Brownfields Redevelopment Program Certifies Safety of Recovered Spaces

n April 19th the City of Doral held a public workshop to train residents, business owners, real estate professionals, bankers and developers on the strategies and resources available to recover areas designated as brownfields. A panel of 11 experts from local, state and federal agencies, along with others from the private sector participated on the event. The purpose of the Brownfield Conference was to “educate the participants on the ways a property land can become contaminated and the practices and tools that are available to investigate the scope of contamination, overcome it and tap into or access government programs to reduce costs and protect against liability”, said Mr. Michael Goldstein, from Goldstein Environmental Law Firm, who has worked with the City of Doral through the process to participate on the Florida’s Brownfield Redevelopment Program. The Florida Department of Environmental Protection defines brownfields as “any real property where the expansion, redevelopment or reuse is complicated by actual or perceived contamination.” The Florida’s Brownfields Redevelopment Program (FBRP) has provided regulatory and economic benefits towards the development of projects to enhance the services to the community, in particular the cleanup and construction of the Doral Legacy Park. Mr. Julian Perez, City of Doral Planning and Zoning Director explained that Mr. Goldstein’s participation was “Instrumental in guiding the city through all the process at the state level, not only from the regulatory perspective but also the financial perspective. It has translated into a tremendous amount of success”, as it allowed the city to receive more than $500,000 as a voluntary cleanup tax credit (VCTC) that has been used towards the construction of the park.

BROWNFIELD LOCATIONS IN DORAL

Dozens of municipalities in Miami-Dade County and around the state have benefited from the FBRP: Wynwood, North Miami, South Miami, Miami Gardens, North Miami Beach, Cutler Bay, Medley and more recently Doral. “Wynwood was a pilot program in the state” explained Perez, who along with Goldstein participated as members of the Miami-Dade Brownfield Task Force, when it started in 1996. Their joint experience has allowed for the success

on designating brownfield areas in Doral to receive the benefits of the program. The brownfield designated areas in the City of Doral can be seen on the attached map: Doral Legacy Park; the passive park on NW 62nd street that was used in the past for stormwater retention; the area of a hotel located on the Doral Design District (79th Ave) and the location on 25th street where the Jackson West Hospital will be built. The recovery of those areas has provided the City with much needed additional parks and the opportunity of having a hospital nearby to serve the area.

METHODS OF LAND RECOVERY

Perez and Goldstein explained that once an area is designated and becomes part of the Brownfield Site Rehabilitation Program (BSRP), a specific cleaning technique is used to ensure all possible contaminants are removed, in order for the location to receive the recovery certification from the County and the State. Goldstein explained that the different cleaning techniques are: • In-Situ remediation: used to remediate oil contamination, mainly on gas stations. Biological organisms are injected on the surface of the soil that catalyzed chemicals into less toxic substances. • Pump and Treat: in case of ground water, it is pumped and ran through a filtration system. • Source Removal: used in heavily contaminated soils, which are dug and hauled away, to be disposed on designated areas away from the original location. This was the technique used in Doral Legacy Park. • Solidification: concrete grout is injected into the soil until it solidifies. • Encapsulation: It is the most cost efficient and appropriate on many occasions. Contaminated soil is encapsulated with “either 2 feet of clean fill or concrete”, and ground water is monitored to ensure it does not leak.

THE PURSUIT OF THE “NO FURTHER ACTION” CERTIFICATION

Perez said that the Brownfield Redevelopment program was created by EPA “to help communities that have environmentally challenged areas, to clean them up, working not only with professionals but with the community, putting together the programs and guiding it through the cleanup

and redevelopment of the site. It is an economic development program because you use a site that was abandoned or discarded and you want to make sure it becomes economically livable for the community and it is used for businesses that are sustainable.” Once the cleaning process is finished, the results are certified through a number of legal instruments; “it provides the city with that liability protection. That is one of the most important incentives we can get as a community.” In the case of the Doral Legacy Park, Goldstein and Perez explained that the site “has undergone the highest level of environmental scrutiny that exist at the government level; the city has gone above and beyond of what the law requires in the process of ensuring that every measure of contamination above the risk has been removed” properly, according to the steps approved by the County and the State, including the right disposal of the removed soil. Once the environmental agencies have completed their sample assessment, the County will generate a “No Further Action” certificate and a “Site Rehabilitation Completion Order” will be issued by the state. Receiving both certifications brings added assurance to the community that the cleaning of the site was done beyond the basic requirements and the city. It is expected that on the next few months it will be obtained for the Doral Legacy Park, as it is currently on the last phases of the assessment.

l pasado 19 de Abril, la Ciudad de Doral realizó una presentación para adiestrar a residentes, propietarios de negocios, vendedores de terrenos, financieros y desarrolladores en las estrategias y recursos disponibles para recuperar áreas designadas como terrenos ‘Brownfield’. El propósito de la conferencia fue “educar a los participantes en las maneras que los terrenos pueden contaminarse y cuales herramientas existen para investigar el alcance de la contaminación, solucionarlo y acceder a programas del gobierno para reducir los costos y riesgos”, explicó Michael Goldstein, de la firma de asesoría legal ambiental Goldstein Environental Law, quien ha trabajado durante todo el proceso para participar en el programa estatal de recuperación de terrenos ‘Brownfield’. El Departamento de Protección Ambiental de Florida define un terreno ‘Brownfield’ como “toda propiedad cuya expansión, uso o desarrollo se dificulta por contaminación supuesta o comprobada.” El Programa Estatal para Recuperación de ‘Brownfields’ (FBRP por sus siglas en inglés) provee beneficios legales y económicos para el desarrollo de proyectos que mejoren los servicios a la comunidad; en particular ha sido utilizado para la limpieza y construcción del Doral Legacy Park. Julián Pérez, Director de Planificación de la Ciudad de Doral, explicó que la participación de Goldstein fue “fundamental para guiar a la Ciudad a través de proceso de aplicación a nivel estatal, no solamente en los aspectos legales sino financieros. Esto se ha traducido en un gran éxito”, que ha permitido a la Ciudad recibir más de $500,000 en créditos fiscales por limpieza voluntaria (VCTC por sus siglas en inglés) que han sido utilizados para la construcción del parque.

Doral, para recibir los beneficios del programa.” Las áreas designadas ‘brownfield’ en la Ciudad de Doral pueden verse en el mapa anexo: Doral Legacy Park; Parque pequeño en la NW 62 calle (antes utilizado para retención de aguas de lluvia); área de hotel ubicada en el Doral Design District (Avenida 79) y el área en la 25 calle donde se construirá el hospital Jackson West. La recuperación de esas áreas ha permitido que la Ciudad obtenga áreas verdes, parques adicionales y un hospital público.

