City of Doral December Council Meeting

Recognitions and Consensus on the last meeting of the year

packed agenda constituted the order of business for the last City of Doral Council meeting for 2015. The consent agenda had 25 items, from which only 4 were pulled out for brief discussion. This is a tendency that has been observed in the past few months: more decisions moved forward by consensus and a more efficient discussion that leads to shorter meetings. Among the resolutions in the consent agenda were the approval of changes in the employment agreement with Chief of Police Donald De Lucca; the approval of Wells Fargo as the provider for financial services for the City; the purchase of license plate reading cameras for safety and large investments in technology equipment and software updates for the operation of the City. Highlights on the discussion were the approval of location, date and expenses for the City of Doral Staff holiday party; the donation of unused computers to local schools; more visibility of Police presence in primary locations; Zoning Meetings calendar for 2016; the implementation of recommendations for Odor Control by the Environmental Advisory Board and the passing of ordinances about Doral Legacy Park and a modification on the budget.

CHIEF DE LUCCA EMPLOYMENT AGREEMENT

His new employment conditions include a salary of over $140K a year, car and cellphone allowance and a 20 weeks of salary severance package in case of employment termination. As several of these conditions are not on the employment agreements of Department Directors with tenure with the City, Human Resources Department is reviewing other cities’ practices. Suggestion was made to administration to review different options on this regard.

POLICE PRESENCE ON KEY LOCATIONS

Vice Mayor Fraga commented on the importance of high police visibility around the city, especially during the many activities that take place in the Holiday Season. Chief De Lucca ensured there is

going to be high presence of officers in primary locations and encouraged residents to report any suspicious activity following the “See something, say something” policy. He also commented that 23% of police calls are from International Mall and 9% are from Walmart. This causes for many resources to be destined to attend safety issues in those areas, creating less police presence in the northern area of the City. In municipalities such as Aventura, malls share the cost burden of police presence; therefore the Police Department will come back in January with a strategy to find ways for these businesses to help out and reduce the need of officers in their premises, so there can be more presence around schools, homes, streets and businesses.

LESS ZONING MEETINGS FOR 2016

There are going to be fewer meetings next year. There is not going to be zoning meeting in March and the date for November is pending based on Election Day and the possibility of runoff.

RECOMMENDATIONS FROM THE ENVIRONMENTAL ADVISORY BOARD – ODOR CONTROL

Richard Glukstad, Chair of the Environmental Advisory Board, addressed the importance of taking actions based on recommendations from the board, regarding the hiring of an environmental engineer to monitor the application of the environmental ordinance approved in May, and also on the creation of Public Service Announcements, to educate the population on how to address complaints about foul odors and any other environmental concerns. Councilwoman Ruiz offered to take the lead and follow up on the actions taken based on the report.

ORDINANCES PASSED IN FIRST AND SECOND READING

Ordinance 15-1381 passed on First Reading, approving encumbrance carry forwards. It modifies the budget, increasing line items that correspond

to commitments not concluded in fiscal year 20142015. Second reading of ordinance 15-1368 passed designating Doral Legacy Park as Green reuse area, making it eligible to benefits under the Florida’s Brownfield Redevelopment Act. It will reduce the costs of building the park.

AN OVERVIEW OF 2015 AND EXPECTATIONS FOR 2016

Hours devoted to Regular, Special, Local Planning Agency and Zoning Meetings by all five City Council members this year amount to 564 hours in 2015, an average of 9 hours a month per elected official. The Council and City Staff approved approximately 300 resolutions and adopted 35 ordinances. This year brought to the City a beauty pageant; park name changes; wage increases for the City employees; expansion on the foreign relations with the visit of authorities from prospective sister cities; a joint-use agreement with Southern Command; changes in the corporate image of the City; a brand new school and three more in the pipeline; a texting and driving prevention resolution and the approval of many projects aligned with the Comprehensive Master Plan. If there has been a year since incorporation when Doral has started to move forward it has been 2015. The year 2016 brings along the closing of the electoral cycle, with an election planned for November 7th and a runoff for December 6th. Three out of five seats in the Doral City Council will be up for grabs. One can only hope that campaigns do not interfere with the decision making process in the Chamber; that those currently in the Council continue working towards the betterment of the quality of life of their fellow residents; that community participation increases and by the time Election Day comes, truly concerned and involved citizens make the right decisions on selecting the best people to join the leading team for the City of Doral.

Reunión Municipal de Doral en Diciembre

Consenso y Reconocimientos en la última reunión de 2015

a última reunión del 2015 del Concejo Municipal de Doral tuvo una extensa agenda. Veinticinco resoluciones estaban en consenso, de las cuales solo cuatro se pasaron a discusión. Esta es la tendencia los últimos meses: más decisiones por consenso, discusiones más eficientes y reuniones mucho más cortas. Por consenso se aprobaron, entre otras cosas: la modificación al contrato de trabajo del Jefe de la Policía Donald De Lucca; la selección de Wells Fargo como proveedor de servicios financieros para la Ciudad; la compra de cámaras de seguridad para lectura de placas de automóviles y también inversiones importantes en actualización de equipos de tecnología y software para la operación de la Ciudad. Destacaron en la agenda de discusión la aprobación de gastos relacionados con el Agasajo de Fin de año para personal de la Ciudad de Doral; la donación de equipos de computadora desincorporados a las escuelas locales; más visibilidad y presencia policial en sitios estratégicos de la ciudad; calendario de reuniones de zonificación para 2016; ejecución de recomendaciones sobre control de olores por parte del Consejo Consultivo de Asuntos Ambientales; y por último la aprobación de las ordenanzas sobre el Doral Legacy Park y para la modificación del presupuesto.

CONTRATO DE EMPLEO DEL JEFE DE LUCCA

EL contrato incluye un salario anual sobre los US$140K; uso de automóvil y teléfono celular y un paquete de salida de 20 semanas de salario en caso de despido. Varias de estas condiciones no forman parte del paquete salarial de varios Directores de Departamento que tienen muchos años de servicio en la Alcaldía. Recursos Humanos está revisando políticas salariales en otras ciudades para casos similares y se giraron instrucciones a la Administración para evaluar diferentes opciones sobre este caso.

PRESENCIA POLICIAL EN SITIOS CLAVE DE LA CIUDAD

La Vice Alcalde Fraga comentó la importancia

de la presencia policial, especialmente en las actividades masivas de fin de año. El Jefe De Lucca aseguró que habrá presencia policial en estos eventos y otros sitios estratégicos de la ciudad. Sin embargo, expresó que es importante que la ciudadanía haga denuncias de situaciones sospechosas, siguiendo la estrategia “See something, say Something” (¡Si ves algo sospechoso, denúncialo!) Dijo De Lucca que 23% de las llamadas a la policía viene del Internacional Mall y 9% de WalMart. Esto causa la constante designación de oficiales para atender ambos negocios, causando una baja en la presencia policial en otras áreas. En municipalidades como Aventura, los centros comerciales pagan parte de la protección policial; Por lo tanto el Departamento de Policía de Doral preparará para enero una estrategia que permita obtener apoyo de estos negocios para reducir la necesidad de presencia policial en su área, para incrementar la atención policial alrededor de escuelas, hogares, calles y negocios.

RECOMENDACIONES DEL CONSEJO CONSULTIVO DE ASUNTOS AMBIENTALES – OLORES DESAGRADABLES

Richard Glukstad, miembro del Consejo Consultivo de Asuntos Ambientales, resalto la importancia de tomar acciones en base a las recomendaciones del comité, en particular la correspondiente a contratar a tiempo completo un ingeniero ambiental, que monitoree la aplicación de la ordenanza contra los olores desagradables aprobada en Mayo, así como la creación de avisos de interés público destinados a educar a los residentes para denunciar los olores y cualquier otra preocupación ambiental. La Concejal Sandra Ruiz asumió el compromiso de hacer seguimiento a la administración sobre las acciones.

PRIMERA Y SEGUNDA DISCUSIÓN – ORDENANZAS

La Ordenanza 15-1381 pasó en primera discusión, que aprueba la modificación del presupuesto para el acarreo contable de los elementos de costo correspondientes a proyectos

que continúan en el nuevo año fiscal. También pasó en segunda discusión la ordenanza 15-1368, que designa al Doral Legacy Park como área de rehabilitación ambiental. Con ello esta área es elegible a los beneficios de la ley Brownfield para usarlos en la construcción del parque.

RESUMEN 2015 Y EXPECTATIVAS PARA 2016

Un total de 564 horas/hombre dedicaron en conjunto los cinco oficiales electos a discutir en las reuniones Regulares, Especiales, de Planificación y de Zonificación, con un promedio por oficial electo de 9 horas al mes. El Concejo Municipal de Doral aprobó aproximadamente 300 resoluciones y adoptó 35 ordenanzas. En este año la Ciudad de Doral tuvo de todo: concursos de belleza; cambio de nombre en los parques; ajuste salarial para todos los empleados de la Ciudad; expansión de las relaciones internacionales con la visita de autoridades de posibles Ciudades Hermanas; acuerdo de uso conjunto con el Comando Sur; la construcción de una nueva escuela y la planificación de 3 escuelas más; adopción de la resolución sobre prevención del uso de celulares en los automóviles y la aprobación de proyectos alineados con el Plan Estratégico de la Ciudad. Desde la época de la incorporación y fundación de Doral, este ha sido uno de los años más movidos para la ciudad. El 2016 trae el cierre del ciclo electoral el 7 de Noviembre y una segunda vuelta el 6 de Diciembre. Tres de los cinco escaños del Concejo de Doral estarán en juego. Solo puede esperarse que las campañas de reelección no interfieran con el proceso de decisión transparente que debe transcurrir en la Cámara Municipal. También cabe desear que quienes siguen en el Concejo continúen trabajando para el mejoramiento de la calidad de vida de los residentes; que la participación ciudadana se incremente y que el día de las elecciones, aquellos ciudadanos realmente interesados e involucrados tomen las decisiones correctas y elijan a las personas más idóneas para continuar liderando los destinos de la Ciudad de Doral.

