In search for a solution to the neighbors in Doral

The city of Doral will update its landscape ordinance The modifications to the Doral Landscape Ordinance will establish better maintenance standards for the palms that were planted in the golf course at Trump National Doral.

n order to improve the general aesthetics of the city and to search for a solution for the neighbors that were affected by the planting of palms at the golf course at Trump National Doral (previously Doral Golf Resort and Spa), the City of Doral will update its Landscape Ordinance. As you may remember, since 2014, the planting of a natural wall of palms that blocks the view of the golf course for the houses of many residents turn into a dispute between these residents and the Trump Organization. Since then, representatives of the neighbors have been demanding that their right to this view and natural light be respected.

On its part, the Trump Organization has stated that the improvements that were done in the Trump National Doral were necessary to elevate the quality standards for the prestigious place and that each one of them was done according to the corresponding rules at the time and within the limits of their private property. After this situation arose, the authorities of the City of Doral initiated an analysis geared toward the search of an effective solution, they found out that there were

some “black holes” in the Landscape Ordinance, these relative to the establishment of standards and the maintenance of green spaces, for this reason it was determined that there was the need to update the ordinance. Vice Mayor Christi Fraga explained that after they received the complaints of the affected neighbors, the City started analyzing the Landscape Ordinance, they determined that it was in fact vague in regards to this type of plants, but at the same time they were not able to force anyone to cut the palms that were already planted in a private property.

En busca de una solución para los vecinos de Doral

La ciudad de Doral actualizará ordenanza de paisajismo Las modificaciones de la Ordenanza de Paisajismo establecerán un mejor mantenimiento para las palmeras sembradas en el campo de golf del Trump National Doral.

Como se recordará, desde el 2014, la siembra de un cerco natural de palmeras que obstaculiza la vista al campo de golf del Resort se convirtió en un tema de disputa entre ciertos residentes de la ciudad que vieron obstruida la visibilidad de sus casas y la Organización Trump. Desde ese entonces, representantes vecinales exigen que su derecho a la visibilidad e iluminación sea respetado. Por su parte, la Organización Trump ha señalado que las mejoras que se efectuaron en el Trump National Doral eran necesarias para elevar los estándares de calidad del prestigioso lugar y que todas fueron realizadas acordes a las leyes vigentes y dentro de los límites de la propiedad privada. Tras este episodio, las autoridades de la Ciudad de Doral iniciaron estudios encaminados a buscar una solución efectiva, detectando que había ciertas lagunas en la Ordenanza de Paisajismo Municipal, relativas al establecimiento de normas y el mantenimiento de las áreas verdes, por lo cual se decidió que era necesario hacer ciertas actualizaciones. La vice alcaldesa Christi Fraga explica que tras las denuncias de los vecinos afectados, el ayuntamiento empezó a analizar la Ordenanza de Paisajismo Municipal, determinando que era bastante vaga con respecto a este tipo de jardinería, pero tampoco se podía exigir que se cortaran unas palmeras ya sembradas dentro de una propiedad privada. SOLUCIONES Considerando que para este importante número de residentes las palmeras sembradas en el campo de golf perteneciente a la Organización Trump constituyen barrera física que afecta su visibilidad e iluminación natural, pero que la mismas fueron plantadas dentro

de los límites del Trump National Doral, la Ciudad de Doral busca una solución conveniente para ambas partes. “Con el fin de atender las inquietudes de los vecinos, nuestro staff condujo una investigacion y ha trabajado con el Trump National Doral, con el campo de golf de Costa del Sol y se realizó algunos talleres con los residentes afectados. Como resultado, el Concejo considera ahora la adopción de políticas para asegurar que en el futuro, los campos de golf se adhieran a ciertos estandares cuando deseen plantar cualquier tipo de vegetacion, y que establezcan planes adecuados y consistentes en materia de mantenimiento de los mismos”, expreso la Vice Alcaldesa Christi Fraga. Según lo explican las autoridades de la Ciudad de Doral, la actualización de la Ordenanza de Paisajismo Municipal se aplica a todas las formas de jardinería, elimina el lenguaje vago utilizado en ciertos artículos, da una definición más clara de los términos a cumplirse y pone énfasis en el mantenimiento de árboles, setos

y arbustos. Lo que se espera con estas modificaciones es el establecimiento de normas explícitas de mantenimiento del paisajismo en general de la ciudad, que detallen los tipos de árboles que pueden o no sembrarse, cuál es la altura permitida, cada cuánto tiempo debe realizarse el mantenimiento de estas plantaciones, de qué forma y dentro de cuáles horarios. El Departamento de Cumplimiento de Códigos (Code Compliance) estará encargado de dar cumplimiento a estas actualizaciones, una vez que sean aprobadas por el Concejo Municipal. Igualmente, según lo indican las autoridades de la Ciudad de Doral, las modificaciones de la Ordenanza de Paisajismo Municipal incorporan la Guía de Principios y Paisajismo “FloridaFriendly” (“Florida-Friendly” Landscaping Guide and Principles, por su nombre en inglés) y las normas establecidas por el Instituto Americano de Estándares Nacionales A300 (American National Standards Institute A300 (Tree Care Standards), por su denominación en inglés) que fija estándares para el cuidado de los árboles y vegetación en general. Como es de esperarse, los cambios en la citada ordenanza requerirán un mejor mantenimiento y poda de las palmeras sembradas en el campo de golf, ya que las nuevas normas mejorarán la estética, no sólo en torno al campo de golf, sino en toda la ciudad. Sin embargo, es importante aclarar que las palmeras se plantaron de acuerdo con las normas existentes en ese momento y sólo podrían ser removidas por los propietarios del Trump National Doral. Para la vice alcaldesa Fraga, las actualizaciones planteadas a esta ordenanza, que aun deben ser discutidas y aprobadas por el Concejo Municipal de la Ciudad de Doral, no sólo permitirán a los golfistas y visitantes del Doral Resort & Spa disfrutar de un mejor paisajismo, sino que también servirá para prevenir que vuelvan a presentarse situaciones similares en el futuro que afecten a los vecinos.

