Doral Meadow Park and Doral White Course Park

s some of the improvements that were considered under the Park Bonds, The City of Doral recently approved two projects, as part of the series of improvements that were considered under the Park Bond. These are the renovation of the Doral Meadow Park and design of the Doral White Course Park. These projects were approved this past February during the City of Doral Council Meeting. At this meeting it was also agreed to allocate a total of $1,600,000 dollars for the works at Doral Meadow Park and $325,000 for the design of the Doral White Course Park.

DORAL MEADOW PARK The renovation of Doral Meadow Park located at 11555 NW 58th street in the City of Doral was agreed

through Resolution No. 20-17. One of the most important aspects of it include the enclosing of the currently covered exterior area in order to create an additional air-conditioned space of 800 square feet. Other improvements to the existing construction will include a high-tech conference room, a kitchen, the refurbishment of the façade, installation of green walls, the modernization of the restrooms and an outdoor multiple purpose plaza, this just to mention the main changes. Let’s remember that in the Park System Master Plan of the City of Doral from 2017, it was already specified that Doral Meadow Park contained a small building that was being under used and that even when it counted with a covered area for the protection against inclement weather, it was not yet integrated to the special programming, the circulation and the adjacent uses of the park. This Master Plan also considered that even when Doral Meadow Park was clean and in good conditions, its exterior, its appearance and aesthetics were not properly designed as some other buildings

in the City and this was decreasing the value of the overall design of Doral. Even when it was recognized that the building was already integrating public art, it also indicated that in general it was being used for storage and for this reason, the interior finishes and the furniture were of a utilitarian appearance. The construction company that was appointed to conduct this job is Karmil Construction, founded in 2013 and it is specialized in a wide variety of office buildings, shopping centers, restaurants, retail stores and commercial, municipal and industrial structures in general, it counts with a solid reputation in the whole State of Florida. DORAL WHITE COURSE PARK The Doral White Course Park will be located at 8425 NW 41 street in the City of Doral, near the Downtown Doral area. Among the areas that will be developed in this park are a shaded playground area, an event plaza in front of the lake, several outdoor exercise stations, a multi-purpose green area, a fenced dog area, restrooms and shelters. omo parte de mas mejoras consideradas dentro del Bono de Parques, la Ciudad de Doral aprobó dos proyectos para renovaciones y diseños en los parques Doral Meadow Park y Doral White Course Park que empezaran a ejecutarse a la brevedad posible. Así se desprendió de una de las reuniones del Concejo Municipal del pasado mes de febrero, en las que, igualmente, se acordó destinar un total de 1 millón 600 mil dólares ($1,600,000) para los trabajos del Doral Meadow Park y 325 mil dólares ($325,000) para el diseño del Doral White Course Park.

11555 NW con 58 calle de nuestra ciudad fue acordada a través de la Resolución No. 20-17 y uno de sus principales aspectos incluye el cierre del área cubierta exterior para crear un espacio adicional de 800 pies cuadrados bajo aire acondicionado. Otras mejoras en la edificación existente incluirán una sala de conferencias de alta tecnología, una cocina, el re-acondicionamiento de las fachadas, la instalación de paredes verdes, la modernización de los baños y una plaza al aire libre para usos múltiples, por mencionar los cambios principales. Recordemos que en Master Plan del Sistema de Parques de la Ciudad de Doral del 2017 ya se había especificado que el Doral Meadow Park contenía un pequeño edificio que estaba sub-utilizado y que, si bien tenía un área cubierta para protección contra inclemencias clima, no estaba bien integrado en con la programación especial, la circulación y los usos adyacentes del parque. El mencionado master plan, también consideraba que, a pesar de que Doral Meadow Park estaba limpio y bien mantenido, su exterior, su apariencia y la estética

no estaban tan bien diseñadas como otros edificios de parques en la ciudad y restaban valor al diseño general de Doral. Aunque se reconocía que el edificio integraba arte público, indica que es, en gran parte, utilizado para el almacenamiento y por lo tanto, los acabados interiores y los muebles son de apariencia utilitaria. La empresa constructora designada para estos trabajos fue Karmil Construction, fundada en el 2013 y especializada en una amplia variedad de edificios de oficinas, centros comerciales, restaurantes, tiendas minoristas y estructuras comerciales, municipales e industriales en general con una sólida reputación en todo el estado de la Florida.

Even when the 2017 Park System Master Plan of Doral confirmed that the city has a proven reputation to provide high quality parks, these have to be in constant renovation and expansion, according to the needs of the growth population. For example, today we have 2.24 acres of green areas per 1,000 population and the goal is to have 4.5 acres of green areas per 1,000 population, therefore the efforts oriented to improving our park system must continue. In order to support this effort, on November 6th, 2018, voters approved a $150 million-dollar General Obligation Park Bond. It is thanks to this bond that the financing for the construction and improvements of high quality park projects, such as the Doral Meadow Park and the Doral White Course Park are possible.

The operation of these associations must be regulated

Homeowner Associations: NEIGHBORHOOD CONTROL or ABUSE OF POWER? EDDA PUJADAS @epujadas

In Doral there are more than 150 communities that are managed by a Homeowner Association.

f you live in Miami, it is very possible that your house is under the administration of a Homeowner Association or HOA. These HOAs have the obligation to maintain the organization and the control of your community, but they have also been called out for abusing their power, for misuse of the community funds and because some are not effective in their performance. This is the reason for which this year, for the second year in a row, the City of Doral approved a resolution that has the objective to request to the Florida Legislature for a more thorough regulation over the activities of the Homeowner Associations in the whole state, including those in Doral. The City of Doral has insisted in this request because as of today there are more than two million homes in the State of Florida that sit in a HOA and just in our city there are more than 150 communities under the control of one of these neighborhood organizations. For this reason it is important to be vigilant of their activities and establish a clear difference between neighborhood control and abuse of power. Councilwoman Claudia Mariaca presented this proposal before the Doral City Council in 2019 and again in 2020. When it was again approved, in 2020, she indicated that what this request, before the Florida Legislature wants is to achieve that the HOAs are transparent in their finances, a better management of the neighborhood funds and an effective control of the communities, while avoiding any abuse of power. “I am a strong advocate of this initiative to protect the homeowners and I have voted again in favor of it, in order to make of this issue a legislative priority. The homeowners are demanding supervision, transparency and efficiency and for this reason there is an urgency of laws that can stop the abuse of HOAs and Property Management companies that operate unscrupulously,” stated Councilwoman Mariaca. She also indicated that she will continue to insist to our representatives in Tallahassee for them to approve these laws and she will invite everyone to write or call their State Representatives and request them to also work in favor of the approval and implementation of laws that regulate the operation of HOAs.

Ana Maria Rodriguez, Florida Legislature Representative for District 105, stated that she was aware and monitoring the request that the City Council for the City of Doral is working on. She believes that it is of vital importance to support this request on the regulation of the HOAs. “There have been several occasions when I have reported cases of abuse from people within power positions in our communities, and even when there was no way to claim or punish this bad behavior, once this request turns into law, there will be an efficient, legal and definitive way to stop these actions,” stated representative Rodriguez. The importance of insisting in this request is that the decisions that are taken in an HOA affect all the members of the neighborhood. When you are the owner of a home within a planned community, you are also part of the neighborhood association of that community and for that reason you must pay a monthly fee for the maintenance expenses of the common areas, the shared structures and the exterior spaces. If a homeowner is part of the HOA of that community, they are equally bound to the contracts, conditions, rules, regulations and restrictions of the association. The majority of the Homeowner associations are supervised by volunteer persons that live in the same community. This means that when you buy a house within a community that is regulated by an HOA or if you want to rent a home in a community that is under the control of a neighborhood association or HOA, you must go through an approval process that means that you will need to present some identification, together with financial and credit documents. You must also pay a fee for this application and in the majority of the cases, you will be required to render deposits or initial contributions that in the case of Doral, are between $500 and $1,000 dollars. Given the high level of responsibility that the HOAs have, when these do not operate as expected, the homeowners pay a high price in courts, fees,

foreclosures and even in mortgage takeovers. There can also be deterioration in the communities that will end in the depreciation of the homes. Even when it is important to mention that the people that are part of the Board of Directors of the HOAs comply with these positions in a voluntary and not paid basis, the Governmental supervision, regulation, mandatory training and the background verification together with the financial responsibility are necessary actions that can guarantee that the Homeowner Associations are managed in the correct way. The request that the City of Doral is presenting before the Florida Legislature also pretends to help avoid abuses from those that handle the HOAs, to control the power of these individuals and to avoid any act of corruption. When these associations are managed by unscrupulous members and/or are managed by companies beyond the law, the damages to the communities and the finances of the homeowners can be unmeasurable. This issue to extreme regulations on HOAs in our state has been in the Florida Legislature since 2018, when the HB873 and SB 1238 were presented, sponsored by Senator Rene Garcia and later by representative Manny Diaz, Jr. These proposals were not approved at that time. Now, the City of Doral will send this request to the President of the Florida House of Representatives, the President of the Florida Senate and the Governor of Florida in order to ensure that this request to regulate more the way in which these HOAs work and take decisions, gets clearly understood and received.

