he Intercontinental Hotel at Doral was the perfect setting for the official launching of the project “I am Doral: Committed to my city”, during the event “Back to school with Doral Family Journal”, an initiative of this newspaper. Ettore Sabatella, Owner and Editor in Chief of Doral Family Journal welcomed everyone to the event, among the attendees were school representatives, City of Doral authorities, business owners and representatives from local and regional organizations, Mr. Sabatella stated that during the last six years one of their main objectives has been to help our schools. Sabatella highlighted the success of the programs that have been developed with the support of the City of Doral, such as the donation of computers to public schools, the one from Club Z Tutoring through which they are offering free tutoring services and La Caimanera Soccer Football which are providing free soccer classes also. He also reinstated their commitment to continue helping the education community and presented their project “I am Doral” through which they are willing to assist the people that are arriving to our city through civic education and respect to the laws. He also thanked his team, who are the ones that make Doral Family Journal move forward: Sandra Sabatella, Maria Alejandra Pulgar, Grecia Romero and Edda Pujadas and he introduced two new team members: Dunia Cuneo and Belinda Leon. The Master of Ceremonies of the event was Univision’s reporter, Maria Fernanda Lopez, who indicated that Doral Family Journal has been the newspaper of the community during the last six years. “They have not just provided us with useful, new and objective information, but they have also supported the education community.” The first recognition of the event was granted to Susie Castillo, Miami Dade School Board member for District 5, who also recognized the work of Doral Family Journal and expressed her support to “I am Doral”. The job of the Principals of the schools in Doral was also recognized, these schools were: Divine Savior, Doral Academy Elementary School, Doral Academy Preparatory School, Doral International Math and Science Academy, Downtown Doral Charter Elementary School, Dr. Rolando Espinosa K-8 Center, Eugenia B. Thomas K-8 Center, John I. Smith K-8 Center, Renaissance Elementary & Middle Charter School, Ronald W. Reagan/ Doral Senior High School and Shelton Academy.

The presentation of “I am Doral” was provided by Dunia Cuneo, who highlighted that in the last years, Doral has received hundreds of immigrants, reason for which this program wishes to help them know the laws, culture, discipline and rules in our city, the idea is not to critizice the

lack of knowledge but to the contrary to assist them in this educational process. “I am Doral” is a private educational initiative, it was approved by the City of Doral Council in August 2016, it is sponsored by Doral Family Journal, Medina and Medina Consultant Group and Business 2Action. It also has the support of Parks and Police 4Kids Foundation and several departments of the City of Doral. The workshops of “I am Doral” will be bilingual, free and will be offered in several places around the city. Some of the subjects that will be covered are: the role of the immigrant in the United States, education, language and culture in the United States, safety, and respect to the rules; how do the different departments in the City work, such as Building, Code Compliance, Parks and Recreation, Police, etc; we will provide legal assistance and support in commercial and immigration areas. The first workshops will take place in: The Atlantic at Doral ( September 21st, 2016), Valencia at Doral ( October 13th, 2016), Cordoba Downtown Doral ( November 17th, 2016) and all the residents of Doral are invited.

La presentación de “Yo soy Doral” estuvo a cargo de Dunia Cuneo, quien destacó que Doral ha recibido a cientos de inmigrantes en los últimos años, por lo que este programa aspirar poder ayudarlos a conocer las leyes, la

cultura, la disciplina y las normas de nuestra ciudad, pues la idea no es criticar el desconocimiento, sino ayudarlos en el proceso educativo”. “Yo soy Doral” es una iniciativa educativa privada, que fue aprobada por el Consejo de la Ciudad de Doral en agosto de 2016, siendo patrocinada por Doral Family Journal, Medina and Medina Consultant Group y Business2Action. Igualmente, cuenta con el apoyo de Parks and Police 4 Kids Foundation y otros departamentos de la Ciudad de Doral. Los talleres de “Yo soy Doral” serán bilingües, gratis y se ofrecerán en varios lugares de la ciudad. Algunos de los temas tratados serán: el papel de los inmigrantes en los Estados Unidos; educación, lengua y cultura de América, seguridad y respeto por las normas y el honor a la ciudadanía; el funcionamiento de los Departamentos de la Ciudad, como Construcción, Cumplimiento de Códigos, Parques y Recreación y Policía; asistencia jurídica y orientación en asuntos comerciales y de inmigración. l Hotel Intercontinental de Doral fue el escenario perfecto para el lanzamiento del proyecto “Yo soy Doral: comprometido con mi ciudad”, una iniciativa del periódico Doral Family Journal que tuvo lugar durante el evento “Regreso a Clases con Doral Family Journal”. Las palabras de bienvenida al evento, que contó con la presencia de representantes escolares, autoridades de la Ciudad de Doral y miembros de los negocios y organizaciones locales y regionales, estuvieron a cargo del director de Doral Family Journal, Ettore Sabatella, quien señaló que, durante los últimos seis años uno de sus principales objetivos ha sido ayudar a las escuelas. Sabatella destacó el éxito de los programas desarrollados con el apoyo de la Ciudad de Doral para la donación de computadoras a las escuelas, Club Z Tutoring para ofrecer talleres de tutoría gratuitos y La Caimanera Fútbol Soccer para clases de fútbol, también sin costo. Igualmente, reafirmó su compromiso de seguir ayudando a la comunidad escolar y presentó su proyecto “Yo soy Doral”, con el cual aspira a orientar a las personas que recién llegan a nuestra ciudad en la educación ciudadana y el respeto a las leyes. City of Doral 2016-2017 Budget approved on First Hearing By Maria Alejandra Pulgar

