total of $51,750,000 were approved by the Miami Dade Transportation Planning Organization (TPO) to be used in the widening of NW 25th Street, in Doral, from NW 117th Avenue to NW 87th Avenue. This was informed by the TPO Communications Department, explaining that it was decided to amend the Transportation Improvement Program (TIP) for the Fiscal Year 2019 after a proposal from José, “Pepe” Díaz, Commissioner for District 12 and who is a member of the TPO Governing Board. Commissioner “Pepe” Díaz considers that NW 25th Street has intense traffic, especially during rush hours and therefore this widening project will bring big benefits to the drivers of Doral and in general, to all those that use this high impact street to commute in Miami Dade County. n total de 51 millones 750 mil dólares ($51,750,000) fueron aprobados por la Organización de Planificación de Transporte del Condado de Miami-Dade (TPO, por sus siglas en inglés) para un proyecto de ampliación a lo largo de la calle 25 calle de Doral desde la 117 avenida hasta la 87 avenida. Así lo informó el departamento de comunicaciones del TPO, al explicar que se decidió realizar una enmienda al Programa de Mejora del Transporte (TIP, por sus siglas en inglés) del Año Fiscal 2019, propuesta por el comisionado del Distrito 12, José “Pepe” Díaz, quien forma parte de la directiva del TPO. El comisionado “Pepe” Díaz considera que la 25 calle tiene un tráfico muy intenso, especialmente durante las horas pico, por lo que este proyecto de ampliación de caminos será de gran beneficio
para los conductores de Doral y en general, para los transeúntes de esta carretera de alto impacto para la vialidad de todo el condado de Miami-Dade. Este proyecto, identificado como #000910, aumentará la capacidad de la 25 calle y mejorará los tiempos de viaje al ampliar esta carretera de cinco a siete carriles. Será financiado en su totalidad por el Departamento de Transportes y Obras Públicas (DTPW, por sus siglas en inglés) y se espera que se complete en el año 2024. Ya anteriormente se han analizado alternativas para disminuir la congestión vehicular en la 25 calle de Doral. Recordemos que, en el 2016, el TPO realizó un estudio de carriles reversibles a lo largo del corredor de la calle 25 entre las avenidas 117 y 87 y en la 36/41 calle desde la Florida Turnpike
hasta la Palmetto (SR826). Este estudio se culminó en el 2018, sin embargo, determinó que la puesta en práctica de los canales reversibles, en realidad, aumentaría los tiempos de viaje en las direcciones hacia el oeste y hacia el este. En las horas pico de las mañanas hacía el oeste el incremento de tiempo en la vía era de 12 minutos y en las horas pico de las tardes el aumento fue aun más significativo al incrementarse en 32 minutos. El alcalde de la ciudad de Doral, Juan Carlos Bermúdez, quien forma parte de la junta directiva del TPO, explicó que, tras determinar que la opción de los canales reversibles no sería una solución, se decidió ampliar la calle 25, ya que esto no restringe el acceso a las propiedades residenciales ni a los comercios adyacentes y aumenta la capacidad

There have been other alternatives in the past that have been analyzed in order to reduce the traffic congestion along NW 25th Street. We should remember that in 2016, the TPO conducted a study regarding the possibility of having reversible lanes along NW 25th Street from NW 117th Avenue and NW 87th Avenue and along NW 36th/41st from the Florida Turnpike all the way until Palmetto (SR 826). This study was finalized in 2018, but it was determined that if implemented, it would, in fact, increase the commuting times in both directions East and West. During morning rush hours, the Westbound commute was 12 minutes and in the evening rush hours, the increase was even more dramatic to 32 minutes. Juan Carlos Bermudez, Mayor of Doral and a member of the Governing Board of the TPO, explained after it was determined the reversible lanes option was not feasible, that it was decided to widen 25th Street. Given that this enlargement does not restrict the access to residential properties or adjacent businesses, it increases the vehicular capacity through additional lanes. “Two years ago, I committed to getting a seat for the City of Doral in the TPO, because I knew that it was a crucial step in the ability to significantly improve the transportation policies that affect our city,” stated Mayor Bermudez and added that the approval of this project reaffirms the importance to work with the members of the Governance Board to find solutions that help alleviate the traffic issues in Doral and South Florida in general. Bermudez also mentioned two additional road projects; the extension of NW 82nd Avenue between NW 27th and NW 33rd Streets and the widening of NW 102nd Avenue between NW 66th and NW 74th Streets, both of which will improve the traffic within Doral. It is estimated that these two projects will be finalized by next year. “In Doral, we have many closed communities that interrupt the free flow of traffic, and the widening of both NW 82nd and NW 102nd Avenues are going to help us colossally in our internal traffic issues, especially during weekdays and in rush hours,” commented the City Mayor. For Doral, the widening of these three streets means not only an improvement on traffic flow and less traffic congestion but also a boost to the economic development of the city as it eases the access to existing businesses and at the same time, stimulates the creation of new projects because there are more road options.

Para el Doral, la ampliación de estas tres vías significa no sólo una mejora del desplazamiento vehicular y descongestión del tráfico, sino también un impulso al desarrollo económico, al facilitar el acceso a los comercios y negocios ya existentes, así como al estimular la creación de nuevos proyectos al tener más opciones de tránsito.

