City Council Meeting in brief Newsroom

he following is a brief account of some of the major topics that affect the City, discussed during the City Council meeting, on september 11, 2013. Please note that the meeting lasted approximately 6 hours. CBO Grants

The topic of CBO Grants was once again at the table and discussed by council. The Doral Chamber of Commerce (DCC) had applied for a $5,000 CBO grant. However, in previous council meeting, the request was denied because the financials of the DCC was not in good order. In addition, licensing of the organization was not up to par with the City of Doral’s requirements. Mr. Manny Sarmiento addressed the council regarding the issue at hand and Councilwoman Ruiz also commented that all the licensing issues had been taken care of. She felt that the DCC is a good organization that does much for the community and that the CBO grant should be taken under consideration. It was further mentioned the City of Doral is a member of the Doral Business Council (DBC) and that the city supports the DBC with large amounts of money. The DCC should also be supported stated Councilwoman Ruiz as should other local business chambers. Councilwoman Fraga and Rodriguez both agreed that perhaps the City should look into membership into the Chamber. Apparently, the CBO grant could not be awarded because it had been previously withdrawn by Mr. Sarmiento. The Mayor also suggested to be supportive of the local city chambers. Council agreed. Red Light Cameras

The topic of the funds collected by the Red Light Cameras was brought up once more by Vice Mayor Rodriguez Aguilera since she brought forth a Resolution for any residual monies left by the fines collected to be used for safety programs. The topic was discussed and the City Manager reiterated that there was not much left after the state, the company, and the costs involving the fines were taken under consideration. The Resolution is in place, however, and management and staff will provide the information and data to the council as to any residual funds. Doral approves lower tax rate Mayor Boria proposed lowering the rate because it will not only benefit taxpayers but help the city in its efforts to annex one square mile of

land in the north west area of the city, north of 58th Street. It appears that the neighboring city which is in the path of the annexation is concerned about paying more taxes that they are currently paying. After a brief discussion regarding the current millage rate, the council unanimously approved lowering the rate to $1.9280 per $1,000 of taxable property. This marks a decrease of 29 cents from the maximum rate approved in early August. Ordinance Prohibiting City of Doral Paid Lobbyists to Lobby the City on behalf of Outside Principals This ordinance was brought forth by Councilwoman Rodriguez with the intention of keeping the lobbying efforts made by City of Doral paid lobbyists from lobbying the City of Doral on behalf of other clients. “In essense it prevents people from double dipping and making money in two pots of money.”, stated Councilwoman Rodriguez. This was to be a very simple ordinance, however, Mayor Boria took offense to the proposed ordinance by the Councilwoman and agressively attacked her regarding her relationship with the former Mayor, JC Bermudez. “Have you spoken to the former Mayor about this?” asked Mayor Boria to Councilwoman Rodriguez. Councilwoman Rodriguez mentions that she feels that this is a good policy especially in light of recent issues in other neighboring cities. The Mayor presses her, “Can you answer the question? Have you spoken to the former Mayor about this issue?” Councilwoman Rodriguez does not deny that she has spoken to Mayor JC Bermudez on many issues, “He is a resident of the City and a Constituent, I speak with him on multiple issues. I have a good relationship with him.” Mayor Boria continues, “you do not feel comfortable answering yes or no?” Councilwoman Rodriguez answers, “yes, I have spoken with him on this issue and others. I don’t know what this has to do with the merit of the item, I believe that this is a good item.” She stressed that she was not targeting anyone or accusing anyone in particular but felt that this is a good item for the benefit of everyone. She stressed that this has nothing to do with the former Mayor. Councilwoman Fraga agrees and “applauds” Councilwoman Rodriguez for bringing it forth and believes that this is a clear-cut item that will be beneficial to the City to follow. Vice Mayor Rodriguez Aguilera also supports the ordinance and believes that is “good matter of business” that states we do not want our paid

lobbyists to lobby the City on behalf of other clients. “This is a law that we are creating for not just this council but all council in the future.” stated Vice Mayor. The Mayor suggested that the City Attorney look into looking at what the City currently has in place regarding this matter and that the amount of time for lobbying the city by a former employees be extended from two years to four years. Vice Mayor stated that she felt that four years is excessive. The attorney stated that under state statue that it is two years, however, it does allow city governments to extend if they choose to. Councilwoman Ruiz encouraged the council and the City Attorney to draft an ordinance and suggested that concerns be sent to the City Attorney. Mayor Boria finally said that this would be a good law but “we have to do our own procedure and processes and we cannot do everything that people out there want us to do and I’m not going to do anything with hate.” The Mayor said, “I am not going to make a pact with man, my pact is with God, and I’m not going to allow anyone to fill this council with hate.” He concluded. Councilwoman Rodriguez again reiterated that this had nothing to do with one person and that her relationship with the former Mayor had nothing to do with her bring the ordinance forth. The next meeting is Zoning Meeting is scheduled for September 25, 2013, at the Government Center, 3rd floor Chambers, 6:00 PM.

Mayor Boria should continue to abstain from voting recommends Ethics Panel In a public meeting in Downtown Miami on Thursday, September 12, 2013; the Miami Dade Ethics Commission ruled that Mayor Luigi Boria had not committed any violations to date. They also determined that the monies involved in the project involving his children was tied to him, Mayor Boria. The Ethics Committee also recommended that the Mayor abstain and continue recusing himself from any voting on the project. The decision was made after a five month investigation by the Ethics Committee. Mayor Boria spoke to the Miami Herald on Thursday and said that he was pleased with the outcome. To date there have been no official documentation from the Ethics Committee to the public regarding this mater. The details of the ruling have been made public from reports of the Miami Herald.

Hispanic Heritage:

lorida residents have been developing a bilingual identity for centuries. It is not an exaggeration. Spanish was the first language spoken in these swampy lands from that spring of 1513, when Spaniard explorer Juan Ponce de Leon marked with a cross of stones, 15 vertical and 13 horizontal to signal the year, the place not far from St. Augustine where he landed his ships. The Florida territories were ceded to the British in 1763 and since then English and Spanish languages and cultures intertwined to create the particular Hispanic culture of this area of the United States. From the second half of the 20th century, add to the mix the continuous migrations of people from Spanish speaking countries, especially from Cuba and you can find the reasons for that very special ‘Miami sound’ that distinguish South Floridians when speaking English. Within that mixture of cultures, we have the City of Doral, a flourishing community with 90% Spanish speaking population, where in March 2013 the Council passed resolution 13-048 declaring it to be an “officially multilingual and multicultural city, where Spanish is acknowledged as the second official most used and spoken language”. Every new wave of immigrants that choose Doral as their new home have increased the cultural baggage of the city and provided the best breeding ground for rising a new generation of perfectly bilingual and bi-literate children. Making them proficient in their parent’s mother tongue is not an easy task though. Excellent teachers and outstanding educational programs provided by the Miami-Dade Public Schools System have allowed these children to learn both English and Spanish with equal levels of proficiency, an effort for which they will surely reap the fruits in the future. To speak about the Spanish programs Doral Public Schools provide for students and the English as a Second Language programs existing for their parents, we interviewed Mrs. Maria Luisa Cabra, who teaches Advanced Spanish Programs at Ronald W.Reagan/ Doral Senior High School. DFJ: Ms. Cabra, How important is it to push children to continue studying and practicing their Spanish Language? MLC: If parents do not continue pushing their children to speak and study Spanish they will lose the language. They would later regret missing the chance of becoming completely bilingual, with a beautiful language as Spanish while mastering English as well. Worldwide bilingual

María Luisa Cabra employees are better paid than those who speak only one language, children should understand that, and also it gives great personal satisfaction being able to communicate and learn other languages and other cultures. DFJ: What would you recommend for parents to encourage the practice of the Spanish Language at home and what are the programs available to support that effort in Public Schools? MLC: Speak in Spanish to their children most of the time. Also provide them with reading materials, watch movies in Spanish, share with them legends, stories and traditions from their Hispanic culture. Children love that. Nurture their broad Hispanic cultural background and help them know about it. Doral schools offer many outstanding programs to foster Spanish speaking children to continue mastering the language. There is a program of Spanish as a second language for those who do not know the language at all and also the Spanish for Spanish speakers, where knowledge of the language is deepened through literature, history, geography, writing, grammar and all other aspects of the language that allow children to broaden their vocabulary

and improve their use of the language, not only speaking but reading and writing as well. DFJ: How interested are parents on learning English and how does that go in detriment of the preservation of Spanish in their communication with their children? MLC: I have seen that when parents are learning English they practice talking in that language with their children. It is as important that the parents speak English as it is for the children to preserve the Spanish. Sometimes parents’ need to practice their new language makes them forget their children need to practice their second language too. It all has to be balanced at home. If children are becoming bilingual, parents have also to make an effort to learn English and be bilingual as well. It is fundamental. In that way everybody is going to be proficient in both languages and although it implies a great effort, at the end of the day it is going to be worth it. It will improve the levels of communication between parents and children. DFJ: Is it more difficult for parents to learn English than for children to learn Spanish or is it a myth? MLC: Motivation in adults for learning a second language is greater than for children. Parents know they need to be proficient in English to improve their chances and quality of life, therefore put forth a lot of effort to learn. Meanwhile children take the Spanish class sometimes as another subject, without realizing it will make a deep difference with other children that only speak one language. When they realize that speaking both languages opens many doors and gives them many opportunities they start to enjoy the class, recognize the importance and improve incredibly in their mastering of the language. DFJ: How easy is it to teach Spanish to children in Doral? MLC: Sometimes parents consider that if the child speaks Spanish he does not need classes and children start thinking that too. That is not true. To completely master a language, being it English or Spanish, children have to continue studying and reading and practicing. English language classes are mandatory all through the educational levels, even in college. Languages and cultures evolve and you never finish learning, therefore continuing with their education in Spanish at higher levels will have an extraordinary payback later in life for these bilingual children. That is the beauty of languages, there is always something new to learn.