onsidering that the use of reversible lanes or lanes flowing in just one direction is a solution that is used with success in different cities worldwide and that one of the most complicated traffics in Miami Dade is the City of Doral, a pilot program that will allow to use this alternative will soon start in our city. This was stated by Commissioner Jose “Pepe” Diaz from District 12th in Miami Dade, he let us know that this program consists in habilitating lanes in just one direction during the peak hours in Doral. “For example, during the morning, lanes will flow in order to facilitate the ingress to the city and in the evening they will go in inverse order facilitating the egress of the city. Commissioner Diaz explained that this system might start on 25th Street, West of 87th Avenue, considering that this is not a residential street. “Nevertheless, this is not a definite decision, we are still in the evaluation and feasibility phase of this alternative, whose intention is to solve the traffic problem of Doral.” “In the last years, Doral has grown tremendously both industrially and residentially, this has made the traffic flow complicated, that is the reason for which we chose this as the pilot city in Miami Dade to apply the system of reversible lanes, and we hope that it serves as an example to afterwards establish it in other cities”, indicated Diaz. Commissioner Diaz explained that they are working together with the authorities in Doral in order to find quick and efficient solutions that help ease the impact of this problem in the quality of life of the people that live and work in this city and the reversible lane flow system is the most immediate option, it does require a smaller investment than the construction of new streets. “This does not mean that we will stop working on road infrastructure, we are only trying to establish immediate solutions and the idea is that after this system is working, we will evaluate it in three months to determine its effectiveness and if it can be applied

Commissioner Diaz was clear in the fact that they are still in the phase of evaluation of this pilot program, reason for which there has not been a starting date established. “We have to run several studies in order to avoid the waste of public funds, so we are considering several factors such as public safety, lighting, signaling and esthetic sacrifices because we will surely have to remove some of the medians that go in between the streets and that are part of the landscape of the city”. Meanwhile, Mayor Luigi Boria applauds the application of this pilot program and will work together with the Miami Dade County in order to achieve the success of the same, because it promotes relief to the traffic in a city as ours where jobs and industrial growth bring more than 80 thousand people everyday to work here. “From all the people that work in Doral from Monday to Friday, only near 4 thousand live here, this causes that during the first hours every morning and the late hours every evening during working days we have a heavier traffic load, this could be more efficient if we apply the use of reversible lanes”, added Mayor Boria. Mayor Boria believes that the use of reversible lanes during peak hours will allow to better use some streets that are considered being “under-used”, and that this will diminished the impact of traffic, however he also

Ezequiel Zamora is an every day victim of traffic in Doral, he suffers it every time he goes out of his house, to his job or to take his children to school, that is why he believes that any idea that is implemented in order to improve the flow of traffic is welcome and should be extended to all the streets and main avenues in the city, such as 107th avenue and 41st, 58th and 74th street. “What is really important to think is in the police resources that will be used in this project. In Doral there are few police officers and the reversible lanes system implies the usage of safety officers that organize traffic and make sure that the rules and signaling are being followed, the same that today are not being followed, every day there are more and more drivers that do not respect the traffic rules and that have a bad civic behavior while driving”. Kim Dady does not agree with Ezequiel Zamora, for her, the application of this system of lanes flowing in just one direction is not enough to alleviate the traffic in Doral and she also thinks that it can cause “bottle necks” at the end of the reversible lanes. “It is obvious that what we need is a better road infrastructure, for example, if buildings can be built in just some months, why aren’t we working with the same efficiency in the construction and opening of streets and highways?” For Kim one of the facts that impact our traffic in Doral is all the people that use our streets as an escape from the highways. “There are a lot of drivers that do not live nor work here, but that use our streets

when the highways are packed and then go back again, this could be avoided if we could create some type of toll system for them”. Ana Troitino lives and works in Doral and even when in theory she should not need to use the roads coming in and out of the city, she is still victim of the traffic. “To live and work in the same city does not liberates you from the traffic, anywhere you go the amount of Ana Troitino cars is impressive”. “ I love the idea of this pilot program, especially between 25th street and 87th avenue which are two of the more congested roads. The truth is that Doral is a very new city to have such a complicated traffic, so any suggestion to improve it should be supported”. Shawn Koss thinks that it is a great idea to at least test out the reversible lanes. “Hopefully it will help ease the traffic during rush hours. I don’t see why they shouldn’t try this out in Doral”, states Koss. Rafael Cruz lived and worked in Doral for eight years and one of the reasons that made him move was traffic. “ I am still working in Doral and I am affected by its traffic, but when I finally get out I do not want to come back, not even to buy a pencil. Doral is overpopulated and the streets are not enough to provide a good road service for so many people”. For Cruz the reversible lanes system may work as an alternative to improve traffic, but he does not see it as a completely effective solution. “The amount of cars that go through Doral every day will not flow quicker because you have two or three more lanes in one direction. The truth is that I do not see this as a mayor help”. Jaime Milian has been working in Doral for several years and he has been a witness of the progressive growth of traffic. “The truth is that I do not think that this idea helps to improve the problem of the traffic in Doral, traffic congestion at peak hours is in all directions. When you go through 87th Avenue in the morning or in the afternoon it is completely congested in both directions”. “I even believe that this could cause bigger Jaime Milan problems because of the

