Committee that discussed solutions for the overcrowding of schools in Doral.

She decided to run for office when she “realized that this was the opportunity to bring about change that would help enhance the lives of my children, their friends, and their families. It would help me teach my daughters how truly important it is to be civically engaged.” She believes that the best quality of Doral residents is the ability to have created a “small town feel; […] we acknowledge that we know each other from somewhere and that we are neighbors. That is very much like the town I grew up in and it’s the main reason I love Doral”. Priorities and Projects Leon identifies the immediate issues for Doral residents are “traffic, overdevelopment, safety/ security, and the bad smell” and supports clear ideas and projects to alleviate them, including increasing

Community Association Budgeting Made Easy By: Pedro M. Garcia, CAM, CMCA, AMS Affinity Management Services

n Association’s annual budget assists the Board of Directors by projecting expenses and creating a benchmark. The annual budget is an estimate of all revenues, expenses, and reserves for operating and reserve fund management deferred maintenance and capital expenditure projects. The annual budget also provides an estimate of the funds needed to cover recurring expenses for day-to-day operations and longterm expenses. Preparing the annual budget for your community association can be stressful—but it doesn’t have to be. Think of it as an opportunity to reassess your community’s financial goals and put an effective plan into action.

THE BUDGET IS A MAP TO YOUR ASSOCIATION’S FINANCIAL SUCCESS

Simply put, the budget is a map that will help guide the Board of Directors in making financial decisions during the course of the year. If your Association’s fiscal year follows the calendar year, the best time to begin the process is in August. Getting an early start ensures that: 1. A proper financial analysis is performed. In this case, the financial information used should consist of actual income and expenses. 2. All insurance, service vendors are contacted to establish a reasonable projection of increases and renegotiation of services and pricing 3. All parties have had an opportunity to provide their suggestions. Clear expectations will avoid arguments about what it is that the Association should be paying for.

DO YOU WANT TO BE A PART OF YOUR BUDGET COMMITTEE?

Ideally, the budget committee is comprised of members of the Association. That way, residents can have a say in how their money is spent. Another bonus would be if any members have expertise in such areas as insurance, maintenance, and contract services. Their insights will prove to be invaluable. The Board Treasurer typically chairs the budget committee. As chair, it is the Treasurer’s duty to keep everyone on track as the budget is prepared. The Treasurer also presents the budget for approval to the Board and the members. If a committee cannot be organized, the Treasurer should still take leadership on the budgeting process and work closely with Management to conduct the necessary research, analysis, and preparation to present the budget.

THE BASICS

The main elements of a budget are operating expenses and reserve contributions. Funds needed for daily operation of the community are either contractual or can be reasonably estimated based on historical analysis. These can be broadly categorized as:

1. General & Administrative: Management Services, Professional/Legal Services, Insurance, and Office Supplies 2. Utilities: Gas, Electric, Telecommunications, and Water & Sewer 3. Maintenance: General, HVAC, Plumbing, and Electrical 4. Contracted: Janitorial, Security, Landscaping, Extermination, and Trash Removal In respect to hurricane season, the Association should also consider budgeting an appropriate amount towards a contingency fund that will help deal with prestorm preparation, post-storm recovery, and insurance deductible payments. Industry guidance dictates an amount up to 5% of your annual budget, not including reserves.

DOES YOUR ASSOCIATION HAVE RESERVES?

Reserves are monies set aside for specific expenditures that will be incurred in the future. Usually, such expenditures relate to the cost of major repairs to, or replacements of, the Association property such as such as roof, pool, asphalt, elevators, paint, and life safety systems. If funds are not set aside for these expenses, unit owners will usually have to pay a special assessment at the time such repair or replacement occurs. Florida statute requires that reserve allocations be made for roofing, painting, paving, and any other items for which the deferred maintenance expense or replacement cost exceeds $10,000. The preparation of a reserve schedule is a task of significant importance requiring expertise and resources that will allow for the proper evaluation and inventory of all common elements and components requiring reserve allocation, determination of its total useful life, remaining useful life, and cost of deferred maintenance or replacement. There are specialized professionals such as engineers, contractors, and Reserves Specialists that can provide the Association a reserve study report which will meet the Association’s needs when planning for reserves. It is strongly suggested that the Association acquires a reserve study and properly funds for reserves. If the Board of Directors wishes to adopt an annual

budget without reserves, it must understand that waiving or reducing reserves requires a vote of the unit owners. Adopting an annual budget without reserves that do not follow the required ownership vote places the Association in a serious compliance risk with Florida state requirements. A final consideration of the budgeting process is the Association’s liquidity position. This takes on a different perspective than simply looking at income and expenses. When considering liquidity, the Association is defining its ability to meet all current liabilities with its current assets. The routine items that usually fall in this category are: 1. Current Assets: Operating Cash, Accounts Receivable Minus Allowance For Bad Debt 2. Current Liabilities: Accounts Payable, Accrued Expenses, Prepaid Owner Payments When the analysis conducted by subtracting Current Liabilities from Current Assets, that amount is considered the Association’s working capital. Industry guidance dictates that an Association should have at a minimum two month’s operating funds at the end of every monthly operating cycle.

