Workshop about the Doral Aquatic Center

Residents of Doral are still waiting for an olympic pool The members of the City of Doral Council agreed on prioritizing the construction of this pool in order to respond to the community’s request and offer a proper space for the practice of swimming

he construction of an Olympic swimming pool has been a request from the Doral community from the time the city was founded, nevertheless the road to achieve this has not been easy and the residents are claiming for a place where to take their children to practice this sport without having to commute to other areas. As it might be recalled, on April 2015 the City Council approved Resolution 15-78 authorizing the creation of the conceptual design and estimated costs for the municipal pool project, but the actual construction has taken much more than expected by the residents, who believed that the pool was going to be finalized by 2017. Given the importance of starting the job of building the pool, the Parks and Recreation Department of the City of Doral offered a workshop to explain the Aquatic Center project to the members of Council and to the residents of Doral, that as you might remember, got organized four years ago and were able to get two thousands signatures in support of building this pool. The presentation of this project ran under the responsibility of the Director of Parks and Recreation of the City of Doral, Barbara Hernandez in conjunction with Elvira Freire-Santamaria from Stantec, the engineer and architectural design company and George Deines from Counsilman-Hunsaker enterprise with more than 40 years of experience in design of aquatic parks and pools. Barbara Hernandez highlighted that since 2015 there have been several community workshops related to the pool for Doral, she stated that this is a very important project and it is indispensable for the development of our community. “We are very excited to have the support of our Mayor and Council members in order to finalize this project.” In order to develop the project of the Olympic pool and the aquatic park, that will be located between NW33rd street and NW 27th Street and between NW 87th and NW 92nd avenues, some of the factors that were taken into account were the demographics in a radius of 5 miles, this comes to 320 thousand people and for a 10 miles radius which is 1.4 million people. The Doral aquatic complex (that will include the Olympic pool and the recreational area) as it is conceived today, will include the competition and training pool (with the ability for sport events), bleachers and a “lake” like area for kayaks, lagoons, slides, kiddie pools, lazy river, play areas and pavilions to be rented for parties and some other recreational alternatives. An estimate of the income and expenses of the Olympic pool and aquatic park shows that the income from the recreational area ($1,220,846 dollars) will be superior to the income from the Olympic pool ($382,929

dollars), reason for which the operation of the recreational area will help offset the expenses of the competition pool. Working together, it is estimated that the combined income will be $1,603,775 dollars while the expenses will be $1,812,237 dollars this is $208,462 dollars in excess of the income.

THE OPINION OF THE COUNCIL MEMBERS

During this aquatic center workshop, with the Doral residents that are interested in this subject were also in attendance four out of the five members of the City Council, all of whom agreed in the importance of making the construction of this Olympic pool a reality as soon as possible. Mayor Juan Carlos Bermudez indicated that he is 100% in agreement with the construction of the pool and he believes that this should be a priority within the plans of the city. “I believe that the project can get approved between May and June, to start the construction in Autumn and in the future we would evaluate the possibility of also building the recreational area, because it is definitive that what the residents are requesting is the pool.” Vice Mayor Pete Cabrera stated that the Olympic and competition pool have been one of his objectives since himself and Mayor Bermudez founded the city of Doral, 14 years ago. “I am very excited because we are finally going to achieve that this project becomes a reality as soon as possible as all we have built in Doral, this is going to be a first class facility.”

Council woman Christi Fraga, who is one of the Council members that has strongly supported the construction of the Olympic pool indicated that the importance of building the recreational area strives in the fact that this will help finance the Olympic portion of the project. “We will charge an entry fee, there would be rental of party spaces, there would be several different alternatives to get resources.” “People are requesting a pool and we should give it the priority it requires”, this was the main comment of Council woman Claudia Mariaca who sees with more care the construction of the recreational area. “ I believe we should concentrate in the pool, I prefer that people come to swim and not just for the recreation, because if we achieve to be specialized in the swimming portion, we could even turn the City into a sports benchmark.”

IN THE OPINION OF THE RESIDENTS

Nadia Ramos, resident of Doral was emphatic when she indicated that what we need is an Olympic pool, because there are a lot of athletes in our city which passion is to swim and they need to travel to other cities in order to be able to train. “We need a pool where our children can train and learn about this sport.” Karen Herrera has been living in Doral for the last 10 years and she has been a witness of the growth of this city that every day welcomes more families that enjoy everything we have to offer, nevertheless she sees with concern the fact that as of today, the construction

of the aquatic center has not become a reality, as this is indispensable in any community that wants to grow healthy children that stay away from drugs. “In my family we have to travel every day to a different city in order to use a pool, we need it for three reasons: for physical therapy, for competitive swimming and to learn to swim, this is we are three generations and three different uses of the pool in the same sports complex. This is in reality a need.” Cathy Silveira is a coach at Doral Academy Middle School and she states that an aquatic facility that is well planned, financed and managed is a treasure in any community. “Teaching life skills (to learn to swim), the ability to conduct therapeutic activities and the development of sport and competitive talents, are some of the reasons for which a pool needs to be built in our city. “My experience as a swimming trainer and coach and as a resident of Doral allow me to say that our community is lacking aquatic opportunities. We have the athletic talent in our children and youth, but it is indispensable that they get the place where to develop it,” added Silveira. Beatriz Galindo was one of the mothers that worked as a leader in getting the signatures to request for the Olympic pool. “The construction of this pool will bring immense benefits to our community, not only because the sports keep the youth away from vices and bad habits, but because it also helps in a positive way in their health and in the development of an important discipline that can be afterwards applied to other areas of the personal life of

the children when they reach their maturity.” Galindo added that the City of Doral can be known, visited, and placed in the map for local and international tourists when we get swimming matches here. “Doral could benefit financially, because important championships will bring more demand for hotels, restaurants and other services for our local merchants. I am convinced that this project will elevate in a significant way our quality of life in Doral.” Maggie Marval joins those that assure that an Olympic pool will be very useful and it is necessary for the benefit of the children, youth and adults of our community. “A pool will allow us to have sport competitions that will take the sports quality of Doral to a different level and we can

even turn into a reference place for this sport. Yanela Ruiz stressed that an Olympic pool for Doral is not a luxury, it is a need. “My daughter, that is 13 years old loves to swim and given that in Doral there is no pool where she can train, we have to travel 36 miles every day to Pembroke Pines for her to be able to develop her sports abilities. We take a risk in the highway, loose time and money in a daily trip that turns exhausting.” “The truth is that since 2013 where we got two thousand signatures and we achieve that the city Council approved the project, we are still waiting. What I long for and need is to see this project concluded and reach our goal: that the City of Doral has an Olympic pool.”