eeply sublime’ and ‘touching’ are words that hardly express the joy and excitement that parishioners of Our Lady of Guadalupe Catholic Church in Doral experienced after participating in the Dedication Mass of their new and long-awaited temple last December 12th. The unforgettable celebration of the 2015 Feast of the Virgin of Guadalupe will certainly remain in the memories and hearts of those who were privileged to attend and witness, perhaps for once in a lifetime experience, this sacred event which was presided by the Archbishop of Miami Rev. Thomas Wenski, by the parish Pastor Rev. Father Israel Mago, more than 50 priests from throughout the Archdiocese of Miami, current seminarians from Saint John Vianney Seminary in Miami, religious sisters, construction members, benefactors and local authorities. It seems like just yesterday when, in August 1999, by decision of the Archbishop of Miami at the time, Msgr. John Clement Favalora, a Doral mission was established in collaboration with Blessed Trinity Parish. A mission that was eventually established as an independent parish under the devotion of Our Lady of Guadalupe and for over 15 years gathered to celebrate Mass in local schools, while slowly raising funds to eventually have its own building, which today is a dream come true with a beautiful complex of three buildings that materializes the faith of its parishioners.

the rites of consecration: the priests making their entrance, following the scripture readings, reciting the special prayers and blessings ritual which included anointing, incensing, covering, and lighting of the Altar, blessing of the walls and attendees, special hymns and Gregorian chants, and finally the celebration of the Eucharist. For many, it was simply impossible to hold back their tears, especially when the relic of St. John Paul II was placed beneath the altar of Our Lady of Guadalupe Church, preceded by a youth group in procession bring candles to light the Altar, as he had a special predilection for children and youth. A very special and deeply emotional moment was when Diego Plano, a young boy personifying San Juan Diego, wearing a replica of the “Tilma”, surprised Archbishop Wenski with a bouquet of roses. The ceremony ended with Mariachis singing “Las Manañitas” to the Virgin of Guadalupe.

THE RITE OF CONSECRATION

It is interesting to note how the construction blueprint of this temple changed significantly from its initial projection until today. Three years ago, the idea was to build a multipurpose community center to serve as a temple for Mass, which would be eventually replaced with the construction of a modest church. Thanks to the generous involvement of a fervent devotee of the Virgin Mary in her title of Our Lady of Guadalupe, who has decided to remain anonymous, the Doral community was surprised with an amazing and generous donation. It was at that point that this 12 million dollar project was born to be the first temple in Florida dedicated to the “Empress of the Americas” with so many symbols inspired by the Basilica of Guadalupe in Mexico. As Father Israel Mago explains, “this is a three building complex, which includes a Temple with a capacity for 1,150 people, a Chapel for daily Masses

The rites of consecration of a new temple begin with the blessing of the ground and blessing of the foundation stone, which took place in January 9th, 2015 to dedicate to God the construction of Our Lady of Guadalupe Catholic Church. After 11 intense months of construction, these rites were completed with the final consecration of the temple and the altar which was sealed by the celebration of the first Mass. This was not just any celebration, but a very detailed ritual with a profound meaning. As it is explained by Vatican documents, “the service for the dedication of a new church is a ceremony in which the new building is consecrated as a house of worship to God, a place in which the Christian community gathers to hear the word of God, to pray together, to receive the sacraments, and to celebrate the Eucharist”. In this context, the parishioners were attentive, excited and emotional while with true devotion, witnessed

and Eucharistic Adoration, and a Parish Hall and Parish Offices.” In the future, it is expected to include a rectory for priests to live, and “God willing, to build the first Catholic school in Doral.” Mr. Ruben Bravo, Director of Design and Construction by MCM Company, shared with Doral Family Journal interesting inside project information and his own personal experience working on this project: “This is the first church I have built and it will have a very special place in my heart. What we experienced here was really miraculous, and I don’t not use that word in vain. Despite the challenges and difficulties that threatened the project, everything was resolved incredibly in time and that left us all shocked ... it was not once, not twice, but constantly. That’s no coincidence, we are sure that we were helped from up above because She (Virgin Mary) wanted us to finish her temple the day of her feast.” Normally a project of this magnitude takes about 14 months to be completed, but we managed to finish it in just 11 months, which meant a lot of hard work but it bore fruits. “This work had a great impact for all who worked in this construction project. It not only increased our faith but it has been a great way of evangelization. It’s worthy to know details of the construction in terms of personal, architectural and religious views, because this project was very peculiar”. The temple is a blend of modern and classical style, in which elements are incorporated with religious symbolism. Just to mention a few, seen from an aerial view the temple has the shape of a cross, which represents the symbol of Christianity. The daily Mass Chapel is shaped as a womb, in honor to the Virgin

www.doralfamiyjournal.com and unity of its members, “After long and difficult moments as a Pilgrim Church, today our Mother Mary gives us her temple, so we, filled with the great love of God and fraternal union between us, can grow in faith and hope to continue serving our church, not only in Doral but its surroundings “- Freddy Reyes. These comments show that even though Doral had no temple, there was a church, as Mr. Antonio Fernandez says, “Silently, this community was building up the local Church, that is, the group of people who belongs to it, because for us Catholics, the church is not necessarily the temple but its people”... and he continues, “The temple is a sacred place, where the most important part is not ritualism but worshiping God... It’s actually the place where all faithful praise God, listen to his Word, pray to him and seek forgiveness and mercy. It’s now a challenge for all of us to continue having the doors of our new church open to all those seek the mercy and love of God, but not only the doors of our temple, but the doors of our hearts which is really the temple of the Holy Spirit.”

Mary representing her as the first tabernacle. The church exhibits a 26 feet tall mosaic of the Virgin of Guadalupe made in Italy that can be seen from the Florida Turnpike interstate. The walls have engraved details of the Mantle of Guadalupe, and the entrance to the church is preceded by a path of the Stations of the Cross, ending with a beautiful 8 feet marble statue of the Virgin Mary.

PARISHIONER’S EXPRESSIONS

Several parishioners expressed their happiness for this dream come true, “We are immensely happy for this achievement. Now our Mother has a new home and we will humbly serve the pilgrims who visit it.” – Mariana Ruffini. Others agree with the thought that everything happens at the right time, “The times and will of our beloved Father are perfect. God grants all desires of his beloved mother. It’s time to have her sacred house to welcome all of us, her children, her community and pilgrims. We thank God for choosing this land and for hearing our prayers.”- Eduardo Ruffini. Andre Salani considers this as a dream that finally came true: “This is almost incredible. I know this temple is going to impact the community in a very positive way, making it even stronger to welcome all those who wish to find God in their lives and put their lives in His hands, because no matter the problems we have in life, if God is with us, we see everything with different eyes.” All these years waiting for the temple built beautiful qualities in this community, virtues as patience, faith

BEYOND THE DEDICATION DAY

For many parishioners the premiere of the temple represents the end of one chapter and the opening of another in which Doral will flourish even more after so much waiting. Father Mago, who has been pastor of this parish for the past 5 and a half years agrees with it: “This community will receive even more blessings with the new church, especially the spiritual good of having a place where everyone can find a refuge from their sorrows, where they can share their joys, regain hope in their lives and leave comforted”. He also said, “I feel very happy and especially grateful to God and the Virgin Mary for having trusted

me and this community to be part of this story of faith. I feel this is a victory for heaven and a God’s gift to this community for so many years of having faithfully and patiently waited their temple.” With the new temple, some changes will be introduced but always “keeping the Guadalupe identity that characterizes us and makes so many people to come from far to share with us who we are.” The

Father Israel Mago

weekend Masses will increase in number and will have new schedule, as well as the CCD classes. Daily Masses will be celebrated now, the parish offices will operate from the new complex and even a small religious shop will be available. On the other hand, there is expected an increase in demand of sacramental events such as weddings, baptisms or confessions, which is an important pastoral challenge, but perhaps the biggest challenge is economic. But as the Father Mago says, “Even though we still don’t know exactly the monthly cost of this immense complex, we are sure that God will provide for us to cover all the expenses.” So now more than ever, parishioners are invited to financially contribute to cover all necessary cost to keep maintained this beautiful building. Father Mago finishes ensuring that this construction was only possible because of the power of prayer and the active participation of the entire community, family praying, children praying the Rosary, the Hail Mary prayer as community at the end of each Mass, everything added up so he excitedly shares his gratitude:

Después de 15 años de espera y con gran emoción

rofundamente sublime’ y ‘conmovedor’, son las palabras que con esfuerzo pueden resumir la alegría y emoción que los parroquianos de la Iglesia Católica de Nuestra Señora de Guadalupe en Doral vivieron al participar de la celebración de la Misa y rito de dedicación de su tan anhelado templo el pasado 12 de diciembre. Esta inolvidable celebración del Día de la Virgen de Guadalupe del 2015, quedará en el recuerdo y el corazón de quienes tuvieron el privilegio de presenciar, tal vez por única vez en sus vidas, este sagrado acontecimiento que fue presidido por el Arzobispo de Miami, Reverendo Thomas Wenski, junto al Párroco Reverendo Padre Israel Mago, más de 50 Sacerdotes de toda la Arquidiócesis de Miami, los actuales seminaristas del Seminario Saint John María Vianney de la ciudad de Miami, religiosas, miembros de la construcción, benefactores y autoridades locales. Parece que fue ayer cuando en agosto de 1999, por decisión del Arzobispo de Miami de aquel momento, Mons. John Clement Favalora, se estableció una misión en el Doral de la parroquia Blessed Trinity. Una misión que eventualmente fue instituida como Parroquia independiente bajo la advocación de Nuestra Señora de Guadalupe y por más de 15 años se reunió a celebrar Misas en escuelas locales y otros sitios, levantando poco a poco los fondos para eventualmente tener un edificio propio, el cual hoy ven hecho realidad con un hermoso complejo de tres edificios con símbolos que muestran la fe de sus feligreses.