ONLINE VIRAL CHALLENGES: The new challenge for parents

n this time of viral contents and overload of information, it seems almost impossible to protect children and adolescents from the dangers to which they are exposed on the Internet. The viral challenges have become a global trend. Unfortunately, marketing strategies to gain more followers boost their strength in social networks. Both children and young people are totally attracted to these challenges that engage their attention, especially in social media, and although some of them can seem like fun, or even have a well-meant purpose, others are sinister, absurd, and even dangerous to the point of causing serious injuries and/or permanent damage, such as the cinnamon challenge, the ice bucket challenge, the condom challenge, the Tide detergent challenge, the choking game, the salt and ice challenge and the blue whale challenge, among others.

Recently, this topic was brought back during the last weeks when the media spread widely the story of a doll, with a macabre aspect, that was showing up in YouTube children’s videos with a dark message. It was then when the mass hysteria began. Parents, caregivers, and educators from all around the world turned their eyes to social media to discuss this phenomenon called Momo Challenge, whose main character invited his viewers to hurt themselves or others. Like all phenomena, many things have been said about Momo. Some people claim that this challenge is fake, others that it is an urban legend created by a web page, while others have been able to see it on their children’s computers or tablets. Even YouTube and Google talked about this stating that they had not seen evidence of Momo on their platforms. Today, after the topic has cooled off a bit to
make space for other viral contents, many people are wondering how to really be protected from these challenges that appear every so often and, apparently, will continue to do so, and how to address them at home. There are many lessons that these viral challenges can teach us, and these are some of them:
FIRST LESSON: CHILDREN USE SCREENS WITHOUT RULES OR ADULT SUPERVISION
According to Érika Ángulo, infant mental health therapist and parenting specialist, children under the age of five do not usually know how to differentiate fantasy from reality due to the developmental stage in which they find themselves in, which is why they sense as real everything they watch on the Internet. “Before 18 months of age, children cannot be exposed to screens on a recommendation of the American Academy of Pediatrics. After this stage, they are not prepared to elaborate, assume and process the information they receive on the Internet without an adult that helps them understand what they see,” says Érika. When minors are not close to an adult on screen time, in addition to the physical risk they are exposed to depending on the challenge, they may feel afraid for a determined amount of time depending on each child’s personality, have difficulty separating from their parents or feel insecure about their surroundings. For this reason, according to the specialist, in the fear that Momo brought, it is a good thing that is allowing us to talk about the risks and uses of the Internet in children. “A child of 4 or 5 years old should not use the Internet alone in the same way that he or she would not be at the park without being watched at a certain distance,” she says. Evelyn Castillo-Fundora, a licensed psychologist and founder of My School Psychologist Inc, has a similar opinion. She thinks that electronic devices should not be used as ‘nannies’ in moments when parents cannot be close to their children. “At home, little ones should use screens in places where other family members are present. If, for example, we have to cook dinner, we can ask them to sit in a chair next to us to watch their favorite shows or involve them in the cooking process,” says
the psychologist. Being engaged with children while they watch digital content allows parents to respond promptly if anything happens. If that is the case, an appropriate way to approach them is by inquiring about how they felt with the inappropriate content they saw, and validate those feelings so they can process them correctly. On the other hand, it is also essential to establish a plan of how many hours a day will the Internet be used, where, and in what places or with whom will not be allowed. “Establishing rules is a way to take better care of our children, and prevent them from not doing other activities necessary for their development, such as going to the park,” she says.
SECOND LESSON: THERE IS NOT ENOUGH COMMUNICATION OR AUTONOMY ENCOURAGEMENT AT HOMES.
Although children and adolescents have always been exposed to external dangers, nowadays it seems that social phenomena have a more significant influence on them. This is due, in large part, to the fact that minors have access to digital environments comfortably and frequently, but also due to a lack of communication between parents and children. “We need to talk more with them, as well as develop their autonomy. We can do this by letting them make small decisions in each interaction we have with them and sending them the message that their voice is worthy of being heard,” says Érika Ángulo. When this is done regularly at home, children grow up with more emotional stability, and healthy self-esteem, which leads them to make appropriate decisions in each challenge presented to them. “Listening to them actively and avoiding having a ‘police’ kind of attitude is vital to develop autonomy that translates into equipping the child to make good decisions when parents are not around,” states Érika. According to Evelyn Castillo, if adults talk to their children from a young age, it will be easier to protect them when they are between 11 and 13 years old, a stage in which, according to her, they usually begin to follow these types of trends, because they are still defining their identity and want to be accepted.