“bottle necks” that it will be created at the end of the reversible lanes and the traffic congestion at those points will be worse. Maybe an alternative will be to apply this system in the least used roads, those that also have an exit to the highways”. Jaime Milian’s opinion is also shared by Mariana Ruiz who has lived in Doral for a while and that now also works here. “This may be an assistance to traffic, but not a solution because the city is already too congested to think that with only enabling some lanes in one direction it will be enough”. “Another thing that worries me is the use of the other lanes. In Mariana Ruiz Doral there is traffic in all directions at all times, I do not find the logic on having them work on reverse because then we will be causing a problem to all the people that will be using the direction with “supposedly” less traffic”. Maria Rivera considers that the reversible lane plan is a solution that is applied with success in several cities around the world, for this reason she supports its implementation, if and only if it has the correct infrastructure and having previously made a complete study of feasibility. “To use the existing roads in just one direction during the peak hours is a traffic solution that works and requires a small investment compared to the building of new infrastructure, nevertheless its success depends on the correct evaluation of its execution, the roads to be used and the strategies in the signaling to be used”. For Mariana Castillo to use this reversible lane system looks like a good alternative, but not as a solution because in Doral there is a lot of traffic at any hour and in all the roads. “I believe that to have two or three streets in just one direction will not be enough”. “I do not have expertise in road infrastructure, but maybe to have a double floor street will be a better solution, I do understand that this implies a lot of time and a big investment, but really something as basic as changing the direction of some lanes may alleviate traffic a little but it will not improve it”. Ernesto Quintana believes that the implementation of this project is a good idea because it will alleviate a little the traffic problem in the direction that it is more congested, but it will not solve it. “What happens is that what is complicated is not only Doral, but all the transit system of Miami Dade”.

“For example, what do we gain with improving the flow of vehicles in Doral, if once we get to the Palmetto it is completely packed. I believe that we need to see the problem in a global way, because if the Palmetto is packed, this will obviously impact the flow of cars that are trying to get out of Doral to take that highway”. Zuleyda Castro thinks that his alternative is nothing more than a palliative, but that in any way it can be considered as a definite solution. “There are too many permits granted for construction, however there are not enough roads to cover the traffic requirements for the new residents”. “We are already too many residents in Doral, I do not want to imagine what will happen to traffic when all the residential projects are finished and inhabited. I do not believe that we have the roads to receive all these new people and I do not believe that this reversible lanes system could help”. Raymond Collins believes that this may well be the most feasible way to manage a problem created by our political leaders approving development here without insisting on proper infrastructure c o n s t r u c t i o n beforehand. “I don’t believe this is the best Ray Collins solution, but it may be the least bad answer we have for the time being”. “I have used these types of lanes before in Washington, D.C. and in Tampa when I lived in both of these cities. Depending upon the types of traffic control devices used to restrict entry into the lanes these can be simple and safe or quite dangerous and scary. Some roads use concrete barrier that travel across the road surface from one position to another in between morning and afternoon physically funneling drivers into the proper lanes. All use red & green signals to mark which direction the lane moves. In some places there is no space for physical barriers and the only indicator is the overhead red & green signals”. “Obviously, if there are no physical barriers this would be very scary here as Miami seems to have a higher rate of distracted driving than most areas of the US. If Doral can restrict this to some area where there is space for physical barriers this might be safe and effective, even though it wouldn’t be the ideal solution”.

onsiderando que el uso de carriles reversibles o funcionando en un solo sentido es una solución vial aplicada con éxito en muchas ciudades del mundo y que Doral tiene uno de los sistemas de tráfico más complicado del condado de MiamiDade, se pondrá en marcha un programa piloto que permitirá aplicar esta alternativa de tránsito en nuestra ciudad. Así lo informó el Comisionado por el distrito 12 del condado de Miami-Dade, José “Pepe” Díaz, quien informó que este programa consiste en habilitar carriles en un solo sentido durante las horas de mayor tráfico en Doral. “Por ejemplo, durante la mañana las vías correrían

a favor de facilitar la entrada en la ciudad y en la tardes funcionarían para salir de la misma” El comisionado Díaz señaló que la aplicación de este sistema vial podría iniciarse en la Calle 25 al oeste de la Avenida 87, considerando que esta vía no tiene muchas viviendas alrededor. “Sin embargo, esto no es una decisión definitiva, aun estamos en la fase de evaluación y estudio de factibilidades de esta alternativa vial que busca darle una solución al problema del tráfico en Doral.” “En los últimos años, Doral ha crecido muchísimo,

tanto industrial como residencialmente, lo que ha hecho que el tráfico sea más difícil, por lo cual la hemos escogido como ciudad piloto en el condado de MiamiDade para la aplicación del sistema de carriles reversibles y esperamos que sirva de ejemplo para establecerlo en otras localidades”, agregó Díaz. Explicó el comisionado Díaz que se mantienen trabajando en conjunto con las autoridades de Doral para buscar soluciones rápidas y efectivas que aminoren el impacto que este problema tiene en la calidad de vida de quienes viven y trabajan en esta ciudad y el sistema de carriles reversibles es una opción más inmediata y que requiere una menor inversión que la construcción de nuevas vías. “Esto no significa que vamos a dejar de trabajar en la infraestructura vial, sino que estamos tratando de poner en funcionamiento soluciones más inmediatas y la idea es que después de que sea habilitado este sistema se evalué a los tres meses para determinar su efectividad y determinar si puede aplicarse en otras calles y avenidas”. El Comisionado Díaz aclaró que aun están en la fase de evaluación de este programa piloto, por lo que no se ha establecido la fecha de inicio. “Tenemos que realizar varios estudios para evitar riesgos que impliquen el despilfarro de los fondos públicos, así que debemos considerar varios factores como la seguridad pública, el sistema de luces, las señalizaciones y los sacrificios estéticos pues, seguramente, deberán ser removidas algunas islas que van entre los carriles que forman parte del paisajismo de la ciudad”. Por su parte, el alcalde Luigi Boria aplaude la aplicación de este programa piloto y trabajará en conjunto con el condado de Miami-Dade para lograr el éxito del mismo, pues promueve el alivio del tráfico en una ciudad como la nuestra donde el crecimiento laboral e industrial ha hecho que más de 80 mil personas vengan todos los días a trabajar aquí. “De todas las personas que, de lunes a viernes, trabajan en Doral, sólo unas 4 mil viven aquí, lo que hace que las

