he visit of State Senator Rene Garcia and State Representative Eddie González, the approval in first discussion of the 2015 budget and the presence of neighbors from Doral Park expressing their concerns during Public Comments are a few of the highlights of the Regular Council Meeting and Special Council Meetings that took place on Wednesday September 10th

Funds for Storm water improvements provided by the State: State Senator Rene Garcia and State Representative Eddie Gonzalez presented the Council with a ceremonial check for the amount of $750,000 for Storm Water improvements. “We had a great session in Tallahassee,” explained García. “Fortunately we were able to accomplish something we have not been able for some time and we got these monies for the City of Doral, for Storm water improvements. Sometimes people don’t talk about infrastructure because goes in the ground, is not glamorous, but our governor has been a champion on infrastructure and we want to facilitate and keep the money flowing into our cities so we can continue having the people moving. It is an honor to be here.” Mayor Luigi Boria thanked the Senator for supporting Doral at Tallahassee to secure this money.” It is great to have you on our side for infrastructure. It brings quality of life to our people. I hope we can continue counting on you.”

Budget First Reading: The City Manager submitted the 2015 Budget for discussion on First Reading: “Great effort from the staff has taken place to ensure that this budget addresses not only the operational needs to continue providing excellent customer service to our residents, but to look forward and implement initiatives that will lead our City to serve as an example of excellence locally and internationally” The amount proposed is $55,213,079 and includes provisions for new facilities, park improvements, new vehicles and technologies, salary adjustments and reclassifications and several other items that contemplate issues suggested by the Council during the Budget workshops. The motion to approve the budget passed 4:1 because Councilwoman Rodriguez Aguilera did not agree with the increase on the labor allocation, given that the City has approved a resolution to authorize a

compensation and classification study by the company Evergreen that would generate a more accurate and balanced wage parity. Public Comments about Doral Park communities and the Palm Trees Residents of Doral Park homeowner associations took the opportunity of massively addressing the Council during Public comments to express their concern on the impact on their houses and quality of life of the Fish Tail Palm Trees that have been planted by the Trump National Golf Resort around the golf courses, and the modifications of the lakes, canals and landscaping that have been taking place in the property and affect the neighboring communities. Among the speakers were Ms. Adriana Nadal, Mr. David Yglesias and Mr. Morgan Levy. In particular, Mr. Levy provided the council with a list of questions about the procedure of granting plans and permits for the construction site on the Resort, and the Mayor instructed the City Manager to prepare the answers in writing to deliver them to Mr. Levy. It is expected that an agenda item to discuss this issue is included for the October Council Meeting, as it was requested by those residentes that addressed the council. Public Comments about street lights The young students Gisselle Fakhri and Flor Casañas addressed the Council to request better illumination on the streets near the paved walkways of the city to prevent accidents like the one that took away the life of a young student of Ronald W. Reagan Doral Senior High School. Recognition to employees with 5 and 10 years of Service The Human Resources department of the City recognized employees with 5 and 10 years of service to the City of Doral. The employees with 10 years of Service were Paul Madsen, Chief Electrical Inspector and Ingrid Balza, Chief Licensing Officer. Recognition to Ms. Hines from JIS-K8 Gwendolyn Hines, who served as principal of John I. Smith K-8 Center until this summer received recognition on behalf of the city in appreciation for her 13 years devoted to educate the children in our community.

Agreement with Evergreen Solutions for Compensation Study Resolution #14-350 granted Evergreen Solutions the analysis and development of a Compensation Study intended to provide the City of Doral with an updated classification of roles and suggest compensation modifications towards more balanced wage parity. Space Planning Presentation for Doral Government Center improvements Plans and choices to better use the space available at City Hall were reviewed and a workshop was set to September 24th in order to better determine the cost and effort and make an informed decision before taking any action of a group of improvements and movements planned to take place within the Government Center. Trolley Service on Sunday A discussion on the possibility of providing this service was delayed until budget is approved, but item is considered very important and an allocation within the budget has been included. No Texting and Driving Campaign and Month against Domestic Violence In 2011 many employees and Councilmembers signed the pledge against Texting and Driving. Councilwoman Rodriguez Aguilera proposed to reactivate that campaign and develop a resolution. Also, was approved the celebration of the Month Against Domestic Violence during the month of October. First and Second Readings The ordinance for Service Animals passed unanimously in First Reading, as well as Res 14-395 that modifies the procedure for creation, operation and appointment of members to the Advisory Boards. The last item on the agenda was the Second Reading for the Ordinance that creates the Homestead Exemption for Senior Citizens The meeting was very productive and for the first time in a long time was adjourned before 9:00 pm. “Wonderful meeting Today” congratulated Mayor Boria to all those that participated. Let’s hope this trend sticks and in the upcoming months the Council Meeting continue to be harmonic and balanced sessions, for the wellbeing of the all Doral citizens.