he First Hearing for the City of Doral budget took place September 6th on a Special Council meeting where only a couple of residents took the time to voice their opinions during general public comments. After a lengthy discussion where Mayor Luigi Boria insisted on lowering the millage rate from 1.9000 mills (the same from last year and already the second lowest in the County) to the rollback rate of 1.7669 mills, it was adopted 4 to 1 to keep the rate at 1.90, in order to ensure the collection of tax revenue needed to continue keeping healthy reserves, and receiving the funds to complete and pursue the infrastructure and capital improvements projects needed to keep up with the growth of the City of Doral. According to the presentation by City Manager Eddie Rojas, the proposed budget for 2017 is $72,744,849 “representing nearly 4.26% increase over prior year’s budget”. Due to an increment on the ad valorem tax base, estimated by the County Property Appraiser around $ 11.1 billion, the expected revenue will also increase approximately $2,452,347, 4.64% more than 2015-2016 budget, “proportionate to the nearly 4% estimate increase in Doral’s population.” This increase is attributable to new family properties and businesses being built and occupied in the City for this year. “The City currently has approximately $48 million in reserves” and the financial credit rating is AA as rated by Standard & Poor’s. The proposed budget is aligned with the strategic priorities established by the council during the workshops in the past few months; therefore the consensus on passing the ordinance approving the budget on first reading did not come as a surprise. The Second and Final Hearing in order to adopt the Millage Rate and Budget for 2016-2017 will take place on September 27th. It is a public meeting; therefore residents are encouraged to attend to be informed first hand on the decisions made that affect the finances of the City.

STRATEGIC PRIORITIES FOR 2017

During the month of April the Council and staff held a series of meetings to define the strategic vision for 2017 and determined the guidelines for the priorities on this budget cycle, which include: • Communication: incorporate ways to reach to residents and make communication efficient and

effective. • Smart City: efficient operation through technology and policy decision based on data. • Financial Sustainability: building a long-term financial portfolio to address maintenance and operational costs of new capital investments. • Organizational Efficiency: through recruiting and retaining talented staff to serve the growing population • Transportation: the key issue for residents and business owners in the city is traffic. The objective is to create new road connections and incorporate technology to analyze traffic flow. • Workforce Housing: to implement a privatesector solution for this issue. • Quality of Place: continue creating a safe sustainable city where residents can “live, work, learn and play” These key points established the criteria to determine the projects that made the cut for the 2016-2017 budget presented.

ONE MORE PARK, MORE POLICE PRESENCE AND INFRASTRUCTURE TO IMPROVE QUALITY OF LIFE

Almost 87% of the proposed budget is destined for the departments of Police, Parks and Recreation, Public Works, General Government, Information Technology and Building. According to the documentation presented by the City Manager, the proposed annual budget “will provide: five additional sworn police positions to

ensure continued public safety; full staffing of Doral Legacy Park and continued construction and partial staffing of Doral Glades Park as well as upgrades to existing parks; building a pedestrian and cycling bridge over Doral Boulevard and starting work on a flyover to divert trucks from 25th street directly to the Florida Turnpike as well as 8.4 miles of roadway improvements; and IT technology upgrades in the key areas of infrastructure, services, and security, including six intersection cameras, upgraded servers, state-of-the-art technology for our police sub-station.” The detailed estimated expenses for each of the Departments of the City can be reviewed by the public before the Second Hearing, on the Proposed Budget document at the City of Doral Website, under Finance Department/Budget https://www.cityofdoral.com/all-departments/ finance/city-budget/ The City Manager concluded his presentation stressing that the budget presented “demonstrates a continued commitment by our City’s elected officials, the administration and all city departments to provide the highest level of service in the most efficient and effective way possible.” There were adjustments suggested to a few minor budget items. Those modifications will be reviewed and discussed during the Second Hearing on September 27th. Once approved, the Budget will be adopted starting October 1st until September 30th 2017.