primeras horas de la mañana y las últimas de la tarde durante los días laborales presenten un mayor volumen vehicular que podría fluir con mayor rapidez si se aplica el uso de los carriles reversibles”, agregó el alcalde Boria. El alcalde Boria considera que el uso de vías en reverso permitiría darle un mejor uso a algunas calles que están sub-utilizadas durante las horas “pico” y disminuiría el impacto del tráfico, sin embargo, no dejó de recordar la importancia de la utilización de medios de transporte alternativos como el trolley y las bicicletas. Boria también mencionó los trabajos de infraestructura vial planteados para mejorar el tráfico en Doral entre la Avenida 97 y la Avenida 109, la expansión de la Avenida 102 entre la calle 58 y la calle 74 y la conexión de la Avenida 117 con el Florida’s Turnpike a la altura de la calle 41. “Queremos brindarle las mejores alternativas viales a quienes viven y trabajan en Doral”.

…Y QUE PIENSA LA GENTE?

Ezequiel Zamora es víctima diaria del tráfico de Doral pues lo padece cada vez que sale de su casa, va a su trabajo o lleva a sus hijos a la escuela, por lo que piensa que cualquier idea que se implemente para mejorar el desplazamiento vehicular es bienvenida y debe extenderse a todas las calles y avenidas Ezequiel Zamora principales de la ciudad como la Avenida 107 y las calles 41, 58 y 74. “Lo que es importantísimo pensar es en el recurso policial que se destinará para aplicar este sistema. En Doral hay pocos policías y el sistema de carriles reversibles implica la utilización de oficiales de seguridad que organicen el tráfico y hagan cumplir las leyes y señalizaciones que, incluso ahora, no se cumplen, pues cada vez son más los conductores que no respetan las leyes de tránsito y tienen un comportamiento poco cívico al manejar”. Kim Dady difiere de Ezequiel Zamora, pues para ella la aplicación del sistema de carriles en un solo sentido

no es suficiente para aliviar el tráfico en Doral e incluso considera que puede generar embudos al final de las vías reversibles. “Es obvio que lo que necesitamos es una mejor infraestructura vial, por ejemplo, si se pueden edificar comercios en tan sólo unos meses, por qué no se trabaja con la misma eficiencia para la construcción o apertura de calles y carreteras?”. Para Kim uno de los factores que afecta el tráfico en Doral es la gente que usa nuestras calles como escape de las autopistas. “Hay muchos conductores que no viven ni trabajan aquí, pero cuando las autopistas están colapsadas se bajan en Doral y vuelven a salir, esto podría evitarse Kim Dady colocando alguna especie de peaje para las personas que no laboran ni residen en nuestra ciudad”. Ana Troitino, vive y trabaja en Doral y aunque en teoría no tendría que utilizar las vías de entrada y salida de la ciudad, no deja de ser víctima del tráfico. “Vivir y trabajar en el mismo lugar no te libera de los problemas de tránsito, pues a cualquier sitio que de dirijas hay una cantidad de carros impresionante”. “Me parece genial la aplicación de este programa piloto, especialmente entre la calle 25 y la Avenida 87 que es una de las zonas más congestionadas. La verdad es que Doral es una ciudad muy nueva para tener un tráfico tan complicado, así que cualquier opción para tratar de mejorarlo debe ser apoyada”. Rafael Cruz vivió y trabajó en Doral durante ocho años y uno de los factores que lo llevó a mudarse de la ciudad fue el congestionamiento vial. “Sigo trabajando en Doral y me afecta su tráfico, pero cuando por fin salgo de la ciudad no quiero pasar por aquí ni para comprar un lápiz. Doral se ha sobre-poblado y ya las calles no son suficientes para prestar servicio vial a tanta gente”. Para Cruz el sistema de carriles reversibles puede funcionar como una alternativa para mejorar el tráfico, pero realmente no lo ve como una solución completamente efectiva. “La cantidad de carros que a diario circulan por Doral no van a fluir con mayor rapidez porque se abran dos o tres carriles en un solo sentido. La verdad no me parece mayor cosa”. Shawn Koss piensa que es una gran idea el cuando menos probar con los carriles reversibles. “Con suerte esto ayudará al tráfico en horas pico. No veo porque no debamos intentar esto en Doral”. Jaime Milian lleva años trabajando en Doral y ha sido testigo del incremento progresivo del tráfico. “La verdad no creo que esta idea ayude a mejorar el problema del tráfico en la ciudad, porque la congestión a las horas que

llamamos “pico” es en todos los sentidos. Cuando tu pasas por la Avenida 87 en la mañana o en la tarde está completamente trancada hacía todos los lados”. “Creo que incluso esto podría generar un problema mayor porque se formarían embudos al final de las líneas reversibles y se congestionaría más el tráfico en esos puntos. Quizás una alternativa sería aplicar este sistema en vías menos transitadas, pero que también tengan salida a las autopistas”. La opinión de Jaime Milian es compartida por Mariana Ruiz quien vive en Doral desde hace unos años y ahora también trabaja aquí. “Quizás pueda ser una alivio al tráfico, pero no una solución porque la ciudad está muy congestionada para que habilitar carriles en un solo sentido pueda ser suficiente”. “Otra cosa que me preocupa es el uso que tendrían los carriles contrarios. En Doral hay tráfico en todos los sentidos y a toda ahora, no veo lógico ponerlos a funcionar de forma reversible porque estaríamos generando un problema para las personas que van a transitar en el sentido que “supuestamente” hay menos congestionamiento”. María Rivera considera que el sistema de carriles reversibles es un plan de solución vial aplicada con excelentes resultados en muchas partes del mundo, por lo que apoya su implementación, siempre y cuando se cuente con la infraestructura adecuada y haciendo un completo estudio de factibilidad. “El poner a funcionar las vías en un solo sentido durante las horas de mayor congestionamiento es una solución de tráfico que funciona y requiere poca inversión en comparación con la construcción de nuevas infraestructuras, sin embargo, su éxito depende de que se evalúen bien sus posibilidades reales de ejecución, las vías a utilizar y las estrategias de señalización a emplear”. Para Mariana Castillo, poner en práctica el sistema de carriles reversibles le parece bien como una alternativa, pero no como una solución porque en Doral hay mucho tráfico, a todas horas y por todas las arterias viales. “Creo que habilitar dos o tres calles en un solo sentido no Mariana Castillo va a ser suficiente”. “Yo no tengo conocimiento a nivel de infraestructura vial, pero hacer elevados quizás sería una solución efectiva, aunque entiendo que esto implica mucho tiempo y una gran inversión, pero, realmente, algo tan básico como el cambio de sentido de carriles, quizás alivie el tráfico, pero no lo va a mejorar”. A Ernesto Quintana le parece buena idea la implementación de este proyecto porque aliviaría un poco el problema del tráfico en el sentido que este más congestionado, aunque no lo solucionaría. “Lo que pasa