Herencia Hispana:

La importancia de desarrollar una identidad bilingüe en todo el mundo están pagando mejor en los trabajos a aquellas personas bilingües y luego también simplemente por satisfacción personal, el aprender dos lenguajes proporciona un gran bagaje cultural. DFJ: ¿Cuáles serían sus recomendaciones para mantener el español en casa y cuales son los programas que hay en las escuelas para los estudiantes? MLC: En casa definitivamente hablar con los hijos en español, impulsarlos a leer, ver películas en español. Mimar un poquito nuestra cultura, leer revistas y libros en español, nuestras antiguas leyendas. Sé que es importante el inglés pero si desde que son niños se acostumbran con el español les encanta. En las escuelas hay muchísimos programas, aquí en Doral las escuelas son magníficas en cuanto a los programas de español. Tenemos un programa para no hablantes, aquellos que lo aprenden como segundo idioma. Y si ya hablan español tenemos programa para hispanohablantes que no es

enseñarles el idioma a partir de la traducción sino a partir de la literatura, la escritura, la gramática, todas esas habilidades del lenguaje que aunque creamos que los manejan muy bien no es así. Tienen un vocabulario muy limitado y eso se nota. DFJ: Con respecto a los padres ¿Cómo es el interés por aprender el inglés y cómo influye en el deterioro o preservación del nivel de español en los hijos? MLC: A veces me he dado cuenta que los padres les hablan en ingles a los hijos porque aprenden a la vez que están comunicándose con ellos en ese idioma. La necesidad de los padres de hablar inglés los induce a dejar de usar el español. Hay que saber balancearlo. Creo que los padres necesitan saber hablar inglés, es fundamental. Pero creo que los padres deben hacer hueco para los dos idiomas. Deben aprender el inglés para poder comunicarse con los hijos en los dos idiomas, si ellos son bilingües nosotros también debemos serlo, es un doble esfuerzo, pero hay que tener en cuenta que al final vale la pena Es una manera de meternos en el mundo de los hijos, saber cómo piensan, saber en qué situación se encuentran. A veces no los entendemos por falta de comunicación; a veces el idioma es el culpable. DFJ: ¿A quiénes les cuesta más: a los muchachos aprender el español o perfeccionarlo o a los padres aprender inglés? MLC: Como los adultos saben la necesidad del idioma están más motivados. Muchas veces, los estudiantes lo toman como una clase más. Es más difícil motivarlos y hacerles comprender la importancia, lo diferente que los hace de otros estudiantes que hablan solo un idioma. Cuando se dan cuenta que eso los hace diferentes y mejores entonces comienzan a disfrutar y a reconocer su importancia. DFJ: ¿Qué tan fácil es enseñar español a los estudiantes en Doral? MLC: A veces hay padres que consideran que los hijos ya saben el idioma y los hijos por tanto también entonces piensan ‘para que quiero seguir aprendiendo’. Yo les digo que el estudio de la lengua inglesa no termina nunca, son asignaturas obligatorias hasta en la universidad. El lenguaje nunca se termina de aprender, siempre se está aprendiendo. El lenguaje es evolución, es avance, es continuar siempre hay algo que aprender y eso es lo bello del idioma.

L

a identidad bilingüe del floridano se ha ido desarrollando progresivamente a través de los siglos. Un crucero de pequeñas piedras lisas, 15 verticales y 13 horizontales, marcan el sitio en las afueras de San Agustín, Florida donde el conquistador español Juan Ponce de León pisó tierra en Abril de 1513, comenzando así desde hace 500 años a entrelazar la cultura hispana con la estadounidense. Fue el español el idioma que se habló primero en el área, para ser desplazado por el inglés posteriormente con la cesión de los territorios a los británicos en 1763. Sin embargo, es a partir de la segunda mitad del siglo XX cuando las continuas oleadas de inmigrantes hispanos, en especial de Cuba, comenzaron a marcar la pauta en el incremento del uso del español en Miami y en el resto de la península, creando la cultura bilingüe y el especial acento ‘mayamero’ que distingue a los angloparlantes del Sur de la Florida. Dentro de esa mezcla de culturas, la Ciudad de Doral, una municipalidad próspera, con una población 90% de habla hispana, pasó en Marzo de este año la resolución 13-048, que la declara oficialmente como ciudad multilingüe y multicultural, donde el español se reconoce oficialmente como la segunda lengua más hablada y utilizada en la ciudad. El continuo influjo de nuevos residentes, ha creado el ambiente propicio para que se desarrolle una gran población de jóvenes perfectamente bilingües. El arduo trabajo de mantener el interés en los jóvenes para que lleguen a dominar el idioma de sus padres ha sido asumido por excelentes maestros en las escuelas de la ciudad, pues el Sistema Escolar de Miami-Dade proporciona a los estudiantes incontables alternativas para que aprendan el inglés y a la vez mantengan y aprendan el español. Igualmente, el Sistema de Educación continua para adultos proporciona las oportunidades para que los recién llegados puedan aprender el inglés e insertarse en el sistema productivo de la comunidad. Para hablar sobre los programas de aprendizaje del español para jóvenes y de Ingles para adultos disponibles en la comunidad y su impacto en el desarrollo de la identidad bilingüe de los residentes de Doral, conversamos con la Sra. María Luisa Cabra, profesora de los programas avanzados de español en la secundaria Ronald Reagan/ Doral Senior High School. DFJ: Ms. Cabra, ¿En qué radica la importancia de mantener el español en los jóvenes nacidos y crecidos en Doral? MLC: Es tan importante como que si los padres no lo mantienen en casa y hacemos algo en las escuelas lo pierden. Es una pena porque tienen la oportunidad de ser bilingües, con un lenguaje tan bello como el español y además la oportunidad de aprender y manejar como primera lengua el inglés;

City of Doral recognizes the work of long time RRDSH PTSA Volunteers By María Alejandra Pulgar

ime is the most important asset a person owns. Giving time willingly to support the operation of Public Schools through becoming a volunteer is a commendable activity that benefits not only the school that receives the service but the whole community. Doral schools have since the very beginning been fortunate of having countless parents involved in volunteering by providing their time, effort and sometimes money from their own pocket, to support school activities. Several of those parents have served as PTSA officers for years throughout all levels of their children’s education and the last of their children graduated with the Class of 2013 of Ronald W. Reagan/Doral Senior High School in June. The fact that these selfless people have been quietly giving tremendous amounts of time and dedication to the city’s public schools, most of them for more than 10 years, was informed to Mayor Luigi Boria by current RRDSH PTSA president Mrs. Zenaida Vilar. It prompted him to request from the Council a special recognition to these committed citizens during the past City Council Meeting on September 11, 2013. The recipients of this distinction were: Marie Noelle Dubon-Punyed, Fariza Mokhtech, Candice Fernandes, Deborah Maia, Daniel Machin, Marcela Lima, Angela Lima, Nelly Argüello and Katia Ribeiro. Upon receiving her certificate of recognition after more than 13 years serving at Doral schools and being PTSA board member at JIS, EBT, DMS and RRDSH, Mrs. Punyed, mother of 4 sons, shared her motivation for dedicating her time to volunteering: “One of many lessons my mother taught me was to always give to others your time and your goods without expecting to receive anything in return. I feel very honored and humbled to have received this recognition along with these outstanding people, who no matter the hardship, problems, or physical handicap have volunteered in our schools. I am blessed that I live in this Community were, for many of us, volunteering has become our way of life.” “Volunteers give one of the most precious possessions they have: their time. You will gain so much by giving, your personal growth will be immeasurable and your community will benefit. Also you will make the most wonderful and loving friends you will ever meet.” Mrs. Punyed concluded with a message for future generations of parent volunteers: “Our children learn by example, teach them by giving your time, ideas, money; show them you care. Also, remember that you have to up bring your children for the world and not the other way around; so it is you responsibility to forge a better world for your kids.”