Presupuesto 2016-2017 para Doral Aprobado en Primera Discusión

a Primera Discusión de presupuesto 20162017 para la Ciudad de Doral tuvo lugar en una Reunión Municipal Extraordinaria, el pasado 6 de Septiembre. En esa reunión pública, únicamente dos residentes aprovecharon la oportunidad de expresar sus opiniones durante los Comentarios Generales. Luego de una larga discusión, donde el Alcalde Luigi Boria insistió en la reducción de la tasa de amillaramiento de 1.9000 (la misma de 2016 que es la segunda más baja en el Condado) hasta la tasa de retorno de 1.7669, finalmente se aprobó 4 a 1 mantener la tasa en 1.90, para asegurar que el ingreso por impuestos permita mantener las reservas saludables, recibir fondos para completar nueva infraestructura y los proyectos de mejora que permitirán a la Ciudad de Doral mantener su crecimiento sostenido. En su presentación, el Administrador Municipal Eddie Rojas, explicó que el presupuesto propuesto para el año fiscal 2016-2017 es de $72,744,849 “que representa cerca de un 4.26% de incremento sobre el presupuesto del año anterior.” La base imponible para Doral, de acuerdo al Tasador Municipal del Condado Miami-Dade, es cercana a los $11.1 billones, representando un incremento de $2.452,347 (4.64%) por encima de la premisa de formulación para el presupuesto 2015-2016. Es una reunión pública, y se espera que los residentes asistan y se informen de primera mano sobre las decisiones que afectan el futuro financiero de la comunidad.

PRIORIDADES ESTRATÉGICAS PARA 2017

En las reuniones de Planificación Estratégica

realizadas el pasado mes de Abril, el Consejo definió la visión estratégica para el nuevo año y determinó las guías y prioridades para este ciclo presupuestario: • Comunicación: incorporar maneras de llevar los mensajes de la Alcaldía a los residentes, de manera eficiente y efectiva. • Smart City: continuar la operación de la Ciudad con tecnologías eficientes y toma de decisiones basada en los datos recibidos. • Sustentabilidad Financiera: crear una cartera de inversión a largo plazo que permita cubrir los gastos de mantenimiento, los gastos operacionales y mantener las nuevas inversiones de infraestructura. • Eficiencia Organizacional: implantar políticas de reclutamiento y conservación del equipo talentoso • Transporte: el punto más importante para residentes y dueños de negocio es el tráfico en Doral. El objetivo es crear nuevas conexiones viales e incorporar tecnología para el análisis del tráfico. • Vivienda para Trabajadores: implantar una solución conjunta con el sector privado para proveer este beneficio a los residentes. • Calidad de Vida: mantener la seguridad y sustentabilidad de la ciudad, para que sus residentes puedan “vivir, trabajar, aprender y jugar”. Estos puntos claves establecieron los criterios para determinar los proyectos a incluir dentro del nuevo presupuesto.

UN NUEVO PARQUE, MAS POLICIAS Y MEJOR INFRAESTRUCTURA

Alrededor del 87% del presupuesto corresponde a los departamentos de Policía, Parques y Recreación, Obras Públicas, Gobierno General, Tecnología y Construcción. El Administrador Municipal explicó que el

presupuesto sometido “proveerá a los residentes con 5 nuevas posiciones policiales para continuar garantizando la seguridad pública; incluirá empleados para el Doral Legacy Park y empleados parciales para el Doral Glades Park; igualmente, se harán mejoras a los parques existentes y se incluirá el desarrollo de la vía peatonal y de ciclistas en el puente sobre Doral Boulevard, y un puente desvío para los camiones desde la calle 25 directo hasta el Turnpike; También se estimó la mejora y construcción de 8.4 millas de vías. Con respecto a Tecnología, se presupuestaron actualizaciones en infraestructura, servicio y seguridad, incluyendo seis cámaras de monitoreo de intersecciones, actualización de servidores y tecnología de punta para la nueva subestación de policía.” El detalle de todos los elementos del presupuesto por Departamento puede ser revisado por los residentes antes de la Segunda Discusión, en el documento “Presupuesto Propuesto”, ubicado en la página del Departamento de Finanzas del sitio web de la Ciudad de Doral. https://www.cityofdoral.com/all-departments/ finance/city-budget/ La presentación del Administrador concluyó enfatizando que el presupuesto propuesto “demuestra el compromiso continuo de los oficiales electos, la administración y todos los departamentos de la Ciudad para continuar ofreciendo altos niveles de servicio de la manera más eficiente y efectiva posible.” Se sugirieron unos ajustes menores al presupuesto y esas modificaciones se revisarán en la Segunda Discusión el 27 de Septiembre. Know the Candidates for Mayor of Doral

We reached out to the candidates to ask them about the themes of interest for our community, here are their comments.

