f you live or work in Doral, you have probably faced several problems related to parking. Perhaps you are often unable to find a parking spot; you find yourself tired of people not complying with parking regulations or of the chaos created around the most problematic areas. The reasons behind this are multiple, although most people agree that the difficulty to park is a natural consequence of the city growth, the overpopulation, and the public transportation system that many consider inefficient. But as our intention is not to focus on the downside of parking but rather create productive conversations around the topic, Doral Family Journal spoke with community members, city representatives and competent authorities to get a bigger picture of the situation and analyze how can we as residents work towards bettering parking.

LIMITED SPOTS, OVERPOPULATION AND DISRESPECTFUL BEHAVIOR

For many people, parking in Doral is quite a challenge. This is the situation of Doral resident, community activist, realtor, and health insurance consultant Isabel Martin, who claims the main problem regarding parking is that some businesses operate in places where there is not enough parking space. For Martin, this is especially clear in churches where oftentimes the amount of cars arriving exceed the capacity of the place. “People end up parking on the street and blocking main avenues,” says Martin. Erika Montero, a Doral resident for 8 years and owner of Soy Cyber Mujer and Doral Kids Ideas websites, has a similar opinion. “Many places have so little space that people start becoming creative and park anywhere,” states Montero. But how do residents think this problem can be solved? For Isabel Martin, a starting point is fining companies that violate parking regulations. “I think before granting a permit to, for example, a church, it should be calculated the impact of such church on the city considerating the possible number of parishioners and the land capacity,” adds Martin.

Erika Montero believes that the problem lies in the fact that the city is not accessible to a pedestrian crossing. “It is practically impossible to move without a car, and if everyone requires a car to move around, parking spaces get depleted,” says Montero. For her, increasing the number of spots allowed for parking in the most problematic areas could be a solution to this. According to communications, public relations and digital marketing specialist Lilia Pozos, who has been living in Doral for two years, the lack of parking spots lead many residents to not only park in prohibited areas but in zones that are further away from where they are going. “Some shopping centers collapse so much that it is necessary to park in front of another mall. If the parking lots were larger or other lands were enabled to park in that area, people would not have to move,” says Pozos. But for her, this is not the only problem as she believes the public transportation system makes the situation worse. “I know we have a trolley, but I think there should be other options to move by walking. In Brickell, for example, there are metro rail, buses, and scooters, so people don’t need a car all the time,” states Pozos. According to Isabel Martin, another problem that impacts parking is that sometimes more than one family lives in a residence. “Due to the high cost of rent, people make these arrangements and condominiums are not prepared to grant seats to so many people,” explains Martin. On the other hand, she is concerned by the amount of people parking in areas for disabled use. “I think the Police could review handicapped decals with more detail to make sure that those who own one really need it, because I know people who have obtained decals illegally,” states Martin.

THE CONVERSATION WITH THE CITY OF DORAL

Given the general discontent about parking in the city, City of Doral Public Works and Planning and Zoning departments answered some of the community’s concerns.

Regarding the little availability of parking spots, the Public Works department stated that the main drawback is that public parking has currently no time restriction, which happens for instance in the Downtown area. “We have no ordinances that restrict the use of onstreet parking, so people can park for as long as they want with no fees or penalties. We want to incentivate people to park for short periods of time so that there is more vehicle turnover,” explains Rita Carbonell, Public Works Transportation Manager. One way to enforce this is through parking meters. This measure is part of a study that the Public Works department is currently putting together with the purpose of improving parking that will be presented to the Mayor and the Doral Council in October. If approved, we would have parking meters in the Downtown area. In addition to this, there is also the problem of little availability of parking spots in shopping centers. In this regard, Rita Carbonell explains that many areas in the city that nowadays have parking problems were approved under the county’s jurisdiction when Doral had not yet been established as a city. “Those zones followed Miami-Dade criteria many years ago when the city was not fully built. As the city is being built, those implementations become too old

According to Javier González, director of Acting Planning and Zoning, the allocation of parking spaces made to each shopping center is based on square footage and land use. “The only way to approve the construction of more parking spaces is if more square feets are built in a certain place. We cannot control the success of a business, as it happens with restaurants, that attract a great number of visitors,” says González. However, the department maintains a list of uses for each shopping center in order to help the area have more balance with respect to parking. “Every time a new business wants to operate, we analyze whether its use would improve or worsen parking,” explains González. Regarding the parking problem in some churches, Acting Code Compliance Director, Edgard Estrada, says all businesses and places that come to the city must have an occupational license and a certificate of use before opening to the public. “When they are operating without these documents, the department sends a violation notification and opens a case that can involve paying a fine. But we don’t open cases just because parking becomes a difficulty ”, says the professional. According to the expert, the problem with churches is that many are built-in warehouse zones that are not enabled for that use. “A lot of them begin to operate without having the corresponding permits,” says Estrada. Given this scenario, what alternatives does the city propose? According to Rita Carbonell, the city recognizes that parking is a challenge in Doral, which is why she will recommend building public garages controlled by the city in the study she is preparing for the Mayor and the Doral Council. On the other hand, the department will also propose to implement an ordinance that bans parking in warehouses areas where public space is currently being invaded; and it is also thinking about granting parking decals in surrounding public areas to residents who lack space for parking inside their condominiums.