La Ciudad de Doral entregó reconocimiento a voluntarios de RRDSH PTSA

E

l activo más importante para una persona es su tiempo. Quienes deciden apoyar la operación de las escuelas públicas aportando su tiempo voluntariamente realizan una actividad encomiable que beneficia, no solamente a la escuela que recibe el servicio sino a la comunidad entera. Afortunadamente, las escuelas de Doral han contado desde el comienzo con muchos padres involucrados como voluntarios, quienes han entregado su tiempo, esfuerzo y en ocasiones dinero de su propio bolsillo para apoyar las actividades de las escuelas. Varios de esos padres inclusive trabajaron en la Junta Directiva del PTSA en todos los niveles de la educación de sus hijos, hasta ver graduar al último de ellos con la Clase del 2013 el pasado mes de Junio en Ronald W. Reagan/Doral Senior High School. Los logros de estas personas, quienes discretamente han entregado una inmensa cantidad de tiempo y dedicación a las escuelas públicas de Doral, llegaron a los oídos del Alcalde Luigi Boria a través de la Sra. Zenaida Vilar, actual Presidente del PTSA en RRDSH. En base a los recaudos recibidos el Alcalde solicitó que el Concejo otorgara un reconocimiento especial a estos ciudadanos, quienes en muchos de los casos sirvieron por más de 10 años como voluntarios. La entrega de reconocimientos se realizó en la sesión del Concejo Municipal del día 11 de Septiembre y los homenajeados fueron: Marie Noelle Dubon de Punyed, Fariza Mokhtech, Candice Fernandes, Deborah Maia, Daniel Machin, Marcela Lima, Angela Lima, Nelly Argüello y Katia Ribeiro. La Sra. Punyed, emocionada al recibir su certificado de reconocimiento por más de 12 años de servicio voluntario en las escuelas de Doral y haber formado parte de las Juntas de PTSA en JIS, EBT, DMS y RRDSH, siendo fundadora en varias de estas organizaciones, compartió su motivación para esta actividad: “Una de las lecciones principales de mi madre fue siempre dar sin esperar nada a cambio, compartir el tiempo y los bienes desinteresadamente. Me siento sumamente honrada de recibir este reconocimiento junto con esta gente maravillosa quienes, sin importar dificultades o problemas de salud han estado siempre dispuestos a ofrendar su tiempo en las escuelas de la ciudad. Es una bendición pertenecer a una comunidad donde el servicio voluntario y la participación ciudadana son valores muy importantes”. “Los voluntarios regalan su posesión más valiosa: su tiempo. Cuando se hace este trabajo el crecimiento personal es inmenso y el beneficio para la comunidad es extraordinario. Además que puedes conocer personas excelentes que se convierten en los mejores amigos que puedas tener”. La Sra. Punyed concluyó con un mensaje par a las futuras generaciones de voluntarios: “nuestros niños aprenden con el ejemplo. Al ser generosos con el tiempo, las ideas y los bienes les mostramos que el bienestar de la comunidad es importante. Criamos a nuestros hijos para el mundo, no al revés. Es nuestra responsabilidad construir un mundo mejor para nuestros hijos”.

undreds of high school students throughout Florida joined approximately 16,000 students nationwide as semifinalists for the 2014 National Merit Scholarship Program. National Merit Scholarship Corporation officials recognize high school seniors with the highest scores on the Preliminary SAT/National Merit Scholarship Qualifying Test who meet published program participation requirements. Semifinalists are now eligible to compete for one of 8,000 National Merit Scholarships worth more than $35 million. “It’s great to see so many Florida scholars recognized for their hard work,” said Commissioner of Education Pam Stewart. “These students have gone above and beyond in the classroom and have proven they are both college and career ready.” To be considered for a Merit Scholarship Award, semifinalists must fulfill several requirements to become a finalist. The semifinalist and his or her school must submit a detailed scholarship application that includes the student’s academic record throughout high school, participation in school and community activities, demonstrated leadership abilities, and honors and awards received. The student must also be endorsed and recommended by a high school official, write an essay and earn an SAT score that confirms the earlier performance on the qualifying test. Finalists are selected based on exceptional skills, accomplishments and potential for success in rigorous college studies. Miguel Mejia, of Ronald W. Reagan Doral High School, and Silvana Crespo-Narvaez, of Divine Savior Academy, are two students from our city of Doral that have managed to be on the list of Florida’s 2013 National Merit Scholarship Program, and to whom we must give them our full support. Doral community is very proud. We congratulate them for their exemplary job and wish them well in their future endeavors. ás de 700 estudiantes de escuelas secundarias de la Florida se unieron a aproximadamente 16.000 estudiantes a nivel nacional como semifinalistas del Programa de Becas al Mérito Nacional 2014. Así lo informaron, el 12 de septiembre, los directivos de National Merit Scholarship Corporation, que año tras año reconocen a estudiantes del último año de secundaria con las calificaciones más altas en los exámenes preliminares de SAT 2013/ prueba de clasificación de National Merit Scholarship (PSAT / NMSQT). The WalkSafe Program at Eugenia B. Thomas K-8 Center By Grecia Romero

W

alkSafe, a recognized program lead by the University of Miami Miller School of Medicine, will be conducted in Eugenia B. Thomas Elementary School (EBT) early October, 2013. WalkSafe is an elementary school based program that introduces fun and interactive activities to increase the safety and health of children. By implementing injury prevention practices aimed at improving pediatric pedestrian safety through education, increasing physical activity levels, and encouraging the use of walkable environments around schools, this program has contributed to a 65% decrease in the rates of injury among children ages 0-14 years old in the past ten years.

Participating in this kind of event is really a privilege for any community, as it is explained by Ms. Nicole Vayssier, Program Manager of WalkSafe: “Locally, occurring annually for over 6 years, WalkSafe has organized an event at a specially selected Miami-Dade County public school,” and this year, the choice was Eugenia B. Thomas on Wednesday, October 9th in the Doral area. Because EBT has a high number of students who walk to and from school, they are “an excellent example in supporting active transportation (non-motorized mobility) as well as promoting health among its student community. We are proud to organize

this year’s event at Eugenia B. Thomas and we have enthusiastically selected this school as the first ever City of Doral elementary school” participating. Since WalkSafe is part of an international movement called Walk to School Day (IWALK), EBT will be joining “millions of children, parents, and community leaders from over 40 countries worldwide who will come together on the same exact day to celebrate walking to school around the world.” This IWALK event will also provide the school the opportunity to display outstanding pedestrian safety behavior practiced by City of Doral elementary students. “In addition to increased walkability, the IWALK event will promote the benefits of walking to and from school as a countermeasure to traffic congestion, air pollution, crime deterrent (through more eyes on the streets), and traffic calmer by reducing the amount of speeding near the school. Most importantly, the event provides parents and children an opportunity to share valuable

leaders and dignitaries. Several Miami time with school members and local sports team mascots are also expected community leaders while participating to cheer on the crowd and maintain in a simple, enjoyable activity”, Ms. high enthusiasm for pedestrian safety. IWALK Program and Activities

During the event, students and faculty will have the opportunity to put in action all of the safety skills they will previously learn through the WalkSafe three-day curriculum. Over 1,000 students wearing WalkSafe teeshirts and gear are expected to participate in a 20-30 minute walk around the school’s perimeter carrying posters with pedestrian and driver safety messages raising awareness on the importance of walkability within communities. Miami-Dade County School Police will also be present assisting in securing the safety of students during the walk by blocking off main roads surrounding the school for the short duration of the event and some entertainment will be featured as well with the participation of the Coral Gables Senior High School cheerleaders, color guards, band and drum line. Other special guests and speakers will include Miami-Dade County Public Schools Region Directors from the Central Office, Dr. Jayne Greenberg, Executive Director of Physical Education and Health Literacy for MiamiDade County Public Schools, Dr. Gillian Hotz, Director of WalkSafe/BikeSafe under the KiDZ Neuroscience Center at the University of Miami, as well as community The City of Doral will continue hosting important events on security and prevention. l “WalkSafe”, un reconocido programa liderado por la Universidad de Miami Miller School of Medicine, se llevará a cabo en la Escuela Primaria Eugenia B. Thomas (EBT) a principios de octubre de 2013. El curriculum de WalkSafe está orientado a la escuela primaria y ofrece divertidas e interactivas actividades para aumentar las medidas de seguridad y la salud de los niños. Mediante la implementación de prácticas de prevención de accidentes que mejoran la seguridad de niños y jóvenes peatones, sesiones educativas, aumento de los niveles de actividad física y fomentar el uso de los entornos peatonales alrededor de las escuelas, este programa ha contribuido con la disminución del 65% en las tasas de lesiones en niños de 0 a14 años en los últimos diez años.

