Doral Council discussed

ecisions were made in August to move projects and initiatives forward. Here are highlights from the regular Council Meeting.

On the Consent Agenda: Items approved without discussion included: • Amendment to the Joint-Use Agreement between the City of Doral and the Miami-Dade County Public Schools to include Dr. Rolando Espinosa K-8 Center, allowing Doral schools to use City’s parks and for the City to use schools’ courts and other spaces detailed on the agreement. • Mutual agreement with Florida Division of Emergency Management (FDEM) for assistance during emergencies and to concentrate resources when need arises. • Purchase of three additional police units. • Ranking of respondents to bid for Master Park

Plan Update, with focus on development for Doral Central Park, and authorizing management to negotiate and enter agreement with selected provider, in an amount not to exceed $120,000. Discussion items and Council Comments: 1. New City Logo Mr. Evan Owen, new Communications Manager, appeared for the first time upon the Council to submit for approval the updated Doral Logo, part of the image revamping and marketing strategy for the City, an initiative that has been ongoing since the beginning of 2015. The new logo includes elements from the June marketing workshop and will be placed on promotional wear and other elements to establish the brand of Doral. The modified logo has already been updated on the City’s website. City’s Seal remains unchanged. 2. Government Center remodeling project

Floor Plans for remodeling levels 1 and 3 of the Government Center were approved, to optimize use of space. They include a Multicultural Center with independent entrance, more privacy for Council Legal Aides and solutions for other space needs from staff. Will be bid as one project and is proposed the used of original architect. Estimated costs for plans approved are $352,108 (Third Floor) and $ 362,141 (First Floor). 3. Bicycle Sharing Pilot Program The city will purchase 100 yellow bikes as a pilot program. Staff will come back to council with details on the implementation plan. Council suggested approaching possible sponsors to expand the program in the future, the way it is run in other municipalities. 4. Veterans Park restroom facilities Estimated cost of building and operating those facilities is $220,000. Although considered

urante la reunión regular del Concejo Municipal de Doral en Agosto se tomaron decisiones que impulsan el avance de iniciativas pendientes. A continuación, algunos de los puntos más destacados: Agenda por Consenso: Los temas aprobados sin discusión adicional incluyeron: • Actualización del contrato entre la Ciudad de Doral y las Escuelas Públicas de Miami-Dade para incluir a Dr. Rolando Espinosa K-8 Center en el acuerdo de uso de los parques municipales por parte de las escuelas y el uso por parte de la Ciudad de las canchas deportivas y otros espacios de las escuelas detallados en el documento. • Acuerdo mutuo con la División de Manejo de Emergencias de Florida (FDEM) para apoyo durante emergencias y concentración de recursos cuando surja la necesidad. • Orden de aprobación de las empresas ofertantes en la licitación para actualización del Plan

Se autorizó a la administración a firmar acuerdo con el proveedor seleccionado por un contrato que no exceda $120,000. Puntos de discusión y comentarios de Concejales: 1. Nuevo Logo de la Ciudad El Sr. Evan Owen, Nuevo gerente de Comunicaciones, presentó para la aprobación el logo actualizado para la campaña de mercadeo de la imagen de Doral. Esta es una iniciativa que está en proceso desde comienzos de 2015, e incluye elementos discutidos en el Taller de Mercadeo realizado en Junio. El logo aprobado será colocado en material promocional destinado a establecer la marca ‘Doral’. El Sello oficial de la Ciudad de Doral no sufrió modificaciones. 2. Remodelación del edificio del Ayuntamiento Se aprobaron los planos para la remodelación de

los pisos 1 y 3 del Ayuntamiento, para aprovechar mejor el espacio disponible. Incluye un Centro Multicultural con entrada independiente en el primer piso. Además, se habilita espacio para mayor privacidad de los Asistentes de los Concejales y otras modificaciones necesarias para la operación. Será sometido a licitación como un proyecto completo y se propone utilizar el arquitecto original de la obra. El costo estimado de los planes aprobados para el Piso 3 es de $352,108 y para el Piso 1 es $ 362,141. 3. Plan Piloto de Bicicletas Compartidas. La Ciudad comprará 100 bicicletas amarillas para el programa piloto. Obras Públicas traerá al Concejo el plan detallado de implantación del programa. Los Concejales sugirieron consultar posibles patrocinadores para expandir el programa en el futuro, tal y como lo operan otras municipalidades. 4. Construcción de baños en Veterans Park El costo estimado de la obra y su operación es de $220,000. Aunque se consideró costoso, han sido

House of Horrors at International Mall event This annual event was approved after discussion over previous experiences due to the inclusion of concerts in the program. Police Department is comfortable with the decision as no incidents have been reported in the past and application reflects all details requested for approval. It is an event that will run from late September to November 1 and expects between 2,500 and 3,000 in attendance. 6. Recommendation of names for 114th Avenue and North Parks Irregularities were detected during February online naming contest, as public participation was an honor system and same people used different emails to vote more than once; also repeated emails from outside the US were detected. Therefore, staff suggested the Council select from the list of top 10 names selected by the public in January. Item was deferred to September Council Meeting. Public interested on participating in that discussion should take notice of the item and attend that meeting. All issues that impact the quality of life of residents are publicly discussed. It is important for the Council to receive resident’s input either during public comments or by sending emails, letters or using any other form of communication with them or the city’s staff. Community participation is welcome and encouraged. Next regular meeting will be on September 9th. Budget readings will take place September 8th and September 23rd at City Hall.

Todas las decisiones que afectan la calidad de vida de los residentes se discuten en las reuniones del Concejo. Para los ediles es de suma importancia conocer la opinión de los residentes, quienes tienen el derecho y el deber de documentarse revisando la agenda de discusiones, y pueden enviar sus opiniones a los concejales a través de correos electrónicos, cartas y llamadas o asistiendo a las reuniones. La Participación Ciudadana es fundamental. La próxima reunión regular es el 9 de Septiembre y las discusiones de presupuesto serán el 8 de Septiembre y el 23 de Septiembre, todas en la sede del Concejo Municipal de Doral.

Evento ‘House of Horrors’ en International Mall Este evento anual fue aprobado luego de discutir sobre la inclusión de un programa de conciertos que se inició el año pasado. El Departamento de Policía manifestó que en 2014 no hubo ningún incidente y fue un evento exitoso. Se realiza desde fin de Septiembre hasta el 1 de Noviembre y se esperan entre 2,500 y 3,000 asistentes. 6. Nuevos nombres para los parques de la 114 avenida y Parque Norte. Se detectaron irregularidades en la participación del público durante el concurso para seleccionar el nombre para el parque de la 114 avenida, realizado en la página web de la Ciudad en Febrero. Hubo personas utilizando diferentes direcciones para votar por un mismo nombre y se detectaron direcciones fuera de los EEUU. Por lo tanto el personal de Parques sugirió que el Concejo seleccione los nombres en base a la lista de 10 favoritos seleccionados en Enero por el público. La discusión fue diferida para Septiembre.