MÉTODOS PARA RECUPERACIÓN DE LOS TERRENOS

Perez y Goldstein explicaron que una vez que el área es designada como parte del Programa de Rehabilitación de Terrenos Brownfield, se determina la técnica de limpieza a utilizar para asegurar que todo posible contaminante sea removido, de manera que el sitio pueda obtener la certificación de recuperación por parte del Condado y el Estado. Goldstein explicó las diferentes técnicas de limpieza: • Recuperación In-Situ: utilizada para remediar la contaminacion por gasolina, principalmente en estaciones de servicio. Se realiza inyectando organismos biológicos a la superficie del suelo para que catalicen los químicos de la gasolina y los descompongan en sustancias menos toxicas. • Bombeo y Tratamiento: utilizado en casos de aguas subterráneas, que son bombeadas y trasladadas a través de un Sistema de filtros. • Remoción de la Fuente: utilizado en suelos muy contaminados, los cuales son excavados y trasladados hasta áreas de desecho designadas, alejadas de su ubicación original. Esta fue la técnica utilizada en el Doral Legacy Park. • Solidificación: se inyectan concreto en el suelo hasta solidificarlo. • Encapsulamiento: el más apropiado y eficiente en muchas ocasiones. Se encapsula el terreno contaminado con 2 pies de suelo limpio o de concreto, y el agua subterránea es monitoreada constantemente para prevenir derrames.

Es un programa de desarrollo económico, porque se utiliza un área que estaba abandonada o descartada y se convierte en económicamente viable y utilizable por la comunidad con negocios sustentables.” Una vez que finaliza el proceso de limpieza, los resultados son certificados utilizando ciertos instrumentos legales; “permite a la ciudad tener una protección para su seguridad; ese es uno de los incentivos más importantes que pueden obtenerse para una comunidad.” Con respecto al Doral Legacy Park, Goldstein y Perez explicaron que el sitio “ha tenido los más altos estándares de escrutinio ambiental posibles a nivel gubernamental; la Ciudad ha ido más allá de lo requerido por la ley para asegurar que cualquier medida de contaminación por encima del riesgo sea eliminada adecuadamente”, siguiendo los pasos aprobados por el Condado y el Estado, que incluyen la remoción y desecho adecuado del suelo removido. Doral 4200: From Discord to Approval

oral’s City Council unanimously approved in first reading the zoning amendment requested by Codina Partner to allow the construction of a residential development made up by 250 apartments in the lot located between 41st Street and 107th and 109th Avenues. According to its original use, that 10 acres lot was zoned as follows: 5 acres for commercial use and 5 for mixed use (residential and commercial). The zoning approved in this first reading allows the 10 acres to be considered as high-density residential areas. The lot is under contract for purchase by Codina Partners, developers of Downtown Doral. This residential project, called Doral 4200, includes four five story residential buildings with a total of 250 apartments, with one, two and three bedrooms and the project will include lakes, green areas, a swimming pool, a Club House and a gym. This approval was recommended by the City of Doral Planning and Zoning Department, led by Julian Perez, who explained that this suggestion was based on an exhaustive analysis which took into account key aspects such as its compliance with neighboring projects, construction design and traffic impact. Perez explains that the Doral 4200 project is not that massive, because besides the residential units, it also includes lakes and green areas. He states that it is compatible with the surrounding areas and it is even very similar to another close by development successfully completed by Codina on 114th avenue and 41st street, the Amli Doral. Regarding the traffic impact, this construction will allow its residents the possibility to walk to close by businesses and some sources of employment located in the area. Additionally, the comparative study performed by David Plumber & Associates (who has been doing traffic analysis for almost 40 years), proves that by changing the use of these 24.7 acres, traffic in Doral would be much less affected. The study shows that, if any construction is done under the current zoning, this will imply approximately 8 thousand 23 rides during the day, one thousand 240 rides along morning rush hours and one thousand 132 rides during evening rush hours. Under the current zoning, the rides during the day would be reduced to 1,639 (-80%), 126 during morning rush hours (-90%) and 155 (-86%) at evening rush hours.

Precisely after these considerations and the analysis of future implications for Doral residents, City Council members decided to support the zoning amendment whose main objective is to reduce the area’s permitted density. Doral’s Mayor, Juan Carlos Bermudez, expressed that all arguments and investigations were heard, concluding that allowing the construction of Doral 4200 will have less impact in the community that the future possibility of 800 thousand square feet of commercial spaces and residential units. “We are actually reducing use density and approving a project compatible with those already in the area.” Councilwoman Christi Fraga expressed that, as a Doral resident, she would have preferred that the lot remained without any construction, but the reality is that at certain point it was going to be developed and Codina’s proposal has less impact in the area, since it eliminates the possibility of professional or medical offices being built which, due to the existence of the

Kendall Regional Medical Center in the adjacent lot, it is was an imminent possibility. “I understand that many residents are worried about the impact on traffic, the schools and our infrastructure in general, but we must also take into account that the Miami-Dade County has various improvements for the 107th avenue, and that four new schools are coming to Doral, two K8 and two high schools. We must also point out that these apartments will be affordable, encouraging their inhabitants to live and work in our city,” explained Councilwoman Fraga. Councilwoman Claudia Mariaca expressed that this decision was taken thinking in the future of Doral. “A city must develop with planning, for this reason and based on the studies carried out we decided it was better to approve this amendment in the zoning allowing for the construction of the Doral 4200 project instead of being exposed, in a near future, to the construction of several office and apartment towers that would further impact traffic.”

RESIDENTS ARE SAYING

This topic was already discussed in the City of Doral, since last March 22, 2017, the Municipal Council had denied this request for amendment for the Doral 4200 project; however, Councilwoman Claudia Mariaca presented a reconsideration request over this decision. According Councilwoman Mariaca, she decided to propose this reconsideration after receiving multiple requests from Doral residents, showing their support to this project that, according to them, it will bring less traffic to the city than if we keep the zoning as currently established as it would allow the construction of offices, commercial spaces, as well as residential units. Those who are in favor of the residential construction at 4200 assure that Doral’s traffic is mainly because of business and commercial activities, which is evidenced

on weekends when the traffic congestion drops by 90%. An aggravating circumstance to this situation is that the construction of the Kendall Regional Medical Center is already approved on the adjacent lot, implying the possible construction of medical offices (under the current zoning) at 4200, thus entailing a continuous and massive mobilization of people. However, there was another group of residents that opposed this zoning change, among them, Alvaro Ferrando, who even began through social media a signature collection against the 4200-use modification. Ferrando assures that traffic in the area is heavy enough during the week. “Imagine if we add 250 more apartments, that would result in approximately 2.5 vehicles per unit, thus adding 625 more cars to Doral.” Another aspect pointed out by Ferrando is that

these apartments will require additional schools, maintenance and security services, among others, which must be provided by the city. “I want to also point out that these units are exclusively rental units, and we all know that tenants never have the same care than owners regarding the place they reside in”. On the contrary of those who favored the 4200 zoning change, Ferrando considers that the construction of commercial spaces and offices will generate more sources of employment and services for Doral residents. Despite the zoning amendment was unanimously approved, it must go to a second reading, which is already set for this coming May 24, 2017 at six in the evening in the City of Doral facilities.