he youngest finalist at the 2018 City of Doral Hispanic Heritage Art Exhibition is fifteen year old Karina Rodriguez, who participated with a beautiful realist painting she created for her portfolio to apply to enter Design and Architecture High School (DASH) last year. Her talent is remarkable and she was able to showcase it on the pieces she prepared for her application to successfully enter in the tenth grade to the prestigious magnet program at DASH. It is an important accomplishment, given that only few places were available for new students. Karina has always been an artistic girl but found her passion for art when she started to work on the portfolio. “I want to show something that is unique, my thoughts and feelings. I portrait myself as a quiet girl but I am quite creative.” Her sketchbooks are impressive, full of exploration, introspection and expressions of her inner world. “Some pieces are assignments, some are things I find interesting or have meaning for me”. The painting she submitted for the Doral Exhibition has deep meaning for Karina. Her deceased father was Peruvian and her mother is American and she has been brought up in both cultures. When she was a little girl she traveled with her mom to Costa Rica and an image from that trip is what she painted. “My mom took us on mission trips to Colombia, Brazil, Costa Rica and it exposed me to the Hispanic culture.” Last summer she participated in a summer program in Barcelona, Spain, where she discovered Dali, Gaudi and her interest in architecture and fashion design. Karina has a colorful piece that she explains is an expression of her own world in her head “I wanted it to be surreal and create something fun, a world just for myself”. She often includes herself in her artwork, and also texts written in a special language she developed. “I include certain patterns, numbers that I like and dates that add up. I created a language that I can speak in it and no one else can understand.” With that she wants to inspire those who see her art to have their own interpretation of the texts written, making them to participate in the artwork. Up to last year Karina was a competitive gymnast, but once she discovered her talent and passion for art she sees a future in it. “There are so many things I can do with art; I can really express myself more than anything. It brought up my confidence. I found out I was good at something I was happy about. Art makes me happy and makes me find who I am.” Finding her passion for art was a transformation for Karina. She found her voice and lights up when she talks about her work “I am a quiet person but not afraid to show my personality. I am a happy person. I get to do art as homework which is really fun.”

Ella participó con una hermosa pintura realista que creó el año pasado como parte de su portafolio de aplicación al programa de Arte de la Secundaria de Diseño y Arquitectura (DASH) Su talento es impresionante y lo demostró en las obras del portafolio que le permitieron lograr uno de los pocos puestos disponibles en la admisión de DASH para 10mo grado. Karina siempre ha sido artística, pero encontró su pasión por la actividad trabajando en el portafolio. “Quise mostrar algo único, mis pensamientos y sentimientos. Soy una persona callada pero bastante creativa.” Sus cuadernos de trabajo son impresionantes, llenos de exploración, introspección y expresiones de su mundo interior. “Algunas obras son asignaciones, pero otras son cosas que me parecen interesantes y tienen sentido para mi” La pintura que participó en la exhibición en Doral es muy importante para Karina. Su padre era peruano, ya fallecido, y su madre estadounidense; Karina ha crecido expuesta a ambas culturas. Cuando niña viajó con su madre a Colombia, Brasil y Costa Rica en viajes de misión. En este último país se tomó la imagen que pintó. El verano pasado participó en un programa intensivo en Barcelona, España, donde descubrió a Dalí, a Gaudí y se interesó por la arquitectura y el diseño de modas. Karina tiene una pintura muy colorida que es una expresión “del mundo en mi cabeza. Quise que fuera surrealista, divertido. Un mundo solamente para mi” Con frecuencia Karina se incluye en sus pinturas y también escribe textos en un lenguaje especial que ella creó: “Incluyo patrones, números y fechas que me gustan; ese lenguaje nadie más lo puede comprender.” Su objetivo con eso es inspirar a quienes miran sus obras a tener su propia interpretación de los textos escritos, haciéndolos partícipes de la obra que observan. Hasta el año pasado Karina era gimnasta competitiva. Cuando descubrió su talento y pasión por el arte vio el futuro abierto. “Hay tanto que puedo hacer con el arte. Puedo expresarme realmente, más que con cualquier otra cosa. Tengo más confianza, he encontrado que soy buena en algo que me hace feliz. El arte me hace feliz y me hace encontrarme a mí misma.” Transformada por su pasión por el arte, Karina ha encontrado su voz y se ilumina cuando habla de su trabajo. “Soy una persona callada, pero no temo expresar mi personalidad. Soy una persona feliz. Mi tarea escolar es hacer obras de arte y eso es muy divertido.”