Evan Owen, new Communications Manager for the City of Doral

Promoting Doral’s Multicultural Image

van Owen drove all the way from Washington, DC the first weekend of August to start his new job as Communications and Protocol Manager for the City of Doral, and the first thing he did after unpacking was looking for the chance to eat a ‘Reina Pepeada’ arepa in one of the local restaurants. “It is my favorite” he says. He knows all about arepas and other Venezuelan foods, because he lived with his wife and four children in Caracas from 2007 to 2010, an assignment from his former diplomatic job with the State Department. His last work experience before joining the staff in Doral was as Press Officer of the US Department of State, in the Bureau of Democracy, Human Rights and Labor. Of Welsh and Honduran descent, Mr. Owen is proficient in English, Spanish and Portuguese, and has always had interest on “going to different countries and different locations, learning about the cultures and integrating myself as quickly as possible.” He served in the US Navy for six years and was stationed in Japan twice. He also lived in Sri Lanka and Argentina. “I am happy to be here. Doral is a beautiful city and I am very happy to be part of the team to promote the great things that are happening in the City of Doral.”

THE MULTICULTURAL SIDE OF DORAL

“I want to stress the four pillars of what we see in Doral: The place to ‘work, live, learn, play’. We have all these functions.” Mr. Owen’s long term view of the image of Doral goes beyond having the city identified with only one of the nationality groups that reside in the city but to make it known as a multicultural place. He recognizes the importance of the golf tournaments as a touristic attraction, but also wants to promote the increasing cultural diversity of the community. “We want to show the multicultural side of Doral. It is not just ‘Doralzuela’; it is ‘DoralKorea’, ‘DoralChina’, ‘DoralJapan’, ‘DoralColombia’; it is ‘DoralWorld’. That is the long term view I want to get across. I want to be able to feature that in addition to having a champion taekwondo youth squad, you can also get Korean and Japanese food here; you can get kimchi, you can get sushi, not only arepas. It is ‘DoralWorld’, not just ‘Doralzuela’.

There is nothing wrong with the Venezuelan culture, they are part of the community but they are not the only part.”

THE MOSAIC IT IS DORAL

On his former position as Press Officer, Mr. Owen developed a successful strategic communications plan that included the use of Social Media and he is an enthusiast of being proficient not only in languages but also in finances, technology and different outlets to reach the public. He looks forward to applying that experience to consolidate the communications efforts in Doral. One of his first ideas is obtaining the support from the City to launch a campaign called “My Doral”, where residents can shoot short videos with their vision of the city to share them in a YouTube channel with the rest of the community. “I want to see how people see Doral. It is a mosaic.” Once the idea is approved and details are worked out, the City will proceed to launch the initiative for the community to participate.

UNDERSTANDING CULTURES DEVELOP CRITICAL THINKING

Mr. Owen bicultural heritage made him aware of the importance of integrating different cultures as a way to develop critical thinking and embracing

diversity. He is raising his family with that multicultural awareness. His children learned Spanish in Venezuela and are fluent in Greek and English. “I hope they rediscover Spanish now that they will live in Doral.” As a diplomat in the State Department he worked countering propaganda, applying the use of different media to protect freedom of speech and at the same time helping the public to develop a critical eye to be aware of those using media to promote myths that harm instead of benefit society. “Every person in the US needs to be able to put a critical eye on things. People have to have a critical eye towards the media.” Mr. Owen experience in the field of Human Rights helps him understand the needs of an important portion of Doral residents who have come here seeking relief from political and social issues in their countries. On his opinion the best the City can do to help them is to act as a facilitator to them in touch with the proper services as the majority of resources for those cases come from the county, state and federal level. “That is the best function we can serve right now. It all starts with communication” says Mr. Owen, explaining that although communications efforts take place, the easiest way for newcomers to learn the ways and rules of their new surroundings is by example from other residents and their supporting communities.

THE KEY TO INTEGRATION IS DIALOGUE

Mr. Owen thinks that the recently signed Interlocal agreement between the City of Doral and the SouthCom, will help military families incorporating to the dynamics of the community and the community to assist with the “morale, welfare and recreation of the men and women serving here in Doral and the greater part of South Florida. We want to be a good host city and the members of the SouthCom want to be good members of our community. There is a lot that we can do and I think the key to any success is dialogue.” With his knowledge and experience, the addition of Mr. Evan Owen to the staff of the City of Doral will prove to be an extraordinary asset for the development of the vision the local government has created for this community.

Evan Owen, Gerente de Comunicaciones de la Ciudad de Doral

Consolidando la Imagen Multicultural de Doral Por Maria Alejandra Pulgar @marialepulgar

van Owen manejó por dos días desde Washington DC a principios de Agosto para incorporarse a su nuevo trabajo, como Gerente de Comunicaciones y Protocolo de la Ciudad de Doral. Apenas desempacó salió a explorar los restaurantes locales, buscando una arepa ‘Reina Pepeada’. “Es mi favorita” afirma con conocimiento de causa, porque vivió en Caracas con su esposa y sus cuatro hijos desde Octubre 2007 a Agosto 2010. Estuvo allí en una misión diplomática del Departamento de Estado. Antes de incorporarse al equipo de la Ciudad de Doral ejerció como Jefe de Prensa del Departamento de Estado, en la Oficina de Democracia, Trabajo y Derechos Humanos. Además del inglés, el Sr. Owen domina el español y el portugués. La conversación fluye gratamente de un idioma al otro. Está muy orgulloso de su herencia hispana por su madre hondureña y europea por su padre quien era galés. El nació en Washington y piensa que “es importante que uno pueda integrar ambas culturas.” Esa habilidad y curiosidad le fueron muy ventajosas en sus seis años como oficial de la Marina de los EEUU. En ese tiempo estuvo asignado dos veces en Japón. También ha vivido en Sri Lanka y en Buenos Aires, Argentina. “Doral es una ciudad preciosa, estoy feliz de estar aquí. Me alegra ser parte del equipo que promoverá las grandes cosas que están sucediendo en esta ciudad.”

DORAL MULTICULTURAL

“Quiero enfatizar los cuatro pilares de la cultura de Doral: es el sitio para ‘trabajar, vivir, aprender y jugar’; Tenemos todas esas funciones.” Su visión a largo plazo para Doral va más allá de identificarla con solo una de las nacionalidades que están representadas en la población de la ciudad. Quiere darla a conocer como un sitio multicultural. Reconoce la importancia de los torneos de golf como atracción turística, pero también quiere promover la diversidad cultural presente en esta comunidad. “Queremos mostrar la Doral Multicultural. Esto no es ‘DoralZuela’. Es ‘DoralCorea’, ‘DoralChina’, ‘DoralJapón’, ‘DoralColombia’. Es ‘DoralMundo’. Esa es la visión a largo plazo que queremos difundir. Queremos que la gente sepa que no solamente tenemos un equipo campeón juvenil de Tae-KwonDo, sino que también aquí se come Kimchi. Que

hay muy buen sushi, no solamente arepas. Que esto es ‘DoralMundo’ no ‘DoralZuela’. Y no hay nada malo con la cultura venezolana, son una parte de la comunidad, pero no son la única comunidad que hay aquí.”