LAW ENFORCEMENT AND EDUCATION Doral Police confirmed that will be reinforcing parking laws more than ever. “We will write citations to those who park in areas for disabled people, in front of ‘no parking’ signs or that obstruct traffic for parking in non-permitted zones,” said Fatima Nuñez, Doral Police Patrol Captain. Regarding the practice of obtaining decals for handicapped illegally, the Police explained that they had not received complaints in this matter, but do constantly monitor that those who park in disabled areas have the corresponding permits. It should be noted that according to Nancy Gómez-Fernandez, Doral Police Captain in charge of support services for the department, each handicapped decal has a number that corresponds to the driver. This means that each decal is for personal and nontransferable use. We must remind residents that the most expensive fines related with parking are for parking in disabled areas without having a permit ($ 253 dollars), as well as in areas aimed for the mobility of disabled people that have diagonal white lines ($ 153 dollars).

i usted vive o trabaja en Doral, probablemente ha tenido que enfrentarse con varios problemas relacionados con el estacionamiento. Quizás con frecuencia no encuentra un espacio para ubicar su vehículo, está cansado de que muchos no cumplan con las normas establecidas o del caos que se genera alrededor de las zonas más problemáticas para estacionar. El ‘por qué’ de esta situación puede verse desde diferentes perspectivas, aunque la mayoría coinciden en que es una consecuencia natural del crecimiento de la ciudad, de que cada día cuenta con más habitantes y de un sistema de transporte público que muchos califican como poco eficiente. Pero como se trata de generar discusiones productivas y no quedarnos en la inconformidad, Doral Family Journal habló con miembros de la comunidad, representantes de la ciudad y autoridades competentes para aclarar el panorama y analizar cómo podemos contribuir a que el estacionamiento mejore en nuestra ciudad.

POCOS CUPOS, SOBREPOBLACIÓN Y MALA EDUCACIÓN

Para muchos, estacionar en Doral es todo un desafío. Este es el caso de Isabel Martin, residente de Doral, activista comunitaria, realtor y asesora de seguros en salud, quien considera que el principal problema es que hay negocios que operan en lugares donde no hay suficiente espacio para estacionar. Para Martin, esto se evidencia especialmente en las iglesias donde se acumula una cantidad de vehículos superior a la capacidad del lugar. “La gente termina estacionando en la calle y bloqueando avenidas principales”, denuncia. Una opinión similar tiene Érika Montero, residente de Doral desde hace 8 años y dueña de los portales web Soy Cyber Mujer y Doral Kids Ideas. “Muchos lugares cuentan con tan poco espacio que la gente se vuelve creativa y estaciona en donde sea”, comenta. ¿Y cuál podría ser la solución? Isabel Martin opina que se debería sancionar a las compañías que infringen las regulaciones de estacionamiento. “Creo que antes de otorgar un permiso a una iglesia, por

Por su parte, Érika Montero considera que el problema radica en que la ciudad es poco accesible para el paso peatonal. “Acá no puedes moverte sin vehículo y en la medida en que todo el mundo requiere de uno para desplazarse, se agotan los espacios de estacionamiento”, dice, quien añade que una solución a esto sería incrementar el número de áreas permitidas para parqueo en las zonas más problemáticas. De acuerdo con Lilia Pozos, habitante de Doral desde hace dos años y especialista en comunicación, relaciones públicas y marketing digital, la falta de lugares para estacionar hace que muchos residentes no solo estacionen en áreas prohibidas sino, incluso, en zonas alejadas de su destino. “Algunos centros comerciales se colapsan tanto que es necesario estacionar al frente en otro centro comercial. Si los estacionamientos fueran más grandes o se habilitara otro terreno para estacionar en esa zona, la gente no tendría que moverse”, comenta. Pero para ella el tema no acaba ahí, pues considera que el sistema de transporte público empeora la situación. “Sé que contamos con el trolley, pero pienso que debería haber otras opciones para desplazarse a pie. En Brickell, por ejemplo, hay metro rail, buses y scooters, por lo cual no se requiere el uso del automóvil para moverse”, comenta. De acuerdo con Isabel Martin, otro problema que

LA ALCALDÍA RESPONDE

Teniendo en cuenta las inconformidades de los residentes, los departamentos de obras públicas y planificación y zonificación de la Ciudad de Doral respondieron algunas de las inquietudes de la comunidad. Con respecto a la poca disponibilidad de cupos, el departamento de obras públicas comentó que el inconveniente principal es que el estacionamiento público actualmente no tiene restricción de tiempo, lo cual se evidencia en la zona del Downtown. “No tenemos ordenanzas que restrinjan el uso de los parqueaderos en la calle, por lo cual las personas pueden estacionarse por el tiempo que deseen y no pasa nada. Por eso, queremos incentivar a la gente a estacionar por periodos cortos para que haya más rotación de vehículos”, explica Rita Carbonell, gerente de transporte de obras públicas. Una forma de hacerlo es a través de parquímetros. Esta medida hace parte de un estudio que está realizando el departamento de obras públicas para mejorar el estacionamiento y que pondrá en conocimiento del Alcalde y el Consejo de Doral en octubre. De ser aprobada, contaríamos con parquímetros en la zona del Downtown. Además de lo anterior, también está la poca disponibilidad de cupos en centros comerciales. Al respecto, Rita Carbonell explica que muchas zonas de la ciudad que actualmente presentan problemas de estacionamiento fueron aprobadas bajo los

