Savings on policy premiums for residents among the benefits

FEMA Raised Flood Insurance Rating for Doral

he Federal Emergency Management Agency (FEMA) has raised to Class 7 the National Flood Insurance Program Community Rating System (NFIP/ CRS) for the City of Doral. This new classification (a whole point improvement since last evaluation five years ago) qualifies residents in the city for a 15 percent discount in the premiums for flood insurance policies that are issued or renewed within Special Flood Hazard Areas of Doral after May 1, 2017. On the notification letter, the agency commended the City for their effort on improving the rating to make the community more disaster resistant and for enhancing public safety and property protection, along with the financial benefit of the flood insurance premium reduction.

DISCOUNTS WILL SHOW UP ON THE POLICY Julian Perez, Planning and Zoning Director for the City of Doral explained that “one of the mayor benefits for the city is that we are going to have an additional 5% reduction on the flood insurance for a total of 15%”. Mike Hagerty, Floodplain Manager for the City of Doral who coordinates the CRS team, added that even if residences are not located in a special flood hazard area, if owners carry a flood policy they get a 5% discount as well. “There are flood zones throughout Doral, both residential and commercial that will benefit from this” said Hagerty. “The main areas are around 79th Avenue, but the new residences and developments in the NW are on the Special Flood Hazards too”. Property owners should see their discount automatically applied. They have to let their insurance agents know in case it does not happen. The Floodplain Management Department prepared a comprehensive informational page within the City’s website where property owners can find the documentation that backs that discount, as well as information on the CRS and flood safety tips in case of disasters. Hagerty is available to provide any additional information for insurance agents and residents: “They can refer them to me as Floodplain Manager, I have all certifications that prove that their buildings are compliant and I can provide documentation on what zone the property is located.” A LENGTHY PROCESS FOR THE SAFETY OF THE COMMUNITY

The NFIP/CRS score is verified by FEMA every 5

years and organizations have to report performance every year. It is generated by accumulation of credits by the organization on several activities such as Outreach Projects, Flood Protection Assistance, Elevation Certificates, Stormwater Management, and Floodplain Management Planning among other standards. The City entered the CRS in 2008 and the next review was scheduled for 2014. “Our program was a low 8 and we were very concerned because of the changes on the CRS guidances” explains Mr. Perez. That concern motivated Mr. Eddie Rojas, City Manager who is also a Certified Floodplain Manager (CFM) to kick start a project in 2014 to improve the score. The group effort paid back and Doral was one of the few communities that improved the class in the State of Florida. The in-house team was put together including City employees experts in different fields, most of them CFMs, led by Mr. Hagerty. It included personnel from public works, building, planning and zoning and code compliance. They identified the key improvement opportunities to tackle in order to accomplish the goal of improving the score “we were going to move forward on the CRS to bring it to a 7 and hopefully to a 6 in the future.” The inspection took place in October 2015 and it took FEMA some time to review the results. The letter with the news on the improved score was received in April 2017. “We are fortunate, it is a citywide effort led by the Mayor, the Council and the Manager. If they don’t give us the backing that we need to put the regulations and enforce them properly we can’t get a score like this” affirmed Hagerty. “Within the next 5 years we look forward to move to class 6, […] we will be working on fine tuning all the individual activities to achieve that ultimate goal.” Two achievements that were part of this effort were the Storm Ready Certification and the overhaul of the Floodplain Management Ordinance. Thinking on the future, the Low Impact Development Plan will have a positive impact towards the continued improvement of the class score.

DORAL: CENTER OF EXCELLENCE IN FLOODPLAIN MANAGEMENT

The improvement of the CRS class involved the development and adjustments of regulations and the

Mike Hagerty development of community outreach efforts to improve storm readiness. Besides the financial benefit of the insurance savings, another effect of the improvement Doral residents have seen are more events, fairs, training related to that matter. The CRS team continues working within the City to maintain the status achieved. “We are making sure the community saves money but the most important thing is that the community is safe in the case an event happens” explains Mr. Perez. “We are very vigilant and take that very seriously. When we know an event is coming we begin to assemble the teams that are responsible on certain areas. People are knowledgeable and certified […], this people already have the basic background, are ready to go.” There are 17 Doral employees already CFMs and more are being trained. “It is a resource that is not only available for the City but for the State and the County. That is really the most important thing. We look forward to the savings but at the end of the day it is about public safety and making sure we are protecting all us that live here. We have been working towards creating the City as a center of excellence for floodplain management and the work and education we do is recognized by FEMA. It really has significant value attached to it.”

Habrá ahorros en primas de pólizas para los residentes

FEMA Aumentó Calificación de Seguros Contra Inundaciones en Doral

a Agencia Federal para Manejo de Emergencias (FEMA por sus siglas en inglés) ha elevado a 7 la clasificación de la Ciudad de Doral dentro del Programa Nacional de Seguros para Inundaciones (NFIP/CRS). Esta clasificación implica la mejora de un grado completo en la evaluación que se realiza cada 5 años y califica a los residentes de la ciudad para un 15% de descuento en las pólizas de seguro de inundación que se suscriban o renueven después del 1 de Mayo de 2017. En la carta de notificación, la agencia felicitó a la Ciudad por sus esfuerzos para la mejora del índice, preparando la comunidad para casos de emergencia, mejorando la seguridad pública y protección de las propiedades, y adicionalmente el beneficio financiero de descuentos en las primas de seguro de inundación.

La inspección se realizó en Octubre 2015. La noticia de la mejora en el índice CRS fue notificada por FEMA en Abril 2017. “Somos afortunados, este fue un esfuerzo mancomunado, apoyado por el Alcalde, Concejales y el Administrador. Fue fundamental su respaldo para poner en operación las reglas y reforzarlas apropiadamente para lograr esta calificación” afirmó Hagerty. “En los próximos 5 años esperamos lograr la calificación 6, […] trabajaremos en afinar tareas individuales que nos permitan llegar a ese logro.” Dos éxitos fundamentales durante este esfuerzo fueron la Certificación “Storm Ready” y la completa reforma de la Ordenanza de Manejo de Inundaciones. Otra actividad que se estima influirá en el futuro para la mejora de la clasificación NFIP/CRS es la revisión del Plan de Desarrollo de Bajo Impacto.