i usted vive en Miami es muy probable que su casa esté bajo la administración de una Asociación de Propietarios (HOA, por su denominación en inglés) que si bien tienen la obligación de mantener la organización y el control de su comunidad, muchas veces han sido señaladas por abusar de su poder, manejar inadecuadamente los fondos vecinales y ser poco efectivas en el desempeño de sus funciones. Esta es la razón por la cual la Ciudad Doral aprobó, por segundo año consecutivo, una resolución que tiene como objetivo solicitar a la Legislatura de la Florida una regulación más exhaustiva sobre el funcionamiento de las Asociaciones de Propietarios de todo el estado, incluidas las que operan en Doral. La Ciudad de Doral ha insistido en esta solicitud porque, en la actualidad, más de 2 millones de hogares en el estado de la Florida forman parte de una HOA y nuestra localidad tiene más de 150 comunidades bajo el control de estas organizaciones vecinales, por lo que es necesario vigilar más de cerca sus actividades y establecer una clara diferencia entre control vecinal y el abuso de poder. La concejal Claudia Mariaca presentó esta propuesta ante el resto del Concejo Municipal de Doral en el 2019 y al ser aprobada de nuevo en el 2020 indicó que está solicitud ante la Legislatura de la Florida pretende lograr la transparencia financiera de las HOA, el mejor manejo de los fondos vecinales y un efectivo control de las comunidades, evitando los casos de abuso de poder. “Soy una firme defensora de esta iniciativa para proteger a los propietarios de viviendas y una vez más he votado para que este tema sea una prioridad legislativa. Los propietarios de viviendas exigen supervisión, transparencia y eficiencia para lo cual les urgen leyes para detener el abuso de las HOA y compañías de gestión que operan sin escrúpulos”, manifestó la concejal Mariaca. Igualmente, indicó que continuará insistiéndole a nuestros representantes en Tallahassee para que se aprueben estas leyes y alentará a todos a escribir o llamar a sus representantes estatales para que también trabajen en pro de la aprobación y puesta en marcha de leyes que regulen la operatividad de las HOA. Por su parte, Ana María Rodríguez, representante de

la Legislatura de Florida por el distrito 105, señaló que estaba muy pendiente de la solicitud que está realizando el Concejo Municipal de la Ciudad de Doral para regular el funcionamiento de las HOA y considera de vital importancia respaldar este requerimiento. “En numerosas ocasiones se han reportado casos de abusos por parte de algunas personas que tienen posiciones de poder dentro de nuestras comunidades y si bien, antes no había forma de reclamar ni castigar el mal comportamiento, cuando esta medida se convierta en ley, habrá una manera eficiente, legal y definitiva de ponerle fin estos hechos”, señaló la representante Rodríguez. La importancia de insistir en esta solicitud es que las decisiones que se toman en las HOA afectan a todos los miembros de un vecindario. Cuando usted es dueño de una vivienda dentro de un conjunto planificado, también entra a formar parte de la asociación de vecinos del mismo, por lo que debe pagar una mensualidad para los gastos de mantenimiento de las áreas comunes, las estructuras compartidas y los espacios exteriores. Si un propietario de vivienda forma parte de la HOA de su comunidad, está igualmente vinculado a los convenios, las condiciones y las reglas, las regulaciones y las restricciones de la asociación. La mayoría de las agrupaciones de propietarios están supervisadas por personas voluntarias que viven en el mismo desarrollo. Esto también quiere decir que, cuando usted compre una vivienda dentro de una comunidad regulada bajo una HOA o incluso quiera rentar una propiedad en un sitio que funcione bajo el control de una asociación de vecinos, debe someterse a un proceso de aprobación que implica la presentación de ciertos documentos de identificación, financieros y crediticios. Igualmente, debe pagar una tarifa por esta aplicación y en la mayoría de los casos, depósitos o contribuciones iniciales que, en el caso de Doral, oscilan entre $500 y 1,000 dólares. Debido a la gran responsabilidad que tienen las HOA, cuando no funcionan según lo previsto, los propietarios pagan un alto precio en tribunales, multas, embargos e incluso ejecuciones hipotecarias. Igualmente, se evidencia un deterioro en las comunidades y vecindarios

que lleva a la depreciación de las viviendas. Si bien, hay que reconocer que las personas que forman parte de la directiva de las HOA cumplen con estas labores de forma voluntaria y no remunerada, la supervisión gubernamental, las regulaciones, la capacitación obligatoria para las juntas de asociaciones, la verificación de antecedentes y la responsabilidad financiera son acciones necesarias para garantizar que las asociaciones de propietarios estén bien administradas. La solicitud que está presentando la Ciudad de Doral ante la Legislatura de la Florida también pretende evitar abusos por parte de quienes dirigen las HOA, controlar el poder de las mismas e impedir actos de corrupción. Cuando estas asociaciones son manejadas por miembros inescrupulosos y/o administradas por compañías que faltan a la ley, los daños a las comunidades y a las finanzas de sus propietarios son incalculables. El tema de extremar las regulaciones sobre las HOA está en la mesa legislativa de la Florida desde el 2018, cuando se presentaron las propuestas HB 873 y SB 1238, patrocinadas por el senador Rene García y luego por el representante Manny Díaz, Jr., para establecer ciertas regulaciones sobre las HOA en nuestro estado. Estas propuestas no fueron aprobadas en ese momento. Ahora, la Ciudad de Doral transmitirá esta solicitud al presidente de la Cámara de Representantes de Florida, al presidente del Senado de Florida y al Gobernador del Estado de Florida, para asegurar que esta solicitud para regular aun más la forma en que trabajan y toman decisiones las HOA sea claramente recibida y entendida.

If China catches a virus, the world catches pneumonia,” says metaphorically John Quelch, Dean of Miami Herbert Business School at the University of Miami, referring to the domino effect of the coronavirus that had its first outbreak in the Chinese city of Wuhan, Hubei province, at the end of last year. The virus has set off one of the biggest health crises in recent years. The domino effect is shown not only in the death toll that in China alone is of more than 2,000, but in the global economy. While this country struggles to contain the outbreak and simultaneously develops fiscal and monetary policies, different economic sectors around the world already feel its effects. The situation has reached to a point where companies such as Apple, BMW or Hyundai have made concerning announcements during the past month that could have an impact on consumers in the future, since China is one of the largest suppliers of machines and technological equipment, textiles, metals and chemical products, among others. South Korea’s Hyundai, for example, recently announced the suspension of its car production due to problems with parts supply in China. “The automotive industry could be adversely affected. BMW in Germany has already announced that it is running out of parts in some production lines and although the company can find an alternative supplier, that usually takes time. Therefore, it is safe to say that there could be a shortage of parts and equipment,” says Quelch. Apple, on the other hand, revealed that this quarter will not be able to meet its earnings projections. In this regard, Quelch explains that the situation in the electronics market may represent a product supply shortage that would result in more robust prices at retail.