es que lo complicado no es sólo Doral, si no todo el sistema de tránsito de MiamiDade”. “Por ejemplo, que logramos con mejorar el desplazamiento de vehículos en Doral, si cuando salimos al Palmetto está completamente colapsado. Yo creo Ernesto Quintana que hay que ver el problema de forma global, porque si en el Palmetto hay congestión esto obviamente va a repercutir en el flujo de carros que intentan salir de Doral para tomar esta autopista”. Zuleyda Castro piensa que esta alternativa no es más que un paliativo, pero que de ninguna manera puede ser considerada una solución definitiva. “Hay demasiados permisos de construcción aprobados, sin embargo, no existen los servicios viales para atender las necesidades de tránsito que van requerir los nuevos residentes”. “Ya en Doral somos muchas personas, no quiero imaginar lo que sucederá con el tráfico cuando todos los proyectos residenciales en construcción estén habitados. De verdad no creo que tengamos el espacio vial para recibir a toda esta gente y menos considero que el sistema de carriles reversibles pueda ser de gran ayuda.” Raymond Collins cree que ésta es la forma más factible para manejar un problema causado por nuestros líderes políticos que han aprobado desarrollos sin insistir en la construcción previa de la infraestructura necesaria. “No creo que ésta sea la mejor solución pero puede ser la respuesta “menos mala”, que tengamos por ahora”. “Conozco este tipo de carriles de mis tiempos en Washington, D.C. y Tampa. Dependiendo del tipo de control de tráfico que se utilice a la entrada de estos carriles, estos pueden ser sencillos y seguros o muy peligrosos y espantosos. Algunas calles utilizan barreras de concreto que se mueven sobre la superficie de la calle de una posición a otra en la mañana y en la tarde y que físicamente concentran a los conductores hacia los carriles apropiados. Todas utilizan señales rojas y verdes para marcar en que dirección se mueven los carriles. En algunos lugares no existe el espacio para instalar barreras físicas y entonces el único indicador son las señales rojas y verdes. Obviamente, si no hay barreras físicas esto puede ser espantoso en Miami en donde parece haber una tasa de distracción mayor entre los conductores que en muchas otras áreas de los Estados Unidos. Si Doral puede restringir esto a alguna área donde exista el espacio para barreras físicas esto puede ser seguro y efectivo, aún cuando no sea la solución ideal”.

Casimiro Global Foundation’s Innovators of Change Forum and Biznovator Camp 2016

Entrepreneurship, Social Innovation and Leadership training for the next generation

he Casimiro Global Foundation (CGF) will be hosting the Biznovator Camp 2016 for teens ages 16 to 20, from June 12 to June 25th, 2016 at the FIU School of Business. This is one of the several programs that the CGF has developed to educate the next generation of young entrepreneurs on the basics of business organization, social innovation and leadership. Among those programs are the Annual Innovators of Change Forum (IOC), now on its 6th edition, that will take place on April 28th and the Biznovator Camps for Kids, from June 27 to July 1st for children 8 to 12 years old and from July 11 to July 15 for teens ages 13 to 15. The Biznovator for Kids programs will take place at the Patricia and Phillip Frost Art Museum at FIU and the IOC at the HUBB Co-Working Center in Doral. Founded by Juan P. Casimiro, expert on youth empowerment and personal achievement for more than 20 years, Doral resident and chair of the City of Doral Economic Development Advisory Board, the mission of the Casimiro Global Foundation (CSF) is to educate and empower young people around the world to become entrepreneurs, innovators and leaders who create positive change in their communities.

INNOVATORS OF CHANGE: A SPACE TO NETWORK AND LEARN

The Innovators of Change (IOC) Forum is a series of conferences that include youth and adult panels of entrepreneurs, innovators and leaders who discuss a topic with the public. The forums take place annually in March, April and May. “The purpose of the IOC Forum is to inspire current and emerging leaders, innovators and entrepreneurs of all fields to develop creative solutions to challenges that affect society, environment and the economy,” explained Mr. Casimiro. The first of the forums of the year took place last March 24th at the City of Doral, on the topic “StartUp Pioneers”. The second IOC forum will be on Thursday April 28th from 6:00pm to 8:00 pm, at Hubb Co-Working, and the topic selected is “Education Paradigm: How Do We Educate Our Children for Better Positioning in Our Economies & Intellect”. Mr. Casimiro explains that “the event is divided in two panels: one of Young people who are leaders and entrepreneurs, and the adult panel, who are innovators in education, administration and so forth. We host those events to highlight a certain topic, to create a platform of panelists so they can share best practices, and to provide people a chance to connect with each other.”

The young leaders and entrepreneurs invited for the April panel are Magda Gelves, Valeria Hansen, Felipe Colon and Alejandro Touzon and for the professional panel Liz Alarcon, Ken Finneran, Abdellatif Bedier and Christi Fraga, Vice Mayor of the City of Doral. After the forum, public will have the chance to network with these executives and entrepreneurs and also will learn about the upcoming Biznovator Camp and scholarship opportunities to attend those programs.