DORAL ES UN MOSAICO

Como Jefe de Prensa el Sr. Owen desarrollo un exitoso plan estratégico de comunicaciones, incluyendo el uso de Redes Sociales. Para él es muy importante no solo dominar varios idiomas sino tener conocimientos de finanzas, tecnología y diferentes medios para llegarle al público. Espera poder aplicar esa experiencia en la consolidación de esfuerzos de comunicaciones para Doral. Una de las primeras ideas que espera poder implantar es la campaña “Mi Doral”, donde los residentes podrán filmar videos cortos con su visión de la ciudad y compartirlos a través de un canal de YouTube con el resto de la comunidad. “Quiero saber cómo la gente define el mosaico que es su ciudad.” Una vez que reciba la aprobación de la idea se informará a la comunidad sobre los detalles para que puedan participar de la iniciativa.

COMPRENDER OTRAS CULTURAS DESARROLLA EL PENSAMIENTO CRÍTICO

La herencia multicultural del Sr. Owen le ha hecho consciente de la importancia de comprender la diversidad para desarrollar un pensamiento crítico. Esta criando a su familia en ese ambiente multicultural también. Sus hijos aprendieron español en Venezuela y además hablan fluidamente inglés y griego. “Espero que redescubran el español ahora que vivirán en Doral”. Parte de su labor diplomática en el Departamento de Estado, fue trabajar para contrarrestar propaganda, utilizando diferentes medios para proteger la libertad de expresión al tiempo que se educaba al público en el desarrollo de un ‘ojo crítico’ respecto a aquellos que utilizan los medios para promover mitos e ideas más perjudiciales que beneficiosos para la sociedad. Por otra parte, su experiencia en el campo de los Derechos Humanos le permite comprender las necesidades de una porción de los residentes de

Doral que han llegado a la ciudad buscando un refugio de los problemas políticos y sociales de sus países. En su opinión, lo mejor que la Ciudad puede hacer en esos casos es actuar como facilitador, poniéndolos en contacto con las entidades apropiadas que pueden proveerles los servicios que necesiten, pues la mayoría de los recursos y decisiones en esos casos provienen del Condado, el Estado y el gobierno Federal. “Es el mejor servicio que les podemos dar. Todo comienza con la comunicación” explica Owen, enfatizando que aunque haya esfuerzos oficiales de comunicaciones, la manera más fácil para que las personas comprendan las reglas de su nuevo entorno es a través del ejemplo de los otros residentes y de sus grupos de apoyo.

EL DIALOGO ES LA CLAVE DE LA INTEGRACIÓN

El Sr. Owen considera que el recientemente firmado Acuerdo Conjunto entre la Ciudad de Doral y el SouthCom, ayudará a las familias militares a incorporarse a la dinámica de la comunidad y a los residentes a apoyar a la “moral, bienestar y recreación de los hombres y mujeres que prestan sus servicios en Doral y otras localidades del Sur de Florida. Queremos ser buenos anfitriones y los miembros del SouthCom quieren participar activamente en nuestra comunidad. Hay mucho por hacer y la clave del éxito está en el diálogo”. Con su conocimiento y experiencia, la incorporación del Sr. Evan Owen al personal de la Ciudad de Doral será un apoyo importante para el desarrollo de la visión que el gobierno local ha creado para esta comunidad.

Doral Signed Joint-use Agreement with SouthCom By Maria Alejandra Pulgar @marialepulgar

n August 7th the City of Doral signed a Joint-Use Agreement with US Southern Command (SOUTHCOM), to provide and make available outdoor and indoor recreational facilities of both entities to the employees of the US Army Garrison-Miami (USAG-Miami) and the residents of the City of Doral. The agreement was signed by Mayor Luigi Boria and USAG-Miami Garrison Manager Mr. Donald Bird, during the Community Fair that took place at the USAG Fitness Center, hosted by the City of Doral and the US Army Morale, Welfare and Recreation (MWR) program. The term of the agreement is for nine years, to be reviewed every three years to evaluate mutual use standards. Mayor Boria attended the signing ceremony along with Vice Mayor Sandra Ruiz, City Manager Edward Rojas, Assistant City Manager Albert Childress, and Parks and Recreation Director Barbara Hernandez. With Garrison Manager Bird were Deputy Manager Michael Norman and MWR Administrator Sherry Good “Both of us are mutually interested on sharing our recreational facilities” said Ms. Good and explained that the signed agreement formalizes this partnership. The City already uses the sport courts and running track at the USAG Community Center for Special Olympics, and volleyball and basketball training; military personnel use the parks for sports trainings and other recreational activities. The agreement states the details of maintenance responsibilities, use scheduling and other legal information important to develop a mutually beneficial partnership between the USAG-Miami and the City of Doral. The agreement states that both the City of Doral and USAG-Miami will pre-arrange scheduling of the use of premises within 10 business days of the event, athletic or recreational program or other planned activity. Exhibit A on the document specifies that the City shall have use of USAG-Miami’s fitness center facilities and USAG-Miami shall have use of amenities such as playgrounds, fields, courts, community center and shelters on any of the current and future parks in Doral.

A DEAL THREE YEARS IN THE MAKING

“The US Southern Command has been here [in Doral] for a long time and we feel proud of having

such a military facility and so many Army people in the city. Also we want to show our gratitude for what they do all over the world” expressed Mayor Boria upon signing the agreement. “This agreement shows we really want to work together with them. It is not a one way communication. I have been working on this deal for the last 3 years. There have been numerous meetings. It is more to acknowledge how people have to treat the people who have given their lives for this country. The fact that they now realize that the city loves them is important for me.” Boria thinks this agreement will promote the integration of military families to the community: “We have to realize that one of our visions is to make Doral the place to work, to play and to live. The more people to live, to work and play here the less traffic we will have. That is the idea. All these relations are making it easy for them to want to live in this beautiful city.” According to the Mayor, this agreement will provide more options of recreational facilities for residents and SouthCom personnel. “This is going to be an add-on for the city, and for the militaries also, they don’t want to be clustered in a place. It is better for them to be integrated in the community.”

DORAL IS THE RIGHT PLACE

Michael Norman, Deputy Garrison Manager, also commented on the mutual advantages of this agreement. “We have worked together since the SouthCom got here and formally in this facility for almost four and a half years. We have watched Doral grow, we have watched ourselves grow and we have worked very closely with Barbie [Barbara Hernandez] and Parks and Recreation and, since

Mayor Boria came on board, a lot closer to the City.” The shared interest of the welfare of families has brought together the USAG-Miami and the City of Doral. Being the home of the Doral Special Olympics, under this agreement it is going to be easier to host the games at the military facilities. “A lot of the families want to come and support the team; we feel it is our team too. “ Military teams will also now be able to participate in other activities within the City parks. “I think with this agreement it is going to take off.” Mr. Norman explained that many personnel that work at the SouthCom is bilingual and look forward to integrate with the community in Doral. “A lot of the folks that live and work here have strong Hispanic heritage. One of the things to do for people that are not used to see the military around is to just smile, say hello, and don’t be afraid.”