“If Apple increases prices at retail, then other suppliers like Samsung may be able to steal some market share. The result would be that companies would accelerate the shift of their supply chain to other economies in Asia outside of China, which would probably delay the speed of arrival of certain products in the market,” states Quelch. However, companies would be working over a period of 90 días with what is known as ‘buff inventory’. In other words, in the supply chain there will be 90 days worth of inventory. Once passing this mark, there could be a significant supply shortage in retail stores in the U.S., some time around April. But these are not the only industries that have been affected by the outbreak. Several international airlines have suspended their flights, and digital hotel reservation platforms and hotel chains have become flexible in their cancellation policies and announced the closure of their operations. This is due to the fact that the tourism industry has felt heavily the consequences of coronavirus. In the United States, for example, 3 million Chinese tourists are received every year bringing 35 billion dollars to the national economy. “The tourism industry has been severely impacted and it doesn’t seem like it will be recovering in the second quarter of the year, because by then people will be more focused in making money than in traveling,” explains Sheng Guo, a specialist in macroeconomics and economics instructor at Florida International University. The projections for this industry are not encouraging. According to a recent report, global losses are expected to reach 80 billion dollars. In this scenario, airlines are taking the worst part. According to a UN report, international airlines worldwide will lose 4,000 to 5 billion dollars in gross

operating revenues due to the outbreak. Air France, for example, recently announced that the suspension of some of its flights will subtract more than 150 million euros from its results until April, while IAG, the group that manages Iberia and British Airways, had a decrease of 2,1 percent in Ibex, the main reference stock index of the Spanish stock market. Despite this, Sheng Guo believes that the impact on national tourism will be minimum, considering that although there’s a large influx of Chinese travelers to the United States, the country depends much more on domestic flights travelers to generate profits. In Florida, for example, of the 14 million international travelers that the state received in 2018, less than

300,000 arrived from China, which represents roughly 2 percent of all international visitors. However, this is not the reality for everyone. In Los Angeles, for example, a loss of up to 325 thousand Chinese tourists is predicted due to the outbreak, resulting in a 921 million dollars drop in direct expenses. But the list of shaken industries by coronavirus is even longer. As far as toys, American consumers can start preparing for a shortage of products, since 84 percent of all toys sold in the United States come from China. Some companies have begun to feel this reality head on, as is the case with MGM Entertainment, which markets L.O.L Surprise dolls. The company’s executive

president announced its production fell by 60 percent compared to this same period last year. In addition, the concern for the coronavirus has also extended to the sports world. Several events worldwide have been canceled or suspended such as the Chinese Formula 1 Grand Prix, scheduled for April 19, that was suspended. The FIA and F1 announced that they will continue to monitor the situation and explore the possibility of changing dates if the public health situation improves. The Asian water polo championships were also canceled, as well as the Rugby Sevens Series 2020 of Hong Kong and Singapore, because in these two countries health problems for coronavirus havent’s ceased. Regarding the Olympic swimming events in China, it hasn’t been confirmed yet if they will continue or not. On the other hand, soccer has also suffered. The start of the China and Japan leagues was postponed, while in Italy, the A Serie suspended a few matches and decided that the game between Juventus and Inter would be played behind closed doors. For the same reason, the future of the UEFA European Championship is unclear, although it would be suspended only if the situation worsens. This is also the case with Tokyo 2020 Olympic Games pending upon a final decision in 3 months. And coronavirus has also hit the fashion world.

Shanghai Fashion Week, one of the most ambitious of the region, as well as the China International Fashion Fair, which would take place from March 26 to April 2, was postponed. About the oil industry, since China is the biggest oil importing country, mostly due to its demand for gasoline and jet fuel, this year its prices have plunged by 17 percent. This has meant that many exporting countries are considering making production cuts in an effort to reverse the price drop. In this regard, Sheng Guo explains that although China was a major importer of oil last year, the demand in China has been slowing down even before the outbreak appeared due to the slow growth of its economy. “In 2019, China accounted for more than 3/4 of global oil demand growth. Before the coronavirus, experts predicted that approximately 1/3 of the oil demand growth was coming from China, so the contribution of this country has already been declining,” says the expert. And so have the stock markets around the world. Recently, the Dow Jones, the main index of the New York stock exchange, had its worst day in more than two years, losing 3.56% to 27,960.80 points, ending downwards with fears of investors of a long-term slowdown of the worldwide economy. Meanwhile, Wall Street closed down sharply in recent days, while the Nasdaq lost 1.6%. As for the

international markets, in the London stock exchange, the FTSE lost 3.34%, the Ibex 35 in Madrid fell 4.07% and the FTSE Mib in Milan collapsed by 5.3%. By seeing this picture, many wonder how deep the damage to the economy is and if there will be a recovery considering that China represents 16 percent of the global economy. According to John Quelch, it is expected to see at least 3.0 point reduction in China’s GDP during the first quarter that could extend to the second. “If China’s GDP growth is 3 percentage points negative, that effectively means at least one percent negative in the world’s GDP,” he explains. However, experts believe that as long as the outbreak is contained, the economic damage for the time being is temporary. If that was the case, workers could return to their factories and resume production. Si China agarra un virus, el mundo se contagia de neumonía”, dice metafóricamente John Quelch, Decano del Miami Herbert Business School de la Universidad de Miami, al referirse al efecto dominó del coronavirus, cuyo primer brote estalló en la ciudad China de Wuhan, provincia de Hubei, a finales del año pasado provocando una de las mayores crisis sanitarias de los últimos años. El efecto dominó no solo se ha manifestado en la cifra de muertos que tan solo en China ya supera los 2,000, sino en la economía global, pues mientras este país lucha por contener el virus al tiempo que desarrolla políticas fiscales y monetarias, diferentes sectores como el tecnológico, el petrolero o el automotriz ya sienten sus efectos. La situación ha llegado a tal punto que compañías como Apple, BMW o Hyundai han hecho preocupantes anuncios durante el último mes que podrían tener en el futuro un impacto en los consumidores, al ser China uno de los mayores proveedores de máquinas y equipos tecnológicos, textiles, metales y productos químicos, entre otros. Hyundai, de Corea del Sur, por ejemplo, anunció recientemente la suspensión de su producción de automóviles tras haber tenido problemas con el suministro de piezas de su operación en China. “La industria automotriz podría afectarse negativamente. BMW en Alemania ya anunció que está quedándose sin piezas en algunas de sus líneas de producción y aunque puede encontrar un proveedor alternativo, eso toma tiempo. Por eso, lo más seguro es que haya escasez de piezas y equipos”, asegura John Quelch. Por su parte, Apple reveló que este trimestre no

podrá cumplir con sus proyecciones de ganancias. Al respecto, Quelch asegura que la situación en el mercado de los electrónicos puede representar una escasez en la oferta de productos que se traduciría en precios más sólidos en el comercio minorista. “Si Apple aumenta sus precios, entonces otros proveedores como Samsung podrían quitarle parte del mercado. El resultado sería una aceleración en el cambio de la cadena de suministros a otras economías de Asia fuera de China, lo cual retrasaría la velocidad con la que llegan ciertos productos al mercado”, asegura. Sin embargo, las empresas estarían trabajando en un periodo de 90 días con lo que se conoce como “inventario amortiguador”, lo cual quiere decir que en la cadena de suministro se tendrían 90 días de inventario. Una vez superada esta marca, se podría sentir una escasez significativa de suministros en las tiendas minoristas de Estados Unidos hacia el mes de abril. Pero estas no son las únicas industrias afectadas. Varias aerolíneas extranjeras han suspendido sus vuelos y plataformas digitales de reservas hoteleras y cadenas hoteleras se han vuelto flexibles en sus políticas de cancelación y anunciado el cierre de sus operaciones. Y es que la industria turística ha sido una de las que más ha sufrido con el coronavirus. En Estados Unidos, por ejemplo, se reciben cada año 3 millones de turistas chinos que aportan 35 mil millones de dólares a la economía nacional. “La industria del turismo es la que más se ha visto impactada y no se vislumbra que pueda recuperarse en el segundo trimestre del año debido a que para entonces la gente estará más preocupada en hacer dinero que en viajar”, explica Sheng Guo, especialista en macroeconomía e instructor en economía de la Florida International University. Las proyecciones para este sector no son alentadoras. De acuerdo con un reciente informe, se prevee que las pérdidas a nivel mundial llegarían a los 80 mil millones de dólares. En este panorama, las aerolíneas son las más afectadas. Según un informe de la ONU, las