LOS DESCUENTOS SE REFLEJARAN EN LAS PÓLIZAS

El Director de Planificación y Zonificación de Doral, Sr. Julián Pérez, explicó que “uno de los mayores beneficios es la reducción del 5% adicional en los seguros de inundaciones, para un total de 15%”. El Gerente de Prevención de Inundaciones de la Ciudad de Doral, Sr. Mike Hagerty, coordinó el equipo CRS y explicó que aunque las residencias no estén ubicadas en zonas especiales de peligro de inundaciones, los dueños obtendrán el 5% de descuento también si tienen pólizas contra estos siniestros. “Hay zonas de inundación en Doral tanto residenciales como comerciales que recibirán este beneficio” dijo Hagerty. “Las principales áreas especiales de Peligro de Inundación están ubicadas cerca de la 79 Avenida y en las nuevas residencias y desarrollos en el Noroeste de la ciudad.” Los propietarios deberían encontrar el descuento automáticamente aplicado en sus primas de seguro. Deben notificar a sus agentes de seguros en caso que esto no suceda. El Departamento de Gerencia de Inundaciones ha preparado una página informativa en el sitio web de la Ciudad; allí los propietarios pueden encontrar la documentación que respalda la aplicación del descuento y también información sobre CRS y consejos de seguridad en caso de desastres. Hagerty está disponible para proveer cualquier información adicional a los agentes de seguros y propietarios: “Pueden referirlos a nuestro departamento. Tenemos disponibles todas las certificaciones que comprueban el cumplimiento de las normativas en las edificaciones y podemos mostrar la documentación correspondiente a la zona donde se ubique la propiedad.”

UN LARGO PROCESO PARA LA SEGURIDAD DE LA COMUNIDAD

El índice de NFIP/CRS es verificado por FEMA cada 5 años y las organizaciones reportan su desempeño cada año. La organización acumula puntos por diversas actividades como por ejemplo proyectos de divulgación, asistencia y protección contra inundaciones, certificados de elevación, manejo de aguas de lluvia, planificación de prevención de inundaciones, entre otras categorías. La Ciudad comenzó a medir el CRS en 2008 y la siguiente revisión estaba pautada para 2014. “La primera vez nuestro programa calificó como 8 y eso nos preocupaba porque hubo cambios en las normas CRS” explica Pérez. Esa preocupación motivó al Administrador Municipal Eddie Rojas, quien también está Certificado en Gerencia de Inundaciones (CFM), para iniciar un proyecto en 2014, con el fin de mejorar la calificación. Ese esfuerzo consiguió que Doral sea una de las pocas comunidades en todo el Estado de Florida que mejoró la calificación. El equipo fue constituido por empleados de la Ciudad expertos en diferentes áreas, la mayoría de ellos certificados CFM, y coordinados por Hagerty. Participaron los departamentos de Obras Públicas, Construcción, Planificación, Normas y Procedimientos y Asuntos Públicos entre otros. Juntos identificaron las oportunidades para lograr la mejora del índice CRS. “Trabajamos para llevarlo a 7 y en un futuro llegaremos a 6” dijo Pérez.

La mejora en la clasificación CRS implicó el desarrollo y ajuste de normativas y la realización de esfuerzos de alcance comunitario para mejorar la preparación de la comunidad en caso de tormentas e inundaciones. Los residentes de Doral se han beneficiados con eventos, ferias y entrenamientos relacionados con ese asunto. El equipo CRS continua trabajando en la Ciudad para mantener la clasificación obtenida. “Lo más importante es que haya seguridad en caso que suceda un evento” explica Pérez. “El personal tiene conocimiento y las certificaciones que les permiten actuar inmediatamente.”

Diecisiete empleados de Doral se han certificado CFM y un grupo más está en entrenamiento. “Son recursos disponibles no solo para la Ciudad sino también el Estado y el Condado. Es algo muy importante. Los ahorros obtenidos nos importan mucho, pero lo fundamental es la seguridad pública y la protección de todos los residentes. Hemos trabajado en crear un Centro de Excelencia de Manejo de Inundaciones en la Ciudad, y el trabajo ha sido reconocido por FEMA. Hay un gran valor asociado a esta clasificación.”

The Trolley could be adding new routes

xtending the current routes of the Trolley, Doral’s free public transportation system, is one of the projects that is being developed by the Mayor’s office transportation department, in order to provide service to a greater number of residents and offer further transportation options within the city. Rita Carbonell, transportation director for the City of Doral, informed about the possibility of extending the Trolley routes after suggestions received from the users, because as the city continues to grow, there are new routes that must be covered. “Last year, our transportation system completed 112 thousand rounds, proving that each day more residents are making use of this service”. Doral’s transportation team, is evaluating the existing routes of the Trolley to start covering Dolphin Mall, Legacy Park, “Doral International Math and Science Academy” school and potentially City Place, the recently opened residential and commercial project. Carbonell explained that these routes have to be approved by the Miami-Dade county transportation

authorities; therefore it is important to present this proposal to the residents beforehand. “We invite the community of Doral to participate in the workshop taking place this May 2nd 2017, at six pm at the Mayor’s office facilities, for it is very important to receive your comments, as you are the ones using the service and therefore know what is really necessary”. Carbonell added, that the city of Doral has an agreement with Miami-Dade County, who is in charge of approving the routes and schedules, so probably the

