he City of Doral Council instructed staff to review the contract related to reinstate the operation of the red light cameras currently located at main intersections around the city. The cameras take pictures of those drivers who run red traffic lights, and allow the Doral Police Department to issue warnings and tickets on those violations, even when there are no officers present at the site. This program has been shot down since April 2015. City staff has to bring back for the April Council meeting a new negotiated contract with the company who operates the devices. Cameras will not be turned on before then and once the program gets approved there will be a three-month period where warnings instead of tickets will be issued for drivers who incur on traffic light violations.

TRAFFIC SAFETY CAMERAS PROGRAM IS NOT NEW

Eight years ago the City of Doral Council adopted Ordinance 2009-08 that created the Traffic Safety Camera Program. The company American Traffic Solutions (ATS) received the contract to operate the cameras and provide authorities with a digital photo of drivers who ran red traffic lights. Those images were analyzed by the police department and warnings or citations were issued when it was determined there was an infraction. First infraction warning notice was issued on April 2011 and the first notice of infraction on July of the same year. The system was turned off in 2013, after a challenge against the City of Aventura’s program. At the time there were residents in favor of repelling the traffic light camera programs, because they viewed it as revenue generator for the City instead of a safety measure to protect and educate drivers in the city. However, the increase of population and traffic in the City of Doral increase then need of more law enforcement methods to restore the order and discipline to the streets. According to the City Manager’s memo requesting the consideration of reactivation for the program discussed during March Council Meeting, the amount of traffic crashes increased in the city from 3,037 in 2013 to 3,499 in 2016. And this is only on the intersections where traffic cameras are currently installed. Drivers running red lights and stops are a daily sight in Doral. Reactivating the 11

red light cameras on the main intersections, would allow for police officers to have more presence in other corners of the city where the incidence of running infractions has increased. Doral’s Intersection Safety Camera Program is designed to reduce the number of violations, crashes and injuries caused by red-light runners. The objective is to change drivers’ behavior, making the community safe as more and more drivers obey the traffic signals and stop on red”, says the Red Light Camera page within the City of Doral website. Although some residents expressed concerns about the possibility of increase of rear-end crashes, due to motorists stopping suddenly to avoid traffic light cameras catching them running the red light, there was consensus that the use of these devices would be a good tool to educate drivers to moderate their behavior and respect traffic lights to avoid causing accidents.

“WE WANT TRAFFIC RULES ENFORCED”

Along with City Manager Eddy Rojas and Assistant Manager Albert Childress, Chief of Police Donald DeLucca addressed the Council to explain the motivation to request the reactivation of the red light cameras. He presented statistics on accidents and traffic issues around the city, and specially obtained at the intersections where cameras are currently installed but not operational. There have been 5000 traffic issues and 41% of accidents occur at intersections where red-light cameras are installed. The use of the cameras would allow for resources to be distributed to other areas in the city to address the other traffic issues. Mayor Juan Carlos Bermudez and the Councilmembers were all supportive of the idea, however emphasized the need to review the contract with the current provider who operates the cameras (ATS) in order to obtain a better deal and also requested more detailed statistics of the impact of the program for the residents. “I support it, because a city of this size will continue to have traffic problems” said Mayor Bermudez, who stressed the importance of restoring the sense of order in the city; that it is a request of the residents, and that the public has to understand that “in the City of Doral we want the traffic rules enforced; if we do not have it, it is going to be difficult moving forward to have order.” The City Manager will have to submit more information to the Council about the contract and statistics on the Red Light Cameras Program by the next April Council Meeting. Until then residents should be starting to sharpen their reflexes when approaching traffic lights, to be ready when the devices are operational to avoid receiving warnings or infraction tickets, because as Councilwoman Claudia Mariaca said: “it is a matter of educating people to not get a ticket twice. You don’t get a ticket if you don’t break the law, it is that simple.”

l Concejo de la Ciudad de Doral giró instrucciones para la revisión del contrato relacionado con la reinstalación de la operación para las cámaras de control de semáforos, actualmente colocadas en las intersecciones principales de la ciudad. Las cámaras fotografían a aquellos conductores que no respetan la luz roja; esas imágenes permiten al Departamento de Policía de Doral (CODPD) el envío de advertencias o infracciones de tránsito para esas violaciones de las normas, aun cuando no haya un oficial en ese momento presente en el sitio. Este programa había sido suspendido desde Abril 2015. De acuerdo a las instrucciones recibidas por el Concejo, el equipo de la Ciudad de Doral, trabajará para traer a consideración en el mes de abril un nuevo contrato con la compañía operadora de las cámaras. Estas no serán encendidas nuevamente hasta que el nuevo programa sea aprobado. A partir de ese momento los infractores solamente recibirán advertencias, durante el periodo de prueba de tres meses, y después de ese tiempo se generarán tickets de infracción para aquellos conductores que incurran en una violación de respeto a los semáforos.