lineamientos del condado cuando Doral aún no se había constituido como ciudad. “Esas zonas siguieron el criterio de Miami-Dade hace muchos años cuando la realidad de la ciudad era otra, por lo cual muchas veces no son compatibles con el crecimiento que está experimentando en la actualidad”, explica. De acuerdo con Javier González, director de Acting Planning and Zoning, la asignación de cupos de estacionamiento que se hace a cada centro comercial está basada en la extensión del terreno en pies cuadrados y el uso de los locales. “La única forma en que se aprueba la construcción de más cupos de estacionamiento es si se construyen más pies cuadrados en un determinado lugar porque no podemos controlar que un negocio sea exitoso, como es el caso de los restaurantes, y atraiga un mayor número de visitantes”, aclara. Sin embargo, el departamento mantiene una lista de usos de cada centro comercial con el fin de ayudar a que la zona tenga más equilibrio con respecto al estacionamiento. “Cada vez que algún local nuevo quiere abrir, nosotros analizamos si el uso que está proponiendo mejoraría o empeoraría el estacionamiento”, asegura. Con respecto al problema de estacionamiento que tienen algunas iglesias, Edgar Estrada, director de cumplimiento de código, asegura que tanto este tipo

de establecimientos como cualquier otro que esté en la ciudad debe contar con una licencia ocupacional y un certificado de uso antes de abrir las puertas al público. “Si no tienen estos documentos, se les envía una notificación de violación y se abre un caso que puede terminar en una multa. Sin embargo, no se abren casos solo por el hecho de que el estacionamiento se convierta en una dificultad”, aclara el profesional. Lo que sucede con las iglesias, según el experto, es que muchas se construyen en zonas industriales que no están habilitadas para ese uso. “Estamos viendo que muchas comienzan a operar sin tener los permisos correspondientes”, dice. Pero, entonces, ante este panorama, ¿qué soluciones propone la ciudad? De acuerdo con Rita Carbonell, la ciudad reconoce que hay desafíos en el tema del estacionamiento, por lo cual dentro del estudio que está diseñando obras públicas se incluirá una recomendación sobre construir garajes públicos controlados por la ciudad. Por otro lado, se está tratando de implementar una ordenanza que permita prohibir el estacionamiento en áreas industriales donde actualmente se invade el espacio público y también se está contemplando otorgar etiquetas de estacionamiento a los residentes que no tienen dónde estacionar dentro de sus condominios en áreas públicas circundantes.

EDUCACIÓN Y ENFORZAMIENTO DE LA LEY La Policía de Doral confirmó que tiene planeado reforzar al máximo las leyes de estacionamiento. “Sancionaremos a quienes estacionen en áreas para discapacitados, en donde hay señales de ‘no parquear’ y a quienes obstruyan el tráfico por estacionar mal”, asegura Fátima Nuñez, capitana de la Policía de Doral encargada de patrullas. Con respecto a la práctica de obtener decals para ‘handicapped’ de forma ilegal, la policía explicó que no ha recibido denuncias al respecto, pero si monitorea constantemente que quienes estacionan en zonas para discapacitados tengan los permisos correspondientes. Por su parte, Nancy Gómez-Fernandez, capitana de la policía encargada de los servicios de apoyo para el departamento, aclara que cada decal de ‘handicapped’ tiene un número que debe corresponder a quien está manejando el vehículo, por lo cual esta etiqueta es de uso personal e intransferible. Hay que recordar que las multas más fuertes por estacionamiento recaen sobre quienes estacionan en zonas de discapacitados sin tener un permiso ($253 dólares), así como en zonas destinadas a la movilidad de personas discapacitadas que se reconocen por tener líneas blancas diagonales ($153 dólares).

Defending the health of our environment

Doral opposes the expansion of the MEDLEY LANDFILL

esidents, businesses, workers and City of Doral authorities are firmly opposed to the vertical expansion of the Medley landfill. Waste Management Inc. of Florida (WMIF), the company that manages the Medley landfill, located at 9350 NW 89th Avenue, to the North of Doral is requesting a modification to their permit. They are searching for a vertical expansion, from 265 feet NGVD to 340 NGVD. This expansion will carry with it the increase in the life of the landfill by 10 years, allowing it to be in operation until 2036, instead of 2026. Maggie Santos explains that the City of Doral is requesting to the Florida Department of Environmental Protection (FDEP) to deny this permit. “The City Council has approved to hire legal environmental experts that can advise the city, and the City Attorney has also presented a formal request that explains that this is a problem that affects the quality of life of the residents of Doral.” The request presented before the FDEP by the City of Doral’s attorney states, among other things, that inefficient and inadequate methods to manage solid waste are dangerous for the public health, cause air and water pollution, they constitute a waste of natural resources and have an adverse effect to the value of the land apart from creating public hazards. “The City of Doral is also requesting that the FDEP denies any future permit of expansion for this landfill, either vertical or any other type, until WMIF complies with the current rules regarding the prevention and management of the odors emanating from the landfill,” Santos added. At the same time, The City of Doral is requesting that WMIF immediately conducts a study to determine the specific source of the odors emanating from the landfill in order for them to be able to implement preventative strategies against contamination and to improve their management practices to protect human health and the environment. Examples on preventative strategies to avoid contamination and better management practices for this landfill include, among others, a mud wall or a similar method of containment or treatment