Councilwoman Ana Maria Rodriguez was satisfied with the decision, since she assures that allowing the reduction of the density in the 4200 lot will imply less impact on Doral’s community. “We performed a thorough analysis of the proposal’s pros and cons and concluded that, definitely, building these 250 apartments will affect much less our traffic situation than the use it had until now.”

l Concejo de la Ciudad de Doral aprobó unánimemente en primera lectura la enmienda de zonificación solicitada por Codina Partners para que sea permitida la construcción de un conjunto habitacional conformado por 250 apartamentos en el terreno ubicado entre la 41 calle y las avenidas 107 y 109. Según el uso original, las 10 acres que conforman este terreno estaban zonificadas de la siguiente forma: 5 acres para uso comercial y 5 acres para uso mixto (residencial y comercial). El uso aprobado en esta primera lectura permite que los 10 acres sean consideradas como residenciales de alta densidad. El terreno está bajo contrato para compra por parte de Codina Partners, los desarrollares de Downtown Doral. Este proyecto habitacional, denominado Doral 4200, incluye cuatro edificios residenciales de cinco pisos con un total de 250 apartamentos de uno, dos y tres dormitorios, con lagos, áreas verdes, piscina, Casa Club y gimnasio. Esta aprobación fue recomendada por el Departamento de Planificación y Zonificación de la Ciudad de Doral, dirigido por Julián Pérez, quien explicó que esta sugerencia se basó en un análisis exhaustivo que tomó en cuenta aspectos fundamentales como que estuviese acorde con los proyectos cercanos, el diseño de la construcción y el impacto vehicular. Explica Pérez que el proyecto Doral 4200 no es tan masivo, pues comprende, además de las unidades residenciales, lagos y espacios verdes. Comenta que es compatible con las áreas alrededor e incluso, es muy similar a otro conjunto cercano desarrollado con éxito por Codina en la 114 avenida con 41 calle, Amli Doral. Con respecto al impacto vehicular, esta construcción le va a permitir a sus residentes, la posibilidad de desplazarse caminando a los comercios aledaños y a algunas fuentes de trabajo, ubicadas en la zona. Adicionalmente, el estudio comparativo realizado por la empresa David Plumber & Associates (la cual tiene casi 40 años realizando análisis de tránsito) evidencia que al cambiar el tipo de uso de estos 10 acres la incidencia en el tráfico de Doral sería mucho menor. El estudio indica que, si se realiza alguna construcción bajo la zonificación actual, esto implicaría un aproximado de 8 mil 23 viajes durante el día, mil 240 viajes en las horas pico de la mañana y mil 132

viajes durante las horas pico de la tarde. Bajo la nueva zonificación, los viajes durante el día disminuirían a mil 639 (-80%), a 126 durante las horas pico de la mañana (-90%) y a 155 (-86%) en las horas pico de la tarde. Fue precisamente tomando en cuenta estas consideraciones y tras analizar las implicaciones futuras para los residentes de Doral, que los miembros del Concejo Municipal decidieron apoyar la enmienda de esta zonificación que tiene como principal objetivo disminuir la densidad permitida en este lugar. El alcalde de Doral, Juan Carlos Bermúdez, manifestó que se escucharon todos los argumentos e investigaciones, llegando a la conclusión de que permitir la construcción de Doral 4200 tendría un menor impacto en la comunidad que la posibilidad futura de que se construyan 800 mil pies cuadrados de espacios comerciales y además unidades residenciales. “Realmente, estamos disminuyendo la densidad del uso y aprobando un proyecto compatible

con los ya existentes en esta área”. La concejal Christi Fraga manifestó que ella misma, como residente de Doral, hubiese preferido que este terreno se quedara sin construir, pero la realidad, es en que, en algún momento se iba a desarrollar y la propuesta de Codina tiene un menor impacto en la zona, pues elimina la posibilidad de que sean construidas oficinas o consultorios médicos que, ante la próxima construcción del Kendall Regional Medical en el terreno adyacente, es una posibilidad eminente. “Yo entiendo que muchos residentes estén preocupados por el impacto en el tráfico, las escuelas y en nuestra infraestructura en general, pero también hay que tomar en cuenta que el condado de MiamiDade tiene proyectadas varias mejoras para la 107 avenida y que vienen cuatro nuevos colegios para Doral, dos K8 y dos high school. También hay que destacar que estos apartamentos van a ser accesibles, propiciando que las personas que vivan en ellos puedan vivir y trabajar en nuestra ciudad”,

explicó la concejal Fraga. Por su parte, la concejal Claudia Mariaca manifestó que esta fue una decisión que se tomó pensando en el futuro de Doral. “Una ciudad debe desarrollarse con planificación, por lo que nos basamos en los estudios que se realizaron para decidir que es mejor realizar esta enmienda en la zonificación que permita construcción del proyecto Doral 4200 que exponernos a que, en un futuro cercano, se levanten varias torres de oficinas y apartamentos que impactarán mucho más en el tráfico”. La concejal Ana María Rodríguez se mostró satisfecha con la decisión tomada, pues asegura que haber permitido la disminución de la densidad en el terreno de la 4200 implicará un menor impacto en la comunidad de Doral. “Hicimos un análisis exhaustivo de los pros y los contra de esta propuesta y consideramos que, definitivamente, la edificación de estos 250 apartamentos afecta mucho menos al tráfico que el uso que tenía hasta ahora”.

LOS RESIDENTES OPINAN

Este tema ya había estado en discusión en la Ciudad de Doral, pues el pasado 22 de marzo del 2017 el Concejo Municipal había negado esta solicitud de enmienda para el proyecto Doral 4200, sin embargo,

la concejal Claudia Mariaca presentó una solicitud de reconsideración de esta decisión. De acuerdo a lo expresado por la concejal Mariaca, decidió someter esta reconsideración tras haber recibido múltiples solicitudes de los residentes de Doral, mostrando su apoyo a este proyecto que, según quienes lo respaldan, traerá menos tráfico a la ciudad que si se mantiene la zonificación hasta ahora establecida que permitiría la construcción de oficinas y espacios comerciales, además de unidades habitacionales. Quienes se manifiestan a favor de la construcción residencial en la 4200 aseguran que el tráfico de Doral es, principalmente laboral y comercial, lo cual se pone en evidencia los fines de semana, cuando la congestión vehicular disminuye en un 90%. Un agravante a esta situación es que en el terreno adyacente ya está aprobada la construcción de un Kendall Regional Medical Center, lo que implicaría la probabilidad de que (bajo la zonificación original) en la 4200 se establecieran oficinas médicas que conllevarían movilización continua y masiva de personas. Sin embargo, había otro grupo de residentes que se oponían a este cambio de zonificación entre ellos, Alvaro Ferrando, quien incluso inició a través de las redes sociales una recolección de firmas en contra de

la modificación del uso de la 4200. Ferrando asegura que el tráfico en la zona ya es suficientemente pesado durante toda la semana. “Imagínense si le sumamos 250 apartamentos más que implicarían un aproximado de 2,5 vehículos más por cada uno de ellos, es decir estaríamos sumando 625 carros a Doral”. Otro aspecto destacado por Ferrando es que estos apartamentos van a requerir servicios adicionales de educación, mantenimiento y seguridad, por ejemplo, los cuales la ciudad debe proporcionarles. “También quiero señalar que estas unidades son exclusivamente para renta y por todos es sabido que los inquilinos nunca tienen el mismo cuidado que los propietarios en cuanto al sitio en que residen”. Muy por el contrario de lo que aseguran quienes favorecieron el cambio de zonificación de la 4200, Ferrando considera que la construcción de comercios y oficinas generaría más fuentes de trabajo y servicios para los residentes de Doral. A pesar de que esta enmienda de zonificación fue aprobada unánimemente, debe ir a una segunda lectura, la cual ya está fijada para el próximo 24 de mayo del 2017 a las seis de la tarde en las instalaciones de la Ciudad de Doral.