Municipal Council might have already approved these. “The county transportation officials are aware of the addition of these routes, so we only need to finish the due diligence in order to begin the service along the new routes for this summer”. Regarding the possibility of setting a route to service the Nuestra Señora de Guadalupe church, Carbonell explained that they have received many requests for this service, yet it is still under evaluation due to several factors, among which one of the most important is the fact that between 25th street and 117 avenue, where the church is located, there are no sidewalks to drop the users. “Another inconvenient is that it represents a major detour from the main routes, nevertheless, this doesn’t mean we have disregarded this petition, we are actually starting to work on a feasibility study to carry out a complete Sunday service that would reach all of the churches. We are evaluating how many churches are they and how many people attend them, where do these people live and how do they get to the churches, so we may determine if it is a justified investment that

Así lo dio a conocer la directora de transporte de la Ciudad de Doral, Rita Carbonell, quien explicó que la posibilidad de extender las rutas del Trolley responde a las sugerencias recibidas de los usuarios, pues a medida que la ciudad crece, hay nuevas áreas que deben ser atendidas. “El año pasado, nuestro sistema de transporte realizó más de 112 mil recorridos, lo que evidencia que cada día son más los residentes que utilizan este servicio”. El equipo de transporte de Doral está evaluando las rutas de Trolley existentes para comenzar a servir al Dolphin Mall, Legacy Park y a la unidad edcativa

Agregó Carbonell, que la Ciudad de Doral tiene un acuerdo con el condado de Miami-Dade, el cual debe aprobar las rutas y los horarios, que ya deben haber recibido el visto bueno del Concejo Municipal. “Ya las autoridades de transporte del condado están al tanto de esta inclusión de rutas, así que sólo nos falta culminar

el proceso para puedan ponerse en marcha durante los meses de verano”. Con respecto a la posibilidad de habilitar una ruta hacia el nuevo templo de la Nuestra Señora de Guadalupe, Carbonell explicó que han recibido muchísimas solicitudes para este servicio, pero aún está en evaluación debido a varios factores, entre los que destaca que, alrededor de la 25 calle y de la 117 avenida, donde está ubicada esta iglesia, no hay aceras donde dejar a las personas. “Otro de los inconvenientes es que se desvía mucho de las rutas principales, sin embargo, esto no significa que hemos descartado esta solicitud, pues estamos iniciando un estudio de factibilidades para ofrecer un servicio dominical completo a todas las iglesias. Estamos evaluando cuáles iglesias son, cuántas personas van, dónde viven estas personas y cómo se desplazan a los templos, para determinar si es una inversión justificada y que beneficie a un importante número de residentes”.

Maidique Campus and another at the Engineering Department, and this is being coordinated in conjunction with the City of Sweetwater. “This would not only help to relieve traffic in Doral, but it would also represent a great alternative for our city students”. Another important news regarding the Trolley system is the purchase of a new unit, to replace an older one, which will be kept as replacement. With this new vehicle, we add up to 11 cars to serve are community, the objective is to relieve traffic, through alternative means of transportation that allow our residents to move around Doral and connect with the Miami-Dade Transportation system (MDT). Currently, the Trolley offers three routes: route 1 which was the first one to open its and it is the longest, as it covers over 20 miles and goes around the majority of the city. Route 2 runs from Palmetto Metrorail Station up to the center of the city, it is intended mainly for those who come to work at Doral. Route 3 also starts at Palmetto Metrorail Station, but goes to the northwest residential area, and it is intended for those who work outside of Doral, but live here. Carbonell also revealed the results of a survey that was recently carried out among Trolley users, which highlighted the requests for more hours of service, the need to build 10 covered spaces to store the units, the implementation of express and/or shorter and more direct routes, as well as new connections with the Miami-Dade transportation system. The City of Doral is working on other recommendations pointed out on the survey, such as improving the stops’ lights, reducing the waiting times by increasing the frequency of the service, increasing service during weekends and improving the quality of the seats. “All of these community requests are being evaluated to include them on the Transportation Development Plan to be completed by 2018”.

City | Ciudad Carbonell también anunció que, para el 2018, se espera una ruta hacía Florida International University (FIU), deteniéndose en el Campus Modesto A. Maidique y en el Centro de Ingeniería, la cual se está coordinando con la Ciudad de Sweetwater. “Esto no sólo ayudaría a la descongestión del tráfico en Doral, sino que también ofrece una gran alternativa para los estudiantes a nuestra ciudad”. Otro anuncio importante con respecto al sistema de Trolley es la adquisición de una nueva unidad, que viene a sustituir una más vieja, que será puesta en reserva. Con este vehículo, tenemos un total de 11 carros al servicio de la comunidad, pues la idea es aliviar la congestión vehicular, proporcionando medios de desplazamiento alternativos que permitan movilizarse dentro de Doral y conectarse con el servicio de transporte de Miami-Dade (MDT). En la actualidad, el Trolley ofrece tres rutas: la ruta 1 que fue la primera en establecerse y es la más larga, pues abarca más de 20 millas y le da la vuelta a casi toda la ciudad. La ruta 2 va desde el Palmetto Metrorail Station hasta el centro de la ciudad y sirve, principalmente, a quienes vienen a trabajar a Doral. La ruta 3 va, igualmente, desde el Palmetto Metrorail Station , pero hacia la zona residencial en el noroeste de la ciudad, destinada a quienes trabajan fuera de Doral, pero viven aquí. Carbonell también informó los resultados de una encuesta reciente realizada entre los usuarios de Trolley, de la cual se desprende que entre las mayores solicitudes se encuentran más horas de servicio, la necesidad de construir 10 refugios para los autobuses, la habilitación de rutas expresas y/o más cortas y directas y nuevas conexiones con el sistema de tránsito de Miami-Dade. Otras de las recomendaciones desprendidas de esta encuesta y sobre las cuales el departamento de transporte de la Ciudad de Doral está trabajando es mejorar la iluminación en las paradas, acelerar la frecuencia del servicio para disminuir los tiempos de espera, ampliar los recorridos del fin de semana y considerar mejoras en los asientos. “Todas estas solicitudes comunitarias se están evaluando para integrarlas al Plan de Desarrollo del Tránsito que debe estar terminado en el 2018”.