aerolíneas internacionales a nivel mundial perderán de 4000 a 5000 millones de dólares en ingresos operativos brutos por cuenta del brote. Air France, por ejemplo, anunció recientemente que la suspensión de algunos de sus vuelos restará más de 150 millones de euros a sus resultados hasta el mes de abril, mientras IAG, el grupo que maneja Iberia y British Airways, tuvo un descenso del 2,1 por ciento en el Ibex, el principal índice bursátil de referencia de la bolsa española. Pese a esto, Sheng Guo cree que el impacto al turismo nacional será mínimo, pues considera que a pesar de la gran afluencia de viajeros chinos a Estados Unidos, el país depende mucho más de los vuelos domésticos que de los provenientes de ese país para generar ganancias. En el caso de la Florida, de los 14 millones de viajeros internacionales que recibió el estado en el 2018, menos de 300 mil llegaron de China, lo cual representa aproximadamente el 2 por ciento de todos los visitantes internacionales. Sin embargo, esta no es la realidad en todo el país. En Los Ángeles, por ejemplo, se pronostica una pérdida de hasta 325 mil turistas chinos debido al brote, lo cual resulta en una caída de 921 millones en gastos directos. Pero la lista de industrias afectadas es aún más larga. En la de juguetes, por ejemplo, los consumidores estadounidenses ya pueden empezar a prepararse para ver escasez de productos, pues el 84 por ciento de todos los juguetes vendidos en Estados Unidos provienen de China. Algunas compañías han comenzado a sentir esta realidad de frente como es el caso de MGM Entertainment, que comercializa las muñecas L.O.L Surprise. El presidente ejecutivo de esa compañía anunció que su producción cayó en un 60 por ciento en comparación con este mismo periodo del año pasado. Además, la preocupación por el coronavirus se ha extendido también al mundo deportivo, pues varios eventos a nivel mundial han sido cancelados o suspendidos. Por ejemplo, el Gran Premio de China de la Fórmula 1 que estaba programado para el 19

de abril fue suspendido. La FIA y la F1 anunciaron que continuarán monitoreando la situación y explorarían la posibilidad de cambiar de fecha si la situación de salud pública mejora. También se cancelaron los campeonatos asiáticos de waterpolo, aún no se ha confirmado qué pasará con las pruebas olímpicas de natación en China y Hong Kong y Singapur cancelaron su evento de Rugby Sevens Series 2020 debido a que continúan los problemas de salud por el coronavirus. Por otra parte, el fútbol también ha sufrido, pues se aplazó el inicio de la liga China y de Japón, mientras en Italia, la Serie A suspendió algunos partidos y definió que el choque entre la Juventus y el Inter se disputaría a puertas cerradas. Por la misma razón, el futuro de la Eurocopa está en duda, aunque se suspendería solo si la situación se agrava. Caso parecido al de los Juegos Olímpicos Tokio 2020, cuya celebración se definirá en los proximos 3 meses. Por otro lado, la Semana de la Moda de Shanghái, una de las más ambiciosas de la región, así como la Feria Internacional de la Moda de China, que tendría lugar del 26 de marzo al 2 de abril, se pospuso debido al coronavirus. El sector petrolero tampoco se salva de los efectos del brote. Este año sus precios han caído un 17 por ciento, al ser China uno de los mayores importadores

de crudo del mundo principalmente debido a su demanda de gasolina y combustible para aviones. Esto ha hecho que muchos países exportadores estén considerando hacer recortes de producción en un esfuerzo por revertir la caída de los precios. Al respecto, Sheng Guo explica que aunque China fue un gran importador de crudo el año pasado, la demanda en China se ha ido desacelerando incluso antes de que apareciera el brote debido al crecimiento lento de su economía. “En el 2019, aproximadamente tres cuartos del crecimiento de la demanda global provino de China. Antes del coronavirus, los expertos predijeron que aproximadamente un tercio del crecimiento de la demanda de petróleo iba a venir de China, por lo tanto la contribución de este país ya ha venido disminuyendo”, asegura el experto. Pero también han sufrido los mercados bursátiles de todo el mundo. Recientemente, el Dow Jones, el principal índice de la bolsa neoyorquina, tuvo su peor jornada en más de dos años al perder 3,56% a 27.960,80 puntos terminando a la baja ante temores de los inversionistas de una desaceleración de larga duración de la economía mundial. Wall Street, por su parte, cerró con una fuerte baja en días recientes, mientras el Nasdaq perdió el 1,6%. En cuanto a los mercados internacionales, en la bolsa de Londres, el FTSE perdió 3,34%, el Ibex

35 de Madrid cayó 4,07% y el FTSE Mib de Milán se desplomó 5,3%. Ante este panorama, muchos se preguntan qué tan profundo es el daño a la economía y si habrá una recuperación teniendo en cuenta que China representa el 16 por ciento de la economía global. De acuerdo con John Quelch, se podría ver al menos una reducción de 3,0 puntos en el PIB de China durante el primer trimestre que podría extenderse al segundo. “Si el crecimiento del PIB de China es 3 puntos porcentuales negativos, eso significa al menos un punto porcentual negativo en el PIB mundial”, explica John Quelch. Sin embargo, los expertos creen que el daño económico por el momento es temporal siempre y cuando se logre contener el virus, pues en ese caso los trabajadores podrían volver a sus oficios y retomar la producción. Para Sheng Guo, durante el primer trimestre del año, la economía global se verá afectada principalmente por el impacto del brote y habrá una recuperación gradual durante el segundo. John Quelch, por su parte, considera que hay que esperar al menos tres meses para tener un panorama más claro de los mercados, pues hay una línea de tiempo de seis meses entre la identificación del virus y la disponibilidad comercial de una vacuna.

he new school year starting in August 2020 will bring more options in public education for Doral families. The opening of a second High School creates a new feeder pattern for the area, which will include an additional K-8 center, increasing the offer of student stations at public schools in Doral. It reflects the effort of MiamiDade County Public Schools (MDCPS) to catch up with the needs of the growing population of the city. In recent years, charter and private schools have helped alleviate the overcrowding in public schools, which are operating at capacity or beyond, according to the enrollment data from the MDCPS portal. Although all Doral public schools have excellent academic performance, still the issue of overcrowding affects students and teachers in terms of space and resources. Redistribution of population by modifying the attendance boundaries will help balance out capacity and provide improvements for all schools. The Attendance Boundary Committee (ABC) has been meeting since September 2019 and produced recommendations for permanent boundaries for the schools, which were presented at meetings with the community during the months of January and February. These meetings were announced in advance by the host schools and the School Board through different media at the impacted schools. On March 12th ABC recommendations will be presented to the School Board and Superintendent and by March 16th the administration of impacted schools will schedule informational meetings regarding the proposed changes. Parental and community involvement is an important component for the academic success of students, and is imperative that there is participation on the meetings to ensure that all expectations regarding education programs offered are met by the district. Readings to approve the changes will take place at School Board Meetings on April 29th and June 17th.

WHAT ARE THE PROPOSED BOUNDARY CHANGES?