a construcción de una piscina olímpica ha sido una petición de la comunidad de Doral desde que la ciudad fue fundada, sin embargo, el camino para lograrlo no ha sido fácil y los vecinos claman por un lugar donde llevar a sus hijos a practicar este deporte sin tener que trasladarse a otras localidades. Como se recordará, en abril del 2015, el Concejo Municipal de Doral aprobó la Resolución 15-78, autorizando la creación del diseño conceptual y estimado de costos del proyecto para la piscina municipal, sin embargo, el inicio de la construcción se ha demorado más de lo esperado por los residentes, quienes esperaban tener la piscina lista en el 2017. Ante la necesidad imperante de iniciar los trabajos de la piscina olímpica, el Departamento de Parques y Recreación de la Ciudad de Doral ofreció un taller para explicar el proyecto del parque acuático, tanto a los miembros del Concejo Municipal como a los residentes de Doral que, como se recordará, hace cuatro años se organizaron y lograron recoger 2 mil firmas solicitando la construcción de esta piscina. La presentación del proyecto estuvo a cargo de la directora de Parques y Recreación de la Ciudad de Doral, Bárbara Hernández, junto a Elvira Freire-Santamaria de la empresa Stantec dedicada a la ingeniería y diseño arquitectónico, y George Deines de la empresa Counsilman-Hunsaker, compañía con más de 40 años de experiencia en el diseño de parques acuáticos y piscinas. Al destacar que, desde el 2015, se han realizado varios talleres comunitarios en relación a la piscina para el Doral, Bárbara Hernández manifestó este es un proyecto de grandes dimensiones e indispensable para el desarrollo de nuestra comunidad. “Estamos muy entusiasmados por contar con el apoyo del alcalde y de los concejales para poderlo llevar a feliz término”. Con el fin de desarrollar el proyecto de la piscina olímpica y del parque acuático, que estaría ubicado entre las calles 33 y 27 calle y entres las avenidas 87 y 92, se tomaron en cuenta aspectos demográficos como la población en un radio de 5 millas, la cual asciende a 320 mil personas y en un radio de 10 millas, que se ubica en 1,4 millones de personas. El complejo acuático de Doral completo (que incluiría la piscina olímpica y el área recreativa), como está concebido hasta el momento, contendría la piscina de competencia y enseñanza (con capacidad para la realización de eventos deportivos), gradas, una especie de lago para kayaks, lagunas, toboganes, piscinas para niños, río de desplazamiento lento, áreas de juego, pabellones para alquiler para fiestas y otras alternativas recreativas. Un estimado del total de ingresos y gastos de la piscina

olímpica y el parque acuático, pone en evidencia que los ingresos por el área recreativa ($1,220,846 dólares) serían mucho mayores a los ingresos por la piscina olímpica ($382,929 dólares), por lo que el funcionamiento de la zona de recreación ayudaría a pagar los gastos de la piscina de competencia. En conjunto, se calcula que el total combinado de ingresos sería de $1,603,775 dólares, mientras que los gastos serían $1,812,237 dólares, es decir $208,462 dólares superiores a los ingresos.

QUE DICEN LOS MIEMBROS DEL CONCEJO MUNICIPAL

A la presentación del proyecto del parque acuático asistieron, además de los vecinos de Doral interesados en el tema, cuatro de los cinco miembros del Concejo Municipal, los cuales coincidieron en la importancia de hacer realidad la construcción de la piscina olímpica a la brevedad posible. El alcalde Juan Carlos Bermúdez señaló que está 100% de acuerdo con la construcción de la piscina olímpica y considera que debe ser una prioridad dentro de los planes de la ciudad. “Yo creo que el proyecto podría ser aprobado entre mayo y junio para iniciar los trabajos en otoño y ya más adelante, evaluaríamos la posibilidad de hacer también el área recreativa, pues definitivamente, lo que los vecinos realmente están solicitando es la piscina”. Por su parte, el vice alcalde, Pete Cabrera, manifestó que la piscina olímpica y de competencia ha sido uno

de sus objetivos desde que el alcalde Bermúdez y él fundaron la ciudad de Doral hace 14 años. “Estoy muy emocionado porque finalmente vamos a lograr que este proyecto sea una realidad tan pronto como sea posible y como todo lo que hemos construido en Doral, va a ser una instalación de primera clase”. La concejal Christi Fraga, quien es uno de los miembros del Concejo Municipal que más empeño ha puesto en la construcción de la piscina olímpica, indicó que la importancia de construir el área recreativa radica en que ésta va a permitirá financiar la parte olímpica. “Se cobraría entrada, se rentaría espacios para festejos, en fin, habría un sinnúmero de alternativas para obtener recursos”. “La gente está pidiendo la piscina y debemos darle prioridad a eso”, fue el comentario principal de la concejal Claudia Mariaca, quien ve con mayor precaución la construcción del área recreativa. “Creo que debemos concentrarnos en la piscina, prefiero que venga gente a nadar y no a recrearse, porque si logramos especializarnos en el área de natación podemos, incluso, convertir a la ciudad en un referente deportivo”.

…Y QUE QUIEREN LOS RESIDENTES?

Nadia Ramos, residente de Doral fue enfática al señalar que una piscina olímpica es necesaria en nuestra comunidad, pues hay un gran número de atletas que su pasión es nadar y tienen que trasladarse a otras ciudades

un centro acuático, el cual es indispensable en cualquier comunidad que aspire formar niños saludables y alejados de las drogas. “En mi familia tenemos que transportarnos a diario a otra ciudad para poder hacer uso de una piscina que empleamos por tres razones: como terapia física, para natación competitiva y para aprender a nadar, es decir, tres generaciones y tres diferentes usos en un mismo complejo deportivo. Esto realmente, es una necesidad”. Cathy Silveira es entrenadora de la escuela de

secundaria de Doral Academy y comenta que una instalación acuática bien planificada, bien financiada y bien administrada es un tesoro en cualquier comunidad. “La enseñanza de habilidades para la vida (aprender a nadar), la realización de actividades terapéuticas y el desarrollo de talentos deportivos y competitivos, son algunas de las principales razones por la que una piscina debe ser construida en nuestra ciudad… Mi experiencia como entrenadora de natación y como residente de Doral me lleva a decir que nuestra comunidad se encuentra carente de oportunidades acuáticas. En nuestros jóvenes y niños tenemos el talento deportivo, pero es indispensable que tengan un lugar adecuado para desarrollarlo”, agregó Silveira. Beatriz Galindo, fue una de las madres que lideró la recolección de firmas para solicitar la piscina olímpica para Doral. “La construcción de esta piscina sería de inmenso beneficio para la comunidad, no sólo porque el deporte siempre mantiene a los jóvenes alejados de los vicios y de los malos hábitos, sino porque también incide de manera positiva en su salud y el desarrollo de una importante disciplina que luego puede ser aplicada en otras áreas de la vida personal cuando los chicos

alcanzan la madurez”. Galindo agregó que la ciudad de Doral podrá ser conocida, visitada y puesta en el mapa de turistas locales e internacionales cuando sean pautadas competencias de natación. “Doral sería beneficiada económicamente, pues los campeonatos importantes llevaran a mayor demanda hotelera, de restaurantes y de otros servicios de nuestros comerciantes locales. Estoy convencida de que este proyecto elevará significativamente nuestra calidad de vida en Doral”. Maggie Marval se une a quienes aseguran que una piscina olímpica sería muy útil y necesaria para el beneficio de los niños, jóvenes y adultos de nuestra comunidad. “Una piscina permitiría hacer competencias deportivas que llevarían la calidad deportiva de Doral a otro nivel e incluso, a convertirse en punto de referencia en este deporte. Yanela Ruiz recalcó que una piscina olímpica para el Doral no es un lujo, es una necesidad. “Mi hija de 13 años ama la natación y debido a que en Doral no hay una piscina en la que ella pueda entrenar, tenemos que viajar 36 millas diarias a Pembroke Pines para que ella pueda desarrollar sus habilidades deportivas. Nos exponemos en una autopista, perdemos tiempo y dinero en un viaje diario que resulta agotador”. “La verdad es que, desde el 2013 recogimos 2 mil firmas y se logró que la Alcaldía aprobara el proyecto, pero seguimos esperando. “Lo que yo anhelo y necesito, como madre de una nadadora, es ver culminado este proyecto y alcanzar nuestra meta: que la ciudad de Doral tenga una piscina olímpica”.