os primeros casos fueron reportados en Rusia y más recientemente, se ha extendido a países tan cercanos México, Brasil, Paraguay y Colombia, entre otros, causando alarma mundial tras la muerte de varios adolescentes. Se trata de la “Ballena Azul”, un juego que se ha divulgado rápidamente a través de internet y de las redes sociales, incitando a los jóvenes al suicido. Quizás ya son conocidas por muchos las consecuencias fatales de este juego que van, desde heridas auto-infligidas, pasando por ver películas de terror en la madrugada y pincharse con agujas hasta el suicidio, lo que no todos sabemos es cómo evitar que nuestros hijos sean víctimas de este tipo de manipulaciones a través de internet. Para empezar, es importante estar informados y conocer cómo se inició este suceso. El juego “Ballena Azul” fue creado por un ruso llamado Philipp Budeikin, un ex estudiante de psicología que fue expulsado de su universidad, quien afirmó que su propósito era limpiar a la sociedad, empujando al suicidio a quienes él consideraba como inútiles. El juego empezó en el 2013 como F57, uno de los nombres del llamado grupo de la muerte en la red social VKontakte y se basa en 50 macabras tareas que hay cumplir durante 50 días hasta llegar a quitarse la vida. Es importante acotar que, como requisito para poder participar en la “Ballena Azul” los jugadores deben compartir datos personales y familiares, por lo que, si desean abandonar el juego, son amenazados con lastimar a sus seres queridos.

¿QUE HACER?

Los expertos aseguran que los programadores de este tipo de juegos detectan a personas que están solas y que, por lo general, se conectan largas horas en la noche y en la madrugada. También, se toman en cuentan perfiles de jóvenes que

incluyen cosas retadoras, desafiantes o rebeldes. Para los psiquiatras y psicólogos que han profundizado en el tema, las víctimas más frecuentes son los niños que ya han tenido antecedentes de producirse heridas a sí mismo y lo publican en las redes sociales. Igualmente, niños que comparten estados de ánimo depresivos como: “me siento solo”, “estoy triste”, “nadie me entiende”. A estos jovencitos, este juego les ofrece un propósito de vida, una aventura. “La Ballena Azul” les da la oportunidad de pertenecer a algo, pues, por lo general se sienten solos o rechazados. Los psicólogos insisten en que cada niño es diferente y hay muchos que, a pesar de estar acompañados por padres y familiares, se sienten incomprendidos y buscan refugio en las redes sociales. Obviamente, en esta época sería más que inefectivo, prohibir el uso de las redes sociales, pero si es importante la supervisión y orientación.

Como es imposible acompañar a nuestros hijos las 24 horas del día, quizás lo más útil sea aprovechar el tiempo juntos para establecer una comunicación abierta, en la que el uso correcto de las redes sociales y la forma de llevar las relaciones interpersonales sea un tema prioritario. La falta de fe, parece ser otro aspecto importante a considerar por los psicólogos y no se refieren específicamente a una religión, pero si a la importancia de inculcar valores, fe y un norte claro, que le permita a los niños sentirse protegidos y entender que tienen un futuro por delante y personas que las van a ayudar a conseguir sus metas. A nivel de actitud es bien importante ser muy observadores. Para los expertos hay varias señales que pueden poner a los padres alerta como algunos cambios en la forma de vestirse, de actuar o conductas extrañas. No son necesariamente conductas suicidas, pero si son muy atípicas dentro del comportamiento rutinario de nuestros hijos. Igualmente, cuando un niño se comienza a aislar, uno de los factores puede ser la depresión y si su única relación es con el computador, con el celular o con la Tablet, la situación puede ser muy delicada. Según la Organización Mundial de la Salud (OMS), esta enfermedad afecta a 300 millones de personas

en el mundo y los jovencitos no escapan de ella. La depresión se ha convertido en un serio problema de salud infantil y juvenil, llegando a causar gran sufrimiento y a alterar las actividades escolares y familiares. En niños y jóvenes deprimidos, juegos como la “Ballena Azul” con retos como interrumpir el sueño, ver películas de terror durante 24 horas seguidas, no hablar con nadie durante un día o autolesionarse no hacen otra cosa que acelerar e incentivar su predisposición a la tristeza. Así que, una vez detectadas las señales de alerta, es evidente que lo más importante es establecer y mantener la comunicación con los hijos. Definitivamente, hay que estar pendiente de ellos, aunque pensemos que ya son grandes, conocerlos y entenderlos. Si un padre no conoce realmente a su hijo, no podrá detectar una conducta extraña, explican los psicólogos. Es importante aclarar que conversar no es equivalente a preguntar si hizo las tareas o si cumplió con sus obligaciones familiares. Es preguntarle cómo les fue, quiénes son sus amigos y compartir también con ellos. Hay que conversar amistosamente, sin juzgar y sin intenciones de que su hijo se sienta en un interrogatorio. Hay que intentar mantenerse al tanto de lo que sus hijos ven, hacen y comparten en las redes sociales, debido a la gran influencia que tienen en sus vidas. De hecho, basándose en el poder las redes sociales, surgió la “Ballena Rosa”, un desafío online que nació en respuesta a la “Ballena Azul” en Brasil, el primer país latinoamericano en el que se documentaron casos relacionados con el macabro juego. A diferencia de la “Ballena Azul”, su homónima rosa no busca la muerte, sino la vida. Sigue la misma dinámica, pero propone a los niños ser generosos con alguien, hacer reír a otra persona, expresar cariño, fomentar la autoestima, elogiar a un compañero que sufra acoso escolar o hacer nuevos amigos. El último reto es salvar una vida. El sitio web de la “Ballena Rosa” que está disponible en portugués, español e inglés, pretende demostrar que internet también puede usarse para hacer el bien y quizás ese sea el menaje más importante que debamos transmitir a los jóvenes: el adecuado uso de internet y de las redes sociales. Realmente, más allá de las redes sociales, del trabajo y de los estudios, lo que es verdaderamente importante es compartir con nuestros hijos y que sepan lo significan en nuestras vidas. Que entiendan que cada uno de ellos es una persona valiosa y que pertenecen a una sociedad a la que tienen mucho que aportar.

lorida Power & Light Company (FPL) continues to upgrade its system in the Doral area as part of its ongoing work to strengthen the power grid and improve service reliability. Company investments, which include strengthening power lines and power poles, trimming trees around power lines and installing smart grid technology, help make the grid more reliable day-to-day and more storm-resilient. “We continue to build a stronger and smarter electric grid to provide our customers with reliable service year-round,” said Eric Silagy, president and CEO of FPL. “Our ongoing investments in strengthening the electric grid and utilizing advanced smart grid technology help us deliver electricity our customers can count on in good weather and bad. This was never more evident than during last year’s hurricane season.”