El Estado provee fondos para mejoras en infraestructura de alcantarillado El Senador Estatal Rene García y el Representante Eddie González entregaron al Concejo de Doral un cheque por el monto de $750,000 para mejoras en la infraestructura de alcantarillado. “Tuvimos una excelente sesión en Tallahassee” explico García. Afortunadamente pudimos lograr cosas que hacía mucho tiempo no se lograban y aseguramos traer para la Ciudad de Doral dinero para mejoras al alcantarillado. Muchas veces la gente no habla de la infraestructura porque es algo poco glamoroso, que va bajo la tierra, pero nuestro gobernador está pendiente del mantenimiento de las infraestructuras y eso nos facilita el proceso y permite que los recursos lleguen donde tienen que llegar. Es un honor estar aquí con ustedes el día de hoy.” El Alcalde Luigi Boria agradeció al Senador su apoyo en Tallahassee al asegurar estos fondos “Es excelente tenerlos a ustedes de nuestro lado para los fondos de infraestructura. Eso trae calidad de vida a la población. Espero poder seguir contando con su apoyo.”

Primera Discusión del Presupuesto: El Administrador Eddie Rojas sometió el presupuesto 2015 a primera discusión. “Representó un gran esfuerzo para los empleados asegurarse que este presupuesto cubre no solamente las necesidades operacionales sino que también garantiza un excelente servicio para nuestros residentes. Estamos entusiasmados en buscar e implementar iniciativas que hagan de nuestra Ciudad un ejemplo de excelencia local e internacional.” El monto propuesto es $55,213,079 e incluye provisiones para mejoras de parques, nuevos vehículos y tecnología, ajustes salariales y reclasificaciones para los empleados de la Ciudad y otros

aspectos importantes que surgieron como resultado de las reuniones de planificación presupuestaria entre el Concejo y la Administración. La moción para aprobar el presupuesto pasó con el voto en contra de la Concejal Rodriguez Aguilera, quien no estuvo de acuerdo con el incremento en la partida de labor propuesto, dado que la Ciudad acaba de aprobar una resolución para que la compañía Evergreen realice un estudio de equidad salarial que puede generar un estimado de costos mas preciso. Vecinos de las comunidades de Doral Park y las Palmeras de Trump Los residentes de las comunidades en el área de Doral Park aprovecharon el espacio de Comentarios Públicos para dirigirse a los Concejales y expresar su preocupación por el impacto que ha tenido en su calidad de vida la instalación de Palmeras bordeando los campos de golf del Trump National Gulf Resort y la modificación de los lagos, canales y paisajismo. Entre los vecinos que pidieron el derecho de palabra estuvieron Adriana Nadal, David Yglesias y Morgan Levy. El Sr. Levy entregó al Concejo una lista de preguntas sobre el proceso de otorgamiento de permisos para esas obras que estan en progreso y el Alcalde giró instrucciones a la Administrador para proporcionar respuestas por escrito al Sr. Levy. Se espera que haya un punto de agenda para discutir esta situación en la sesión municipal de Octubre. Este fue el requerimiento de los vecinos. Falta de iluminacion en calles y avenidas colindantes con el Turnpike Las estudiantes Gisselle Fakhri y Flor Casañas tomaron la palabra para solicitar a los Concejales acciones para colocar mejor iluminación en la Avenida 117 y otras calles cercanas al Turnpike donde se encuentran las vías peatonales, puesto que la falta de luz pone en peligro la vida de los peatones. Esperan que esa medida permita evitar accidentes fatales como el recientemente ocurrido donde perdió la vida un estudiante de la Secundaria Reagan. Reconocimiento a Ms. Hines, Directora de JIS-K8 Gwendolyn Hines, quien sirvió a la comunidad

como Directora de la escuela John I. Smith K-8 Center recibió un cálido agradecimiento de la Ciudad por sus 13 años de dedicación a la educación de los niños de Doral. Presentación de Planificación a mejoras en el Edificio del Ayuntamiento El 24 de Septiembre fue fijado el día para realizar un taller de análisis de los planos, diseños y alternativas para el uso óptimo del espacio disponible en el Edificio del Ayuntamiento de Doral. Esto permitirá la mejor determinación de costos y esfuerzo y tomar una decisión adecuada sobre los movimientos de oficinas y posibles remodelaciones dentro del Edificio Municipal. Campaña “No Textos al Manejar” y Mes de Concientización contra la Violencia Doméstica En 2011 empleados y Concejales de la Ciudad firmaron el compromiso de no enviar textos al manejar. La Concejal Rodríguez Aguilera propuso la reactivación de esta campaña y el desarrollo de una resolución al respecto. También fue aprobada la celebración del Mes de Concientización Contra la Violencia Domestica en el mes de Octubre Primera y Segunda Discusión de Ordenanzas La ordenanza de los Animales de Servicio fue aprobada por unanimidad en Primera Discusión, al igual que la Resolución 14-395 que modifica el procedimiento para la creación, operación y designación de miembros de los Comités de trabajo de la Ciudad El último punto de Agenda fue la Segunda Discusión de la Ordenanza que crea el descuento de impuesto para ciudadanos de la Tercera Edad, la cual fue aprobada por unanimidad. Esta fue una reunión muy concurrida y productiva. Por primera vez en mucho tiempo culminó antes de las 9 pm. “Esta fue una reunión excelente” expresó el Alcalde Boria antes del mazazo de cierre. Esperemos que en los meses venideros esta tendencia se mantenga y las Reuniones de Concejo sigan siendo sesiones armónicas y efectivas, para beneficio de todos los ciudadanos de Doral.

