fter creating great expectations among the residents of the area, “Doral Legacy Park” located on the NW 114th avenue and NW 82nd street of our city, will have its Great Opening on Saturday, August 12th, 2017 at 11:00am, this will be the seventh park in Doral. This project was initiated during the 2013-2014 fiscal year, it took almost three years for its construction, but they have been worth it because now, the residents and visitors of Doral will have a park that is considered the most innovative and modern in the city and it also offers a total space of 35,000 square feet. For the authorities of the City of Doral and especially for the members of the Parks and Recreation Department, this park, that defines the Northern limit of our city, is a great achievement and adjusts perfectly with the growth of the municipality to which every day more families arrive with new needs, among them, recreational. Wannemacher Jensen was in charge of the construction of “Doral Legacy Park.” This is an important architectural firm, founded more than 20 years ago in St. Petersburg, it is well known for their designs in which they manage to combine elements from nature with the needs of urbanism creating in this way functional and pleasant areas.

The design of “Doral Legacy Park” allows activities for people of all ages, with different preferences and physical abilities. There are areas for small children to play, fields for different sports, walking paths for those that want to stroll for a while and even a community center for different activities. Among its 35,000 square feet, this beautiful park counts

with Special Needs, among many others. It is important to highlight that during the opening of “Doral Legacy Park” the city will be also launching the program “Step Up Your Health, Doral” that will take place all year long, motivating the community to search for a healthier life style and that has as a main component the “Billion Steps” initiative, whose goal is to accumulate one billion steps among all residents of Doral throughout the year.

with fields for soccer, baseball, softball, and football, it also has tennis courts, basketball and volleyball courts. It will also include playgrounds and a splash center for little children, together with beautiful paths to walk or run in a natural, sporty and safe environment. The community center has a front courtyard that can house up to 200 people, this is another benefit of this park because it will allow for cultural activities, conferences and different type of meetings. It has an indoor basketball gym, exercise path, dance and aerobics floor and several multiple use rooms, for example areas for the Silver Club and/or crafts exhibits. Within the design of “Doral Legacy Park” there is an Acoustic Shell, this will allow for the performance of musical and cultural events, in support to the activities that take place in the community center. In regard to the parking lot, this park has capacity for approximate 320 vehicles. “Doral Legacy Park” comes in addition to the already existent six parks in Doral: Doral Central Park, Downtown Doral Park, Doral Meadows Park, Morgan Levy Park, Trails and Tails Parks and Veterans Park, all of them with big natural spaces, areas for healthy recreation and sports, there are also activities such as, Doral Teen, Get Fit Doral, Silver Club and special programs for children

After the success of the opening of “Doral Legacy Park”, the City of Doral continues working on the opening of more parks and recreational options for its residents, let’s remember that the construction of Doral Glades Park is going on, this is considered the first environmental park of our city and it will combine a natural environment with modern sports facilities. Doral Glades Park sits in 25 acres of land, it is located on NW 74th street between NW97th and NW 107th avenues and its construction is being developed around a beautiful lake and wetlands, because apart from being designed as a recreational space and for sports activities, it also pays homage to the uniqueness of the Everglades in the state of Florida. Also, the construction of the pool is going on, the Master Plan was already approved by the Council of the City of Doral. The complete project for Doral Central Park, located between NW33rd and NW 27th streets and NW87th and NW92nd avenues, is divided in two phases. Phase 1 consists on the aquatic facility per se, with the Olympic pool as its main feature, and Phase 2 will be all the recreational facilities. These recreational and sports options are the ones that keep Doral as one of the best cities to play, study, live and work in the State of Florida and in the country.

Doral Legacy Park abre sus puertas Este parque ofrece 35 mil pies cuadrados destinados al deporte, el sano esparcimiento y el desarrollo cultural

ras haber generado gran expectativa entre los residentes de la zona, el “Doral Legacy Park”, ubicado en la 114 Avenida con 82 calle de nuestra ciudad, será inaugurado el sábado 12 de agosto del 2017 a partir de las 11 de la mañana, convirtiéndose en el séptimo parque de Doral. Este proyecto se inició en el año fiscal 20132014 y tomó casi tres años de construcción, los cuales han valido la pena, pues, ahora, los residentes y visitantes de Doral contaran con un parque, considerado como el más innovador y moderno de la ciudad que, además, cuenta con un espacio total de 35 mil pies cuadrados. Para las autoridades de la Ciudad de Doral y en especial para los miembros del Departamento de Parques y Recreación este parque, que define el límite norte de la ciudad, es un gran logro que viene a ajustarse al crecimiento de nuestra localidad, en la que cada día hay más familias con nuevas necesidades, entre ellas, recreativas. La construcción del “Doral Legacy Park” estuvo a cargo de la empresa Wannemacher Jensen, una destacada firma de arquitectura, fundada hace más de 20 años en la ciudad St. Petersburg y que se ha caracterizado por diseñar espacios que logran conjugar los elementos de la naturaleza con las necesidades de urbanismo, creando áreas funcionales y placenteras.