FPL’s investments to the grid were tested last year during Hurricane Matthew and demonstrated its benefits to customers. FPL restored 99 percent of customers affected by Hurricane Matthew by the end of two full days of restoration following the hurricane’s exit from its service area. Smart grid automated switches on FPL’s system prevented 118,000 customer interruptions, and strengthened main power lines performed 30 percent better than non-strengthened main power lines. Furthermore, no FPL transmission poles or hardened main power line poles failed. For everyday reliability, strengthened power

lines perform approximately 40 percent better than lines that have not been strengthened, which improves reliability and speeds restoration efforts during severe weather such as afternoon summer thunderstorms.

2017 IMPROVEMENTS IN THE DORAL AREA

When the planned 2017 work is completed, FPL will have made the following improvements in and near Doral since 2006: • Strengthened 14 main power lines, including those that serve all critical and community services, such as Miami-Dade County Police Department Midwest District Station, Baptist Medical Plaza and a 911 emergency communications center, which are necessary for communities to recover after a storm; • Cleared tree branches and vegetation — a major cause of power outages — from 71 miles of power lines every year, and more than 785 miles since 2006; • Inspected all 2,770 power poles every eight years, strengthening or replacing those that no longer meet the company’s standards for strength; • Installed smart grid technology, including 10 automated switches on main power lines and 96 automated switches on smaller power lines serving neighborhoods, to help detect problems and restore service faster when outages occur; and • Inspected 75 main power lines and equipment using infrared technology to detect issues before they cause a power interruption. “FPL has the most reliable service of any investorowned energy company in Florida, but we are never satisfied,” said Manny Miranda, senior vice president of power delivery for FPL. “We’re working hard every day to provide our customers within the Doral area with electric service they can count on. This includes several new projects in the area, such as strengthening the main power line to the Miami-

Dade Fire-Rescue Fontainebleau Station.”

STRENGTHENING THE FPL GRID THROUGHOUT FLORIDA

Since 2006, FPL has invested more than $2.7 billion, as well as ongoing maintenance and improvement work, to make the energy grid stronger and smarter. This includes: • Strengthening main power lines, including those that serve more than 700 critical community facilities and services, such as hospitals, police and fire stations, grocery stores, gas stations and other services necessary for communities to recover after a storm; • Clearing vegetation — a major cause of power outages — from more than 15,000 miles of power lines annually; • Inspecting the company’s 1.2 million power poles every eight years, and upgrading or replacing those that no longer meet our standards for strength; and • Installing 4.9 million smart meters and 66,000 intelligent devices along the energy grid using advanced technology that helps detect problems and restore service faster when outages occur.

High School Starts Up Again in August - Are You Ready for College? By Belinda Leon, Ed.D

y now most high school seniors know what college they are attending in the fall. However, for those students about to start high school in August, the preparation for college begins! Even if you are already attending high school, there is still time over the summer to prepare for the college application process NOW. Here are six key things to do in preparation:

1. Plan out your schedule of classes over the entire 4 years of high school.

Colleges want to see that the curriculum you took in High school was rigorous enough so that you are able to handle college level courses. This means you want to take as many advanced or honors courses as possible. The ideal plan would be to take the maximum number of Advanced Placement (AP) courses accessible at your high school. However, in order to register for some honors courses or AP courses, you may need to take prerequisite courses first. This is why you need to plan out the order of the courses you want to complete. Some colleges will give you a list of recommended coursework you should complete during high school. Even Florida’s Bright Futures Scholarship lists the courses you need to take in high school in order to qualify for their college scholarships. Perhaps you want to transfer to a different program or school that allows you to graduate with your high school diploma and an associate’s degree simultaneously? Before you start high school, look at all your options and carefully plan out what courses you will register for in each year of study.

2. Choose your extra-curricular activities wisely and commit to them.

Before you can choose the college you want to attend, you need to at least have an idea of what you want to study. There are colleges that are known for having an excellent medical, legal, or engineering program. If you want to go to a school that has a strong program in your field of study, well – you need to know what you want to study! Find opportunities to explore your areas of interest. If you want to be a nurse, volunteer at a local hospital. If you want to be a teacher, get a summer job as a summer camp counselor. If you want to study business, ask that relative of yours if you can observe how they run their small business. Research the major that interests you; ask people you know lots of questions about what interests you; find a way to see upfront how that career actually plays out; and if you really need assistance – contact a vocational counselor who can help you determine how your talents and interests can be used in a specific profession.

4. Visit the colleges that you like when college students are on campus.

Colleges want to see that students are well-rounded and balanced in regards to how they manage classes and other activities. Extra-curricular activities can include school clubs or organizations, sports, volunteer work, and even a part time job. Do not choose an activity because you think it will “look good” on your college application. Be sure to pick something that truly interests you and that you will enjoy doing possibly through your four years of high school. Whatever extra-curricular activity you do choose, dedicate yourself for as long as you can. You can start out as a member, but try to occupy a position of leadership such as President, Team Captain, or Employee of the Month. This shows the college that the activity is not only something that captures your passion, but also provides evidence of your leadership skills. Keep track of your accomplishments because when you complete college applications, some schools ask very detailed questions about what you did in your activities.

Once you have an idea of what you want to study, you need to identify colleges that offer a strong curriculum for your program AND a college that fits your personal needs. Consider location, size, campus activities, student demographics, and most importantly – your gut feeling when you walk on campus. Come up with a list of about eight colleges that fit your criteria. It’s rather easy to do via the school’s website. You can also find graduates who live in your city that can share their experience with you. Try to schedule a visit to the college campus when students are in school taking classes. This allows you to see the type of students on campus, speak with them directly, and it gives you a feeling of the energy on campus. The most important determinant of what college you attend is how you feel when you step on campus. If you do your research and you know that this school has everything you want, but you just don’t feel comfortable when you visit – then keep visiting schools. You are going to spend at least four years of your life on campus and if you are not happy, it doesn’t matter how famous the school is – you will do poorly.

3. Explore different areas of study so you know what to pursue in college.

apply to, you need to review their entrance requirements. You want to make sure that you can meet their entrance requirements and that you complete everything pending as you continue through high school. Most importantly, take note of what exams and what scores they require. Most schools will accept either the SAT or the ACT, but some schools state that the essay portion of the test is optional. Others will require SAT subject tests! Does the school super score? All of this is important for you to put together your testing plan. Know exactly what you need to do in regards to testing for the college. Decide if you are better at taking the SAT or the ACT. Then, choose the test dates during your junior year of high school that you will sit for the exam. Take into consideration family obligations, exams at school, or anything else that might conflict with a test date. If you can take your tests during junior year and be done with it, then you can focus on applications during senior year. How many times do you take the test? Until you get the score you need for the college you want or until you think you just can’t score any higher.