“Sometimes you see a uniform and don’t approach. When you see them out and about just say ‘Hi, we are glad you are here in Doral’ and you will see the reciprocity. They are proud to be here, it is one of the premier headquarters in the Army. From the Secretary of Defense, every dignitary that comes here are totally impressed with Doral as a community. The vision way back has come to fruition. This was the right place to put the headquarters. I have been here for a long time and over the years have got nothing but better.”

l pasado 7 de Agosto la Ciudad de Doral firmó un acuerdo de Uso Conjunto con el Comando Sur (SouthCom) para proporcionar acceso mutuo, tanto a los empleados de la Guarnición de Miami de la Armada de los EEUU (USAG-Miami) como a los residentes de la Ciudad de Doral, a las instalaciones recreacionales pertenecientes a ambas entidades. El acuerdo fue firmado por el Alcalde de Doral Luigi Boria y por Donald Bird, Gerente de USAGMiami, durante la Feria de Recursos realizada en el gimnasio de USAG, promocionada por la Ciudad de Doral y el Programa de Moral, Bienestar y Recreación de la Armada (US-MWR) El acuerdo tiene una vigencia de nueve años renovables, y se revisará cada tres años para evaluar el cumplimiento de los estándares mutuos de uso. Acompañaron al Alcalde Boria en la ceremonia la Vice Alcaldesa Sandra Ruiz, el Administrador Municipal Edward Rojas, el Asistente del Administrador Albert Childress y la Directora de Parques y Recreación Bárbara Hernández. Junto al Sr. Bird estuvieron el Sub Gerente de Guarnición Michael Norman y la Administradora de MWR Sherry Good. “Ambas partes estamos interesadas en compartir nuestras instalaciones recreacionales” comentó la señora Good y explicó que la firma del acuerdo formaliza esta alianza, dado que desde hace un tiempo, la dirección de Parques y Recreación de la Ciudad utiliza las canchas techadas y la pista de carreras ubicadas en el Centro Comunitario del USAG para las prácticas de volibol, basquetbol y de las Olimpiadas Especiales y, por su parte, personal militar utiliza los parques de la ciudad para entrenamiento deportivo y otras actividades recreativas. El documento firmado establece detalles tales como: responsabilidades de mantenimiento, protocolo de reservación de horarios y fechas de uso y otra información legal importante para el mantenimiento y desarrollo de una alianza mutuamente beneficiosa entre el USAG-Miami y la Ciudad de Doral. Entre otras cosas, en el documento se establece que tanto la Ciudad como el USAG-Miami tendrán que reservar el uso de premisas mínimo con 10 días de antelación a la realización del evento que sea planificado. También, en el anexo A se detalla que la Ciudad podrá utilizar las facilidades del

Es una manera de mostrarles nuestra gratitud por su servicio en todo el mundo” expresó el Alcalde Boria luego de la firma del acuerdo. “Este documento demuestra lo importante que es para nosotros trabajar junto con ellos. Es una comunicación de dos vías. Han sido tres años de trabajo y numerosas reuniones para lograr este acuerdo. Con esto reconocemos y apreciamos a aquellos que dan la vida por este país. Es importante para mí que ellos se den cuenta del aprecio que nuestra ciudad tiene por su trabajo. Boria piensa que este acuerdo promoverá la integración de las familias de los militares a la comunidad: “La visión de Doral es que sea el sitio para trabajar, vivir y divertirse. En la medida que más personas vivan y trabajen en nuestra ciudad podremos disminuir el tráfico. Esa es la idea. Establecer estas relaciones les facilitará a ellos adaptarse a vivir en nuestra bella ciudad.” Por otra parte, opina el Alcalde que este acuerdo

Michael Norman, Sub-Gerente de Guarnición del USAG-Miami, comentó también sobre las ventajas de este acuerdo: “Hemos trabajado por esto desde que el SouthCom se estableció aquí y en estas instalaciones desde hace 4 años y medio. Hemos visto a Doral crecer y hemos crecido también. Trabajamos en conjunto con Bárbara Hernández y el Departamento de Parques y Recreación, y desde que el Alcalde Boria se incorporó nos hemos acercado más a la ciudad.” El enfoque en aumentar el bienestar de las familias ha unido los intereses del USAG-Miami y la Ciudad de Doral. Al ser la sede de las Olimpiadas Especiales de Doral, este acuerdo facilitará la realización de competencias en las instalaciones militares. “Muchas familias quieren venir a apoyar a sus deportistas. Para nosotros ellos también son nuestro equipo.” Los equipos conformados por empleados del SouthCom ahora podrán participar en otras actividades en los parques de la ciudad. “Con la formalización del acuerdo estas iniciativas van a despegar.” El Sr. Norman explicó que muchos de quienes trabajan en el SouthCom son bilingües y desean integrarse activamente con sus familias a la comunidad de Doral. “Muchos de nuestros empleados que viven y trabajan aquí tienen fuertes raíces hispanas. Algo simple que la gente que no está acostumbrada a tratar con los militares puede hacer es saludarles, sin miedo, una sonrisa basta.” “Muchas veces la gente ve a alguien en uniforme y no se atreve ni a decir hola. Cuando los vean salúdenlos, díganles que les agrada que estén en Doral y verán la reciprocidad. Para ellos es un orgullo estar aquí. Es una de las sedes más importantes del Ejército. Desde el Secretario de Defensa, todos los dignatarios que nos visitan quedan impresionados con la comunidad de Doral. La visión original ha dado sus frutos. Este es el lugar perfecto para estas instalaciones; ya tenemos bastante tiempo aquí y todo va cada vez mejor.”

Workshop on commercial property Rulings

n order to educate the residents and business people of Doral regarding the current rules on commercial property, the Code Compliance Department of our city carried out an educational workshop focused on the necessary steps to avoid sanctions. The mission of the Code Compliance Department is to enforce the city codes, while safeguarding the health, safety, wellbeing and quality of life of the residents and businesses of Doral, its director, Adam N. Temple, encouraged this workshop in which the adequate maintenance of our common areas was discussed. The Code Compliance Department staff explained to the audience different subjects such as the importance of preserving the operation and appearance of properties; the ruling regarding placement of signs and advertisement in public spaces and private buildings; how to process certificates of use, permits and licenses; how to issue permits for public events; requisites for permits regarding repairs and construction in buildings; placement of garbage containers; procedures on how to place a complaint, and the program “Let’s Keep Doral Beautiful”. Because the Code Compliance Department supervises the adequate functioning and maintenance of residential and commercial properties, and also guarantees the enforcement of Doral City and Miami-Dade County’s rulings, it analyzed the most important violations, keeping in mind that, “if a property looks nice, it increases its value”. Among the main violations that were discussed in this workshop we may mention the deterioration of the paint in public spaces; changes in parking spaces assignment; failure to provide basic maintenance of properties such as fixing leaks and installing basic services; garbage and waste accumulation; neglect of lawn and trees;

placement of external containers; shopping carts in public spaces; drainage system breakdowns and graffiti on walls. Regarding advertisement displayed on the streets, during the conference they explained that almost all of them, including signs for property rental and sale, balloons, signs attached to light posts, banners, flags, mobile signs, temporary signs on streets or people holding signs for advertisement, as well as signs on ATMs, among others, are forbidden throughout the city of Doral. The distribution without permission of printed material such as fliers or brochures also constitutes a violation of the city codes and implies a fine payment. For the authorization of any sort of sign, you can contact Doral´s Planning and