Is Doral prepared for an active shooter?

To acquire the necessary knowledge in self-defense tactics, to protect you and to communicate with 911 are the main recommendations in order to survive an attack with a firearm. Edda Pujadas, @epujadas

he incidents of attacks with firearms from active shooters are on the rise in the United States and in the world. This has caused that the residents of Doral question if the city is prepared for such an event. As per Noel Feliciano, officer of the Doral Police Department, the answer to this question is yes. “Fortunately, the City of Doral has not been a victim, so far, of the attack of an active shooter, nevertheless, on the national and worldwide arena, these violent acts are on the rise, and for this reason all our officers are ready and prepared to handle these types of situations.” Feliciano added that on top of the training, in this area, that all the police officers from Doral receive, there is a special response group for armed attacks, this is trained, formed and ready to respond immediately to any violent act, with firearms or any other type of weapon. Officer Feliciano also stated the importance of being educated in this subject, because these attacks are unexpected, dynamic, short (they usually last for some minutes) and impossible to predict. “An ambush from an active shooter is a sudden and violent attack with the intention to cause fear and panic, victimizing as many people as possible.” Additionally, the statistics from the Federal Bureau of Investigation for the years 2014 and 2015 indicate that in each of these years there were 20 incidents with a firearm, which is more than any two years average in the last 16 years and almost six times more than the period between 2000 and 2001. Speaking about recent events, we remember the Orlando shooting in June 2016 where at least 50 people lost their lives; the Fort Lauderdale shooting event where Esteban Santiago killed five people and less than 15 days ago when Steve Stephens transmitted via Facebook live the murder of Robert Godwin. We need to mention particularly the violent attacks of the last years in colleges and universities in the United States, with one of the most remembered the Virginia Tech event, in April 16th, 2007, where 33 people lost their lives to the South Korean student, Cho Seung-hui.

These violent events have also conducted to the creation of institutions such as IProtect USA, a non for profit organization founded in 2016 in Miami, its goal is to educate the citizens in the prevention of violent events and in the proper ways to get protected in case of being victims of an armed attack. Jason Rodriguez, leader and instructor of IProtect USA, agrees with Officer Feliciano in the fact that learning to defend yourself is imperative. When he references the basic notions of self defense, Rodriguez mentioned five basic points: prepare yourself, escape, hide, fight for your life and call 911. “To get prepared implies to study and practice self defense tactics, develop an action plan, conduct role playing games and possible scenarios with family members and to those interested in carrying guns, it is very important that they have the necessary training,” indicated Rodriguez. When he refers to the word: escape, this implies that if you hear shots, you should run and escape from the location immediately, forget about your belongings, do not wait for anyone and have an escape route. If you can not escape, Rodriguez recommends to hide in a safe place away from the shooter, block the entrances with furniture or lock the doors and be as silent as possible to avoid getting the attention of the shooter. “Only as a last alternative and if your life is in imminent

danger, you must fight. With the right training you can try to neutralize the shooter,” states Rodriguez, he also adds, “you must contact 911 as soon as possible, but only when it is safe to do it, for this you should remain calm and provide as much detailed information as possible, including the number of attackers and the description, the number of weapons and the amount of the victims.” Once you have contacted 911 it is imperative to follow the instructions that the 911 operator is giving you, cooperate and move with the police when it is necessary, be sure that your hands are visible and open, avoid screaming or loud noises, do not make sudden or violent movements and follow the instructions of the officers. os incidentes de ataques por armas de fuego por parte de tiradores activos continúan aumentando en Estados Unidos y en el mundo entero. Esto ha llevado a que los residentes de Doral se pregunten sí la ciudad está preparada para enfrentar un hecho de esta magnitud. Para Noel Feliciano, oficial de la Policía de Doral, la respuesta a esta interrogante es que sí. “Afortunadamente, la ciudad de Doral no ha sido víctima, hasta el momento, del ataque de un tirador armado, sin embargo, a nivel nacional y mundial, la ocurrencia de estos hechos violentos está en aumento, por lo que todos nuestros oficiales están completamente listos y preparados para manejar este tipo de situaciones”. Feliciano agregó que, además de la capacitación en esta materia que reciben todos los policías de Doral, hay un grupo especial de respuesta en caso de ataques armados, que está entrenado, formado y listo para responder de inmediato a estos hechos violentos, bien sean con armas de fuego u otro tipo de armas.

El oficial Feliciano también manifestó la importancia de estar educados en esta materia, pues son ataques imprevistos, dinámicos, cortos (generalmente, sólo duran algunos minutos) e imposibles de predecir. “Una emboscada de un tirador activo es un ataque repentino y violento, con la intención de provocar miedo y pánico, victimizando a tantas personas como sea posible”. Adicional a esto, las estadísticas de la Oficina Federal de Investigaciones (FBI, por sus siglas en inglés) que abarcan el 2014 y el 2015 indican que, en cada uno de estos años, se registraron 20 incidentes de ataques armados, lo que significa más que cualquier promedio de dos años en los últimos 16 años y casi seis veces más que en el período comprendido entre el 2000 y el 2001. En cuanto a hechos más recientes, podemos recordar el tiroteo de Orlando en junio del 2016, donde murieron al menos a 50 personas; el del aeropuerto de Fort Lauderdale, donde Esteban Santiago, acabó con la vida

de cinco personas y hace menos de 15 días cuando Steve Stephens transmitió por Facebook el asesinato a Robert Godwin. Particular mención tienen los ataques violentos registrados en los últimos años en colegios y universidades de Estados Unidos, siendo uno de los más recordados el sucedido en Virginia Tech el 16 de abril del 2007, cuando fallecieron 33 personas a manos de un estudiante surcoreano, Cho Seung-hui.