in between the landfill and the adjacent land and residential neighborhoods; better systems to collect gases; better monitoring programs for the core, perimeter and outskirts of the landfill; analysis of the potential risks for the health and the development of a communication program with the City of Doral, its residents and business owners. The City of Doral’s request is based on Florida Statues 403.707 which indicates that a solid waste management facility cannot be operated, maintained, constructed, expanded, modified or closed without an appropriate and currently valid permit issued by the FDEP and this facility should not be expected to create a threat to the environment or public health. The operation of the landfill affects negatively the City of Doral and its 64 thousand residents and businesses due to the harmful odors emanating from the landfill. These are exacerbated when it rains impacting the quality of the air. From January 2016 to August 1st, 2019, the City of Doral has received a total of 2542 complaints about the odor and the negative effects to the health that are directly related to the landfill. This expansion will not only exacerbate the harmful odors, but it will also increase the negative effects to the health because of the hydrogen sulfur and other chemical components and the increase in the greenhouse gas emissions, including methane that also have an impact in climate change. It is important to also take into consideration that this proposed expansion will be limiting outdoor

activities such as jogging, biking, team sports, hiking, strolling, taking the children to the park, maintaining your property, landscaping and grilling, all this in order to avoid being exposed to the unpleasant odor and unhealthy air. Economically speaking, the increase on those unhealthy odors will cause the value of the properties in Doral to decrease. This will negatively affect all the homeowners, and it will cause the income tax to the City of Doral to be impacted when local businesses start to leave our city for this reason. THE COMMUNITY’S VOICE The residential and workforce community of Doral do not seem to be very happy with this request either. For example, Ann Ryan, who lives in Doral and is a resident who is very concerned with the collective well-being, believes that this request to increase the Medley landfill is simply ridiculous. “I believe that what is necessary is that we get united to oppose this absurd request. This landfill does not comply with the proper regulations at the environmental level, they do not collect the liquids created by the garbage, they do not have an odor control and they are still working with technology to process garbage that is already obsolete. It is not fair that we have to coexist with this dump right in our residential area, and now they even want to expand.” Isis Alfonso does not live in Doral, but she has worked in our City for a long time and comes here on a daily basis. In her opinion the bad

odor intensifies especially when it rains, when the temperatures are higher than normal or when there is a lot of wind. This causes that the residents avoid outdoor activities as simple as walking their dog, for this reason she believes that the request for the increase in the height of the Medley landfill should not be approved. “Nevertheless, this request from the Medley landfill should also help us raise awareness and create conscience about the garbage problem. The truth is that the areas destined to the processing of waste grow every day because we generate more waste every day. It is fine that we get united against the expansion of this landfill but with this same energy we must come together in the generation of less waste. Recycle and reuse are actions that WE all must incorporate in our routine if we want a cleaner, healthier and Lorena Noguera less polluted city.” Lorena Noguera lives in Doral and also works here as a real estate agent and it is for this reason

that this subject concerns her. “With this expansion the odors will increase together with the damage to the environment and our health. This expansion would negatively affect the residential investments in Doral because it will scare possible buyers and it will cause losses to the current homeowners that would experiment a decrease in the value of their properties.” Humberto Fernandez is a merchant in Doral that states that he is totally opposed to this expansion. “I oppose the expansion and maintenance of this landfill because of the health risk that it represents. It generates bad odors, for this reason it is very unpleasant for the residents and customers of Doral businesses, and for example in case of hurricanes that are very common in Florida there is a possibility that the garbage gets scattered around the County, even in our beaches, as it happened in Fresh Kill Landfill in New York. I really do not see any positive side to the expansion of the landfill.” The younger generations also disapprove of this request. Geradinna Piccone and Ricardo Guercione both 19 years old and residents of the area close to the Medley landfill, disapprove of this request. “I do not agree with the expansion of the landfill because it is very close to a residential area and it will only

increase the bad odor and the environmental damage. This is awful for those that would like to live or visit the city or the plant, it produces gases that are harmful for the environment and it also generates the proliferation of Geradinna Piccone unpleasant animals.” Nataly Zambrano has lived in Doral for the past four years and she states that she is against the expansion of the landfill and therefore with the extension in the time for it to continue working. “I think that this request is outside of the context of the urban planning of the area and it increases the probability of health problems in our community.” In summary, if the FDEP grants the modification to the permit of the WMIF, the City of Doral will suffer an irreparable damage, it will be gravely affecting the emotional and physical health of its residents, workers and businesses, it will cause losses in the properties and services for those businesses that abandon the city and it will also cause losses in tax revenues.