BIZNOVATOR CAMP FOR YOUNG ENTREPRENEURS – A COLLEGE CAMPUS EXPERIENCE

After fifteen years running these summer programs for young people interested on entrepreneurship, Mr. Casimiro has countless success stories around the world. There are many Biznovator Alumni who have earned full ride scholarships to top colleges and also those who have developed successful business ventures to benefit their communities. “The BizNovator Camp offers hands-on learning, experiences that focus on the creation, evaluation, development, and launch of new businesses or social ventures. Participants are taught and guided through the start-up fundamentals of new venture creation.” The two-week Biznovator Camp is a college campus experience that lasts 2 weeks. Students from all over the world come to Miami to participate. Last year

there were students from China, Dominican Republic, Puerto Rico and US. Locals can select to be either on the boarding or the commuters program, and they all become part of a worldwide network of like-minded young people interested on developing new ideas to make the world a better place. “It is a lot more than studying business” says Mr. Casimiro. “They build self-esteem and motivation. They leave with a clearer view of what they want to do in the future.” During the camp, students select a project and with the coaching and mentorship of a qualified team of experts, led by Mr. Casimiro, the participants develop

Juan P. Casimiro a complete business plan, a market strategy and compete to receive funds from an angel investor to make their project a reality. The exhibition of projects and final business plan competition takes place at the City of Doral City Hall and is judged by important executives of corporations in the area. The City also funds the program with a grant that allows students from Doral schools to receive scholarships to attend, extending the benefits of the initiative to the local community. The week-long Biznovator Camp for Kids includes

art and technology, as well as teaching business basics “that allows kids to identify their passions at an early age and how to convert that passion into a micro business. It is a unique program that focuses on empowering youth to tap into their genius, their creative and artistic talents.” Mr. Casimiro looks forward to many more years of training successful young entrepreneurs on how to change the world with their ideas, and in the meantime is planning new projects for next year, including a leadership camp for girls only, probably for the summer of 2017.

INNOVACIÓN POR EL CAMBIO: UN ESPACIO PARA APRENDER Y RELACIONARSE

Los foros de Innovadores por el Cambio (IOC) son una serie de conferencias que incluyen un panel de jóvenes y otro de adultos empresarios, innovadores y líderes, quienes discuten un tópico en público. Los foros tienen lugar anualmente en Marzo, Abril y Mayo. “El propósito de estos foros es inspirar a los líderes actuales y potenciales, al igual que líderes, innovadores y empresarios de todos los ámbitos, para que desarrollen soluciones creativas a los cambios que afectan la sociedad, el ambiente y la economía” explicó el Sr. Casimiro. El primer foro de este año tuvo lugar el pasado 24 de Marzo en la Ciudad de Doral, con el tópico “Pioneros de iniciativas”. El segundo foro del año tendrá lugar el jueves 28 de Abril, de 6 a 8 pm en el Centro de Trabajo HUBB y el tópico a discutir será: “Paradigma educativo. Como educar a nuestros hijos para posicionarse mejor en nuestra economía.” Casimiro explica que “el evento se divide en dos paneles: uno con jóvenes líderes y empresarios y el panel de adultos, innovadores en educación y administración. Estos eventos se realizan para exponer un tema, discutir mejores prácticas con los panelistas y proporcionar a la gente oportunidades para relacionarse con otros empresarios.”

BIZNOVATOR CAMP PARA JÓVENES EMPRESARIOS: EXPERIENCIAS PARA TODA LA VIDA

En estos 15 años realizando el campamento de verano para jóvenes empresarios, Casimiro tiene incontables historias de éxito por todo el mundo. Hay Biznovators que han recibido becas completas para la Universidad y otros que han desarrollado exitosas empresas que traen beneficio a sus comunidades. “El Campamento Biznovator ofrece experiencias de aprendizaje que se enfocan en la creación, evaluación, desarrollo y lanzamiento de un nuevo negocio o iniciativa social. Los estudiantes permanecen 2 semanas dentro de un campus universitario.” Vienen estudiantes de todas partes del mundo; El año pasado hubo jóvenes de China, Republica Dominicana, Puerto Rico y EEUU. Los estudiantes locales deciden si participan con pernocta en el campus universitario o no. “Al culminar el programa, los participantes entran a formar parte de la red mundial de jóvenes interesados en desarrollar nuevas ideas para mejorar el mundo.” Dijo el Sr. Casimiro. “Va más allá de estudiar negocios” explica el Sr. Casimiro, “los jóvenes desarrollan motivación, autoestima y

una visión más clara de lo que desean para el futuro.” Durante el campamento, los jóvenes seleccionan un Proyecto y con el coaching de un equipo calificado de expertos completan un plan de negocios, estrategia de mercadeo y compiten para recibir fondos para financiar su iniciativa. La exhibición final de los proyectos y la competencia de planes de negocio tiene lugar en la Alcaldía de la Ciudad de Doral y los jueces son importantes ejecutivos de corporaciones del área. La Ciudad también proporciona financiamiento al programa para otorgar becas para que estudiantes seleccionados de las escuelas de Doral puedan asistir. El Campamento Biznovator para Niños incluye arte y tecnología, al igual que fundamentos básicos de la creación de negocios. “Esto ayuda a que los niños desde temprana edad puedan identificar sus pasiones y aprendan como convertirlas en microempresas. Es un programa único que se enfoca en empoderar a los niños para que utilizando su ingenio exploten sus talentos artísticos y creativos.” El Sr. Casimiro espera continuar por muchos años entrenando jóvenes empresarios exitosos, capaces de cambiar al mundo con sus ideas. Mientras tanto, planea nuevos proyectos para el próximo año, entre ellos está la creación de un campamento de negocios solamente para niñas, probablemente para el verano de 2017.