Una concha acústica también fue añadida al diseño del “Doral Legacy Park”, lo cual permitirá la realización de eventos musicales y culturales, en apoyo a las actividades que se efectúen en el centro comunitario. En cuanto al estacionamiento, este parque tiene capacidad para alojar un aproximado de 320 vehículos. El “Doral Legacy Park” viene a unirse a los seis parques ya existentes en Doral: Doral Central Park, Downtown Doral Park, Doral Meadows Park, Morgan Levy Park, Trails and Tails y Veterans Park, todos ellos con amplios espacios naturales, áreas para el sano esparcimiento y el desarrollo deportivo, en los que también se realizan actividades como, por ejemplo, Doral Teen, Get Fit Doral, Silver Club y Atención a Niños con Necesidades Especiales, entre muchas otras.

Tras el logro de la puesta en funcionamiento del “Doral Legacy Park”, la Ciudad de Doral sigue trabajando en la apertura de más parques y opciones recreativas para sus residentes, pues recordemos que sigue avanzado la construcción del Doral Glades Park, considerado el primer parque ambiental de nuestra comunidad y que combinará un exuberante ambiente natural con modernas instalaciones deportivas. Doral Glades Park abarca alrededor de 25 acres de terreno, está localizado en la 74 calle entre las avenidas 97 y 107 y su construcción se desarrolla alrededor de un hermoso lago y humedales, ya que además de estar diseñado para convertirse en un sitio para la recreación y la realización de actividades deportivas, es un homenaje al entorno único de los Everglades del estado de la Florida. Igualmente, sigue adelante la construcción de nuestra piscina, cuyo Plan Maestro ya fue aprobado por el Concejo Municipal de la Ciudad de Doral. El proyecto completo de Doral Central Park, que estaría ubicado entre las calles 33 y 27 calle y entres las avenidas 87 y 92, incluye dos fases. La Fase 1 que consiste en la instalación acuática como tal, teniendo como eje principal la piscina olímpica y la Fase 2 que serán las áreas recreativas. Son precisamente estas opciones recreativas y deportivas las que siguen manteniendo a Doral como una de las mejores ciudades para jugar, vivir, estudiar y trabajar en el estado de la Florida y en todo el país.

he property tax payment is one of the issues that worries more, at a financial level, property owners, it is for this reason that the City of Doral is proposing to keep the millage rate in 1.9, the same value it has been for the last three years. This figure was presented before City Council on August 2nd, 2017 during a Special Council Session, nevertheless before the final decision is taken, two workshops should take place, one is scheduled for September 8th, 2017 and the second one for September 21st, 2017, it will be then when the millage rate for the payment of property taxes for the City of Doral for the fiscal year of 2017-2018 will be defined. The City of Doral’s Manager, Edward Rojas commented that on June 30th, 2017, the Miami Dade County’s Property Appraiser, Pedro J. Garcia, sent the City of Doral a Certification for Taxable Value, requesting its taxable value for 2017. “According to Section 200.065 of the Florida Statues, the city must provide the Office of the Property Appraiser with the millage rate proposed within 35 days of receiving such request, same as the date in which the tentative rate will be considered in a public meeting, the provisional budget, the final rate for calculation purposes and the final budget.” The tax to the value of a property is calculated through a percentage that is known as “millage rate”, this determines the tax value applied by Miami Dade County according to the value of the properties. The “city millage rate” is the only component of the “millage rate” that is determined by the different municipalities, and in Doral it is intended that it remains at 1.9. Edward Rojas stated that this percentage is the second lowest in Miami Dade County, it is only preceded by the one of the City of Aventura, that is almost 5 times smaller than Doral and has a “millage rate” of 1.72. “Our intention is that the owners of home properties are not impacted at all in the payment of their taxes and at the same time that they count with the necessary resources for the correct operation and maintenance of our city.” Edward Rojas reminded us that since 2003, the City of Doral has been achieving reductions in its property tax rate. “Since the years 2003-2004 until 2010-2011 our percentage rate remained in 2.447, for the 2011-2012 budget we were able to bring it down to 2.4376, we kept lowering it to 2.2215

for the 2012-2013 period and then to 1.928 during 2013-2014 where it stayed for 2014-2015. For the 2015-2016 we achieved another reduction to 1.9, which was kept for the 2016-2017 period and we want to keep it there for the fiscal year 2017-2018. With respect to the gross taxable value for operative purposes, we see an increase in relation to 2016. For the 2016 year, the value was $11,134,952,688 which increased for the 2017 year to $12,080,554,247 and it is formed by the following type of properties: family homes, condos, multifamily units, commercial and industrial properties, agriculture, vacant land, institutional and governmental properties, other type of dwelling and personal property. Edward Rojas explained that Doral is the eleventh city in the United States in growth and the needs of all our new residents must be covered efficiently in order to keep our quality of life, for this reason there is a big operative and budgetary effort that is taking place in order to keep the “millage rate” at the same level mentioned before. “If the taxpayers see an increase in their property taxes, they must understand that this is due to the fact that the value of their properties increased, not the “millage rate” for the City of Doral. During the month of August, the owners of properties receive a notification from the Property

