Summary of October Council Meeting

he City of Doral Council meeting took place October 13th. Council meetings are unique opportunities for residents to understand the governance process of the city and to make their voices heard. Attendance is always encouraged and appreciated. The Council will meet again October 21st at 2pm for the Audit Evaluation Committee and at 6pm for the Zoning meeting. Recognitions to Staff and Police Officers City of Doral employees who achieved five and ten years of service were recognized by the Council for their service to the community. Also, Chief De Lucca recognized the team from the Accreditation Unit from the Police Department and a special mention was made to recognize Officer Clyde Dozer, who retired after 22 years in law enforcement and touched the lives of many people in the City of Doral, mainly with his work with the schools in the area. “Texting while Driving” Resolution A resolution passed by consent to urge State Legislature to make texting while driving a primary offense, as the current State “Texting Law” includes provision to enforce the ban as a secondary driving offense. If texting while diving was classified as a primary offense, police officers would have the authority to stop distracted, texting drivers, preventing the occurrence of accidents in the community. The text of the resolution declaring Doral’s position on this matter will be sent to the Speaker of the House of Representatives, President of the Florida Senate, Governor Scott and other authorities, looking forward to propel the creation of further legislature on the subject. Ethical Governance Day Proclaimed October 22nd has been proclaimed Ethical Governance Day in the City of Doral, following the annual educational campaign sponsored by MiamiDade Commission on Ethics and Public Trust (the “Commission on Ethics”) to promote events recognizing the importance of civic involvement and ethics in government. Elected officials will participate that day on activities throughout the city related to this initiative. Purple lights to support Domestic Violence Awareness month The Government Center will be illuminated in purple lights during October to show support for this worthy cause.

Doral Boulevard Entry Features As part of the Doral Boulevard beautification plan, the Council has to decide on the design for entry features to be placed at the main entrances to the city, from the Turnpike and the Palmetto, at 41st street. Three preliminary designs were reviewed and a second presentation will take place during November Council Meeting to make a decision. Public input would be important to help the Council decide on these elements that will signal de entrance to the city through their main traffic arteries. New Parks named The park currently under development on 114th avenue was named “Doral Legacy Park”, as part of the plan is to destine areas of the park to honor elements and individuals important to the history and legacy of the city. The North Park, that will include areas for boating and other eco-conscious activities, some of which can be done at the Everglades, was named “Doral Glades Park”. Councilmembers become Municipal Audit Selection Committee Councilmember Pete Cabrera pulled this item from Consent Agenda, expressing his concerns on the methods and people selected by staff to constitute the committee who decided on the bid to contract the provider for the Municipal Audit Process. After a lengthy discussion it passed 4:0 that, due to time constraints and to avoid restarting the whole process, the Council would become the Audit Selection Committee. The cone of silence was reinstated and they will meet October 21st at 2pm to listen to the presentation from vendors to select which provider wins the bid. Councilwoman Ana Maria Rodriguez expressed her disagreement with the issue during the morning session and was not present in the afternoon when the vote was taken. First Reading: International Trade Travel Program Ordinance This ordinance had been deferred twice since

August. It changes the code to define procedures to administer “a program of targeted and coordinated trade missions to domestic and international localities, with which new or expanded relationships will improve the City’s economic sector.” Funds for these trade missions are expected to come mainly from grants or donations from private sector organizations. The ordinance passed 3:1, being Councilwoman Christi Fraga the dissenting vote. Second Reading: Defense of Officials in Ethics Matters This ordinance allows the City Attorney to provide legal representation to City officials if they become subject of ethics allegations, investigations or charges, protecting them from incurring on personal legal expenses if these situations arise during their time in office. Passing the ordinance is expected to prevent the filing of frivolous complaints against elected officials. Councilman Pete Cabrera and Mayor Boria were ready to pass the ordinance, while Vice Mayor Ruiz and Councilwoman Fraga expressed so many concerns and suggestions of modifications, that it was agreed by consent to defer the reading to the November 4th Council Meeting in order to allow the Council to analyze the ordinance, collect more information and make modifications. Public interested on expressing concerns or comments about this ordinance, or any other issues related to the governance of the City, can provide the Council with their opinions through phone calls or emails, and also are encouraged to attend the November 4th Council session to speak during Public Comments.

a Reunión Municipal mensual del Concejo de la Ciudad de Doral tuvo lugar el 13 de octubre. Los Concejales se reunirán nuevamente el 21 de Octubre a las 2pm para el Comité de Evaluación de Auditoría y luego a las 6pm en la Reunión de Zonificación. La próxima reunión mensual será el 4 de Noviembre. Reconocimientos a empleados y oficiales de Policía Los empleados de la Ciudad que cumplieron cinco y diez años de servicio recibieron el reconocimiento de los Oficiales Electos por su dedicación y servicio a la comunidad. El Jefe De Lucca también entregó reconocimientos al equipo que trabajo en el proceso de Acreditación recientemente logrado por el Departamento y el Oficial Clyde Dozer recibió una mención especial por haber pasado a retiro, luego de 22 años de servicio como policía. El Oficial Dozer dejo una profunda huella para muchos residentes de Doral, principalmente por su excelente trabajo en las escuelas del área. Resolución sobre “Textear al manejar” Se aprobó una resolución para solicitar a la Legislatura del Estado que se considere el uso de celulares al manejar como una ofensa primaria. La ley actual llamada “Texting Law” solamente lo considera una ofensa secundaria. Al cambiar la calificación los policías tendrían la autoridad para detener a los conductores distraídos por el uso del teléfono antes de que incurran en accidentes o infracciones que afecten a la comunidad. El texto de la resolución será enviado a la Cámara de Representantes, al Presidente del Senado Estatal, al Gobernado Scott y otras autoridades, con el objetivo de promover la creación de un marco legal en relación a este importante asunto. Proclamado Día de la Ética Gubernamental El 22 de Octubre ha sido designado como Día de la Ética Gubernamental en la Ciudad de Doral, en consonancia con la campaña educativa promovida por la Comisión de Ética del Condado Miami-Dade. Señalizaciones de entrada a Doral Boulevard Como parte del Plan de Embellecimiento de Doral Boulevard, el Concejo tiene que decidir sobre el diseño de las señalizaciones de entrada a la ciudad en la 41 calle, desde el Turnpike y el Palmetto. Se revisaron tres diseños preliminares y en la reunión municipal de noviembre habrá una segunda presentación para