Three well-known public figures are running for the Mayoral seat in Doral. Luigi Boria who is the incumbent and aspires to be re-elected, Juan Carlos Bermudez the first Mayor of the City and Sandra Ruiz who is currently Council Member and wishes to be elected as the first woman Mayor of Doral

verywhere we go, we hear about the importance of voting, and it is because with our vote, we choose the candidates that are going to be working for our interests and those of our families. It is important to be prepared at the time of voting and know what is the focus of our local candidates. In the coming elections of November 8th, 2016, Doral will choose the person that will be the leader for the next four years. Luigi Boria, current Mayor is seeking reelection and is running against the former Mayor Juan Carlos Bermudez and Sandra Ruiz who is currently a Council Member. Doral Family Journal takes its job to inform our readers seriously and therefore we contacted each one of the candidates to ask them about important themes for our

community, so that our residents and voters have the opportunity to compare their points of view and know them better. The three of them received the same questions, (here are their answers, in strict alphabetical order of their last name):

WHAT WOULD BE YOUR GOALS AS MAYOR? JC BERMUDEZ: â€œMy immediate goal as Mayor is to

get the city back to a culture where we follow a master plan that is consistent with responsible and planned growth, where transparency and ethics, availability of information and citizen participation and involvement are once again a basic tenet of our community, and where order and a great quality of life are once again part of that

culture. Additionally, we need to analyze the needs of our community and make sure that the proper resources are put to use in those of areas of greater need and not necessarily creating larger government. Finally, we need to get back to making sure that the City council meetings are run properly, with proper citizen participation and respect to all those who participateâ€?.

LUIGI BORIA: â€œWe have a plan and we must continue with it. For the last four years the City has been working on a consolidated vision and we have been building this project that we want to continue refining. This is my main goal. We have a Comprehensive Plan that shows us where the city is going; it has global vision and includes priority issues such as the development of Doral, traffic and transportation in addition to using technology to turn

Doral into a Smart City”.

SANDRA RUIZ: “As Mayor I will address three major issues that are affecting Doral families: Traffic Congestion: As mayor I will immediately address traffic congestion and have plans to reduce commute times by 20% through (1) improved city planning, (2) by syncing traffic lights, (3) fixing bottleneck problems at intersections and (4) opening dialogue with state and federal contractors and planners to improve the phasing of our roads. There is no excuse for construction on major thoroughfares to begin on the first day of school. Better planning and a Mayor who pays attention to details will get traffic moving again in Doral. End Corruption and Government handouts: I will increase transparency and fiscal responsibility in Doral government. As Mayor we will not continue the practice of secret contracts and personal paybacks to people like Donald Trump, who are not members of our community. Instead I will redirect those resources to create public green spaces and invest in projects that increase property values for all of us, not just a select few. Fiscal responsibility and low taxes: Direct more city resources to local businesses and entrepreneurs, and end handouts to the politically connected. In addition, I will continue to keep our taxes low in Doral”.

WHAT DO YOU SEE AS THE BIGGEST CHALLENGES FOR THE CITY IN THE YEARS TO COME? JC BERMUDEZ: “The biggest challenge for the city in the years to come is traffic. We need to work with experts at the municipal, county, state and federal level to work on trying to find regional and local solutions to alleviate the traffic. This requires we not only seek short term stop gap solutions but also focus on long term solutions which require informed and committed leadership from the Mayor”. LUIGI BORIA: “Obviously, traffic needs improvement. Even though this issue belongs to Miami Dade County, we, as a city, have to plan our growth and development in a coherent way. This means taking the quality of life of our residents into consideration. That’s why we have placed, and will continue to place, our resources and efforts in working together with Miami Dade County in hopes of mitigating the impact of traffic. I believe that the challenges of our city in the future can be summarized in five big areas: orderly growth, humanization, economic growth and creation of jobs, integration and citizen participation. For example, even when the city is growing, we have to follow a growth path, where identifying and fulfilling the needs of the community prevail. The humanization process in Doral is vital at this moment. We Latin people are expressive loving people, we like to hug each other and take care of our children and seniors. American people are very organized, disciplined, punctual and adhere to following the rules, so it is very important to combine these best of these two cultures. Another important challenge is the growth and creation of jobs. Part of the traffic problem comes from the 80,000 jobs that we have in Doral, but only 4,000 are held by people living in the city. The goal is to have people living

and working in the same city. This gives them a better quality of life and more time to spend with their families. In order to achieve job growth, we are trying to lower taxes, because the City has a surplus of $12 million that allows us to do so and when a person wants to buy a property in Doral they will not be so affected by the property taxes in Doral. Integration means that we must continue working together with regional and state authorities in order to achieve our goals as a city quicker and easier. This is also achieved by citizen participation through community meetings and surveys that we have already started”.

SANDRA RUIZ: “Doral is a city of great promise, but we need to turn the page on corruption and scandals. In the past we have had Mayors who mis-spent millions of our taxpayer money on fake camera surveillance systems, who have been caught up in money laundering scandals and have handed out dozens of no-bid contracts to their friends. Doral is a city with a great deal of promise, but we need to run our business in the open. This city is my passion, I helped found the city and have raised my family here. My friends and neighbors have worked hard to make Doral the great city it is today. We need to grow the good and turn the page on corruption and scandal”.