Appraiser of Miami Dade County, where they learn the estimation of their definitive property tax payment, which is based on the proposed tax rates, the value of the property and the tax exemptions. During the month of November, the definitive information for the payment of property taxes is sent out, for the payment of these taxes you can get discounts according to the date in which they are paid. For example, if you pay your property taxes in November, you will receive a 4% discount, if you pay in December the discount will be 3%, 2% if you pay in January and 1% if you pay in February. If you pay in March, then you will not get any discount and as of April taxes will already be due and you will instead get a 3% surcharge in your tax invoice. It is important to remember that the payment of property taxes that taxpayers do, is used to help finance the services for local governments. These services include public schools, fire department, police department, streets and highways, parks, water and sewer, garbage collection and public libraries, among others. The residents of the City of Doral have the right and it must also be their responsibility to attend the meetings about the review and final definition of the amounts for the city’s budget. l pago de los impuestos a la propiedad es uno de los temas que más preocupa, a nivel financiero, a los dueños de viviendas y es por esta razón que la Ciudad de Doral está proponiendo mantener esta tasa en 1.9, valor en el cual ha estado en los últimos tres años. Esta cifra fue presentada ante el Concejo Municipal el pasado 02 de agosto del 2017, durante una sesión especial, sin embargo, para que la decisión final sea tomada deben realizarse dos audiencias, una fijada para el 08 de septiembre del 2017 y otra para el 21 de ese mismo mes, cuando ya quedará definido el porcentaje para el pago de impuestos a la propiedad en la ciudad de Doral para el año fiscal 2017-2018. El administrador de la Ciudad de Doral, Edward Rojas nos comentó que el pasado 30 de junio del 2017, el tasador de propiedades del condado de Miami-Dade, Pedro J. García, envió a la Ciudad de Doral una Certificación de Valor Tributario, solicitando su valor tributable para el 2017. “Las disposiciones de la Sección 200.065 de los Estatutos de Florida señalan que 35 días después de recibir esta notificación, el municipio debe proporcionar a la oficina del tasador de propiedades, la tasa de impuesto propuesta, así como la fecha en que se realizará la audiencia pública para considerar la tasa de millaje tentativa, el presupuesto provisional, la tasa final de cálculo y el presupuesto final”. El impuesto al valor de las propiedades se calcula a través de un porcentaje conocido, por su denominación en inglés, como “millage rate”, que determina el monto que es tasado por el condado Miami-Dade de acuerdo al valor de las propiedades. El “city millage rate’ es el único componente del “millage rate” que es determinado por las municipalidades y en Doral se quiere mantener en 1.9 Edward Rojas manifestó que este porcentaje es el segundo más bajo del condado de Miami-Dade, precedido únicamente por la ciudad de Aventura que es hasta cinco veces más pequeña que Doral y tiene un “millage rate” de 1.72. “Nuestra intención es que los propietarios de viviendas se vean lo menos afectados posible en el pago de sus impuestos y a la vez puedan contar con los recursos necesarios para el adecuado funcionamiento y mantenimiento de nuestra municipalidad. Recordó Edward Rojas que desde el 2003

hasta hoy, la Ciudad de Doral ha ido logrando disminuciones en su tasa de impuesto a la propiedad. “Desde los años fiscales 2003-2004 hasta el 2010-2011 nuestro porcentaje se mantuvo en 2.447, ya para el presupuesto del 2011-2012 logramos disminuirlo a 2.4376, seguimos bajando para el 2012-2013 a 2.2215 y luego a 1.928 durante el 2013-2014, mantiéndose igual en el 2014-2015. Para el 2015-2016, se logró una nueva reducción a 1.9, la cual se mantuvo para el 20162017 y pretende que siga igual para el ejercicio fiscal 2017-2018”. Con respecto al valor tributario bruto para propósitos operativos, vemos un incremento en relación al año 2016. Para el año 2016, este valor era de $11,134,952,688, el cual aumentó para el 2017 a $12,080,554,247 y está compuesto por las siguientes propiedades: casas familiares, condominios, casas multifamiliares, propiedades comerciales e industriales, agricultura,