EL RITO DE CONSAGRACIÓN

Los ritos de consagración de un templo nuevo comienzan con la bendición del terreno y la colocación de la piedra que inicia la construcción, lo cual ocurrió en Nuestra Señora de Guadalupe el pasado 9 de enero de 2015. Luego de 11 arduos meses de construcción, estos ritos culminaron con la consagración del templo y el altar sellado con la celebración de la primera Misa.

Este no fue un programa cualquiera, sino un ritual con profundo significado. Según lo explican los documentos del Vaticano, “el rito de consagración es un acto solemne que destina el nuevo edificio para uso exclusivo de adoración a Dios, reunión de su iglesia, lectura de su Palabra, de oración y celebración de los sacramentos”. En este marco, los feligreses estuvieron atentos, emocionados y conmovidos al presenciar con gran devoción los ritos de consagración: La procesión de los sacerdotes, la lectura de las Escrituras, las oraciones especiales y bendiciones del rito que incluyen bendición de las paredes, los asistentes, unción, incensación, revestimiento e iluminación del altar, himnos especiales y cantos gregorianos, finalizando con la celebración de la Eucaristía. Para muchos fue simplemente imposible contener las lágrimas, especialmente al conocer que la reliquia que resguarda el altar de Nuestra Señora de Guadalupe es de San Juan Pablo II, para quien los niños y jóvenes fue su especial predilección, y luego observar a un grupo de jóvenes en procesión sostener velas para iluminar el altar. Fue también muy emotivo la procesión final del niño Diego Plano, quien personificando a San Juan Diego y vistiendo una réplica de la Tilma, ofreció un bouquet de rosas al Arzobispo Wenski. La ceremonia culminó con Mariachis cantando “Las Mañanitas” en honor al día de la Virgen de Guadalupe.

DETALLES DE LA CONSTRUCCIÓN

Es interesante conocer todos los cambios que sufrió este proyecto en el tiempo. Hace tres años, la idea era construir un centro comunitario multiusos que sirviera de templo para realizar las Misas y que posteriormente sería reemplazado con la construcción de un templo modesto. Gracias a la participación de un ferviente devoto de la Virgen María en su advocación de Nuestra Señora de Guadalupe, quien ha decidido permanecer en el anonimato, la comunidad del Doral fue sorprendida con una increíble y generosa donación. Fue allí cuando nació este proyecto, de un costo total de 12 Millones de Dólares que es el primero templo en la Florida dedicado a la “Emperatriz de las Américas” y con tantos acentos inspirados en la Basílica de Guadalupe que se encuentra en México. Como explica el Padre Israel Mago, este es “un complejo de tres edificios: el templo con capacidad para 1.150 personas, una capilla de Misa diaria y Adoración Eucarística, y un Salón y Oficinas Parroquiales”. En el futuro se espera incluir una rectoría para los sacerdotes y “si Dios lo permite, poder construir una escuela católica que no existe en el Doral”. Family Journal algunos datos peculiares del proyecto y su propia experiencia en este proyecto: “Esta es la primera iglesia que construyo y tendrá un espacio muy especial en mi corazón. Lo que aquí vivimos fue realmente milagroso, y no uso esa palabra de gratis. A pesar de los retos y las dificultades que amenazaban el proyecto, todo fue resolviéndose increíblemente y en tiempos que nos dejaban impactados... no fue una, ni dos veces, fue constantemente. Eso no es coincidencia, estamos seguros que desde arriba nos estaban ayudando porque Ella (La Virgen) quería que termináramos su templo a tiempo”. En condiciones normales un proyecto de esta envergadura toma unos 14 meses, pero se logró culminar

Rubén Bravo, Director de Diseño y Construcción en solo 11 meses, lo que implicó un arduo trabajo que trajo sus frutos. “Esta obra tuvo un gran impacto para todos los que trabajamos aquí. No solo incrementó nuestra fe sino que ha sido una gran vía de evangelización. Vale la pena conocer los detalles de la construcción desde el punto de vista personal, arquitectónico y religioso, pues este proyecto aporta mucho”. Este templo es una mezcla de estilo moderno y clásico, en la que se incorporan elementos de simbolismo religioso. Por mencionar algunos, en una vista área se puede ver que tiene forma de cruz, que representa la marca de los cristianos. La capilla de Misa diaria tiene forma de vientre, en honor a la Virgen María como primer tabernáculo. La iglesia cuenta con un hermoso mosaico de la Virgen de Guadalupe hecho en Italia de 26 pies de alto que se visualiza desde la transitada Turnpike. Las paredes tienen engravado los detalles del manto de Guadalupe y la entrada a la iglesia está precedida por un camino de las 14 estaciones de la cruz que culminan con una imagen de mármol de 8 pies de la Virgen.

EXPRESIONES DE LOS PARROQUIANOS

Varios feligreses han expresado su felicidad por este sueño hecho realidad, “Estamos inmensamente contentos por este logro. Ahora nuestra madre tiene un nuevo hogar y con mucha humildad estaremos al servicio de los peregrinos que la visiten” –Mariana Ruffini. Otros coinciden que todo sucede en el momento

apropiado, “Los tiempos de nuestro amado padre y voluntad son perfectos. Llego el momento de tener su casa sagrada para acoger a todos nosotros, sus hijos, su comunidad y peregrinos. Les damos gracias a Dios por elegir esta tierra y escuchar nuestras oraciones” Eduardo Ruffini. Para Andre Salani, es un sueño que al fin se logra: “Aun no me lo creo. Sé que esta realidad va a impactar la comunidad de forma muy positiva, afianzándola aún más y ayudándonos a seguir siendo una comunidad fuerte que acoge a todos los que deseen encontrar a Dios y ponerse en sus manos, pues no importa los problemas de la vida, con Dios todo se ve con otros ojos”. Esta espera también ha hecho evidente hermosas cualidades como la paciencia, la fe y la unión de sus miembros, “Después tanto tiempo y momentos difíciles en una Iglesia peregrina hoy nuestra Madre María Santísima, nos regala su templo para que llenos del gran amor a Dios y de fraternal unión de nosotros, con una gran Fe y esperanza continuemos sirviendo a nuestra iglesia en nuestra ciudad de Doral y sus alrededores”- Freddy Reyes. Estos comentarios muestran que, a pesar que el Doral no tenía templo, si existía iglesia, como asegura el Sr. Antonio Fernández, “Silenciosamente se fue construyendo la Iglesia local, es decir, el grupo de personas que la conforman porque para los católicos, la iglesia no es necesariamente el templo sino su gente”… y continua, “El templo es un lugar sagrado, donde lo más importante no es el ritualismo sino el adorar a Dios… es realmente la casa donde se reúne el pueblo creyente que alaba al Dios Trinitario, que escucha la Palabra, que reza y busca el perdón y la misericordia. Es ahora un reto para nosotros que nuestro nuevo templo siempre tenga abiertas sus puertas a todos los que buscan la misericordia y el amor de nuestra Iglesia, pero no solo las del templo, sino las puertas de nuestros corazones, que es realmente el Templo donde mora el Espíritu Santo.”

MÁS ALLÁ DEL DÍA DE DEDICACIÓN

Para muchos feligreses el estreno del templo representa el cierre de una etapa y la apertura de otra en la que Doral florecerá aún más luego de tanta espera, como lo indica el mismo Padre Mago, quien lleva ya 5 años y medio como párroco en la ciudad: “Esta comunidad recibirá aún más bendiciones en especial el bien espiritual de contar con un lugar donde todos puedan encontrar un refugio ante sus tristezas, compartir sus alegrías, recobrar la esperanza en sus vidas y salir reconfortados”. Y además añade, “Me siento muy feliz y sobre todo muy agradecido con Dios y la Virgen, por haber puesto sus ojos en mí y en esta comunidad para ser parte de esta historia de fe. Siento que esto representa una victoria para el cielo y un regalo de Dios

Arzobispo de Miami, Reverendo Thomas Wenski, junto al Párroco Reverendo Padre Israel Mago para la comunidad que por tantos años fielmente y pacientemente esperaron tener su templo”. Con el nuevo templo, habrá ciertos cambios como sugiere una estructura como esta, pero siempre “manteniendo la identidad guadalupana que nos caracteriza y que hace que tantas personas vengan de lejos para compartir con nosotros quienes somos”. Las Misas de fin de semana aumentarán en número y tendrán nuevo horario, al igual que las clases de catecismo. Ahora se celebrarán Misas diarias, las oficinas parroquiales operarán en el nuevo complejo y se contará con una tienda de artículos religiosos. Por otro lado, se espera un aumento en la demanda sacramental como bodas, bautizos, confesiones, lo cual es un reto pastoral importante, pero tal vez el mayor reto es económico. Sin embargo, el Padre Mago afirma: “no sabemos todavía el costo mensual de este inmenso complejo, sabemos y confiamos que Dios proveerá para cubrir todos los gastos”. Por eso, ahora más que nunca, se invita a los parroquianos a colaborar económicamente para que este bello edificio pueda mantenerse y cuidarse con los costos que eso requiere. El Padre Mago finaliza asegurando que solo gracias al poder de la oración y la participación de la comunidad entera rezando en familia, el rosario de niños, el acostumbrado Ave María al final de la Misa, hicieron posible esta realidad y con emoción comparte su gratitud: “Le doy infinitas gracias a toda la comunidad por su apoyo incondicional durante todos estos años, por sus oraciones, su aporte económico y sobre todo por la paciencia y lealtad a la parroquia y a Guadalupe. Tratemos de seguir manteniendo el mismo espíritu de humildad que hemos tenido hasta ahora. For the residents of Doral who are registered voters, 2016 will be a year of important political decisions, as they will have to elect the next president of the United States and in a more local arena, our city’s new Mayor

016 will be a very important political year for the United States, as its citizens will choose the 45th President of this nation. Likewise, on November 8th 2016, 13 governors and new members of Congress will be elected. In our city, the political scene also foresees an exiting 2016, as in November voters of Doral shall choose a Mayor for the next four years, and two members of the Municipal Council represented by seats No 1 and No 3.