EL PROGRAMA DE CÁMARAS DE SEGURIDAD NO ES NUEVO

Ocho años atrás, la Ciudad de Doral adoptó la Ordenanza 2009-08, creando el Programa de Cámaras de Seguridad de Transito. La compañía American Traffic Solutions (ATS) recibió el contrato para operarlas y proveer a las autoridades una foto digital de todos los conductores que no respetaran las luces rojas en los semáforos. Esas imágenes fueron analizadas por la policía, quienes generaron notificaciones de advertencia o infracción cuando se determinó la naturaleza del delito. La Primera Nota de advertencia fue emitida en Abril 2011, y la Primera Infracción en Julio del mismo año. El sistema de cámaras fue deshabilitado en Julio 2013, cuando surgió una demanda contra el programa similar en la Ciudad de Aventura. En esa época había ciudadanos que querían cancelar el programa de Cámaras de Seguridad, porque lo veían como una fuente de ingresos para las municipalidades, en lugar de una medida de seguridad, protección y educación para los conductores de la ciudad. Sin embargo, el incremento en la población y el tráfico en Doral crean la necesidad de más y mejores métodos para reforzar el cumplimiento de las leyes, restaurar el orden y devolver la disciplina a las calles. En el memo solicitando la discusión de la reactivación del programa, la oficina del Administrador de la Ciudad explica que la cantidad de choques en Doral pasó de ser 3,037 en 2013 a 3,499 en 2016. Y esto es solamente en las intersecciones donde las cámaras están instaladas pero no operativas.

Aun cuando algunos residentes expresaron preocupación sobre la posibilidad del incremento en choques traseros, causados por conductores que se detienen bruscamente para evitar pasarse la luz roja, el consenso estuvo en que el uso de dispositivos como las cámaras sería una excelente herramienta para educar a los conductores en el comportamiento correcto y el respeto a los semáforos para evitar accidentes.

“QUEREMOS REFORZAR LAS REGLAS DEL TRÁNSITO”

Los conductores que irrespetan la luz roja son el pan de cada día en Doral. La reactivación de las 11 cámaras de monitoreo en las intersecciones principales de la ciudad permitirá a la policía estar físicamente más presente en otras esquinas de la ciudad donde se han incrementado las infracciones y que no cuentan con esos dispositivos. Tanto el Administrador Municipal Eddy Rojas, como el Administrador Asistente Albert Childress y el Jefe de Policía Donald DeLucca, hablaron frente al Concejo para exponer la motivación de solicitar la reactivación de este las cámaras en los semáforos. De Lucca presentó estadísticas sobre accidentes y violaciones de tránsito en la ciudad, obtenidas especialmente en las intersecciones donde actualmente se tienen las cámaras sin operación. Ha habido 5,000 infracciones de tránsito, 41% de los cuales son accidentes ocurridos en intersecciones donde hay cámaras instaladas. La reactivación de su uso permitirá el uso y distribución de los recursos policiales en otras áreas de la ciudad para prevenir otro tipo de eventos. El Alcalde Juan Carlos Bermúdez y el Concejo completo apoyaron la idea del programa. Sin embargo fueron enfáticos en ordenar la revisión del nuevo contrato con ATS para obtener mejores condiciones; igualmente solicitaron mayores y más detalladas estadísticas para medir el impacto de implantar el programa para los residentes. “Apoyo esta iniciativa, porque una ciudad de este tamaño continuará teniendo problemas de tránsito” dijo el Alcalde Bermúdez, quien ha centrado su trabajo en la importancia de restaurar el sentido de orden en la ciudad, tal como lo han solicitado los residentes. También quiere que el público comprenda que “en la Ciudad de Doral queremos reforzar las leyes de transito; si no logramos esto será muy difícil continuar progresando hacia el orden”. La discusión continuará en la reunión del Concejo del mes de abril. Hasta entonces tienen tiempo los residentes para comenzar a agudizar sus reflejos cuando se aproximen a las intersecciones y semáforos, para evitar recibir advertencias o boletas de infracción, porque tal como dijo la Concejal Claudia Mariaca “es cuestión de educar a la gente a no obtener infracciones más de una vez. Si no violas la ley no recibirás infracciones. Es muy simple.”

he main risks you can face if you become a victim of identity theft are: lose your Social Security number, provide access to your bank accounts and credit cards, have a tax report filed in your name, and borrow money in your name, among others. Maria Diaz, specialist in public affairs from the Social Security office of South Florida that even when the crime of identity theft does not represent any violence of physical abuse, it can cause severe damages to your finances and fiscal history. Therefore, it is very important to take preventive measures to protect your Social Security number. “If someone has access to your Social Security number, that person can use it to get more information from you, including your bank information and or credit information,” states Diaz, she also adds that the main ways in which a crook can get your Social Security number is by stealing your wallet, via internet, or through fraudulent telephone calls. In case your wallet was stolen, the most important thing to do is to immediately contact the Social Security office of your city, the credit agencies, and banks to report this. While surfing the web, it is important to always check that the website you are visiting is a safe one and always be cautious about the information that you provide in these sites. “We constantly receive telephone calls requesting us to verify certain information, we also receive this requests via email. Please be very cautious as to what is that you respond, if anyone requests your Social Security number, you should ask why is that they need it, how is it going to be used and what can happen if you decide not to share your number.” Diaz recommends that in order to minimize the risk of identity theft, it is important to keep your Social Security card, together with other important personal documents that are not for your identification while on the road, at home in a safe place. “Do not carry your Social Security card with you unless you need it for a specific purpose.” “It is also very important to provide your employer,