tierras vacantes, propiedades institucionales y gubernamentales, otro tipo de inmueble y propiedades personales. Edward Rojas explicó que Doral es la ciudad número 11 en crecimiento en Estados Unidos y las necesidades de todos estos nuevos residentes deben cubrirse eficientemente para no disminuir nuestra calidad de vida, por lo que se está haciendo un gran esfuerzo operativo y presupuestario para lograr mantener el “millage rate” especificado anteriormente. “Si los contribuyentes ven un incremento en su facturación de impuestos deben entender que se debe a que aumentó el valor tasable de las viviendas, no así la tasa para el pago de estos impuestos en la ciudad de Doral”. Durante el mes de agosto, los propietarios de viviendas reciben una notificación de la oficina del tasador de propiedades del condado de MiamiDade, ofreciendo una estimación de lo que será su pago definitivo por impuestos a la propiedad, el cual se calcula basado en las tasas de impuestos propuestas, el valor de la propiedad y las exenciones sobre el inmueble. Ya durante el mes de noviembre es enviada la facturación definitiva para el pago de impuesto, en los cuales se pueden obtener descuentos, de acuerdo a la fecha que sean cancelados. Por ejemplo, si cancela sus impuestos a la propiedad en noviembre recibirá un 4% de descuento, si lo hace en diciembre tendrá un 3%, obtendrá 2% si paga en enero y 1% si lo hace en febrero. Si hace el pago en el mes de marzo, ya no obtendrá ningún descuento y a partir de abril estará en mora y tendrá un recargo del 3% de su factura de impuestos. Es importante recordar que este pago de impuestos a la propiedad que hacen los contribuyentes se utiliza para ayudar a financiar los servicios de los gobiernos locales. Estos servicios incluyen escuelas públicas, departamento de bomberos, cuerpos policiales, calles y carreteras, parques, sistemas de cloacas y tratamiento de aguas, recolección de desechos y bibliotecas públicas, entre otros. Los residentes de la ciudad de Doral tienen el derecho y debe ser su responsabilidad, estar presentes en las reuniones sobre el proceso de revisión y definición de los montos del presupuesto municipal. o alert our teens about the dangers of human trafficking and to offer advise on how to avoid being one more victim of this crime is the objective of the conferences that the officers of the Doral Police Department with the support of the Parks & Police 4Kids Foundation will be dictating. Noel Feliciano, officer from the Doral Police Department informed us about this, he also explained that this program is a call of attention for all the community about a crime that is going in ascend year after year and that, it is many times not even denounced. “Victims feel ashamed about what they have been forced to do or their immigration status is not stable and this makes them afraid to denounce their kidnappers”. “Given these situations, we have designed this project, we hope to start with it as soon as the school year starts, our idea is to give these conferences to teenagers from high school and eighth grade, so they can understand not only the basic concepts of human trafficking but also learn how to avoid being victims of the people that commit these types of crimes. Human trafficking is defined as the recruitment, lodging, transportation, provision or use of a person, in its majority minors, to be forced to conduct certain type of jobs through the use of force, fraud or coaction. According to statistics from the Klass Kids Foundation, an organization dedicated to the prevention of crimes against children, it is estimated that between 1.5 to 2 million children can disappear this year because of human trafficking, from these at least 5,000 could die. “To these already alarming statistics we should add that 70% of these children will be forced to commit some type of crime or illegal service. In general terms, 2/3 of all the victims are recruited for the sex industry after 48 hours in the streets. I believe that these reasons are more than enough to understand the need to open the eyes of our teenagers about the risks that human trafficking implies.” As of this moment, the police officers assigned to the school resource and community units are being trained to give these conferences. “We count with the support of officer Lily Diaz, from the Miami Dade County Police Department, she is in charge of this program in the County and she is in charge of the training of our police officers.” This initiative does not only imply that our Doral Police officers will be trained to offer these workshops, but also to help with the telephone calls that are

received at the police station to report this type of crime, which in many occasions is confused with domestic violence, this is why it is very important to understand what is human trafficking and which are its implications. Elizabeth Canchola, Chair for the Parks & Police 4Kids Foundation stated that in many occasions the people that force the teenagers to perform sexual activities are family members, friends or close acquaintances, for this reason it is very important that the parents are also alert, as this is something difficult to imagine and understand, so the intention is to extend these conferences to the parents. “I believe that a lot of the people that come into this country, do so in search of a better future for their children and they work very hard to be able to give them the desired economic stability and a little bit more, but this sometimes causes, without even noticing it, that we lose sight of the importance of sharing time with the children and their emotional needs are disregarded. These are the children and teenagers that become the most vulnerable to be victims of human trafficking.” Canchola indicated that these conferences will not only be informative, but that the true objective of them is to alert and put on notice the teenagers and parents about the big exposure that our children and teens can be in regards to human trafficking if we do not act in a preventative way. “We want them to learn how to take care of themselves.”

SOME INFORMATION

Every year, millions of men, women, boys and girls are trafficked for sexual or work exploitation around the world. Human trafficking is a modern form of slavery, it implies the illegal transaction of human beings with the goal to abuse them or get a commercial benefit from them, mainly through sex, without forgetting topics such as forced work or organ extraction. According to statistics from the Florida Coalition Against Human Trafficking (FCAHT), human trafficking produces an estimated 34 billion dollars annually, this makes it, after drug trafficking, and associated