WHAT MAKES YOU DIFFERENT FROM YOUR OPPONENTS? JC BERMUDEZ: “While I believe all of the candidates have good qualities, certainly my experience as the founding Mayor, proven leadership results and the knowledge of working with both the public and private sector and getting them to work in conjunction with government is unique. Our nine and a half years of leading the city, from its first moments when there were no city departments, parks, etc.… shows that I have a proven track record of getting things done effectively and timely- experience counts”. LUIGI BORIA: “Even though I have a six years of political experience as a Council member and Mayor, I consider myself to be a fresh and accessible person. This allows me to listen to the residents and give them what they need”. SANDRA RUIZ: “I’m a planner and I believe in open and transparent government. Doral needs a Mayor who will set out a long term plan for the city. Our past two Mayors have not had an eye to the long term plan of Doral, and

that is a big reason we have such traffic problems today. There is no excuse for major road construction to begin on the first day of school. And we should promote development, but it needs to be responsible and phased correctly. I am proud of the growth of our city, but we need to address this growth in a manner that we are not sacrificing the quality of life of those who live here now for those who will move here in the future”.

WHAT WILL BE YOUR INITIATIVES REGARDING THE GROWTH OF THE CITY, ITS SOCIAL, PRODUCTIVE AND CULTURAL DEVELOPMENT? JC BERMUDEZ: “The city needs to grow in many different areas. We need to continue to expand the options for our young adults, children and retirees while keeping a focus on a family friendly community. We must focus on a master plan that balances the residential, business and industrial makeup of our city while attracting industry that leads us into the 21st century. Expansion of cultural programs and opportunities while increasing the opportunities for our residents will be key”. LUIGI BORIA: “As for the growth of the city we must keep living in harmony. We must maintain a clean and safe city that we are proud to live in. Our growth in all areas must be strictly linked to order, humanization, economic growth and job creation, and the citizen’s integration and participation. We need to give special attention to technology, remember, we are in the process of becoming a Smart City. We already have free Wi-Fi in our trolleys and parks and we want to have it all around the city. We have also installed 53 cameras in the entrances and exits of the city, this allows us to monitor traffic flow and volume but it also helps us detect illegal cars that we can check in a database of more than 3 million cars”. SANDRA RUIZ: “As Mayor, I have a plan to get traffic moving again in Doral, both in the short term by investing in traffic calming technologies and in the long term by properly phasing our growth and city planning. Also, as Mayor I will end corrupt pay to play politics in Doral and will put an end to the practice of giving secret city contracts to the politically connected by creating a transparent bidding process and open public market. This will help with the city grow responsibly, as the best developers with the best plans for the city will be awarded contracts. I will redirect the money saved from backroom deals making it a priority to establish more parks and green spaces to keep up with the growing number of Doral families”.

JC BERMUDEZ: “Let’s work together to get back to the reason we became a city in the first place: a city where we use our tax dollars wisely and where growth is planned and controlled through logical professional planning, where government is open, ethical and transparent and where the use of our tax dollars are focused on efficient government with an emphasis on creating a great quality of life that makes Doral the premier place to live, work, play and learn in our state. Together, let’s Get Doral Back on Track!”.

DO YOU AGREE THAT CULTURAL DIVERSITY IS BENEFICIAL FOR THE CITY? JC BERMUDEZ: “Yes, I agree that cultural diversity is beneficial for our city. The fact that we have over 70 different nationalities that make Doral their home is reflective of the greatness of our nation and state”. LUIGI BORIA: “One of our proposals for the cultural development in the city is the Art in Public Places project. Developers in Doral contribute to a special art fund and we created an Art Committee that follows a Master Plan to determine where these pieces will be located. We are also making sure the chosen art pieces reflect the cultural diversity of our city and our artists. We need to remember that in Doral we have an ample cultural diversity, because the Latin and American cultures are combined into one. For the future we are considering the creation of an Art Center where we can host theater, concerts and different artistic expressions that can nurture us as a city. This topic is priority for us because a city without art is a city without heart”.

SANDRA RUIZ: “Absolutely. When Donald Trump made his hateful comments about our immigrant and Hispanic community, when he sued our local businesses and tried to bully our Council, I stood up to him. And when our Mayor has tried to silence public debate, I have stood up to him as well. That is the great thing about living in the United States, we can speak our mind and everyone should be encouraged to do so, without fear of intimidation or political retribution”.

IF YOU ARE ELECTED MAYOR, WHICH WILL BE YOUR DECISIONS REGARDING THE CURRENT PERSONNEL AND THE PROGRAMS THAT THE CITY HAS BEEN DEVELOPING AS OF TODAY? JC BERMUDEZ: “The first thing I would do is review all the decisions that have been made, discuss it with staff and my fellow council members and make the best decisions based on getting the city back to open and transparent government, planned and controlled growth and a focus on programs that enhance our quality of life. At that point we can then make decisions to help us go in the proper direction”.

LUIGI BORIA: “I will continue doing what I have been doing. In my team and with the community, we will use next four years to complete the projects and our vision for the city”. SANDRA RUIZ: “I think Doral has dedicated public

servants. As Mayor, we will require the current personnel to operate under new and more transparent rules, but I am excited about the prospect of continuing to grow the good in Doral and work with personnel to make changes to improve our programs and our response time to problems like traffic”.