your accountant and all financial institutions with which you deal with, your correct Social Security number, so your files will be accurate and reliable,” indicates Diaz. “Due to the importance of protecting your identity, in case you become a victim of identity theft, please you need to act immediately. If you suspect that someone is using your Social Security number for labor purposes, contact immediately the Federal Trade Commission. We can also check on your income through your Social Security statement which you can get by registering for your personal account at the website: https://www.socialsecurity.gov/myaccount.” If anyone is using your Social Security number to get access to credits or to cause you some financial problem, you can visit the webpage: http:// identitytheft.gov to report the theft of your identity to

make it easier for Florida residents to get a duplicate of their Social Security cards, for this reason this process can now be done online. “Now people do not need to go personally to a Social Security office in order to request a duplicate of their card.” “The launching of this service is being done gradually and Florida is one of the states, together with Washington, D.C. where this option is already available for its residents. During 2017 the Social Security Administration will continue the expansion of this option to other places in order to ease the process for those that choose to do it via internet and therefore reduce the waiting times for those that go personally to our Social Security offices,” states Diaz. Every US Citizen (that is 18 years of age or older) that resides in Florida can request a duplicate of his/ her Social Security card via internet once they have

and credit institutions,” explains Rosillo. “Do not click on any link and do not download files from electronic messages that you do not know or look suspicious. Do not provide details about you on social media; this can also be risky because you are publicly placing information about you that might allow the crooks to follow you easily.” Take into consideratin that the IRS will never communicate with taxpayers by email to get any personal or financial information. This includes all types of electronic communication, such as text messages or social media. To report fraudulent electronic messages you can contact them via: phishing@irs. gov or 1-800-366-4484. You can also contact the IRS internet crime complaints center at: www.ic3.gov.

HOW DOES THIS AFFECT YOUR TAXES? “In this tax season, identity theft can be a big problem for its victims, therefore prevention is the most important thing to do.” Frank Rosillo tells us this and he highlights the importance to protect your personal information and to get support from institutions such as the IRS. The IRS fights identity theft when it relates to taxes through an agressive prevention, detection and assistance strategy geared towards the victims, it recognizes how frustrating it is for those affected by this crime. During 2016, the IRS in conjunction with the state governments created new regulations in order to provide additional measures to fight identity theft related to taxes. Identity Theft related to taxes happens when someone uses your Social Security number to present a tax return and claim a fraudulent reimburement. “You have not idea that this has happened until you present your tax report and you are notified that one has already been presented.” You must be alert about an identity theft against you, related to taxes if the IRS or your acountant contact you to let you know, for example that more than one tax report was already presented under your Social Security number, that files indicate that you received more salaries or other income from an employer for which you do not work or that you have reimbursements that you did not know that you had. It is very important that you respond immediately to any report from the IRS that is warning you about identity theft. The correct steps are to complete and present a Form 14039 (SP) – sworn declaration of identity theft in Spanish, and the Unit for assistance to victims of Identity Theft from the IRS will handle your case. poderarse de su número de Seguro Social, tener acceso a sus cuentas de banco y tarjetas de crédito, presentar una declaración de impuestos a su nombre y pedir dinero prestado por usted son los riesgos principales que puede correr al ser víctima del robo de identidad. Si bien el robo de identidad es un delito que no implica violencia ni agresión física puede causar severos daños a las finanzas e historial tributario de la víctima de este tipo de estafa, por lo que es importante tomar medidas para proteger su número de la Seguridad Social, según lo explica María Díaz, especialista en asuntos públicos de la oficina del Seguro Social del Sur de la Florida. “Si alguien obtiene su número de Seguridad Social, puede usarlo para obtener otros datos personales suyos, incluyendo su información bancaria o de crédito”, señala Díaz, al agregar que las formas más comunes en que un estafador puede obtener su número de Seguro Social es si le roban la cartera, mediante internet o por llamadas telefónicas fraudulentas. En caso de que su cartera sea robada, lo más importante es comunicarse de inmediato con las oficinas del Seguro Social, las agencias de crédito y sus bancos para reportar este delito. Con relación a internet, asegúrese de navegar en páginas seguras y sea muy cauteloso de la información que proporciona. “Sucede con frecuencia que uno recibe llamadas telefónicas solicitando verificar cierta información e igual sucede con los correos electrónicos. Por favor, sea muy cauteloso con lo que responde y si alguien le pide su número de Seguro Social, usted debe preguntar por qué lo necesita, cómo va a ser utilizado y lo que sucederá si se niega”. Díaz recomienda que, para minimizar el riesgo de robo de identidad, es conveniente mantener su tarjeta de la Seguridad Social, así como otros documentos personales que no sean indispensable para su identificación en la