with gun trafficking as the most lucrative business for organized crime. There are proofs that the majority of the victims come from de-integrated homes with emotional and economic deficiencies. Many of them suffer from extreme poverty, family abuse and they are even not educated, which makes them even more vulnerable. A very important resource to get hold of these victims is social media, because it is well known that the children and teenagers that are not well prepared in how to prevent this, tend to share personal information with strangers via internet. Traffickers use convincing, force, fraud or coercion to attract young people. In more detail, we can attest that the traffickers use to operate through the use of violence, threatening the person and/or the members of the family; damaging it or keeping it from the basic needs such as water or sleep; making false promises of love or fraternity; offering them a good job or home; restricting him or her from contact with their friends or family members; limiting their freedom of movement and even controlling their identity documents. Human trafficking, especially when the victim is turned into a sex worker, is a hidden crime, because the victim usually does not search help due to his or her fear to the traffickers, to the police or just because they feel ashamed to have been into that deplorable world. Many of the victims of human traffickers are brought into the United States illegally and some are already in the country but their immigration status is not legal therefore this keeps them from making a legal complaint about the situation that they are living in. lertar a los jovencitos sobre los peligros del tráfico humano y ofrecer consejos sobre cómo evitar ser una víctima más de este delito es el objetivo de las charlas que estarán dando los funcionarios de Policía de Doral con el apoyo de la fundación Park and Police 4 Kids. Así lo dio a conocer el agente de la Policía de Doral, Noel Feliciano, quien explicó que este programa es un llamado de atención a toda la comunidad sobre un delito que va en ascenso, año tras año y que, muchas veces, ni siquiera es denunciado. “Las víctimas sienten vergüenza por lo que las han obligado a hacer o no tienen una situación migratoria estable y eso hace que no se atrevan a denunciar a sus captores”. “En vista de ésto, hemos diseñado este proyecto que esperamos que pueda arrancar poco después de que empiece el año escolar y nuestra idea es dar estas charlas a los jovencitos de las escuelas de secundaria (high school) y de octavo grado para que puedan entender no sólo los conceptos básicos del tráfico humano, sino también como evitar ser víctima de las personas que cometen este delito”. El tráfico humano es definido como el reclutamiento, alojamiento, transporte, provisión u obtención de una persona, en su mayoría menores de edad, para ser obligados a realizar ciertos trabajos a través del uso de la fuerza, el fraude o la coacción. Según las cifras de Klaas Kids Foundation, organización dedicada a prevenir los crímenes infantiles, se estima que entre 1.5 a 2 millones de niños puedan desaparecer este año a causa del tráfico humano, de los cuales 5 mil podrían morir. “A estas alarmantes estadísticas habría que añadirles que el 70% de estos niños se verán obligados a cometer algún tipo de delito o servicio ilegal. En general, 2/3 de todas víctimas son reclutadas en la industria del sexo después de 48 horas en las calles. Yo creo que estas razones son más que suficiente para entender la necesidad de abrirle los ojos a nuestros muchachos ante los riesgos que implica el tráfico humano”. En los actuales momentos, los funcionarios de las divisiones escolar y comunitaria de la Policía de Doral están siendo entrenados para ofrecer estas charlas. “Estamos contando con el apoyo de la oficial Lily Díaz, quien es la encargada de este programa en la Policía del Condado de Miami-Dade, para la capacitación de nuestros oficiales”. Esta iniciativa no sólo implica que los agentes de la Policía de Doral serán entrenados para ofrecer estos talleres, sino también para atender las llamadas telefónicas que se reciban reportando este delito que, en muchas ocasiones, es confundido con violencia

doméstica, por eso es muy importante entender qué es tráfico humano y cuáles son sus implicaciones. Por su parte, la presidenta de Parks & Police 4 Kids, Elizabeth Canchola, manifestó que muchas veces las personas que obligan a los jovenes a realizar trabajos sexuales son familiares, amigos o conocidos cercanos, por lo que es muy importante que los padres también estén alerta, pues esto es algo que es dificil de imaginar y entender, así que se quiere extender estas charlas a los papás. “Yo creo que gran cantidad de las personas que vienen a este país lo hacen buscando un mejor futuro para sus hijos y trabajan incansablemente para darles la estabilidad económica que se desea y un poco mas, pero esto en ocasiones causa que, sin darnos cuenta, se pierda de vista el tiempo que se comparte con ellos, y se pasa de largo la importancia de sus necesidades emocionales. Estos niños son los más vulnerables a ser víctimas del tráfico humano”. Señaló Canchola que estas charlas no serán solamente informativas, pues el verdadero objetivo de las mismas es alertar y poner sobre aviso a jóvenes y padres sobre lo expuestos que pueden estar los niños al tráfico humano sino actúan de forma preventiva. “Queremos que sepan cómo cuidarse”.

Cada año, millones de hombres, mujeres, niños y niñas son traficados con fines de explotación sexual o laboral en todo el mundo. La trata de personas es una forma moderna de esclavitud que implica el comercio ilegal de seres humanos con fines de abuso o beneficio comercial, principalmente a través del sexo, sin descartar tópicos como trabajos forzados o extracción de órganos. Según las estadísticas de la Florida Coalition Against Human Trafficking (FCAHT, por sus siglas en inglés) el tráfico humano produce un estimado de 34 billones de dólares anuales, lo que hace que, después del narcotráfico, esté vinculado con el tráfico de armas como el negocio más lucrativo para el crimen organizado. Existen pruebas de que la mayoría de las víctimas provienen de hogares desintegrados con carencias afectivas y económicas. Muchas de ellas, sufren de pobreza extrema, abusos familiares y hasta se encuentran desescolarizadas, lo que las hace mucho más vulnerables. Un importante recurso para captar víctimas son las redes sociales, pues ya es bien conocido que los niños y jovencitos que no están suficientemente preparados en la prevención tienden a compartir información con personas desconocidas a través de internet. Los traficantes usan el convencimiento, la fuerza, el fraude o la coerción para atraer a los jovencitos. Más detalladamente, podemos afirmar que los tratantes suelen operar a través del uso de la violencia, amenazando a la persona o a los miembros de su familia; dañándola o privándola de las necesidades básicas, como alimentos, agua o sueño; haciéndole falsas promesas de amor o compañerismo; ofreciéndole un buen trabajo y hogar; restringiendo el contacto con sus amigos o familiares; limitando su libertad de movimiento y hasta controlando sus documentos de identidad. El tráfico humano, especialmente cuando la víctima es convertida en trabajador sexual, es un crimen oculto, ya que la persona oprimida no suele buscar ayuda por el miedo a los traficantes, a la policía o por simple vergüenza de haber caído en este deplorable mundo. Muchas de las víctimas del tráfico humano son introducidas clandestinamente en Estados Unidos y otras ya están en el país, pero su situación migratoria no es legal, lo que las cohíbe de denunciar la situación que viven. Doral has a new K-8 Center!