tomar una decisión. Decisión sobre el nombre de nuevos parques El parque de la 114th avenida se llamara “Doral Legacy Park”, pues el plan incluye destinar ciertas áreas para honrar elementos e individuos importantes para la historia y legado de la ciudad. El parque que se construirá en la 74 calle, al norte de Doral, incluye en su plan el desarrollo de lagos para botes y otras actividades ecológicas, similares a las realizadas en los Everglades. Por ello se decidió nombrarlo “Doral Glades Park”. Concejales decidirán la firma que realizará Auditoría Municipal El Concejal Pete Cabrera trajo este punto a la agenda de discusión, y expresó su preocupación sobre el método y las personas seleccionadas por el staff de la ciudad para constituir el comité de selección de los proveedores para la Auditoria Municipal. Luego de una larga discusión se decidió 4:0 que, por restricciones de tiempo y para evitar reiniciar el proceso de licitación, los miembros del Concejo se constituyen en el Comité de Selección de Auditoria. Se reestableció el Cono de Silencio de la licitación y el próximo 21 de octubre a las 2pm el comité escuchara las presentaciones de los proveedores para proceder a decidir el otorgamiento de la licitación. La Concejal Ana María Rodríguez expresó su desacuerdo con la situación durante la sesión de la mañana y no estuvo presente en la tarde, cuando se realizó la votación. Los otros miembros del Concejo votaron a favor. Primera Discusión: Ordenanza sobre Programa de Viajes Internacionales Después de ser diferida dos veces desde el mes de Agosto, esta ordenanza pasó 3:1, siendo la Concejal Christi Fraga el voto en contra. Los cambios que se realizan en el código con esta aprobación definen los procedimientos para “administrar un programa coordinado de misiones estratégicas a localidades nacionales e internacionales, para expandir las relaciones que permitirán ampliar

el sector económico de la Ciudad.” Se espera que parte de los fondos para estos viajes provengan de donaciones o aportes de organizaciones en el sector privado. Segunda Discusión: Ordenanza para Defensa de Oficiales Electos en Casos de Ética Con esta ordenanza se permite que el Abogado Municipal provea servicios de representación legal a los Oficiales Electos si estos son sujeto de reclamos, investigaciones o cargos legales por asuntos ética, protegiéndolos así de incurrir en gastos legales personales si estas situaciones ocurren durante su tiempo de servicio público. Se espera con el paso de esta ordenanza prevenir la presentación de acusaciones o denuncias frívolas y sin fundamento contra los Oficiales Electos. Tanto el Concejal Cabrera como el Alcalde Luigi Boria apoyaban la aprobación de la ordenanza, mientras que la Vice Alcalde Sandra Ruiz y la Concejal Fraga expresaron su preocupación y sugirieron múltiples modificaciones al texto. Debido a esto se decidió diferir la discusión para la Reunión Municipal de noviembre, para permitir que los Concejales analicen la ordenanza, sugieran modificaciones y recopilen mayor información para tomar una decisión. El público interesado en opinar o comentar sobre esta ordenanza o cualquier otro asunto relacionado con el gobierno de la Ciudad, puede enviar sus opiniones a los Oficiales Electos a través de correos electrónicos, llamadas telefónicas o cartas y también puede hacer acto de presencia en la sesión del Concejo el próximo 4 de Noviembre, para ejercer su derecho de palabra durante el periodo de Comentarios Públicos.

Let’s break the silence on domestic violence! October is the month of domestic violence awareness, the objective is to make people aware of the terrible consequences this type of crime may have on the personal, family and social environments

n average, a woman is attacked every nine seconds in the United States, every minute nearly 20 people are physically abused by their couple. One out of three women and one out of four men have been victims of physical violence by their couple, and one out of 15 children are exposed to this type of aggression. These statistics, from the Center for Disease Control and Prevention CDC, show the seriousness and frequency of domestic violence in the United States, which also translate to Miami-Dade County, where 4.803 domestic violence cases were reported in 2014, among which assault, aggravated assault and telephone harassment were the most common. Figures provided by the Special Victims Unit of the Miami-Dade Police Department also reflect a small decrease on domestic violence cases in comparison with 2013, with 5,039 cases and 2012, with 5,195 aggressions. Although this reduction in the number of cases is related to the awareness campaigns over domestic violence, the assistance provided to the victims, as well as the prevention and sanction activities implemented by local authorities, we must take into consideration that statistics do not tell the whole story, as many people fail to report the aggressions because of fear and dependency of their aggressors. This is the reason why October has been designated as the domestic violence awareness month, emphasizing how important it is to let the victims know they are not alone or unprotected by informing them about the most effective ways to protect themselves and their children.

HOME VIOLENCE

Domestic violence means any aggression, aggravated assault, sexual assault, harassment, aggravated harassment, kidnapping, illegal detention or any other crime resulting in physical

injuries or mental damage to a family member by other family member in the household. When referring to family members in a household we include spouses, ex spouses, people who live as a couple, people related by blood or marriage, people that currently live together or have lived together in the past and people who had a child together. The most frequent domestic violence cases are physical and sexual abuse (which vary from minor injuries, to fire gun or bladed weapon injuries that may even result in death), emotional abuse, economical or financial limitation, coercion, threats, intimidation, isolation, manipulation through the children and generating feelings of guilt, among others.