“If the lines of communication are kept open, it will be more likely that the child will go to his or her parents when challenges such as Momo arise,” says the specialist. However, if the child does not do it in the face of a challenge as viral as Momo, the experts recommend, first of all, to inquire about how much the child actually knows about the social media challenge. “Parents can ask if he or she has heard something about what is happening on the Internet, and based on the response open a constructive dialogue actively listening to the child to later offer some guidance regarding the proper use of the Internet,” says Érika Ángulo. For Evelyn Castillo, it will always be better if the parents themselves start the conversation first instead of waiting for the kids to do so after hearing about it from their friends. “If mom is talking about it, it will probably lose interest for them,” she explains. In that conversation, it is essential for adults to avoid judging so that the child has the confidence to speak freely. It is also crucial to ask questions to help the minor discover what could happen if he or she attempts to join the challenge. In addition to this, Evelyn advises not to restrict social media entirely, taking into consideration that
today is straightforward to be online. Rather than that, she encourages caregivers to send a friend request to their child’s social media accounts with the purpose of watching their behavior in them.
THIRD LESSON: WE SPREAD THE MESSAGE ABOUT THESE CHALLENGES IN THE WRONG WAY.
According to experts, sharing the news, we receive
about the risks of these challenges through social media serves to raise awareness, warn parents about the problem and remind us how to use the Internet appropriately. However, when doing so, it is important to not share the information only out of fear, because this helps to increase this sentiment rather than bringing awareness. “If as parents we show fear, we are passing that on to our children and fighting other adults, which only makes the problem worse,” says Evelyn Castillo. On the other hand, according to the expert, viral contents tend to be popular among children and adolescents, and even result interesting for those who did not know anything about it. “When as parents we watch a television show in front of our children and ask them to close their eyes during a scene, we are only making them more curious about it. It happens the same with these challenges. Children can even attempt to join them behind our back,” explains Evelyn. For this reason, it is better to share this with children aiming at starting a dialogue, and if sharing with other parents, trying to motivate them to have a discussion at home in which children and adults together find a solution to this problem.

n esta época de contenidos virales y saturación de información pareciera casi imposible poder proteger a niños y adolescentes de los peligros a los que están expuestos en Internet. Los retos virales o ‘challenges’ se han convertido en una tendencia mundial. Lamentablemente, las estrategias de mercadeo para ganar más seguidores impulsan su fuerza en las redes sociales. Tanto los mas pequeños como los jóvenes se sienten totalmente atraídos por estos retos que llaman la atención, especialmente en las redes sociales, y aunque algunos pueden ser divertidos o, incluso, tener un propósito social, también hay otros que pueden ser macabros, absurdos y peligrosos; tanto que pueden ocasionar graves lesiones y/o daños permanentes, tales como el reto de la canela, el ‘Ice Bucket Challenge’, el ‘Condom Challenge’, el reto de la cápsula de detergente Tide, el juego de la asfixia, el reto de la sal y el hielo y el reto de la ballena azul, entre otros.

Recientemente, este tema volvió a ponerse sobre la mesa en las últimas semanas cuando se difundió masivamente la noticia de que una muñeca, de aspecto macabro, estaba apareciendo en videos infantiles de YouTube con un mensaje siniestro. La histeria colectiva no se hizo esperar. Padres, cuidadores y educadores de todo el mundo voltearon sus ojos hacia las redes sociales para discutir sobre este fenómeno denominado ‘Momo Challenge’, cuya protagonista invitaba a sus espectadores a atentar contra sí mismos o los demás. Como todo fenómeno, se han dicho muchas cosas sobre Momo. Algunos aseguran que tal reto es falso, otros que se trata de una leyenda urbana creada por una página web, mientras otros han podido verlo en el computador o la tableta de sus hijos. Incluso, YouTube
y Google se pronunicaron sobre el tema afirmando que no habían visto pruebas de él en sus plataformas. Hoy, después de que el tema se ha enfriado un poco para dar paso a otros contenidos virales, muchos se preguntan cómo protegerse realmente de este tipo de retos que aparecen cada cierto tiempo y, al parecer seguirán haciéndolo, y cómo abordarlos en los hogares para proteger a los menores. Son muchas las lecciones que nos dejan estos fenómenos virales y estas son algunas de ellas:
PRIMERA LECCIÓN: LOS NIÑOS USAN PANTALLAS SIN REGLAS O SUPERVISIÓN DE LOS ADULTOS
De acuerdo con Érika Ángulo, terapeuta en salud mental infantil y especialista en crianza, los niños menores de 5 años por lo general no saben diferenciar la fantasía de la realidad debido a la etapa madurativa en la que se encuentran. Esto hace que identifiquen como reales los retos que ven en Internet. “Antes de los 18 meses no pueden estar expuestos a pantallas por recomendación de la Academia Americana de Pediatría. Superada esta etapa, no están preparados para elaborar, asumir y procesar la información que reciben en Internet sin la compañía de un adulto que les ayude a interpretar lo que ven”, asegura. Cuando los menores no son acompañados por un adulto, además del riesgo físico que corren dependiendo del reto, pueden llegar a sentir miedo por un tiempo variado de acuerdo al temperamento de cada niño, tener dificultades para separarse de sus padres o sembrar en ellos pensamientos de inseguridad acerca de lo que ocurre a su alrededor. Por esta razón, según la especialista, en medio del miedo que trajo Momo se puede rescatar que nos está permitiendo hablar de los riesgos y usos de Internet en los niños. “Un niño de 4 o 5 años no debería usar el Internet solo de la misma manera que a esa edad no pueden estar en el parque sin ser supervisados a cierta distancia”, afirma. Evelyn Castillo-Fundora, sicóloga licenciada y fundadora de My School Psychologist Inc, tiene una opinión similar, pues considera que los dispositivos electrónicos no deberían emplearse como una especie de “niñeras” para aquellos momentos en que los padres no pueden acompañar a sus hijos. “Los más pequeños de la casa deben usar las pantallas en lugares donde estén presentes otros miembros de la familia. Si, por ejemplo, tenemos que
hacer la cena, podemos pedirles que se sienten en una silla al lado nuestro a ver su programa favorito o involucrarlos en el oficio que estamos realizando”, destaca la sicóloga. Estar cerca de los niños mientras consumen contenidos digitales les permite a los padres responder de forma oportuna ante cualquier eventualidad. Una forma apropiada de hacerlo es indagando sobre lo que sienten con lo que ven y validar esos sentimientos para que puedan procesarlos adecuadamente. Por otra parte, también es importante establecer un plan de cuántas horas al día se va a usar Internet, dónde, en qué lugares no está permitido, con quién se puede hablar y con quién no. “Establecer reglas nos va a permitir cuidar a los niños mejor y evitar que dejen de realizar otras actividades necesarias para su desarrollo como ir al parque”, dice.
SEGUNA LECCIÓN: FALTA COMUNICACIÓN Y FOMENTAR LA AUTONOMÍA DENTRO DE LOS HOGARES
Aunque desde siempre los niños y adolescentes han estado expuestos a peligros externos, en la actualidad pareciera como que los fenómenos sociales tienen una mayor influencia sobre ellos. Esto se debe, en gran parte, a que los menores tienen acceso a entornos digitales de forma recurrente y fácilmente, aunque también al hecho de que no hay una buena comunicación entre padres e hijos. “Nos falta mucho hablar con los niños y adolescentes, además de desarrollarles su autonomía. Esto se logra cuando en cada interacción que tenemos con ellos, los dejamos tomar pequeñas decisiones y les mandamos el mensaje de que su voz es digna de ser escuchada”, dice Érika Ángulo. Cuando de forma recurrente se hace esto dentro de la casa, los niños crecen sin tantos vacíos, con una autoestima saludable y saben tomar las decisiones apropiadas en cada reto que se les presenta. “Tener una escucha activa y evitar hacer de policías es fundamental para que haya un libre desarrollo de la autonomía que se traduce en equipar al niño para que tome buenas decisiones cuando los padres no estén presentes”, agrega Érika. De acuerdo con Evelyn Castillo, si se dialoga con los niños desde que son pequeños, será más fácil protegerlos cuando estén entre los 11 y 13 años, una etapa en la que según ella suelen comenzar a seguir este tipo de retos porque aún están definiendo su identidad y quieren ser aceptados dentro de su núcleo.