new school opened its doors in Doral just in time for the new school year to start. Dr. Toni Bilbao Preparatory Academy is located at NW 114th Avenue and NW 90th Street, and will open as a K-8 Center. It will initially serve students in grades Pre-K through 2nd adding a grade each year thereafter until 8th grade. It is worth noting that the construction of the new school has a total cost of $ 24.8 million. The Phase I of the school, totaling $15.1 million, has already been completed to start classes, while Phase II, at an expected cost of $9.7 million, is projected to be completed by August 2019. The new 59,000 square-foot building includes administrative offices; 37 spacious classrooms with state-of-the-art technology; Media Center, Music Suite, full service cafeteria, two soccer fields, basketball court and a physical education shelter on the exterior of the school. Tracey D. Crews is the new principal of Dr. Toni Bilbao Preparatory Academy. Ever since she was assigned, she has tried to engage with the community surrounding the school and getting ready to receive their new students this upcoming August 21st.

“I am the proud principal of Dr. Toni Bilbao Preparatory Academy and I am so excited to be part of this monumental experience with opening a school. I am honored to continue the educational legacy of Dr. Toni Bilbao that will inspire and touch the lives of the children, staff, parents and the Doral community” said Principal Tracey Crews. She is married and has two daughters. During her childhood, she lived in Illinois and she received her Bachelor of Science degree in Elementary Education with a minor in Psychology from Rockford University in 1993. After moving to Florida, she started her teaching career at Nathan B. Young Elementary School in 1994. Then, she earned her Masters of Science degree from Nova Southeastern University in English Language Learners and Educational Leadership in 1998. Currently, she is enrolled at the College of William and Mary working on her doctoral degree. She transitioned into administration at Carrie P. Meek/ Westview K-8 Center in the year 2000. Tracey D. Crews became the Assistant Principal for five years and the principal for last 12 years. “During these years, the parents, staff, community and I had a vision that “It Takes A Village to Raise a Child” to ensure the success of every child. I truly believe in the

success of all children”. “Dr. Toni Bilbao Preparatory Academy provides an enriched and diverse learning environment for all students. The school reflects the various backgrounds and cultures of the community. Our staff is eager to pass on their knowledge and experience to our students”. In the new school, the students of Kindergarten and first grade will receive physical education along with art and music embedded in the curriculum. Special Area classes for second grade will also include Art, Music and Physical Education. ESOL strategies will be incorporated into the core curriculum. Special area classes will be offered at the school. All students will receive Spanish instruction in Language Arts, Social Studies and Mathematics. A temporary boundary has been established for Dr. Toni Bilbao Preparatory Academy for the 2017-2018 and 2018-2019 school years with a permanent boundary being established during the 2019-2020 school year. Students residing in the boundaries of Dr. Rolando Espinosa K-8 Center and John I. Smith K-8 Center will have the option of attending Dr. Toni Bilbao Preparatory Academy or remain in their respective school. “This is a novel idea that will ensure that families are not displaced or inconvenienced with a series of boundary changes that will occur in the Doral area”, said Crews. When asked how she would help the kids and families who have recently arrived to the United States (specially those who do not speak English), Crews told us that “Dr. Toni Bilbao Preparatory Academy is offering a Cambridge Language Immersion Program. The school is currently in the authorization process. This will be very beneficial to students with core instruction being taught sixty percent in English and forty percent in Spanish. a faltan pocos días para que se de inicio al nuevo año escolar 2017-2018 y Doral estrene una nueva escuela. Dr. Toni Bilbao Preparatory Academy está ubicada en NW 114th Avenida y la NW 90th Callle y abrirá inicialmente con los estudiantes de PreKinder hasta 2do. grado añadiendo un grado cada año después hasta el 8vo grado. Cabe destacar que la construcción de la nueva escuela tiene un costo de $24.8 millones. La fase I de la escuela que asciende a 15,1 millones de dólares, ya se ha culminado para dar inicio a clases, mientras que la fase II, con un costo previsto de 9,7 millones de dólares, se completará en agosto del 2019. El edificio de 59.000 pies cuadrados incluye oficinas administrativas; 37 aulas con tecnología de vanguardia; un centro de medios audiovisuales, salón de música, cafetería de servicio completo, dos campos de fútbol, canchas de baloncesto y un área cubierta para educación física en el exterior de la escuela. Dr. Toni Bilbao Preparatory Academy está bajo la dirección de Tracey D. CREWS ESTÁ EMOCIONADA DE SER PARTE DE LA COMUNIDAD DE DORAL