calle, en un lugar seguro. “No lleve su tarjeta de Seguro Social con usted a menos que la necesite para algún trámite en específico”. “Igualmente, es importante darle a su empleador, preparador de impuestos e instituciones financieras con las cuales tiene cuenta, su número de Seguro Social correcto para que sus registros sean exactos y confiables”, indica Díaz. “Debido a la importancia de la protección de su identidad, si usted llega a ser víctima de robo de identidad, por favor, actué de inmediato. Si sospecha que alguien está usando su número de Seguridad Social por motivos de trabajo, pónganse en contacto con la Comisión Federal de Comercio (Federal Trade Commission, por su denominación en inglés). También podemos revisar sus ganancias a través de su Declaración del Seguro Social, la cual puede obtener por internet al abrir una cuenta personal en nuestro sitio web: www.socialsecurity.gov/ myaccount”. Si alguien abusa de su número de Seguridad Social para solicitar créditos u crearle algún problema financiero, puede visitar la página web: a http://www.identitytheft.gov para reportar el robo de identidad a la Comisión Federal de Comercio. Este sitio web proporciona información detallada para ayudarle a defenderse contra el robo de identidad y también puede comunicarse con ellos llamando al 1-877-IDTHEFT (1-877-438-4338); TTY 1-866-653-4261. También debe ponerse en contacto las compañías de crédito para colocar una alerta de fraude en sus registros de crédito: Equifax (www.Equifax.com, 1-800-7660008), Experian (www.Experian.com, 1-888-397-3742) y TransUnion (www.TransUnion.com, 1-800-680-7289). Díaz también comentó que se está haciendo un gran esfuerzo para facilitarle a los residentes de la Florida la solicitud de duplicados de sus tarjetas de la Seguridad Social, por lo cual este procedimiento ahora puede realizarse por internet. “Ya las personas no tienen que desplazarse físicamente a una oficina del Seguro Social con el fin de obtener un duplicado de la tarjeta”. “El lanzamiento de este servicio se está llevando a cabo

de manera paulatina y la Florida es uno de los estados, al igual que Washington D.C., donde esta opción está a la disposición de sus residentes. Durante todo el año 2017, el Seguro Social continuará expandiendo esta opción a otros lugares con la intención de facilitar el proceso a quienes lo hagan por internet y reducir los tiempos de espera de quienes acudan a nuestras oficinas del Seguro Social”, señala Díaz. Todo ciudadano de Estados Unidos, mayor de 18 años de edad, que resida en el estado de la Florida puede solicitar un remplazo de su tarjeta de Seguro Social por internet una vez que haya establecido una cuenta en my Social Security. Otros requisitos incluyen el que el ciudadano tenga una dirección postal dentro del país, que no esté solicitando ningún otro cambio a su registro de Seguro Social y que tenga una licencia de conducir vigente. Díaz aclaró que el portal de my Social Security es un portal asegurado cibernéticamente para que las personas puedan llevar a cabo sus transacciones relacionadas con el Seguro Social.

¿COMO AFECTA SUS IMPUESTOS?

“En plena época de declaración de impuestos, el robo de identidad puede convertirse en un gran problema para sus víctimas, por lo que prevenirlo es lo más importante.”. Así lo menciona el contador público Frank Rosillo, quien hace hincapié en la importancia de proteger su información personal y en apoyarse en instituciones como el IRS. El IRS combate el robo de identidad relacionado a los impuestos por medio de una estrategia agresiva de prevención, detección y asistencia a las víctimas, pues reconoce que es un proceso frustrante para los afectados. Incluso, durante el 2016, el IRS, junto con los gobiernos estadales promulgaron nuevas regulaciones para tomar medidas adicionales para combatir el robo de identidad relacionado con los impuestos. El robo de identidad relacionado con los impuestos se produce cuando alguien utiliza su número de Seguro Social para presentar una declaración de impuestos y reclamar un reembolso fraudulento. “Usted puede no

darse cuenta de que esto ha sucedido hasta que presente su declaración y descubra que ya fue realizada utilizando su número de Seguro Social”. Doral needs more Trolleys

he chaotic traffic in the City of Doral was the subject that everyone started talking about spontaneously during the first “Coffee with the Community” that Doral Family Journal organized recently. The event was held in order to learn the opinions, concerns and initiatives of neighbors and authorities about every day subjects. “For us that live here, what we see is that the students suffer because the trolley does not arrive on time to the schools and/or they are insufficient for the amount of students that use them. They get full and there are still students waiting in the trolley stops up to hours after school has ended.” This is the vision of Elizabeth Canchola, who for the last 14 years has been an active participant in the City of Doral. She gives her time to organizations such as Parks and Police 4Kids Foundation. She has accepted our invitation, together with other neighbors and police officers, to speak about the city and provide possible solutions to every day situations. “I believe that it is important to make a survey that considers who uses the trolley and in which schedules, then reinforce the areas which might not necessary affect the whole routes that we have today; cut routes in certain hours of the day and extend them in other hours.” Linette Prats arrived to Doral from Puerto Rico almost two decades ago. She knows the city because she has seen it grow. “The trolley can minimize the traffic in peak hours, when the children get out of the schools (…) If there were more trolleys in the schools at the time of dismissal, there would be much less cars in the streets at that time, because if sixty kids use the trolley, there would be sixty cars less going to that school, and to the next one, therefore we would have 300, 400, 500 cars less in the streets. This alleviates the traffic and minimizes the possibility of an accident.” For her, “the big transportation and traffic problem around the schools is caused by the people that drive their cars and do not respect the law, the rules and the courtesy.” She states that this situation causes a risk for the lives of the children and she calls to the conscience of those that live their lives “in a hurry, without mentioning that this hurry causes more traffic and can cause tragic consequences.”