Por la forma de selección, la participación en este tipo de eventos es realmente un privilegio para cualquier comunidad, como lo explica la Sra. Debido a la gran población escolar que camina hacia y desde la escuela, EBT es “ un excelente ejemplo del transporte activo (no utilizando vehículos), así como de la promoción de la salud entre la comunidad estudiantil. Estamos orgullosos de organizar este evento en esta escuela y por eso la hemos seleccionado con entusiasmo siendo la primera escuela de la

Ya que WalkSafe forma parte de un movimiento internacional conocido como “Día de Caminar a la Escuela” (IWALK en sus siglas en Ingles), EBT se unirá a “millones de niños y niñas, padres y líderes comunitarios de más de 40 países alrededor del mundo que caminarán hacia sus escuelas el mismo día”. Este evento IWALK también brindará a la escuela la oportunidad de demostrar un excelente comportamiento de seguridad peatonal que se ha hecho evidente por los estudiantes de la ciudad. “Además de aumentar la movilidad en los residentes, el evento IWALK promoverá los beneficios de caminar a la escuela como una contramedida a la congestión de

tráfico, la contaminación atmosférica, disminución del crimen (más ojos vigilantes en las calles), y un tráfico más tranquilo al reducir el exceso de velocidad cerca de la escuela. Lo más importante de todo, este evento ofrece a los padres y niños la oportunidad de compartir tiempo valioso con los miembros de sus escuelas y los líderes de su comunidad local mediante la participación en una actividad sencilla, educativa y agradable”, añadió la Sra. Vayssier. La Sra. Mayra Barreira, Directora en EBT compartió sus comentarios y entusiasmo por ser la anfitrión de este evento, “A través de una encuesta del Programa WalkSafe de la Universidad de Miami hemos aprendido que más de 450 estudiantes desde preescolar a 8vo grado caminan a esta escuela todos los días, bien sea acompañados por sus padres, hermanos o solos. Luego que se imparta este plan de estudios WalkSafe por nuestros entrenadores de educación física, los estudiantes aprenderán la importancia de caminar de forma segura, al mismo tiempo que se mantienen saludables y activos. Programa de Actividades durante el IWALK

Durante el evento, los estudiantes y profesores tendrán la oportunidad de poner en acción todas las habilidades de seguridad previamente aprendidas durante el plan de estudios de tres días del WalkSafe. Se espera una participación de más de 1.000 estudiantes que usarán camisetas con el logo WalkSafe y realizarán una caminata de 20 a 30 minutos alrededor del perímetro de la escuela, llevando carteles con mensajes de seguridad para peatones y conductores con el fin de sensibilizar a la comunidad y resaltar la importancia de caminar a la escuela como práctica común. La Policía Escolar del Condado de Miami-Dade también se hará presente para garantizar la seguridad de los estudiantes durante el paseo, bloqueando las vías principales que rodean la escuela por el corto tiempo que durará el evento. La actividad será animada por las cheerleaders del Coral Gables Senior High School y habrá desfile de su banda musical. La lista de invitados y oradores especiales incluye Directores Regionales de la Oficina Central de las Escuelas Públicas del Condado de Miami-Dade, al Dr. Jayne Greenberg- Director Ejecutivo de Educación Física y Salud de Miami-Dade, Dr. Gillian Hotz- Director del Programa WalkSafe/BikeSafe del Centro de Neurociencias Kidz en la Universidad de Miami, así como líderes comunitarios y del gobierno local. En esta oportunidad el Sr. Pedro Gonzalez, miembro voluntario del Comité de Urbanización de Planificación Metropolitana del Condado de Miami- Dade tuvo un papel clave. Después de saber que tanto el Gobierno del Estado y el Condado había seleccionado EBT y su opinión del “el efecto positivo que tiene el ejercicio no solamente en el bienestar físico sino también como parte importante en la educación de los niños”, se puso a la orden y de inmediato sirvió de enlace entre las autoridades de la ciudad y el equipo de la Universidad de Miami asegurando que este evento fuese un éxito. Este es un ejemplo de esfuerzo y compromiso que los residentes del Doral tienen en el bienestar de la comunidad. Doral seguirá siendo la sede para importantes eventos en materia de seguridad y prevención. All types of enrollment assisters – including inperson assistors, Certified Application Counselors, and agents and brokers – are required to complete specific training and are subject to federal criminal penalties for violations of privacy or fraud statutes, on top of any relevant state law penalties. Back in August, HHS also launched a 24-hoursa-day consumer call center ready to answer questions in 150 languages. En el mes pasado, la Secretaria del Departamento de Salud y Servicios Humanos (HHS por sus siglas en inglés) Kathleen Sebelius anunció el otorgamiento de subsidios federales por un total de $67 millones a 105 solicitantes de subvenciones para poner en práctica un nuevo programa, llamado Navegadores en Mercados, facilitados por el gobierno federal y por alianzas estatales. Otro paso más en este laberinto llamado Obamacare. “Los Navegadores estarán entre los muchos recursos disponibles para ayudar a los consumidores a entender sus opciones de cobertura en el Mercado”, dijo la Secretaria Sebelius. “Una red de voluntarios en cada estado – que incluye a proveedores de atención mé-

l 1 de Octubre, entra en vigencia el paso final para acceder a la Ley de Cuidado de Salud Asequible (ACA, por sus siglas en inglés) o mejor conocida como, Obamacare. Ese es el día en que millones de personas sin seguro podrán iniciar su solicitud de cobertura de servicios médicos a través de fondos de seguro conocidos como “intercambios”. El gobierno federal ha establecido los “exchanges” (intercambios) de seguros como el mecanismo central para implementar la reforma de salud. hen students come into my art classes, most of them expect me to tell them exactly what to do. When they get stuck with a problem, the majority expect to be served the solution. They have a need, a clear need to solve a problem or to start an exploration to create something, but expect a closely guided activity. This is an ever growing phenomenon that has taken me to research how to teach children initiative and perseverance. Initiative is fostered when we allow children to find the way to satisfy a need. If the child’s life is crowded with adult chosen and organized activities, plus instant access to “screen” entertainment (video games, cell phones, internet, TV) and, in addition, we are helicopeter parents always “solving” homework with them and cleaning after them, there is very little space for self motivation. “Initiative is the ability to propel life forward in purposeful directions. It directs our attention toward a challenging goal and helps us overcome obstacles” says Marilyn Price –Mitchell PhD. This life skill will mark the difference between an adaptable adult and one that is overrun by adversity. Here are a few tips for parents and teachers to encourage initiative, perseverance and creativity in the solution of problems in children of any age: Stop doing everything for your child! Let them clean after a milk spill (even if it is not done up to your standards). A teen student came up to me not long ago and asked me to sew a hole in his favorite sweat shirt. I told him I would rather teach him how to do it. Not only did he solve the problem, he ended up creating a piece of art with his new found skill. Praise their accomplishments. Give your child choices: do not programme their lives. If your child gets bored he will have the need to entertain himself. He might want to engage in some free play or maybe choose to be enrolled in a more structured afterschool class. Turn off every screen and give him time to figure out non screen related activities. Watch from the sidelines to make sure he is safe. Help your child set a goal for himself: “I will take art classes (or join a soccer team)for one year and then I will evaluate if it is what I really want to do.” This will allow him to face challenges, not quit when the first adversity arises. He will learn perseverance. Recognize failure as an opportunity and not as a mistake. Maybe your child was trying to construct something out of recycled materials at home and the creation kept falling apart. Encourage him to get back up on his own and show that you believe in him. Ask questions that will have him think of alternative solutions. Guide him, be at hand to make him feel assured. Do not give the solutions, rather listen, watch and guide as he comes up with his own ideas. Evaluate with him what has worked and what has not. Always leave space for improvement and the development of new solutions. Be a role model. Your child has to see that you do what you preach.

uando los estudiantes vienen a mis clases de arte, la mayoría de ellos esperan que les diga exactamente qué hacer. Cuando encuentran un obstáculo pretenden la solución en bandeja. Si bien hay una clara necesidad de resolver un problema, explorar y crear algo nuevo, esperan una actividad descripta paso a paso. Este fenómeno cada vez mas patente me ha llevado a investigar cómo enseñar iniciativa y perseverancia a los mas jovenes. La iniciativa se fomenta cuando permitimos a los niños encontrar la forma de satisfacer una necesidad. Si la vida del niño está llena actividades elegidas y organizadas por adultos, además del acceso instantáneo al entretenimiento en pantallas ( juegos de video, teléfonos celulares, internet, TV ), y encima como padres siempre revoloteamos a su alrededor para “resolver” la tarea con ellos, ordenar y limpiar, hay muy poca oportunidad para la auto-motivación. “La iniciativa es la capacidad de dar un impulso positivo a nuestra vida con la dirección de un objetivo claro. Dirige nuestra atención hacia una meta desafiante y nos ayuda a superar los obstáculos”, dice Marilyn Price-Mitchell PhD. Esta habilidad va a marcar la diferencia entre un adulto adaptable y otro vencido por la adversidad. Aquí hay algunos consejos para padres y maestros que quieran fomentar la iniciativa, la perseverancia y la creatividad en la solución de los problemas en los niños de cualquier edad: Deje de hacer todo por su hijo! Apague todas las pantallas y dele oportunidad de descubrir otras actividades no relacionadas con los electrónicos. Observe desde afuera solo para asegurarse que este seguro. Ayude a su hijo a establecer una meta por sí mismo: “Voy a tomar clases de arte (o participar en un equipo de football) durante un año y luego evaluaré si es lo que realmente quiero hacer”. Esto le permitirá hacer frente a los retos, no darse por vencido ante la primera adversidad. Aprenderá perseverancia. Reconozca el fracaso como una oportunidad y no como un error. And, Permanent, cash value insurance is like owning a home · Like a home, cash value life insurance builds equity over time in the form of cash value and is a valuable asset · When you own a home, you are building equity over time and you have a valuable asset that you can borrow against to pay for other important needs.