The recommendations of this year’s ABC impact all schools in Doral and changes proposed are as follows: JOHN I. l nuevo año escolar que comienza en agosto de 2020 traerá más opciones en educación pública para las familias de Doral. La apertura de una segunda escuela secundaria crea una nueva zonificación para el área, que incluirá un centro K-8 adicional, aumentando la oferta de cupo estudiantil en las escuelas públicas de Doral. Aunque todas las escuelas públicas de Doral tienen un excelente rendimiento académico, el problema de sobrepoblación afecta a los estudiantes y maestros en términos de espacio y recursos. La redistribución estudiantil al modificar los límites de asistencia ayudará a equilibrar la capacidad y proporcionar mejores condiciones para todas las escuelas. a época en la que los ladrones de vehículos utilizaban herramientas manuales para robar carros han quedado atrás. Hoy en día, emplean una variedad de técnicas sofisticadas para acceder a los autos y arrancar el motor, como es el caso de los vehículos de encendido sin llave que pueden robarse en tan sólo 30 segundos. Los autos de encendido sin llave le permiten al conductor desbloquear y arrancar el auto con el llavero todavía en el bolsillo o la cartera, con tan sólo presionar el botón de arranque. Este sistema ha sido aprovechado por los ladrones para, valiéndose de recursos tecnológicos, interceptar la señal del llavero y poner el carro en marcha. Si bien, la policía, los fabricantes de automóviles y la industria de seguros están poniéndose al día con los dispositivos anti-robo a medida que las técnicas evolucionan y se adaptan rápidamente a los automóviles modernos, también lo hacen los ladrones, por lo que tomar acciones preventivas sigue siendo la opción más recomendada. Lo más importante es entender cómo sucede este tipo de robo. Los sistemas de encendido sin llave emiten una señal de corto alcance que solo lleva unos pocos metros. Cuando el vehículo asociado está cerca, el automóvil reconoce que la señal y abre sus puertas, para luego ponerse en marcha con tan solo tocar el botón de encendido. Los ladrones usan transmisores inalámbricos para capturar la señal del llavero (que generalmente los dueños del carro dejan cerca de la entrada principal de su casa), haciendo que el auto se desbloquee. Una vez que está dentro del automóvil, el proceso puede repetirse para arrancar el motor. Otros robos se han llevado a cabo con métodos más sofisticados aun, que no sólo logran

interferir la señal de llavero principal, sino reprogramarlo. Si bien la Policía de Doral no tiene reportes de robo de carros que se pueda demostrar que han sido realizados de esta forma, si hay casos en que los que los ladrones han logrado llevarse los vehículos haciendo uso de la tecnología. Así lo relata, Diana Palacios, quien fue víctima del robo de su carro hace dos semanas. “Según lo pudimos ver en las cámaras de seguridad, el robo ocurrió a las 5:11 de la madrugada. COMO SIEMPRE, HAY QUE PREVENIR

Si usted tiene un vehículo de encendido sin llave, lo más importante es que se asegure de cerrar bien las puertas y mantener el llavero principal alejado del vehículo. Es normal que dejemos las llaves cerca de entrada de la casa y esto le facilita a los ladrones el robo de la señal, así que es recomendable que escoja otro lugar, apartado del vehículo, para guardar las llaves. Otra recomendación importante es mantener las llaves de su automóvil en una bolsa de bloqueo. Las bolsas de bloqueo (que están forradas con capas de material metálico) pueden detener el acceso a su vehículo al impedir que el llavero transmita la señal. Cuestan entre $14 y $49 dólares y también se pueden usar para bloquear las señales de WI-FI y Bluetooth en los teléfonos celulares. Igualmente, puede desactivar la señal inalámbrica del llavero o control. Recuerde que, la mayoría de estos sistemas pueden apagarse, encenderse, deshabilitarse temporalmente e incluso, reprogramarse. Es muy importante que antes de hacer esto, consulte el manual de su vehículo o se ponga en contacto con el fabricante. Si usted adquirió un vehículo de encendido sin llave usado, existe el riesgo de que no se le entreguen todos los llaveros del automóvil, por lo que debe reprogramar todas las llaves que tenga para asegurarse de que los propietarios anteriores no puedan acceder al carro. Volver al viejo estilo también puede ser una opción, utilizando, por ejemplo, un bloqueo del volante. La mayoría de los ladrones de automóviles modernos

Instalar un sistema de alarma en el vehículo es también una forma de prevenir. Si cuando el ladrón abre las puertas de su carro se activa la alarma es muy probable que salga corriendo y desista de sus intenciones. Si tiene la posibilidad de estacionar su vehículo dentro del garaje de su casa, debe hacerlo. Si bien los ladrones están haciendo uso de la tecnología para lograr sus objetivos, usted también puede emplear la tecnología a su favor. Considere instalar cámaras de seguridad y detectores de movimiento en la parte de afuera de su casa, lo cual lo ayudará a proteger su vivienda y sus carros. Valdes agrega que la prevención del crimen y el mantenimiento del orden es una responsabilidad compartida. “Nuestra misión como institución policial es prevenir los delitos, controlar los hechos delictivos, proteger a los ciudadanos y mantener la seguridad pública, pero las comunidades y los individuos están en la obligación de ayudarnos y ayudarse a si mismos, entendiendo que la prevención debe ser parte de sus hábitos diarios.”.

stoy convencida que los hijos vienen al mundo para hacer mejores personas a los padres, sin excepción. Es más, cuanto peor se portan los niños, o más problemas traen bajo el brazo, mejores personas nos pueden llegar a hacer, siempre que lo afrontemos con madurez y valentía.

todo sea culpa de los demás, del ambiente, del colegio, de los amigos. Es cierto que los factores circundantes al niño influyen enormemente en su desarrollo, pero los padres son de los que más influyen a largo plazo.

La razón es muy simple: los problemas de nuestros hijos nos impulsan a reflexionar, a hacer examen de conciencia sobre cuáles son nuestras virtudes y nuestras debilidades como educadores, nos hace ponernos en la piel de nuestro hijo y tratar de entender qué puede estar pasando y lo más importante, nos hace superar retos junto con ellos.

De tal forma que, si como padres conseguimos detectar ciertos errores, en mi experiencia los más comunes, y reflexionar sobre las alternativas posibles, quizá abramos el horizonte esperanzador de lograr que nuestros hijos crezcan en libertad, responsabilidad y capacidad de amar, terreno fértil para la felicidad.

Cuántas veces nos hemos planteado “Algo debemos estar haciendo mal” porque por más que lo intentamos no logramos que nuestro hijo coopere, o que diga la verdad, o que solucione los problemas sin agresividad, pero no sabemos exactamente lo que es. Probablemente lo primero que tengamos que hacer es ponernos delante de un espejo, y no mirar nuestro rostro, sino mirar nuestro propio comportamiento, nuestras reacciones, nuestros miedos y nuestras preocupaciones. En un alto porcentaje de las veces, aparece alguna de nuestras debilidades que más hemos querido ocultar siempre, reflejada en nuestros hijos. El motivo de este mecanismo es que los hijos quieren hacernos felices, de verdad, los hijos quieren que seamos felices y como no saben cómo ayudarnos, imitan

comportamientos y así vemos reflejadas nuestras debilidades para que nos cuestionemos una mejora personal. Por lo tanto, lo primero que tenemos que hacer es cambiar la perspectiva. No pensar que los niños se portan mal a propósito o para fastidiar, sino que se portan mal por una buena intención, que por supuesto tenemos que redirigir. Así cambiamos el “Le has quitado el juguete a tu hermana para fastidiarle” por un “Yo sé que tú no quieres fastidiar a tu hermana, pero le has quitado el juguete y eso le ha molestado”. Mostrar el camino correcto, no solo criticar lo que hacen mal, o escuchar sin que el hijo se sienta entendido, son algunos ejemplos de los errores más frecuentes que cometemos a la hora de educar a nuestros hijos. LEARN TO SPOT MALICIOUS EMAILS

Have you heard of social engineering? It’s a term you’re likely to hear again. Social engineering is the use of deception to manipulate individuals into divulging confidential or personal information that may be used for fraudulent purposes. Malicious emails are a prime example of social engineering. Believe it or not, they are still an effective way for hackers to get your personal information or even tap into your personal accounts. When you receive an email that looks suspicious, first look at the domain. The domain is anything that comes after the @ symbol in the email address. This is usually the first indicator that the email is malicious. There is usually something that indicates it is different than legitimate emails you may have received previously,

such as an extra dash or a misspelling. Look for other signs in the body of the email. Often malicious emails will solicit you to take some form of action, using language that creates a sense of urgency, such as asking you to verify a purchase or enter your payment information to complete a transaction. These emails can be scary because they can closely mimic emails you may have received before. Instead of clicking on the link, if it’s a provider you use, contact them directly and verify the email was sent to you.