As an educator, she highlights the importance of generating a change in the residents, “we need to create a culture of safety in the city, so the people that wants to walk, can walk.”

THE AUTHORITIES SPEAK

At our “Coffee with the Community” the authorities could not be missing. We were joined by several law enforcement agents, who highlighted the fact that the resident has a lot to do with the vehicular chaos and its potential solution. Felix Delgado, officer for the Community Affairs Unit of the Doral Police Department, indicates “if you are on your way to drop your child at school, along NW58th street driving at 30 miles per hour, instead of at 15 miles which is the appropriate speed limit, what are the people behind you going to do? They are going to follow suit and drive at 30 miles per hour, same as you (…) The example has to start with the parents that are on their way to school, but what happens? The parents are the first ones to arrive late. During the past school year, 80% of the traffic tickets that we issued on NW 58th street, in front of the school were to parents of the same school, why? Because they are late.” He accepts that the addition of more trolleys can be a solution for peak hours, because it will help promote to lower the usage of private cars.

This alleviates the traffic and also the transportation cost for all, and this will be in the benefit of all the community.” This was the comment of Elizabeth Nuñez, entrepreneur and resident of Doral, and for whom the solutions should not take long because the realities change quickly. “I can understand that all public governmental system can take time in providing answers, but this is a city that is growing very quickly and it is important to act in an efficient and practical way. It is preferable to take an issue, create a task force and use the tools that currently exist in known organizations and that can be applied to provide answers in relatively short times. he recently revealed budget proposal, presented by the Trump’s administration to the Congress, includes a reduction of 13.5% that has been applied to the allocation for the Department of Education, a $9.2 billion cut in federal funding that affect public schools around the country. Changes in state legislation regarding the distribution of funds and the support for key programs, including especial education, are issues that families have to monitor closely, as they directly impact the availability and quality of educational services provided by the state and the county to the population. Miami-Dade County Public Schools (MDCPS) Staff explained the fundamentals of the diversity of programs offered in the district, how they are funded and what can parents do to participate and support authorities on their defense of funds for public education. What are the most important education programs that MDCPS offers? The most important educational programs that Miami-Dade Public Schools offers are the ones that prepare students for college and career. Without them, students cannot advance to places of prominence in their communities. The most important is reading, because if a child reads well, he or she can learn on his own and shape his or her own destiny. Can public schools within the same area offer different programs or subjects? What can parents do if they prefer for their children programs offered at a school that is not in their boundaries? Yes, two schools within the same area can offer different programs for students. Parents have several ways to effect change that gives their children the opportunities they want them to have. They can work with the school EESAC committee to suggest changes in curriculum, introduce the possibilities of new programs, etc. If the program is a magnet program, applications can be made for the student to attend […] if the desired curriculum is not a magnet, students can ask to attend a different school if there is space available and if they meet the admission criteria. Where do funds for special programs (ESE, Languages, Technology, Music, Art, PE, Gifted, Cambridge) come from? What are the criteria to distribute them? For all electives, gifted and magnet programs, the vast majority of the funding comes from the General Fund, which is mostly funded by the Florida Education Finance Program (FEFP). The FEFP consists of State and Local dollars, as our millage rate is predominantly set by the State through the Required Local Effort. This is also true for ESE programs; however, ESE students also receive a substantial allocation from the Federal Government,

mostly through the IDEA grant (which falls under the Special Revenue fund along with other grants). Those funds are distributed through the formulas in our School Allocation Plan approved annually by the School Board. How much of the funding come from the State and from the Federal Government? What impact might have on special programs if the new federal government reduces the funds for public education? The district receives significant federal funds through Title I, IDEA, Title III, Title II. The loss of the funds may have an impact on programs being offered in our school district. In the General Fund, approximately 37% of the funding comes from State sources, 1% from Federal sources, and the remaining 62% from Local Sources. On the Special Revenue side however, we annually receive over $220M in IDEA and Federal Entitlement allocations. […] a drastic reduction could have a major impact not only on services currently paid for by those funds, but also services paid for by the General Fund. How does the MDCPS interact with the Department of Education? We work with the Department of Education on policy and the implementation of grant programs. We have extended an invitation to Ms. DeVos to visit Miami-Dade County Public Schools and see the variety of quality choice programs offered to our students. At times we have worked very closely with DOE to help develop policy, and on occasion this was because we had special expertise and/or experience in a chosen

area, for example reducing standardized testing, […] or even bilingual education. Miami-Dade was home to the first bilingual education program in the nation more than 50 year ago. How can community members support the district in order to ensure public schools do not get their federal funding reduced? Parents need to stay informed, to learn of what trends and challenges are developing on the horizon so that they can deal with those factors effectively. Along with the community, they should engage their members of Congress to ensure that federal funding is not reduced. Included in the board’s federal program priorities include: • Increase the federal investment in public education to fully fund the implementation of the Elementary and Secondary Education Act (ESEA) and Individuals with Disabilities Education Act (IDEA), and enact the IDEA Full Funding Act. • Increase federal entitlement funding to school districts through Title I appropriations for disadvantaged students, Title II for improving teacher/principal training and recruiting, and Title III for English Language Learners (ELLs). • Oppose formula changes that dilute funding for highneed public schools including public portability or private school choice programs that lack the same level of academic and fiscal accountability by which local school districts are governed or that public school students must adhere to.