Students are empowered to raise money via individual sponsors & on event day, walk laps on the Doral Central Park path while parents and teachers cheer them on! We need your help for local PTA programs to continue funding field trips, student assemblies, Reading, Science, Math, and Art programs. Because our youth is our future! Students are encouraged to reach out to their family, neighbors and close friends to sponsor their participation. Sponsor sheets/envelopes are provided to each student to keep track of their sponsor pledges. Pledge amounts are a flat amount and are not based on laps or distance walked by the student. This is an opportunity to teach our kids the power of small donations and make an impact for their Schoolsâ€™ PTA fund. Police Explorers: Discipline and community service The objective of this program of the Doral Police Department is to encourage young people to turn into responsible citizens while they learn first hand about the police profession

ow does a police operative take place? What is the importance of patrolling the streets? What is the responsibility implied in carrying a firearm for protection and public safety? How to prevent crime? How to be a good community service provider? and, what to do in case of an emergency? Your child will learn how to react to any and all of these situations if they participate in the Doral Police Department Explorers Program. The Doral Police Department Explorers program is designed for boys and girls between the ages of 14 and 20 years of age that have already completed the 8th grade and that feel a motivation towards community service and the application of the law. Captain Arango from the Doral Police Department indicated that this experience provides these young people with the opportunity to learn closely about the police profession and to develop leadership abilities. Officers Michael Rodriguez and Michael Witherspoon are in charge of this program together with Lieutenant Daniel Muñecas, Sergeant Pablo Correa and Officers Debbie Guzman, Luis Martinez, Felix Delgado, Erwin Fernandez and Ricardo Arenas, they their best when training the participants in the police activities and community service, but above all in teaching them the importance of being responsible citizens. “Through this Explorers program we have achieved that the participants improve their self confidence and we instill in them values such as discipline, responsibility, social conscience and public order,” added Captain Arango, he also stated that this program is very entertaining for the youngsters, as they do physical and coordination activities that promote team work and leadership. The group of the Doral Police Explorers is open for High School students, before being accepted in the program, the candidates will be interviewed by police officers, this in order to verify their conduct,

academic record and main interests. It is important to highlight that the time that they remain in the program will be taken into consideration as being part of the community hours that they require for their graduation. Another aspect that is important to highlight is that it serves as orientation for those young people that have an interest in the police profession and that in the future would like to grow in this honorable career. “If they have an interest in the law, in working as police officers, in being part of a winning team, in learning leadership abilities, in servicing the community and in working with people, this is the ideal program,” comment Captain Arango. “To understand how the law works and how to apply it can be very interesting,” indicated Captain Arango. “It is important that they understand what is the real role of the police in society and to understand that we are not only repressor agents when someone breaks the law and public order, but we also perform a preventative and community job.” This program can be very entertaining and interesting for the young participants, because they receive police training where real situations are recreated, such as emergency scenes, alteration of the public order situations, searching jobs, crime scene investigation situations, traffic monitoring, among others. They also participate in exhibits and presentations, crime prevention activities, social and community events and fundraisers, among others. The benefits that the Explorers program offers to its participants are huge, but among them we can name the following: building self-esteem and leadership, understanding the importance of team work, learning management abilities and citizenship and develop a positive attitude. When they come into the program, the young participants receive their uniform and the material that they need to comply with their training. “Today, we have 12 participants that belong to the program, we meet every Monday at seven o’clock at night in the Doral Police Station in Doral,” stated Arango.

EXPLORERS FROM SOUTH FLORIDA

This police and learning program is also being developed by other institutions of Miami Dade and Broward, all this

thanks to the South Florida Council Learning for Life, for this reason every year an Annual Conference of Explorers of South Florida takes place, this year it will take place during the Spring Break from April 10th – 14th, 2017. Last year this conference took place in the City of Doral, in the facilities of Ronald Reagan Senior High School. During this conference a big group of young explorers shared their experiences. This year the host school will be Barbara Goleman High School located in Miami Lakes. These conferences provide a unique learning experience to the Police Explorers because it gives the young participants an opportunity to enrich their knowledge by sharing ideas and projects. It also allows them to continue learning about the importance of fulfilling a social and community duty. Su hijo sabrá que hacer en cualquiera de estas situaciones al formar parte del Programas de Exploradores de la Policía de Doral. El programa de Exploradores de la Policía del Doral está diseñado para muchachos y muchachas entre 14 y 20 años de edad que hayan completado octavo grado y se sientan motivados por el servicio comunitario y la aplicación de la ley. El capitán Carlos Arango de la Policía de Doral señala que esta experiencia le brinda a los jóvenes la oportunidad de conocer de cerca la carrera policial y desarrollar capacidades de liderazgo Este programa está a cargo de los oficiales Michael Rodríguez y Michael Witherspoon, junto con el teniente Daniel Muñecas, el sargento Pablo Correa y los oficiales Debbie Guzmán, Luis Martínez, Félix Delgado, Erwin Fernández y Ricardo Arenas, quienes se esmeran e instruir a los participantes en las actividades policiales y el trabajo comunitario, pero sobre todo en la importancia de ser ciudadanos responsables. “A través de los Exploradores hemos logrado mejorar la confianza en sí mismos de los jóvenes que han participado e inculcarles valores como la disciplina, la responsabilidad, la conciencia social y el orden público”, agrega el capitán Arango, al señalar que este programa es sumamente divertido para los muchachos, pues realizan actividades físicas y de coordinación que promueven el trabajo en equipo y el liderazgo. El grupo de Exploradores de la Policía de Doral está abierto a estudiantes de High School y los candidatos serán entrevistados por los agentes policiales antes de ser aceptados, a fin de verificar su conducta, récord académico e intereses principales. Es importante destacar que, el tiempo que permanezcan dentro de este programa, podrá ser tomado en cuenta dentro de las horas comunitarias requeridas para graduarse de

secundaria. Otro aspecto a resaltar de este programa es que sirve de orientación a los jóvenes que tengan interés en la carrera policial y en un futuro, quieran desarrollarse en esta honorable profesión. “Si tienen interés en la aplicación de la ley, en trabajar como oficiales de policías, en ser parte de un equipo ganador, en aprender habilidades de liderazgo, en servir a su comunidad y en trabajar con la gente, este es el programa ideal”, comenta el capitán Arango. “Entender la ley y saber cómo aplicarla puede resultar sumamente interesante”, indica el capitán Arango. “Es importante que sepan cuál es verdadero labor del policía en la sociedad y saber que no sólo somos agentes represores en el que caso de que alguien quebrante la ley y el orden público, sino que también hacemos un trabajo preventivo y comunitario”. Este programa tiende a ser muy interesante y divertido para los jóvenes, pues reciben entrenamiento policial en el que se recrean situaciones reales, tales como atención de emergencias, actuaciones en situaciones de alteración del orden público, labores de búsquedas, investigaciones de escenas de crimen y monitoreo de tráfico. También participan en exhibiciones y demostraciones, actividades de prevención del delito, eventos sociales y comunitarios y de recaudación de fondos, entre otros. Los beneficios que ofrece a sus participantes el programa de Exploradores son innumerables, pero entre ellos podemos nombrar: obtención de autoestima y liderazgo, entender la importancia del trabajo de equipo, aprender habilidades de gestión y ciudadanía y desarrollar una actitud positiva. Al ingresar a este programa, los jovencitos reciben su uniforme, así como el material que necesitan para cumplir

con su entrenamiento. “En la actualidad, tenemos a 12 muchachos formando parte del programa y nos reunimos todos los lunes a las siete de la noche en la estación de Policía de Doral”, señala Arango.