“Si se mantienen las líneas de comunicación abiertas, lo más seguro es que el niño acuda a sus padres cuando se presenten retos como el de Momo”, asegura la especialista. Sin embargo, si el niño o niña no acude a sus padres frente a un reto tan viral como lo fue Momo, las expertas recomiendan en primer lugar indagar sobre qué tanto sabe el menor sobre la problemática que se está presentando. “Pueden preguntarle si ha escuchado algo sobre lo que está pasando en Internet y con base en lo que conteste, abrir un diálogo constructivo en donde más que hablar, lo escuchen para luego darle unos parámetros con respecto al uso y cuidado que se debe tener en línea”, comenta Érika Ángulo. Para Evelyn Castillo siempre será mejor que sean los mismos padres quienes pongan el tema sobre la mesa en lugar de esperar a que se enteren por sus amigos. “Si mamá está hablando del tema, ya deja de ser interesante para el niño”, explica. En esa conversación, es importante que los adultos se despojen de sus juicios para que el niño tenga la confianza de expresarse libremente. Además, indagar en qué podría suceder si intenta llevar a cabo el reto y hacerle preguntas para guiarlo a que él mismo descubra la respuesta.
Además, aconseja no restringir totalmente las redes sociales puesto que pueden acceder a ellas fuera de casa, sino asegurarse de estar en sus listas de amigos para monitorear y tener claro cómo se comportan mientras están conectados.
TERCERA LECCIÓN: COMPARTIMOS LAS NOTICIAS DE LOS RETOS DE LA FORMA INCORRECTA.
De acuerdo con las especialistas, compartir por redes sociales las noticias que recibimos sobre
los riesgos de estos retos sirve para despertar conciencia, advertir a los padres sobre el problema y recordarnos cómo usar Internet apropiadamente. Sin embargo, es importante saber difundir este tipo de información en el sentido de no hacerlo de forma exagerada o con un mensaje que incite más al miedo que a la toma de conciencia. “Si como padres mostramos miedo, estamos cultivando precisamente eso en nuestros hijos y asustando a otros adultos, lo cual no sirve”, comenta Evelyn Castillo. Además, según la experta, usualmente los contenidos que se hacen virales suelen tener popularidad entre los niños y adolescentes e, incluso, despertar el interés de aquellos que no sabían nada al respecto. “Cuando un adulto ve un programa de televisión y le pide a su hijo que cierre los ojos durante una escena, solo está haciendo que el niño tenga más curiosidad por verla. En este caso, ocurre lo mismo y puede que quiera ver el reto a espaldas de los padres”, explica. Por esta razón, lo ideal es compartir esta noticia con los hijos para iniciar un diálogo al respecto y de hacerlo con otros adultos, procurar motivarlos a que tenga una discusión en casa sobre el tema en la que se planteen soluciones negociadas para proteger a los niños.