THE DANGER IS REAL

The danger is definitely real and domestic violence hurts every family member, therefore encouraging victims to report their cases is one of the goals of every institution involved with this type of crimes. As explained by detective Jennifer Capote, officer of the Miami-Dade Police Department who worked for nine years with domestic violence cases. “The moment a violent act takes place in the home the most important thing is to call 911 so that a uniformed officer can arrive and control the situation. If after the investigations, it is determined that it is a domestic violence case, our Special Victims Unit takes control of the situation to help the victim and sanction the aggressor”, explains detective Capote. “Nevertheless, what we try to do is to avoid reaching this point. Those who are victims of abuse in the home must report the situation before it escalates to the point of threatening their physical integrity, and the only way to do this is to get help from any of the many national, state and regional institutions available to handle these cases”, adds

the detective. In Miami-Dade county, people may refer to the Community Action and Human Services, where they deal with domestic violence cases, and where victims may go without a police report, to get help relocating, filing separation lawsuits and even receive financial help for their children. Detective Capote explains that this department also offers crisis intervention and defense, safe shelter, transportation, emergency financial assistance, food and clothing. It includes two shelters for domestic violence victims, two transitional homes, three domestic violence attention units and a center for victims’ assistance. Detective Capote believes that the seriousness of domestic violence goes beyond the individual impact, “because children see at home an example they can follow and exposes them to becoming accomplices or victims of this situation, therefore the only solution is to overcome fear and break the silence”. Another way of seeking help in cases of domestic violence is through the Perla de Esperanza Foundation, directed by Roxana Silvera, who has

dedicated herself to rescue the captive women who live with domestic violence and helps them build a better future for them and their children. In 2009 Roxana Silvera, who was raised in a home with domestic violence, had the idea of creating this foundation to offer emotional, spiritual and psychological support, to women, teenagers and children in need. The services they provide include orientation and education, community development and legal assistance. “The Perla de Esperanza Foundation focus on preventing domestic violence, therefore it constantly offers educational workshops and promotes different events to achieve this goal, the next activity is scheduled for November 6th, 2015 at the Intercontinental Hotel in Doral at 11:30 am”,

explained Silvera. The slogan of the event is “Let’s be more without Domestic Violence”, it is being advertised under the hash tag #alzatuvoz and it will include the participation of Judge Carroll J. Those who work with domestic violence cases, point out that we are in a community of immigrants and that it is very difficult for this group of people to be living in a country where they do not know the law, do not speak the language, and where they do not count with a support system of family and friends to help them, that is why they try to assist the victims and channel their cases through the corresponding institutions. There many people who are afraid to report the aggressions because they do not have an legal immigration status for the United States, and what they ignore is that, there are even visas domestic violence. There are also financial aid programs and asylum options for these cases.

ada nueve segundos una mujer es agredida en Estados Unidos y en promedio, cerca de 20 personas por minuto son abusadas físicamente por su pareja. Una de cada tres mujeres y uno de cada cuatro hombres han sido víctimas de alguna forma de violencia física por su pareja y uno de cada 15 niños es expuesto a este tipo de agresión. Estas estadísticas, del Centro para el Control y Prevención de Enfermedades (en inglés Centers for Disease Control and Prevention, CDC), revelan la gravedad y frecuencia de la violencia doméstica en Estados Unidos, la cual se traslada de igual forma al condado de Miami-Dade, donde fueron reportados 4,803 casos de violencia doméstica durante el 2014, siendo los de mayor incidencia la agresión, la agresión agravada y el acoso telefónico. Las cifras suministradas por la Unidad de Víctimas Especiales de la Policía de Miami-Dade también evidencia un leve descenso con respecto a la incidencia de violencia doméstica con respeto al 2013, cuando se registraron 5,039 casos y al 2012, cuando fueron contabilizadas 5,195 agresiones. Si bien esta disminución de casos está relacionada con las campañas de concientización sobre la violencia doméstica, la ayuda prestada a las víctimas y las actividades de prevención y sanción de las autoridades locales, hay que tomar en cuenta que las estadísticas no lo dicen todo, pues hay muchas personas que no hacen denuncias por temor a su agresor y debido a la dependencia que tienen del mismo. Esta razón es la que impulsa a la denominación de octubre como el mes de la concientización contra la violencia doméstica, destacando la importancia de hacerle ver a las víctimas que no están solas ni desprovistas y educándolas en la forma más certera de protegerse a sí mismas y a sus hijos.

VIOLENCIA EN CASA

La violencia doméstica significa cualquier agresión, agresión agravada, asalto sexual, acoso, acecho agravado, secuestro, detención ilegal o cualquier delito que resulte en lesiones físicas o mentales de un familiar o miembro del hogar por otro familiar o miembro del hogar. Como familiar o miembro del hogar se define a los cónyuges, ex cónyuges, personas que mantienen una

relación de pareja, personas relacionadas por sangre o matrimonio, personas que actualmente residen juntos o que han vivido juntas en el pasado y las personas que son padres de un niño en común. Los tipos más frecuentes de violencia doméstica son abuso físico y sexual (que van desde lesiones leves hasta heridas con armas de fuego o armas blancas que pueden causar la muerte), maltrato emocional, limitación económica o financiera, uso de coacción, amenazas, intimidación, asilamiento, manipulación a través de los niños y hacer sentir sentimientos de culpa, entre otros.