EXPLORADORES DEL SUR DE LA FLORIDA

Este programa policial y de aprendizaje también es desarrollado por otras instituciones de los condados de Miami-Dade y Broward, gracias al trabajo realizado por la institución South Florida Council Learning for Life, por lo que todos los años se celebra la Conferencia Anual de Exploradores del Sur de la Florida que esté año se realizará durante el receso de spring break, entre el 10 y 14 de abril del 2017. El año pasado, esta conferencia se efectuó en la ciudad de Doral, en las instalaciones del Ronald Reagan Senior High School, durante la cual un nutrido grupo de jóvenes exploradores compartieron sus experiencias. Este año, la escuela anfitriona será Barbara Goleman High School, ubicada en la ciudad de Miami Lakes. Estas conferencias proporcionan una experiencia de aprendizaje única a los Exploradores de Policía, pues le da a los muchachos la oportunidad de enriquecer sus conocimientos al intercambiar ideas y proyectos. Igualmente, les permite seguir aprendiendo la importancia del cumplimiento del deber social y comunitario. Exitosa jornada de “Yo Soy Doral”

Los oficiales de la Policía de Doral aclararon que no son agentes de inmigración y en ningún momento estarán verificando el estatus legal de los residentes y vecinos de la ciudad. Por Edda Pujadas @epujadas

segurar a los residentes de Doral que no serán víctimas de persecución migratoria y brindar asistencia legal sobre asuntos de inmigración fue el objetivo del panel abierto realizado por Doral Family Journal y el Departamento de la Policía de Doral en las instalaciones de la Iglesia Nuestra Señora de Guadalupe. El evento, efectuado dentro del marco del proyecto “Yo soy Doral”, contó con la presencia del padre Israel Mago, quien dio la bienvenida a los presentes; el alcalde de la ciudad de Doral, Juan Carlos Bermúdez; de los oficiales de la Policía de Doral, encabezados por el Chief Donald W. De Lucca y de los abogados del bufete Sánchez Vadillo, LLC, quienes brindaron importantes consejos sobre inmigración. Tras la bienvenida del padre Mago, el alcalde Bermúdez agradeció a la iglesia, a Doral Family Journal y a la Policía de Doral por su esfuerzo para brindar asistencia a todos los ciudadanos y recalcó que todas las autoridades locales están al servicio de la comunidad para ayudar y proteger a los ciudadanos y orientarlos en el cumplimiento de las leyes.

“NO SOMOS OFICIALES DE INMIGRACION”

La presentación realizada por la Policía de Doral estuvo a cargo del oficial Noel Feliciano, quien inició sus palabras dando las gracias al editor del periódico Doral Family Journal, Ettore Sabatella, por el apoyo que siempre presta a este cuerpo de seguridad y destacó la presencia de la directora del programa Parks and Police 4 Kids, Elizabeth Canchola. Sabatella, por su parte, agradeció la presencia de los asistentes, a quienes animó a seguir formando parte de este ciclo de talleres dentro del proyecto “Yo soy Doral”, pues es una forma de instruir a los residentes de la ciudad y crear lazos entre los diferentes miembros de las comunidades. La primera aclaratoria que hizo Feliciano es que los oficiales de la Policía de Doral no son agentes de inmigración. “Nos preocupa enormemente que desde empezaron las dudas sobre la situación legal de los inmigrantes, las llamadas a la policía han disminuido, lo que significa que menos personas están denunciando delitos por temor a que su situación migratoria sea averiguada”. “Nosotros no estamos para verificar el estatus legal de nadie, ni para estar pidiendo papeles en las calles, así como tampoco realizamos allanamientos, lo que realmente hacemos es servir a la comunidad. Estamos aquí para ayudarlos y protegerlos, para lo cual necesitamos que la gente confié en nosotros y trabajemos unidos por la seguridad y el desarrollo de Doral”, explicó Feliciano.

El agente Feliciano, en compañía del oficial Luis Martínez, agregó que la Policía de Doral también tiene como misión mantener informada a la comunidad, por lo que tienen varios programas y talleres educativos, entre los que destacó las actividades de la fundación Parks and Police 4 Kids, las charlas en las escuelas y el programa de Exploradores. CONOCIENDO LAS LEYES MIGRATORIAS

Los abogados de Sánchez Vadillo, LLC estuvieron a cargo de la asesoría legal ofrecida durante este taller. Michelle Sánchez dio las palabras iniciales, durante las cuales señaló que ella es residente de Doral y su bufete también está ubicado en esta ciudad, por lo que le preocupa sumamente el bienestar de sus conciudadanos. Al advertir que en Estados Unidos hay 11 millones de personas indocumentadas, aclaró que cada caso es individual, por lo que es importante estudiar cada caso de forma personalizada para lograr éxito en el proceso migratorio, tanto en los casos personales y profesionales, como para inversionistas o estudiantes.

Ernesto Ortíz, quien tiene 18 de experiencia en derecho migratorio y forma parte del grupo de profesionales de Sánchez Vadillo, LLC aclaró que el hecho de que Gobierno Nacional haya dicho que va a deportar a las personas indocumentadas, no implica que este sea un proceso inmediato. “Recordemos que el presupuesto anual para casos de deportación está estimado para unas 400 mil personas y lógicamente, los primeros en ser deportados serían quienes tienes antecedentes criminales, quienes hayan sido deportadas anteriormente o que abusen de los beneficios públicos”, manifestó Ortiz. Ante los recientes cambios en la política del sistema de inmigración de Estados Unidos, Ortíz aclaró que todo el mundo tiene derecho a un abogado. “Hay cosas básicas que siempre hay que tomar en cuenta como el derecho a permanecer callado, la importancia de llevar su identificación, que puede negarse a firmar cualquier documento antes de hablar con un abogado y que tiene derecho a negarle la entrada a su casa a oficiales de inmigración que no tengan una orden judicial firmada por un juez, por ejemplo”. Al terminar la exposición de los abogados, se inició un ciclo de preguntas durante el cual se les dio respuestas a muchas de las inquietudes migratorias de los asistentes. Es importante recordar que este taller forma parte del proyecto “Yo soy Doral: comprometido con mi ciudad”, una iniciativa gratuita de Doral Family Journal que aspira a orientar a las personas en la educación ciudadana y el respeto a las leyes.

hirty years ago when parents received a diagnosis of autism for their children there was no broad knowledge of the condition nor was there a variety of treatments available to help and support the family and the child’s development. Nowadays, when cases of Autism Spectrum Disorder (ASD) appear in 1 out of every 68 children born in the US, families count with legal support, as well as several organizations to educate them on the best practices to help their children develop and reach their full potential, regardless of the diagnosis. Awareness and acceptance of the situation allows families to take prompt action towards finding the best care choices to help their children to overcoming the challenges of their condition. The sooner a diagnosis is made and actions taken, the better the outcome. April is World Autism Awareness Month. It is the time of the year when the color blue and puzzle pieces flood the cities, and many events take place to raise funds to spread the knowledge about this condition. The City of Doral held the Annual Autism Speaks Walk last Sunday April 2nd, and the crowd in attendance grows every year. Information about early detection, diagnosis and treatments is included here to provide parents with sources for support in the adventure of raising a special child. It is never “too early” to look for help and take action.

DEVELOPMENT MILESTONES AND EARLY DETECTION

The Autism spectrum disorder (ASD) includes a group of conditions that appear generally during early childhood. According to the Autism Speaks Organization, these conditions are “characterized by challenges with social skills, repetitive behaviors, speech and nonverbal communications”. The diagnosis is generally done when children are 2 or 3 years old, although some signs associated with the condition can be observed earlier.