a reciente propuesta de presupuesto general presentada por la administración Trump al Congreso, incluye una reducción de 13.5% en la partida del Departamento de Educación, alrededor de $9.2 billones que se reducen de los fondos federales y que afectarían la educación pública en el país. Por otra parte, algunos cambios que se analizan en la legislación estatal con respecto a la distribución de fondos para programas como por ejemplo Educación Especial, son situaciones que las familias deben monitorear de cerca, pues impactan la disponibilidad y calidad de los servicios educativos que el estado y el condado ofrecen a la población. Personal del Sistema Escolar del Condado MiamiDade (MDCPS) explicó los conceptos fundamentales sobre la diversidad de programas que ofrece el distrito, como reciben asignación de fondos y que pueden hacer los padres para participar y apoyar a las autoridades en la defensa de esos recursos para la educación pública. ¿Cuáles son los programas educativos más importantes ofrecidos en MDCPS? Los programas más importantes son aquellos que preparan a los estudiantes para la universidad y para obtener una carrera. Sin ellos los estudiantes no pueden avanzar en sus comunidades. El programa más importante es la lectura, porque un niño que lea bien podrá aprender de manera independiente y forjar su propio destino. ¿Pueden las escuelas en una misma área ofrecer diferentes programas? ¿Cómo hacen los padres para que su hijo participe en programas que se ofrecen en escuelas fuera de su área designada? Si es posible. Los padres tienen varias maneras de brindar a sus hijos las oportunidades educativas que desean; pueden trabajar con el comité EESAC para sugerir cambios en el currículo e incorporar nuevos programas; si les interesa un programa Magnet pueden aplicar para que su estudiante ingrese, y si no son Magnet los estudiantes pueden ser reubicados siempre y cuando haya espacio en el programa y el niño cumpla los criterios de admisión. ¿Quién proporciona los fondos para programas especiales (ESE, Idiomas, Tecnología, Música, Arte, Educación Física, Gifted, Cambridge, etc.) y cómo se distribuyen? Para las electivas y programas especiales la mayoría de los fondos vienen de Fondos Generales, aportados por el Programa para Financiamiento de

la Educación en Florida (FEFP), que recibe dinero del Estado y Local, en base a los impuestos; la tasa de amillaramiento es determinada por el Estado a través del Indicador de Aporte Local (RLE). Los programas de Educación Especial (ESE) por otra parte, reciben un aporte sustancial por parte del Gobierno Federal, a través del fondo IDEA, que se clasifica entre los fondos de Ingresos Especiales. Esos fondos se distribuyen a través de fórmulas determinadas en el Plan de Distribución Escolar, aprobado anualmente por la Junta Escolar. ¿Cuánto de los fondos son Estatales y cuántos Federales? ¿Cuál sería el impacto en los programas especiales en caso de una reducción de fondos federales para educación pública? El Distrito recibe fondos federales Title I, IDEA, Title III y Title II. La pérdida de esos fondos impactaría seriamente los programas que ofrece nuestro distrito. Aproximadamente el 37% de los Fondos Generales provienen del Estado, el 1% del Gobierno Federal y el 62% de fuentes locales. Sin embargo, los Fondos Especiales reciben anualmente más de $220M en partidas IDEA y de Derechos Federales. Hemos invitado a la Secretaria DeVos a visitar MDCPS para que vea la variedad de programas de calidad que ofrecemos a nuestros estudiantes. En ocasiones hemos colaborado con el DOE para desarrollar políticas, por nuestra experiencia en determinadas áreas, como por ejemplo reducción de exámenes estándar o educación bilingüe. Miami-Dade creó el primer programa bilingüe en el país hace más de 50 años. ¿Cómo puede la comunidad apoyar al distrito para asegurar que las escuelas públicas no ven reducidos sus fondos federales? Los padres deben informarse, aprender sobre las tendencias y retos que se avecinan, para que puedan manejar esos factores de manera efectiva. Junto a la comunidad, es necesario incorporar a sus miembros del Congreso, para asegurarse que los fondos federales para educación no sean reducidos. Entre las prioridades federales de la Junta Escolar se encuentran: • Incremento de inversiones federales en educación para financiar por completo la implantación de la ley ESEA (para Educación Primaria y Secundaria) la IDEA (ley para la Educación de individuos con necesidades especiales) y la Ley de Financiamiento Completo para IDEA • Incremento en fondos asegurados para las escuelas en distritos donde aplique Title I (estudiantes con recursos limitados), Title II (mejoramiento de entrenamiento y reclutamiento de directores y estudiantes) y Title III para la educación en Ingles para estudiantes como segundo Idioma (ELL) • Oposición a los cambios en la formula, que diluyen los fondos para escuelas públicas de alta necesidad, para incluir portabilidad pública o programas en escuelas privadas que carecen del mismo de nivel académico y transparencia fiscal según los cuales los distritos escolares públicos y sus estudiantes son gobernados.