EL PELIGRO ES REAL

Definitivamente, el peligro es real y la violencia doméstica lastima a todos los miembros de la familia, por lo que incentivar a las víctimas a denunciar sus casos es una de las metas de todas las instituciones involucradas con este tipo de delito. Así lo explica la detective Jennifer Capote, funcionaria del Departamento de Policía de Miami-Dade quien trabajó durante nueve años con casos de violencia doméstica. “En el momento que ocurre un hecho violento dentro del hogar lo más importante es llamar de inmediato

al 911 para que se presente un oficial uniformado a controlar la situación. Si tras las investigaciones, se determina que es una caso de violencia doméstica, nuestra Unidad de Víctimas Especiales toma control de la situación para ayudar a la víctima y sancionar al victimario”, señala la detective Capote. “Sin embargo, lo que pretendemos es evitar que se llegue a este punto, pues la persona que está siendo víctima de maltratos dentro de su hogar debe denunciar la situación antes de llegar al punto de que

su integridad física se vea en peligro y la única forma de lograrlo es pedir ayuda a cualquiera de las muchas instituciones nacionales, estatales y regionales que existen para atender estos casos”, indica. En el condado de Miami-Dade, las personas pueden acudir al Departamento de Acción Comunitaria y Servicios Humanos (Community Action and Human Services, por su denominación en inglés) que atiende casos de violencia doméstica y donde la víctima puede ir, sin necesidad de un reporte policial, solicitar ayuda para relocalizarse, iniciar trámites legales o de separación y recibir ayuda económica para sus hijos. La detective Capote explica que este departamento también ofrece servicios de intervención en crisis y defensa, refugio seguro, transporte, asistencia financiera de emergencia, alimentos y ropa. Opera dos refugios para víctimas de violencia doméstica, dos instalaciones de vivienda de transición, tres de unidades de atención a la violencia doméstica y un centro de asistencia a las víctimas. Para la detective Capote, la gravedad de la violencia doméstica va más allá del impacto individual, “porque los niños ven en casa un ejemplo que pueden considerar un patrón a seguir y además los expone a convertirse en cómplices o víctimas de esta situación, por lo que la única solución sigue siendo vencer el miedo y romper el silencio”. Otra forma de buscar ayuda en casos de violencia doméstica es la Fundación Perla de Esperanza, presidida por Roxana Silvera, dedicada a rescatar a

la mujer del cautiverio que viven a través del abuso doméstico y forjar un mejor futuro para ellas y sus hijos. En el año 2009 Roxana Silvera, quien creció un hogar con violencia doméstica, tuvo la iniciativa de crear esta fundación que brinda apoyo emocional, espiritual y psicológico a mujeres, adolescentes y niños que lo necesiten. Entre los servicios que ofrecen están la orientación y educación, el desarrollo comunitario y la asistencia legal. “La Fundación Perla de Esperanza se enfoca se enfoca en la prevención de la violencia doméstica por lo que, constantemente, ofrece talleres educacionales y promueve eventos con este fin, siendo el próximo a realizarse el 2do. Evento Anual Purple Ribbon, el cual se efectuará el próximo 06 de noviembre del 2015

Hay muchas personas que tienen miedo a realizar denuncias por no tener un estatus migratorio legal en Estados Unidos y lo que no saben es que, incluso, hay visas para personas que han sido víctimas de abuso doméstico. Igualmente, existen programas de ayuda económica y asilo para estos casos.

t can be unconceivable for caring parents to even think on mistreating or hurting their children. However, statistics show that cases of domestic violence and child abuse have been steadily increasing in Miami-Dade County. According to the US Census, the population in the County increased 6.6% from 2010 to 2014. In the same period of time the cases of abuse against children between 5 and 11 years old have increased from 3,749 in 2011 to 4,440 in 2014, a total of 18%. The question is what has changed in the County in these years to show this increment? Or is it that the community is more aware of the abuse inflicted against the youngest members of society that is taking action to prevent more tragedies to happen and more cases have been detected? Mirta Fuentes, social worker and Executive Director of the Leadership Learning Center at St. John Bosco Catholic Church, has worked for more than twenty years in favor of needy and underprivileged children and their families, with the main focus on the prevention and protection of women and children victims of domestic abuse, especially through the volunteer Guardian ad Litem program. Ms. Fuentes explained that “more and more cases are being reported. The problem is that once the victims are called by the prosecution to testify they decide not to do it because they are afraid for many reasons,” one of them being the fear of being deported, if their legal status and financial stability depends of the partner that has abused them. Many do not know there are special visas to protect domestic abuse victims. Her time working with immigrant families has put Ms. Fuentes in contact with the realities many suffer, when one member of the couple abuses physically and mentally their significant other and it ends up affecting their children. The majority of the cases are women abused by their husbands, but there have also being cases when the abuse happens the other way around. “Many of those women depend financially of their partners and do not walk away of that relationship, others want to give their children an stable family, others are constantly suffering verbal abuse, time and time again hoping their significant other would stop, or change. A lot of this abuse takes place in front of the children.” When Ms. Fuentes detects these cases she encourages the victims to take action and denounce their abuser to the authorities. “Many people walk here

asking for help not only for themselves but for their neighbor or someone in the community, when they worry that something may happen to them or their children.” In those cases Ms. Fuentes and her team provides assistance and information of the resources existing to protect and prevent a persistent abuse to escalate into more tragic outcomes. She explains the victims which documents they need to approach the MiamiDade Police Department Special Victims Bureau and other agencies in order to seek protection against the abuser. “I have had women who end up in shelters, men who push and hurt them in front of the children. The long term damage is big. These kids living those experiences, we make referrals to therapists to help them cope, to help them understand it has nothing to do with them. Parents translate their violence into their children.”

HOW TO IDENTIFY CHILD ABUSE?