ONCE MORE: REPUBLICANS VS. DEMOCRATS

As usual in the United States, republicans and democrats will engage on an election battle in 2016, which already made the headlines in 2015, specially due to the controversial comments by business magnate and now republican presidential pre-candidate, Donald Trump. The Republican Party is commonly associated with being conservative. Currently, it is the main opposition party to President Barack Obama’s government, with the majority in both the Chamber of Representatives and the Senate of the United States. For the republicans this election represents a campaign to recover the White House, following the eight years in power of democrat Barack Obama. Yet it is also an ideological battle that seeks to define the place of the republican party in north American society: on one hand, they are trying to adjust to one of the most diverse United States to date, in which the Hispanic minority gains demographic and electoral weigh, but on the other hand, they insist on maintaining the American autonomy, indifferent to social changes. Although there are several pre-candidates who are running for the republican presidential candidacy, Donald Trump is among the most popular ones, with his hostile speech towards Hispanic immigrants, he is leading the polls. He entered the political arena with his campaign against Obama claiming he had not revealed his true birth certificate in order to accede the presidency. Trump attacked the American political elite, based on his experience as a successful businessman claiming that only someone like him, unrelated to

politics and its false promises, could be able to redirect the country’s path. His attacks against Mexican immigrants have generated a wave of critics that have become the most sensitive and popular subject of his campaign. Ben Carson, born in Detroit 63 years ago, is a neurosurgeon who quit his successful medical career for politics. He is the only Afro-American candidate so far and has little political experience, yet he attracts the more conservative groups. He gained political fame for his strong criticism against president Obama’s health reform, known as “Obamacare”. 43-year-old Marco Rubio, is the son of Cuban immigrants and he is a senator for the state of Florida. He postulated in April portraying himself as the product of the American dream, with all the opportunity and social economical climbing that characterizes it. He rejects the Cuban reapproachment and supports a strong and interventionist foreign policy that guarantees the position of the United States as a world hegemonic power. Ted Cruz, born 44 years ago, was the first Hispanic senator for the state of Texas. Son of a Cuban exiled, Cruz supports free market with minimum intrusion by the federal government. He favors an aggressive policy against terrorism and in defense of the United States. Jeb Bush is the son and brother of former presidents. Born 62 years ago, after working in the private sector he helped with his father’s political campaign. He was secretary of commerce and governor of Florida and he is married with a Mexican, therefore he speaks Spanish fluently. When compared with the other candidates he represents the moderate conservative wing and has

great connection with the community; he supports a new immigration reform that guarantees freedom of opportunity for Hispanics. He is considered to be the key figure on the republican’s battle for the Whitehouse. Currently, the Democratic Party is the party in power. Democrats believe market capitalism is the only economic system that allows creation of growth and prosperity. They believe the State should intervene in order to reduce social imbalances, reach better distribution of income and be able to guarantee equal opportunities, thus creating “capitalism with a human face”. The main presidential candidates for the Democratic Party are Hillary Clinton, Martin O’Malley and Bernard Sanders. All of who promise to maintain and extend the immigration decrees announced by president Barack Obama in November 2014. The favorite among all the democratic candidacy polls is former Secretary of State, former senator for the State of New York and former First Lady, 68-year-old Hillary Clinton. Along her career she has defended the rights of girls and women around the world to have equal access to education and equal opportunities. Her weaknesses on this race are the electronic mail scandal while on the Department of State, and the Bengasi crisis. 52-year-old Martin O’Malley, former Governor of Maryland and former Mayor of Baltimore. He has always counted with the support of the AfroAmerican and Hispanic communities. O’Malley

is proud to have passed one of the most ambitious state immigration reforms, regulating the “dreamers” or undocumented students situation. He is also one of the greater defenders of the penitentiary system reform. 74-year-old Bernard Sanders, known as Bernie Sanders, is a social democrat in favor of policies similar to those of the European social democratic parties, particularly of the Nordic countries because of the high life styles of their middle and lower classes. Some examples of the policies supported by Sanders are environmental protection, education and public health right, and family values. The truth is that only two of these candidates, one for the Democratic Party and one for the Republican Party will run for the presidency of the United States and it is the American people who have to decide.

WHAT WILL HAPPEN IN DORAL?

Luigi Boria is the current mayor of Doral. In 2012, Boria became the first Venezuelan mayor of Florida after winning Doral’s election in second ballot, over contender Frank Bolaños. With this electoral result, Boria replaced Juan Carlos Bermúdez who was

Doral’s Mayor for nine years. We may recall that Doral became one of MiamiDade county’s 34 municipalities on June 24th 2003, when its first Mayor was elected, Juan Carlos Bermúdez, as well as the first members of the Municipal County: Pete Cabrera, Mike Di Pietro, Sandra Ruiz and Robert Van Name. In the midst of this electoral process we have to keep in mind the statistics of the Miami-Dade County Election Center, which show that for the last general election in the United States in 2012, Doral had 17,606 registered voters and even though there are no current figures as of today, it is presumed that this number has increased by over 30%. In 2016, it will be Boria’s turn to undergo the electoral decision. The residents of Doral who are

registered voters will have to decide whether they live Luigi Boria in his position or if they give the opportunity to his opponents and see what they can do for Doral. The city’s destiny is on the voters’ hands. If yet the registration of the other candidates for Doral’s Mayor Office has not been formalized, it is said that former Mayor of Doral, Juan Carlos Bermúdez, and councilwoman Sandra Ruíz, will be the probable opponents of Boria on the 2016 electoral race. Regarding the two positions open for election in 2016 at the Municipal Council (chairs No. 1 and No. 3), Deputy Mayor Christi Fraga registered for re-election and David Hernández already formalized his registration as a candidate for chair No. 3, Chair No. 1 has no candidates yet. Therefore, in November 2016 the registered voters of Doral will have to attend their corresponding polling stations to choose not only the person who will run the United States for the next four years, yet also the next Mayor of Doral and two members of the Municipal Council, demonstrating once again the great responsibility that comes with the right to vote.

l 2016 se vislumbra como un año de gran importancia política en Estados Unidos, pues sus ciudadanos deberán elegir al 45º Presidente de esta nación. Igualmente, serán electos, el próximo 08 de noviembre del 2016, 13 gobernadores y nuevos miembros para el Congreso de los Estados Unidos. En nuestra ciudad, el panorama político también se predice agitado para el año 2016, pues en noviembre los electores doralinos deberán elegir a su alcalde para los próximos cuatro años, así como a dos de los miembros del Concejo Municipal representados por las sillas Nro.1 y Nro. 3.

UNA VEZ MAS: REPUBLICANOS Vs. DEMOCRATAS

Como ya es costumbre en Estados Unidos, los republicanos y los demócratas se enfrentaran en una batalla electoral durante el 2016, la cual ya ha dado bastante de que hablar durante el 2015, especialmente por las controvertidas declaraciones del magnate de negocios y ahora pre - candidato presidencial republicano, Donald Trump. El partido republicano se asocia comúnmente con el conservadurismo. En la actualidad, es el principal partido de la oposición al gobierno del presidente Barack Obama y el que posee la mayoría, tanto en la Cámara de Representantes como en el Senado de los Estados Unidos. Para los republicanos estas elecciones representan una campaña para recuperar la Casa Blanca, tras ocho años en el poder del demócrata Barack Obama, pero también una batalla ideológica para definir el lugar del partido republicano en la sociedad norteamericana: por un lado, tratan de adaptarse a la realidad de unos Estados Unidos más diversos, donde la minoría latina gana peso demográfico y electoral, pero por otro, insisten en mantener su autonomía americana, ajena a los cambios sociales. Si bien son varios los que aspiran a la candidatura republicana por la Casa Blanca, entre los más populares destaca el magnate Donald Trump, quien, con un discurso hostil hacia los inmigrantes de origen latinoamericano, lidera las encuestas. Se adentró en la esfera política con su campaña contra

Obama al alegar que había no había revelado su verdadero certificado de nacimiento para poder acceder a la presidencia. Trump arremetió contra la élite política estadounidense, basándose en su experiencia como empresario de éxito y afirmó que sólo alguien como él, desligado a la política y sus falsas promesas, es capaz de reorientar el rumbo del país. Sus reproches a los inmigrantes procedentes de México han desatado una oleada de críticas y se han vuelto en el punto más álgido y popular de su campaña. Ben Carson, nacido en Detroit hace 63 años, es un neurocirujano que abandonó su fulgurante carrera médica por la política. Es el único candidato afroamericano por el momento y cuenta con poca experiencia política, pero resulta atractivo para las bases más conservadoras. Rechaza el acercamiento a Cuba y apoya una política exterior firme e intervencionista que asegure la posición de Estados Unidos como poder hegemónico mundial. de la Florida y está casado con una mexicana, por lo que habla español con fluidez. Se presenta como un conservador moderado en relación a los demás candidatos, tiene una gran conexión con la comunidad latina y apoya una reforma migratoria que garantice la igualdad de oportunidad para los hispanos. Se le considera una figura clave en la pugna republicana por la Casa Blanca. El partido demócrata es, actualmente, el partido del gobierno. Los demócratas creen que el capitalismo de mercado es el único sistema económico que permite generar crecimiento y prosperidad. Piensan que el Estado debe intervenir para reducir los desequilibrios sociales, distribuir mejor la renta y

garantizar la igualdad de oportunidades, creando crear así un “capitalismo con rostro humano”. Los principales aspirantes a la candidatura demócrata por la Casa Blanca son Hillary Clinton, Martin O’Malley y Bernard Sanders. Todos aseguran no sólo por mantener, sino extender los decretos migratorios anunciados por el presidente Barack Obama en noviembre de 2014. La favorita en todas las encuestas de la candidatura demócrata es la ex-secretaria de Estado, ex senadora por el estado de Nueva York y ex-primera dama, Hillary Clinton de 68 años. A lo largo de su carrera ha defendido los derechos de las mujeres y las niñas en todo el mundo, el acceso a la educación y la igualdad de oportunidades. Sus

debilidades en la campaña actual son el escándalo de los correos electrónicos durante su etapa en el Departamento de Estado y la crisis de Bengasi. Martin O’Malley de 52 años fue gobernador de Maryland y alcalde de la ciudad de Baltimore. Siempre ha contado con el respaldo de la comunidad afroamericana e hispana. O’Malley puede presumir de haber aprobado una de las reformas migratorias más ambiciosas a nivel estatal, regulando la situación de los “dreamers” o estudiantes indocumentados. Es también es uno de los grandes defensores de la reforma del sistema de prisiones. Bernard Sanders, conocido como Bernie Sanders y de 74 años de edad, se define como un social demócrata que está a favor de políticas similares a las de los partidos social demócratas en Europa, en particular los de los países nórdicos por los altos estándares de vida para la clase media y baja de estas naciones. Protección al medio ambiente, derecho a la educación, derecho a salud pública y valores de familias son ejemplos de las políticas que Sanders promueve. Lo cierto es que, sólo dos de estos candidatos, uno por el partido demócrata y uno por el republicano, competirán por la presidencia de Estados Unidos y es el pueblo norteamericano quien tiene la decisión en sus manos.