eguir ofreciendo el verdadero sabor del café y a la vez introducir nuevos productos cafeteros, acordes con las tendencias mundiales, es la meta de los nuevos propietarios de Café Domino, quienes a través de la marca “Doral Roasters y su Café Domino” aspiran convertir esta empresa en una de las factorías de café más grande de Miami. Henry Hernández y José Gregorio Azuaje, ambos de origen venezolano y con amplia experiencia en administración y gestión de empresas, decidieron adquirir la fábrica de Café Domino, ubicada en Doral, tomando en cuenta la calidad del producto que ahí se producía y con miras a expandir sus operaciones. “Nuestra primera intención es mantener el verdadero sabor del Café Domino, pero también queremos desarrollar líneas especializadas y gourmets, por lo que hemos integrado a nuestro equipo a Andrés Castro, maestro cafetero certificado por el Instituto de Calidad del Café (CQI, por sus siglas en inglés), a Paramaconi Acosta, barista certificado por la Asociación Americana de Café (SCAA, por sus siglas en inglés) y por la Asociación Europea de Café (SCAE, por sus siglas en inglés) y a Marcelo Pereira, maestro cafetero especializado en café arábico, quien se nos incorporará en las próximas semanas”, explica José Gregorio Azuaje.

La presentación de la nueva directiva de “Doral Roasters y su Café Domino” se realizó el pasado 05 de abril del 2016 en Doral, donde realizaron su primera muestra de café, se expusieron técnicas de baristas y contó con la participación especial de Pete Licata, barista con título de campeón mundial e instructor certificado por la SCAA. “En esta actividad tuvimos el gusto de compartir con amigos y clientes para mostrarles la nueva etapa de Café Domino y sus especialidades cafeteras. Pretendemos mantener el sabor latino del café que a todos nos gusta,

José Gregorio Azuaje y Henry Hernández pero también queremos innovar con los niveles de tostados y diferentes mezclas para ofrecer al público un importante abanico de opciones, no sólo para la venta en distribuidores y supermercados, sino también para cafeterías y restaurantes”, agregó Azuaje.

ESPECIALIDADES

La fábrica de Café Domino, ubicada en Doral, tiene la capacidad para la producción masiva del producto, pero también permite crear líneas exclusivas. “Para la elaboración de nuestro café utilizamos un proceso industrializado y supervisado por maestros cafeteros de gran trayectoria, pero tenemos la opción de personalizar nuestro café de acuerdo a las necesidades y exigencias de cada cliente”. Café Domino ha enfocado sus esfuerzos en abordar, principalmente, al mercado latino, por lo que su línea comercial se ofrece en supermercados dirigidos a estos clientes, sin embargo, dentro de sus planes de expansión tienen la meta de convertirse en líderes del mercado cafetero para diferentes públicos. “Vamos a mantener la calidad de nuestro café, cuidando, principalmente, la calidad del grano. Tenemos planeado mejorar la preparación de nuestro café expreso y ampliar la gama de sabores para satisfacer la demanda del público latino y también poder incursionar en el mercado americano”, comenta Azuaje. Azuaje mencionó que “Doral Roasters y su Café Domino” están afiliados a la Asociación American de Café, lo que pone en evidencia la calidad de su producto, pues para estar afiliado a esta organización es imprescindible cumplir ciertos parámetros de calidad y unificación de criterios cafeteros a nivel mundial. “Aunque estamos iniciando un proceso de cambio de logo y de imagen, la calidad del Café Domino y sus productos asociados es la de siempre, incluso, la estamos mejorando, manteniendo el verdadero sabor del café y a la vez, agregando sabores más intensos y con diversas características en cuanto a textura y aroma”, agregó Azuaje.

Henry Hernández señaló que, en la actualidad, la red de distribución de Café Domino abarca desde West Palm Beach hasta Los Cayos e incluye Naples, Tampa y Orlando en la Florida. Igualmente, el Café Domino llega a Nueva York y a Houston y la intención es expandir la marca a los estados con gran porcentaje de población latina. “A mediano plazo, tenemos pensado llevar nuestra marca fuera de Estados Unidos y de hecho ya hemos establecido contacto con representantes cafeteros de República Dominicana y otras islas del Caribe con los cuales esperamos iniciar negociaciones en algunos meses”, indica Hernández, al manifestar su entusiasmo por los nuevos planes y proyectos de Café Domino.

oberto Martell, Mayor of the Town of Medley, was appointed on March 14, 2016 by Governor Rick Scott to serve until November 2017 on the Board of the Metropolitan Planning Organization of MiamiDade County (MPO). This appointment to a voting position is in addition to his previous designation as member of the South Florida Regional Council (SFRC). The MPO coordinates the transportation planning process for Miami-Dade County, to ensure compliance with state and federal regulations on the development of highways, mass transit and other transportation facilities and services in the area. On the other hand, the SFRC is an organization serving the more than 4.9 million residents of Miami-Dade, Broward and Monroe counties, with the purpose of planning and coordinating “intergovernmental solutions to growth-related problems on greater-than-local issues, provide technical assistance to local governments, and meet other needs of the communities in each region” (Florida Statutes 186.504) “Governor Scott appointed me as representative for MPO governing board member for Dade County. This is a great opportunity to give input on local traffic and help on the improvement of highways and transit, to move people around. I will work very hard to help other commissioners to come together and get things done. I have told surrounding mayors that if they need something come see me so I can help them in front of the MPO” explained Mayor Martell. Martell joins the group of twenty-three members representing South Florida. The group includes County Commissioners, School Board members and other municipal authorities. “It is a great honor to be there and help get things accomplished for our roadways and the traffic. I am happy to be part of this group to work together.” “I am trying to put all input I can to find solutions as soon as possible, as fast as possible and as feasible as possible. My experience as former contractor will be an asset to help find solutions” said Martell. The 37,000 square-foot-facility on 16 acres is home to 350 employees servicing 175 waste and recycling collection routes throughout Miami-Dade County. The site also includes a new Compressed Natural Gas “CNG” fueling station -- the only private, full-scale CNG station for waste collection vehicles in Miami-Dade County -to service the site’s fleet of CNG-powered waste and recycling collection trucks. “Waste Management is pleased to make this significant investment in the Town of Medley,” said Tim Hawkins, Area Vice President of Waste Management Inc. of Florida. “As the owner/operator of the Medley Landfill, we’ve been a long time partner with the Town, and we welcomed the opportunity to re-locate our Miami-Dade County hauling operations to this site. How To Avoid the Big, Bad IRS Audit