Zoning Department, and the Police Department is the entity in charged to control and plan the installation of these publicity resources. Temporary signs to promote the sale or rent of buildings, lots of land or building portions are permitted, after requesting the corresponding permission and following specific rules regarding their size and placement. Publicity placed in commercial premises windows can also be permitted following certain guidelines regarding dimension and visibility. Another important point mentioned during the discussion was the importance of the certificate of use, which should be requested by any commercial premise or business before beginning operations. To request the certificate of use, the interested party must fill certain applications and complete indispensable requisites regarding the business constitution and identification.

A very important warning given during the workshop was that before renting a property for commercial use, it is important to verify the use it will be given and that the operation conditions are approved, as well as the necessary parking assignments for the specific type of business. To verify the previous use of the premise, you can contact the City of Doral. According to the explanation given by the Code Compliance Department representatives, public events must also be authorized by the City of Doral. In doing so, certain requisites must be met, such as the premise blueprint, the declaration that it will be a harmless activity and the owner’s letter of approval. Any commercial property that will be subjected to a repair or alteration must have the proper permission for such purpose. As explained in this conference where they listed

some of the modifications that require previous permissions, such as interior alterations, work on ceilings and fences, changes of air conditioners, major repairs or installation of alarm systems. The installation of electrical or non-electrical signs, as well as fire extinguishers must also be authorized in compliance with the city’s codes and ordinances, and after fulfilling the corresponding requisites, which may be verified at the Code Compliance Department. They also informed about the placement and basic regulations for garbage containers including their location, condition and appearance, doors, excess of garbage as well as the responsibilities of the owner and service company in charge of the container’s maintenance. At the end of the workshop they explained the “Let’s Keep Doral Beautiful” program: a monthly

award that recognizes those businesses and commercial properties that have made an effort to improve their appearance and to maintain an optimal condition. on el objetivo de educar a los residentes, comerciantes y empresarios de Doral sobre las normativas vigentes para las propiedades comerciales, el Departamento de Cumplimento de Códigos de nuestra ciudad ofreció un taller educativo en el que los pasos a seguir para evitar sanciones fue el tema principal. Ya que la misión del Departamento de Cumplimiento de Códigos es hacer cumplir los códigos de la ciudad, garantizando la salud, la seguridad, el bienestar y la calidad de vida de los residentes y negocios de Doral, su director, Adam N. Temple, incentivó esta charla en la que fueron tratados temas relevantes para el mantenimiento del buen aspecto de nuestras áreas comunes. El personal del Departamento de Cumplimiento de Códigos explicó a la audiencia la importancia de la preservación del funcionamiento y apariencia de las propiedades; las normativas para la colocación de carteles y avisos en la vía pública y edificios privados; la tramitación de licencias, permisos y certificados de uso; la gestión de permisos para eventos públicos; los requisitos para permisos para reparaciones y construcciones de edificios; la colocación de contenedores de basura; el procedimiento para realizar una queja y el programa “Mantengamos Hermoso a Doral”. El Departamento de Cumplimiento de Códigos monitorea las propiedades residenciales y comerciales para verificar su buen funcionamiento y mantenimiento, así como para garantizar que se cumplan las ordenanzas de la Ciudad de Doral y del Condado de Miami-Dade, por lo cual fueron analizadas las principales violaciones, recordando que, “si una propiedad luce bien, aumenta su valor”. Entre las principales violaciones mencionadas en este taller podemos hacer referencia al deterioro de la pintura; alteraciones en la designación de los puestos de estacionamiento; fallas en el mantenimiento

mínimo de las propiedades como goteos y problemas con la instalación de servicios básicos; acumulación de basura y desperdicios; descuido de la grama y árboles; colocación de almacenadores externos; carritos de compras en las vías públicas; fallas de drenajes y graffitis en las paredes. Con respecto a los avisos colocados en las calles, durante la conferencia se explicó que en su mayoría, como avisos de renta y venta de propiedades, globos, avisos adjuntados a las señales tránsito, banners, banderas, serpentinas, avisos móviles, señales temporales en las calles o utilizando personas para enseñarlos y los avisos colocados en los cajeros automáticos, entre otros, son prohibidos en la ciudad de Doral. La distribución no permisada de material impreso

como volantes o brochures, también constituye una violación a los códigos de la ciudad e implica pago por infracciones. Para que pueda ser autorizada la colocación de algún tipo específico de aviso, puede comunicarse con el Departamento de Planificación y Zonificación de Doral y es el Departamento de Policía el ente encargado de controlar y penalizar la instalación de estos recursos publicitarios. Los avisos temporales para promocionar la venta o renta de edificios, terrenos o porciones de edificios están permitidas, tras solicitud del respectivo permiso y siguiendo norma específicas en cuanto a tamaño y ubicación. Las propagandas ubicadas en las ventanas de los locales comerciales también pueden permitirse, siguiendo ciertas pautas en cuanto a dimensión y visibilidad. Otro importante punto tocado durante la charla fue la importancia del certificado de uso, el cual

debe ser tramitado por cualquier local comercial o negocio antes de iniciar sus operaciones. Para gestionar el certificado de uso, deben llenarse ciertas aplicaciones y completar requisitos indispensables relativos a la constitución e identificación de la empresa. Una importante advertencia realizada durante el taller fue que antes de rentar una propiedad para usos comerciales, es importante verificar el uso para el cual será destinado y que tenga aprobadas las condiciones de funcionamiento y la asignación necesaria de parqueos para el tipo de negocio. Para verificar el uso previo de local, puede ponerse en contacto con la Ciudad de Doral. Según lo explicaron los representantes del Departamento de Cumplimiento de Códigos, los eventos públicos también deben ser autorizados por la ciudad de Doral. Para ello, deben cumplirse ciertos requisitos como el plano del sitio, la declaración de que será una actividad inofensiva, el seguro y la carta de aprobación del dueño del espacio. Cualquier propiedad comercial que vaya a

ser sometida a una reparación o alteración debe haber recibido un permiso para este fin. Así fue explicado durante esta conferencia en la que se detallaron algunas de las modificaciones que requieren permisos previos como alteraciones interiores, trabajos en el techo y en las cercas, cambio de aire acondicionado, reparaciones mayores o instalación de sistemas