¿QUE PASARA EN DORAL?

Luigi Boria es el actual alcalde de Doral. En el 2012, Boria se convirtió en el primer alcalde venezolano en la Florida al ganar en la segunda vuelta de las elecciones en Doral, superando a su contendor Frank Bolaños. Con este resultado electoral, Boria vino a reemplazar a Juan Carlos Bermúdez quien estuvo nueve años al frente de la alcaldía de Doral. Recordemos que Doral se constituyó en uno de los 34 municipios del condado Miami-Dade el 24 de junio de 2003, fecha en la cual se eligió a su primer alcalde, Juan Carlos Bermúdez, así como a los primeros miembros del Concejo Municipal: Pete Cabrera, Mike DiPietro, Sandra Ruiz y Robert Van Name. En medio de este proceso electoral hay que tomar en cuenta que las estadísticas del Centro de Elecciones del Condado de Miami-Dade indican que en la última elección general de los Estados Unidos en el 2012, en Doral estaban registrados 17,606 votantes y aunque no hay cifras actualizadas a la fecha, se presume que esta cifra ascendió en más de un 30%. En el 2016, le llega el turno a Boria de someterse a la decisión electoral. Los dolarinos con derecho al voto tendrán que elegir si dejan a Luigi Boria

en su cargo o le dan la oportunidad a quienes se presenten como sus oponentes de demostrar lo que ellos pueden hacer por Doral. El destino de la ciudad estará en manos de los electores. Si bien aun no se ha formalizado la inscripción del resto de los candidatos a la alcaldía de Doral, se rumorea que el ex-alcalde de la ciudad, Juan Carlos Bermúdez y la concejal Sandra Ruíz serán los posibles contrincantes de Boria en la campaña electoral del 2016. Con respecto a los dos cargos supuestos a elección en el 2016 dentro del Concejo Municipal (sillas Nro. 1 y Nro. 3), la Vice Alcaldesa Christi Fraga se inscribió para la re-elección de su cargo y David Hernández ya formalizó su inscripción como candidato para aspirar a la silla Nro. 3. Por la silla Nro. 1 aun no se han postulado aspirantes. Así que, en noviembre del 2016 los doralinos registrados para votar tendrán que acudir a sus respectivos centros de votación para escoger no solo a la persona que conducirá el destino de los Estados Unidos en los siguientes cuatro años, sino también al próximo alcalde de Doral y a dos de los miembros del Concejo Municipal, demostrando, una vez más, la inmensa responsabilidad del derecho al voto.

In the case of Doral, its residents not only will have to vote for the new president of the United States, but they will also have to choose the mayor of the city and the two members of the Municipal Council, therefore it is important to know what the voters of Doral want. Election years are characterized by political promises and enthusiastic campaigns. Each candidate tries to demonstrate he/she is not only the most qualified to occupy the position he/she aspires, yet also the one who better represents the interests of the people. That being said, we believe it is interesting to know which are the issues of the city that concern the residents of Doral the most.

ELIZABETH CANCHOLA: TRAFFIC SOLUTIONS

“I’m concerned to hear they’re taking care of traffic when the real problem is that we don’t have enough streets”, claims Elizabeth Canchola. Even though she understands the lack of streets is more a responsibility of MiamiDade county than the Mayor’s Office, she believes they have to find alternative transportation means to fix the traffic problem. “The trolley is an excellent transportation means, but we must improve it. MARIA CAROLINA GONZALEZ: ORGANIZED DEVELOPMENT

María Carolina González is enthusiastic about the growth of Doral during the last years; nevertheless, she is concerned the development is not taking

place in an organized manner. “We must grow wisely, keeping in mind the needs of present and future inhabitants and trying to maintain our quality of live”. “We must be more careful when issuing building permits because it is very good for Doral to grow, but we can’t allow a development that ignores its impact on schools, sidewalks, traffic and safety, to mention just a few issues. The development of the city must be carried out wisely, in an organized and planned manner”.

ALEJANDRO NAVAS

Despite recognizing the efforts made by Miami-Dade county and Doral’s Mayor’s Office to reduce traffic problems, Alejandro Navas is a daily victim of traffic congestion. “I work in Coral Gables and the slowest part of my daily commute is getting in and out of our city. There is more traffic in Doral than in the rest of Miami”. “What is the solution? I really don’t know, and I believe that Doral is a great city to live in but traffic is making many residents think of moving somewhere else, therefore I believe the next authorities should focus on searching for road alternatives that ease traffic flow”.

CARLENA PRINCE: ADVISING FOR THE RESIDENTS

“As a city with great part of its population coming from other countries, I believe there should be advising for residents, in issues of such importance as federal taxes, employment or college, to name a few, in order to guarantee a successful adjustment to the life style of the United States”, explains Carlena Prince, who is also concerned with the large number of new constructions that overlook their impact on schools. “I believe the commercial area in Doral also needs better attention, for example, the process to request

and obtain permits is extremely long and the lease rates for commercial or retail spaces have become very expensive, which makes it more difficult to open new business that could generate development, as well as economic and labor growth in the city”.

VANESSA BASTARDO: CONSCIOUS URBAN PLANNING

“I want a solution for the garbage odor”. This was the most urgent request by Vanessa Bastardo, who insists on the environmental problems generated by the solid waste treatment facility located in Doral, while claiming that eliminating this center of pollution is part of the conscious urban planning needed in Doral. She believes that transportation, as well as the other public services, should grow at the same rate as the population, therefore it is not logic to keep on issuing permits for new residential development projects when we lack the capability to build new access roads. “I insist that urban planning must be conscious and respectful of the quality of life”.

ROCKY MARTINEZ: ROAD MAINTENANCE

For Rocky Martínez the main issue in Doral is also related to the roads, yet not traffic per se, but the lack of public road maintenance, he believes there should be more lights and the road signals should be painted more frequently, as there are areas where you can barely see the painted divisions on the street. “When driving at night along the residential or industrial areas of Doral there are many places where you can barely see anything. It’s very dark, what makes it very dangerous to drive, and the same thing happens with the road signals, they should be painted more frequently, because the paint has wore down, therefore my main request for present and future city officials of Doral is to keep better road maintenance”.

ANDREINA LUCIANI: TRAFFIC AND SCHOOL CONGESTION

“There is a terrible traffic and school congestion in Doral”, claims Andreina Luciani who is very worried with how the city is going to provide to the needs of the 3 thousand new residents expected in the city for the coming years, keeping in mind that traffic and school overpopulation already represent very serious problems. “I really hope there is a plan and Doral’s city officials know how are they going to receive the large amount of people shortly arriving, because if this is not the case, I have no idea what are we going to do with traffic and even less under what conditions will our children be studying.”

RUBEN ALCALDE: MORE CONSTRUCTIONS = MORE TRAFFIC

“Traffic congestion in Doral is amazing. I understand they’ve opened streets and they have looked for new traffic alternatives, but it’s not enough and moving around the city has become very complicated, especially during business hours. Now picture when all the new homes currently under construction are ready. What are we going to do?” As a resident of Doral for several years and as

the father of two small children, Rubén Alcalde is also concerned about school population. “I truly believe that when they issued all of those construction permits they didn’t take into consideration the road requirements, nor the school needs of the new families”.

MERCEDES LEON: MORE ROAD SURVEILLANCE

Mercedes León believes that an important part of the traffic issue is the lack of compliance with transit laws. “We need greater police enforcement to make people comply with traffic laws, because people do as they please when they’re driving”. “People don’t respect stops, or pedestrian crossings, I believe the city police should be more aware, as it has become very dangerous both to drive and walk along Doral. It is also important to speed the road works, 74th street has been under maintenance for a very long time, creating terrible traffic congestions and it has no lights. It is really dangerous”.

YAKARINA TORRES: POLICE PRESENCE

Yakarina Torres believes traffic police presence has been neglected. “We don’t see so many policemen on the streets, and drivers, many due to ignorance, don’t respect speed limits not even inside parking lots”. “What is even worse, there are many drivers who don’t respect pedestrian crossings, stops and not even the school areas speed limits, which represents a big threat for our children and teenagers. I ask with great urgency, and I don’t think we have to wait for the elections to solve this, to restore permanent police presence along Doral’s main roads. It seems obvious that current and future traffic and school overpopulation represent the main concerns of Doral’s inhabitants; therefore we hope these issues become a priority for those in charge of ruling our city.

Más escuelas y menos tráfico para Doral Un sondeo entre habitantes de Doral reveló que el congestionamiento vehicular y escolar son las principales inquietudes de quienes viven en nuestra ciudad. l 2016 será un año electoral a nivel nacional y local. En el caso de Doral, sus residentes no sólo tendrán que votar por el nuevo presidente de Estados Unidos, sino que también deberán elegir al alcalde de la ciudad y a dos de los miembros del Concejo Municipal, por lo que es importante saber qué aspiran los electores de Doral. Los años electorales se caracterizan por ofrecimientos políticos y entusiastas campañas en las que cada candidato intenta demostrar que es el más capacitado para ocupar el cargo al cual aspira, así como el que mejor representa los intereses de sus conciudadanos. Siendo así, consideramos interesante saber cuáles son los problemas de la ciudad que más preocupan a los residentes de Doral.