n IRS audit is the business equivalent of a root canal. No one wants to open that letter from the IRS because in most cases the unpopular communication has only one message to report: you owe them money. While the odds are reasonably low that you will be singled out--it is unrealistic to expect the IRS to audit every business every year—once the IRS has you in its sights, there is very little you can do to avoid it. If the IRS is anything, it is one pest you cannot simply swat away. There are some steps, however, you can take to minimize your chances of being selected for that special scrutiny and keep the IRS’s magnifying glass at bay.

DOUBLE CHECK YOUR WORK

The way you approach filing your taxes, especially if you file on your own, makes a big difference. Be patient and take your time. Trying to rush through your returns will only increase the chance you make careless mistakes. And with each mistake you make, the sharper the IRS’s focus on you becomes. When you think you are done, go back and review your figures to ensure your math is accurate. Then look over the simple things you take for granted, such as your basic personal information, just to be sure. By spending the time upfront to guarantee accuracy on your return you end up saving the time—and money--you would have potentially lost during an audit.

BE HONEST

One of the surest ways to ask for an audit from the IRS is to try to dupe them by shortcutting your returns. For your own sake, don’t. Report all of your income. No matter how briefly you were at a job or how little income you earned, income from just about any source is taxable, so make sure you track down your W-2’s and 1099’s. It may seem as if they have their hands full as just one organization responsible for collecting taxes from an endless sea of businesses and individuals, but it is a mistake to underestimate the power and reach of the IRS. They use matching software to catch any discrepancies between the income reported under your Social Security number and the income you list on your tax return. So don’t fall into the trap of assuming any details on your return are insignificant. Adopt a policy of truth and keep your money to yourself.

MAKE REALISTIC DEDUCTIONS

The more unbelievable your deductions, the more you can believe the IRS is going to question it. For a long time taxpayers stretched certain deductions to the limit, like having a home office, which is why the IRS is now extra sensitive to them. Deductions are put in place for a reason, and you should definitely take advantage of the deductions you are entitled to. Therefore, if you telecommute from home, claim so on your return with

confidence. However, if you are merely freelancing atop a barstool in the breakfast nook and have the guts to still claim home office deductions, do not be surprised if the IRS has something to say to you.

USE SOCIAL MEDIA WISELY

One thing the IRS specializes in is combing through public records to learn more about taxpayers’ whereabouts and their financial situations. Like most organizations, the IRS has recently taken to using social media to uncover taxpayer fraud. Though they claim to only make audit decisions based on information submitted on tax returns, details revealed through business websites are fair game. Accordingly, if you have reported to the IRS that your business had a down year, it is probably best to rethink that tweet with the hashtag “#businesscouldntbebetter!” Unfortunately, the fact of the matter is there is no one guaranteed way to keep the IRS from auditing you. If you do end up getting selected—even after following these steps—don’t worry. The 3rd Annual Urban Art Show was a great success at Doral Academy Preparatory School This show focused on showcasing the talents of students attending Doral Performing Arts & Entertainment Academy. This passed Friday April 1st , Doral Academy Preparatory School featured many of their exceptionally talented Visual Arts and Photography students at their yearly URBAN ART SHOW This event takes place at their courtyard nestled between their newly constructed gymnasium and their state of the art Baseball field and features visual art works of several mediums – Oil, Acrylic, Sculptures, etchings, Drawings, and Photography.

The walls were covered with images some realistic and other abstract that showed great mastery of style and subject. It was refreshing to see over 800 participants from the community taking part in this event. A large stage showcased singers from the school’s performing arts program and

several community bands such as The Keys to Lincoln Road and Cannibal Kids - closed the musical portion. This year’s special celebrity was Willy Chirino that inspired with his encouraging words about the school’s art and music programs.

Kids’ Corner Art Gallery / Art Gallery in Kid’s Corner On March 11th, Kids’ Corner brought in a huge crowd as they celebrated your annual Art Gallery, made up of all of your wonderful children’s art work inspired by many different artists including your very own local artist Charles Leano.

Child piano sensation Jacob Velazquez helped kick off the County’s celebration of Autism Awareness Month on April 5 with a live performance at the Stephen P. Clark Center in downtown Miami. The 8-year-old, who has been diagnosed on the autism spectrum, performed pieces by Claude Debussy and Yanni against the backdrop of a month-long art exhibit featuring the works of autistic children including 15-year-old Bryan FernandezCornejo of Sweetwater – all highlighting autistic individuals’ tremendous capacity Jacob Velazquez is greeted by Commissioner for creativity and expression. Muestra de barismo y degustación en Café Domino

El pasado 5 de Marzo, la nueva directiva de Doral Roasters Investments LLC, llevó a cabo la primera degustación de Café Domino. A esto, se unió un programa de demostraciones realizadas por Pete Licata, barista con título de campeón mundial e instructor certificado por la SCAA, el barista Paramaconi Acosta y el maestro cafetero, Andrés Castro. Así mismo, en medio de un ambiente receptivo se intercambiaron conocimientos acerca del cultivo, calidades y procesos del café y se explicó, la diferencia entre el aroma, el cuerpo, acidez del café, entre otras cosas mas. La nueva directiva estuvo acompañada por sus clientes, amigos e invitados especiales, en la que tuvieron la oportunidad de ofrecerles una muy buena experiencia sobretodo a los amantes del café.
