FBI’s New Target: Operation Soap Opera By Ettore Sabatella

hen I was a kid I remember my mother always used to give me plenty of advice. In Spanish many advices have the word “mano,” which means hand. When I wanted to hang out with bigger kids at school, or started playing rough with my neighbors, she would always say “hijo, juego de mano, juego de villano” which basically means “if you keep doing that, you are going to end up with a black eye!” That’s exactly what is going on in Doral between Mayor Luigi Boria and city manager Joe Carollo. Boria became Mayor with very little political experience and looked for help in none other than Joe Carollo. The last round of fights between them is showing that Boria had no idea who he brought into his inner circle. Carollo is showing he is the big kid. Boria asked for forgiveness for bringing Carollo into Doral, but it is already too late. As you may recall during the everlasting council meeting of October 9th, the Council withdrew Boria’s move to fire the manager. Instead, they voted 3-2 to give Carollo a vote of confidence. If that is not a black eye on Mayor Boria’s face, I don’t know what it is. I also remember another Spanish expression with the word “mano”… la mano peluda… hairy hand. When a situation is full of intrigue, innuendos and dark motives hatched behind closed doors, it is obvious that la mano pelu’a is in the middle of it all. Carollo knows there is a mano peluda. And he may have shown his real motive for coming to Doral during a brief press conference, given just minutes after he was ratified in his position as manager. He told reporters he contacted federal authorities. That alone would make any elected official run for his or her life. Just this summer, Miami-Dade saw three elected officials be taken away in cuffs, the Mayors of Sweetwater, Homestead and Miami Lakes. But what really surprised many of us who were sitting inside Doral’s council chamber on October 9th were the statements by Boria’s daughter, Lorena, and her husband. “I don’t want you near my child again,” said a very upset Boria’s in-law, Ernesto Bernal. Followed by what seemed a plea from Lorena Boria to put aside the political struggles and work for the betterment of Doral, one might think she was asking Carollo to stay away from her. “I’m afraid of you,” she said. They are many ways of interpreting what we all heard but to grasp fully what’s going in Doral we have to ask ourselves who is Joe Carollo? Let’s rewind the wheels of time and give our readers some historical background especially

to those who probably were not even thinking of moving here from their country of origin almost 20 years ago. The year was 1995. Joe Carollo was elected once again as Commissioner in the city of Miami. His first term was in the 1980s when he earned the nickname “Crazy Joe” for calling the police chief a “two-bit punk” and fighting with Jorge Mas Canosa, co-founder of the CubanAmerican National Foundation. Few months before Carollo was elected commissioner for the second time, the Miami Commission adopted in July, 1995 a resolution that gave Miami’s Manager authority to issue bonds totaling $309 million between 1995 and 2008, the so called “pension bonds resolution.” According to this resolution, the manager had sole authority to issue bonds up to $22 million annually in order to make payments including pension’s costs, a product of the famous Gates Case. That case was related to the way pensions were paid in Miami. The pension pot being too tempting, Miami city officials were caught with their hands in the cookie jar using pension monies to balance the budget. Power was not enough for then Miami Manager, Cesar Odio. Not even a year later, Odio was arrested for plotting a kickback scheme with the city’s health-insurance program. The FBI’s corruption probe “Operation Greenpalm” unraveled Odio’s demise. “It was ‘Pay me as a consultant, and we’ll get you the contract,’” said Assistant U.S. Attorney Wilfredo Fernandez at the time. Odio spent a year in prison. This was the atmosphere surrounding Carollo in the 1990s. The story reads like a novel. After a brief stint as Mayor following the death of Stephen Clark in 1996, Carollo wanted to keep the job and