Bullying is when a person is picked on over and over again by an individual or group with more power, either in terms of physical strength or social standing. Kids who are bullied can experience negative physical, school, and mental health issues. Kids who are bullied are more likely to experience depression and anxiety, increased feelings of sadness and loneliness, changes in sleep and eating patterns, and loss of interest in activities they used to enjoy, decreased academic achievement and they are more likely to miss, skip, or drop out of school. A very small number of bullied children might retaliate through extremely violent measures. In most of the school shootings recorded recently, the shooters had a history of being bullied. Sometimes the victim of repeated bullying cannot control the need for revenge and the situation becomes dangerous for everyone. If you’re in a bullying situation that you think may escalate into physical violence, try to avoid being alone. Try to remain part of a group by walking home at the same time as other people or by sticking close to friends or classmates during the times that the bullying takes place. Here are some things you can do to combat psychological and verbal bullying. Ignore the bully and walk away. Bullies thrive on the reaction they get, and if you walk away or ignore hurtful emails or instant messages, you’re telling the bully that you just don’t care. Hold the anger. That’s exactly the response he or she is trying to get, and want to know they have control over your emotions. Don’t get physical. Not only are you showing your anger, but you also can never be sure what the bully will do in response. You are more likely to be hurt and get into trouble if you use violence against a bully. Practice confidence. Practice ways to respond to the bully verbally or through your behavior. Practice feeling good about yourself. Talk about it. It may help to talk to a guidance counselor, teacher, or friend — anyone who can give you the support you need. Talking can be a good outlet for the fears and frustrations that can build when you’re being bullied. Parents, school staff, and other adults in the community can help kids prevent bullying by talking about it, building a safe school environment, and creating a community-wide bullying prevention strategy. They can: • Help Kids Understand Bullying: Talk about what bullying is and how to stand up to it safely. Tell kids bullying is unacceptable. Make sure kids know how to get help. • Keep the Lines of Communication Open: Check in with kids often. Listen to them. Know their friends, ask about school, and understand their concerns. • Help kids take part in activities: Special activities, interests, and hobbies can boost confidence, help kids make friends, and protect them from bullying behavior. • Model How to Treat Others with Kindness and Respect

En algunos casos, las víctimas de actos reiterados de intimidación no pueden controlar sus deseos de venganza y la situación se vuelve peligrosa para todos. Si alguien siente que esta siendo intimidado de manera que la situación pueda volverse violenta físicamente, debe evitar estar solo. Debe intentar estar siempre rodeado de gente, ya sea, uniéndose a un grupo que camine de regreso a sus casas al terminar las clases o manteniéndose cerca de amigos o compañeros de clase durante los momentos en que la intimidación suele ocurrir. A continuación encontrarás algunas cosas que puedes hacer para combatir la intimidación psicológica o verbal: Ignora al intimidador y aléjate. Los padres, el personal educativo y otros adultos en la comunidad pueden ayudar a los niños a prevenir el acoso al hablar de ello, crear un entorno escolar seguro y crear una estrategia de prevención contra el acoso a nivel de toda la comunidad. Ellos pueden: • Ayudar a los niños a entender el acoso: Explicarles qué es el acoso y cómo enfrentarlo de manera segura. Decirles a los niños que el acoso escolar es inaceptable. Asegurarse de que los niños sepan cómo recibir ayuda. • Mantener abiertas las líneas de comunicación: Hablar con los niños de forma regular. Escucharlos. Conocer a sus amigos, preguntarles sobre la escuela y comprender sus preocupaciones. • Ayudar a los niños a participar en actividades: Los trabajos voluntarios, practicar deportes, y pasatiempos especiales pueden estimular la confianza, ayudar a los niños a hacer amigos y protegerlos de situaciones de acoso. • Dar el ejemplo de cómo tratar a otros con amabilidad y respeto.