Parents have to be aware of certain milestones that babies and toddlers should reach to detect developmental delays that might be related to autism, such as limited eye contact and social smiles by 6 months; no vocal sounds by 9 months; no babbling or words by 12 months of age or even the loss of speech or social skills around 24 months. Other signs that can appear at any age are speech delay, getting upset by changes in routine; repetitive behaviors such as rocking or flapping and extreme reactions to sound, smells, tastes or tactile sensations. To be on the safe side, if parents have doubts about the development of their child, they should request the pediatrician for a thorough evaluation or referral to a qualified specialist who can perform the adequate tests to determine a correct diagnosis and course of action to help the child overcome the delays and catch up with their peers. Mrs. Katy Echeverria, Director of Kreative Kids Therapy Center in Doral, explained the benefits of early intervention to improve the outcome in the development of children: “Early intervention is the best intervention. Children who have a diagnosis of autism usually will require different types of therapy. For example some of these children will require speech therapy which works on different aspects of language such as receptive and expressive language, articulation, oral motor similes, and pragmatic skills. Occupational therapy works on fine and gross motor skills, sensory integration, self-regulation, ADLS (activities of daily living), and cognition. Physical therapy works on balance and posture.” “Whether your child has a diagnosis or not, parents need to always be on the lookout for their child’s communication skills. […] If a parent has any concerns of their child’s development they should always seek professional advice. […] it’s imperative for families to begin early intervention services at an early age. The sooner your child begins to receive therapy service the faster they will be able to reach their developmental age. “

Many early screenings allow the detection of other additional conditions such as Attention Deficit and Hyperactivity Disorder (ADHD) or hearing and sight impairments that difficult learning. The earlier these conditions are addressed the faster improvements can be obtained for the sake of the child’s development.

ACCEPTANCE AND ACTIONS TO IMPROVE OUTCOME

Receiving a diagnosis of Autism or other developmental condition can be shocking for parents and families. Trying to diminish or ignoring a diagnosis will only worsen the situation and even cause physical, psychological or behavioral difficulties to the child and the family as well. The best approach would be to capitalize on what the child can do, his strengths and abilities, and build from that up, with the help of the team of specialists that can provide assistance and techniques to help the child improve on his conditions. “Acceptance is the most important step towards action” said Marisol Pulgar, Psychologist specialized on Positive Psychology. “When people find the differences between their expectations and reality, denial appears. By accepting and understanding a diagnosis and managing their anxiety towards the situation, parents can take action to find the best specialist and experts to help them and their child.” “It is important that parents know the strengths of their child regardless of any condition or learning impairment he might have; with this approach parents will better appreciate improvements and focus on the child’s strengths, progress and achievements. Sometimes it might seem there is no progress, but the focus should be at the light at the end of the tunnel; these situations are not a race but a persistence challenge, where the child should be compared with himself, not with others.” Working with the team of doctors, therapists and teachers, parents should always advocate for their

child’s strengths and for those each of the members of the team is bringing to the table; together they can develop an intervention and progress plan that will allow everyone to focus on guiding the child to each new milestone set and celebrate every achievement.

TREATMENTS AND SERVICES AVAILABLE FOR CHILDREN WITH AUTISM

When parents detect that something is not going “according to plan” on the development of their child, the first contact for evaluation is the pediatrician who will direct them to the specialist that would complete an evaluation such a neurologist, audiologist, speech pathologist or psychologist, who will give a diagnosis. As every case within the ADS is different, an accurate diagnosis fundamental to select the right course of action, treatments and accommodations for the child. The important message is that parents are not alone on this adventure. There are many organizations and resources available to educate themselves and to request services to help their children thrive.

ace treinta años, cuando los padres recibían un diagnóstico de Autismo para sus hijos no existía el conocimiento amplio ni la variedad de tratamientos disponibles actualmente para tratar la condición, ayudar a la familia y apoyar al desarrollo del niño. Hoy en día, cuando los casos de Desórdenes en el Espectro de Autismo (ASD por sus siglas en inglés), aparecen en 1 de cada 68 niños nacidos en EEUU, las familias cuentan con un marco legal que las apoya, al igual que múltiples organizaciones que les educan sobre las mejores prácticas de terapias para lograr el desarrollo de los niños para que lleguen a su máximo potencial, sin importar el diagnóstico. El conocimiento y aceptación de la situación les permiten a las familias tomar acciones para encontrar los mejores cuidados que permitirán a sus hijos la superación de los retos de su condición. Cuanto antes se logre el diagnóstico y se proceda con las terapias, mejores y mayores serán los progresos. En Abril se celebra el mes de concientización sobre el Autismo. En esta época el año las ciudades se visten de azul y en muchos eventos se colectan fondos para continuar con la educación y difusión del conocimiento del entorno. El pasado domingo 2 de Abril tuvo lugar la caminata anual Autism Speaks, con la asistencia de más de 9000 personas. La información anexa sobre la detección temprana, el diagnóstico y tratamientos es un banco de recursos para apoyar a los padres en la aventura de criar niños con necesidades especiales. Nunca es “demasiado temprano” para buscar ayuda y tomar acciones.

HITOS DE DESARROLLO E INTERVENCIÓN TEMPRANA

Se llama Desorden del Espectro de Autismo (ASD por sus siglas en inglés) a un grupo de condiciones que aparecen generalmente en la primera infancia, caracterizadas principalmente, de acuerdo a la organización Autism Speaks, por retos en la interacción social, conductas repetitivas y comunicación verbal y no verbal. Este diagnóstico puede realizarse entre los 2 y 3 años, sin embargo algunos signos asociados pueden observarse antes de esa edad. Los padres deben estar pendientes de ciertos hitos de desarrollo que sus hijos deben alcanzar y que pudieran estar relacionados con autismo, como por ejemplo el limitado contacto visual y sonrisa social inexistente a los 6 meses; ningún sonido a los 9 meses; no balbucear o pronunciar palabras a los 12 meses; o inclusive la pérdida de habilidades sociales y de lenguaje alrededor de los 24 meses. Otros signos que aparecen a cualquier edad son el retraso en el habla; sentirse incómodo con los cambios en la rutina; conductas repetitivas, tales como mecerse

o batir los brazos; o reacciones exageradas a los sonidos, olores, sabores o sensaciones táctiles. Si los padres tienen duda sobre el desarrollo de su hijo, deben solicitar a su pediatra una evaluación completa o referencia para el especialista calificado que realizará las pruebas pertinentes; determinará el diagnóstico correcto y las acciones subsiguientes, ayudará a superar los retardos y a alcanzar las metas de desarrollo. La Sra. Katy Echeverría, Directora de Kreative Kids Therapy Center en Doral, explicó que la intervención temprana ayuda a mejorar el desarrollo de los niños: “es la mejor intervención. Los niños con diagnóstico de autismo, usualmente requieren diferentes tipos de terapia. Por ejemplo algunos de estos requieren terapia de lenguaje, que trabaja lenguaje receptivo y expresivo, articulación y habilidades verbales y motoras. La terapia ocupacional trabaja con las habilidades motoras gruesas y finas, integración sensorial, regulación y conocimiento. La terapia física ayuda con el balance y la postura.” “Independiente de que el niño tenga un diagnostico o no, los padres deben estar pendientes de sus habilidades comunicativas. Si el padre tiene preocupación sobre el desarrollo deben siempre buscar consejo profesional. Es importante que las familias comiencen servicios de intervención temprana lo antes posible. En la medida que los niños reciban terapias temprano, les será posible alcanzar mas rápido las habilidades de otros niños de su edad.” Muchos diagnósticos tempranos ayudan a detectar otras condiciones tales como Déficit de Atención con Hiperactividad (ADHD) o dificultades de aprendizaje por problemas visuales o auditivos. Cuanto antes sean atendidas estas condiciones, mayor será la mejora en el aprendizaje de sus hijos.