“Estoy muy orgullosa de ser la directora de Dr. Toni Bilbao Preparatory Academy y estoy muy emocionada de formar parte de esta monumental experiencia con la apertura de la escuela. Actualmente, está inscrita en el College of William and Mary trabajando en su doctorado. En el 2000, comenzó a trabajar en la administración de Carrie P. Meek/Westview K-8 Center. Crews fue subdirectora durante cinco años y posteriormente, fue la directora de esa escuela durante los últimos 12 años. “Durante esos años, los padres, el personal, la comunidad y yo tuvimos una visión, y era que ‘se necesita un pueblo para criar a un niño’ y

Mentoring Will Help Your Student Succeed By Belinda Leon, Ed.D.

uccessful preparation for college can be traced as far back as to whether or not the student attended Pre-Kindergarten. After that, there are many points in a student’s school career where key decisions can be made to help the student be academically successful. However, more and more studies are finding that once your child gets to college – something other than financial aid and academic preparedness is needed. College students need a mentor that will provide much needed social support so that the student will stay the path towards graduation and other achievements. A mentor can help a student choose the appropriate courses, participate in the right extra-curricular activities, and understand how to get problems resolved on campus. But more importantly, a mentor is a source of inspiration. A mentor should be someone that the student can go to when classes get tough, when they are feeling isolated at college, or if they start to lose hope of ever finishing school. Sometimes it is the mere presence of someone in the student’s life that looks like them, speaks like them, and has a similar background like them that will convince the student to keep pursuing success as did their mentor. In 2014, Gallup surveyed more than 30,000 college graduates and found that among certain elements needed for long-term success, several were related to emotional support. Graduates indicated that if a mentor had encouraged them to pursue their goals and dreams, they were more likely to be engaged in their work and thriving overall in their lives. A mentor is an experienced and trusted advisor that can teach or train someone else on an experience that they have already gone through. Many low-income and first generation college students struggle with leaving behind poor families; parents that don’t understand the college experience; and a lack of confidence that all weighs heavily on them. Students need a strong cheerleader or role model to help them survive not just that first difficult year of adjustment, but all four years of college.

Stanford University found in a 2011 study that college students who were mentored were 1015% more likely to continue into the next year of college. Other studies have found that students who develop a positive self-concept through the support of other individuals while in school have a better success rate than students with a high SAT score as a predictor of college graduation. But mentoring can also help high school students! Since 2005, I have been a mentor for the Women of Tomorrow Mentoring and Scholarship Program here in Miami-Dade County. During its first year of existence, the organization hired an independent psychologist to conduct pre and post self-esteem tests of the mentees. There was a statistically significant increase in the self-esteem for these young women! Year after year, Women of Tomorrow finds that mentoring increases the graduation rate of these high schools students and reduces their drop-out rate. A particular area of interest is that of STEM (Science, Technology, Engineering, and Math) studies which make up 80% of the fastest growing jobs in the United States. Statistics show that women, especially minority women, are greatly lacking in field of STEM. The Girl Scouts of United States of American found that it is typical for girls to

not even attempt harder courses in the fields of science or math simply from a lack of confidence. University of Michigan Professor Eileen Pollack (2013) states that “the most powerful determinant of whether a woman goes on in science might be whether anyone encourages her to go on.” Technology company CDW surveyed 300 women who were STEM students, graduates, or STEM “dropouts” and found that bringing in more female role models (58% reported) and connecting STEM students with influential females in STEM (55% reported) would help empower women to graduate from STEM majors (Devaney, 2016). Find a mentor for your student. It may be a family member, a neighbor, a friend, or someone through a formal mentoring program. The support and guidance that a mentor can provide is invaluable. This is the person that your student will remember years later as having influenced them to make the right decisions and more importantly- to not give up their dreams and aspirations while they work hard to graduate.