Señala Barros que FamilyMode de T-Mobile es una nueva solución integral que permite administrar y controlar las actividades en línea de sus hijos y el tiempo frente a la pantalla de los dispositivos compatibles de la familia, para que tenga cobertura en su hogar y también cuando está de viaje. Por tan sólo $10 al mes, la aplicación FamilyMode le ayuda a tener “una vida digital, bien vivida” con la que puede establecer límites diarios de uso de

internet, filtrar las aplicaciones y el contenido no deseado y hasta estar al tanto de las ubicaciones físicas de cada miembro de su familia que tenga la aplicación en su dispositivo móvil. Igualmente y por tan sólo $20 (promoción por tiempo limitado), puede agregar la base para el hogar de FamilyMode con la que podrá administrar aparatos en su hogar que estén conectados a WI-FI a través de su reuter, lo cual incluye computadoras, televisores y sistemas de juego, por ejemplo. “Si bien la tecnología de las telecomunicaciones nos ha facilitado la vida en todos los aspectos, es importante comenzar a crear buenos hábitos digitales personales y familiares y la aplicación FamilyMode de T-Mobile es una excelente manera de hacerlo porque le permite determinar, controlar y limitar su propio tiempo en internet, así como el de sus hijos. Pero cómo funciona realmente el FamilyMode. Vayamos paso por paso: con respecto a la ubicación en tiempo real de los miembros de la familia que tengan instalada la aplicación, lo hace a través del GPS integrado y este monitoreo nunca es secreto. El tiempo sin conexión se basa en la programación de horarios en los que no podrán conectarse durante el día, bien sea porque necesiten descansar, realizar sus tareas o alguna actividad deportiva. No podemos dejar de mencionar la función “Pausa Internet” que conecta y desconecta el acceso a internet con tan sólo tocar un botón. Agrega Vanessa Barros que debido a que la aplicación FamilyMode de T-Mobile tiene entre sus principales objetivos educar a la familia en el uso de internet, usted podrá obtener información de cómo su familia pasa el tiempo en línea, lo que le permitirá establecer nuevas configuraciones o modificar las ya existentes. Y es que esta aplicación de T-Mobile pretende establecer controles tan amigables que hasta le pueden ofrecer recompensas por buen comportamiento, al aumentar los límites diarios, extender la hora de ir a dormir o desactivar el tiempo sin uso, por ejemplo. Delegacion de CHINA visita la Ciudad De Doral

l pasado jueves, 13 de Septiembre, la oficina de bienes raices, RES Real Estate Solutions recibio a una delegacion de empresarios de China, quienes visitaron la ciudad de Doral para analizar posibles alteranativas de negocios y de inversión en el mundo del real estate. Luego de la bienvenida a la Ciudad por parte de la Concejal Christi Fraga, la delegación recibio un tour por la Ciudad y participaron de una detallada presentación de las instalaciones de las nuevas oficinas de Downtown Doral, y sobretodo, en cuanto a las proyecciones económicas , construcción y desarrollo empresarial de la Doral.

MIA celebrates 90th birthday with archive exhibition, photo contest Homecoming for Honor Flight veterans caps off anniversary of first flight

MIA’s 90th anniversary – which happened to fall on a Saturday, just like that first flight in 1928 – coincided with the airport’s latest Honor Flight, hosted in collaboration with Honor Flight South Florida (HFSF) and Allegiant Air. More than 70 local World War II, Korean War and Vietnam War veterans departed MIA Saturday morning for a day trip to visit the war memorials in Washington, D.C., that were created in their honor. When the veterans – four of whom were also born in 1928 – arrived back at MIA that evening, they were welcomed home by an energetic receiving line full of friends, family, community groups, military representatives and local officials. To continue the celebration, MIA has also launched the #MIAmemories photo contest. Whether it’s a first arrival to the U.S., the start of a favorite vacation, or a long-awaited reunion with loved ones, travelers are invited to post photos of their most memorable moments at MIA on social media using the hashtag, with the chance to be randomly chosen to win two American Airlines tickets to any destination in the continental U.S. “MIA has come a long way from one small terminal building, two hangars and two runways in 1928,” said Miami-Dade Aviation Director Lester Sola. “As we continue to expand our route network into untapped markets around the world and enhance our customer service delivery, I am convinced that some of our best years are still to come.”

n September 13, officials from Miami International Airport and HistoryMiami Museum, as well as airport and airline employees past and present, gathered at MIA to kick off celebrations for MIA’s 90th birthday. The festivities began with the unveiling of Miami International Airport: A Hub for History, an exhibition highlighting important milestones from the airport’s past nine decades. Developed in partnership with HistoryMiami Museum, the exhibit includes photographs, artifacts, uniforms and archival video from the Lynn and Louis Wolfson II Florida Moving Image Archives, featuring celebrity MIA arrivals and other notable events since the airport’s first flight on September 15, 1928 to now. “As it has for the past 90 years, Miami International Airport continues to play a significant role in the global aviation industry and in Miami-Dade County’s economy,” said Miami-Dade County Mayor Carlos A. Gimenez.