Doral Police warns about the risks of ELECTRONIC CIGARETTES in young people

n recent years, electronic cigarettes have taken such popularity in the market that, according to the National Institute on Drug Abuse (NIDA), there are currently more than 460 brands available. Despite this, different organizations and professionals are already talking about its harmful effects, especially in adolescents. According to NIDA, ‘vaping,’ as people usually refers to the action of inhaling and exhaling the smoke that comes out of the vaporizer, element in which the liquid intended to be smoked is heated, is the most common form of tobacco use among young people, in the U.S. In fact, according to healthychildren.org, a website powered by the American Academy of Pediatrics, in 2018 more than 20 percent of high school students reported using electronic cigarettes in the past 30 days. This is due to its attractive advertising, the variety of flavors available that can be mixed with nicotine, the ease to get them, and to the belief that they are safer than the paper ones. Regarding this, the investigations made by NIDA suggest otherwise. According to the organization, when someone uses an electronic cigarette, the nicotine contained in the liquid is rapidly absorbed by the bloodstream, which causes adrenaline to be released, stimulation of the central nervous system and, consequently, an increase in the blood pressure, the breathing pattern and in the heart rate. All of this helps to create addiction and can harm the lungs. The findings of this organization match with the investigations carried out by the Doral Police Department that has recently seen an increase in the use of electronic cigarettes among young people within the city.

Rey Valdes, Public Information Officer of the Doral Police, began to notice an increase in the use of electronic cigarettes among young people after seeing many of them ‘vaping’ in the streets more and more often. “There are children of 15 and 16 years old using these devices even though they can not be sold to children under 18 years of age, as it happens with traditional cigarettes,” warns Rey Valdes. The problem is that they can take different shapes depending on the manufacturer’s choice, such as a pen or a box, which makes them go unnoticed for many adults because at first glance they look like a
regular accessory that can even be hanged on the neck. For this reason, the officer asks parents to be more aware of what their children are doing. “It is harmful to underage people because it has long-term effects contrary to popular belief,” says Valdes. This stance is supported by NIDA that warns on its website about brain risks in adolescents. “Young people who consume nicotine products in any form, including electronic cigarettes, are especially exposed to long-lasting damaging effects,” it is read in a statement of January 2018.
According to the organization, its continued use can cause damage to the development of brain circuits that control attention and learning. Also, its consumption is associated with the appearance of emotional disorders, and with the fact that other drugs, such as cocaine and methamphetamine, are more pleasant for the developing adolescent brain. It is precisely this last issue that worries the Doral Police Department, since between March 2018 and the present there have been 23 arrests, one of them to an underage person, for the use of liquid marijuana in electronic cigarettes. One of the dangers of this is that when consumed in this form has a higher concentration of THC, the main psychoactive ingredient of cannabis because is in its purest form, which is obtained after cooking the plant flower. What is left of this process, an oily liquid, is put inside the vaporizer and then inhaled by a nozzle. It should be noted that this is not synthetic marijuana, but a liquid that can be mixed with pineapple, coconut, chocolate, and other flavorings, which allows its smell to be hidden. This fact has caused many people to prefer it despite the health risks, and legal implications. About this, Officer Valdes says that although 23 people have been found within the city, a part of them are not residents of Doral, but rather visitors who were passing by attracted by the city’s nightlife. While doing so, they were arrested by the police for other reasons. “Some are pulled over because they have a
suspended license or are driving under the influence of alcohol, and in those moments they get caught with bottles of liquid marijuana in their vehicles. However, this does not indicate that we are facing a crisis,” Valdes explains. Nor is it an indication that there is high consumption of liquid marijuana in young people because there has only been one isolated case, currently under investigation, of which it can just be said that occurred in a school, and it was possible to trace thanks to the support of the school community. “We are doing our best effort to identify where this problem comes from,” adds Valdes, who says that the responsibility of working towards reducing the number of incidents in underage people also lies in parents. “We must develop trust with our children but, at the same time, verify the information they give us about what they do and with whom,” says officer Valdes. In addition to this, there has also been reported burn injuries associated with the use of electronic cigarettes caused by their battery. This was confirmed by the Medical Center of Washington University in a 2016 report published by The New England Journal of Medicine. According to this organization, between October 2015 and June 2016, 15 patients with injuries caused by electronic cigarettes were treated due to the lithiumion battery component. For all of the above, the best prevention measure against them is not to encourage or allow the use of electronic cigarettes in the community, especially in adolescents, who are not only legally restricted but are also exposed to higher risks.