ran for the post in 1997. Former Mayor Xavier Suarez wanted to run again (yes, the same Xavier Suarez who is now a County Commissioner and whose son –a commissioner in Miami- wanted to be Mayor but decided to pull out of the race.) Dad Suarez won but lost a court battle against Carollo, who accused Suarez of an election mar with fraud and dead people voting. Carollo finally becomes Mayor in March of 1998. But Mayor Carollo’s vote battles were just the beginning. Miami was in a deep financial mess. He must have known it. After all he was commissioner in the 80s when the Gates class action was settled; commissioner in 1995, when the Commission voted for the pension bonds resolution, and then Mayor in 1998. Miami survived at the end and who knows? Maybe Joe Carollo was instrumental in putting Odio behind bars and getting Miami back on track, no matter how briefly. Today some of Carollo’s faithful are now working at Doral’s police department, including Chief Richard Bloom. Many things can be said about the city manager. Many complain about his hot temperament, about making passionate decisions without measuring its consequences. That is all true. But it’s not necessarily illegal. And if a politician can survive the worst years Miami ever saw without one hint of corruption, he may know what he’s doing. Less than week after promises of peace and harmony, Carollo put on his boxing gloves again and spent close to three hours at yet another scheduled Council meeting going through a litany of probable irregularities and allegations against Mayor Boria. The allegations included pressuring city administrators on the Grand Floridian land zoning issue; his connections with now suspended Mayor Maroño’s tow truck business; promising Mayor Pizzi, also suspended, as Doral’s city attorney; pressuring Carollo to contract Jorge Forte, one of the lobbyists arrested over the summer; and accepting illegal campaign contributions from non U.S. citizens and business owners in Doral. The Mayor denied all the allegations saying he didn’t have a crystal ball and had no idea they were involved in illegal activities. He also invited Carollo to go himself to the FBI. “I’m not afraid,” he added. Some say that Boria’s job is too big for him and that his level of popularity keeps falling month after month. Carollo on the other hand has dealt with politics in Miami–Dade for many years and three Councilwomen are on his side. The FBI could get a hint from Boria calling it “Operation Soap Opera.”

uando era niño recuerdo que mi madre siempre me aconsejaba. En muchos de esos consejos generalmente usaba la palabra “mano”. Cuando quería pasar el rato o jugar con los niños más grandes en la escuela, o con mis vecinos, mi madre siempre me decía “hijo, juego de mano, juego de villano”, que básicamente significa que ‘si sigues haciendo eso, vas acabar con un ojo negro!’ Esto es exactamente lo que está pasando en Doral entre el alcalde Luigi Boria y el administrador municipal Joe Carollo. Boria se convirtió en alcalde con muy poca experiencia política y buscó ayuda en nada menos que en Joe Carollo. La última ronda de peleas entre ellos está demostrando que Boria no tenía ni idea de quién llevó a su círculo íntimo. Carollo está demostrando que es el chico grande. Durante la reunión del consejo el 9 de octubre, Boria pidió la destitución del administrador de la ciudad. Sin lograr su cometido, el Concejo de la ciudad de Doral decidió emitir un voto de confianza para Carollo con 3 votos a favor. Si eso no es un ojo negro en la cara del alcalde Boria, no sé lo que es! A todo esto, también ha venido a mi mente otra expresión muy latina con la palabra ‘mano’ ... “La Mano Peluda”. Cuando una situación está llena de intrigas, insinuaciones y motivos oscuros nacidos a puerta cerrada, es obvio que la mano pelu’a está en el medio de todo. Carollo sabe que hay una mano peluda. Así lo demostró durante una breve conferencia de prensa que dio a los pocos minutos después de que fuera ratificado en su cargo de administrador. Dijo a los reporteros que él ya contactó a las autoridades federales. Eso por sí solo hace que cualquier funcionario electo corra por su vida. Este verano, Miami-Dade vio a tres funcionarios electos esposados, los alcaldes de Sweetwater, Homestead y Miami Lakes. Pero lo que realmente sorprendió a muchos de los que estaban sentados en el interior de la cámara de Concejo de Doral el 9 de octubre fueron las declaraciones de la hija de Boria, Lorena Boria, y su marido. “Yo no te quiero cerca de mi familia ni de mi hijo”, dijo Ernesto Bernal. Seguido por lo que parecía una petición de Lorena Boria a dejar a un lado las luchas políticas y trabajar por el bienestar de Doral, uno podría pensar que le estaba pidiendo Carollo se mantuviera alejado de ella. “Yo tengo miedo”, dijo. Son muchas formas de interpretar lo que todos escuchamos, pero para comprender plenamente lo que está pasando en Doral deberíamos saber un poco más sobre quién es Joe Carollo?