t least for a night, in January 18th, 2015 the City of Doral, Florida will become the Center of the Universe, when the Miss Universe® beauty pageant takes place in the United States, with Miami and Doral as hosting cities. However, the right to be on the world spotlight for a night does not come for free. To be awarded the honor of co-hosting the most prestigious beauty pageant in the world, the City of Doral approved entering an agreement with Miss Universe L.P., LLLP (the company that produces the event), committing to contribute a “Cash Fee” in the amount of Two Million Five Hundred Thousand Dollars ($2,500,000). That amount is, as Vice Mayor Fraga stated, roughly 5% of the City budget recently approved in First Discussion. The presentation given by Ms. Paula Shugart, President of the Miss Universe® Organization (MUO) and Mr. Shawn McClain, VP of Business Development and Marketing, last Friday September 12th, produced the desired results, when the motion to accept the agreement passed 3:1, being Fraga the dissenting vote. Fraga still committed to work with the rest of the Council towards the success of the event. The lack of infrastructure in Doral to hold the large crowd for the final show of the pageant, has made other municipalities of Miami Dade involved in the process. The MUO is still negotiating where the final competition would take place, between the Bank United Center in Coral Gables and a theater in Miami Beach.

How will the money be paid?

The approval of the event by the Council as a governing board was a requirement for the pageant to proceed. The original timeline for the disbursements required One million upon signing the agreement and the rest by November 30th. An amendment approved by the organization agreed to receive $500,000 due at signing, $1,000,000 by December 1st and $ 1,000,000 by February 1st, giving the City of Doral more time to obtain the funds needed for this initiative. a noche del 18 de Enero de 2015 la Ciudad de Doral en Florida se convertirá en el Centro del Universo, cuando el Concurso de Belleza más prestigioso, el Miss Universe®, tenga lugar nuevamente en suelo Americano, teniendo como anfitrionas las ciudades de Miami y Doral. Sin embargo, ser el centro de atención no se logra de gratis. El honor de ser coanfitrión del concurso se recibe luego de firmar un contrato con la compañía Miss Universe L.P., LLLP (la compañía que produce el evento) comprometiéndose al pago de un “Cash Fee” por Dos Millones, Quinientos Mil dólares ($2,500,000), un monto que, como bien señaló la Vice Alcalde Fraga, corresponde al 5 % de presupuesto que la ciudad acaba de aprobar en Primera Discusión. La Presidente de la Organización Miss Universo (MUO) Sra. Paula Shugart y el Vicepresidente de Mercadeo y Negocios, Sr. Shawn McClain, hicieron una exitosa presentación el pasado viernes 12 de Septiembre ante el Concejo, logrando que la resolución pasara 3:1, siendo Fraga el voto en contra; sin embargo ella se comprometió a trabajar en equipo con el Concejo para lograr exitosamente el objetivo de celebrar el concurso. Como Doral no tiene infraestructura física para realizar la Gala final del Concurso, la MUO está en negociaciones con otras municipalidades de Miami-Dade y otras instituciones para la realización del evento. Se evalúan como alternativas el Bank United Center en Coral Gables y un teatro en Miami Beach.

¿Cuándo y de dónde saldrá el dinero?

Para el otorgamiento de la sede del evento fue suficiente lograr la aprobación por parte del Concejo como ente gubernamental de la Ciudad solicitante. No era requisito que esta aprobación fuese unánime. El cronograma original de desembolsos propuesto establecía la entrega de Un Millón de dólares ($1,000,000) a la firma del acuerdo y el resto para el 30 de Noviembre. Una enmienda aprobada por la MUO acordó recibir $500,000 a la firma, $1,000,000 el 1º de Diciembre y el otro millón el 1º de Febrero (después del concurso). Esta opción más flexible, busca permitir a la Ciudad de Doral un plazo más largo para obtener los fondos necesarios para esta iniciativa, e inclinó la balanza a favor de la aprobación del acuerdo. ¿Por qué Fraga votó NO?

La Vice Alcalde Fraga tomó su decisión en base a las respuestas a tres preguntas específicas relacionadas con los beneficios potenciales del evento, el origen de los fondos a desembolsar y el plan de acción para obtenerlos o recuperarlos. Aun cuando ella piensa que la visibilidad que eventos de este tipo dan a las comunidades donde se realizan es muy valiosa, esto no fue suficiente para convencerla de que aprobar el compromiso de desembolso de $2,500,000 de los contribuyentes es oportuno para Doral En primer lugar, porque no hay variables cuantificables para evaluar el beneficio económico directo, dado que aun la Ciudad no ha definido sus metas de mercadeo. En segundo lugar y lo más importante, porque mientras se trata de obtener fondos de otras entidades, el desembolso tendrá que salir de las reservas de la Ciudad, puesto que el monto requerido no está considerado dentro del presupuesto 2015 recientemente aprobado en Primera Discusión. Las reservas económicas de la Ciudad de Doral están allí para respaldar inversiones y mejoras para beneficio ciudadano tales como parques, calles o seguridad, o para cubrir gastos en casos de emergencias tales como desastres naturales, inundaciones y otros problemas que puedan afectar a la comunidad. Gastar dinero de las reservas para financiar un proyecto de una organización con fines de lucro no es, a criterio de Fraga, lo que los contribuyentes esperan como el destino de inversión de ese dinero. Con respecto al plan de acción para buscar los fondos en otras entidades, el Abogado de la Ciudad explicó que la MOU apoyaría el proceso y que ya están en desarrollo los procedimientos para llevarlo a cabo. Fraga también justificó su decisión de votar en contra argumentando que a esta altura del año los empresarios en general ya han ejecutado su presupuesto de mercadeo y por lo tanto ella considera que no es el momento oportuno y favorable para solicitar fondos para patrocinio de un evento de esta magnitud.