Of the child abuse cases detected, “close to 40% are Latinos, 34% African American and 6% White Americans” shared Ms. Fuentes, and it is observed in all socioeconomic layers. Noticeably, higher income families that present domestic violence and child abuse cases have a great component of verbal and psychological abuse. chances of domestic violence and abuse in families. The Florida Statute defines child abuse as the case when the “physical or mental welfare is harmed, or threatened with harm, by the acts or omissions of the parents.” The definition includes abandonment of the child and harm that has been inflicted upon the child producing physical or mental injuries, including injuries result of corporal punishment and sexual battery or exploitation. Physical injuries mean “death, permanent or temporary disfigurement or impairment of any body part.” Mental injuries are those that affect the “intellectual or psychological capacity of the child, evidenced on impairment in his ability to function within his normal range and behavior.” Teachers, care givers, physicians and other professionals who deal with children in a regular basis receive training on how to identify signs of any kind of child abuse through constant observation of behavior and status. They have procedures in place in their organizations to advice authorities of their suspicions in order to protect the child before the harm has reached unrecoverable levels. However, neighbors and community members can also be aware of those signals and it is their responsibility to advice the authorities to protect the child and their family in case domestic abuse is suspected. El Estatuto del Estado de Florida define el abuso infantil como aquellos casos donde “el bienestar mental o físico del niño ha sido afectado o amenazado por actos u omisiones de los padres.” La definición incluye abandono, daño mental of físico, heridas por castigo corporal o abuso y explotación sexual. Las heridas físicas incluyen: “muerte, desfiguración temporal o permanente y daño en cualquier parte del cuerpo.” Las heridas mentales son aquellas que “afectan la capacidad intelectual y psicológica del niño y se evidencian en su incapacidad para funcionar dentro de la conducta normal para su edad.” Los maestros, cuidadores, médicos y otros profesionales que trabajan con niños frecuentemente, reciben entrenamiento para identificar cualquier señal sospechosa de abuso infantil, a través de la observación constante de la conducta y aspecto de los niños. Tienen procedimientos dentro de sus organizaciones para avisar a las autoridades cuando exista la sospecha de abuso, para proteger al niño antes que el daño potencial alcance niveles irrecuperables.

Sin embargo, los vecinos y miembros de la comunidad deben estar alerta y reportar a las autoridades cuando existan sospechas de abuso infantil o doméstico en alguna familia de su entorno. Un niño con constantes heridas, moretones y miembros rotos; una vecina que aparece con el ojo morado u otras heridas; ruidos de peleas constantes en casas vecinas; todas esas son señales evidentes de que algo no funciona bien en esa familia cercana. Una comunidad responsable tiene que intervenir para prevenir tragedias. “Si sospecha que alguien sufre de abuso ofrézcale ayuda o repórtelo usted mismo. Si observa o escucha algo sospechoso mejor avise a la policía antes que alguien sea lastimado” dijo la Sra. Fuentes. “La comunidad debe involucrarse. Si queremos generaciones futuras que sean mejores debemos cuidarnos los unos a los otros ahora. Si nos protegemos mutuamente las generaciones futuras serán mejores porque nosotros les enseñamos como serlo.”

Los Guardianes ad Litem forman parte de un programa voluntario del Estado de Florida. Individuos calificados son designados por la corte para “proteger los derechos y trabajar por los mejores intereses de los niños involucrados en un proceso legal, especialmente en casos de abuso o de abandono.” La Sra. Fuentes ha sido Guardián ad Litem por más de 20 años, y desea incentivar a otros miembros de la comunidad a participar de este programa que hace una gran diferencia para muchos niños y familias victimas del abuso y la violencia doméstica en Miami-Dade. City of Doral Police Department Becomes the 11th in Miami-Dade County to be Accredited

he City of Doral Police Department has been accredited by the Commission for Florida Law Enforcement Accreditation (CFA). Only 11 municipalities of the 37 police departments in Miami-Dade are accredited, this reflects highly on the leadership of the Doral Police Department. The accreditation process, which normally takes 24 months, was accomplished in just nine months which reflects the dedication and professionalism of the Doral police officers. The accreditation process included demonstrating 39 core competencies with 267 separate line items of law enforcement standards, ranging from communications and training, to other less routine operations like infectious diseases. The assessment was made by three ranking officers from various enforcement agencies in late August, riding alongside Doral police officers and conducting interviews to evaluate their knowledge of police policies. The assessment team recommended the Doral Police Department for

CFA accreditation with zero deficiencies. “I think that reflects highly on the professionalism of our management team,” said Doral’s Mayor Luigi Boria. “In a little more than a year the team has taken the police department to a new level and forged them into a force that is recognized nationally.” Accreditation benefits the Doral community and the Police Department by increasing the agency’s ability to prevent and control crime through more effective and efficient delivery of law enforcement services. On October 7, 2015, the Doral Police Department appeared before the Commission for Florida Law Enforcement Accreditation where the Com-

mission’s final report was made public. “This accomplishment symbolizes excellence and competence within our force. I am proud to lead a department that represents the very best in law enforcement,” said Chief De Lucca.