6. Create a list of scholarships that you should qualify for by senior year.

Start you scholarship search early. You won’t be able to apply for the scholarship until you start your last year of high school although a few do allow for earlier applications. Simply make a list of all the scholarships that you think you meet the qualifications for. Then, during the summer before your senior year, start pulling the requirements together. Scholarship applications may ask for essays, recommendations, transcripts, and even interviews. Figure out what you need to submit and start gathering the materials or just be ready so that when you walk into the first day of school, you’ll know that you need to request a certain number of documents. his famous aphorism attributed to Hippocrates, a physician from ancient Greece who is considered the Father of Medicine and the author of the Hippocratic Oath, is still very much observed by physicians and medical students everywhere. Nevertheless, unintended averse reactions to medications still occur. Most adverse reactions occur because of increased pharmacologic effect of the medicine, such as bleeding when taking a blood thinner or as a side effect, such as gastric irritation when taking aspirin or because of an individual predisposition. Everyone reacts differently to medications. The individual predisposition to drug reactions is now the subject of intense research in an attempt to identify, based on genetic profiles, patients likely to experience adverse drug reactions to a specific drug and thus prevent drug reactions to that drug or group of drugs. Allergic reactions to medications are relatively rare and account for less than 10% of all adverse drug reaction. The allergic reaction is a specific type of adverse reaction that involves the person’s immune system. The immune system identifies the drug as foreign and reacts by producing antibodies or immunoglobulin E to the drug. The immunoglobulin activates cells that release inflammatory substances such as histamine that cause symptoms in the skin, nose, lung, throat, heart and stomach. An allergic reaction frequently occurs after having tolerated the drug before and may start immediately, several hours or even two weeks after taking the medication. Allergic reactions to drugs usually manifest with itchy skin rashes or hives but may include swelling, cough, vomiting, nausea and diarrhea. One of the most severe allergic drug reaction is termed “anaphylaxis” which is a medical emergency and include hives, facial or throat swelling, wheezing, light-headedness, vomiting, loss of consciousness and even shock. Anaphylaxis can result in death, so it is important to seek immediate medical attention if experiencing these symptoms. Although any medication can cause an allergic reaction, most frequently these reactions are due to penicillin, ampicillin, sulfa antibiotics, aspirin, nonsteroidal anti-inflammatory drugs such as ibuprofen,

chemotherapeutic drugs, anticonvulsants and biologicals such as monoclonal antibodies. People experiencing an allergic reaction to a medication should consult their doctor right away before taking the next dose of the medication. Your doctor will likely discontinue or substitute the medication and prescribe antihistamines and corticosteroids to treat the symptoms of the allergic reaction. If the reaction is severe, compromises your breathing, compromises your state of consciousness, includes swelling of tongue or throat, call 911 or go to closest emergency room. People that have had an allergic reaction to a medication should always tell every doctor, nurse and pharmacist about the drug allergy in every visit. People with a known drug allergy have to strictly avoid the culprit medication as well as its derivatives and other medications of the same class and should inform every health care provider in order to avoid subsequent reactions. Also, people that experience an allergic reaction to a medication should consult an allergist to confirm the diagnosis and help determine an alternative medication. Lastly, people that have been “labeled” allergic to penicillin many years prior may lose their sensitivity over time and can often be “unlabeled” by undergoing a penicillin skin test and challenge under the supervision of an experienced allergist/ immunologist. It is worth mentioning several other adverse drug reactions that although not strictly allergic are relatively common. Reactions to radio contrast material may occur with the administration of intravenous dyes used for radiographic procedures where the patient experiences flushing, itching, hives or blood pressure drop. These reactions

are not associated with seafood allergy, contrary to popular myth, and subsequent radiographic procedures requiring dyes may safely be performed with premedication or sometimes using another type of dye. Angiotensin converting enzymes (ACE) inhibitors is a group of commonly used medications to treat high blood pressure. They are a large family of drugs with generic names usually ending in “pril” such as lisinopril. These drugs may cause recurrent dry cough in some people or swelling of the tongue or face in others. People having had these adverse reactions should avoid all ACE inhibitors in the future. Also, aspirin, ibuprofen or non-steroidal anti-inflammatory drugs (NSAIDs) may cause in some people an adverse reactions with symptoms indistinguishable from an allergic reaction; that is with itchy hives, swelling and rarely full-blown anaphylaxis. In other people, usually adults with asthma or nasal polyps, aspirin or NSAID may cause exacerbations of their underlying condition; that is wheezing, cough, stuffy or itchy runny nose. These reactions to aspirin and NSAID are not technically allergic since they are not caused by antibodies directed against the drug but rather by what the drug does to diminish inflammation in some people that are predisposed. In any case, people with aspirin or NSAID sensitivity must strictly avoid this group of medication and take only acetaminophen or Tylenol. Also, in some cases, people sensitive to aspirin and NSAID may tolerate celecoxib or Celebrex. In other cases, people that need baby aspirin for cardioprotection may be desensitized to small doses of aspirin. In both of these cases, the patient should be administered the first dose of Celebrex or undergo the aspirin desensitization by an experienced allergist/ immunologist. Most people tolerate most medications well or experience only minor side effects. Overall, medications used judiciously do more good than harm as evidenced by the relative rarity of the once common ailments that have plagued humanity. Hopefully some day we may be able to prevent most, or why not, all of these adverse reactions mostly unpredictable today. Then we may be able to fully attain the Hippocratic mandate.

Crisis en Venezuela: ¿llegó la hora de La Salida? David Pérez Hansen @perezhansen

ace tres años Leopoldo López, María Corina Machado y Antonio Ledezma plantearon lo que se conoció como “La Salida”: un documento solicitando la renuncia de Nicolás Maduro en el que la protesta de calle y la invocación de los mecanismos constitucionales eran el norte y cuya gran movilización de partida, la del Día de la Juventud en Venezuela (12 de febrero de 2014), terminó con los hechos por los cuales hoy se encuentra condenado a cárcel el líder de Voluntad Popular. En el camino de aquella fecha hasta estos días es mucho el deterioro que ha experimentado la calidad de vida de los venezolanos. Cientos de miles de venezolanos hoy se encuentran en decenas de países y cientos de miles más, están en preparativos o tienen deseos de abandonar la patria hacia el incierto recorrido del destierro voluntario, pero obligado (conozco en carne propia lo que significa ese terrible juego de palabras). Para aquel entonces me desempeñaba como Director de Prensa del Alcalde Metropolitano Antonio Ledezma, quien, al igual que Leopoldo, hoy sufre los rigores de vivir privado de libertad por plantear “La Salida” y decirle a los venezolanos lo que hoy repiten los más visibles voceros de la MUD: “en la calle es la cosa”. Recuerdo como muchos tildaron de “locos” y “atorados” a López, Machado y Ledezma; cómo miraban para otros lados mientras eran víctimas de persecución y encarcelamiento y haberme preguntado ¿cuál era La Salida? También me viene a la memoria ese pensamiento recurrente entre tantos de los que hemos nacido en la tierra de Bolívar: ¿qué más tiene qué ocurrir para que la gente despierte y entiendan que vivimos en DICTADURA? Más de mil días han transcurrido. Más y más frustraciones se acumularon, incluyendo un Referéndum Revocatorio que se deslizó mansamente por debajo de una mal llamada “mesa de diálogo” a la que acudieron corderos a servir de plato principal en el festín del lobo al que no le vieron las costuras en el disfraz de oveja, aunque la excusa ahora tenga tintes religiosos y hasta sacramentales. Lamentarse sobre el agua derramada es un ejercicio inútil, pero hacer memoria histórica (aunque