WHAT WOULD YOU DO TO PROMOTE THE PARTICIPATION OF THE RESIDENTS OF DORAL IN OUR CITY? JC BERMUDEZ: “I would go back to placing a major emphasis on citizen participation in all aspects of city life. There are a number of programs that were started when I was Mayor, amongst them the many resident volunteer boards in existence and the Mayors Citizens Academy, that need to be augmented and reemphasized and we must get back to focusing on all of us being the Doral community, not just the elected officials. . Additionally, we must make the website and the television station (Channel 77) much more user friendly where residents can find things easily without having difficulty in finding and accessing information”. LUIGI BORIA: “I will continue doing public surveys, citizen’s assemblies and community meetings. From these meetings ideas arise to solve the problems of the city and new projects are born. We want to listen to our neighbors and develop proposals that benefit Doral”. SANDRA RUIZ: “As Councilwoman, I have promoted programs that have engaged our students like the internship program in partnership with Florida International University. We have also built Doral’s first dog park which has a high use rate. In addition, we will continue to pass legislation that helps the public like our recent PACE program which allows homeowners low interest loans to make home improvements that increase home value and are environmentally conscious. As Mayor, I will open our books and encourage public dialogue. And I will always stand up to outsiders who attempt to insult and take

LUIGI BORIA: “My message to voters and residents is to participate, not only voting but also participating in the search of solutions to the challenges of our city. That way we can have a better and more participative city. It is important that we are all part of the solution and not of the problem. It is important to remember the phrase from John F. Kennedy on the day of his Inauguration to the Presidency of the United States on January 20th, 1961, “Do not ask what your country can do for you, ask what you can do for your country”, I believe we can apply that to our city as well”.

SANDRA RUIZ: “We have made huge progress in Doral, but in order to continue to grow we need new leadership, and a Mayor who is open to new ideas. As your Councilwoman I have a proven track record for solving problems that threaten our quality of life, but I know our work is not done. We need a Mayor who is committed to fixing our traffic problems and will make smarter decisions about development. We need a Mayor who will create jobs and opportunities for our residents. I believe that Doral needs a different kind of Mayor- and as your next Mayor I will end corruption, secret contracts, special favors for contributors and open our books at city hall. The people of Doral deserve a transparent government, one that will act in the best interest of our City and all of us”.

The election campaigns of Doral already started and every candidate is doing its best effort to get elected by our voters, who will have in their hands the great responsibility of voting for those who will lead the destiny of the city for the next few years. Remember, there is no better way to take decisions that being informed about the options and most importantly, casting your vote. You live in a democracy. This Traffic Management Plan includes three phases: short, medium and long term. as additional turn lanes or to extend the length of existing turn lanes”. Shen stated that the installation of cameras and Bluetooth devices is a joint effort with the Miami-Dade Transportation and Public Works Department, since this is the agency responsible for the maintenance and operation of the transit signals system in Miami-Dade. “We currently have cameras deployed along Doral Boulevard in the following intersections: 79th avenue, 87th avenue, 97th avenue, 107th avenue and 114th avenue. Three of these cameras were bought by the City of Doral in virtue of a local agreement with Miami-Dade as part of the Traffic Management Plan”, stated Shen. Regarding the Bluetooth devices, Shen stated that they are being installed along 36th street in the following locations: between 826/Palmetto and 72nd avenue, in 72nd avenue, in 79th avenue, in 8400 Block, in 87th avenue and in 97th avenue. They are also being placed in 87th avenue with 33rd street and with 41st street. These devices were installed by the MOT as part of their objective to relief Doral’s traffic congestion.

“The plan is to continue working with the county authorities to expand the installation of cameras and Bluetooth devices along other important roadways in the city, such as 107th, 97th, and 87th avenues and 25th, 58th and 74th streets, Shen added. The City of Doral has been also measuring and analyzing driver’s travelling time and speed through the Regional Integrated Transportation Information System (RITIS) in order to assess traffic conditions and update traffic signals. This data is also used to compare the before and after of the implementation

of this plan. For Shen, the implementation of this plan has already been able to reduce the travelling times during rush hours along Doral Boulevard. “We also want to achieve drivers ease to predict the time it will take to go from one place to another, without having to add to much additional time due to unpredictable traffic conditions”. The Traffic Management Plan’s current phase includes reprograming the signals in 87th avenue from 12th street to 58th street, and the ones on 107th avenue from 12th street to 90th street. The following phase will include the section from 12th street up to 74th street, 58th street from Florida Turnpike to 826/Palmetto, and the portion of 12th street from 107th avenue to 826/Palmetto. Shen added that the Traffic Management Plan Activities also include constant review of construction projects within the city by the MTO, which will allow providing drivers with updated information regarding roadway closures due to construction or maintenance activities and therefore reduce to the minimum the impact on traffic.

How to Prepare for College

ummer is over and children are back in school. For many high school seniors, the race to college has begun in earnest. The Common Application, an online application used by almost 700 colleges, opened on August 1st, 2016. Before classes even started, high school seniors should have already logged in and started entering in their basic information as well as working on their essays. Another important date for college bound high school students is October 1st when the Free Application for Federal Student Aid (FAFSA) opens three months earlier than usual.