de alarmas. La instalación de avisos, eléctricos y no eléctricos, así como de extinguidores de fuego también debe ser autorizada, dando cumplimiento a los códigos y ordenanzas de la ciudad y cumpliendo los requisitos exigidos, los cuales pueden verificarse en el Departamento de Cumplimiento de Códigos. Para la colocación de contenedores de basura también se dieron a conocer regulaciones básicas en cuanto a su ubicación, condiciones y apariencia, puertas, exceso de basura y las responsabilidades del dueño

y de la empresa der servicios encargada del mantenimiento del contenedor. Al final de la charla fue explicado el programa “Mantengamos Hermoso a Doral”, mediante el cual se ha establecido un premio mensual que reconoce los esfuerzos de las empresas y propiedades comerciales que han mejorado su apariencia y se esfuerzan porque mantenerlas en optimo estado. Cada mes, un negocio es nombrado por el Departamento de Cumplimiento de Códigos y se le entrega un aplaca por parte de la Ciudad de Doral en reconocimiento a su esfuerzo. El silencio es el mejor aliado de la tiranía”, con esta frase el Congresista Mario Díaz-Balart inició su charla durante el foro “En la Unión está la Fuerza”, organizado por la Fundación Amigos de Cuba y Venezuela y realizado en las instalaciones del Shelton Academy en Doral. “Los que conocen que es perder la libertad, ven en el silencio la principal fuerza de los tiranos, pues el silencio de las personas buenas es tan malo como la tiranía de las personas malas, así que tenemos que seguir luchando por la libertad en cualquier parte del mundo. Si nosotros no lo hacemos, más nadie lo hará y nosotros que vivimos en tierra de libertad, tenemos un mayor compromiso”, añadió el Congresista Díaz-Balart.

La organización de este foro estuvo a cargo de la directora del Shelton Academy, Georgina “Yoyi” Prats y del presidente de la Fundación de Amigos de Cuba y Venezuela, Mario Martínez Malo. Al dar la bienvenida a los asistentes, Prats aseguró que un día la lucha por la libertad va hacer la diferencia y que, al ser pueblos hermanos, sufre tanto por Venezuela como ha sufrido por Cuba. Al preguntársele sobre sus motivos para organizar este evento, Prats, quien salió de Cuba hace más de 50 años, ha sido activista por la libertad desde siempre y directora de la Fundación Mar por Cuba, manifestó que la única forma de vencer al enemigo es la unión e insistió en el tema de este foro: “En la Unión está la Fuerza”. Refiriéndose a las estrategias de los gobiernos comunistas, Georgina Prats señaló que dividen las clases y se apoyan en la escasez. “La escasez de productos básicos que está sufriendo Venezuela en estos momentos demuestra que la culpa de lo que ha pasado Cuba durante estos años, no es del embargo económico. Son ellos mismos quienes provocan esta falta de alimentos para que el ciudadano se desgate en tratar de conseguir lo que necesita para vivir y no tenga tiempo de luchar por sus ideales de libertad”. Tenemos que llegar a Washington y ser escuchados”. Una señora que se levantó de su asiento y señaló “yo soy cubana y no conozco a los venezolanos, yo quisiera darle la mano a todos los venezolanos que están aquí. hat started as a way to help the school community to cope with the passing of one of its members, has evolved into a school beautification initiative to incorporate the work of artists from Doral into the lives of the students at Ronald W. Reagan/Doral Senior High School, through decorating the walls at the school’s courtyard. Mr. Juan Carlos Silva, principal at RRDSH, has found in the artistic community of the City of Doral a group of enthusiastic collaborators for his idea. “The project is called ‘The Colors of Doral at RRDSH’. It all started when last year we lost one of our students, Raphael Acevedo, and we were looking for ways to commemorate his passing. We reached out to artist Tony Mendoza to see if he could do a mural to commemorate his life.” Mendoza was the artist who decorated the walls at the School Board building in downtown. The one mural idea turned into a panel of four, as the artist incorporated a painting in memory of Andrea Castillo, daughter of School Board Member Susie Castillo, who was also alumni of RRDSH. “The murals became a story. One is a stormy, rainy day and then converts into a hand with a ‘thumbs up’, with a bracelet of the campaign “No texting and Driving” and from the hand comes out a rainbow meaning hope.” “The other mural goes from that storm into the night time, with a lot of stars, something symbolic of Andrea and goes into another mural with a hand holding an apple and a pencil showing her love for education.” “That is how it started” explained Silva. “They were only going to be four, but the idea progressed with having artists from Doral to continue painting murals on the different walls.” There will be a dozen of murals done by different artists of the community and also one by the art teachers and one by the students. The group of artists that will donate their time and talent for decorating the walls at RRDSH were contacted through the art committee at the City of Doral. “We went through the city for the identification of interested artists. It turned out into something that will be very nice.” The unveiling of the first four murals done by Tony

Mendoza and the presentation to the community of the designs by the other artists involved in the “Colors of Doral at RRDSH” project took place on August 22nd, during the Back to School BBQ. Mr. Silva’s expectation is that the artists will have all murals finished by February 2016, when it is planned that the school will host its big 10 anniversary celebration.

THE BISON FAMILY TURNS 10 YEARS

The activities to celebrate this important milestone for RRDSH are still on the planning stages, but they are working towards having a big unveiling of all murals by February 2016 with “an art exhibit. We plan to create a tradition of incorporating more art into our school” explained Silva. A special logo commemorating the 10th anniversary has been designed and will be included on the athletic gear students will wear this school year. The complete schedule of activities to celebrate the special anniversary will be shared with the community as soon as it is ready, to ensure that everybody participates. “I want the community to realize we are here for everybody” said Silva.

COMMUNITY SCHOOL SERVICES AND NEW PROGRAMS

Silva is proud of the results obtained by the community school that operates at RRDSH, where English classes and other options are available to enhance the education of the community. “We have expanded the programs. It is incredible the amount of people that comes to our school at night, we almost never close. We want to be the community center that is available for all” Also, Silva shared that RRDSH is offering two new academic programs to incoming freshmen. “One is the Teaching Academy in collaboration

with FIU. It is a program spearheaded by Ms. Susie Castillo. The program will identify individuals interested in education and we will work with them for 4 years. They will be offered elective courses in education, then move into dual enrollments through FIU. They will graduate with a guaranteed acceptance on the program at FIU and additionally with credits for FIU education courses.” “The second program is the Global Logistics Program. There are only 2 of them in County. Mr. Gant is spearheading it through our vocational office in the district. Doral is a big center for Trade. We are being able to empower and educate students from RRDSH so when they graduate they can be ready for making an impact on that field.”