anto residentes como comerciantes, trabajadores y autoridades de la ciudad Doral se oponen rotundamente a la expansión vertical solicitada por el vertedero sanitario de Medley, el cual impacta negativamente nuestra salud ambiental. La empresa Waste Management Inc. of Florida (WMIF, por sus siglas en inglés), que administra el vertedero sanitario ubicado en 9350 NW 89th Ave, en Medley, limitando al norte con la ciudad de Doral, está solicitando una modificación de su actual permiso para lograr su expansión vertical de 265 pies NGVD a 340 pies NGVD. Esto implicará también la ampliación de la vida útil del relleno sanitario en 10 años, permitiéndole operaciones hasta el 2036 en lugar del 2026. Explica Maggie Santos que la Ciudad de Doral está solicitando al Departamento de Protección Ambiental de la Florida (FDEP, por sus siglas en inglés) que este permiso sea negado. “El Concejo Municipal aprobó la contratación de expertos ambientales para que nos asesoren legalmente y ya el abogado de la Ciudad presentó una petición que explica que este es un problema de calidad de vida y afecta a todos los ciudadanos que residen en Doral”. La petición introducida ante el FDEP por el abogado de la Ciudad de Doral indica, entre otras cosas, los métodos ineficientes e inadecuados de gestión de residuos sólidos crean peligros para la salud pública, causan la contaminación del aire y los recursos hídricos, constituyen un desperdicio de recursos naturales, tienen un efecto adverso en la tierra valores y crean molestias públicas. “La Ciudad de Doral también está solicitando que el FDEP deniegue cualquier permiso futuro de expansión de este relleno sanitario, vertical o de otro tipo, hasta que WMIF entre en cumplimiento de las normas existentes con respecto a la prevención o el manejo de los olores que emanan del vertedero”, agrega Santos. Igualmente, la Ciudad de Doral requiere que WMIF realice inmediatamente un estudio para determinar la fuente específica de los olores que emanan de este vertedero para implementar estrategias de prevención de la contaminación y mejores prácticas de gestión para proteger la salud humana y el medio ambiente. chool year 2018-2019 was a very successful year for Doral schools, as the majority of them achieved an “A” grade, including Ronald W. Reagan/Doral Senior High School and Eugenia B. Thomas K-8 Center, which has been consistent on achieving the top marks every single year since its opening on school year 2001-2002. Those eighteen years of continuous success have in common the active parental involvement that distinguishes the EBT K-8 community, a trait that was instrumental for achieving this year’s Florida PTA Membership Award and the National PTA School of Excellence Certification 2019-2021, which was also obtained by Dr. Rolando Espinosa K8 center in 2018. To achieve those certifications, the EBT K-8 community surpassed the 1,000 members’ milestone and committed to adhere to the six standards of excellence for schools defined by the National PTA, which are: Welcoming All Families into the School Community; Communicating Effectively; Supporting Student Success; Speaking Up for Every Child; Sharing Power and Collaborating with Community.

The successful partnership between parents, teachers, students and community that exists at EBT K-8 has produced over the years brilliant students who have grown up to be top performers in high school, college and at work. Para cumplir con los estándares de excelencia requeridos para obtener la certificación, el EBT K-8 PTSA se enfocó en aumentar su membresía más allá de 1000 miembros y trabajó con el personal y la administración de la escuela para organizar eventos que requirieron la participación de los padres, y se alinearon con los estándares tales como : festivales, bailes, reuniones; participación en eventos locales como el Maratón de Miami y actividades de alcance comunitario a nivel distrital y nacional como el Día de llevar a su hijo al trabajo, el Día de las profesiones o Director por un día; y recaudaciones de fondos como fotos de vacaciones y personalidad, ventas de pizza, noches de restaurantes locales y días sin uniforme. Más allá de los fondos recaudados, lo que permitió a la escuela proporcionar más recursos para los estudiantes, como el programa Accelerated Readers, esas actividades crean un sentido de pertenencia entre los niños, los padres y la escuela que los hace esforzarse al máximo para continuar alcanzando el mejor nivel. National PTA to recognize the efforts made by PTAs and schools to “enrich the educational experience and well-being of the students”. As the “oldest and largest child advocacy association in America” the National PTA has more than 4 million members nationwide, committed to improve education, health and safety of all children in the nation, impacting their wellbeing by getting involved on issues beyond school. To comply with the excellence standards required to obtain the certification, the EBT K-8 Center PTSA focused on increasing their membership beyond 1000 members and worked with school staff and administration to organize events that required parental participation, and were aligned with the standards such as: holiday festivals, dances, pep rallies; participation at local events such as the Miami Marathon, and district and nationwide community outreach activities such as Take your child to Work day, Career Day or Principal for a Day; and fundraisers like Holiday and Personality pictures, pizza sales, local restaurant nights and jean days. Beyond any funds raised, which allowed the school to provide more resources for students, like the Accelerated Readers program, those activities create a sense of belonging between children, parents and the school that make them always put forth the maximum effort to continue reaching the best results. This year at EBT K-8 the effort was fruitful on recognitions by national organizations and by empowering students reaching top marks on the standardized tests.

Having children in preschool, high school, and college, I would like to answer one of the most popular questions in parents’ minds: How should I help my child work independently?