ACEPTACIÓN Y ACCIONES PARA PROGRESAR

Recibir un diagnóstico de autismo u otra condición que afecta el desarrollo puede ser impactante para los padres y familias. Tratar de disminuir o ignorar la situación solamente va a empeorarla, e inclusive puede causar dificultades psicológicas o de conducta en el niño. El mejor enfoque es capitalizar sobre las capacidades que puede ejercer, qué cosas puede hacer, sus fortalezas

y habilidades, y comenzar desde ahí, con la ayuda del equipo de especialistas, utilizando las técnicas que ayuden al niño a mejorar su condición. “La aceptación es el paso más importante hacia la acción” dijo Marisol Pulgar, Psicólogo especialista en Psicología Positiva. “Cuando las personas encuentran diferencias entre sus expectativas y la realidad, aparece la negación. Cuando aceptamos y comprendemos un diagnóstico, manejamos la ansiedad de la situación. Los padres deben tomar acciones para encontrar el mejor especialista y expertos que les ayudarán a trabajar con sus hijos. “ “Es importante que los padres conozcan las fortalezas de sus hijos, por encima de cualquier condición o dificultad de aprendizaje que puedan tener. Con este enfoque, los padres pueden apreciar mejor el progreso y trabajar con las fortalezas del niño para completar los logros. A veces pareciera que no hay adelantos, pero se debe recordar que hay luz al fin del túnel, que estas situaciones no son una carrera de velocidad sino de persistencia, donde cada niño debe compararse contra sí mismo, no contra otros.” En conjunto con el equipo de médicos, terapistas y maestros, los padres deben siempre trabajar en función de las fortalezas de sus hijos y las de los miembros del equipo. Juntos es posible desarrollar el plan de intervención y progreso que permitirá a todos enfocarse en guiar al niño a cada nuevo hito y celebrar cada logro.

TRATAMIENTOS Y SERVICIOS DISPONIBLES PARA NIÑOS CON AUTISMO

Cuando los padres detectan que algo no está funcionando en el desarrollo de sus hijos, el primer contacto debe ser su pediatra, quien indicará el especialista que completará la evaluación, bien sea un neurólogo, técnico en audiología, terapista de lenguaje o

psicólogo el que haga el diagnóstico. Cada caso dentro del espectro de autismo es diferente y el diagnóstico adecuado es fundamental para seleccionar el camino correcto para el tratamiento. El mensaje más importante para los padres es que no están solos en esta aventura, que hay muchas organizaciones y recursos disponibles para educarles y apoyarles con los servicios necesarios para que el niño avance en su aprendizaje.

Neighbors are fundamental in preventing criminal acts

In a new “Coffee with the Community”, burglary to houses and vehicles that have been taking place in Doral, were the topic of conversation and debate in seeking solutions. Our guests agreed in thinking that insecurity has not increased in the city. “I think these are isolated cases, that they are our own children that, in some way have too much free time, and they begin concocting things. Parents are somewhat blinded and see this as a game, but what they are doing, opening a car and taking an IPod, even if you’re going to throw it away in the corner, is a crime in this country.” This affirmation comes from Mariana Lopez, a Doral resident and active member of the educative communities, who points outs the family role. “We know that it is hard to live in the United States and coming from other cities, especially for those who have been here not too long. That is why it is important to be involved, learn a little about the regulations. Try to include ourselves and not bring the idiosyncrasy of our countries, but understand what we have here and take advantage of it. Be involved with the school. I know it is hard when both parents work, but we have to pay attention to our children, know what they do and what they are doing.”

GREATER INCREASE VIGILANCE

“I would like that the city hires more police officers, because I think there are too few for the rate at which the city is growing. This city is not the same that it was when I arrived 9 years ago. This city has grown in a foaming way.” Mariana’s wish is shared by Laura Tobi, director of The Art Shack school of art, but she appeals to a shared responsibility. “The police cannot ask for more officers, the community has to do it. So I think that there must be an approach from several angles: the topic of having more police personnel, which for me is an investment. As expensive it may be, it is an investment, because these personnel could develop different programs to generate conscience in the community regarding the respect of the regulations, regarding the consequences of not obeying them, regarding the prevention of drug consumption.

It is also important that the residents of Doral feel that approaching the police is not a problem, that they are here to serve us and we should educate our children in that regard. We have a history almost embedded in our DNA about the police in the countries we come from, and we need to change it. We tend to pass on the things we have learned to our children, without realizing that they are citizens of the United States and have a different relationship with the authority.” Daniel Muñecas, Lieutenant of the Doral Police Department, attended in representation of the authorities; he made a call of attention to the residents. “You know your neighborhoods better than anyone, so if you see anything strange, call us. If you detect a person who does not belong to the community in the pool area, get in touch with us. Give us the opportunity to do our jobs. It could be a potential drug dealer, so call the police.”

DRUGS: A SERIOUS PROBLEM

“People have to know that the drug issue is a problem of the United States society and to avoid that it reaches our homes, prevention is fundamental.” But even though Mariana Lopez is a mother for whom this reality is crystal clear, Lt. Muñecas reveals that when the police goes to the communities to speak about this issue, parents do not attend the meetings. For this reason, he believes in replicating the initiative of the Citizen’s Academy but for young people that can be multipliers among their peers.

TIMES OF CHANGE

“I consider that things have changed. More than insecurity, there is a social decomposition in Doral. It is sad, but we as parents are at fault. Many because, unfortunately, have to work, because this is a country that leads you to that, and many others because it is convenient: they believe in the system and they feel that their children are safe in the streets. So there is a part of carelessness from the parents to their children (…) Communication is indispensible, calling our children’s attention, being aware of whom they are with and what they are doing.”

Lisbeth Manrique’s shares her experiences with us, after being in Doral for 20 years. “I came fleeing the insecurity of my country. More that scarcity, I fled because of the insecurity, and unfortunately it was my turn. Approximately a month ago, my house was burglarized.” She affirms that there must be more information. “The police should have more communication with the schools, should get closer to the parents. Offer conferences to instruct parents and inform them that every action has consequences. Parents need to learn that not because their children are under aged they will not face consequences for something they do that is wrong. A fusion between the police and society is needed: communication, education, joint work. We are raising new generations and we need to come together to have good men and women in the future.” Among the proposals that arose in our “Coffee with the Community”, was one that wants to achieve more access for the young people to free sports activities, adapting public spaces where they can stay busy in their idle time. The ball is in the resident’s court, they must make their demands to the authorities and expect the proper responses from their elected representatives.

Vecinos son fundamentales en la prevención de hechos delictivos

ompartir un rato con nuestros vecinos, siempre es motivo de temas interesantes. En un nuevo “Café con la Comunidad”, los robos en viviendas y a vehículos que se han venido registrando en Doral, ocuparon la mesa y fueron el objeto de debate en búsqueda de soluciones. Nuestros invitados coincidieron en que no creen que la inseguridad haya aumentado en la ciudad. “Pienso que son casos aislados, que son nuestros propios niños que, de alguna manera, tienen mucho tiempo libre y se ponen a inventar. Los padres se ciegan un poco y lo ven como un juego, pero lo que están haciendo es un crimen en este país, abrir un carro y agarrar un Ipod, así lo vayas a tirar en la esquina”. La afirmación es de Mariana López, una habitante de Doral e integrante activa dentro de las comunidades educativas, quien destaca el rol de la familia. “Sabemos que es muy duro vivir en Estados Unidos y venir de otras ciudades, sobre todo los que tienen poco tiempo aquí. Por eso es importante involucrarse, educarse un poquito sobre las normas. Tratar de incluirnos y no traer la idiosincracia de nuestros países, sino aprender lo que tenemos aquí y aprovecharlo. Involucrarnos con la escuela. Sé que es muy difícil cuando los dos padres trabajan, pero tenemos que estar pendientes de nuestros hijos, saber qué hacen y qué están haciendo”.