Whole Life: There is no denying that whole life insurance is usually more expensive than its term counterparts. This is because a whole life policy lasts your entire life, whereas term expires after a certain period of time. But while you may pay more for whole life insurance, it is important to note that you are getting a lot more in return. Whether or not whole life insurance can be affordable depends on your personal and financial situations. You may find that you can easily afford one of these policies. If you want to know for sure, receive quotes for whole life insurance. This will show you once and for all how much it costs and whether or not you can work it into your budget. Combo: Term expires and could leave you and your family unprotected. You can find an optimal blend of term and whole life coverage that meets your needs and fits within your budget. Term life insurance may be right for younger people with limited means and few financial responsibilities. It can also serve as a short-term, stopgap means of pure protection. Later, as life changes occur, the term policy may be converted to permanent insurance. When all is taken into consideration, you may find that a combination of permanent and term insurance is best for you. Which type of life insurance is best? hysical Wall Studio is the first gym in Florida that adopts vertical training method. This is not an experimental method. It is very popular in many cities of the United States and Canada. Fortunately Veronica Rodriguez and Sergio Serna, gym owners, have a space in Doral for everyone to practice. One falls in love with this training system. In just half an hour a day a person can lose more calories than training an hour and a half in any other program. The American quantum physicist, Doug Brendle, the creator of this program, discovered that when a person trains on a vertical surface, between two and six hundred muscles in the body are activated. Once the training begins the body turns on and starts to consume the energy stored in it.

Losing a lot of calories in a short period of time seems to be the biggest advantage of this training system. There are many others. You are your own machine. One only lifts the weight of one’s own own body, reducing the risk of injury to a minimum. Everyone can practice: Children who are three years old as well as a ninety year old person. This system doesn’t require the use of weights, mats, escalators, or bicycles. The training environment is a rectangular metal equipment that is attached to the wall in which people are held while exercising, the fitwall. Other equipment is used to develop complementary and necessary skills: resistance bands as the name suggests, to help with the resistance; the TRX suspension or bands, to improve coordination, speed, balance; the steps, to practice fast and powerful movements; medicine balls, to do abdominals. According to Veronica, “A well experienced person could train by himself or herself but there is always a risk of losing an important part of the training, the group dynamics and experience. All our sessions are supervised. Our instructors, the four of them certified to train these kind of exercises, always correct people if

there is an inappropriate position that could harm them. They show them, guide them, and explain to them.” None of the classes are the same. The trainers are very creative and passionate about their jobs, people can feel it. The groups are very small; the classes are semi – private. Wall Physical Studio is currently working on a new program for athlete children. Veronica says, “Doral doesn’t have a program to train athletes. Coaches focus on sport’s techniques, such as tennis or football. They do not spend their training sessions in developing other abilities, like strength.” John Quintana, a twenty year old football player, who has trained since he was seven, considers the fitwall to be essential for his workouts. “This exercise helps me to increase flexibility; it gives me a lot of movement on the court. I have developed muscles that I didn’t normally develop. Once you get on the wall, your body is activated. The classes here are very dynamic and helpful.” The rehabilitation program is another project. A physical therapist who works fitwall wall as an indispensable means for the prevention and recovery from injury, recently joined the team.

All sports’s lovers should visit this gym. The first class, to discover the vertical training system, “is on the house”. I know everyone will join the gym. This training improves the quality of life of people. “Fitwall has helped raise my self-esteem. I’ve lost a lot of weight and am more toned. I always recommend it to other people. I’m very happy I found this place. I rather prefer this exercise than those done at other gyms; they are very dynamic and entertaining. The gym is very welcoming. all Physical Studio es el primer gimnasio de la Florida que adopta el método de entrenamiento vertical. No es un método experimental. En varias ciudades de Estados Unidos y Canadá es muy popular. Afortunadamente, Verónica Rodríguez y Sergio Serna, propietarios del gimnasio, nos tienen un espacio en Doral para que poder entrenar. Uno se enamora de este sistema de entrenamiento… En apenas una jornada de media hora se pierden más calorías de las que perderíamos haciendo una hora y media de cualquier otro ejercicio. El creador de este programa, el físico norteamericano Doug Brendle, descubrió que cuando una persona entrena en una superficie vertical se activan entre doscientos y seiscientos músculos en el cuerpo. Desde el primer minuto de práctica los músculos empiezan a consumir la energía acumulada en nuestro organismo.

Al parecer la mayor ventaja es que se pierden muchas calorías en sesiones muy cortas de entrenamiento. A esta se suman otras. Tú eres tu propia máquina!! El único peso que vas a levantar es el de tu cuerpo y esto reduce el riesgo de lesiones al mínimo. Y lo más importante, lo pueden practicar los niños desde los tres años hasta personas de la tercera edad. Este novedoso e innovador sistema de ejercicio nos arranca del piso. No se usan pesas, esteras, escaleras eléctricas o bicicletas. El medio de entrenamiento es un equipo metálico rectangular que esta adherido a la pared en el que las personas se sostienen mientras entrenan, conocido como fitwall. A la par se usan instrumentos complementarios que desarrollan otras habilidades. Por ejemplo, las bandas de resistencia que como su nombre indica, ayudan en la resistencia; el TRX o bandas de suspensión, para mejorar la coordinación, la velocidad, el balance; los steps se usan para hacer ejercicios con movimientos rápidos y potentes; y las pelotas medicinales que se utilizan para

hacer abdominales. Según Verónica Rodríguez, “Una persona bien experimentada podría entrenar sola pero se pierde una parte importante del ejercicio que es la integración y la dinámica de las clases. Todas nuestras clases son supervisadas. Esto nos da mucha tranquilidad. Tenemos entrenadores certificados que imparten las clases, y siempre corrigen cualquier mala postura que uno adopte en la práctica. Ellos te dirigen, te orientan, y te explican.” “Los profesores son muy creativos, ninguna clase es igual. Esta pasión por lo nuevo y lo desconocido nos mantiene aún más motivados y alertas. Los grupos son muy pequeños, las clases son semi-privadas”, comenta Verónica. Actualmente Wall Physycal Studio trabaja en la implementación de un programa para niños deportistas. De acuerdo con su propietaria, “en Doral no existe un programa que entrene a deportistas. Los entrenadores se enfocan en las técnicas del deporte que cada uno practica pero no desarrollan otras partes del cuerpo que también son imprescindibles para el desarrollo del cuerpo del atleta, como la resistencia por ejemplo.” John Quintana, un futbolista de veinte años que juega desde que era muy pequeño, considera que el fitwall es fundamental en su entrenamiento. “Este ejercicio me ayuda mucho en flexibilidad, me da mucho movimiento dentro de la cancha y he desarrollado músculos que uno no suele desarrollar. Una vez que te montas en la pared activas todo tu cuerpo. Aquí las clases son más abarcadoras y muy dinámicas.” El programa de rehabilitación es otro de los proyectos. Al equipo recientemente se sumó un fisioterapeuta que trabaja la pared de fitwall como un medio imprescindible para la prevención y recuperación de lesiones.

Todas las personas que aman el deporte deberían visitar este gimnasio. “La primera clase, para descubrir el sistema de entrenamiento vertical, “va por la casa”. Yo sé que todos regresarán. Este entrenamiento mejora la calidad de vida de las personas,” asegura Rodriguez. “A mi me ha ayudado a subir la autoestima. He bajado muchísimo de peso con los ejercicios y he tonificado cantidad. Siempre se lo recomiendo a otras personas. Yo estoy muy contenta. Prefiero este ejercicio porque es muy dinámico y entretenido. El gimnasio es muy acogedor. Uno siente que viene a disfrutar el ejercicio, no me siento encerrada en cuatro paredes”, nos comenta Angela Ricardo, clienta del gimnasio. Huge Tax Penalties on Foreign Assets