THE BASICS FOR PARENTS

Helping our children be successful in school is a long process, but everything starts by having responsibilities in the right context. Here are some points to review: The homework is not ours: The truth of the matter is that we parents love to be very involved with our children. Though being involved is important, our job lies in guiding our children-- not working for them. Sometimes parents forget this principle and end up doing their child’s job. Letting them do their homework, despite how well the final product turns out, teaches them responsibility and accountability. Homework is not a punishment: If we are positive about homework’s benefits, our kids will be too. The sooner they realize that homework is an opportunity to grow, the better we set the basis for a responsible adult. Homework is not a competition: Many parents fall in the trap of doing homework, projects, and boards just to “brag” about how good their kids are in school. Since the quality of work will always be grow throughout time, focusing on our child’s self-esteem early is the key for independence. We are role models: We need to control our emotions and expectations so we can guide our children to manage theirs. Despite of our own experiences, we shouldn’t transfer our fears to certain subjects (e.g. math is hard, or reading is boring). Our children are clear canvases; they will draw their own pictures, but they look up to us to do it best. We need to be their best role model. Every child is different: It is necessary to be conscious about accepting our children as they are. Comparing them to other kids, even to other siblings or family members, makes it difficult for them to accept themselves. Sometimes we compare our children to others, and put a burden over them to accelerate their growth without being ready because

of their maturity level. Every person learns differently: We all learn to use our senses in a different way. Some children are more visual, some use repetition, others use their hearing, etc. My oldest child learned best by listening. She learned her times tables by listening to a CD on our way to school. My second child, however, learned by seeing and repeating flashcards as a game. Observing our child’s best learning method is necessary-- even if it is a combination of different methods. Motivation, Motivation, Motivation: Why do we do things with love and passion? Because WE want to do them. There is something that drives us inside hard enough to want us to do the things we do. We need to find that in our kids. Keep them motivated to do their job. If we can do that by avoiding material things, that’s even better. Communication with the teacher and school: Knowing exactly what to expect is crucial. During the first two weeks of kindergarten, my oldest child got a note home from school for not completing the homework correctly. My daughter started in the middle of the school year and I hadn’t asked the teacher how the homework should be completed. Knowing the class rules and homework guidelines is a responsibility that parents must adhere.

IDEAS FOR YOUNGER KIDS

Little children are a joy to teach but certainly they also need the basics: Schedule: The majority of smaller kids need to follow a schedule to know what to expect and feel secure. Many traditional schools have a daily routine for them to learn, play, and eat. Each family has their own schedule, but it is beneficial to have a time and place set for homework each day which teaches organization and responsibility. Short periods of time: It is no secret that little kids have a short attention span. It is not reasonable to expect a kindergartner or first grader to be doing homework for two hours straight. Small breaks are important with the workload.

Organization: Even small kids can enjoy the benefits of organization. Having a neat place to work helps minimize distractions. Having the necessary utensils at hand--like paper of pencils--help to do just that. Although this is a good tip, be wary of overcrowding the homework area. Make sure the area is well-lit and comfortable for their age. Having a unique work area for each child is imperative to grow their personality as well. My daughters chose their furniture and decorations for their desks with their special touch. Motivation and creativity walk hand-in-hand. Let them do the work: I ALWAYS accompanied my first child throughout the entire homework time from kindergarten to third grade. I wanted to make sure her homework was “perfect.” That didn’t help her to be completely confident or independent. It took us a great deal of effort to make her feel confident enough to try to finish her homework without constantly asking for help. With our second child, we changed to a more effective approach: “try it, and if you need help call me”. She called us when she didn’t understand something, or show us her progress. We were always around for her to show us and still feel she was not alone. We learned that it didn’t matter if the math sheet was totally perfect, or if the handwriting was neat enough. At that stage of their life, it is more about confidence and setting the basics.

OLDER CHILDREN

As our kids moved through elementary school, we adjusted our schedules as more challenging homework emerged with extracurricular activities. At that age we encouraged organization, time management, and motivation with the tips below. Organization: Since our kids mastered organization, we focused on how to accomplish tasks and prioritization. While some teachers assigned homework starting the week and expected the work at the end of it, other teachers assigned homework daily. We spent a lot of time trying different methods because each one of them learned differently. • We kept agendas: Everything they needed to do

was written on an agenda and they checked each task completed. • One year we tried a “wall agenda”. Using post-its, my daughter wrote down her tasks and put away each post it until the “week” - wall was empty. That meant all homework was completed. • We also tried using two shelves on her desk for “incoming” and “outgoing”worksheets since she had a lot of homework to complete daily. • We added a white board in each space for them to write their homework for the day. Then, they would check off completed tasks. They could illustrate their To-Do’s, or write them down. The key part of this is fostering creative opportunities. We didn’t have electronics at that time, but now some of these ideas could be transformed using smart devices. • At first, we decided which assignment to start their homework session off. When they were ready, they chose for themselves. This option may vary with each child, though this was our formula as learning parents. Giving your child control of their homework allows them to formulate decisions from the start which expands independence further.

There were several years where we couldn’t do much because they were attending very academically challenging schools, and the amount of homework was enormous, but we tried to make it fun. We learned that some schools just assign more homework than needed, and that can be stressful for some kids. Choosing the right school is important for the wellbeing of our kids.