PRACTICING GOOD PASSWORD HYGIENE

Online transactions are a part of our everyday lives, too, which makes practicing good password hygiene imperative. But how? For starters, you can safeguard your passwords or passphrases by ensuring they are: • Long • Unique between websites and services • Never shared • Stored in a password manager It can be inconvenient at times, but when the password is the only thing separating someone else from accessing your accounts, perhaps making a little more effort is an acceptable tradeoff. Most people have several online accounts, and chances are the same password has been used across at least one of those accounts. This practice increases the risk that your account will be compromised. The risk-scenario is most often realized when any one of those services or websites has lost control of its own passwords (commonly known as a breach). Those lost passwords include your password. When this happens, the set of credentials lost (which you may also use at two or more locations) will be sold, traded, or posted publically. It is only a matter of time when the credentials on a list are tried against popular sites and may match the login for your accounts. The term for this technique is called “credential stuffing” and is incredibly successful!

SO, HOW DO YOU DEFEND AGAINST THIS REAL RISK?

1. Never reuse passwords across websites or services. Change your accounts to have unique

passwords now! First Florida recommends using unique passphrases, phrases that are complex, but are easier for you to recall. 2. Be aware of where you type your credentials. Logging in after clicking a link from an email requires an abundant amount of caution. Remember that credential theft is one of the primary targets of phishing emails. 3. Use a second factor to login when it is offered. This goes by many names - Multi-Factor Authentication (MFA), 2-Factor Authentication (2FA), or two-step authentication. This will require you to enter a separate, one-time code that is usually sent to your phone to obtain entry into your online account. First Florida Credit Union offers this security service for members. 4. Never use easily found information for a password. Avoid using words or phrases in your passwords that are easily found on your public social sites, such as your pet’s name, where you were born, your birth date, or anything similar. Adequately securing your accounts online should be as important to you as locking your home or vehicle. It does not guarantee protection, but it is an easily managed safeguard against intruders. Cyberattacks occur in many ways. Taking action today with the tips above could prevent you from being the next victim. We always remind our members that First Florida will never call, email, or text you to ask for your personal information. Any credible institution or business should never ask, either. Always keep this in mind. If they do, it’s probably a scam.

The set of academic standards in Math and English was recently removed from the school’s curriculum. But what does this really entail for students?

n February 7, the Florida Department of Education announced the elimination of Common Core following an executive order from Governor Ron DeSantis. The news has been well received by the vast majority of parents and educators who for years have complained about the so-called “crazy math” referring to the way in which this subject is taught under Common Core, first implemented in 2009. Those who approve the motion argue that these standards are confusing and a poor reflection of the student’s performance and competence. However, after the announcement was made many wonder how the performance and progress of both students and schools will be measured from now on, and what can students expect. With the purpose of answering a few of the questions that this news left, here is what we know about Common Core and the standards that would replace it.

THE CONTROVERSIAL ASPECTS OF COMMON CORE

If you arrived in the country after 2009 and still don’t understand what this is all about, we should start by saying that Common Core was first created in order to define what each student should learn in every academic level from kindergarten through twelfth grade, and to measure the quality of public schools. With this goal in mind, the Council of Chief State School Officers (CCSSO) and the National Governors Association’s Good Practice Center (NGA Center) joined forces to establish an educational framework with the help of teachers, administrators, university professors, company representatives and other education experts. Although it was a nationwide effort, only 34 states and the District of Columbia fully committed to Common Core by implementing it in their schools and participating in standardized tests. Florida was one of them. With this system, it was possible to begin quantitatively measuring the quality and progress of each public school expressed in a grade that goes from A to F, which became one of the criteria to decide whether or not a school should receive financial help to, for example, buy computers or hire more staff.

Having this measurement system in place, it was guaranteed that all schools operating under the umbrella of Common Core were to follow the same teaching parameters focusing more in reasoning and less in memorization. In addition, it also served as a recognition for students, teachers and schools. This, in practice, translated into all public schools having to abide by a set of rules, including making the students take state exams such as the SAT that is intended to measure whether or not the established requirements are met at each academic level. However, although initially Common Core was promising, problems began to arise over time. For example, the excessive pressure felt by teachers with state exams taking into consideration that its results largely determine the teacher’s competence. This led many to argue that everything taught in classrooms under these standards is aimed for students to pass state tests and not to prepare them for college as is supposed to be. This represents a burden not only for teachers but also for students who often feel that their academic performance and future is measured in a single exam and not throughout the year. In addition, these standards have also represented a headache for parents who do not understand today’s math. “It is supposed to be about helping students understand concepts better, but we (parents) learned in a different way. That is why we struggle when doing homework with our children, ”says Dr. Belinda González León, president of Premiere Educational Consulting. For all this, it was decided to eradicate Common Core from school that, as announced on February 12, would be replaced by a set of standards called Benchmarks for Excellent Student Thinking (BEST).

ARE THE NEW STANDARDS MORE OF THE SAME?

After the eradication of Common Core standards was announced, a few days later the Florida Department of Education made the announcement that a threeyear plan would be put in motion to implement BEST standards. The first stage of such plan is scheduled to start at the beginning of 2020- 2021. By 2022-2023 all classrooms in Florida should have made a complete transition to this new system. During these three years, new course descriptions will be adopted, revised instructional materials will be

sought and the state tests will be aligned with the new expectations. This decision came with its dose of controversy, because before the standards were unanimously approved, some members of the Florida Board of Education, such as Michael Olenick, expressed concern that it was a system similar to the previous one but with another name. In response to that, other members such as Jacob Oliva, who presented the standards to the committee, and Richard Corcoran said that although some lessons will be basically the same under the new standards, the information will be presented to students in a different way. However, many agreed that the important thing about all this is that the standards are improved over the existing ones and that there is training to parents and educators in order to prepare them for the new standards. “We cannot return to a system in which all schools follow their own line of education because it is important to define what the student should learn in each course and verify that they are effectively doing so, to guarantee that there is a unified academic level,” says Belinda León . But in addition to the above, what’s really important about any system that replaces Common Core is for students to be more satisfied with school, learn better and feel less pressure with exams and academic duties. For now and as the first stage of the process progresses, it is already known that the new standards will include civic education in all grades, short standardized tests and more accessible math for all. It is expected that as early as this month, the updated descriptions of the courses begin to be reviewed. Adiós al ‘COMMON CORE’ en las escuelas Recientemente se erradicó el set de estándares académicos en matemáticas y lectura. Pero, ¿qué significa realmente esto para los estudiantes?

l pasado 7 de febrero, el Departamento de Educación de la Florida anunció la suspensión del Common Core siguiendo una orden ejecutiva del gobernador Ron DeSantis. La noticia ha sido bien recibida por la gran mayoría de padres y educadores que por años se han quejado de las llamadas “matemáticas locas” refiriéndose a la manera en que se enseña esta asignatura bajo el common core que data del 2009. Quienes aprueban la moción sostienen que dichos estándares son confusos y un reflejo pobre del desempeño y competencia del estudiante. Sin embargo, tras el anuncio muchos se preguntan cómo se medirá ahora el desempeño y progreso tanto de los estudiantes como de las escuelas y qué significará la nueva medida para los estudiantes. Con el objetivo de aclarar un poco el panorama, a continuación le contamos todo lo que se sabe sobre el common core y los estándares que lo reemplazarían.