Vamos a rebobinar las ruedas del tiempo y dar a nuestros lectores algunos antecedentes históricos sobre todo a los que probablemente ni siquiera estaban pensando en mudarse aquí desde su país de origen hace casi 20 años. Era el año 1995. Joe Carollo fue elegido una vez más como Comisionado en la ciudad de Miami. Su primer mandato fue en la década de 1980, cuando se ganó el apodo de “Crazy Joe” por llamar al jefe de la policía un “punk de pacotilla” y pelear con Jorge Mas Canosa, co-fundador de la Fundación Nacional Cubano-Americana. Meses antes de que Carollo fuera elegido Comisionado por segunda vez, la Comisión de Miami aprobó en julio de 1995 una resolución que le dio autoridad al administrador de Miami para emitir bonos por un total de 309 millones dólares entre 1995 y 2008. De acuerdo con esta resolución, el gerente tenía autoridad exclusiva para emitir bonos de hasta $ 22 millones al año con el fin de hacer los pagos, incluyendo los costos de pensiones. En relación a lo tentador y a la forma como se pagaban las pensiones en Miami, algunos funcionarios de la ciudad de Miami fueron sorprendidos con las manos en la masa usando el dinero de las pensiones para equilibrar el presupuesto. El poder no fue suficiente para el administrador de Miami en aquel entonces, César Odio. Un año más tarde, Odio fue acusado penalmente después de ser capturado en una investigación federal llamado operación GREENPALM. Odio fue grabado hablando sobre un esquema a darle sobornos a desarrolladores de bienes raíces y a recibir sobornos sobre contratos de seguro municipal. Odio pasó un año en prisión. Esta fue la atmósfera que rodeaba a Carollo en la década de 1990. La historia se lee como una novela. Después de un breve período como alcalde después de la muerte de Stephen Clark en 1996, Carollo quería mantener su trabajo y se postuló para el cargo en 1997. El ex alcalde Xavier Suárez quería correr de nuevo (sí, el mismo Xavier Suárez, quien ahora es comisionado del condado y cuyo hijo - un comisionado de Miami- quería ser Alcalde, pero decidió retirarse de la

carrera). Suárez ganó, pero perdió una batalla judicial contra Carollo, quien acusó a Suárez de una elección fraudulenta y por los votos de personas fallecidas. Carollo finalmente se convierte en alcalde en Marzo de 1998. Pero las batallas de voto del alcalde Carollo fueron sólo el comienzo. Miami estaba en un lío financiero profundo. Él deberia saberlo. Después de todo él era el comisionado en los años 80. Miami sobrevivió a la final y ¿quién sabe? Tal vez Joe Carollo fue instrumental en poner tras las rejas a Odio y volver a la pista de Miami, aunque brevemente. Hoy en día algunos de los fieles de Carollo están trabajando en el departamento de policía de Miami, incluyendo al Jefe Richard Bloom. Muchas cosas se pueden decir sobre el administrador de la ciudad. Muchos se quejan de su temperamento caliente, sobre la toma de decisiones apasionadas sin medir sus consecuencias. Eso es todo cierto, pero no es ilegal. Y si un político pudo sobrevivir a los peores años de Miami sin una pizca de corrupción, se puede saber lo que está haciendo. A una semana después de promesas de paz y armonía, en una nueva reunión del Concejo el 15 de octubre, Carollo se puso “los guantes de boxeo” de nuevo y habló por mas de tres horas sobre una larga lista de probables irregularidades y denuncias contra el alcalde Boria. Las acusaciones incluyen desde presionar al director de zonificación de la ciudad para aprobar el ordenamiento territorial en el caso Grand Floridian, sus conexiones con las empresas de las Grúas del ahora suspendido alcalde Maroño; prometerle un trabajo de abogado municipal al ex alcalde de Miami Lakes y también suspendido, Michael Pizzi, presionar a Carollo para contratar a Jorge Forte, uno de los cabilderos detenidos durante el verano; y aceptar contribuciones ilegales durante su campaña. El alcalde negó todas las acusaciones diciendo que no tenía una bola de cristal y no tenía idea de que estaban involucrados en actividades ilegales. También invitó a Carollo a ir él mismo al FBI. “No tengo miedo”, agregó Boria. Algunos dicen que el trabajo de Boria es demasiado grande para él y que su nivel de popularidad sigue cayendo mes tras mes. Carollo por otro lado se ha ocupado de la política en Miami-Dade desde hace muchos años y tres Concejales están de su lado. El FBI pudiera tener su nuevo objetivo en la “Operación Novela”, calificada así por el mismo Boria.