E
n los últimos años, los cigarrillos electrónicos han tomado tal fuerza en el mercado que, de acuerdo con el Instituto Nacional sobre el Abuso de Drogas (NIDA por sus siglas en inglés), en la actualidad hay más de 460 marcas disponibles. Pese a su popularidad, ya se está hablando sobre sus efectos nocivos, especialmente en los adolescentes. Según NIDA, ‘vapear’, como se le dice coloquialmente al acto de inspirar y expirar el humo que sale del vaporizador, elemento en el cual se calienta el líquido a fumar, es la forma de consumo de tabaco más común entre los jóvenes, en Estados Unidos. De hecho, de acuerdo con healthychildren.org, un sitio web impulsado por la Academia Americana de Pediatría, en el 2018 más del 20 por ciento de los estudiantes de secundaria reportaron haber usado cigarrillos electrónicos en los últimos 30 días. Esto se debe a su atractiva publicidad, a la variedad de sabores disponibles que se mezclan con la nicotina, a la facilidad para conseguirlos y a la creencia de que son más seguros que los de papel. Con respecto a este último punto, las investigaciones hechas por NIDA sugieren lo contrario. De acuerdo con la organización, cuando una persona usa un cigarrillo electrónico, la nicotina contenida en el líquido del mismo es absorbida rápidamente por la corriente sanguínea, lo cual hace que se libere adrenalina, se estimule el sistema nervioso central y, en consecuencia, se aumente la presión arterial, el ritmo respiratorio y la frecuencia cardiaca. Todo este proceso genera adicción y puede perjudicar los pulmones. De acuerdo con la organización, su uso continúo puede generar daños en el desarrollo de los circuitos cerebrales que controlan la atención y el aprendizaje, incidir en la aparición de trastornos emocionales y en que otras drogas, como la cocaína y la metanfetamina, sean más placenteras para el cerebro en desarrollo del adolescente.

Es precisamente este último punto el que preocupa a la Policía de Doral, pues entre marzo del 2018 al presente se han efectuado 23 arrestos por el uso de marihuana líquida en cigarrillos electrónicos, siendo uno de ellos a un menor de edad. Uno de los peligros de esto es que al consumirse en esta presentación tiene una concentración mayor de THC, el principal ingrediente psicoactivo del cannabis,
pues está en su forma más pura, lo cual se consigue tras cocinarse la flor de la planta y sacar su extracto. Este es introducido en forma de aceite dentro del vaporizador para luego ser inhalado por una boquilla. Es preciso aclarar que no se trata de marihuana sintética, sino de un líquido que se puede mezclar con saborizantes de piña, coco y chocolate, entre otros, por lo cual su olor se camufla. Esto ha hecho que muchos lo consuman de esta manera pese a los riesgos para la salud y a las implicaciones legales. Al respecto, el oficial Valdes aclara que aunque se han encontrado 23 casos dentro de la ciudad, gran parte de los implicados no son residentes de Doral, sino personas que vienen atraídos por la vida nocturna y son detenidos por la Policía por otras razones. “Algunos tienen contacto con nosotros por tener la licencia suspendida o por conducir en estado de embriaguez, momento en el cual son sorprendidos con frascos de marihuana líquida en sus vehículos. Sin embargo, esto no indica que estemos ante una crisis”, explica. Tampoco es un indicativo de que exista un consumo alto de marihuana líquida en jóvenes, pues hasta el momento solo se ha encontrado un caso sobre el cual, al tratarse de una investigación en curso, solo se puede decir que ocurrió en un colegio y que ha sido posible rastrear gracias al apoyo de la comunidad educativa. “Estamos haciendo todo lo posible por identificar dónde se origina esta problemática”, añade Valdes, quien afirma que la responsabilidad de prevenir que se presenten más casos en menores es compartida con los padres. “Debemos desarrollar la confianza con nuestros hijos pero, al mismo tiempo, verificar la información que nos proporcionan sobre qué hacen y con quién”, dice. Y es que, además del consumo de sustancias ilícitas mediante estos dispositivos, también se han registrado casos de quemaduras debido a que funcionan por medio de una batería. Así lo confirmó un informe del 2016 realizado por el Centro Médico de la Universidad de Washington y publicado por ‘The New England Journal of Medicine’. De acuerdo con esta organización, entre octubre de 2015 y junio de 2016 se trataron 15 pacientes con heridas causadas por cigarrillos electrónicos debido al componente de la batería de iones de litio. Por todo la anterior, la mejor prevención contra ellos es no fomentar ni permitir el uso de cigarrillos electrónicos en la población, especialmente en los adolescentes, que no solo no pueden hacerlo legalmente sino que están expuestos a más riesgos.

Does the management company have a support team to assist or take on the transition process? Does management company have a team and resources to handle most of the customer service issues that homeowners will need help with? Like, payments, account disputes and questions, resident applications, estoppel requests, etc. The more time an individual manager is allocating on these issues the less time he/she is allocating to the community itself and accomplishing the board’s priorities. Besides having a support team, does the management company have a leadership/supervisory structure? An individual manager’s supervisor is yet another resource for the board members and helps ensure the manager is performing their duties to everyone’s expectations. 3. Solutions: A community will invariably have some obstacles that has yet to be accomplished, or that will present a significant investment of time from the board or from the assigned manager. Individual managers assigned to properties are already very busy handling the regular operations of the community and unexpected owner and vendor issues that arise day to day. This usually leaves very little or no time to devote to major audacious goals or challenges and if any effort is exerted to accomplish them the day to day operations is impacted. The management company should have a senior member of its team available to cut through all the noise and issues and clearly lay out plans to accomplish major goals for the community. This may include special financial analysis, funding solicitations, planning projects, operational restructuring, or simply taking time to explain major issues and how they will be accomplished. In conclusion, the board needs to understand their own roles and that of the management company, each party should set proper expectations, and demand professional services and a dedication to the success of the association. CAI awards qualified professionals with designations in order to improve the quality and effectiveness of community management. The acquisitions of these designations are a mark of commitment to a code of ethics, an enhanced professional standard, and a career in this industry. These certifications include Certified Manager of Community Associations (CMCA), Association Management Specialist (AMS), and Professional Community Association Manager (PCAM).