The word “guardianship” is thrown around a lot, but no one really knows what it means or what it entails. I have stories of client’s running to me worried the State of Florida will end up with their kids. That is not likely to happen, especially if you take the necessary steps to assure your children will be taken care of by the individuals you choose. In considering how to protect your child and whom to leave as guardian, I think it is important to break up all your responsibilities and think of yourself as guardian of the person (your child) and guardian of the property. In many cases, if not most, this would be the same person. The guardian of the person in not too many words, is the person whom will be the “parent” and have custody of your child in your absence whether you are the biological or legal parent of the child. The guardian of the property is simply the person whom would be in charge of any of the assets you leave for your child and deal with the financials aspects of their life. Their day to day expenses, medical needs, educational needs, etc. If left in a trust, it is sometimes the trustee of the trust that will be responsible to assure the preservation of the assets. A trust can be very detailed an allow you to leave structure for your kids in the event of your death. Moreover, the individuals or even institutions you may choose to play these roles can be chosen by you, if you take the steps to create the proper estate planning documents. If you don’t choose, it may end up in the Courts with family members fighting over not only the money, but your child. Ingeniero de profesión y con 34 años de edad, Daniel Gil, quien siempre despertó particular interés por el deporte, vio una oportunidad de negocio al darse cuenta de que en la ciudad donde creció y vivió en Venezuela, San Antonio de Los Altos, no había espacios deportivos de calidad destinados a la práctica del fútbol. El interés de Gil por los negocios, unido con su pasión por el deporte se mezclaron para que a sus 24 años de edad abriera su primera empresa asociada al deporte que, poco tiempo más tarde, materializaría el primer centro Futsal “La Caimanera”. “Hice muchos sacrificios, era muy joven y sin garantías para soportar un financiamiento aunque todos sabían que sería un excelente proyecto, vendí hasta mi carro para poder rentar un terreno y no hubo una puerta que no toque para buscar algún crédito que soportara el proyecto, pero, finalmente, luego de un fuerte trabajo en el año 2006, abrimos la primera Caimanera en San Antonio de Los Altos. Se decidió llamarla de esta forma porque en Venezuela, “Caimanera” es la forma en que se denomina a un encuentro deportivo entre amigos y esa es la esencia de mi proyecto, desarrollar el deporte en forma amistosa y familiar”. Paralelamente a la apertura de La Caimanera y aprendiendo de su propio negocio, Gil se desarrolló comercialmente en el área de construcciones deportivas, así como de importación y distribución de grama artificial en Venezuela, ejecutando importantes obras de remodelación de centros dedicados al deporte, haciendo relaciones que le servirían de inspiración para seguir avanzando en el apoyo al fútbol infantil y juvenil, a través del desarrollo de academias infantiles de fútbol en Venezuela. Su expansión con “La Caimanera” en Venezuela fue

indetenible y estableció nuevas sedes en la ciudad de Maracay, en la zona de los Valles del Tuy y próximamente abrirá en la localidad Los Samanes en Caracas. “Hoy tenemos más de 600 niños inscritos en estas sedes, en las que también prestamos ayuda y becas a niños que tienen interés por el fútbol pero cuentan con escasos recursos económicos”, indicó Gil, quien nos comenta que su meta es alejar nuestros niños del ocio y vicios, capacitarlos integralmente y hacer seguimiento a estos jóvenes desde tempranas edades para lograr exponerlos al mundo y consagrarlos como profesionales en el fútbol, si es esto lo que quieren para su vida.

EN MIAMI

En Miami, Daniel Gil decidió traer su proyecto de Venezuela a la ciudad de Doral, donde fue fundada “La Caimanera Soccer Fields” y posteriormente inauguro la reconocida academia “Miami Caymans Soccer Academy”. “En Miami Caymans los niños reciben desde iniciación en las nociones básicas del fútbol para los más pequeños o para quienes nunca han tenido relación con este deporte, hasta preparación de alto nivel, pues están inscritos en diversas ligas de fútbol de Miami y participan en importantes competencias deportivas teniendo impresionantes resultados de parte de los niños y coaches. “Realmente somos una escuela recreativa y competitiva”, manifestó Gil. Esta escuela de fútbol ya cuenta con 120 niños y niñas inscritos, desde los tres años en adelante, que entrenan en nuestras canchas de grama artificial (de color azul), certificadas por la FIFA y equipadas con A/C, iluminación y un moderno sistema audio visual para disfrutar de