October Council Meetings Saga in Chapters

CHAPTER 1 Council Meeting, October 9, 2013

One would think that the City of Doral Council meeting on October 9, 2013, was an episode of those popular Telenovelas that the Latin community is so used to. The drama and the saga and the tension among the City Manager and the Mayor was evident as it played out on live TV. The Agenda is ignored and Mayor Boria starts the meeting by stating, “I want to exercise my rights as a Mayor and recommend the termination of the City Manager.” He does not state the reason why he wants the termination other than making random statements about Joe Carollo’s volatile personality and erratic behavior in the office. He says that Mr. Carollo has “problems with conduct” and that he will have more problems because of this behavior. The Mayor further says, “He screams at me for no reason, and I can’t work like this. Mr. Carollo has screams and uses “bad words”. His behavior is not normal and not what a manager should be. The Mayor then apologizes to Councilwoman Ruiz for what the he (the Mayor) did to her referring to the issue of her being Vice Mayor and then removing her. And, turns to Councilwoman Fraga and says, “and to you too Christi I have to apologize.” He makes accusations that the City Manager spied on the Councilwoman and pried into their private lives. Councilwoman Ruiz states that the council had awarded the Mayor every courtesy and respect when he brought in Carollo. That the process that is in place for hiring Charter Officials was not followed because the council trusted the Mayor. Councilwoman Rodriguez states that the only one that showed any “erratic behavior is you Mr. Mayor, not the Manager.” Councilwoman Fraga asks, “if you knew about all of this for so long, why wait until now, Mr. Mayor.” Vice Mayor Rodriguez Aguilera reminds the Mayor that “in the City of Doral, we do not have a strong Mayor”. The meeting turned into a long dragged out back and forth during which Mayor Boria pounded on the dais with his gavel and reminded the Council that he was the Mayor, little of the City’s business was conducted, and Mr. Carollo sat quietly unable to speak, answer, or address any of the accusations made by the Mayor. A Vote of Confidence was taken and Mr. Carollo was give a 3-2 Vote of Confidence from the Council and not terminated but allowed to continue to stay and work with the City. The Meeting adjourned and the items not addressed on the agenda were deferred to a Special Meeting on Tuesday, October 15, 2013

CHAPTER 2 Special Council Meeting, October 15, 2013

The Special Council Meeting on Tuesday, October 15, 2013, started with a jammed packed City of Doral Chambers where media and residents all gathered to watch the drama on fold. First item on the agenda, City Manager to address the Council. City Manager, Joe Carollo, wasted no time in addressing one by one in full detail the accusations made the previous week by Mayor Boria. He not only addressed the accusations but also gave detailed information about some of the dealings and associations of the Mayor. Mr. Carollo stated that this had been the reason for the Mayor’s “sudden” turn on me. Mayor Boria recused himself when Mr. Carollo stated that he would be addressing the topic of the Grand Florida and the recent arrest of Mr. Tovar, a business associate of Mayor Boria, and Javier Bellon. Both gentlemen were arrested after a police investigation and video tapes proved that Mr. Tovar together with the testimony of an eye witness, Mr. Bellon, filed a false police report. Councilwoman Ruiz tried to put a cap on Mr. Carollo’s speaking time, but it was to no avail. Mr. Carollo addressed the stunned and silent council for what was close to two and half hours. During which time, the following points were addressed: The Mayor’s Twitter and Facebook accounts. The City Manager started out by reading statements and comments made on the Mayor’s twitter and Facebook accounts in which he insulted not just Mr. Carollo but members of council, one such twitter statement identifying Council members as “la mejicana y las cubanas”. Comments also made accusations about the police department and Mr. Carollo being involved in drug trafficking. The Week’s Vacation to Vegas. Mr. Carollo brought out paperwork with the Mayor’s signature approving his Vegas trip. “This was a business trip, not a vacation.” stated the City Manager, “and the Mayor was fully aware that I was going. As a matter of fact, he and Mrs. Boria also had plane reservations and were scheduled to go.” Mr. Carollo explained in detailed the circumstances of the trip and his dealings with Mr. Trump who was to announce during the Miss USA pageant that the next year’s event was to be held in Doral. After Mayor Boria’s imprompt decision to not attend the pageant, Mr. Trump and Mr. Carollo felt it best to hold off on the announcement. “The Mayor approved this trip, he knew where I was and why.” The Grand Floridian. Mr. Carollo again in great detail outlined how this had been a turning point in the relationship dismantling between the