MAYOR VIGILANCIA

“Me gustaría que pudiera la ciudad contratar más policías, porque pienso que hay muy pocos, para como va creciendo la ciudad. Esta ciudad no es la misma que cuando yo llegué hace 9 años. Esta ciudad ha crecido de una manera espumante”. El deseo de Mariana lo comparte Laura Tobi, directora de la escuela de arte The Art Shack, pero apela a la responsabilidad compartida. “La policía no es la que puede ir a pedir más gente, es la comunidad la que tiene que hacerlo. Entonces creo hay que tener un enfoque con varias aristas: el tema de tener más personal de policía, que para mí es una inversión. Por más caro que sea es un inversión, porque ese personal puede desarrollar distintos

programas que generen conciencia en la comunidad sobre el respeto de las reglas, sobre las consecuencias de no respetarlas, sobre la prevención en cuanto a consumo de drogas. También es importante que los habitantes de Doral sintamos que no es un problema acercarse a la policía, sino que ellos están a nuestro servicio y educar a nuestros hijos respecto a eso. Tenemos una historia casi metida en el ADN sobre lo que es la policía en los países de donde venimos y necesitamos cambiarla. Tendemos a pasarle a nuestros hijos las cosas que nosotros hemos aprendido, sin darnos cuenta que ellos son ciudadanos de Estados Unidos y tienen otra relación con la autoridad”. En representación de las autoridades nos acompañó el Teniente de la Policía de Doral, Daniel Muñecas, quien hizo un llamado a los vecinos. “Ustedes conocen sus vecindarios mejor que nadie, así que si ven algo raro: llámennos. Si detectan en el área de la piscina a una persona que no pertenece a la comunidad, comuníquese con nosotros. Dennos la oportunidad de hacer nuestro trabajo. Puede ser un potencial vendedor de drogas, así que llame a la policía”

LAS DROGAS: UN SERIO PROBLEMA

“La gente tiene que saber que el tema de las drogas es un problema de la sociedad en Estados Unidos y para que no llegue a nuestros hogares, la prevención es fundamental”. Pero aunque Mariana López es una madre que tiene clara esta realidad, el oficial Muñecas revela que cuando la policía acude a las comunidades a dar charlas sobre este tema, los padres no acuden. Por eso es partidario de copiar la iniciativa de la escuela de ciudadanos de Doral y hacerlas con jóvenes que puedan ser multiplicadores entre sus compañeros.

TIEMPOS DE CAMBIO

“Considero que las cosas han cambiado. Más que inseguro, en Doral hay una descomposición social. Es triste, pero la culpa la tenemos los padres. Muchos lamentablemente porque tienen que trabajar, porque es un país que te lleva a eso y muchos otros por comodidad: creen en el sistema y sienten que sus hijos están seguros en

las calles, pero no están claros de qué están haciendo sus hijos en la calle. Entonces hay una parte de descuido de los padres hacia los hijos (…) La comunicación es indispensable, llamar a capítulo a nuestros hijos, estar pendiente de con quien comparten y qué están haciendo”. La reflexión es de Lisbeth Manrique, quien tras 20 años en Doral, comparte con nosotros sus vivencias. “Yo vengo huyendo de la inseguridad de mi país. Más que de la escasez, de la inseguridad y lamentablemente me tocó. Hace aproximadamente un mes robaron en mi casa”. Asegura que debe haber más información. “La policía debe tener más comunicación en los colegios, debe acercarse más a los padres. Hacer charlas para instruir a los padres y decirle que toda acción tiene una consecuencias. Que los padres no crean que porque sus hijos son menores de edad, no van a tener consecuencias por un acto que esté mal hecho. Se necesita una fusión de la policía con la sociedad: comunicación, educación, trabajar en conjunto. Estamos criando las nuevas generaciones y necesitamos unirnos todos para tener buenos hombres y buenas mujeres en el futuro”. Entre las propuestas que surgieron en nuestro Café con la Comunidad está lograr un mayor acceso de los jóvenes a actividades deportivas gratuitas mediante la adecuación de espacios públicos, donde puedan mantenerse ocupados en las horas de ocio. La pelota está del lado ciudadano, que debe hacer sus exigencias a las autoridades y esperar las respuestas adecuadas de sus representantes electos.

Compromising for the Greater Good

I did not do anything wrong!” “They do not deserve anything!” “I am not resolving anything with them!” “I am not giving a penny to them!” These are just some of the comments I constantly get when I tell my clients that we have been ordered to mediation or that we should negotiate a settlement or voluntarily enter into mediation.

Mediation is defined by Merriam-Webster Dictionary as “the act or process of mediating; especially: intervention between conflicting parties to promote reconciliation, settlement, or compromise.” After 15 years of being involved in litigation and hundreds of mediations in different capacities even as the mediator, I can sincerely and without hesitation express to my clients that mediation over litigation is the best route for the clients, the majority of the time. The only ones that are guaranteed to win in litigating a case through trial are the lawyers. As I frequently tell my clients win, lose, or draw my bill is forthcoming and in some events the opposing counsel’s bill as well. There are times that litigation is necessary and cannot be avoided, but the majority of the time if the disputing parties are able to set aside their emotion and look at the big picture, a settlement can be reached. After I get the rant of the comments above, I usually like to sit down with the client and give them a road map of the different scenarios and the likelihood of success and consequences they each bring. Basically we run a cost benefit analysis. After going through the exercise, most of the time, clients are able to understand the importance of mediation and why even settling for less than you think you deserve or paying more than you think the other party deserves is in their best interest. Compromise! Compromise! Compromise! It may not be their best case scenario in theory, but is the best case scenario they can control, otherwise the decision of how the dispute will end is usually in the hands of a jury or judge. Please keep an open mind when looking for solutions to any of your problems, legal or otherwise.

¡No he hecho nada malo!” “¡Ellos no merecen nada!” “¡No estoy resolviendo nada con ellos!” “¡No les daré ni un centavo!” Estos son sólo algunos de los comentarios que constantemente escucho cuando les digo a mis clientes que hemos recibido una orden para acudir a una mediación o que debemos negociar un acuerdo o solicitar voluntariamente una mediación. La mediación es definida por el Merriam-Webster Dictionary como “el acto o proceso de mediar; especialmente: la intervención entre partes en conflicto para promover la reconciliación, el asentamiento o el compromiso.” Después de 15 años de estar involucrado en litigios civiles y cientos de mediaciones en diferentes roles, incluso como mediador, puedo afirmar sinceramente y sin vacilación que la mediación es la mejor ruta para los clientes la mayoría de las veces. Los únicos que tienen garantizado ganar en un litigio son los abogados. Como frecuentemente digo a mis clientes, ganar, perder y preparar la factura por mis honorarios son cosas que con seguridad van a venir, y en algunos casos, la factura de los honorarios del abogado del adversario también llegará. Hay veces que el litigio es necesario y no se puede evitar, pero la mayoría de las veces, si las partes en disputa son capaces de dejar de lado su emoción y mirar el panorama completo, se puede llegar a un acuerdo. Después de recibir el bombardeo de comentarios como los señalados al principio de este artículo, por lo general me gusta sentarme con el cliente y mostrarles un mapa de los posibles escenarios, las probabilidades de éxito y las consecuencias que cada uno trae. Básicamente, realizamos un análisis costo-beneficio. Después de pasar por este ejercicio, la mayoría de las veces, los clientes son capaces de entender la importancia de la mediación y el porqué de que incluso recibir menos de lo que usted piensa que se merece o pagar más de lo que cree que la otra parte debería es lo que más le conviene. ¡Compromiso! ¡Compromiso! ¡Compromiso! Puede que en teoría no sea el mejor escenario, pero es el mejor escenario que pueden controlar, de lo contrario la decisión de cómo terminará la disputa normalmente está en manos de un jurado o un juez. Por favor, mantenga una mente abierta al momento de buscar soluciones para cualquiera de sus problemas, legales o de otro tipo.