WORKING WITH FAMILIES TO HELP ALL STUDENTS SUCCEED

The academic achievements of RRDSH graduates, especially those from the rigorous Cambridge and AP programs, are widely known. However, Mr. Silva does not want students that struggle with academics to feel left behind. “We are focusing not only on our high performing students but also looking to our kids who are struggling a bit; to identify their needs and make them succeed. We will make sure they graduate, get into college. Kids are funny. They struggle in high school and then go to college and bloom. We have to treat everybody the same, hold the same level of expectation and help them be successful as well.” “It about being Reagan kids, it is about being a Bison. We are here to work with all our students. We are doing more athletics, because through sports and through the arts and all of different things we empower students. They are realizing that we are not here only for the high performers but for all students and their families.” Silva looks forward to continue working closely with the principals at JIS, EBT and DRE. “We all strive for excellence. In a few years they all will be here, they will all be Bison.”

o que comenzó como una idea para apoyar a la comunidad a superar la tristeza de perder a uno de sus estudiantes, ha evolucionado en una iniciativa de embellecimiento de la Secundaria Ronald W. Reagan/Doral Senior, al incorporar el trabajo de artistas de Doral en los muros del patio central de la institución. El Sr. Juan Carlos Silva, Director de RRDSH, ha encontrado un grupo de entusiastas colaboradores entre los miembros de la comunidad artística de la Ciudad de Doral. “Este proyecto se llama ‘Colores de Doral en RRDSH’. Todo comenzó cuando buscamos maneras de rendir homenaje a nuestro estudiante fallecido Raphael Acevedo. Contactamos al artista Tony Mendoza para hacer un mural conmemorando la vida de Rapha.” Mendoza fue el artista que realizó los murales que decoran la sede de la Junta Escolar en el Downtown. La idea de un mural se convirtió en un panel de 4 murales, al incorporar también una pintura en memoria de Andrea Castillo, hija de Susie Castillo, miembro de la Junta Escolar, quien también se graduó en RRDSH. “Los murales cuentan una historia. Uno es un día tormentoso y lluvioso que se convierte en una mano con el pulgar hacia arriba y un brazalete de la campaña ‘No uses el Texto cuando Manejes’ y de la mano sale un arcoíris, sinónimo de esperanza.” “El segundo mural sale de una noche tormentosa a una noche estrellada, simbólica de Andrea, y de allí otro mural con una mano sosteniendo una manzana y un lápiz, en homenaje a su amor por la educación “Así empezó todo” explica Silva. “Iban a ser solamente 4 murales, pero la idea progresó y ahora tendremos artistas de Doral pintando en las diferentes paredes del patio de la escuela.” Habrá una docena de murales, donados por diferentes artistas de la comunidad. También habrá un mural hecho por el profesor de arte y otro por los estudiantes. Los artistas fueron contactados a través del comité de Arte de la Ciudad de Doral. “A través de la ciudad se identificaron los artistas que quisieran participar en el proyecto y resultó todo muy satisfactorio.” La inauguración de los primeros 4 murales, realizados por Mendoza, y la presentación de los diseños de los otros artistas involucrados en “Colores de Doral en RRDSH” tuvieron lugar durante el BBQ de regreso a clases el día 22 de Agosto. El Sr. Silva espera que todos los murales estén completados para Febrero 2016, a tiempo para

opciones disponibles para ampliar los conocimientos de la comunidad. “Expandimos los programas y es impresionante la cantidad de gente que viene todas las tardes a la escuela. Queremos ser el centro comunitario disponible para todos.” Compartió también Silva que RRDSH ofrece desde este año dos nuevos programas académicos: “Uno es la Academia de Educación” en colaboración con FIU. Es un programa que dura cuatro años y está destinado a los estudiantes que deseen trabajar en este campo. Tendrán electivas en el tema, luego podrán cursar materias en FIU y se gradúan de secundaria con la aceptación garantizada en el programa de FIU y créditos aprobados para los cursos universitarios. “El segundo programa es la Academia de Logística Global. Doral es un gran centro de distribución y logística comercial. Con este programa los estudiantes de RRDSH se graduarán listos para impactar positivamente en esta área laboral.”

Estamos pendientes también de aquellos a quienes lo académico les cuesta un poco más. Queremos identificar sus necesidades y ayudarlos a ser exitosos. Queremos que se gradúen y lleguen a la universidad. Los jóvenes son curiosos; a veces les cuesta mucho en la secundaria y al llegar a la universidad florecen. Tratamos a todos por igual, con el mismo nivel de expectativa, para ayudarlos a ser plenamente exitosos.” “Lo importante no es ser ‘Cambridge’ o ‘AP’ o ‘Regular’. Lo importante es sentir que todos son Bison. Trabajamos con todos los estudiantes y sus familias. Hemos ampliado el programa deportivo, porque los deportes y las artes son también mecanismos para fortalecer a los estudiantes. lgunos canales de televisión dirigidos a los niños acostumbran a colocar un contador de tiempo en las esquinas de sus pantallas para promocionar el próximo programa o película estelar. Este simple hecho que para cualquier adulto podría pasar desapercibido, produce gran estrés o ansiedad en algunos niños. La ansiedad es una de las formas más comunes de estrés y está relacionada con el temor a que algo malo suceda o con las expectativas ante algo nuevo o diferente. Es una reacción humana natural, cuya función es servir de alarma ante situaciones que puedan dañar o amenazar al individuo y se expresa a nivel físico y emocional. Los niños también pueden sentirse ansiosos, especialmente frente a situaciones de tensión. Erika Angulo, quién es experta en salud mental infantil, nos explica que según el “National Institute for Mental Health”, el 8% de los adolescentes entre 13 y 18 años de edad presenta síntomas de desórdenes de ansiedad. “Lamentablemente, de este grupo, sólo el 18% recibe el tratamiento adecuado”. La ansiedad puede ser considerada normal en cierto rango. Si un niño debe enfrentar una situación desconocida o desafiante, como por ejemplo, un examen, conocer nuevas personas o el comienzo de la escuela, lo más probable es que se sienta ansioso. Sin embargo, un exceso de ansiedad puede ser abrumador para los niños y afectar su capacidad de realizar bien las tareas cotidianas. Los casos severos pueden incluso, hacerlos sentir tan mal que se pierdan el mejor momento de la vida: la infancia, pues por lo general, experimentan un intenso miedo que puede durar largos periodos de tiempo. La ansiedad pueden derivar en complicaciones de más difícil solución como ausencias o problemas escolares, baja autoestima, uso de alcohol, drogas o problemas en la adultez, por ejemplo. También puede llevar a otras complicaciones como la depresión, fallas de alimentación y el trastorno de atención con hiperactividad (TDAH).