Mayor and himself. Even after the City attorney had advised the Mayor that he could not vote on anything related to the Grand Floridian, the Mayor still insisted that he could. He spoke of how the Mayor’s son had tried to pressure him, Mr. Carollo, and the then City Manager Mr. Jimenez into putting the item back on the agenda after it had been pulled. “If it hadn’t been for me, he would be in jail.” Said Mr. Carollo to the Council. Tovar. The Manager went into details Mr. Tovar’s arrest, and stated that “he filed a false police report and this report was investigated like any other report would have been.” Chief Blom addressed the council on this matter as well stating that a full investigation and consultations with the State Department’s office had proved the arrest valid and with merit. The Letter from the Ethics Committee. Mr. Carollo showed and read parts of the letter from Mr. Centurion regarding the decision made and how it stated that special attention needed to be paid to this project to ensure that all the proper procedures and rules be followed. “When I said to Mr. Tovar, we are going to do things the American way, the right way, it was because, Mayor Boria has not been clear like he states.” Mr. Carollo said as he held the letter up, “I will not allow this City to be given a black eye on my watch.” Again, these are all incidents that the Manager was made aware of and looked into before the Mayor proceeded on any venture. The two hour long speech from the City Manager also mentioned an array of shady characters whom the Mayor brought into City Hall and or met with to conduct the City’s Business. “I have so much more to bring forth.” Stated the Manager, but instead the Council thought it was prudent to continue the meeting and bring back the Mayor. The Mayor then stated that he thought the Manager’s statements were lies and “exaggerations”. And it seemed like the two men would go at it again, but instead of allowing the two to start a war of words, the council intervened and finally addressed the items of the agenda. FPL Lines that would benefit the area specifically where the Grand Floridian was being built. Mr. Carollo stated that the Mayor wanted the City of Doral to pick up half of the cost involved. The total cost was approximately 70,000 million dollars. “This an outrageous amount and the city should not pay this.” Said the Manager. The council discussed this topic and it was decided that the power lines were not necessary but a matter of aesthetics. More information would be needed before a decision was to be made. The meeting adjourned and the next Council Meeting was set for November 13, 2013.

Doral Scouting Units Request the City Council a Place to “Call Home”

n October 9th, members of the Doral Scout Units attended the regular Council meeting of the City in order to formally submit a request to grant the use of meeting space and a location to display recognitions and trophies at the new Community Center to be built on NW 114th Ave and NW 82nd St. Scout Leader Alejandra Moreno was the spokeswoman responsible of delivering the Letter of Request to Mayor Luigi Boria and Council Members that night, while the girls Natalia Sepulveda, Iris Savatosky (both Juniors Girl Scouts), and Samantha Romero (Cadette Girl Scout) all members of the Doral Scout Troop 552 for more than five years, were responsible for communicating the benefits of the scouting program and sharing what the Scout

experience has meant to them. “We know that we can count on your support to continue making a difference in our community” they said. Although the Scout units acknowledge the support of local schools such as John I Smith Elementary School, Eugenia B. Tomas Elementary School, and Doral Middle School for making available their facilities for scouting meetings and activities, it is a reality that the scout groups need a space where they can continue to grow and offer a positive environment for many young people to develop leadership skills, community service conscience and respect for nature. City officials were very receptive and they committed to work out the options and find possible ways to contribute with scouting activities in the City.

l pasado 09 de Octubre, representantes de las tropas de niños, niñas y jóvenes Scouts del Doral asistieron a la reunión ordinaria del Consejo de la Ciudad con el fin de solicitar formalmente que se les otorgue el uso de espacio para efectuar sus reuniones y exhibir sus reconocimientos y trofeos en el Centro Comunitario planificado a ser construido en la NW 114th Ave y la NW 82nd St. Alejandra Moreno actuó como vocero y fue la responsable de leer y hacer entrega de la Carta de Solicitud al Alcalde Luigi Boria y los Miembros del Consejo, mientras que Natalia Sepulveda, Iris Savatosky (ambas Juniors Girl Scouts) y Samantha Romero (Cadette Girl Scout), todas integrantes de la Tropa Scout 552 de Doral por más de 5 años, fueron las jóvenes responsables de comunicar los beneficios del programa y compartir lo que la experiencia Scout ha significado para ellas. “Sabemos que podemos contar con su apoyo para continuar impactando de manera positiva nuestra comunidad”, expresaron. A pesar que las Unidades Scouts de la Ciudad agradecen el apoyo de las escuelas locales como John I Smith Elementary School, Eugenia B. Tomas Elementary School y Doral Middle School, que por muchos años han prestado sus instalaciones para sus reuniones y actividades,