ELIZABETH CANCHOLA: SOLUCIONES DE TRANSPORTE

“Me preocupan mucho que digan que se están ocupando del tráfico porque lo que realmente sucede es que no hay suficientes calles”, comenta Elizabeth Canchola. Si bien entiende que el problema de la falta de vías depende más del condado de Miami-Dade que de la alcaldía de Doral, considera que hay que buscar medios de transporte alternativos para solucionar el problema del tráfico. “El trolley es un excelente medio de transporte, pero hay que mejorarlo. Hay que habilitar más unidades para que los tiempos de espera sean menores. También es importante seguir estimulando el uso de las bicicletas, pero es importante darle mantenimiento al rayado de las ciclovías, así como brindarle educación vial a los conductores, pues muchas de las personas que tienen poco tiempo viviendo en la ciudad no conocen o no respetan las leyes de tránsito. Es urgente educar a los nuevos residentes de Doral en las leyes de nuestra ciudad”.

MARIA CAROLINA GONZALEZ: CRECIMIENTO ORGANIZADO

María Carolina González ve con gran entusiasmo el desarrollo que ha tenido la ciudad de Doral en los últimos años, sin embargo, le preocupa que este crecimiento no esté funcionando de forma organizada. “Debemos crecer

con sensatez, considerando las necesidades de los habitantes presentes y futuros y luchando por mantener nuestra calidad de vida”. “Hay que tener más cuidado con el otorgamiento de permisos para la construcción porque está muy bien que Doral crezca, pero no podemos permitir este crecimiento sin tomar en cuenta su impacto en las escuelas, las aceras, el tráfico y la seguridad, por ejemplo. El desarrollo de la ciudad debe ser sensato, organizado y planificado”.

ALEJANDRO NAVAS

A pesar de reconocer los esfuerzos que el condado de Miami-Dade y la alcaldía de Doral han hecho para disminuir los problemas de tráfico, Alejandro Navas sufre a diario las inclemencias de la congestión vehicular. “Yo trabajo en Coral Gables y del recorrido diario que hago para ir y venir todos los días, donde más me demoro es para entrar y salir de nuestra ciudad. Hay más cola en Doral que en el resto de Miami”. “Cuál es la solución?, la verdad no lo sé, pero creo que Doral es una magnífica ciudad para vivir y el tráfico está haciendo que muchos de sus residentes quieran mudarse a otros sitios, así que pienso que las próximas autoridades deberían enfocarse en buscar alternativas viales que hagan que el desplazamiento vehicular sea más fluido”.

CARLENA PRINCE: ASESORIA PARA LOS RESIDENTES

“Siendo una ciudad donde hay gran cantidad de personas provenientes de otros países, creo que debería brindarse asesoría a los residentes para garantizarles una exitosa adaptación al sistema de vida en Estados Unidos, en temas tan importantes como impuestos federales, empleos o el sistema universitario, por ejemplo”, así lo expresa Carlena Prince, a quien también le preocupa la gran cantidad de nuevas construcciones, sin tener previsto el impacto escolar de las mismas. “Creo que el área comercial de Doral también necesita una mejor atención, por ejemplo, el proceso para tramitación y obtención de permisologías es

sumamente largo y el costo de la renta de los locales comerciales se ha vuelto elevadísimo, lo que hace más difícil el establecimiento de nuevos comercios que generan desarrollo y crecimiento económico y laboral a la ciudad”.

VANESSA BASTARDO: URBANISMO CONSCIENTE

“Quiero que busquen solución al olor de la basura”. Esta fue la petición más urgente de Vanessa Bastardo, quien insiste en los problemas ambientales que genera la presencia de la planta de tratamiento de desechos sólidos en Doral, a la vez que señala que eliminar este foco de contaminación forma parte del urbanismo consciente que necesita Doral. Considera que la vialidad, así como el resto de los servicios públicos, deben ir de la mano del crecimiento poblacional y no es lógico seguir otorgando permisos de construcción para nuevos proyectos residenciales cuando no tenemos capacidad para crear más vías de acceso. “Insisto, el urbanismo debe ser consciente y acorde con el respeto a la calidad de vida”.

ROCKY MARTINEZ: MANTENIMIENTO VIAL

Para Rocky Martínez el principal problema de Doral también está relacionado con las calles, pero no precisamente por el tráfico, si no por la falta de mantenimiento de las vías públicas, las cuales, desde su punto de vista, deberían tener más iluminación y el rayado debería ser pintado con mayor frecuencia, pues hay áreas en las que escasamente se ven las líneas de división. “Cuando uno maneja por las noches en las zonas residenciales o industriales de Doral hay muchísimas partes en las que no se ve casi nada. Es muy oscuro, lo que hace que sea muy peligroso manejar y lo mismo sucede con el rayado, debe hacerle mantenimiento con más frecuencia, pues la pintura se ha desgatado, así que la necesidad de un mejor mantenimiento vial es mi principal petición a las autoridades presentes y futuras de Doral”.

así lo aseguró Andreina Luciani a quien le preocupa enormemente cómo se van a atender las necesidades de los 3 mil nuevos residentes que se esperan para la ciudad en los próximos años, tomando en cuenta que ya el tráfico y la sobrepoblación escolar son problemas muy graves. “Yo realmente espero que haya previsto un plan y las autoridades de Doral sepan cómo van a darle cabida a la gran cantidad de personas que se mudará a la ciudad dentro de poco tiempo, de no ser así, no tengo la menor idea de cómo vamos hacer con el tráfico y menos aun entiendo en qué condiciones van a estudiar nuestros hijos”.

RUBEN ALCALDE: MAS CONSTRUCCIONES = MAS TRAFICO

“El congestionamiento vial en Doral es impresionante. Yo entiendo que se han abierto calles y se han buscado alternativas viales, pero realmente no es suficiente y transitar por la ciudad se ha vuelto muy complicado,

espacialmente durante los horarios laborales. Ahora, imagínense cuando estén listas todas las viviendas que están en construcción. Cómo vamos hacer?” Como residente de Doral desde hace varios años y padre de dos pequeños hijos, a Rubén Alcalde también le preocupa mucho la sobre población escolar. “Definitivamente, creo que cuando se permisaron todas estas nuevas construcciones no se tomaron en cuenta ni los requerimientos viales, ni las necesidades escolareas de las nuevas familias.”.

MERCEDES LEON: MAS VIGILANCIA VIAL

Mercedes León considera que parte importante del problema del tráfico es que no se respetan las leyes de tránsito. “Hace falta que haya más vigilancia policial para que la gente cumpla las normas al manejar, pues la gente hace lo que le da la gana cuando está frente al volante”. “Las personas no respetan los stops, ni los cruces peatonales. Yo creo que la policía de la ciudad debería estar más

pendiente, pues se ha vuelto peligroso tanto manejar como caminar por Doral. También es importante que se culminen más rápido los trabajos viales, por ejemplo, la calle 74 ya lleva mucho tiempo en mantenimiento, se hacen unas colas terribles y no tiene iluminación. Es realmente un peligro”.

YAKARINA TORRES: PRESENCIA POLICIAL

Yakarina Torres considera que la presencia de la policía de tránsito se ha descuidado. “Ya no vemos tantos policías en las calles y los conductores, muchos de ellos por desconocimiento, no respetan los límite de velocidad ni siquiera dentro de los estacionamientos”. “Lo que es peor aún, hay muchos conductores que no respetan los cruces, los stops y ni siquiera la velocidad escolar, lo que es muy peligroso para los niños y adolescentes. Yo pido, con urgencia y no creo que haya que esperar a las elecciones para eso, que se retome la presencia policial permanente en las principales arterias viales de Doral. Parece obvio que el tráfico y las sobre población escolar presente y futura son las principales preocupaciones de los habitantes de Doral, por lo que esperemos que estos aspectos sean tema de interés prioritario para quienes gobiernan y gobernaran nuestra ciudad.

City of Doral will donate computers to Doral Schools

t the December 2nd, 2015 Council meeting, Vice Mayor Christi Fraga presented a resolution proposing that the City of Doral donate its surplus computer equipment to Doral schools and non-for-profit organizations by entering into an agreement with the South Florida Digital Alliance (SFDA). The resolution, which obtained unanimous support from the rest of the Council, establishes a procedure going forward, through which the City will donate all of its surplus computer equipment to the SFDA, a non-for-profit organization that will refurbish and reallocate the computers to schools and non-forprofit organizations within the City of Doral. The idea of donating the City’s surplus computer equipment to Doral’s schools originated during one of the breakfast meetings that Vice Mayor Fraga organizes with parents that serve on the Parent Teacher Association (PTA) boards in Doral. Parents had repeatedly voiced the need for additional computers at their respective schools. During the Doral Family Journal Business and Networking Breakfast at the InterContinental Hotel in October, Vice Mayor Fraga and PTA parents discussed the idea with City Manager Edward Rojas who referred her to Information Technology Director Gladys Gonzalez. The director explained that when the City disposes of computer equipment, technicians wipe the hard drives and remove the operating system. Donating computers in this “empty shell” condition would be of little use to the schools.