ollege financial aid award letters need to be read carefully so that you truly understand costs and monies being awarded. Not all costs on your award letter are actual and not all financial aid is free money. Examine carefully headings and categories to understand how the school is trying to anticipate all costs for a year of college as well as all the possible ways you can cover those expenses. On October 1st of each year, the FAFSA (Free Application for Federal Student Aid) opens for students and families to apply for college financial aid. The information you enter on the application are applied to a specific formula which determines how much your family should contribute toward college costs. This in turn allows a determination to be made about how much Federal, State, and college level financial assistance can be awarded. Anticipated college costs include that which you must pay such as tuition and fees. If you are staying at the school dorms or using their meal plan, those expenses are also listed but not all students will incur these costs. Colleges may also indicate textbook and transportation expenses which are items that
you will spend money on while attending school, but those are not upfront costs. These expenses will vary on how you choose to buy books and get to class. Focus on the costs that are mandatory- such as tuition. The award letter will indicate how you may want to pay for these expenses. It will list grants, scholarships, loans, job opportunities and perhaps savings plan parents may have invested in. You have a choice in what aid you want to accept. Some of these monies are gifts, some have to be earned, and others are to be paid back at a later date. Grants and scholarships are free money. They are awarded because you met some type of criteria- it

These will not show on your award letter. You have the choice to use these savings now or for future education. Depending on the college you attend, Florida Prepaid may not apply completely. Be sure you know exactly how much money you have available in college savings plans so that you can calculate how much to apply towards your costs. The most important part about financial aid is that you find out who your financial aid advisor is. Get this person’s direct phone number and call them with any and all questions. Call them often. Let them know who you are and what your circumstances are. Ask your financial aid advisor a million questions. And always, always, ask for more financial aid money.

arch 14 is not only Pi Day, but also World Kidney Day; part of a campaign launched in 2006 by the National Kidney Foundation, to raise worldwide awareness on the importance of caring for the kidneys, the amazing organs so fundamental for life that unfortunately people take for granted until they start to fail. “We are nothing without our kidneys!” says Dr. Darren Bruck, urologist and pioneer on minimally invasive laparoscopic and robotic urinary tract surgery in Miami. “Your kidney is the main filtration for your blood. In our blood we have different levels of salts and minerals and certain toxins. Every time the heart squeezes blood throughout the circulatory system, 25% of that blood goes straight to the kidneys. Your kidneys are constantly filtering this blood through a very intricate system of tubules and a filtration apparatus, where salts and certain toxins get removed and that is where the urine is created” Dr. Bruck explains. That is the mechanism that keeps the level of minerals in the body right, allowing all other organs in the body to operate properly. “What is really important to know about kidneys, is that they keep the salts in our blood controlled. We are talking about sodium, potassium, chloride, but most importantly potassium” which is important for cardiac and nerve function. When kidneys fail and potassium gets too high patients can go into cardiac arrest. “The ultimate key function of the kidneys is to maintain good levels of potassium in our blood to keep the heart ticking” said Dr. Bruck. The best way to care for the kidneys is a good diet and good hydration, and keeping diabetes and hypertension controlled to avoid damaging these vital organs.

“Para un trabajo tan importante como filtrar la sangre y la orina, tal vez necesitábamos dos órganos, pero podemos vivir con uno”, explicó el Dr. Bruck. “Tratamos a muchos pacientes que tienen tumores renales con cirugía de extirpación renal. Otras personas donan un riñón a un ser querido y viven el resto de sus vidas sin ningún problema”. “El riñón se hincha un poco inicialmente mientras duplica la carga y se acomoda, pero si es posible vivir solo con uno”. Cuando ambos riñones fallan y dejan de funcionar, las personas deben someterse a diálisis, un riñón artificial, un tratamiento que cada 48 horas filtra toda la sangre en su cuerpo.
“En hemodiálisis, las personas van al centro tres veces por semana para que la sangre se filtre por una fístula en su sistema vascular”, explicó el Dr. Bruck, “también hay la diálisis peritoneal, donde hay un catéter de acceso a la cavidad abdominal, y el líquido se vierte en la cavidad abdominal para permitir la transferencia de líquidos y sales dentro y fuera del cuerpo “. El Dr. Bruck recomienda que las personas con diabetes o presión arterial alta controlen regularmente su función renal, ya que ambas afecciones ponen una tensión

Si está muy concentrado, beba más agua. Y vaya al baño con frecuencia para evitar el desarrollo de una vejiga hiperactiva y otras afecciones relacionadas. “Enseñar buenos hábitos alimenticios a los niños pequeños, evitar comer demasiado la sal, evitar la deshidratación” les ayudará a prevenir problemas renales en el futuro. “Es más fácil decirlo que hacerlo, pero todo apunta que a una dieta saludable y hacer ejercicio cardiovascular, haciendo que la sangre circule hacia los riñones y lleve oxígeno para mantenerlos saludables. Dieta, fluidos y ejercicio, y un chequeo una vez al año. “Controle su presión arterial regularmente, un examen de rutina anual con el médico y el manejo del estrés también, porque el estrés afecta su presión arterial” concluyó el Dr. Bruck.