College Accreditation Determines the Validity of the School

n the search for the perfect college, students and parents will ask about majors, degrees, tuition costs, meal plans, campus activities, and even career placement assistance. They will study web pages, walk all over campus, and ask a million questions. This is all correct! However, many students and parents will not ask about accreditation. Many assume that a college is accredited and that it has all its licenses, permits, and authorizations in place. This is not correct. All colleges and universities need to have a license to operate that is typically granted by the state in which the school resides. This is very similar to any business that when they open, also needs to have a permit to operate. However, a license to operate as a college in no way indicates that that particular college is operating correctly. This is where accreditation counts. The United States Department of Education (DE) has authorized several organizations in the country to award accreditation to colleges and universities. These accreditation agencies are required to establish a set of criteria that colleges and universities must meet in order to receive accreditation. The criteria is usually extensive and take years for a school to initially be accredited. It is the only way a school will be allowed to receive federal funding for its students. After initial accreditation, schools do have to re-do the process every few years in order to prove that they are maintaining the standards. Accreditation signifies that the school has passed a rigorous set of requirements to prove that it is providing quality education, running a sound organization, and is approved by the DE. Seeking accreditation is actually a volunteer process by the school, but most of them will pursue accreditation because that stamp of approval is vital to their survival. There are different accreditation organizations that a school can chose to apply based on what type of education they offer. There are certain accreditations that are more prestigious, better recognized, and greatly pursued when compared to others. It is these particularly accredited schools that students should want to attend. There are three types of accrediting agencies – regional, national, and specialized. Regional agencies are the preferred accreditation in that

they accredit degree granting colleges and universities within a geographical region of the United States. National accreditation agencies accredit colleges and universities across the country regardless of region. Specialized accrediting agencies vary because they accredit something very specific in the school – such a nursing, engineering, or culinary program. Not all accrediting agencies are recognized by the DE. It is important that when researching your college or university, you find out whether they are accredited and check the DE website to see if it is an agency accepted by them (try: https://ope.ed.gov/accreditation/ agencies.aspx). If a school is not accredited, the student faces a variety of issues. The school may not be able to accept state or federal financial aid; students may

not be able to transfer college credits to other schools; employers or other agencies may not recognize their degree as valid; they may be attending a school that offers a low quality education or have financial issues. Over the past few years, several private for profit colleges have had to close due to improper practices on campus. The DE decided that in some cases the accrediting agency was also to blame for not upholding strict standards for those schools. Therefore, some accrediting agencies have lost their acceptance status with the DE and therefore this affects all of the agency’s “accredited” schools. Your college education is a huge investment that should help you with the rest of your career and life. When deciding what school to attend, do not make the decision lightly. Research it carefully and in particular the accrediting agency. Ask questions and do not hesitate to call the DE because they are doing their best to ensure that you are given the proper information to make the right decision.

JROTC: Building Our Leaders of Tomorrow By Jose “Pepe” Diaz

ver the last 100 years, one organization has stood the test of time for its success in developing character and responsibility in young people and inspiring them to become leaders. That organization is the Junior Reserve Training Officers’ Corps, better known as the JROTC. The JROTC was created as part of the National Defense Act of 1916 and later expanded its role under the 1964 ROTC Vitalization Act. The purpose of the federally funded scholastic program – as stated in United States Code, Title 10, Section 2031 – is “to instill in students in secondary institutions the values of citizenship, service to the United States, and personal responsibility and a sense of accomplishment.” There have been many examples of JROTC graduates who have gone on to distinguished careers in the military. Here in our state, one shining example from history is Baldomero López, a native of Florida who served as a first lieutenant in the United States Marine Corps during the Korean War and was posthumously awarded the Medal of Honor, our nation’s highest military award, for his actions in combat. As the Military Liaison and Chairman of the MiamiDade County Military Affairs Board, I have attended many an Annual Managers Inspection and Pass in Review at G. Holmes Braddock Senior High School, and I have personally witnessed how the JROTC program has shaped the lives the young people who complete the

program. Although most never go on to serve in our armed forces, the skills, discipline, sense of duty, teamwork, selfconfidence and respect for the military that they gain from the program remain with them for the rest of their lives. The JROTC’s benefits extend to those from less fortunate backgrounds as well. In his 1995 autobiography, former U.S. Secretary of State Gen. Colin Powell describes how “inner-city kids, many from broken homes, found stability and role models in Junior ROTC.” As long as the JROTC remains a part of our schools, it will continue to develop the leaders of tomorrow, transforming young people from all economic and social backgrounds into our civilian and military shining lights. Estudiantes del programa Cambridge recibieron premios en RRDSH El 28 de Marzo tuvo lugar la entrega de los premios de Excelencia en el Programa Cambridge del Condado MiamiDade en la Secundaria Ronald W. Reagan/Doral. En representación de la organización de Exámenes Internacionales Cambridge, estuvieron presentes en el evento el Director Regional para Norte América, Sr. Mark Cavone y la Sra. Sherry Reach, Subdirectora Regional. Por parte del Sistema de Escuelas Públicas de Miami-Dade asistieron el Superintendente Alberto Carvalho, orador principal del evento, junto a Renee Ilhard, Supervisora de Programas Avanzados, Lawrence Feldman, miembro de la Junta Escolar y Andreina Espina en representación de Susie Castillo, miembro de la Junta Escolar para el Distrito 5 que incluye Doral. Cambridge, que estimula el pensamiento crítico y la curiosidad, además de cultivar el interés por la cultura general y el respeto a la diversidad. También felicitó a los padres por escoger este programa para sus hijos y por apoyarlos en este proceso. Un total de 225 estudiantes de nueve escuelas de MDCPS que ofrecen el programa recibieron premios por sus extraordinarios resultados en los exámenes Cambridge, incluyendo los reconocimientos Cambridge Scholar con Mérito, con Distinción y Logro Extraordinario. También se entregaron los premios de Mayor Calificación en los EEUU y Mayor Calificación Mundial. Ochenta y siete estudiantes de RRDSH recibieron los reconocimientos, entre ellos Felipe Cortez, Bruno Gomes y Maria Isabella Sell por Logro Extraordinario y Esteban Guarnizo, Marcel Klibansky e Isabel Ríos-Pulgar por Mayor Calificación en los EEUU. Estos reconocimientos se unen a los que cada año ha acumulado RRDSH, la mejor escuela secundaria publica del Condado Miami-Dade, demostrando la alta calidad de la educación que el Sistema de Escuelas Públicas de Miami-Dade ofrece a los residentes de la Ciudad de Doral.

On April 4th, 2017 Doral Downtown Elementary School (DDCES) was visited by the Minister of Education of Brazil, José Mendonça Bezerra Filho. The Minister and his guests were greeted by DDCES Ambassadors and by all students of the Portuguese Program. Students sang Brazilian song “Bem-vindos” (“Welcome”). Minister gave a short speech on the importance of education and mentioned how delighted he is with the DDCES school and its Portuguese Program.