a artista Anais Pérez vuelve a hacer historia en Doral Performing Arts & Entertainment Academy, como la primera estudiante ya graduada de bachillerato que recibe diversos reconocimientos y premiaciones por su talento en nuestra ciudad. Esta vez, la talentosa joven recibió una Beca Universitaria en Artes de $1,000 por parte de la Organización ‘The Latino Art Beat’ en una ceremonia especial llevada a cabo el pasado 8 de octubre en las instalaciones de la escuela. Al evento asistió la actriz Deborah Magdalena representando la Organización Young Arts y el Sr. Don Rossi Nuccio, Presidente Nacional de la Organización ‘The Latino Art Beat, encargado de entregar el reconocimiento a Anais en presencia de sus padres, directivos, profesores y estudiantes de la Escuela de Arte de Doral Academy. “Es un placer estar aquí y celebrar el talento de una joven como Anais, y al mismo tiempo, conocer la escuela que forma e inspira artistas de tan alto nivel”, fueron las palabras de apertura de Deborah Magdalena,

quien a través de una amena y participativa intervención, motivó a los actuales estudiantes de la escuela de arte a participar en las diferentes actividades y concursos patrocinados por YoungArts, organización por la cual Anais recibió la mayor parte de sus becas académicas. Magdalena hizo hincapié en “la importancia de trabajar duro, tomar decisiones inteligentes, ver el talento como un tesoro y tener la meta clara de llevarlo a un nivel cada vez más alto”. Daniela Aguilera también felicitaron a la joven: “Estamos orgullosos de todos los éxitos de Anais, una alumna inteligente, talentosa, creativa y dulce quien puso todo el esfuerzo posible para llegar donde está hoy, estamos seguros que sus éxitos continuarán”, indico el Dr. Ferrals. Anais, quien es ahora estudiante del Maryland Institute College of Art (MICA), cuenta con $146,000 en becas que obtuvo por la participación en distintos concursos, que le permitieron recibir un Certificado al Mérito de manos del Alcalde de la Ciudad de Miami, Sr. Tomás Regalado por su contribución en elevar la expresión creativa del Sur de la Florida. Se espera que la Escuela de Arte de Doral Academy continúe celebrando éxitos con la futura expansión en infraestructura; un nuevo edificio de siete pisos que contará con un estacionamiento techado, auditorio, un estudio de grabación profesional de TV, entre otros, según lo indicó el director Ferralls. Estos nuevos recursos buscan desarrollar el talento de todos aquellos jóvenes que comparten la misma pasión de Anais quien les aconseja “Continúen intentando todo por sus carreras, aunque parezca difícil, siempre hay una forma para lograrlo todo.”

It is expected that Doral Performing Arts & Entertainment Academy continues in celebration mode thanks to the planned expansion of the program in the near future which includes the construction of a new building that will feature an auditorium, a professional TV studio, parking and more, according to Mr. Ferralls. These new resources will contribute to develop the talent of those young artist like Anais, that are driven by the same passion and goals, and who ultimately will pay attention to her advice, “Always keep trying in life, if you think you can’t do it, remember that there is always a way”.

Reagan/Doral Senior High School had the unique opportunity to participate on the Biznovator Challenge Workshop, competing to win scholarships for the young entrepreneurs’ camp that the Casimiro Global Foundation hosts every summer. Sponsoring this program along with the Casimiro Foundation was personnel from Starbucks Coffee Company, through their community outreach program “La Hora del Café”, an employee network that helps employees to grow personally and professionally as well as get involved in the community, especially during Hispanic heritage month. The students who participated were selected among those who take part in clubs and classes oriented towards the development of entrepreneurial spirit. Some of them are members of the Future Business Leaders of America, the Global trade and Logistics Academy and the Teachers Academy, but the general criteria for offering them the chance to be part of this program was that they were entrepreneurial thinkers who would benefit of participating on this type of activity. Mr. Juan Carlos Silva, principal at RRDSH addressed the whole group right before initiating the workshop to emphasize the students on the extraordinary opportunity they had to be part of this program. It is his expectation to develop a long term relationship of the school with Starbucks Coffee, to foster in the future internships programs for RRDSH students within that organization.

SOCIALLY RESPONSIBLE IDEAS

Once divided in teams, the ideas started to flow and they were very creative. There appeared ideas of businesses such as a nutritious chewing gum; a car paint that prevented scratches; a fashion blog that collects money through fashion shows for cancer patients and solar powered drones to distribute medications to isolated villages. The most noticeable trait of all ideas was that they had providing a positive benefit for society and low impact to the environment in mind. It speaks loud of the importance of social responsibility that has been instilled in the students of RRDSH. For Juan Casimiro, who teaches the workshop and

leads the Casimiro Global Foundation, the objective of taking the Biznovator Challenge Workshop to the schools is to begin planting the seed of entrepreneurship in the youth. “In this particular program we challenge the students to consider an idea for a business. We come back and create a networking group where we start communicating with them, which allows us to see how interested they actually are on developing a business and we will be able to support them through the network.” With the support of Miami-Dade County Public Schools, through the Office of Academics and Transformation, this entrepreneurship program is expected to be deployed to several other schools in the district, as part of the STEM initiatives, after the success obtained on this pilot program at RRDSH. Mr. Cristian Carranza, Administrative Director of that office explained that “the goal is to bring enrichment opportunities like this in entrepreneurship so that it is successful in one school and blow it into multiple schools in the district.” “This is good for everybody. They learn how to sell an idea, be socially responsible, working in teams, they get the entrepreneurship idea” said Mr. Casimiro. “One of the things we want them to see is that there is opportunity at this age of internships and part time jobs with Starbucks. We teach them to take action, have initiative and jump to it. Through Mr. Carranza we want foster what we are already doing and bringing entrepreneurship to other schools.”