sea la más reciente de los 18 años de tragedia que nos ha tocado vivir como pueblo) es menester en la comprensión de los días que atraviesa Venezuela. Los tiempos y las justificaciones son todo en política. Así llegó el pasado mes de marzo y una sentencia más de la Sala Constitucional del Tribunal Supremo de Justicia. La diferencia: esta era “La Sentencia” y el tiempo, el indicado para tratar de recobrar el espíritu de calle de una población defraudada por ese mismo liderazgo que la volvía a llamar, ahora en defensa de la Democracia ante el Golpe de Estado del poder judicial. La Dictadura no era nueva, pero el momento de gritarlo a los 4 vientos estaba servido y ni la rectificación de los magistrados chavistas a petición del burdo opresor hijo del difunto charlatán de boina roja (heredero y padre de la dictadura respectivamente), podía parar un movimiento cuya inspiración tiene mucho más de hambre, arrechera desenfrenada, de pueblo burlado y gente desesperada ante la falta de opciones, que de dirigencia opositora o discursos enardecidos de esos mismos líderes que se prestaron para sepultar las aspiraciones de los que ahora luchan en pueblos y ciudades de Venezuela.

Tras mes y medio de manifestaciones, al momento de esta publicación, el número de muertos supera las cuarenta personas, de acuerdo al Observatorio Venezolano de conflictividad social, y no se ven soluciones, al menos en corto plazo. El discurso político habla de resistencia y el acompañamiento de los líderes en la primera línea de las protestas, muestra la coherencia y unidad que tanto se le ha reclamado a los factores de oposición venezolanos. Pero que nadie se llame a engaños: Nicolás Maduro encabeza una banda de delincuentes, una narco dictadura que se sustenta en los fusiles de hombres y mujeres de uniforme, comandados por vulgares hampones que amasan impensables fortunas mediante el control de las rutas de drogas a lo largo y ancho del país. No tratándose de un gobierno, sino de un cártel, la represión desmedida y brutal actuación de la Guardia Nacional Bolivariana y los cuerpos policiales encajan en el escenario. Los capos no se entregan. Utilizan toda la violencia de la que disponen y hacen hasta lo imposible para no perder el poder, pues las opciones a posteriori implican la cárcel o la muerte. Por eso los colectivos, el paramilitarismo puro y burdo del que se valen quienes demuestran su más absoluto desprecio por la vida ajena. La idea de imponer el miedo, sin importar cuántos más tengan que caer, es parte de la receta cubana que siguió al pie de la letra el inefable Hugo Chávez y que ahora reproduce ese títere de los Castro que lleva a Venezuela directamente al despeñadero. Nicolás Maduro no tiene ni carisma, ni talento para disimular su condición de dictadorzuelo tropical. Es una caricatura inacabada de tirano que me empeño en comparar con Bashar Al Assad por su victimización reiterada y peor aún, porque no

dudo que si tiene la oportunidad de matar a miles como el protegido de Putin, este otro hijo que tiene en Suramérica lo hará sin miramientos y con el aplauso de las focas de verde que componen el Alto Mando Militar.

¿PANORAMA SOMBRÍO? SÍ.

Sostengo que peor a la falta de esperanza, es la esperanza ingenua y me niego a militar en ese ejercicio de optimismo masificado que parece más un encuentro de autoayuda, que un análisis real de los tiempos que corren en Venezuela. Otra cosa es el fatalismo que desmoviliza. Por eso el papel de los jóvenes y su rebeldía, la que trasciende la retórica política y se enfrenta a bombas y balas con el sueño de lo posible y la negación permanente de las trabas que nos imponemos con el paso de los años. Es la sangre de esos muchachos la que se ha derramado, la sangre de los que podrían ser nuestros niños y que para otros son burdos títeres a los que se les debe cortar la cuerda. No quiero militar en el periodismo profético y mucho menos escribir con una bola de cristal en la mesa. Son tantas las desilusiones. Como si fuera ayer, ya se cumplen 10 años del cierre de RCTV y, como si fuera ayer, escuchamos que al “régimen le queda poco”. Ojalá sea así. Me preguntaba Jaime

Bayly que si era optimista e insistía en conducirme a ello. Le contesté que veo acciones en el camino correcto, pero me rehuso a tocar trompetas propagandistas. Me niego a ver a la distancia la muerte de más venezolanos que luchan por su libertad, pero creo es que inevitable. Las manipulaciones deben ser rechazadas vengan de quienes vengan sin caer en el simplismo de aplaudir en unos lo que criticamos en otros, pues en ambos extremos el fin justifica los medios y en medio están los de siempre. Extirpar el cáncer que ha significado el chavismo en Venezuela pasa por “La Salida”, pero la salida de los egos, de las agendas personalistas, de la ansiedad por correr a la taquilla con el ticket ganador. Es menester entender la magnitud del mal que se ha propagado durante 18 años con múltiples ramificaciones, ausencia absoluta de escrúpulos

para hacer lo que haga falta con tal de mantener el poder, de no perder la gallinita de los huevos de oro, evitar el demoledor paso de la historia y el estercolero de los tiempos, que es a donde están destinados los narco asesinos de hoy, los hijos de Chávez, los ladrones de la riqueza venezolana, los enemigos de los muchachos que sueñan…, esos mismos que representarán la pesadilla de los canallas y señalarán el rumbo a seguir con sus dedos irreverentes. New “Every Lesson Counts” campaign wants to count each swim lesson taught and reach 1 million by May 2018

ay is National Water Safety Month. In recognition of the popularity of swimming and other water-related recreational activities, the month brings attention to best practices for being safe in and around the water. In Miami-Dade County and Florida, drowning is the number one cause of death of children under age five. Swimming experts, such as the American Red Cross, advocate water safety education and swimming lessons, as one of the best way to prevent drowning incidents. To help spread awareness of water safety and the urgency of learning to swim to children and their families, the Miami-Dade Parks, Recreation and Open Spaces Department together with Miami-Dade County and the MiamiDade Drowning Prevention Coalition (DPC) and its partnering municipalities, schools, non-profit and private learn-to-swim providers county-wide, are joining forces to get Miami-Dade youth water-ready. May 2017 kicks-off the “Every Lesson Counts” lean-to-swim water safety campaign in Miami-Dade County, with the goal of teaching and ‘counting’ one million swim lessons annually in the County. The campaign brings together county-wide resources for swim lessons and highlights the importance that every child learns to swim. On May 20, from 11 a.m.- 2 p.m., Miami-Dade Parks will join DPC and the Trauma Services Department at Nicklaus Children’s Hospital in hosting the ninth annual “Summer Safety Splash” at West Perrine Park Aquatic Center, 10355 SW 172 St., Miami. The free event provides parents and children with resources on swimming lessons, water and child safety and much more. ayo es el mes nacional para la seguridad en el agua y teniendo en cuenta la popularidad de la natación y de otras actividades recreativas acuáticas, este mes hace hincapié en las mejores prácticas para proteger nuestra seguridad cuando estemos en el agua, o cerca de ella. En el Condado de Miami-Dade y en la Florida, la muerte por ahogamiento es la principal causa de muerte en niños menores de cinco años. Expertos en natación, como la Cruz Roja Americana, abogan por las clases de natación y sobre seguridad en el agua como una de las mejores vías para evitar los casos de ahogamiento. A fin de ayudar a elevar la concientización sobre las medidas de seguridad en el agua y la urgencia de enseñar a nadar a los niños y a sus familias, el Departamento de Parques, Recreación y Áreas al Descubierto de Miami-Dade, junto con el Condado de Miami-Dade, la Coalición para Evitar las Muertes por Ahogamiento de MiamiDade (Drowning Prevention Coalition, DPC) y los municipios de todo el condado, sus escuelas y proveedores privados y sin ánimos de lucro que imparten clases de natación, se unen con el objetivo de que los jóvenes de Miami-Dade estén listos para entrar al agua. Doral Silver Knight nominees recognized by Doral Council