fter decades of hard work, Miami has successfully established itself as an international hub. This has been a boom for our local economy, increasing trade from countries in the Caribbean, Latin America, Asia and Europe. We’ve attracted multinational companies looking to grow their business in the U.S. as well as become the base of operations for American businesses’ operations in Latin America. We’ve also drawn industrious entrepreneurs from across the world looking to build their own American Dream. On the flip side, this is also why Miami is home to one of the largest (and fastest-growing) IRS offices focused on foreign compliance. In fact, after several discussions with local IRS agents, it seems that the IRS cannot hire agents fast enough to keep up with the international compliance and identity theft investigations divisions. In large part, this is due to the implementation of the Foreign Account Tax Compliance Act (FATCA) of 2010. FATCA is a significant development in the IRS’ efforts to combat tax evasion through U.S. taxpayers holding investments in offshore accounts. Due to FATCA, certain U.S. taxpayers are required to report financial assets held outside of the United States to the IRS (a key point is that this is for disclosure and does not yield a new tax). It’s important to note that this is not just important for U.S. citizens that own foreign assets, but any U.S. resident that pays taxes here needs to disclose their foreign assets. There is a common misconception in regarding when a new U.S. resident’s ‘Tax’ residence starts versus when their ‘Legal’ immigration-related residence is effective. There is an oft-cited 180 day test for ‘Tax’ residency, but few know about the Three-Year Look-back test the IRS uses to determine ‘Tax’ residence. If any U.S. taxpayer doesn’t report their foreign financial assets, big penalties (at best) may apply. According to the IRS, a specified foreign financial asset is: 1. Any financial account maintained by a foreign financial institution. This does not include a U.S. payer (for example: a U.S. domestic financial institution), the foreign branch of a U.S. financial institution, or the U.S. branch of a foreign financial institution. 2. Other financial assets held for investment that are not in an account maintained by a US or foreign financial institution, namely: a. Stock or securities issued by someone other than a U.S. person b. Any interest in a foreign entity c. Any financial instrument or contract that has an issuer or counterparty that is other than a U.S. person As you may have seen with the drama unfolding in regards to Swiss Banks, FATCA also requires foreign financial institutions to report certain information about accounts held by U.S. taxpayers. This includes any foreign entities where a U.S. taxpayer maintains a substantial ownership interest. The penalties for not complying with FATCA are very high; a taxpayer can be exposed to hundreds of thousands of dollars of penalties for non-disclosure and possibly criminal actions. Fortunately, the IRS has worked hard to make it as simple as possible to comply. There is a special Offshore Voluntary Disclosure process where a taxpayer prepares all tax returns to get in full compliance for prior filings and thus potentially avoid the criminal actions and penalties that the IRS has the

ability to enforce. It’s important to note that if the IRS finds a non-compliant tax filer before a taxpayer applies voluntarily, then the case may not be accepted into the program. Also, in this ‘Special’ Voluntary disclosure process, an applicant’s tax returns may be scrutinized by Criminal Investigation Division Agents of the IRS before deciding on your case acceptance, criminal actions or a penalty waiver. When it comes to filing a voluntary disclosure of foreign assets, it’s vital to hire a Certified Public Accountant who is versed in international tax matters as well as a Tax Attorney. As Wolters Kluwer states, “U.S. taxpayers holding foreign financial assets may be required to report certain information about those assets on Form 8938, Statement of Specified Foreign Financial Assets.” As daunting as a small document can seem when it comes to filing tax forms, Form 8938 must be included as part of your annual tax return. Reporting for foreign taxes such as these applies for assets held in tax years beginning after March 18, 2010. When the total value of specified foreign assets exceeds particular thresholds, Form 8938 becomes a requirement in your tax filing. An example of this, provided by Wolters Kluwers, is a married couple living in the United States and filing a joint tax return would not need to file Form 8938 unless their total specified foreign assets exceed $100,000 on the last day of the tax year or more than $150,000 at any time during the tax year. But these thresholds are higher for taxpayers who reside outside of the United States. Another cited example is a married couple residing abroad and filing a joint return would not file Form 8938 unless the value of specified foreign assets exceeds $400,000 on the last day of the tax year or more than $600,000 at any time during the year. TAX PENALTIES If you are wondering who would need to file for this particular form, it can always be boiled down to U.S. citizens and tax residents and nonresidents who elect to file a joint income tax return and certain nonresidents who live in a U.S. territory. If you do not have an income tax return filing requirement, then of course you are not required to file with Form 8938. But bear in mind that a failure to report any foreign financial assets on this form could result in a penalty of $10,000. Further, failure to correctly report assets on this form could result in up to $50,000 in penalties for a continued failure to accurately report your assets even after IRS notifications have been made. And of course, underpayments of tax attributable to non-disclosed foreign financial assets are subject to an additional substantial understatement penalty of 40 percent. It’s penalties like these that make it so important to reach out to qualified professionals—professionals who know the ins-and-outs of tax rulebook, so to speak. And since tax rules for foreign-sourced income and on foreign-based assets may be different from domestic tax treatment, there are many additional layers of complexity. Lisa Boccard presents, “The Cure Package”

A Photographic Essay Documenting Her Journey with Stage III/Metastatic Breast Cancer

o often, a photography exhibit documents a fleeting moment or memory. However, Lisa Boccard’s photographic essay, “The Cure Package” is an amazing story of survival beyond the moment preserved. The exhibit, presented as part of Breast Cancer Awareness Month, consists of 15 photos taken by Miami Beach photographer Lynn Parks. It will open on Saturday, October 5, 2013 at 7:00 p.m. at the ACND Gallery of Art at Archbishop Curley Notre Dame Prep, 4949 NE 2nd Ave., Miami, FL. 33137, 305.751.8367, www.acnd.net. This event is free, but an RSVP is required to news@acnd.net. Taken more than two decades ago, the photos now seem a little outdated and “80ish,” but look deeply beyond the visual and get to know the subject. Today, this exhibit says, “I am still here,” and Boccard’s life is a story that defied statistics, and one of purpose, where her attitude and persistence have changed the community. When “The Cure Package” debuted 19 years ago at The Towers of Quayside, she hoped that the self-portraits would help other women understand the disease and send a message that, despite treatment, survivors could still claim and proclaim their femininity. Black and white studio portraits depict Boccard confronted with numerous medicine bottles; with head completely bald, she poses beside mannequins with hair (or vice versa); and, ironically, the essay ends in color with an elated Boccard (who had then thought she had overcome this stage of cancer) holding a young girl in her arms. Two years ago the mother of this girl (now an adult) was diagnosed with breast cancer and passed away this past June. In 1991, at the age of 29, Boccard was first diagnosed with Stage III breast cancer– after being misdiagnosed for 9 months. Although declared “cancer free” 10 years later, by 2003, she was diagnosed with metastatic breast cancer and given

5 years to live. Life beyond her diary, has evolved into a career dedicated to helping other women surviving breast cancer. She is a co-founder of The Florida Breast Cancer Coalition and a Board member for Women Beyond Cancer. In 2003, her brother Vincent and his wife Terry founded the Lisa Boccard Breast Cancer Fund that helps provide funding for screening mammograms for women who cannot afford them. In 1994, she, along with other breast cancer advocates, presented President Clinton with 2.6 million signatures requesting the resources needed to end the breast cancer epidemic through Campaign “94 with The National Breast Cancer Coalition. Como vestir de acuerdo a nuestro tipo de cuerpo!! Por: Alicia Faccio

Al aprender a escoger de forma correcta las prendas de vestir, no solo vamos a poder resaltar aquellas áreas de nuestro cuerpo que más nos gustan sino que también vamos a poder disimular aquellas con las que no nos sentimos muy cómodas.

osiblemente les ha sucedido que a veces les resulta imposible saber que vestuario es el más apropiado, y tienen el probador de la tienda lleno de ropa y te encuentras en un laberinto de indecisiones!! Preguntamos a la dependiente si nos queda bien, y aun estamos inseguras;, Ves rollitos por aquí y por allá, hasta que te cansas y te compras lo primero que te probaste, sin verdaderamente saber si es la pieza adecuada, pero te lucio “algo bonita”… Lo primero que debemos saber es el tipo de cuerpo que tenemos para podernos elegir la pieza de ropa que nos hará lucir mejor. Considero que toda mujer es bella, aunque todas tenemos defectos en la figura y algunas tienen muchos atributos... Pues todo trabaja con la “ilusión óptica”. Debemos hacer creer que tenemos o no tenemos y así siempre nos dirán: “estas delgada”, bajaste de peso?” y aunque verdaderamente no sea cierto, sencillamente estas escondiendo defectos y resaltando virtudes...