Time Management: Our focus after first grade was to teach them independence while being wise with

finished their homework, we tried to do something nice together: riding our bikes, playing dolls, walking the dog together, eating ice-cream, or going to the park for a little bit. It was always a good thing to expect to have some fun after finishing homework each day. Teaching our kids to work independently might be a stressful process but it will pay back in the long run. It is a time investment that will be beneficial for our children in their future. Every family is different and should explore what is best for them, but being willing to make adjustments when needed is key.

PUNTOS BÁSICOS PARA LOS PADRES

Ayudar a nuestros hijos a tener éxito en la escuela es un proceso largo, pero todo comienza teniendo responsabilidades en el contexto correcto. Aquí hay algunos puntos para revisar: La tarea no es nuestra: La verdad es que a los padres nos encanta estar muy involucrados con nuestros hijos. Aunque participar es importante, nuestro trabajo consiste en guiarlos, no en trabajar por ellos. A veces nos olvidamos de este principio y terminamos haciendo más de lo debido. Permitirles a los niños hacer su tarea, a pesar de lo bien que resulte el producto final, les enseña responsabilidad y responsabilidad. Cada niño es diferente: Es necesario ser consciente de aceptar a nuestros niños tal como son. Compararlos con otros, incluso con otros hermanos

o miembros de la familia, les dificulta aceptarse a sí mismos. A veces al compararlos ponemos una carga sobre ellos y queremos acelerar su crecimiento sin estar debidamente preparados para su nivel de madurez. Cada persona aprende de manera diferente: Todos aprendemos a usar nuestros sentidos de una manera diferente. Algunos niños son más visuales, algunos usan la repetición, otros usan su audición, etc. Mi hija mayor aprendió mejor escuchando. Aprendió sus tablas de multiplicando oyendo un CD de camino a la escuela. Sin embargo, mi segunda hija aprendió al ver y repetir tarjetas como un juego. Es necesario observar el mejor método de aprendizaje de nuestro hijo, incluso si se trata de una combinación de diferentes métodos. Motivación, Motivación, Motivación: ¿Por qué hacemos las cosas con amor y pasión? Porque queremos hacerlas. Hay algo que nos empuja desde adentro para querer hacer las cosas que hacemos. Necesitamos encontrar eso en nuestros hijos. Mantenerlos motivados para hacer su trabajo. Si podemos hacer eso evitando cosas materiales, aún mejor. IDEAS PARA NIÑOS PEQUEÑOS

Es un placer enseñar a los niños pequeños, y ellos ciertamente necesitan las bases: Horario: La mayoría de los niños deben seguir un horario para saber qué esperar y sentirse seguros. Muchas escuelas tradicionales tienen una rutina diaria para aprender, jugar y comer. Cada familia tiene su propio horario, pero es beneficioso tener una hora y un lugar establecidos para la tarea cada día que enseñe organización y responsabilidad. Períodos cortos de tiempo: No es secreto que los niños tienen un período de atención corto. No es razonable esperar que un niño de preescolar o primer grado haga la tarea durante dos horas seguidas. Los pequeños descansos son importantes con la carga de trabajo. Organización: Incluso los niños pequeños pueden

disfrutar de los beneficios de la organización. Tener un lugar limpio para trabajar y todos los materiales a la mano, ayuda a minimizar las distracciones... pero asegúrese de no saturar el área. Permítales hacer el trabajo: SIEMPRE acompañé a mi primera hija durante todo el tiempo de tarea desde prescolar hasta tercer grado. Quería asegurarme que su tarea estuviera “perfecta”, pero eso no la ayudó. Nos costó mucho esfuerzo hacerla sentir lo suficientemente segura como para intentar terminar su tarea independientemente, sin pedir ayuda constante. Con nuestra segunda hija, cambiamos a un enfoque más efectivo: “pruébalo, y si necesitas ayuda, llámanos”. Siempre estuvimos cerca para que ella nos viera y se sintiera acompañada. Aprendimos que no importaba si la hoja de matemáticas estaba totalmente perfecta, o si la letra era lo suficientemente clara. En esa etapa de su vida, se trata más de la confianza y establecer los conceptos básicos.