Laura Ruiz Hajduk, who is a Store Manager for Starbucks and participates on the “La Hora del Café” employee network, is also a member of the board for the Casimiro Global Foundation. Through her initiative, a team of Starbucks business owners participated on the Biznovator Challenge Workshop at RRDSH to work as coaches for the teams of students, helping them develop their business ideas. She explained that “La Hora del Café” is an employee network, “a Hispanic affinity network that helps to spread awareness of the Hispanic culture.” Ms. Hajduk was instrumental to connect both organizations and therefore provide RRDSH students with the chance of learning first hand from business owners about how to create business plans, develop financial and marketing strategies and deliver a business pitch. The team that won the Biznovator Challenge Workshop was “CarePaint”, led by senior Ignacio Pacheco and four other students. They received a special recognition on October 14th, during the “La Hora del Café” special event organized by Starbucks at FIU.

studiantes de la Secundaria Ronald W. Reagan/Doral tuvieron la oportunidad de participar en el Taller “Biznovator Challenge” donde compitieron para ganar becas de participación en el Campamento de Jóvenes Empresarios que la Casimiro Global Foundation realiza durante el verano. Personal de la compañía Starbucks Coffee participaron como entrenadores en el taller. Esta oportunidad fue posible a través del programa “La Hora del Café”, una red de empleados de Starbucks, que les ayuda a crecer personal y personalmente, además de ayudarlos a involucrarse con sus comunidades, en especial durante el mes de la Herencia Hispana. La selección de los estudiantes participantes se realizó tomando en cuenta aquellos que tienen espíritu e interés empresarial y que participan en clases y clubes relacionados con el tema, tales como Future Business Leaders of América y las Academias de Transporte Global, Logística y Educación. Explicó David Cadaval, sub director de RRDSH, que “el criterio general para ofrecer a los estudiantes la participación en este programa, fue que tuvieran pensamiento estratégico y emprendedor, para que pudieran sacar el mayor beneficio de esta actividad.” El Sr. Juan Carlos Silva, Director de la Secundaria Reagan, se dirigió a todo el grupo antes de iniciar el taller, enfatizando a los estudiantes lo importante de formar parte de este programa. El Sr. Silva espera desarrollar una relación a largo plazo entre la escuela y Starbucks Coffee, para promover futuros programas de prácticas de trabajo para los estudiantes de RRDSH junto a la organización.

IDEAS SOCIALMENTE RESPONSABLES

Una vez creados los equipos de trabajo, las ideas comenzaron a fluir. Entre las iniciativas presentadas estuvieron negocios tales como: una goma de mascar nutritiva; Pintura para autos que evita deterioro; un blog de moda que recauda fondos a través de desfiles y eventos para pacientes con cáncer y también una compañía de drones que repartan medicamentos en aldeas aisladas, entre

otras ideas muy interesantes y creativas. La característica común de todas las iniciativas demostró el interés de esta generación de jóvenes en beneficiar a la sociedad y generar bajo impacto ambiental, resaltando que la importancia de la responsabilidad social es un valor que RRDSH se esmera en cultivar en sus estudiantes. Para Juan Casimiro, quien es el instructor del taller para los jóvenes empresarios y preside la Casimiro Global Foundation, el objetivo de llevar el taller Biznovator Challenge a las escuelas es comenzar a plantar la semilla del emprendimiento empresarial en los jóvenes. “En este programa en particular retamos a los jóvenes a considerar ideas para sus negocios. Después creamos un grupo de intercambio de ideas entre ellos, donde mantenemos comunicación constante. Eso nos permite ver hasta qué punto tienen un interés real en desarrollar sus negocios y nos permite guiarlos y apoyarlos en el proceso.” La propuesta de este programa inmediatamente atrajo el interés de la Oficina de Contenidos Académicos y Transformación de las Escuelas Públicas de Miami-Dade (M-DCPS), quienes esperan realizar programas similares en otras escuelas del condado, como parte de las iniciativas STEM, dado el éxito obtenido en el taller realizado en RRDSH El Sr. Cristian Carranza, Director Administrativo de esa oficina, explicó que “el objetivo es incorporar oportunidades exitosas de enriquecimiento de la experiencia educativa, como este programa de jóvenes empresarios, y realizarlo en múltiples escuelas del distrito.”

“Esto es beneficioso para todos” dijo el Sr. Juan Casimiro. “Los jóvenes aprenden cómo vender sus ideas, ser socialmente responsables, trabajar en equipo y aprenden conceptos empresariales. Una de las cosas que deseamos que se den cuenta es de las oportunidades que tienen a tan corta edad de realizar prácticas o tener empleos a tiempo parcial con Starbucks. Les enseñamos que tomen acción, tengan iniciativa y se arriesguen. Con el apoyo del Sr. Carranza queremos llevar esta experiencia con el entrenamiento de jóvenes empresarios a otras escuelas.”

EMPRESARIOS REALES ENTRENAN A LOS DEL FUTURO

Hajduk tuvo la iniciativa de establecer la relación entre ambas entidades, logrando que empresarios dueños de tiendas Starbucks participaran como entrenadores en el Taller de Biznovator Challenge realizado en RRDSH. Estos empresarios trabajaron con los equipos de estudiantes ayudándoles a desarrollar y presentar sus ideas de negocio, permitiendo que los estudiantes recibieran instrucción de primera mano sobre la creación de planes de negocio, desarrollo de estrategias financieras y de mercadeo y preparación de presentaciones de venta, todas ellas herramientas fundamentales para la creación de negocios, pero también habilidades que los estudiantes pueden aplicar en muchos otros ámbitos. El equipo de estudiantes que ganó el Biznovator Challenge presentó la idea de “CarePaint”, la pintura ecológica que previene deterioro. Estuvo liderado por el estudiante de último año Ignacio Pacheco y otros cuatro compañeros de RRDSH. El equipo recibió el reconocimiento por su logro en el evento especial de “La Hora del Café” organizado por Starbucks en FIU el día 14 de Octubre.