Nevertheless, Director Gonzalez proposed to Vice Mayor Fraga that the City could partner with the South Florida Digital Alliance (SFDA), a nonfor-profit organization that accepts computer equipment donations and then uses grant funding from the Knight Foundation and Microsoft to refurbish, re-purpose, and redistribute the donated computer equipment to schools, senior centers, parks, and non-for-profit organizations. The City’s surplus computer equipment donations to the SFDA would be refurbished, and then reallocated to the City of Doral’s schools and non-for-profit organizations that make requests from the SFDA. The organization will notify the City once the computer equipment has been reallocated. Soon thereafter, Director Gonzalez also contacted Miami Dade County Public Schools (MDCPS) Chief Information Officer Deborah Karcher, who also serves on the SFDA Board of Directors. Gonzalez, Karcher, and SFDA Executive Director Jim Osteen

established a specific protocol for the MDCPS public schools within the City of Doral to request and receive computer equipment from the donations made by the City to the SFDA. Charter schools and non-for-profit organizations within the City may also request computer equipment from the SFDA. The SFDA will make twenty-five (25) computers available to Doral schools right away. An additional 96 computers will be donated by the City of Doral over the course of this fiscal year (FY15-16). The donations will continue every fiscal year going forward as the City continues to update its equipment in accordance with its technology replacement plan. Councilwoman Sandra Ruiz recognizes Youth’s Valor

ouncilwoman Sandra Ruiz recognized the valor and quick thinking of two (2) Doral youths during the December City Council Meeting. Maximiliano Andres Borges Verges and Edgar Garcia leaped into action on the night of November 15th when a vehicle veered onto oncoming traffic and created a three (3) car disaster. The two (2) young men rushed to the scene and saw a car in flames. Thinking only of the victims inside the car, they braved the fire and pulled everyone to safety. “We always look to our youth and expect them to do the right things in life. In this case, these young men not only went above and beyond, but they displayed a boldness and determination in a selfless act to preserve life. Through their example this generation will be in a much bette place” – Councilwoman Sandra Ruiz.

El Departamento de Policía de Doral Cierra un Exitoso 2015 Otro Año Educando y Protegiendo a los Residentes con Profesionalismo, Ética y Compromiso. Por Grecia Romero

l 2015 ha sido un año muy importante para el Departamento de Policía del Doral. Un año en que sus iniciativas, programas y recursos han dado buenos frutos y por ello han sido merecedores de reconocimientos que evidencian su buena labor y compromiso con esta comunidad. Probablemente para muchos residentes y empresarios, los detalles de estos avances son desconocidos y es por eso apropiado tomar el tiempo de resaltar su excelente labor, así como los sus constantes esfuerzos por hacer un trabajo de calidad, en esta oportunidad, de la mano del Capitán Carlos Arango, quien en entrevista exclusiva con Doral Family Journal enumeró los principales avances para el 2015.

SEGURIDAD Y ATENCIÓN AL CRIMEN

“El factor por el cual más nos miden es el crimen”, dijo el Capitán Arango, “porque a la larga vivimos y morimos por las estadísticas aunque no sea la mejor manera de juzgar las cosas, y este año a pesar del crecimiento que Doral ha tenido, - más personas viviendo, trabajando y negocios abriendo-, el crimen se mantuvo sin aumento.” Según las estadísticas que maneja el Departamento de Policía, a nivel total de índice de criminalidad ha sido del 0.92% a diciembre 2015 en comparación con diciembre del 2014. “Nos sentimos orgullosos de este logro, de mantener la seguridad de la comunidad a pesar de los cambios”, añadió el Capitán Arango. En este mismo sentido, durante el 2015, la policía del Doral desplegó diferentes operativos no sólo con el fin de atacar el crimen, sino más importante aún, educar a la población sobre prevención. “Los diferentes programas que creamos y continuamos este año han traído excelentes resultados: ‘No Texto y Manejo’, ‘Escondalo, Bloquéelo o Piérdalo’, ‘Si ve algo, repórtelo’, Puntos de control de tráfico con énfasis en manejo bajo influencia de sustancias, con licencia suspendidas, etc., han sido algunas de las tantas medidas que se han llevado a cabo este año”. En materia de seguridad, uno de los principales retos es enseñar a la comunidad la importancia de no irse a los extremos: ser extremadamente confiados dejando puertas abiertas u objetos de valor expuestos, o por el otro lado, pensar que no pueden reportar nada sospechoso por temor a la acción de los oficiales. “Seguimos trabajando para que la comunidad descubra que aquí la policía funciona y que pueden confiar en nosotros pues es un trabajo en conjunto entre la comunidad y oficiales” añadió el Capitán Arango. Otros avances durante el 2015 incluyen el fortalecimiento de la Unidad Canina K9 con la introducción de dos nuevos perros entrenados en la detección de narcóticos, bombas

y explosivos, los cuales conforman ahora un total de 4 perros en esta unidad. Igualmente se tiene todo listo para el estreno de los “Bike Patrols”, oficiales en bicicleta, que estarán monitoreando los vecindarios, áreas de negocios y la próxima zona comercial de Downtown Doral.

DEPARTAMENTO DE POLICÍA ACREDITADO POR EL ESTADO DE LA FLORIDA

El pasado 7 de Octubre, el Departamento de Policía del Doral recibió el “Certificado de Acreditación” por parte de la Comisión para la Aplicación de la Ley del Estado Florida, convirtiéndose en el número 11 de un total de 33 Departamentos de Policía del Condado de Miami Dade en recibir este reconocimiento. “Recibir una acreditación significa un reconocimiento público que indica a la comunidad que el Departamento de Policía mantiene los más altos estándares de profesionalismo y que aplicamos las mejores prácticas. Esta acreditación es una certificación realizada por inspectores del estado de la Florida que valida que se están cumpliendo requisitos específicos y se están realizando las practicas correctas”. Estar listo para obtener esta certificación toma en promedio 2 años de preparación. A la policía del Doral le tomó sólo 9 meses. “Creamos la Unidad de Acreditación quienes estuvieron a cargo de revisar todas las pólizas, actualizarlas y llevar a cabo todas las correcciones de las pre-inspección que se realiza al inicio del proceso. Con orgullo podemos decir que después de la intensa inspección del Estado, no sólo obtuvimos la acreditación, sino que lo hicimos con cero deficiencias”. El obtener esta acreditación es un beneficio importante para la comunidad, ya que exige un esfuerzo aun mayor al departamento en mantener “al día” a los oficiales con entrenamientos y equipos específicos que garantice que se está realizando lo debido de forma eficiente. “Queremos demostrarle a la comunidad que somos un departamento que cumple y que queremos hacer bien nuestro deber”.

Gracias a esta acreditación, el departamento de policía creo la Unidad de Centro de Emergencia, el cual monitorea constantemente cualquier desastre, amenaza y noticias nacional e internacional que impacte nuestra comunidad. También se adquirió un vehículo de Comando Móvil, el cual es una especie de centro de control con equipos y personas capacitadas para monitorear en el lugar de los hechos cualquier emergencia que se presentara en la comunidad, de forma rápida y centralizada. Se esperan aún mayores beneficios ya que la acreditación implica una revisión cada tres años con lo cual la actualización y aplicación de prácticas de excelencia es un proceso continuo.

En este departamento trabajan hombres y mujeres que a la vez son padres y madres, con vidas normales como la de todos. Contamos con un staff preparado a nivel académico, entrenado y diverso que busca la excelencia, pero por encima de todo, somos oficiales comprometidos con dar lo mejor de nosotros”. Esto se evidencia con ese “dar un poco más de lo esperado” con las acciones que realizan. Los oficiales de policía de Doral se caracterizan por ser muy “humanos” al momento de dar la mano a la comunidad. Toman en serio el seguimiento de programas orientados a los jóvenes y vulnerables como las campañas de educación preventiva para jóvenes sobre drogas (DARE con más de 1000 niños graduados por año), charlas sobre textos con contenido sexual, peligros por internet, apoyo a iniciativas contra el Cáncer, recogida de alimentos y juguetes, campañas de protección en centros comerciales, de prevención de robo de identidad, apoyo a la creación de unidad de jóvenes exploradores policiales, entre otras; y hasta han aportado sus propios recursos económicos o tiempo fuera de sus horas laborales por el beneficio de la comunidad. Doral es una de las pocas ciudades que cuenta con un departamento que tiene una Unidad Comunitaria a Vecindarios, encargada de atender las necesidades directa de su ciudad, que pueda llevar a cabo entrenamientos individualizados a negocios, visitar condominios y realizar seminarios. Además es ofrece un programa de Academia de Ciudadanía gratuita, de 8 semanas de duración, en la cual todos los ciudadanos puedan actualizarse en materia policial y de seguridad, teniendo una mirada de cómo funcionan internamente.

THE WOUNDED WARRIORS AMPUTEE SOFTBALL TEAM: FROM THE BATTLE FIELD TO THE FIELD OF DREAMS By Jose “Pepe” Diaz

hen it comes to softball, there’s one team that’s in a league all on its own. The Wounded Warriors Amputee Softball Team, which plays at over 30 venues across the United States, is made up of competitive, athletic veterans and active-duty soldiers from all over the country who have lost limbs on the battlefield. I first met this extraordinary team in 2012, when I had the pleasure of hosting them and speaking with the players and Coach Dave Van Sleet, who lives in Florida and also serves as the team’s CEO & General Manager. These amazing and resilient men represent four branches of the military, and each has a heart-wrenching battlefield story to tell. They share these stories not for the glory, but to let people know that any challenge can be overcome when you put your heart and mind to it. It’s a genuine inspiration to be in their presence, feel their positive energy and see how they support and care about each other. Van Sleet has been the team’s guiding light since he started it in 2011. A U.S. Army man with 30 years in the Department of Veterans Affairs, his work in prosthetics has earned him numerous awards, including the George Washington Medallion of Merit Award from the Military Order of the Purple Heart in 2013; the prestigious Olin E. Teague Award (the VA’s highest award) in 2011, recognizing his extraordinary rehabilitation of war-injured veterans; and the VA Prosthetic Chief of the Year in 1996. As every year our Middle Schoolers embarked on a 2 hour drive to deliver toys to Labelle, Florida. This year they personally delivered to more than 100 children and will benefit a total of 250 children sending toys to communities as far as Ruskin, Florida. “We are proud of our children, keep up the good work.”