El Alcalde Boria fue quien propuso el proyecto y lo apoyó desde el principio. La Concejal Ruiz explicó que parte de las reservas están supuestas a utilizarse para promover inversiones de infraestructura, personal o actividades para beneficio de la comunidad. Considera que el concurso es una actividad que vale la pena apoyar por su impacto positivo. Solicitó al Administrador que logre que todo su equipo de trabajo apoye la iniciativa. La Concejal Rodríguez fue el voto decisivo para la aprobación. Considera que el concurso es una gran oportunidad para dar visibilidad a Doral y que la comunidad no puede dejar pasar este chance nuevamente. Se sintió más confortable en su decisión cuando el Sr. Carlos Giménez, representante de la Organización Trump ofreció la nueva alternativa del plan de pagos y la posibilidad de obtener un crédito del 15% para compensar el monto desembolsado, de los fondos provenientes de otras organizaciones gubernamentales y entidades como el Miami Dade County, Visit Florida y Brand USA.

Para Rodríguez el evento será disfrutado por toda la comunidad, tendrá un impacto económico a todo nivel y dejará un recuerdo imborrable, un legado histórico para la Ciudad. Igualmente enfatizo a los productores del evento que todos los aspectos de la Ciudad de Doral deberán ser mostrados, no solamente enfocarse en las prestaciones que tiene el Resort donde las candidatas estarán alojadas. El próximo mes de Enero los residentes de Doral tendrán que ‘tener la casa lista’ para dar la bienvenida a la gran cantidad de visitantes que se esperan, de manera de sacar el mayor provecho de esta inversión que la mayoría de sus oficiales electos han considerado como la mejor opción para el destino de una porción del dinero del pueblo que representan. En una noche tan linda como la del 18 de Enero 2015, todos tendremos la oportunidad de brillar, aunque la gala final del concurso no se realice en Doral.

TRUMP Y SU INVERSION

Recordó Russo que, cuando este resort abrió sus puertas, era considerado el mejor del mundo, sin embargo se fue a la quiebra. “Ahora ha sido rescatado por la Organización Trump que, combinando la increíble locación de la propiedad en pleno corazón de Miami y la inversión destinada a mejorar las instalaciones, convertirá a Doral Resort & Spa en el mejor del país”.

hen the Military Affairs Board (MAB) of Miami Dade County was in the midst of the planning and coordination for the Golden Veterans Parade which honored our Vietnam veterans last November, we encountered limitations in the support many of the military branches could give us because of the budget constraints we know as Sequestration. This year, the MAB has its eyes on the Sequestration Update Report that the Congressional Budget Office has to present in August of each fiscal year through 2021, because of another element in our core mission, particularly the issues related to our BRAC Committee. The BRAC Committee is the one relating to the Base Realignment and Closure process. Its duties and responsibilities involve: (1) Working with other entities such as federal and state agencies, to represent Miami-Dade County’s interests by ensuring that local military bases remain open as part of the next BRAC round, potentially scheduled for 2015; (2) Maximizing any opportunities for Miami-Dade County that may be realized from any potential

realignment; (3) Minimizing any negative impacts to local communities; (4) Developing a comprehensive plan approved by the Military Affairs Board to be recommended to the Board of County Commissioners after evaluating infrastructure needs, land use needs, twenty first century mission of the Armed Forces and community support; (5) Working with military bases in South Florida in order to put together a vision for the future and a plan of relevance; and (6) Providing advice and recommendations approved by the Military Affairs Board to the Board of County Commissioners regarding any actions that it may take to further MiamiDade County’s interests with relation to any further BRAC round. In the last BRAC round, we were able to avoid closures of military bases in Florida, but Sequestration has definitely had an impact lowering most of their operational budgets. According to the CBO’s Sequestration report, adjustments to the caps on discretionary budget authority for 2014 have mainly increased in the defense cap to account for budget

authority provided for overseas contingency operations such as military activities in Afghanistan. The Defense Department’s need to trim its excess infrastructure is increasing in urgency as the military considers reducing its force structure. At the beginning of May this year, the House Armed Services Committee approved language that called for a comprehensive assessment of the need for additional base closures and realignments, which could provide the Pentagon a jump on a new BRAC round. The DOD projects a BRAC round in 2017 would cost $6 billion to carry out and yield about $2 billion annually in savings. It is not clear, though, when Congress will authorize a new round but the Military Affairs Board is getting ready to protect the interests of our military community and take advantage of any opportunities that may prove to be beneficial to our local communities. “PTA Mom” is a widely known concept in American culture, to define those women that get very involved on their children’s activities. In Doral, PTA Moms are professionals who take the leap of faith and devote their time and talent to volunteer at their children’s schools. Their motivations are diverse, ranging from an interest to understanding the public school system in the US, to being appointed to cover an open board position for being the only one attending an elections meeting. There are others that bring a long history of dedication to volunteering work in all levels of their children’s schools. But all of them have in common their love and passion for an activity they perform without expecting any type of compensation. All work performed on a PTA board is completely volunteer, without any compensation whatsoever. That makes it very special when a person decides to assume this responsibility full time, to serve and benefit a whole community. Although it might seem incredible, people with that generous vocation still exist, and devote their time voluntarily to ensure that no child in a public school lacks of resources to have a great education. However, there are parents that refuse to register as members because do not want to feel an obligation of performing volunteer work. It is very important to clarify that paying the membership dues for a PTSA does not force the member to donate any volunteer time to the organization, but the financial support, as little as it seems, goes a long way on helping the organizations succeed on projects and activities that enrich the educational experience of the children. September is traditionally the Membership Drive month for PTSAs. When you become a member at your child’s schools you become part of