Ante esta alarmante situación, el oficial Feliciano insiste en la importancia de estar preparados, prevenidos y educados en esta materia, por lo que él mismo realiza charlas para informar a la comunidad qué hacer y cómo actuar en estos casos, así como el papel que juega la policía en estos eventos. “Son charlas de 45 minutos, durante las cuales se les ofrece a las personas información general sobre los ataques armados, se les explica la forma en que responde la policía y la capacitación que tenemos para estos casos, se les enseñan las acciones que deben tomar como ciudadanos y se les presenta un video de seguridad”, relata Feliciano. Estas charlas de seguridad son ofrecidas por la Policía de Doral a solicitud de las comunidades, por lo que instamos a los residentes a ponerse en contacto con este cuerpo de seguridad para educarse en esta materia. Estos hechos violentos, también han hecho que surjan instituciones como IProtect USA, una organización sin fines de lucro, fundada en febrero de 2016 en Miami, con

la intención de educar a los ciudadanos en la prevención de hechos violentos y en las formas adecuadas de protegerse en caso de ser víctimas de un ataque armado. Jason Rodríguez, líder e instructor de IProtect USA, coincide con el oficial Feliciano en que aprender a defenderse es indispensable. Al hacer referencia a las nociones básicas de autodefensa, Rodríguez mencionó cinco aspectos fundamentales: prepararse, escapar, esconderse, luchar por la vida y llamar al 911. “Prepararse implica estudiar y practicar tácticas de autodefensa, desarrollar un plan de acción, realizar juegos didácticos de roles y posibles escenarios con miembros de su familia y para los interesados en portar armas de fuego es muy importante que hagan el entrenamiento necesario”, indica Rodríguez. Cuando se refiere a la palabra escapar, esto implica que si uno escucha disparos debe correr y huir del lugar de inmediato, olvidarse de sus pertenencias, no esperar a nadie y tener una ruta de escape. Si no puede escapar, Rodríguez recomienda ocultarse en un espacio seguro lejos del tirador, bloquear las entradas con muebles o puertas con cerraduras y ser lo más silencioso posible para evitar atraer la atención del victimario. “Sólo como última alternativa y cuando su vida esté en inminente peligro, debe luchar. Con el entrenamiento adecuado, usted podrá tratar de incapacitar al tirador”, manifiesta Rodríguez y agrega que debe llamar al 911 lo antes posible, pero sólo cuando sea seguro hacerlo, para lo cual debe mantener la calma y proporcionar la información más detallada posible, incluyendo el número de atacantes y la descripción, el número de armas y la cantidad de víctimas”. Tras comunicarse con el 911 es indispensable seguir las instrucciones proporcionadas por el operador, cooperar y movilizarse con la policía cuando sea necesario, asegurarse de que sus manos estén visibles y abiertas, evitar gritos o ruidos fuertes, no hacer movimientos rápidos y/o violentos y seguir las instrucciones de los oficiales. “Traffic Park: Traffic Education For Children”

Elizabeth Canchola, Chair of the PP4K Foundation, explained that they are working as a team with the Doral Police Department, in order to create conscience and educate both children and adults about the safety in the streets in general, being able to build a park that emulates a city where the children can “drive” following the traffic rules. “In order to make this “Traffic Park” a reality, we are participating in the Public Space Challenge from the Miami Foundation, this is a contest open to every person in Miami Dade County, that has as its main idea to create, improve or activate public local spaces”, states Canchola. The Miami Foundation will invest a total of 305 million dollars this year for the winning ideas of the “Public Space Challenge”, so if the park has enough votes the Foundation can get some of these resources, so Canchola invites all residents in Doral to vote in favor of this proposal through the link: http://ideas.ourmiami.org/ place/495874. TRAFFIC PARK

The idea behind this program is to educate children and even adults about the safe and preventive way to ride a bicycle and a vehicle in general; children will be allow to “drive” in a scaled city. “If the people learn the traffic rules since their childhood, it is much more probable that when adults, they becom e responsible and respectful drivers. Canchola told us that this idea comes from her own childhood in Mexico, when she used to play in the Bosque de Chapultepec, a vast park located in the middle of Mexico City and that included a special area for children, known as “Centro de Convivencia Infantil”, where they could drive their own tricycles or bicycles and drive in a pretend city that included all traffic signals and even police officers. “I have had that idea in my mind and when I saw the “Public Space Challenge” I saw the possibility of making it a reality, for this reason apart of participating in this contest we have been working with Officer Noel Feliciano from the Doral Police Department to analyze the feasibility of the project, and we found out that the space needed is not that big, we think that half a football field might be

enough.” Canchola indicated that there would be the need to design and detail the lanes, sidewalks and traffic signals and also a pretend police station. “This is an integral project, it is educational, the children will arrive to the park and they will take a traffic course with the police in order to obtain a “driver’s license” and then be able to use the park. If they commit a traffic infraction then they will receive a “ticket” and will have to return to the police station for further traffic instruction.” The provisional site for this park is Doral Central Park,

Elizabeth Canchola, presidenta de la fundación Parks & Police 4 Kids, explicó que trabajan en este proyecto en conjunto con el Departamento de Policía de Doral, para concienciar y educar a los niños y adultos sobre la seguridad en las calles en general, construyendo un parque que emule una ciudad, en la que los niños puedan “conducir” siguiendo las reglas de tráfico. “Para hacer realidad este “Traffic Park”, estamos participando en el “Public Space Challenge” de la Fundación Miami que es un concurso abierto a cualquier persona en el condado de Miami-Dade con una idea para crear, mejorar o activar sus espacios públicos locales”, comenta Canchola. La Fundación Miami invertirá este año un total de 305