Mayor, you have a quorum” After taking roll, Connie Diaz opens with that statement every meeting that involves the participation of City of Doral elected officials, being it a regular or special council, zoning or planning meetings or any other gathering. Those are the occasions where she enjoys the most her job as City Clerk. “Some people ask me what it is I like best of being a City Clerk, and it is working on Council meetings; I thrive for that. You know you are doing something wonderful, seeing legislation being made. When I make the agenda, it starts with a simple memo, and it goes all the way to become an ordinance or a resolution that gets approved. Seeing all that process and the impact a simple request that goes all the way up and is approved can make, sometimes going beyond to the County or the State, those are big things impacting many people, I love that.” Connie Diaz started her career in public service in 2003 in the City of North Miami Beach, where she gained experience in different aspects of municipal government. She started working in the City of Doral as Assistant to the City Clerk in 2011 and later as Assistant City Clerk. She assumed the challenge of filling in as Interim in December 2014 and by March 2015 was sworn in as a Charter Officer for the City of Doral as City Clerk, after going through an evaluation process that culminated with her selection for the position that she has now been performing for a whole year. “My first year as City Clerk has been extremely rewarding, both on a personal and professional level. Being able to interact closely with residents and business owners, as well as assisting them with the processes of the City brings me great joy.” One of the requirements for her designation as City Clerk was obtaining her Certification as Municipal Clerk (CMC) before the end of the year, which she accomplished after more than 120 hours of study and successful completion of an extensive education program. Diaz was recognized for her effort, and received her certificate and pin as member of the Florida Association of City Clerks during the December Council meeting, from her mentor Ms. Pamela Lattimore, Director of the Association. The CMC certification qualifies Diaz to perform the duties of a City Clerk anywhere in the world.

ROLES AND SERVICES PROVIDED BY THE CITY CLERK OFFICE

She considers that “obtaining this certification is a declaration that I am proficient in such a key position in the City and that I have demonstrated mastery of skills which are critical to good government practices.”

TIME: THE BIGGEST CHALLENGE

The demands for day-to-day services in the City of Doral have only grown over the years, along with the expansion of the city and the boom in the population. Therefore time to fulfill the many requests received in the City Clerk’s office has become the greatest challenge. Diaz estimates that in Doral they receive between 80 and 90 records requests every month. Requests processing represents 90% of the work done at her office. The other 10% is handling all the processes and documentation related to Council Meetings, which sometimes include agendas with more than 2000 pages of documents that have to be carefully compiled and organized to allow for the decision making process. “Prioritizing and making sure the time is well-spent and things are done correctly are the key things for me” said Diaz. However, she considers the workload as the best opportunity to learn on a daily basis, and perfecting her leadership skills to organize the work and “become a better public servant”.

“Our goal is to ultimately improve and ensure transparency in government as well as provide excellence in customer service.” The different roles that come with the position of City Clerk are: Corporate Secretary of the City; official Secretary of the Legislative body; Official Records Custodian and Supervisor of Elections for all City of Doral municipal elections, a role that will be very active in 2016. The office provides many services beyond maintaining custody of all documents and records from the City, and responding for records requests: All public meetings have to be duly noticed to allow public participation; also the supervision and certification of municipal elections is done at the office, along with the coordination of Advisory Boards, maintenance of lobbyists registration information, full notary services, including weddings and providing administrative support to the Council.

THE IMPORTANCE OF RECORD KEEPING

“Good record keeping helps citizens hold their government accountable, and it is essential in maintaining open government. I am very proud to say that in the City of Doral, the majority of records that are requested are readily available on our website.” However, public can request information from the City Clerk by email, phone or in person. They have a response time between 24 to 48 hours, depending on the nature of the requests. Most of them are free, unless they require more than 15 minutes of time from City staff to fulfill or if a hardcopy is requested. The price for requesting public records depends on the nature of the request, the people involved to generate it and the need to provide hardcopies. “Some requests may be a little more time consuming and require staff time in gathering and reviewing the documents, at which point, the requestor is notified of the costs associated with the request.” Once payment is received the request is processed. It is all handled through the Clerk’s office. “I look forward to continuing to serve the City of Doral, its residents and businesses as City Clerk”, concluded Diaz. “I definitely value everything I have learned here and I hope to continue serving the community for a long time.”

Alcalde, tiene quorum” Con esta frase Connie Díaz inicia las reuniones del Concejo Municipal, una vez que ha tomado asistencia. Las sesiones del Concejo son las ocasiones que más disfruta de su trabajo. “Muchas personas me preguntan qué es lo mejor de trabajar como Secretaria Municipal y yo diría que participar en las sesiones del Concejo. Allí puedes ver cómo se crean las leyes y normas. Cuando preparo la agenda, veo como una idea que comenzó con un simple memorándum puede evolucionar hasta convertirse en una resolución u ordenanza que al aprobarse impacta la vida de muchas personas, en muchos casos más allá del Condado o del Estado.” Connie Díaz comenzó su carrera en el servicio público en 2003, en la Alcaldía de North Miami Beach. Allí obtuvo experiencia en diferentes aspectos del gobierno municipal. Entró a trabajar como asistente de la Secretaria Municipal de Doral en 2011 y posteriormente fue nombrada Secretaria Municipal Auxiliar. En Diciembre 2014 asumió de modo interino el rol de Secretaria Municipal, hasta Marzo 2015, cuando prestó juramento al cargo, después de pasar un exhaustivo proceso de selección que culminó con su designación a la posición que ha venido desempeñando con éxito desde hace un año. “Este año en el cargo ha sido extremadamente satisfactorio, tanto en el ámbito personal como el profesional. Trabajar de manera tan cerca con los residentes y empresarios de la ciudad me da mucha alegría, pues puedo apoyarles en su interacción con los proceso de la ciudad.” Uno de los requerimientos para su designación y permanencia en el cargo fue la obtención, antes de fin del 2015, de la Certificación como Secretaria Municipal (CMC). Díaz asumió el reto, completando el extenso plan de estudios de más de 120 horas a tiempo. Durante la reunión del Concejo del mes de Diciembre Díaz recibió el reconocimiento a su esfuerzo, junto con el diploma y botón que la acreditan como miembro de la Asociación de Secretarios Municipales de Florida. Esta certificación califica a Díaz para ejercer las tareas de Secretario Municipal en cualquier parte del mundo. “Obtener esta certificación es la comprobación de mi preparación para ejercer esta posición clave en la Ciudad, al haber demostrado mi conocimiento y adecuado uso de las herramientas

críticas para aplicar las mejores prácticas de trabajo en sector público.”

EL USO ÓPTIMO DEL TIEMPO ES EL MAYOR RETO

Con la creciente demanda de servicios en Doral, producto de la expansión de la ciudad y el incremento en la población, la oficina de la Secretaría Municipal debe optimizar el uso del tiempo para cumplir oportunamente con sus requerimientos. Ese constituye el mayor reto para Díaz y su equipo. Ella estima que su oficina recibe entre 80 y 90 consultas de registros al mes. Procesar estas consultas representa el 90% del trabajo realizado, mientras que el 10% restante incluye todos los procesos y documentos relacionados con las reuniones municipales, muchas de ellas con agendas de más de 2000 páginas de soporte, que deben ser cuidadosamente preparadas y organizadas para apoyar el proceso de toma de decisiones de los Oficiales Electos. “Manejar prioridades y asegurarnos de usar el tiempo de manera efectiva son factores claves para mi” dice Díaz. Sin embargo, considera que la carga de trabajo es una oportunidad muy valiosa para aprender continuamente y perfeccionar sus habilidades de liderazgo en la organización del trabajo.

Más allá de custodiar los documentos y registros de la ciudad y responder a solicitudes de información, la oficina de la Secretaría también: se asegura que todas las sesiones de reunión públicas sean anunciadas para permitir la participación del público; Supervisa y certifica los resultados de las elecciones municipales; Coordina las Juntas Asesoras; Mantiene la información de los cabilderos; Provee servicios generales de notaría, incluyendo bodas y Proporciona apoyo administrativo a los Oficiales Electos.

LA IMPORTANCIA DE TENER BUENOS REGISTROS

“Un buen registro ayuda a los ciudadanos a monitorear el desempeño de su gobierno. Los registros adecuados son esenciales para mantener un gobierno abierto. Estoy muy orgullosa de decir que en Doral, la mayoría de los registros que se solicitan están disponibles en nuestro sitio web”. Sin embargo, el público puede solicitar todos los datos que desee por correo electrónico, teléfono o en persona. El personal de Doral tiene un tiempo de respuesta entre 24 a 48 horas, dependiendo de la naturaleza de las peticiones. La mayor parte de ellos son gratuitos, a menos que requieran más de 15 minutos de tiempo de personal de la Ciudad para cumplir la solicitud o si es necesario generar una copia impresa. “Algunas solicitudes pueden ser un poco más complicadas y requieren tiempo del personal en la recolección y revisión de los documentos; entonces, el solicitante es notificado de los costos asociados con la solicitud.” Una vez que el pago se recibe la solicitud es procesada. A financially strong municipality, with an approachable Mayor, Council and staff ready to tend to the needs of the residents and the vast majority of business owners within its boundaries, Medley is defined by its Mayor as the “hidden gem of South Florida”. LBA Holiday Cocktail at The Atlantic Doral The Latin Builders Association kicked off the Holidays at The Atlantic Doral Luxury Apartments in the City of Doral this year for the 2015 Holiday Cocktail. The event consisted of networking and celebrating the upcoming holidays with LBA President Alex Lastra, Mayor Luigi Boria, and LBA Members. With the South Florida flavor, cocktails and Cuban cigars were among the favorites. Palm trees were lit up in white as guests networked around the pool at the new luxury community.

Ya es Navidad en Doral!! Al menos ese es el ambiente que reina en la ciudad desde que se encendiera el tradicional árbol de Navidad frente al Centro de Gobierno el pasado 7 de diciembre. Sus luces se convirtieron en el epicentro de la inauguración navideña de nuestra ciudad, ante centenares de asistentes, quienes además vieron llegar a Santa Claus. Este divertido evento familiar fue una maravillosa manera de comenzar el espíritu de las fiestas.

This past December 12, Downtown Doral Charter Elementary School hosted the 1st Annual Winter Wonderland Family Fest. The attendees joined the schools staff and students and enjoyed hot cocoa and cookies, taking pictures with Santa, bounce houses, school show and live performances, and many more activities for the whole family.