the great family of parents interested on supporting quality education for all children in the country. The invitation is for the Doral community to go ahead and show their support to the public schools of the city by joining their PTSAs. Doral Family Journal met with the PTSA Presidents of each Public School in Doral, and invites the community to take action and support these organizations.

WHAT IS THE PTSA?

The Parent, Teacher and Students Associations (PTSAs) are a fundamental ingredient for the success of Public Schools in the US. Generally those schools with active PTSAs are more successful in academics, find more resources and become a source of pride for their communities, which cherish and protect their public schools. A local PTSA is chartered following the bylaws established by the National PTA and the State PTA. The National PTA, located in Washington DC, was founded in 1897 as the National Congress of Mothers; it is one of the most influential nonprofit organizations in the nation, devoted to advocacy for high educational standards and to defend the rights of the children in the US. The purpose of the PTA is “to make every child’s potential a reality by engaging and empowering families and communities to advocate for all children.” The fundamental values of the organization are collaboration, commitment, accountability, respect, integrity and inclusivity. It is a responsibility of all local charters to ensure the respect to the bylaws and the observance of those values. Joseph Gebara, President of the

Miami-Dade County Council PTSA praises the involvement and excellent results of all PTSAs in the Doral area “They are strong PTA particularly at the K-8 level, because at the high School level parents tend to step away a little. Explaining to the parents in Doral what the PTA job entails and what is expected from them can increase participation.” All local PTSAs in Doral are in total compliance with the current rules and regulations of the County, State and National organizations and are example of excellence and hard work. Board members of local PTSA are always on top of attending trainings offered by the County. The upcoming Money Matters training for treasurers will take place on October 11th.

People also think schools don’t allow people to volunteers or do not have the time or knowledge of how to get involved. She gets emotional when she says that working on the PTSA “is a labor of love towards your children and everyone else’s too. I would love that if I go back to work and can’t be at the school there would be a mom to give love and care to all the children the same way I do with all the kids.

I am very committed to my volunteer activity at the school.” It was a challenge for her not speaking English when getting involved in the school, but she overcame her fears and decided to participate anyway. At the end of the day, she has learned the language through her volunteer work and that is part of the many experiences she has had. Her biggest wish is to increase the membership participation “We have 1,700 students and only 300+ members last year. My dream is to achieve 100% participation.” Eugenia B. Thomas K-8 Center: Joanna Hernandez Joanna is Venezuelan. A mother of two boys, she works in Marketing. She started to work as a volunteer and is the President since 2012. She leads a team of 9 people and has achieved 1,450 members in the PTSA. Although she got a little intimidated

by the big commitment and responsibility, she took the challenge and has accomplished many projects and activities that allow parents to be present on their children’s school. “The message I always give to the parents is to get involved; for the children it is very important to see their parents participating on the school activities.”

Ronald W. Reagan Doral Senior High School: Zenaida Vilar Zenaida finishes this year her long journey of more than 12 years volunteering at her daughters’ schools. Her oldest one is already in college and her youngest graduates this year from RRDSH. She is from Venezuela and alongside her husband Enrique, she used to be involved on their children’s preschool before moving to the US. It was a natural transition that she also found a way to volunteer in all the schools the girls attended in Doral: EBT, Doral Middle and RRDSH. Her main focus this year is to establish a solid network of businesses that partner with the school to sponsor all activities that RRDSH PTSA support. “Activities in High School are very expensive. Many times they require traveling or registration for tournaments or competitions. The PTSA provides the support for the participation of teachers and students on these activities that enhance their

educational experience and bring prestige to the school.” “Many parents make the mistake of not getting involved in high school because they think the children are already grown up and don’t need them, when actually it is the time when a child needs their parents’ participation and support the most.” “I have a dream that all PTSAs of the Public Schools in Doral work as a team, because at the end all children will be together in the same High School. I wish children from kindergarten start wishing to grow up and attend Reagan and that all Marlins, Panthers and Falcons dream of becoming Bison one day. I really wish that they develop that pride for their local High School and that families take care of it and value their teachers and students. My wish is that all parents get involved and through the PTSAs we work together to provide all resources our schools might need” concluded Zenaida.