Veamos los diferentes tipos de cuerpo: Figura de Reloj de Arena: Es la figura ideal. Este cuerpo se define porque es proporcional el con cadera. La cintura es marcada. Usualmente todo les queda bien y no debe entallarse tanto si es llenita,

pues el propósito es lucir espigada. Figura de Cuchara: Se distingue por los hombros anchos y caderas anchas. Si este es su cuerpo, debe tener cuidado con los entalles en cadera, pues la harán lucir mas ancha. Las piezas de arriba deberán caer en línea justo antes de la cadera y así “esconder” el defecto. La parte de arriba siempre debe llamar la atención. Por ejemplo, deben usar estampados en blusas pero nunca en faldas o pantalones, y también se recomienda usar camisetas sin mangas. Figura de Cono o Triángulo Invertido: Este tipo de cuerpo es de hombros anchos y de poca cadera. Aquí deben tener sumo cuidado con el área de los hombros. Eviten volantes, colores claros o escotes anchos, ya que aumentara la amplitud de los hombros. Les favorecen los escotes tipo V, ya que alargaran muchísimo la parte de arriba y evitarán la amplitud del hombro. Figura de Regla: Este cuerpo es recto de arriba hacia abajo y sin o con poca cintura. En este caso debemos entallar el área de la cintura para crear la ilusión de añadir cintura. Evitar las piezas muy an-

chas al cuerpo. Prefiera los pantalones con pinzas y no a la cadera. Si se quiere usar estampados, opte por usarlo en una sola prenda, superior o inferior pero nunca ambas. Figura de Manzana: Cuando menciono este tipo de cuerpo, las que son llenitas me comentan: “Ese tipo de cuerpo soy yo”. Pues no lo piensen así. Muchas personas que parecen mas proporcionadas son tipo manzana, pues esto consiste en que todo esta parejo y a veces las llenitas tienen cintura acentuada. Las de tipo manzana debe evitar vestirse extremadamente entallada. La soltura o “taylor” (concepto en la moda para acentuar delicadamente) luce mejor en este tipo de persona. Los colores oscuros son una buena alternativa y no usen estampados muy grandes. Los pantalones y faldas deben ser lisos. ¿En cuales de estos 5 tipos de cuerpo te encuentras tú? Vístete con un leotardo, y mírate en el espejo de diferentes ángulos y establece una silueta con un marcador que se borre en el espejo. Llegarás a la conclusión!!! Recuerda los factores básicos del color claro/oscuro: Los colores claros aumentan, y los oscuros disminuyen el área donde se usan. Recuerda que sin importa su talla o su forma, siempre habrá diferentes opciones para que usted luzca bien y solo es cuestión de que aprendan a conocer su cuerpo. En mi próxima edición, hablaremos sobre la moda otoño/invierno, esto para que tengan idea de lo que pueden adquirir en una época. Y quiero recordarles que los días 27 y 28 de Septiembre, se presentará la colección otoñal de las principales tiendas del Miami International Mall en el Desfile de la Herencia Hispana, y el cual he tenido el honor de producir en los últimos 9 años. A la edad de trece años, en su época escolar, junto con otras estudiantes conformó un taller literario del cual emergió la revista literaria Piedra, que circuló en el plantel educativo durante varios años. Ya como profesional, alternó sus actividades académicas y corporativas con su formación literaria autodidacta que se reflejó en una profusa producción poética y narrativa. Su composición A letter from my dream fue seleccionada en el 2011 como poema institucional de la fundación Girls Going Places de los Estados Unidos. En el mismo año su cuento Un regalo para Laura le mereció una mención especial en el concurso internacional de la Editorial Voces de Hoy. En el 2012, en el concurso internacional convocado por el Instituto de Cultura Peruana y la revista Mujer, le fue otorgado el primer premio en narrativa y una mención de honor en poesía. Los poemas de Pilar Vélez han sido publicados en varias antologías: Fusión de Almas (2011), de la poeta Josefina Ezpeleta, la cual recoge una muestra del trabajo de cuarenta y dos poetas hispanos; Universo (2012), del Encuentro de Mujeres Poetas de Colombia, convocado por el Museo Omar Rayo, y recientemente La noche de la poesía erótica (2013). Es coautora del libro Pas de Deux - Relatos y poemas en escena, presentado durante la Feria Internacional de Libro de Miami 2012. En la actualidad la autora realiza los arreglos finales a su libro El Expreso del Sol y trabaja en un libro sobre estrategias de marketing para escritores.

LA POESÍA CON SENTIDO SOCIAL. Pilar Vélez es embajadora de buena voluntad de Mujeres Poetas Internacional (MPI), organización que anualmente realiza el Festival Internacional de Poesía Grito de Mujer. Este año, el festival organizado por Vélez en el sur de la Florida, logró reunir a más de 200 personas en la Universidad de Miami y contó con la participación de poetas que escriben en inglés, portugués y español. Por otra parte, la escritora promueve durante esta actividad el recaudo de fondos para una organización que trabaja a favor de víctimas de la violencia doméstica.

Pilar Vélez UN GRAN GIRO La pasión de Pilar Vélez por la literatura produjo un giro sustancial en su vida, que la llevó a dejar de lado sus planes de estudiar un doctorado en economía ambiental, y en subsidio enfocó todos sus esfuerzos en la creación y dirección del capítulo Miami de la Asociación Internacional de Poetas y Escritores Hispanos (AIPEH), organización dedicada a promover la literatura y la cultura hispana en los Estados Unidos. Su gestión y su liderazgo han sido altamente elogiados y reconocidos en el ámbito cultural del sur de la Florida. De ella, fue la iniciativa de la Celebración Internacional del Mes del Libro Hispano, evento que ha ganado el respaldo de diversas organizaciones y entidades dentro y fuera de los Estados Unidos, y cuya primera versión cuenta con una agenda de eventos simultáneos en Miami, Orlando, Doral, Hialeah, Puerto Rico, New York, Los Ángeles, San Antonio, Madrid, Granada, San Francisco de Cájar, Cali y en Puerto Rico. UN LEGADO El objetivo primordial de esta celebración es brindar a los escritores hispanos un marco internacional de 30 días, que sir-

va como plataforma para que promuevan sus obras, busquen el apoyo de las organizaciones y se hagan visibles en su comunidad a la vez que promueven la literatura en español e incentivan el hábito de la lectura. Esta celebración permite que los escritores trabajemos unidos y compartamos recursos en pro de la literatura y de nuestra cultura. Permite además, que la comunidad reconozca a sus escritores y desarrolle una relación más directa. En los últimos años, Pilar Vélez ha brindado asesoría en mercadeo a escritores noveles y profesionales, y ha apoyado la difusión y promoción de sus obras; ha sido jurado de diferentes certámenes literarios y participa activamente en las ferias del libro que se celebran en diversos escenarios. Para promover el trabajo en equipo de los cultores de las letras y brindarles beneficios individuales y colectivos aplica las técnicas y conceptos del mercadeo social y diferentes estrategias, fruto de su experiencia a nivel corporativo. Actualmente Pilar está radicada en Miami, ciudad en la cual se desempeña en el área de desarrollo de negocios y mercadeo en una firma de servicios. Adicionalmente dicta talleres sobre creación literaria y seminarios internacionales sobre mercadeo para escritores. En 2012 fundó Snow Fountain Press, que ya cuenta con dos libros publicados. Recientemente participó como conferencista invitada por la Universidad Central de Florida en el marco del UCF Book Festival 2013, y en igual calidad fue invitada a Puerto Rico por la Cofradía de Escritores de Puerto Rico / Universidad del Sagrado Corazón. Continuamente es llamada para presentar ponencias, dar entrevistas, y participar en charlas sobre mercadeo y asuntos afines relacionados con el ámbito literario. Sus artículos han sido publicados en varios medios online y está referenciada en el libro Bestsellers 2.0 Historias de éxito en Amazon, por Marlene Moleón.

aludando a Doral nuevamente, me da mucho gusto escribirles una vez más una nueva noticia de salud. En el último artículo les hable acerca del famoso “Aceite de coco” y de sus mega beneficiosos. Esta vez le quiero hablar, acerca de otra estrella de la naturaleza. Así como Hollywood tiene sus estrellas, la naturaleza tiene también las suyas. Les hablo del famoso “Cacao’’ o “Chocolate oscuro” (Dark Chocolate). Les tengo que especificar que hablo del verdadero chocolate, el que tiene un sabor amargo y fuerte. Este súper alimento, es un mega potente antioxidante con grades beneficios para nuestro organismo ya que tiene muchas y fabulosas propiedades. Antiguamente era consumida por el gran emperador Azteca: Moctezuma de México. El consumía alrededor de 15 tazas de cacao al día para tener gran vitalidad y mantenerse joven. Y no cabe duda que si él lo utilizo todos los días de su vida, tiene que haber sido porque le hacía sentir bien y porque descubrió que tenía poderosas propiedades. Solo para asombrarlos un poquito antes de seguir. Les quiero comentar que el “Cacao – Chocolate Oscuro, es # 1 antioxidante del mundo. Esta famosa semilla, tiene 20 veces más antioxidantes que el famoso y popular “te verde”, 30% mas antioxidantes que el vino tinto, 15 % mas antioxidantes que los arándanos o Blue-berries. Wow!! Me imagino que esto no se lo esperaban. Yo lo descubrí recién hace un par de años. Muchos de los que me veían consumirlo tan seguido tam-

bién me miraban y me decían: Cómo comes chocolate y estas delgada, que suerte… yo no puedo!!. Yo les decía: Ojo!! este no es un chocolate cualquiera. Este es “Dark chocolate, 90% cacao y orgánico,” y usted SI lo puede comer! Es mas quiere probar un poquito? No solo le va subir el ánimo, también la mantendrá alerta, le dará ese empujón de energía, y si tiene esposo… mejor ni le cuento. Ya que estos solo son unos cuantos de sus beneficios. También tiene un