CONSEJOS PARA NIÑOS MAYORES

A medida que nuestros hijos avanzaban en la escuela primaria, ajustamos nuestros horarios a medida que surgían tareas más difíciles con actividades extracurriculares. Siempre fue bueno divertirnos un poco después de terminar la tarea todos los días. Al final de la semana la pared estaba vacía y eso significaba había terminado. • También intentamos usar dos estantes en su escritorio para hojas de trabajo “entrantes” y “salientes”, ya que tenía mucha tarea que completar a diario. • Agregamos una pizarra en cada espacio para escribir la lista de tareas diarias e iban marcando las que completaban. Podían ilustrar sus tareas pendientes o escribirlas. La parte clave de esto es fomentar la creatividad. No teníamos medios electrónicos en ese momento, pero estas ideas podrían simplificarse usando dispositivos inteligentes actuales. • Al principio, nosotros le indicábamos con qué tarea comenzar cada día. Con el tiempo, ellas estuvieron listas para elegir y probar cual querían hacer primero dependiendo de nivel de dificultad, tiempo para terminar, etc. Darle a su hijo el control de su tarea le permite aprender a tomar decisiones y ser más independiente. Gestión del tiempo: Nuestro enfoque después del primer grado fue enseñarles independencia y manejo del tiempo. Aunque al principio tuvimos dificultades en este aspecto, finalmente aplicamos las ideas correctas y mejoraron: • Aprendimos que comenzar con la tarea más difícil era lo mejor. Al estar menos cansadas, terminaban más rápido. • Completar la tarea se volvió divertido con el uso de relojes de alarma en forma de animales para medir el tiempo de cada tarea. Siempre fue cómico verlas apresurarse para “ganarle” al reloj en el último minuto. Esa fue una técnica eficaz que les permitió tener más tiempo para otras actividades. • Siempre quisimos que tuvieran tiempo para jugar y tiempo en familia. Hubo varios años en los que no pudimos hacer mucho porque asistían a escuelas muy exigentes académicamente con gran cantidad de tareas, pero tratamos de hacerlo divertido. Aprendimos que la cantidad de tareas puede ser estresante para algunos niños. Por eso, elegir la escuela adecuada es importante para el bienestar de nuestros hijos.

ll Miami-Dade County elementary school students from kindergarten through fifth grade are invited to participate in the Annual Every Drop Counts Children’s Poster Contest. One winning entry will be selected from each of the 13 Miami-Dade County Commission Districts. Each participant will receive a free t-shirt and a chance to win other great prizes and recognized by the Board of County Commissioners. The top posters will be awarded prizes and their works will be displayed in the Stephen P. Clark Center lobby. The due date for the 12th Annual Every Drop Counts Children’s Poster Contest is Friday, February 7, 2020. The theme is “Do the Earth a Favor, be a Water Saver!” The ‘Every Drop Counts’ Poster Contest allows elementary school children to showcase their creative talents by conveying the importance of water conservation. The contest is part of Miami-Dade County’s Water-Use Efficiency Plan’s public outreach program which features D-Rop, the Miami-Dade water conservation mascot. The outreach program builds on the County’s historical involvement with the communities it serves and focuses on two types of activities: information and involvement. The Water-Use Efficiency Section has determined a need to better educate the youth of Miami-Dade County by 1) instilling an appreciation of water; 2) the importance of protecting this natural resource and 3) provide information on water use efficiency from Miami-Dade Water and Sewer Department and State and Federal conservation initiatives. As a result, the program has developed an innovative student and art project to encourage local students to use their creative talents to promote water conservation. FROST FIU DESIGN LAB, ENGINEERING LAB AND EXHIBIT: From August 26th until August 30th from 10:00 am to 4:00 pm at Philips and Patricia Frost Museum of Science. Part exhibition, part laboratory, this Frost Science event will teach participants about all the challenges engineers face while putting their critical thinking skills to the test in a laboratory setting. The first part of the exhibition, there are vintage versions of everyday objects which allow attendees to discover how they helped society solve challenges it’s faced in the past. Visitors will also have the opportunity to participate in hands-on activities and learn about the engineering design process first-hand. The Coast Guard Is SEMPER PARATUS By Jose “Pepe” Diaz Miami-Dade County Commissioner, District 12, Miami-Dade County Military Liaison and Chairman of the Military Affairs Board

Did you know that Miami-Dade County is home to the largest and most active U.S. Coast Guard command? The Coast Guard Seventh District, which is based in Brickell, encompasses a 1.8- million-squaremile area of the Southeastern United States and the Caribbean Basin – including South Carolina, Georgia, Florida, Puerto Rico and the U.S. Virgin Islands, and it shares operational borders with 34 foreign nations and territories. The Seventh District has been described as the most operationally intense and diverse district in the service, fiercely defending our shores against daily drug smuggling operations, protecting our precious marine environment and seaboard and conducting rescue efforts over a large area, including after hurricanes. The Coast Guard was founded in 1790 as the United States Revenue Cutter Service under the Department of Treasury, with the mission of enforcing and collecting tariffs from sea vessels. In 1941, Congress passed the Auxiliary and Reserve Act, which created the Coast Guard Auxiliary as the civilian section of the Coast Guard.

Today, the Coast Guard is tasked with coastal defense, maritime law enforcement, aquatic environmental protection, ice-breaking commercial shipping lanes in the North Pole and search and rescue operations. Meanwhile, the Coast Guard Auxiliary offers a number of services including boating safety classes. As the Military Liaison for Miami-Dade County and the Chairman of the County’s Military Affairs Board, I have had the honor and privilege to witness firsthand the incredible work of the men and women of the Coast Guard Seventh District under their commander Rear Admiral Eric C. Jones, whose personal awards include four Legions of Merit, four Meritorious Service Medals, four Coast Guard Commendation Medals, the Coast Guard Achievement Medal, the Commandant’s Letter of Commendation Ribbon, and various service and unit awards. Coasties all across this great nation, and particularly here in the Seventh District, for putting duty before self and living up to the Coast Guard motto “Semper Paratus” – Always Ready. Regardless of background, we cover retirees, wounded warriors, chronically ill children, and people who have lost loved ones.