At the May 10th 2017 Council meeting, Councilwoman Christi Fraga requested that the City of Doral Mayor and Council recognize students from Ronald W. Reagan/Doral and Doral Academy Preparatory who had been nominated by their schools for the Miami Herald’s Silver Knight Awards. The Awards were instituted in 1959 by John S. Knight, past publisher of the Miami Herald, and are one of the nation’s most highly regarded graduating senior awards. The Silver Knights were created to recognize Miami-Dade and Broward County’s most outstanding graduating seniors who have not only achieved exceptional academic success, but who have also exhibited independent thinking, creative problem solving, leadership, and perseverance. However, perhaps the most vital qualification of a Silver Knight nominee is that they must have also applied their acquired knowledge as well as their special talents to contribute significant service to their schools and communities. “I cannot be any more honored to recognize these exceptional “young women,” whose stories have

touched my heart, and who have given me the hope that they will be the “next generation leaders” who will not only work hard at serving their communities, but who will also keep our city, our state, and even our country moving in the right direction,” said Councilwoman Fraga. Eleven young women were nominated from Ronald W. Reagan/Doral. They were joined by family, and their Principal Juan Carlos Boue. The nominees from Ronald W. Reagan / Doral were: Valeria Baduell- Business, Valentina BaptisteGeneral Scholarship, Carolina Escamilla- Music and Dance, Juliet Fernandez-Social Science, Lara Keresztes- Speech, Nichole Lopez- Math, Andrea Merino- Digital and Interactive Media, Leslie Purvis- Science, Isabel Rios-Pulgar- Vocational/ Technical, Isabel Rodriguez- World Languages, and Rhiana Suarez- English and Literature. Eight young women were nominated from Doral Academy Preparatory and they were accompanied by their Vice Principal Yvette Tamargo and their Silver Knight Coordinator

The nominees from Doral Academy Preparatory were: Kristyanne Cabrera- Journalism, Katherine De Jesus- General Scholarship, Kimberly De JesusVocational/Technical, Nathaly Gonzalez- Social Science, Jillian Herrera- World Languages, Alexis Howard- Digital and Interactive Media, Maria Samboni- Music and Dance, and Jocelyn Triana- Art. Nominees from all schools have already appeared on March 15th and April 4th, 2017 to be interviewed by a panel of independent judges. Each panel of judges selected one Silver Knight and three Honorable Mentions in each category. Names are not revealed until the Silver Knight Awards ceremony on Wednesday, May 17th, 2017 at the Silver Knight Awards Ceremony, at the James L. Knight Center between 7:00PM9:00PM. Silver Knights winners receive $2,000, a Silver Knight statue and a medallion presented by American Airlines. We wish all of the nominees from Ronald W. Reagan/Doral and Doral Academy Preparatory the best of luck at this prestigious ceremony.

Junior at Ronald Reagan Senior High

On April 27, the students of the Ronald Reagan Doral Senior High’s Yearbook staff and RTV Crew participated in the 2017 Florida Scholastic Press Association (FSPA) convention in Orlando. The convention lasts three days and hosts contests as well as workshops for journalism students specializing in a range from broadcast journalism to news writing. The RTV Crew earned several high marks in a number of categories, but just barely missed the points to place. Carlos Irazabal, crew member, said “If we had just a little more time in our competition, I really feel like we could have placed at the state level. Overall though, I’m proud of us for doing as good as we did, despite the obstacles we faced.” The Yearbook staff did stellar, receiving four state awards. Rebeca Puente-Limon received first place in On-The-Spot Review Writing. Galia Long, Juliet Fernandez, and Carlos Guerrero received second place in the On-The-Spot Yearbook Spread. Johanna Lopez received third place in On-The-Spot

Hand-Drawn Illustration, and Paula Brochero received an Honorable Mention in On-The-Spot Press Conference Story. Last year, the staff received an overall Silver Rating on the state ranking on the tenth edition of the Tatanka Yearbook. The staff worked tirelessly all year to publish another state award-winning book this year. Galia Long, Editor-in-Chief for the Yearbook, says “We put out a very strong book out this year. All the stress, sleepless nights, and extra hours put into finishing and submitting the book on deadline day definitely feels worth it once you have the finished product in your hands. We’re striving for an All-National title this year and I really think we have a shot at that.” The Tatanka yearbook staff brought home many more reasons for Bison pride within the Ronald Reagan student body. Students are now waiting for next year’s convention to exhibit their newly founded skills and take a greater amount of prizes home.

PTA Appreciation Breakfast was a success!

On Friday 28th, 2017, Doral Family Journal hosting in partnership with School Board member Susie Castillo held a PTA/PTSA Appreciation Breakfast at Hotel InterContinental At Doral. In the event, all PTA/PTSA board members and principals from schools District 5 were recognized, for their hard work. Thank you to all of the PTA/PTSA officials and volunteers as the close of this 2016-2017 school year, for your constant dedication to the schools and the education! The amount of dedication that these individuals have shown is truly amazing. They have gladly and unwaveringly given their time and efforts to improve the lives of our children. During the event, the police officers from Doral Received recognition for their vocational service and integrating students into the D.A.R.E program, creating awareness of the risks involved in drug and alcohol use.

n Memorial Day, we honor the soldiers and service members who have given their lives for our nation. Social Security respects the heroism and courage of our military service members, and we remember those who have given their lives in defense of freedom. Part of how we honor service members is the way we provide Social Security benefits. The unexpected loss of a family member is a difficult experience for anyone. Social Security helps by providing benefits to protect service membersâ€™ dependents. Widows, widowers, and their dependent children may be eligible for Social Security survivors benefits. Itâ€™s also important to recognize those service members who are still with us, especially those who have been wounded. Just as they served us, we have the obligation to serve them. Social Security has benefits to assist veterans when an injury prevents them from returning to active duty. Wounded military service members can also receive expedited processing of their Social Security disability claims. For example, Social Security will provide expedited processing of disability claims filed by veterans who have a U.S. Department of Veterans Affairs (VA)