“Realmente, no existe una causa determinada para este tipo de diagnóstico, sin embargo, hay factores de riesgo que pueden estar relacionados con la incidencia de la ansiedad en los niños como pautas educativas extremas como el rechazo y/o el excesivo control. Otro aspecto a tener en cuenta es la presencia de algún trastorno de ansiedad en la familia”, manifiesta Angulo. La ansiedad generalizada es la más común y lleva al niño a preocuparse excesivamente por cosas como la escuela, la salud, la seguridad de la familia o el futuro. Por lo general, piensan que sucederá lo peor y esta sensación se hace acompañar de alteraciones físicas como dolores de cabeza, tensiones musculares, fatigas y trastornos estomacales, entre otras. Por ello, evitan ir a colegio o a cualquier otra actividad social. Cuando la ansiedad se agrava, pueden presentarse trastornos obsesivoscompulsivos en los cuales el niño tiene pensamientos fijos de preocupación y repite determinadas acciones para tratar de aliviar la sensación. También pueden surgir fobias expresadas como miedos a cosas o situaciones específicas que no son dañinas, las cuales son evitadas por el niño. Ante tantos factores que pueden generar ansiedad y la reciente vuelta de los niños a los salones de clases, es normal que los padres nos preguntemos. El regreso a clases está considerado una posible causa de ansiedad infantil? Pues según lo señala Erika Angulo, cualquier situación de estrés puede llegar a generar ansiedad en el niño. El comienzo de las clases, representa para muchos niños un obstáculo hacia su bienestar por la ansiedad que genera retomar este ambiente que trae ciertas incertidumbres. Nuevos compañeros, nuevas

maestras, nuevas rutinas, el ruido del primer día, los pasillos concurridos de caras nuevas y conocidas… todo esto puede generar que los niveles de ansiedad se eleven. Para aliviar la tensión del regreso a clases, los expertos recomiendan hablar con los niños sobre el tema, involucrarlos en la preparación de los útiles y materiales escolares y especialmente, darle seguimiento a las actitudes de su hijo en relación al colegio: ver cómo evoluciona académica y socialmente, apoyándose en los maestros y consejeros escolares. Se recomienda anticiparle al niño lo que va a pasar o los escenarios que pueden llegar a pasar en una situación determinada. “En el caso del regreso escolar o para los más pequeños, el inicio escolar, es importante hacer un tour con el niño por el colegio (generalmente los colegios lo permiten durante los primeros días de clase), mostrándoles su salón, su maestra, la cafetería y los sitios más comunes dentro de su escuela”. “Es importante que los niños sepan y repasen cuáles son las reglas del colegio, como pueden ser esperar su turno, levantar la mano o hablar con respeto. También es divertirse con su hijo, recreando el escenario escolar. Por ejemplo, permitirle al niño practicar su rol como estudiante y de la misma manera como profesor”, esto siempre es entretenido y una forma más sencilla de conocer de cerca a los maestros de sus hijos. Es relevante tener en cuenta que, tanto los padres como los maestros, son una guía esencial para el éxito escolar y lograr que los niveles de ansiedad se mantengan bajos. “Una comunicación fluida, donde su hijo pueda expresar sus diferentes emociones y donde sus reglas y limites estén claros y definidos, va a influir positivamente a que el niño se sienta seguro y confiando del lugar donde va a pasar varias horas de su día, sin embargo, en caso de excesiva preocupación es recomendable acudir a un especialista”. How Do Foreigners Determine Their U.S. Tax Status

f you think it is not tax season, think again…. 2015 third quarter estimated taxes and final extensions for the 2014 corporate income tax are due September 15, 2015, additionally 2014 personal income tax returns are due October 15, 2015. Now is the perfect time to review basics and get your affairs in order. For taxpayers who are not U.S. citizens, identifying the correct tax status is the first step toward filing correctly during tax season. The IRS defines those taxpayers who are not U.S citizens as “aliens.” Within that grouping, there are resident aliens and non-resident aliens. Resident aliens are taxed, for the most part, in the same ways as U.S. citizens. This means they are expected to report all interest, wages, dividends, and other compensation—regardless of where or how it was earned, in the country or elsewhere—on a tax return, and it will be subject to the same graduated tax rates that apply to citizens. Most other elements of the tax code, such as credits, deductions, and exemptions, also function the same way. The rules are different for non-resident aliens who stay in the U.S. for less than 4 months. Among that category, those who must file include individuals who engaged in business in the U.S. during the year (and earned an amount that exceeds the personal exemption) or who

earned income from a U.S. investment source. The two categories of income a non-resident alien must report are money earned from a U.S. trade or business (this is called “Effectively Connected” income) and that received from other sources, including proceeds from real estate, commissions, interest and annuities, alimony, and numerous others (these are grouped as Fixed, Determinable, Annual, Periodical income). The Effectively Connected income is generally taxed at the same graduated rate as applies to U.S. Citizens; the FDAP income is typically taxed at a flat 30 percent. Two methods exist for determining which status applies to you: the “green card test” and the “substantial presence test.” Both seek to establish residency. The green card test—as its name implies—says that individuals who have received their “green card,” or alien registration card, from U.S. Citizenship and Immigration Services and are thereby “Lawful Permanent Residents,” are considered resident aliens for tax purposes. The substantial presence test takes into account the number of calendar days in a year that a person physically lived in the country to determining residency. This test hinges on being present in the U.S. on an average number of days in the U.S. of less than 4 months over the last three years or, more specifically, for at least 31 days in the

current year, and 183 during the current year and the two before it, adding up all the days for the current year; 1/3 of the days in the year before; and 1/6 of the days from two years before. (These seemingly arbitrary calculations might be simple for one person and challenging for the next, based on the frequency of travel between the U.S. and neighboring countries. For example, some people live in Canada or Mexico near the U.S. border but commute across every day for work.) Your status can be different from one year to the next if your circumstances change. You will become a U.S. tax resident, whether or not your U.S. immigration status is legal, when you live in the U.S. for more than 4 months of 3 preceding years. When this happens, you will be taxed as a U.S. citizen, subject to filing U.S. tax returns and declaration of all worldwide income taxes, stock and investments, and foreign bank accounts that over a balance of $10,000. he Boy Scouts of America has been molding young people into responsible adults for generations, building their characters and confidence with lessons that last a lifetime. But did you know that the Boy Scouts also sends thousands of dollars’ worth of delicious popcorn every year to U.S. military service members and veterans? More than 20 years ago, the Boy Scouts of America launched the “Popcorn for the Military” campaign, which gives people the option to donate the popcorn they purchase from the Scouts to active duty troops and veterans’ groups. In 2014, the program nationally sent more than $155,000 worth of popcorn to veterans’ organizations, families of U.S. service members, and U.S. troops stationed in Afghanistan, Iraq and other military bases both at home and overseas. The South Florida Council of the Scouts is playing its part in this campaign – delivering over $5,000 worth of popcorn last year to local military families and veterans from United States Southern Command (SouthCom) and American Legion Post 346. The local council, which

includes approximately 4,000 Boy Scouts from MiamiDade County, kicked off this year’s “Popcorn for the Military” campaign on August 15 at the Roberto Alonso Community Center in Miami Lakes – with the goal of tripling last year’s performance. I salute the Boy Scouts for their hard work on this campaign, which is raising money for their local Scout troop while delivering smiles to service members and their families. The Miami Dade Parks under their division “Eco Adventures” is conducting a fantastic program conducted which aims to educate the public about the plight of the sea turtles, knowing that our beaches are one of the largest nesting grounds for sea turtles every year, and the parks are actively engaged in protecting them. During this season, take a time to learn about their activities, the life of the turtles, the constant threats, and then come out to the beach and watch the hatchlings as they are released and quickly dash across the sand and into the ocean. The Sea Turtle Awareness program consists of a 45 min presentation with the opportunity to watch the hatchings Friday, Saturdays and Sundays from 8:30 pm to 10:00 pm.