alto contenido en hierro (bueno para la anemia), alto contenido en Magnesio (buen para el estrés y los huesos), Zinc (bueno para reforzar el sistema inmune), Chromio (bueno para regular el azúcar en la sangre y las ansiedades), Fosforo (bueno para la memoria), Cobre (crucial para la absorción del hierro en la sangre y desarrollo del colágeno). Pero entremos un poco más profundo al tema. Quiero compartir este articulo acerca del Chocolate (cacao), porque quiero comunicarles que es un deber, el de nosotros el consumir “Antioxidantes.” Estos antioxidantes son de gran importancia para nuestro organismo ya que nos ayudan a prevenir la degeneración de las células, lo cual previene el cáncer y otras enfermedades que están atacando a mas personas en estos tiempos; La mayoría come alimentos altamente procesados y no en su estado natural. Al comer alimentos procesados, ya no tienen los mismos nutrientes, el alimento pierde sus poderosas propiedades, ya que al ser expuesto en altas temperaturas, los nutrientes y minerales cambian su composición y disminuyen su valor y hasta a veces son completamente destruidos. Al consumir antioxidantes, podemos contrarrestar todo el daño que nos llega de tantos químicos que consumimos en el día a día. Los químicos en los alimentos procesados, en los productos que usamos para nuestro aseo personal, nuestros maquillajes, perfumes, cremas, productos de limpieza, etc). Los antioxidantes nos protegen y nos regeneran. Nos mantiene jóven y bellas. Ayudan a nuestro metabolismo y a nuestro mantenimiento corporal. Ahora, si hay otros alimentos y hierbas con muchos antioxidantes pero el “CACAO” es el mejor. Para disfrutar de sus beneficios, pueden comprarlo en polvo: “Raw cacao

Powder, o Dark chocolate powder.” Tomarlo en smoothies por la mañana para mejorar el rendimiento físico, subir el ánimo y tener mucha vitalidad. Ahora tengan en cuenta que mientras más porcentaje de cacao tiene el chocolate más beneficioso serán sus beneficios. Siempre consuman todo con moderación. Respeten su cuerpo y bríndele los alimentos poderosos que nos regala la naturaleza. Es hora de que tú también puedas experimentar todos sus beneficios y disfrutes de una salud óptima. Doral Community Coalition Announces New Executive Director

Our Doral area, and now the City of Doral, has been fortunate to have community-based organizations in place at critical times in our twenty year local history. We were fortunate to have elected our first City government from these groups. The Doral Community Coalition (DCC), a community-based organization founded in 2010 and made up of the founding community-based groups in Doral, recognizes the critical need for a more organized approach in our role as citizens and community activists. To meet those needs the Doral Community Coalition is pleased to announce the hiring of Daniel Buigas to fill the role of Executive Director. Mr. Buigas has a B.A. from Florida International University and a J.D. from Indiana University Maurer School of Law - Bloomington. This position will enable the DCC to more quickly respond to the needs of the residents of Doral and implement our outreach program of energizing and creating community interest in all areas that make Doral a beautiful city and one we can be proud of.

Babson College Undergraduate Admissions Director met with RRDSH students Mrs. Adrienne Ramsey, Associate Director of Undergraduate Admissions at the prestigious Babson College in Wellesley, Massachusetts met with Senior and Junior students of Ronald Reagan/Doral Senior High School interested in pursuing degrees on Business and Finance. The meeting was coordinated by Interact Club president, Frank Lam Jr., and was intended to provide students with all information regarding the application and admission process to this school. Founded in 1919, Babson is one of the highest ranked educational institutions in the country and the interest of this school on recruiting RRDSH students for their class of 2018 is a testament of the high levels of recognition Doral school’s alumni are receiving nationwide.

El pasado sábado 7 de septiembre el centro de entrenamiento vertical, WALL Physical Studio, celebró su aniversario con una serie de actividades especiales. Los clientes y amigos disfrutaron de un día lleno de diversión, desde un rally hasta súper clases, circuitos de Fitwall, comidas saludables, música y premios. A la celebración también acudió la concejal Ana Maria Rodriguez y la concejal Christi Fraga, quiénes le otorgaron la Proclamación de la Ciudad de Doral. Sus propietarios, Verónica Rodríguez y Sergio Serna, agradecieron a Dios y a cada uno sus clientes por la fidelidad y por creer en ellos desde el primer momento, y prometieron seguir trabajando para que WALL Physical Studio siga siendo el lugar preferido a la hora de ejercitarse. A la par que dijeron estar muy satisfechos de compartir día tras día con cada una de las personas que escogieron a WALL Physical Studio para hacer de sus entrenamientos, un tiempo productivo y con excelentes resultados. Service Academy Day at U.S. Southern Command On Saturday, September 14, Congressman Mario DiazBalart (R-FL) hosted Service Academy Day at the U.S. Southern Command. On this day, representatives from the U.S. Naval, U.S. Air Force, U.S. Military, U.S. Merchant Marine and U.S. Coast Guard Academies were on site to meet with and inform perspective students about educational and career opportunities at the service academies. At the event were several state and local elected officials and hundreds of guests. Currently, 18 students nominated by Diaz-Balart are completing work in West Point, the Naval Academy, Air Force Academy, or the Merchant Marine Academy. Thirteen others have graduated and are now serving in the U.S. Military.

Paula Gómez y Noryam Guillén reconocidas por la Ciudad de Doral

La iniciativa de Paula Gómez y su prima Noryam Guillén, que resaltamos en un artículo escrito por Laura Tobi en nuestro periódico anteriormente, fue la base para que la concejal Christi Fraga diera pie para reconocer a estas dos niñas durante la reunión del Concejo de la ciudad de Doral. Y es que sin duda, la ardua labor que realizaron Paula y Noryam de recaudar mas de 600 firmas en pocos días para evitar el cierre de la biblioteca, causo efecto enseguida. Ambas fueron reconocidas por su fuerza y liderazgo, por el Concejo de Doral, el Comisionado José “Pepe” Diaz y el Presidente del PBA de Miami-Dade, John Rivera, quién les obsequió un iPad. La constancia y firmeza de Paula y Noryam debe ser un ejemplo para toda la comunidad.

NASCAR Chase for the Sprint Cup Driver Carl Edwards visits MDFR on 9/11

Miami-Dade Fire Rescue (MDFR) and the Homestead-Miami Speedway, teamed up to host a series of fire rescue activities on Wednesday, September 11, at MDFR Headquarters in Doral with NASCAR driver Carl Edwards. The appearance was part of NASCAR’s Chase Across America, previewing the Chase for the NASCAR Sprint Cup, NASCAR’s equivalent of the playoffs, which culminates with the season-ending championship race – the Ford EcoBoost 400 – on November 17 at Homestead-Miami Speedway. NASCAR driver Edwards toured the facility, and participated in fire rescue training programs such as using the Jaws of Life for car extrication and battling a simulated car fire. Edwards then traveled to Miami-Dade Fire Station 43 in the Richmond Heights area of Miami to have lunch with MDFR staff. As a parting gift, Miami-Dade Fire Chief Dave Downey gave Edwards a department patch, which he says he will wear proudly on his suit during NASCAR’s final sprint cup race, November in Homestead.

n hombre que ha caminado Venezuela entera 2 veces para ganar la confianza del pueblo y sembrar la esperanza de un mejor camino para su patria merece tener la llave de la ciudad con mayor número de habitantes venezolanos en el exterior. En el marco de su visita invitado por el Miami-Dade College para dictar una conferencia sobre “La lucha por la democracia”, el líder opositor venezolano Henrique Capriles Radonsky recibió como reconocimiento la llave de la Ciudad de Doral, de manos del Alcalde Luigi Boria, primer venezolano en ocupar un cargo de elección popular en los EEUU. “Lo que me nace pedirles es apoyo y confianza”. “Venezuela es un proyecto colectivo”. “Dediquen la energía a organizarse” fueron algunos de los mensajes que Capriles dejó a los aproximadamente 4,000 venezolanos que se congregaron para su conferencia, aparte de agradecerles de corazón su esfuerzo para apoyarlo en los pasados procesos electorales. Reflexionó sobre la cantidad de talento que se ha ido de Venezuela y manifestó su ferviente deseo de que las condiciones del país estén algún día dadas para que puedan regresar. A su salida del evento el Alcalde Boria comentó sus impresiones sobre el discurso de Capriles: “Me pareció muy responsable y enfocado a no hacer las cosas por impulso. Fue muy grato poder compartir con él, es una persona brillante e inteligente. Habría sido ideal que también hubiera venido a Doral. Quiero felicitar a los organizadores del evento. Creo que fue el deseo de todos los voluntarios, lo que realmente demuestra que hay pasión por la libertad y la democracia de Venezuela”.

The “Golden Veterans Parade – 50th Anniversary Commemoration’, scheduled for November 8, will kick-off at noon on Flagler Street under the Interstate 95 overpass and make its way to Bayfront Park, where a concert will take place.