LOS PUNTOS DÉBILES DEL COMMON CORE

Si usted llegó al país después del 2009 y aún no entiende de qué trata todo esto, hay que aclarar que el common core se creó con el fin de definir lo que debía aprender el estudiante en cada nivel académico desde Kindergarten hasta el grado doce y poder medir la calidad de las escuelas públicas. Con este objetivo en mente, el Consejo de Funcionarios Jefes de Escuelas Estatales (CCSSO por sus siglas en inglés) y el Centro de Buenas Prácticas de la Asociación Nacional de Gobernadores (NGA Center) unieron fuerzas para establecer un marco de referencia educativo con la ayuda de maestros, administradores, profesores universitarios, representantes de compañías y otros expertos en educación. Aunque se trató de un esfuerzo a nivel nacional, solo 34 estados y el Distrito de Columbia se comprometieron completamente con el Common Core al implementarlo en sus escuelas y participar en los exámenes estandarizados, siendo Florida uno de ellos. Con este sistema, se pudo comenzar a medir de forma cuantitativa la calidad y el progreso de cada escuela pública expresada en una calificación que va de la A a la F, lo cual se convirtió en uno de los criterios para decidir qué escuelas debían recibir ayuda financiera para, por ejemplo, comprar computadores o contratar más maestros.

Así, según el propósito inicial de esta iniciativa, se garantizaba que todos los colegios que funcionaban bajo la sombrilla del common core siguieran los mismos parámetros de enseñanza con un enfoque más hacia el razonamiento y menos hacia la memorización y, al mismo tiempo, servía como un reconocimiento para los estudiantes, los maestros y la escuela. Esto en la práctica se tradujo en que todos los colegios públicos debían acogerse a unas reglas incluyendo la toma de exámenes estatales como el SAT por parte de los estudiantes, cuyo objetivo es medir si se cumplen o no los requerimientos en cada nivel académico. Sin embargo, aunque en un inicio la iniciativa era prometedora, con el tiempo comenzaron a surgir problemas. Por ejemplo, la excesiva presión que sienten los maestros con los exámenes estatales, cuyos resultados determinan en gran medida su competencia. Esto llevó a muchos a argumentar que todo lo que se enseña en las aulas bajo el esquema del common core es para que los estudiantes aprueben las pruebas estatales y no para que interioricen los conceptos necesarios para tener éxito en la universidad. Lo anterior supone una carga no solo para los maestros sino también para los estudiantes que muchas veces sienten que su desempeño y futuro académico se mide en una sola prueba y no en el proceso de aprendizaje que llevan a lo largo del año. Además, estos estándares también han representado un dolor de cabeza para los padres que no entienden las matemáticas de hoy en día. “Se supone que se está enseñando para razonar y entender mejor los conceptos, pero nosotros como padres aprendimos de otra forma. Por eso nos resulta muy difícil poder ayudar a nuestros hijos”, opina al respecto la doctora Belinda González León, presidenta de Premiere Educational Consulting. Teniendo como referencia los argumentos anteriores fue que se tomó la decisión de erradicar el Common Core que en febrero 12 se anunció sería reemplazado por un conjunto de estándares llamado Benchmarks for Excellent Student Thinking (BEST).

¿SON LOS NUEVOS ESTÁNDARES MÁS DE LO MISMO?

Luego de que se anunciara la erradicación de los estándares del Common Core, unos días después el Departamento de Educación de la Florida anunció que se llevaría a cabo un plan de tres años para implementar los estándares BEST, cuya primera etapa arrancaría en el año 2020-2021. Para el año 2022-2023 todas las aulas de clase en la Florida deberían haber hecho una transición completa a este nuevo sistema. Durante estos tres años, se adoptarán nuevas descripciones de los cursos, se buscarán

materiales de instrucción revisados y se alinearán las pruebas estatales con las nuevas expectativas. Esta decisión llegó con su dosis de controversia, pues antes de que se aprobaran de forma unánime los estándares, algunos miembros de la Junta de Educación de la Florida, como Michael Olenick, manisfestaron su preocupación de que se tratara de un sistema similar al anterior pero con otro nombre. Ante esto, otros miembros como Jacob Oliva, quien presentó los estándares al comité, y Richard Corcoran expresaron que aunque algunas lecciones serán iguales bajo el nuevo esquema, la información no será presentada de la misma manera a los estudiantes. Sin embargo, muchos coincidieron en que lo importante de todo esto es que los estándares se mejoren frente a los ya existentes y que haya un entrenamiento debido a padres y educadores con el fin de prepararlos en el uso de los mismos. “No podemos regresar a un sistema en el que todas las escuelas sigan su propia línea de enseñanza porque es importante definir qué debe aprender el estudiante en cada curso y comprobar que efectivamente lo esté haciendo para que haya un nivel académico unificado”, dice Belinda León. Pero además de lo anterior, de cara a los nuevos estándares en general se busca que los estudiantes estén más satisfechos con su escuela, aprendan mejor y no sientan tanta presión con los exámenes y deberes académicos. Por ahora y mientras avanza la primera etapa del proceso, ya se sabe que los nuevos estándares incluirán educación cívica en todos los grados, exámenes estandarizados cortos y matemáticas más accesibles para todos. The FLORIDA BRIGHT FUTURES Scholarship Explained…

he Florida Bright Futures Scholarship covers between 75-100% of tuition and fees at a Florida state university or college. To qualify for the scholarship, the student must graduate from a Florida high school and achieve a minimum grade point average (GPA) and a minimum Scholastic Aptitude Test (SAT) or American College Testing (ACT) score. There is also a requirement of certain community service hours. If you have a Florida Prepaid Plan you can combine it with the Bright Futures Scholarship. So, how does it all work? First, apply for the Florida Bright Futures Scholarship by completing the Florida Financial Aid Application (FFAA). This application is in ADDITION to the Free Application for Federal Student Aid (FAFSA). The FAS

(Florida Academic Scholar) scholarship will cover 100% of tuition and fees whereas the FMS (Florida Medallion Scholars) scholarship will cover 75% of tuition and fees. Keep in mind that you need to be a Florida resident and a U.S. citizen or eligible noncitizen. You must graduate from a Florida high school which could be public, private, or a home school program. Students who graduate from an Advanced International Certificate of Education (AICE) curriculum such as the Cambridge International Program or from an International Baccalaureate (IB) curriculum program automatically qualify for the scholarship. For the rest of you, the chart below lists the academic course requirements for the scholarship, but for the most part, all Florida high schools ensure that students graduate

with those requirements. GPA and test scores are also part of the requirements. To qualify for an award, you must achieve a minimum of a 3.0 GPA. If you achieve a GPA of 3.5 or higher, you may qualify for the full tuition award which is the FAS type scholarship. In addition to GPA, the student must reach a minimum score on either the SAT or ACT tests. Students who graduate in 2021 will have to score a little higher on their tests as the requirements were changed (see above). Finally, students must accumulate at least 75 volunteer hours to qualify. If you choose to attend a private college or university in the state of Florida, you will still be able to receive funding, but it will not cover full tuition. The Florida Bright Futures Scholarship is a fantastic opportunity for Florida high school graduates to fund their college education. If you have a Florida Prepaid plan, even better! Confirm with your university, but the school should be able to charge the Florida Prepaid plan first and then use any Bright Futures funds to cover remaining expenses not covered by Florida Prepaid such as such as books, transportation or lab fees. Monies left over in the Bright Futures Scholarship can be “deposited” and used toward housing and living expenses or even for a summer semester. You may find yourself taking the SAT or ACT more times than expected in order to get the needed score even if you were already accepted to college. He came to Miami from Rome five years ago and since his arrival he has been working as a private Chef, teaching the youth about healthy food, sharing his knowledge in cooking tastings and now he’s going to have an ice cream flavor to his name.

I am most of all an educator,” says Leonardo La Cava, 29, who approached the cuisine in his adolescence when he was living in Rome. He learned valuable lessons from a very young age: food makes people come together, fresh is better, cooking is art and you are what you eat. “There is nothing like making fresh pasta with your family on a Sunday afternoon. That’s how I remember most of my Sundays as a child. It’s a beautiful feeling that I’ll never forget because it represents everything that is good of life,” says La Cava who’s views about cooking have played a very important role in his own personal style that could be defined as “traditionally healthy with a modern twist”. Under these premises, he started to work as a Chef after graduating from ALMA, a culinary school located in the italian City of Parma, where he was considered as “one of the successful cases”. And he was indeed successful, because over the years he not only has become a spokesman Chef of the Italian Cuisine worldwide, but has also taken a major role in events such as the Barilla Pasta World Championship 2017, a cooking competition in Europe in which he participated while living in Miami, where he reached the semifinals with his Cacio and Pepe with red shrimp mango and raspberry dish. But long before that competition or Miami were in the horizon, Leonardo had already cultivated a career working in luxury structures as Enoteca Barberini and La Caffetteria Italia in Rome where he learned that cooking is an art. “With cooking you can be creative in every single meal,” says the Chef original from Rome.