Con este “Traffic Park” se pretende educar a los niños e incluso a los adultos sobre el manejo seguro y preventivo de las bicicletas y de los vehículos en general, permitiendo que los niños “conduzcan” en una ciudad de escala. “Si desde pequeños, las personas conocen las normas de tráfico, es mucho más probable que, de adultos, sean conductores responsables y respetuosos de las leyes de tránsito. Canchola relata que esta idea se remonta a su infancia en México, cuando jugaba en el Bosque de Chapultepec, un enorme parque ubicado en el centro de la ciudad y

que incluía un centro de convivencia infantil en el que los niños podían llevar su bicicleta o triciclo y manejar en una seudo-ciudad con todas las señales de tránsito. “Siempre he tenido esta idea en la cabeza y vi en el “Public Space Challenge” la posibilidad de hacerla realidad, por lo que, además de participar en este concurso, he estado trabajando con el oficial Noel Feliciano de la Policía de Doral para analizar la factibilidad de este proyecto que, realmente, no requiere tanto espacio, pues bastaría con la medida de media cancha de fútbol americano”. Indica Canchola que habría que diseñar y dibujar los carriles, aceras y señales de tránsito, así como una estación de policía. “Este proyecto es integral y educativo, pues los niños llegarían al parque y harían un curso en la policía para obtener una licencia de conducir y hacer uso del parque. Si cometen una infracción, se les pone una multa y deben regresar a la estación policial y hacer el curso de nuevo”. La ubicación temporal de este parque sería el Doral

Through this Master Plan, the vision of Miami Dade County is that all residents of all neighborhoods, urban, suburban, rural, incorporated or un-incorporated have equal access to green spaces where they can walk, exercise, socialize and participate in a healthy and active lifestyle. The “Public Space Challenge” covers four categories this year: parks and natural areas, green roads, safe routes and public spaces, for this reason the “Traffic Park” proposed by the Parks and Police 4Kids Foundation and the Doral Police Department have high probabilities of being selected in this contest, taking into consideration that it wants to take advantage of public spaces to educate with a fun component.

Con respecto al “Public Space Challenge”, es importante destacar que este año tiene como meta crear un gran espacio público a poca distancia de cada localidad de Miami, lo que es también el objetivo del Plan Maestro de Parques y Espacios Abiertos creado por el Departamento de Parques, Recreación y Espacios Abiertos del condado de Miami-Dade, que es uno de los patrocinantes de este concurso. A través de este Plan Maestro, la visión del condado de Miami-Dade es que los residentes de todos los vecindarios, urbanos, suburbanos, rurales, incorporados y no incorporados, tengan igual acceso a espacios verdes donde puedan caminar, hacer ejercicio, socializar y participar en un estilo de vida saludable y activo. Councilwoman Fraga Obtains Unanimous Support From Council For

The Take Stock In Children Mentorship Program

esponding to Councilwoman Christi Fraga’s proposal presented at the April 12th, 2017 City Council meeting, the Council unanimously approved the Take Stock in Children (TSIC) Mentorship Program in the City of Doral, establishing a mechanism through which City employees can mentor TSIC students at Ronald Reagan/Doral High School. Take Stock in Children is a non-profit organization, which was established in Florida in 1995, and is currently funded from both public and private sources. The organization is currently working in 800 schools throughout every county in the State of Florida, and with over $149M in Florida Pre-paid Foundation Scholarships, TSIC has already serviced over 30,000 students, and engaged over 10,000 mentors. The TSIC Mentorship Program provides a unique opportunity for deserving low-income youth/students, to obtain a college education even if the family is unable to afford the cost. As part of the program, TSIC will identify eligible, deserving students at Ronald Reagan/Doral High School and pairs them with City employees, who commit to serving as mentors to these students for one hour per week. The mentor meets with the student at the school and offers them support, guidance, and encouragement. Prior to becoming mentors, City employees receive training regarding the principles and guidelines of school-

based, academic-focused mentoring. They also participate in an orientation session and receive a manual that contains tools for addressing the general needs of their students: improving grades, preparing for college, career planning, and developing life skills. The goal is to help a child build a solid foundation of values, establish goals, improve their academic and life skills, while developing their self-esteem and confidence. The commitment is for one academic year, but mentors are encouraged to continue their service with their Take Stock in Children student over a multi-year period. “The best part of the Take Stock in Children Mentorship Program is that eligible students that complete the program are awarded a Florida Prepaid scholarship that they can use to obtain a university education,” said Councilwoman Fraga. TSIC is also a unique mentorship program because it does not rely solely on mentoring to ensure that students successfully complete the program. Every student is also assigned a TSIC student

advocate/case manager who meets with the student and the mentor to provide assistance and program support and to ensure the student’s academic success. Student advocates work closely with mentors and school personnel to confirm that each child is achieving continued success and remains on track for high school completion, college acceptance, and transition into college life. “Take Stock in Children is all about what I want to promote in Doral for our youth: hope for a better life as a result of additional educational opportunities which are achieved through hard work and dedication,” said Councilwoman Fraga. “Our City employees will soon begin volunteering to participate in TSIC mentorship program and I am truly enthusiastic about how Take Stock in Children will make an additional difference regarding educational opportunities in the City of Doral.” For additional information visit: http://www. takestockinchildren.org/home

Doral Math Club places 3rd at Math State Convention

or the third consecutive year, Doral Academy Charter has led all Miami Dade County schools at the Mu Alpha Theta State Math Convention in Orlando on April 7-8. Doral’s third place overall finish in the state was the highest place by a Dade County school in over a decade. The group of 40 students won 50 academic awards in a variety of math competitions. In addition, the school won two laptop computers and a drone. Three first place awards were earned. Anirudh Rahul placed first in Analytic Geometry; Douglas Shu in Alpha Applications; and Daniela Hernandez, Maria Pelayo and Monica Novoa for Scrapbook. Top winners included Ethan Partidas, with seven awards; Felipe Contipelli, Anirudh Rahul, and Raul Valle, with five each; Dangely Canabal, Karanveer Sandhu, and Logan Fontirroche with four each. Tomas Alvarez and Tae Lee each won three. Douglas Shu, Allan DoLago, Bhavya Soni, Carlos Estrada, Carolina Mora, Amanda Fernandez won two. Other individual award winners include Maria Vazquez, Jason Bravo, Irena Lian, Marc Marquez, Camille Wang, Jesus Nunez, Vivek Brahmatewari, Bradley Ramunas, Felipe DeLaCamara, Vanessa Rodriguez, and Jose Romero. These students won 38 individual awards, and 11 team awards. Squirty Chicken Awards are presented to the top 12 students in the state in each division based on the best overall performance over the entire competition season. Five award winners were from Doral: Ethan Partidas, Anirudh Rahul,

Dangely Canabal, Marc Marquez, and Tae Lee. Sam Koski, who has taught math for 37 years, and sponsored math club for over 30, won the Sue Doker “Sponsor of the Year” award for his work in improving the math community at the state, regional and local levels.