a “Madre del PTA” es un concepto muy arraigado en la cultura norteamericana, siendo sinónimo de las mujeres que se involucran en las actividades de sus hijos. En Doral, son mujeres profesionales y con experiencia laboral quienes deciden asumir el reto de dedicar parte de su escaso tiempo libre y poner a la orden sus talentos para colaborar de manera voluntaria. Las motivaciones han sido diversas. Algunas se han involucrado para tratar de comprender el sistema educativo en EEUU. Otras han llegado al puesto por curiosidad, por casualidad, por designación y otras traen una trayectoria de dedicación voluntaria en todos los niveles educativos de sus hijos. El factor común está en el amor desinteresado que ponen a realizar la actividad sin ninguna compensación a cambio. El trabajo de los PTA es una actividad completamente voluntaria, sin remuneración alguna. Y eso es lo que hace más meritorio el reconocimiento a quienes deciden asumir esta actividad de tiempo completo para servicio y beneficio de la comunidad entera. Muchos piensan que es increíble que todavía existan personas con esa vocación de generosidad desinteresada. Pero existen, dispuestas a regalar su tiempo para que a los hijos de todos no les falte nada en sus escuelas públicas, a pesar de los constantes recortes presupuestarios que sufren cada año. Hay padres que ni siquiera quieren inscribirse como miembros, porque no desean verse comprometidos a realizar trabajo voluntario. Es importante aclarar que el costo de la membresía proporciona el fondo de inicio para la operación anual de estas organizaciones y no obliga a dedicar horas de trabajo. El aporte económico de la comunidad es fundamental para el éxito de proyectos y actividades que anualmente desarrollan en las escuelas. Y aunque el involucramiento personal activo es muy necesario y bien recibido, nadie está obligado, al pagar y hacerse miembro, a trabajar en las

actividades de la organización. El mes de Septiembre inicia el periodo de afiliación a los PTSA a nivel nacional. Al inscribirse en la escuela de sus hijos, los padres pasan a formar parte de la gran familia nacional de padres interesados en apoyar la calidad educativa que reciben sus hijos en el sistema escolar. La invitación a la comunidad es a hacer su pequeño aporte al éxito de las escuelas de la ciudad inscribiéndose como miembro en la escuela de sus hijos. Doral Family Journal tuvo la oportunidad de conversar con las Presidentes de los PTSA de cada una de las escuelas públicas de la ciudad para invitar a la comunidad entera a involucrarse y apoyar estas organizaciones.

¿QUÉ ES EL PTSA?

Las Asociaciones de Padres, Estudiantes y Maestros (PTSA por sus siglas en inglés) son parte fundamental del éxito de las escuelas públicas de los EEUU. Las escuelas con organizaciones PTA activas son en la mayoría de sus casos exitosas académicamente, consiguen más recursos y terminan convirtiéndose en el orgullo y corazón de sus comunidades. Para poder funcionar, los PTA de las escuelas públicas se constituyen en un capítulo del PTA de cada estado y en consecuencia del PTA Nacional, con sede en Washington. Esta organización, fundada en 1897 como el Congreso Nacional de Madres, es una de las agrupaciones sin fines de lucro más influyentes de la nación y su trabajo principal es abogar por la alta calidad de la educación y los derechos de los niños en los EEUU. El propósito de los PTA es lograr que todos los niños alcancen su máximo potencial al involucrar, educar e incrementar las habilidades de las familias y comunidades para que trabajen por los derechos de sus niños y jóvenes. nuestros países la gente no tiende a colaborar en los colegios como lo hacemos aquí. Es difícil que la gente comprenda. La gente piensa que el gobierno está dando la educación entonces el gobierno tiene que dar todo y no se involucran porque creen que no pueden, no saben cómo o no tienen tiempo.” Dr. Rolando Espinosa K-8 Center: Mariana Lopez Mariana es Venezolana y es graduada en Educación. Tiene 2 hijos, uno en 8vo grado y uno en Kinder y se emociona al decir que el trabajo en el PTSA “Es amor y cariño para los hijos de uno y los de los demás. Me encantaría que si yo no pudiera estar dentro de la escuela hubiera una mamá que atendiera a mi hijo como yo atiendo a cada uno de los hijos que llegan a esa escuela. Lo que más me gusta es cuando los niñitos vienen a abrazarte, a agradecerte lo que haces. Es un trabajo muy lindo, estoy comprometida con el colegio.” Para ella fue un reto al principio el idioma, pero superó el miedo y se atrevió a participar sin hablar inglés. Ahora lo ha

aprendido en el proceso y es parte de las muchas experiencias que le ha dado este trabajo. Su mayor deseo es incrementar la cantidad de miembros inscritos: “Tenemos 1700 niños y el año pasado teníamos poco más de 300 miembros. Lo ideal sería que lográramos el 100% de participación.” Eugenia B. Thomas K-8 Center: Joanna Hernandez Joanna es venezolana. Tiene dos hijos y trabaja para una empresa de Estrategias de Mercadeo. Comenzó como voluntaria y desde el 2012 es Presidente de la organización. Su equipo es de 9 personas y han logrado tener 1450 miembros en el PTSA. Aunque le daba algo de temor por la gran responsabilidad, asumió la presidencia de la organización y lleva a cabo muchos proyectos que permiten a los padres de la comunidad educativa participar en la escuela de sus hijos y a la vez colaborar con fondos para cubrir las necesidades de la escuela, tales como las pizarras inteligentes en todas las aulas y