ith the goal to promote the businesses in Doral and to create among them community relations that stimulate local investment, the City of Doral is relaunching the program known as “Spend Local, Save Local.” This was announced by the Director for Economic Development of the City of Doral, Manuel Pila, who explained that “Spend Local, Save Local” is the relaunching of an initiative that was active during 2012. “We are recreating the program, using new technologies, videos and social media in order to promote our local businesses and offer discounts for the Doral community. “This program will include several promotional campaigns over the year to promote sales connected to specific shopping seasons, such as Christmas, February 14th, Mother’s Day, Father’s Day, the famous Black Friday, this is, all the dates for which there is a specific commercial movement,” comment Pila. The Economic Developer of our city explained that this program will start during the first weeks of August with a marketing campaign geared towards the back to school season. “We know that during this season, the parents are dedicated to the purchase of school supplies, uniforms and all the necessary materials for their children to get back to school, the idea then is to inform about the offers that all the business in Doral that are related to this type of merchandise, will be offering.” Participation in “Spend Local, Save Local” offers the businesses in Doral the opportunity to belong to a commercial network with a common objective: the economic growth of its local businesses and corporations and in consequence of our city. “We want that the people that live and work in Doral, to also buy in Doral.” “Spend Local, Save Local” works as an online interactive directory for businesses in and around the City of Doral. For example, if you are looking for a present, a special meal, a professional service or a quality health provider, you can simply refer to the City of Doral website and you will find what you are looking for. “If you are looking for sales, this program will also be able to help you given that all affiliated businesses will be able to make local promotions, trying to attract the highest number of customers and you will even be able to find job opportunities. This is why we are calling this a commercial network to support the local economy and the small businesses in Doral,” added Pila. The Economic Development Department from the City of Doral decided to relaunch this program because they understand the importance of stimulating the local businesses and to promote internal investment, because these are precisely the aspects that makes us grow as a municipality and to provide the residents with a better quality of life. 5 Pool Safety Tips for Landlords

he summer is officially here! The temperatures are soaring and you can’t walk from the office to your car without breaking a sweat. But the heat also means it is summer vacation. And that means it is also pool time in South Florida. So if you own home has a pool or any of your rental properties have pools now is the time to think about what you need to do to protect the children and adults that will be using it. We have compiled a list of basic safety tips for all pools but also considered some extra issues that landlords need to be especially vigilant of… 1. RESTRICT ENTRY This is probably the most important thing you have to do and it is actually mandated by law in MiamiDade county and most other counties. There must be a barrier to entry of at least 48″ to keep people from accidentally stumbling into the pool and drowning. Now if you have a fence around the property then that will satisfy your legal obligation but you should also consider an actual pool fence surrounding the pool itself because while a fence will keep outsiders from getting in the pool the people you really want to protect live inside that fence and could still tumble in if there is no pool fence. 2. INSTALL ALARMS There are two kinds of alarms for pool entry and both are relatively cheap. The first is an entry alarm that goes on the pool fence. It will sound if anyone tries to enter without inputting the override command. This is the cheaper kind and works great but only if you have a pool fence. If you don’t have a pool fence there is also a motion alarm that can be added to the pool itself which will sound if there is any agitation to the water, such as that which occurs when somebody or something enters the pool. This could also warm you if an alligator has gotten in your pool so that is a nice bonus to avoid a nasty surprise. Either way the motion sensor is a little less than $200 on Amazon and a small price to pay for peace of mind that a child will not drown in your pool. 3. INSPECT TILES The around around the pool is also incredibly dangerous as it tends to be a place where a lit of running (and thus slipping and falling) takes place. Remember if somebody is hurt at your rental property as a result of lack of maintenance such as with broken tiles you can be sued. A thorough inspection of the tiles around the pool should be performed to ensure that there are no loose, cracked or otherwise deficient tiles. You may also want to check roof tiles at this time as a result of our next tip… 4. RESTRICT ROOF ACCESS If you grew up in South Florida there is a good chance either you or one of your friends jumped off the roof of a house into the swimming pool. It is a very stupid thing to do but when kids (especially teenagers) are left to their own devices it actually probably happens more than you think. The best way to avoid this is to make it as difficult as possible to get up on the roof of your property. If you have ladders in a shed make sure it is locked and if there are any other easy ways to get on the roof make sure they are blocked. 5. CHECK DRAIN COVERS One of the main ways that kids get stuck and end of drowning is because pool drain covers are either missing or improperly installed. Kids will put their hands in just about anything so make sure that the covers are basically impossible to remove and you will greatly reduce the possibility of freak accidents occurring at your property. Of course there are several other precautions that should be taken when you are supervising children at a pool but these are the main property management considerations that you should put into place to ensure the safety of anyone who is going to be in around a pool at one of your properties. Hemos puesto una lista de tips básicos para el cuidado de las piscinas… 1. RESTRINGA LA ENTRADA: Este es quizás uno de los tips mas importantes incluso requerido por la ley en Miami Dade County. Una inspección de las baldosas debe ser hecha para asegurarse que todo esta bien. De paso debería chequear su techo y esto nos lleva al siguiente tip. 4. RESTRINGA ACCESO AL TECHO Quizás usted o sus amigos hayan tenido el chance de lanzarse de un techo a la piscina. Suena algo tonto pero los niños y adolescentes no tienen límites y pasa más de lo que piensa. La mejor forma de evitarlo es haciendolo complicado. Cualquier tipo de herramienta que sirva para subirse asegurese que este bajo llave y el paso bloqueado. 5. CHEQUEE LAS COBERTURAS DEL DRENAJE: Otro de los accidentes fatales es cuando las coberturas de los drenajes no están puestas o están mal instaladas. Los niños tienen la mala costumbre de poner las manos en todo, asi que pruebelas usted mismo hasta que sean imposible de removerlas y esto reducirá la posibilidad de este tipo de accidentes en su propiedad. Upgrade your lights: Switch to LED lights, which use 90 percent less energy than traditional incandescent bulbs and can last up to 10 times longer.