l 14 de marzo no es solo el Día del Pi, sino también el Día Mundial de la Salud Renal, parte de una campaña iniciada en 2006 por la Fundación Nacional del Riñón, para crear conciencia en todo el mundo sobre la importancia de cuidar los riñones, esos increíbles órganos, fundamentales para la vida, que desafortunadamente la gente solamente nota cuando comienzan a fallar. “¡No somos nada sin nuestros riñones!” Dice el Dr. Darren Bruck, urólogo y pionero en la cirugía laparoscópica y robótica mínimamente invasiva del tracto urinario en Miami. “El riñón es el principal filtro de la sangre. En la sangre tenemos diferentes niveles de sales y minerales y ciertas toxinas. Cada vez que el corazón bombea sangre a lo largo del sistema circulatorio, el 25% de esa sangre va directamente a los riñones, que la filtran a través de un sistema muy complejo de túbulos y un aparato de filtración, donde se eliminan las sales y ciertas toxinas, Allí se crea la orina”, explica el Dr. Bruck. Ese mecanismo mantiene el nivel de minerales adecuado en el cuerpo, permitiendo que todos los demás órganos funcionen correctamente. “Lo que es realmente importante sobre los riñones, es que mantienen las sales en nuestra sangre controladas. Hablamos de sodio, potasio, cloruro, pero el más importante es el potasio, que afecta la función cardíaca y nerviosa. Cuando los riñones fallan y el potasio aumenta demasiado, los pacientes pueden sufrir un paro cardíaco. “La función clave fundamental de los riñones es mantener buenos niveles de potasio en la sangre para mantener el corazón en movimiento”, dijo el Dr. Bruck. La mejor manera de cuidar los riñones es una buena dieta y una buena hidratación, y mantener la diabetes y la hipertensión controladas para evitar dañar estos órganos vitales.

s the Military Liaison for Miami-Dade County and Chairman of the Military Affairs Board, and as a proud U.S. Marine, it will be my great honor and pleasure to welcome the U.S. Navy to Port Miami for Miami Navy Week from March 24 to April 1. Miami is privileged to be one of 14 cities the Navy will be visiting this year as part of the Navy’s annual outreach program to give Americans the opportunity to showcase the Navy, its sailors, and its importance to national security and prosperity. Navy Week will feature 75 different events throughout our community, including a demonstration by the Blue Angels, the Navy “Leap Frogs” Parachute Demonstration Team, the Navy Drill Team and a host of stationary displays of ships, including the USS New York – the flagship vessel of the visit. The USS New York is a San Antonio class transport dock ship that was named in honor of the New York victims of the 9/11 terrorist attacks. This unique vessel’s nose was made from steel salvaged from the wreckage of the World Trade Center, and a steel plate recovered from the Trade Center rubble is on display above one of the most-used passageways. The victims of 9/11 also will be commemorated in a wreath-laying ceremony in which I will be participating, along with other community leaders, on Wednesday, March 27 at 1 p.m., at the Miami Military Museum, 12460 SW 152nd Street, next to Zoo Miami. There will also be a demonstration by the Navy Drill Team and military static displays. There is so much to do and see during this unique week-long event. omo enlace militar para el Condado de Miami-Dade, Presidente de la Junta de Asuntos Militares, y como un orgulloso Infante de Marina de los Estados Unidos, será un gran honor para mí dar la bienvenida a la Marina de EE.UU. al Puerto Miami. La semana de Navy Week de Miami tendrá lugar del 24 de marzo al 1 de abril de 2019. Miami es una de las 14 ciudades seleccionadas este año para organizar una Semana de la Marina, uno de los programas de alcance de la Marina, diseñada para brindar a los residentes la oportunidad de aprender sobre la Armada, sus marineros y su importancia para la seguridad nacional y la prosperidad. The Mayor’s Citizens Government Academy is back! The City of Doral invites residents and business owners to learn how local government works. Sign up before March 22 to be part of this interactive program that focuses on educating citizens about the City’s governmental process.

or residents or business owners, navigating the maze of local government can be a difficult task. That is why the City of Doral offers a unique opportunity that provides participants with insight on how local government works. The Citizens Government Academy is a free and interactive 9-week program promoting open lines of communication offering a clearer understanding of municipal government. City officials, Department Directors and other city staff will host unique and informative sessions designed to give residents and business owners an opportunity to learn more about City of Doral’s Governmental processes. The two-and-a-half hour sessions will be held on Tuesday evenings at 6:00 PM to 8:30 PM starting on March 26, 2019 for 9 weeks. The space is limited and all sessions are held in the Doral Government Center, located at 8401 NW 53rd Terrace. The application deadline is March 22, 2019. A veces, reunir todos esos materiales (recibos de donaciones, gastos de negocios y viajes) puede ser abrumante. Y perder cualquier documentación vital puede llevarte a perder mucho tiempo que quizás no pueda recuperar. El formulario de Seguro Social 1099 (SSA-1099) o la Declaración de Beneficios es un formulario de impuestos que el Seguro Social envía por correo cada año en enero. Esta muestra el monto total de los beneficios que recibió del Seguro Social en el año anterior, para que se sepa cuanto debe informar al Servicio de Impuestos Internos (IRS, por sus siglas en ingles) en su declaración de impuestos.