otros recursos educativos. “Siempre el mensaje que doy a los padres, es que se involucren en las actividades de sus hijos. Para ellos es importante y valioso el ver a sus padres involucrarse en las actividades del colegio.” Ronald W. Reagan Doral Senior High School: Zenaida Vilar Zenaida está culminando este año su trabajo de más de 12 años dedicada a apoyar la educación de sus dos hijas. La mayor ya está en la universidad y la pequeña se gradúa este año en RRDSH. Venezolana, desde su país participaba en la sociedad de padres del preescolar de sus hijas, por lo que fue una transición natural para ella y su esposo Enrique continuar colaborando activamente en todas las escuelas públicas: EBT, Doral Middle y luego RRDSH. Su principal objetivo este año es dejar una sólida base de empresas como patrocinadores (partners) de la escuela, para asegurar que en el futuro todas las actividades que el PTSA de RRDSH apoya financieramente continúen recibiendo fondos. “Las actividades en la

secundaria son muy caras. Implican viajes y competencias y nosotros tenemos que ayudar a los muchachos y los maestros para que puedan hacer todas esas actividades que fortalecen la experiencia escolar.” “Muchos padres cometen el gran error de no querer involucrarse en la secundaria porque piensan que los muchachos están grandes y pueden andar solos y es en esa época que más falta hace la participación de los padres” “Mi sueño es ver todas las escuelas públicas trabajando en equipo, coordinadas y unidas, porque al final todos van a llegar a la misma secundaria. Que los niños se preparen desde kínder, que los Marlins, los Panthers y los Falcons sueñen con ser Bison. Me emociono de pensar eso, que tengan ese orgullo y que las familias cuiden y valoren su escuela secundaria. Que los padres participen para que podamos a través de todos los PTSA trabajar para que a ninguna de las escuelas le falten los recursos” concluyó Zenaida.

La danza es una de las manifestaciones artísticas mas antiguas que permite expandir la comunicación a través del lenguaje corporal. JM Dance Center, es una compañía dirigida por Jenifer Munives, la cual ha logrado expandir su arte desde su estudio central localizado en Shelton Academy School. JM Dance Center cuenta con más de 50 escuelas en el sur de la Florida con la participación de estudiantes desde los tres años de edad. JM Dance ha hecho interactuar las diferentes modalidades de la danza creando un espacio cultural al alcance de nuestra comunidad. Incluyendo las variedades de Ballet, Belly Dance, Hip-hop, Lirico y Ballroom su programa sigue una disciplina que promueve el desarrollando físico, cultural, creativo y emocional de cada uno de sus participantes. rank Lam Jr. was one of the youngest members of the Class of 2014 at Ronald W. Reagan/Doral Senior High School; he just turned eighteen in the summer. His hard work and extraordinary achievements inside and outside the classroom made him part of the top 5% that graduated Summa Cum Laude. A nominee to the prestigious Miami Herald Silver Knight Award 2014 for his outstanding community service projects through the Interact Club and his involvement on the City of Doral Youth Advisory Board, Frank has always dreamed of being a businessman and entrepreneur, despite his mom’s efforts to make him interested on being a doctor, “when I was a kid she bought me all those play sets, and when I didn’t like it she accepted that. She always accepted my ideas and she knows that whatever I do if I put all my effort I will be successful.” “In college I want to pursue a BA in finance and marketing. I’ve always wanted to set my own company and I feel those majors will help me to develop that later on in my life. But immediately I would like to achieve my mayor in finance and then pursue an MBA and look for work in asset management.” The oldest of three children, Frank was born in Costa Rica and is very grateful for the opportunity he has had of living in the US with his family since the age of ten. His father is from Nicaragua and is his main role model. Along with his mother, they are Frank’s “number one supporters and inspiration.” He credits Mr. Rosales, his Economics teacher in RRDSH, for always pushing him to strive for the best results. ”He was a good teacher that pushed me. It wasn’t an easy class, but what he did was to make us earn good grades. He always told us we could earn what we wanted and put motivational quotes on every class so I always took his advice. He told us we could achieve anything if we truly believed we deserved it. I struggled the first half of the year but I was able to manage and get an A and I passed the Cambridge test. He helped me achieve excellence and showed me the meaning of hard work.” Community service involvement with Doral businesses through the Interact Club, allowed Frank to meet businesspeople in the city who inspire him to work hard and develop his dreams of becoming an entrepreneur at an early age, among them

“Charlie Melendez, Juan Casimiro and Vice Mayor Christi Fraga. They have been able to start up from a very young age and do what they wanted to do and not depend on anyone to be their boss. I see them as role models.” The fact that all his effort on the pursuit of academic excellence and service to the community has been appreciated by those who know him inspires Frank to give back to the community by setting an example for other young people to take action and work for the greater good in Doral.