Medley elimina límite a la altura máxima de edificios

nder unanimous consent, the Council of the Town of Medley approved on October 5th 2015 an amendment to the Chapter 62 of their code, to provide no height limitations for buildings for commercial and office uses located within their Light Industrial (M-1) zoning district. This district is the area located both sides of the Palmetto Expressway (SR 826) that limits on the south with NW 74th Street and on the north with the FEC railroad tracks. “We did that ordinance in order to be able to bring more businesses to our city, closer to all the infrastructure, all main roads, and main highways” said Mayor Roberto Martell. “When I became a Mayor I made the purpose of making sure this is a place for business and that is what I am promoting.” The change will allow the Town of Medley to show their commitment to promote the relocation of important businesses from all over the world to their area. “This is proving everybody that Medley is a place to do business, by having high rises, we are streamlining everything and it will make a difference. The bottom line is that we are pro-business.” Mayor Martell is confident that this change will attract important businesses to the area, due to the ability to build high-rise structures. “It can be banks, hospitals, museums; whatever you want you will be able to put in that area. Anything you want it could be done.” “There is a lot of intent of businesses promoting to do the highest high-rises in the world surrounding the town. If that happens that tells you the area will be put in the map and known as the city with the highest buildings in the world.” The Town of Medley is also working with the Miami-Dade County to speed up the opening of 87th avenue, an issue that is scheduled on the FDOT to start on the 3rd quarter of 2016. “It will help traffic immensely” said Martell.

Al permitir los edificios de gran altura facilitamos los procesos de construcción y eso hará una gran diferencia. Estamos a favor de los negocios.” El Alcalde Martell confía que este cambio atraerá muchos negocios importantes al área, “podrán construir bancos, hospitales, museos; cualquier cosa que deseen pueden ubicarla en esa área.” “Hay la intención de un negocio de promover la construcción del edificio más alto del mundo en nuestra ciudad. Si eso sucede nos podremos en el mapa, al ser reconocidos como la ubicación de estos rascacielos.” La Ciudad de Medley también está trabajando diligentemente con Miami-Dade County para acelerar la apertura de la 87th Avenida. “Es un proyecto que el FDOT (Departamento de trafico de Florida) tiene estimado comenzar en el tercer trimestre de 2016. Estoy ayudará tremendamente al tráfico del área.”

Mayor Martell informed that his administration is “working with the Mayor of Dade County and the Port of Miami and FDC to bring the inland port to our town. That way we could have customers in our town to move more merchandise in and out of the US through the inland Port of Medley, to the Port of Miami and the rest of the world.” He expects that once the Port opens they are able to open more avenues besides 87th. “We have been pushing all this and our town is taking a lot of burden doing the maintenance of the ways for the County.”

Informa también el Alcalde Martell que su administración está “trabajando con el alcalde del Miami-Dade, el Puerto de Miami y el FDC para traer el Puerto de Tierra de Miami a Medley. ANNEXATION AGREEMENT

The process of annexation of neighboring zones is a four city agreement between the City of Virginia Gardens, The City of Miami Springs, the City of Doral and the Town of Medley. “The annexation at Doral is not alone” explained Martell; “we are the four cities combined making agreement. When all four of us Mayors agree, then the annexation is going to happen. Last time the annexation did not happen because one Mayor did not agree. We all want a piece of the annexation with the County. It is very important that all mayors agree to make sure it happens.”

Let’s keep our children safe this Halloween by taking care of these simple tips: • Always Trick or Treat in a group of people: Younger children should always be accompanied by a trusted adult and older children should be sure to go out in a group and never be alone no matter how close to home they think they will be. • Night is dark so make sure that your children stay in well-lit areas and are easy to see at all times. It will be useful to walk along sidewalks with street lamps or wearing reflective materials on their costumes. Those items can be found a very good price in party stores. • If your children are going out in groups, make sure they carry useful things in their treat bag: a flashlight for dark places, a cell phone (for calling home) and a watch to keep track of time. • Teach your children to be aware of their surroundings. Plan a trick or treating route out before they go and be sure to remind them about safety rules taking with strangers. • No matter whose it’s from, always check your children’s candy before eating it and discard any candy that seems opened or home-made wrapped. Better safe than sorry!

Smile Studio Dental and Wellness Center, alzó la Voz en contra de la Violencia Doméstica

Conscientes del problema social y familiar que genera la violencia doméstica, Smile Studio Dental and Wellness Center se unió a la Fundación Perla de Esperanza, el pasado 12 de Octubre, para apoyar la Campaña #AlzaTuVoz con el objetivo de crear conciencia contra la violencia doméstica. Para la fundadora de Perla de Esperanza, Roxana Silvera, la campaña #AlzaTuVoz fue hecha a favor de todas aquellas mujeres y niños que pasan día a día por el dolor de la violencia doméstica. Siempre comprometido con las buenas causas y a dar mucho mas, el Dr. Raul Gonzalez y su equipo de trabajo, aseguraron que es necesario unirse para ayudar a que regrese el respeto a la familia y a los hogares. Durante ese día, asistieron celebridades del medio artístico, medios de comunicaciones, amigos y residentes de la ciudad, vestidos de color morado para brindar su apoyo a dicha campaña, y ser parte de esa voz… para erradicar ese mal que esta afectando a tantas familias y hogares en nuestra sociedad.

Gran Apertura del “Club House” en Cordoba Luxury Rentals

El pasado 30 de Septiembre se celebró la gran apertura del “Club House” de la Fase I en Cordoba Luxury Rentals con la asistencia del Alcalde de Doral, Luigi Boria, el cual fue el encargado de hacer el tradicional corte de cinta. Al evento también asistieron la administradora de Cordoba, la Sra. Milagros Delgado, el personal de Cordoba y claro esta, no podia faltar sus apreciados residentes. Todos los invitados pudieron degustar unos vinos y canapés. Dicho Club House va a ser para el uso de los residentes donde podrán reservar el salón para las reuniones con amigos y familiares, así como el uso de la mesa de billar.