Pay Now or Pay Later” is a phrase that I assume has been around for centuries and in my lifetime I have seen it applied to almost every situation where someone was trying avoid spending any money or choose the cheaper alternative. The situations range from choosing what brand of clothes to buy, to what food to eat, what car to drive, repair services for your house or car, and basically every service you can think of including legal services. After 15+ years of working in different areas of litigation the common thread in most the cases that I see is that the individual or business whom now has to pay a big retainer because of a lawsuit they have to defend or a lawsuit that they have to file, is that it could all have been avoided by involving a lawyer from the inception. Sometimes just the simple task of having a lawyer review or prepare the contract or even a simple consultation would have been enough to avoid the problem. The big deterrent to seeing a lawyer is the expense associated it with it, but most lawyers would work with you and not take advantage if you simply let them know your concern about the cost, at least that is how I, as well as my partners treat our clients. What could cost you a couple hundred dollars could turn into thousands of dollars in a blink of an eye. Not to mention that dealing with a problem consumes individuals’ and businesses’ resources, not only financially but the time and stress that has to be dedicated to dealing with the problem. Another horrific error by clients is not just the fact of not seeing a lawyer when dealing with a situation, but not seeing a lawyer when they have actually received demand letters from lawyers or been served with a lawsuit. In my opinion that may be the most tragic “pay now or pay later” situation. Pagar Ahora o Pagar Después” es una frase que supongo ha existido durante siglos y en mi vida he visto que se aplica a casi todas las situaciones en las que alguien estaba tratando de evitar gastar dinero o elegir la alternativa más barata. Situaciones van desde elegir qué marca de ropa comprar, qué comida comer, qué automóvil conducir, servicios de reparación para su casa o auto, y, básicamente, todos los servicios que puede pensar, incluyendo servicios legales. Después de más de 15 años de trabajo en diferentes áreas de litigio, el denominador común en la mayoría de los casos es que los sujetos o las empresas tienen que pagar ahora una gran suma en honorario profesionales debido a una demanda que tienen que defender o un pleito que deben que iniciar, lo cual podría haber sido evitado con la participación de un abogado desde el inicio. A veces, sólo la simple tarea de buscar a un abogado que revise o prepare el contrato o incluso una simple consulta habría sido suficiente para evitar el problema. El principal motivo para dejar de consultar con un abogado es el gasto asociado con él, pero la mayoría de los abogados trabajarán con usted y no tomarán ninguna ventaja si usted simplemente les manifiesta su preocupación por los costos, al menos así es como mis socios y yo tratamos a nuestros clientes. Lo que podría costarle un par de cientos de dólares puede convertirse en miles de dólares en un abrir y cerrar de ojos. Sin mencionar que lidiar con un problema consume tanto recursos personales como comerciales, además de los recursos financieros, además del tiempo y el estrés que hay que dedicar para abordar el problema. Otro terrible error de los clientes no es sólo el hecho de no ver a un abogado cuando se trata de un problema, sino no consultar con un abogado cuando ya han recibido cartas de demanda de abogados o se le ha notificado de la existencia de una demanda. En mi opinión, puede ser la situación más trágica cuando se trata de “pagar ahora o pagar después”. La próxima vez que esté evaluando un asunto o transacción individual o comercial, tómese el tiempo para pensar en algunos de los peores escenarios posibles, luego pregúntese. ¿Debo consultar con un abogado? ¡Pague ahora o pague después!

Su fundador y director, Daniel Gil, manifestó que “Miami Legion Soccer Club” es una academia conformada por entrenadores deportivos de reconocida trayectoria que brindaran a los muchachos la formación y capacitación deportiva y profesional que les permitirá proyectarse internacionalmente y optar por becas universitarias dentro de USA. “Apuntamos a preparar y desarrollar deportistas integrales con capacidades futbolísticas de alto rendimiento que puedan a futuro optar a acceder a becas universitarias por medio del deporte o si es posible apuntar a encaminar su carrera dentro del futbol profesional en cualquier parte del mundo. Nuestra formación está ajustada a los últimos planes de trabajo de la FIFA y abarca la parte técnica, motriz y física”, explica Gil. “Miami Legion Soccer Club” forma parte de un proyecto internacional que comenzó en Venezuela, donde tiene como sede principal las canchas de San Jacinto en la ciudad de Maracay que va a funcionar como una cantera de talentos donde se prepara a jugadores desde los seis hasta los 20 años. En Venezuela, se reclutan niños de todos los estratos sociales y se ofrecen becas de hasta 100% para las personas de escasos recursos. “Igual lo haremos en la sede de Miami, donde estaremos ofreciendo becas de 25%, 50 y 100%, pues nuestro interés es darle una oportunidad a todos los niños y jóvenes con talento futbolístico y conformar una plantilla de 800 muchachos”. Gil utiliza ahora esta experiencia como gerente deportivo para la formación de “Miami Legion Soccer Club” que funciona temporalmente en las canchas del colegio “John I Smith” de Doral, para cuyos estudiantes se está ofreciendo registración gratuita hasta el 15 de mayo del 2017. “El éxito de nuestras academias recae en el profesionalismo de nuestro cuerpo técnico y nuestros avanzados planes de trabajo avalados por la FIFA”. Así lo aseguró Daniel Gil, al señalar que todo el personal de entrenamiento deportivo que forma parte de “Miami Legion Soccer Club”