“Mi meta es expandir y dar un carácter mucho más profesional a la práctica del fútbol en Miami y en toda la Florida, por lo que estamos haciendo alianza con destacados entrenadores y profesionales deportivos para continuar capacitando en el fútbol a los muchachos de más de 14 años y así puedan seguir su carrera futbolística hasta llegar a un nivel profesional”, explica Gil. Indica que pretende seguir trabajando con los jóvenes en las categorías sub 16, sub 18, sub 20 y a nivel profesional, para lo cual se encuentra en la búsqueda de un nuevo campo de soccer con las medidas oficiales para la práctica de este deporte. “Pronto tendremos concretado este proyecto y crearemos la más grande y mejor escuela de fútbol de Miami”. Entre las personalidades y profesionales que lo acompañan en estos planes de expansión, Daniel Gil mencionó a Kenneth Zseremeta, entrenador profesional de origen panameño, recientemente director técnico de la selección de fútbol vinotinto en su categoría femenina sub 17 y que tuvo una destacada participación en el pasado mundial de Jordania 2016, quedando las venezolanas, por primera vez, posicionadas en el cuarto lugar de una copa del mundo. También se le suma al nuevo proyecto el reconocido portero de la selección vinotinto por más de 13 años “Renny Vega”, especialista en la formación de porteros. “Como empresario deportivo, mi meta va mucho más allá de consolidar una escuela de fútbol, lo que realmente busco es conformar una “legión” deportiva en Miami, que se expanda a toda la Florida y le dé cabida, conocimiento, entrenamiento y respaldo a todos los jóvenes y niños que sientan pasión por este maravilloso deporte”. En poco tiempo les haremos saber los detalles de esta nueva, diferente y profesional academia de soccer que realmente estará comprometida con la enseñanza integral de este deporte y que fomentará un espíritu sano y competitivo, donde todos los niños puedan participar sin ninguna discriminación. Mi idea es apoyarlos e incentivarlos desde muy pequeños y realmente brindarles la oportunidad de proyectarlos en el futuro como verdaderos futbolistas, si deciden continuar su trayectoria en el deporte.

Midtown Doral marca un nuevo hito

En la actualidad, Midtown Doral está haciendo cierres y entrega de sus unidades a los compradores de dos edificios simultáneamente. nother round of closings have begun at Midtown Doral, a mixed-use residential community located on NW 107th Avenue between 74th and 90th Street, announced Nancy Pastor, Director of Sales and Marketing. Residents are happy to be moving into their smart condos with high-end finishes, spacious open floor plan layouts and the convenience of having restaurants, shops, A+ rated schools and parks within walking distance of their home. Midtown Doral is diligently delivering units to the homeowners in two more buildings and closings are simultaneously taking place. The fourth building will be delivered to its homeowners in the fall of 2017, and phase 1 will be complete. 5K Annual Run, Walk, Stroll Renaissance Elementary & Middle Charter School in Doral

On Saturday, March 4th, 2017, Renaissance Elementary & Middle Charter School (RECS & RMCS) celebrated its Annual 5K Run, Walk, Stroll. This was not the usual 5K for this important Charter school, it was the 10th Anniversary of this event and as such, it was special. With the motto “Get ready, set, GLOW”, RECS & RMCS organized the first ever Glow in the Dark 5K in the City of Doral. Given that this was the 10th Anniversary of this event for the schools, bringing health and fitness to their families and our community was again the priority, and it was a special day for all. The event started with the chorus of both schools: RECS & RMCS singing the Star Spangled Banner, after that the school was honored with the presentation of a Proclamation from Commissioner Jose “Pepe” Diaz naming March 4th, 2017 the “5K Glow in the Dark Day”, The Proclamation was received by

Mrs. Maria Torres, Principal for both RECS & RMCS. The school was honored along with those who have been responsible throughout the years in bringing these events to fruition. In attendance to receive the proclamation along with the Principal were Sara and Bernardo Manrique, founders of the 5K run, walk, stroll, back in 2006. Mrs. Alexandra Cobo and her husband Carlos were also in attendance, as were Jackie de los Rios, Liz Canchola, Maria Comas, Laura Coventry and Maria Salvador who have lead the event for over the past few years. Damaris Chiari and Sergio Mieses were also honored, although unfortunately they were not able to attend. This event has evolved over the years from a regular 5k to a color run, also the first in Doral, to the recently held glow run. RECS & RMCS have thought of new ways to keep the event exciting, innovative and fun for all participants. This year,

combined registration of adults and children, runners and walkers exceeded 500. There were more than 20 sponsors of the event who provided participants with information ranging from healthy food, tutoring assistance and fitness alternatives. There were also presentations by some of the sponsors, and the fire department provided a kid friendly demonstration on safety to all in attendance. There was entertainment for the entire family. The event was a complete success for the school and organizers. Congratulations to Renaissance Elementary & Middle Charter School in Doral on its 10th Annual 5K, Glow in the Dark! We look forward to many years of successful events for the school in the City of Doral.

Spring Festival at John I. Smith K-8 Center

Every year, John I. Smith K-8 Center coordinates a Spring Festival. It is a fantastic event that allows the community to come together. This year’s spring festival was held on Saturday, March 11, 2017. Once again, students’ and their families participated in a variety of activities for children including music, dance and gymnastic performances, magic show, rock climbing and many more great activities. Each year the school’s Dade Partners and local vendors join forces with the PTSA to raise funds for the honor roll at John I. Smith K-8 Center. The school and PTSA make honor roll a top priority every school year. Parent volunteers and the staff showed their dedication and constant hard work yet again by making this event as exceptional as ever.