This year, the application will have the ability to pull parents’ income tax return information for 2015 as filed in April of 2016. Information reported from 2015 will be used to determine student financial aid funding eligibility for the 2017-2018 college academic year. Other parents will insist that you should start early in the junior year of high school. However, the correct answer is that the college process starts as soon the student is born. The college preparation process consists of three key areas – financial, academic, and social. The financial aspect involves saving for college. There are numerous was to prepare for college tuition – such as the Florida Prepaid College Plan, 529 College Savings Plans, or other types of investments. They key is starting early so that

you have plenty of time to save through small contributions and also allowing market recovery time. There are also a myriad of actions one can take in regards to financial decisions over time that will affect how your family will qualify for financial aid. Most importantly, become more educated on what student financial aid funding options are available to you as the time for college draws near. The second area, academics, refers to not just being a good student and earning high grades, but also strategically planning out the courses to take before and during high school. As early

as fifth grade, students may be assessed to determine placement into Algebra. What grade the student takes Algebra could in turn determine the level of advanced math available to take in high school. In high school, students who excel academically should be taking as many honors or Advance Placement courses that they qualify for. Advanced coursework improves their chances of getting into a good college and also the possibility of earning college credit early (which saves on tuition!). Even if your child is not at the top of the class, they should still be carefully choosing classes and reading voraciously from a young

age to help them with college. Finally, the social aspect can be started early and easily. From a young age, always promote the idea of going to college to your child. Tell them how exciting college will be; explain how college is not just about academics, but an overall life experience; and encourage them to learn about all the colleges available to them. Point out colleges that you or family or friends attended; visit colleges when you are on vacation; ask professionals about what college they attended – but most importantly, build in your child the belief and confidence that they will attend college one

day. Make it an expectation that they will obtain a college degree just as someday have a cellphone, drive a car, and stay out later. Preparing your child for a college education starts from the day they are born and it is a continuous process. The benefits of a college degree are not only financial, but studies show that college graduates have more opportunities, better stability, and are happier. Education is something that each individual earns and unlike other possessions, it cannot be taken away. Take the time to support your child’s pursuit of a college education by helping them dream, prepare academically, and saving little by little.

RESUME DATABASE SECRETS

Job boards and companies use resume database systems to store and manage the many resumes they get. These systems have built-in search engines (much like the search engines you use online) that can search thousands of resumes in just a few seconds. What are they searching for? Keywords that define job openings. The keywords in a resume give important info about the job seeker. Things like: Technical expertise, Management skills, Industry know-how, Education and training, Where he or she lives and Work history. Once the search engine is given a list of keywords, it: • Pulls up all resumes in the database that have any of the keywords. • Counts the number of keywords per resume. • Ranks the resumes by how many keywords on the list it contains. More sophisticated systems use a synonym search to find similar as well as exact keywords. For instance, if a search engine is asked to find the keyword “writing,” the engine may also find words such as “documentation,” “report,” and “proposal” — all terms that are close to “writing.”

Some systems allow recruiters to give a keyword more weight in the ranking system, based on how relevant the keyword is to the job opening. For example, if leadership is more important than technical knowledge for a job, the recruiter can tell the system to give more value to leadership (compared to technical knowledge) when ranking job seekers’ resumes.

WHAT IS A RESUME FORMAT?

A resume format is simply the way resume information is organized on the page. For example: • The chronological resume format puts the work history and achievements together in the body of the resume. • The functional resume format divides them up, with the achievements in the body and the history at the end of the page. • The combination resume format is, well, a combo of the chronological and functional.

WHAT TO PUT IN YOUR RESUME HEADING

As the word “heading” suggests, your resume Heading should be placed at the top of page one. It should be typed right into the body of your resume. Here’s what should be in your resume Heading: Your name: Your name is the most important piece of information on your resume. You want it to stand out and be easy to read. Think about putting your name in bold and making the font size a bit larger than the rest of the text on the page. It’s okay to use italics for your name, but I suggest you use regular type instead to make it easier to read.

Address: It’s better to use your street address instead of a P.O. Box. That’s because a home address gives a more stable image. But if you have a reason not to use your street address (let’s say you’re planning to move soon), it’s okay to list a post office box. Phone number: It’s best to list just one phone number. So pick either your home phone, cell phone, or work phone. List your work number only if you can talk freely from that phone and a message can be left without causing any trouble. Never assume that a caller will be discreet just because he is calling you at work. Whichever phone you list, be sure you have a clear and polite outgoing message on your answering machine. If your message makes a good impression, an employer is more likely to leave a message. Fax number: There’s no need to list a fax number in your Heading. Faxes aren’t used much in today’s job search. Email address: You should include an email address in the Heading section. Email is the most common form of communication between job seekers and recruiters/employers. So it’s a must that your email address be on your resume. Use a personal email address for your job search, not your work email. Not only could using your work email get you into trouble with your employer, it will also make a poor impression with a potential employer. Web address: If you have a website that’s relevant to your job search, you should include the URL (website address) in your Heading. Social networking profile: If you have a profile on a social network (such as LinkedIn or Facebook), and that profile is appropriate for your job search, include