INSPIRING YOUNG PEOPLE TO TAKE ACTION

Frank looks forward to becoming an American Citizen to be able to vote and voice his opinion on many issues, but in the meantime he is taking action to positively influence the community through service projects. His participation on the Interact Club in High School involved doing all sorts of activities beneficial to the community, from cleaning streets to writing letters to sick children. Beyond fulfilling the service hours required for graduation, Frank and his teammates took part of projects and events that were very important for those receiving their service. “There was a lot of community service that people did that was very meaningful. I remember doing the clothing drives, making hearts for sick children and getting feedback from them thanking for our effort. When you see that, you can truly appreciate the work you are doing.” None of those projects were easy work. “I stood up in the rain, we cleaned the streets, that was really humbling but it is more seeing what you are really doing and appreciating why you are doing it. And appreciating the work you did once it is done. Every single person can make a difference, and as little it could be, if every person makes a difference then one day we would achieve a perfect world.” T h ro u g h

those activities Frank helped students newly arrived to the US to find their strengths and match them with community service projects “That was part of why the Interact Club was created, to help people find projects to work. When you look and see what you like and what you are good at you can make a difference.” “It is all in the effort you put” Along with attending college, Frank plans to continue getting involved in community service projects through other organizations and also the Youth Advisory Board in the City of Doral, where he currently serves as Co-Chair. Among his plans are to establish a non-profit organization to connect business college students with struggling low income high school students to teach them business tips and techniques to help them “put the effort on what they can achieve and be able to move on from high school to college and then be able to work a white collar job. I feel like every businessman out there always knew from a young age they wanted to do have a business. But just knowing it is not enough, you have to work for it.” A main difference that he sees on entrepreneurs compared with employees lies on the “effort they put forth” but also on the value they put on their education and time. Frank concludes: “I believe that your drive leads up to what job or careers you will end up at, but it is all in the effort that you put in that says what you really are.” “Doral is a city that has a bright future ahead and I can see myself being one the prominent members of the community, being able to influence, have my family live here and being able to provide for them here. The city’s development is just starting and I am starting as well. Now that I just finished high school, I will explore choices and get into great things!”

ancer is a terrible disease that, although sometimes beatable, can strike a blow to anyone unfortunate enough to face it. It is especially difficult to see children struck by cancer. September is Childhood Cancer Awareness Month, designated to bring attention to the types of cancer that largely affect children. About 13,000 children under age 21 receive cancer diagnoses every year. About a quarter of them will not survive. Those who do will likely suffer with the disease for some time. While Social Security cannot help with the cure, we can offer financial support to children with cancer—or any other severe disability. If your child has cancer or another disabling condition, and if your family has low income and few resources, you may be able to get Supplemental Security Income, or SSI, for your child. If you are receiving retirement or disability benefits, your child may be eligible for Social Security disability insurance when he or she turns age 18 as a “Disabled Adult Child.” To receive SSI or disability insurance benefits, your child’s condition must be expected to last for at least 12 continuous months or result in death. For both Social Security and SSI, you will need to file an application for disability benefits. A good place to start is by visiting www.socialsecurity.gov/ disability and selecting the “Disability Starter Kit” under “Apply for Benefits.” There, you’ll find a “Child Disability Starter Kit” that includes a factsheet to answer your questions, a link to the “Child Disability Report” for you to complete, a checklist for your in-office interview with a Social Security representative, and a “Medical and School Worksheet.” A printable version of the “Child Starter Kit” is available. Although going through the disability decision process and obtaining disability benefits may not help your child get well, the financial support can alleviate some of the stress. Cómo le ayudamos si tiene un hijo incapacitado

l cáncer es una terrible enfermedad que, aunque a veces se puede vencer, le asesta un golpe muy duro a todo aquél que ataca. Es particularmente doloroso ver niños sufriendo de cáncer. El mes de septiembre es el Mes de Concienciación de Cáncer Infantil, señalado para diseminar información y crear conciencia sobre los tipos de cáncer que más atacan a los niños, como la leucemia y el cáncer del cerebro. Unos 13,000 niños son diagnosticados anualmente. Una cuarta parte de ellos no sobrevivirá; aquellos que logren sobrevivir, sufrirán la enfermedad durante un tiempo considerable. Aunque el Seguro Social no puede ayudar a encontrar la cura, podemos ayudar económicamente a los niños con cáncer—o cualquier otra enfermedad o incapacidad severa. Si su hijo tiene cáncer o alguna otra incapacidad, y su familia tiene ingresos bajos y pocos recursos, es posible que pueda tener derecho a recibir los beneficios de la Seguridad de Ingreso Suplementario (SSI, siglas en inglés). Si usted, como papá, ya recibe los beneficios de Seguro Social por jubilación o por incapacidad, es posible que su hijo tenga derecho a recibir los beneficios después de cumplir los 18 años de edad como «Hijo adulto incapacitado desde la niñez». De seguro que encontrará las respuestas a muchas de sus preguntas. El procesar la solicitud para recibir los beneficios tomará algún tiempo y es posible que no ayude a su hijo a mejorar, pero los beneficios monetarios que pueda recibir ciertamente le aliviarán en algo la carga económica y su ansiedad. Si tiene un hijo incapacitado, éste es el momento para comenzar el procedimiento de solicitud de los beneficios. Festival de Herencia Hispana en Doral Gracias al trabajo del Comité de Asuntos Culturales de Doral, el pasado 18 de septiembre se llevo a cabo la inauguración del Hispanic Heritage Doral 2014 o Festival de la Herencia Hispana en las instalaciones de la Alcaldía de Doral, con una majestuosa exhibición de obras de arte de un grupo de artistas plásticos de la ciudad en el que cada una de sus obras lograron plasmar la influencia de los hispanos en nuestro país.