HIS JOURNEY IN MIAMI

Leonardo came to this city five years ago after being hired by an American family as a private Chef. It was an easy decision for him to make, because it implied travelling and submerging in a different culture, two of the things that he is most passionate about. “As a Chef I love going to new places to experiment with new flavors and spread my culture. Coming to Miami was an opportunity for me to teach people what I already know about healthy eating and italian traditions. I see myself as a promoter of health,” says La Cava. With that goal in mind, Leonardo has managed to not only commit to his full-time job with a family, but to engage in high level no profit events such as masterclasses, programs for the youth and cooking tastings. In 2016, he participated in the initiative “Lights On Afterschool” of After-School All-Stars (ASAS), where he taught middle schoolers healthy cooking and organized a meatball rolling contest. Then, in 2018, he directed a masterclass of healthy cuisine with typical Italian products inside the context “Extraordinary Italian Taste”. In 2019, he also conducted an exclusive italian food tasting in an event called “Italy in Miami” that took place in a Jimmy Choo store in Bal Harbour Shops. In addition, that year he was also part of “The Best of Italian Design 2nd Edition” in May, where he participated in a food design contest based on creativity, taste and food plating. Most recently, in February 21, he cooked with certified quality products for an audience of one hundred people at Florida International University in the Symposium “Made in Italy, the Law of Food, Wine and Design.” But his journey in Miami is not over. He has two more events already booked for the coming month and he was recently asked to create a healthy gelato

flavor for an important U.S. company by his name. After that, he plans to continue his mission of educating people around healthy eating. “You are what you eat. People need to be more aware of what they eat and how they eat it,” says La Cava. According to him, Americans usually want something quick but fail to ask themselves what is behind every meal. “Not knowing or caring enough to know about the food that you eat takes a toll on your health,” warns the healthy cooking Chef. And as a promoter of health, he also wants to break down myths about pasta and its connection with weight gain. “It’s all about portions. Our italian diet is considered one of the best in the world because it’s balanced. You just need to use the right amount, the right technique and the best quality ingredients”. But it’s also about choosing the right source of information. “Today, we have access to many sources of information when it comes to healthy eating. The problem is that most sources are incorrect. This is the kind of thing that people need to know.” When asked about his personal signature dishes, La Cava says his favorites are the sweet cherry gaspacho, the vegan banana french toast, the Maji Maji coconut and lime ceviche on avocado toast and the brown rice spaghetti with zucchini and lemon.

Doral Supports JDRF ONE WALK® on March 14th

he City of Doral is supporting the JDRF One Walk annual event in Miami on Saturday, March 14, 2020 at Tropical Park aiming to raise more than $318,000 to help fund critically needed type 1 diabetes (T1D) research. The event, organized by JDRF South Florida, is expected to attract more than 1,500 supporters representing local businesses, families, schools, and other organizations. “The City is proud to support this cause along with our local family, the Liguoris, in their journey to find a cure for young Giuliana Liguori ,” said Mayor Juan Carlos Bermudez. “Join the Doral for Diabetes team to support and help raise funds for all families affected that need our help: https://bit.ly/2VmA9Xx.” People of all ages are encouraged to participate in JDRF One Walk and enjoy a fun day with music, healthy snacks and more. Type 1 diabetes is a chronic, life-threatening autoimmune disease that strikes children and adults at any age. In type 1 diabetes, the body’s immune system destroys the cells that release insulin, eventually eliminating insulin production from the body. Type 1 diabetes requires rigorous 24/7 monitoring of blood glucose levels to avoid devastating complications. T1D onset is sudden and unpreventable and it is unrelated to diet or lifestyle.

very year is an election year when it comes to making decisions on your annual income tax return. Here are four common examples that can create tax savings opportunities if you elect the correct option. 1. Tax filing status. Typically, filing a joint tax return instead of filing separately is beneficial to a married couple, but not always! For instance, if one spouse has a high amount of medical expenses and the other doesn’t, your total medical deduction may be greater filing separately due to the 7.5% of adjusted gross income (AGI) threshold before you can deduct these expenses. 2. Higher education expenses. Thanks to new legislation, many parents of college students again face a decision: Whether to take one of the two credits for higher education expenses or the tuition and fees deduction. The tuition and fees deduction, once expired, is now extended through 2020. To complicate matters, the credits and the deduction are all phased out based on different modified adjusted gross income (AGI) levels. Before you elect which tax benefit makes the most sense, you will need to evaluate all options. 3. Investment interest. Investment interest expenses can be deducted up to the amount of net investment income for the year. This income does not usually include capital gains, because of favorable tax treatment of this type of gain. However, you can elect to include capital gains to help you deduct your interest expense. You can even cherry-pick which capital gains to use for this deduction. If you take this election you forego the favorable tax rate for longterm gains. 4. Installment sales. If you sell real estate or other assets in installments over two or more years, the tax liability is spread over the years that payments are received. Thus, you may be able to postpone the tax due. This technique can reduce the total tax paid depending on your effective tax rate each year. However, you can also elect out of installment sale treatment by paying the entire tax in the year of the sale. You may wish to take this election if your income is lower in the year of the sale. Social Security Launches New Campaign to FIGHT SCAMMERS

he Social Security Administration launched a new Public Service Announcement (PSA) campaign to continue warning people about the ongoing nationwide telephone impersonation scheme. The PSAs feature a message from Social Security Commissioner Andrew Saul. Social Security and its Office of the Inspector General (OIG) continue to receive reports about fraudulent phone calls from people falsely claiming to be Social Security employees. The scammers mislead victims into making cash or gift card payments for help with purported identity theft, or to avoid arrest for bogus Social Security number problems. “I want every American to know that if a suspicious caller states there is a problem with their Social Security number or account, they should hang up and never give the caller money or personal information. People should then go online to oig.ssa.gov to report the scam call to Social Security,” said Commissioner Saul. People should also be on the lookout for a new version of this scam. Fraudsters are now emailing fake documents in attempts to get people to comply with their demands. Victims have received emails with attached letters and reports that appear to be from Social Security or the OIG. The letters may use official letterhead and government jargon to convince victims they are legitimate; they may also contain misspellings and grammar mistakes. Social Security employees do occasionally contact people--generally those who have ongoing business with the agency--by telephone for business purposes. However, Social Security employees will never threaten a person, or promise a Social Security benefit approval, or increase, in exchange for information or money. In those cases, the call is fraudulent and people should just hang up. Generally, the agency mainly calls people who have recently applied for a Social Security benefit, someone who is already receiving payments and requires an update to their record, or a person who has requested a phone call from the agency. If a person is not in one of these situations, they normally would not receive a call from the agency.

Social Security will not: • Tell you that your Social Security number has been suspended. • Contact you to demand an immediate payment. • Ask you for credit or debit card numbers over the phone. • Require a specific means of debt repayment, like a prepaid debit card, a retail gift card, or cash. • Demand that you pay a Social Security debt without the ability to appeal the amount you owe. • Promise a Social Security benefit approval, or increase, in exchange for information or money. If there is a problem with a person’s Social Security number or record, in most cases Social Security will mail a letter. If a person needs to submit payments to Social Security, the agency will send a letter with instructions and payment options. People should never provide information or payment over the phone or Internet unless they are certain of who is receiving it.

Si una persona necesita enviar pagos al Seguro Social, la agencia enviará una carta con instrucciones y opciones de pago. Las personas nunca deben proveer información o pagos por teléfono o internet a menos que estén seguros de quién lo recibe.