the URL in your Heading. Resume Job Objective Statement: Having an official job objective statement near the top of a resume is optional. It can, however, be very useful, especially if one of the following applies: • You’re making a major career change and without an objective statement the reader might assume you want to continue in your former line of work. • You’re going for a very specific job at a company and you want to be considered for that job only. • Your career history up to this point has been without focus. A concise objective statement can help make you look on target (you know what you want and what you’re good at). By starting your resume with a job objective statement, you quickly tell your potential employer three things: • What position you are looking for. • What level of responsibility you want. How to interpret all the information on the resume. The job objective tells the reader, “Everything that follows is relevant to this job.” That’s important because this is a marketing piece, not your life history! Enter Your Work Experience: Input the dates, job titles, employer names, cities, and states of your work history in the resume template. In the chronological and combination formats, your work experience will

be typed in the body of the resume where you will later write bullet point achievement statements under each job title. In the functional format, your work history is placed very neatly near the end of the resume. When listing your work experience, you should: List your jobs in reverse chronology; that is, most recent first. Use years (no months) when listing dates on your resume. This makes it easier for the employer to quickly grasp your employment timeline. Where to Put Education on Your Resume: The Education section is usually placed at or near the end of the resume.

COMMUNITY SERVICE AND OTHER LISTS ON YOUR RESUME.

Where should you put your list of personal and professional items if they don’t fit in the other sections of your resume? Things like your volunteer work, groups you belong to, skill sets not mentioned yet, papers and presentations, awards, publications, and more. You may need to create one or more sections in addition to the ones you’ve already put on your resume. Here are some possible headings: Community Service: What you do in your unpaid time may say more about who you are than what you do for pay. If you feel that your volunteer work

makes a statement about your dedication, character, or social awareness, or if it in any way enhances your qualifications for your next job, this is the place to list it. Dates are optional. If dates are listed, you should present your volunteer work in reverse chronology (most recent first). If you don’t use dates, list your community service according to impact (most relevant first). Professional Affiliations: Professional associations that you belong to can be listed either alphabetically (no dates needed), in order of relevance to your profession (no dates needed), or chronologically (list dates). If you held or currently hold an office, that should be noted. Publications: Articles, books, chapters in books, and research papers that you have authored or coauthored belong under this heading. Dates are expected (but not required) for this list. If you include dates, your publications should be listed in reverse chronology (most current first). Awards: List honors, awards, and grants you have received that support your job objective. Computer Skills: If you have computer skills that are highly important to your next job, you can highlight them by creating a special section for them. AARP FLORIDA PRESENTA ACADEMIA DE LIDERAZGO DESTINO 2016

Bajo el lema: ¡Stand Up & Be Counted!, llega la séptima edición de Destino, la academia de liderazgo de AARP Florida.

l Sábado, 24 de Septiembre, cientos de personas en el sur de la Florida se reunirán en Miami-Dade College para DESTINO donde aprenderán algunas habilidades que pueden pagar grandes dividendos para ellos y sus comunidades. Ahora en el séptimo año, DESTINO le enseña a sus estudiantes las habilidades necesarias para ser comunicadores eficaces, empresarios exitosos y líderes versátiles que pueden traer un cambio social positivo en sus comunidades. DESTINO es una academia de liderazgo que proporciona una introducción a las herramientas prácticas, desarrollo de liderazgo y oportunidades de aprendizaje multidisciplinario para promover la participación de los miembros de la comunidad multicultural en áreas de impacto social e influencia de colaboración. “Queremos crear impacto social positivo que hará que nuestra comunidad sea un lugar mejor en donde vivir, donde las personas puedan envejecer con dignidad y propósito,” dijo Ivonne Fernandez, Associate State Director de AARP en la Florida. “Cuando AARP trabaja con otros aliados comunitarios para equipar a las personas con las herramientas necesarias para lograr buenas posibilidades en sus comunidades, estamos cumpliendo con la misión que la fundadora de AARP Dr. Ethel Percy Andrus nos dio cuando habló sobre ‘un ejército de ciudadanos útiles’” dijo Fernandez. Este año el orador principal será Rawle Andrews Jr., Esq., Vice Presidente Regional de AARP, la organización sin fines de lucro más grande en todo el país que ayuda a las personas a convertir sus metas y sueños en posibilidades a su alcance. El taller plenario, Made in USA: Ready-Set-vote se centra en los fundamentos de la participación cívica y participación en la comunidad para hacer que su voz sea escuchada. Este taller, presentado por la Directora Asociada Estatal de AARP Florida, Zayne Smith, cubrirá el panorama político en la Florida y lo que uno puede hacer para ser escuchado. Los patrocinadores principales incluyen AARP, Miami Dade College, y Radio La Nueva y Radio Luz.