está certificado profesionalmente por la US Soccer y liderizado por Kenneth Zseremeta, quien es reconocido internacionalmente por haber transformado el fútbol femenino en Venezuela y cosechar innumerables éxitos en esta área. Gil recalcó que “Miami Legion Soccer Club” recibe a niños y jóvenes de ambos sexos, sin importar su nivel de conocimiento futbolístico, pues los agrupan de acuerdo a su nivel preparación, permitiéndoles desarrollarse de acuerdo a sus habilidades individuales y grupales para lograr formarlos en el fútbol recreacional y competitivo. “Para lograr la preparación física requerida, en la parte recreativa y competitiva, somos los únicos que ofrecemos entrenamiento durante hora y media, tres días a la semana, sin que esto represente algún costo adicional”. Cada entrenador tiene asignado un máximo de 15 muchachos y cuenta con un asistente para poder ofrecer a cada jugador la atención que requiere”. Parte importante de los objetivos de “Miami Legion Soccer Club” es ofrecer a sus muchachos una plataforma que les permita llegar a jugar en el futbol universitario, por lo cual sus directivos y entrenadores han visitado varias universidades del estado de la Florida, estableciendo relaciones con los departamentos de fútbol que nos permitirán formar un canal entre los jóvenes formados en la academia y estos centros de educativos.

Kenneth Zseremeta viene a liderizar al equipo de entrenadores de “Miami Legion Soccer Club”. Zseremeta es un entrenador profesional de origen panameño, recientemente director técnico de la selección de fútbol vinotinto en su categoría femenina sub 17 y sub 20, que tuvo una destacada

participación en el pasado mundial de Jordania 2016, quedando las venezolanas, por primera vez, posicionadas en el cuarto lugar de una copa del mundo, lo cual ha sido el mayor logro futbolístico de Venezuela. Zseremeta ha hecho historia al tomar a la selección femenina de fútbol venezolano y hacer de la vinotinto una potencia en el área, al haber logrado la clasificación para tres mundiales, adjudicarse el cuarto lugar en femenino sub 17 en una copa del mundo y convertirse, en dos oportunidades, en campeón sur americano en la misma categoría. Zseremeta, quien es arquitecto de profesión y tiene más de 20 años dedicado al fútbol profesional, considera que lo más importante de su participación en “Miami Legion Soccer Club” es consolidar un equipo de entrenadores altamente capacitados, pues es esto lo que garantiza una formación deportiva profesional y acorde con los parámetros de la FIFA”. En sus años de experiencia como entrenador deportivo, Zseremeta señala que la mayor de sus satisfacciones ha sido lograr proyectar internacionalmente a sus chicas sin siquiera contar con una liga profesional femenina dentro de Venezuela. “Ver como estas niñas han logrado que el fútbol femenino venezolano sea reconocido fuera de su país es una prueba de que, con conocimientos, preparación y perseverancia, todas las metas son alcanzables”. Una de las chicas entrenadas por Kenneth Zseremeta es Verónica Herrera, una jovencita de 17 años de edad, apasionada por el fútbol desde los cinco años de edad, miembro de la selección venezolana de fútbol y que hoy es la imagen femenina de “Miami Legion Soccer Club”. “De niña siempre tuve que jugar con los varones, pero desde el 2012 comencé a involucrarme con el fútbol femenino y juego como defensa en la selección nacional de mi país”, comenta esta jovencita que es una de las pocas atletas bicampeonas suramericanas que tiene Venezuela (Paraguay 2013 y Lara 2016). Estos logros deportivos de Verónica Herrera le han permitido obtener varias ofertas de becas al 100% para sus estudios en varias universidades en Estados Unidos y espera, próximamente, decidir cuál será la mejor opción para ella. Herrera planea, luego de culminar sus estudios de Comunicación Social, continuar su carrera de futbolista en Alemania para lo cual se muestra muy segura. Ronald Reagan/Doral Senior High School was host to a very special event this morning as they renamed their Teaching Academy to The Andrea Castillo Teaching Academy in honor of School Board Member Susie V. Castillo’s late daughter Andrea Castillo. “While tragedy prevented Andrea from living her dream, renaming this academy in her honor creates a long-lasting lasting legacy benefitting students” said Superintendent Alberto Carvalho who proposed the renaming. Joined by friends, family, fellow School Board Members, Superintendent Carvalho, and many community partners, Ms. Castillo remembered her daughter and her true passion for teaching which she developed at a very early age. “Andrea wanted to be a teacher ever since she was a little girl,” said Ms. Castillo, “through her many involvements and jobs in life, it was evident her heart was in teaching.” Andrea passed away in October 2012 in a tragic car accident. She was a graduate of Ronald Reagan/Doral Senior High School and very involved resident at the City of Doral. Before her passing, she had been admitted into the College of Education at Florida International University where she had planned to study Early Childhood Education. The Andrea Castillo Teaching Academy opened its doors in August 2015 to 9th grade students in Ronald Reagan/ Doral Senior High School preparing students in the program for their careers in teaching and providing them with best practices in teaching as well as providing them with internship and dual enrollment opportunities.

Just Arts and Management Middle School (JAM), a performing arts charter school located in the heart of Doral, presented the classical ballet “Sleeping Beauty” on April 4th at the Manuel Artime Theater. Directed by former classical ballerina and dance teacher at the school, Suzette Monteiro, the dance program, “JAM on Point”, combines training with performance work. The production featured dancers from “Dancers’ Studio” from Monmouth, Illinois under the direction of Ms. Arlene Smith. Earlier in the year, “JAM on Point” dancers participated in an exchange program with “Dancers’ Studio” giving them the opportunity the experience of traveling and performing for audiences in other parts of the country.