es una realidad que estas unidades necesitan un espacio donde puedan continuar creciendo y ofreciendo una alternativa sana para que muchos jóvenes desarrollen habilidades de liderazgo, conciencia de servicio comunitario y respeto a la naturaleza. Las autoridades de la Ciudad se mostraron muy receptivas y de forma unánime se comprometieron a evaluar la solicitud y proveer soluciones alternativas que garanticen que las actividades de los grupos scouts continúen.

Councilwoman Sandra Ruiz is Named Honorary Chair for Relay for Life Doral 2014

ouncilwoman Sandra Ruiz was given special recognition for her time and commitment on Wednesday, October 9th, 2013 by the American Cancer Society. Mr. Jose Bowles, Community Representative, American Cancer Society was present to personally thank Councilwoman Ruiz with a plaque at the Council Meeting. Councilwoman Ruiz will be the new Honorary Chair for the Relay For Life of Doral 2014 Councilwoman Sandra Ruiz will serve as Honorary Chair ensuring the City of Doral actively participates in Relay For Life and encourages the community to get involved. Relay For Life is one of the signature event in the City of Doral that brings together the community in order to raise awareness and funds for the American Cancer Society. uan Carlos Bermudez left his position as First Mayor of Doral in November 2012 with his head held high; proud of a job well done for 9 years with honesty, dedication and unquestionable transparency in the leadership of the city he helped build and shape. A year ago we spoke with him for a farewell interview on the eve of the mayoral elections. This time around he looks more relaxed. He still drives the same car, lives in the same house, works at the same place and has been spending time with his family, working and trying to get healthier; “enjoying my life for a change.” He decided to approach Doral Family Journal, in his words “a newspaper that has been founded for the best interest of the city, and has continued to be fair and honest in your reporting”, to share with the community his concerns, exercising his right to opine as a resident. This is the first part of a long conversation where the First Mayor broke the silence and addressed the issues he currently sees in the city he calls home.

“The five elected officials need to work together to go in the right direction” “I think that change is inevitable and I understand that a new administration has to do certain things their way. Some of it is fine because a new group of elected officials has the right to go in the direction they want to go. It is important that they keep in mind all the hard work that not only myself and the council but so many people did to make this a great city and they should build upon that as opposed to try to eliminate it.” “There probably would have been wiser for the incoming mayor to focus on trying to build upon what we did as opposed to trying to necessarily change everything.” “Everybody has their right to do things the way they want to do it. And I would be the first to defend them on that. The one thing they need to remember is that many people worked very hard, including many of them, to make this a great city and we should build and make things better and not necessarily change for change’s sake.” “Luckily we have an administrator who has experience, who has been a mayor of another city and he has done some things that I think were positive for the budget. I can tell you I think I am sure budget-wise manager Carollo has done a good job in making some of the recommendations that he has made. There are others that I may not agree with, but you know people can have

differences of opinion.” “The biggest issue though has been again trying to focus on making changes. We still need a lot of infrastructure: we need more parks, better roads, and those are the things I think this council needs to focus on moving forward. “ “It doesn’t matter who the manager is, the 5 elected officials need to work together to go in the right direction, and in order for that to happen there has to be a clear vision of what we want for this community and that has to come from the council, and that is maybe sometimes one area where there has not been as much clarity as there had to be.” “The correct vision for this mayor and this council would have been to build upon what was built before. Make sure to make it better.” “I said it to Mayor Boria personally, the day he got sworn in, and I said it to him even afterwards. The smartest thing for any elected official in Doral including him, to do, would be just add to all the hard work that was done before. Through the leadership of the present mayor, there should have been a clear vision and a direction.” “And the second thing that is important, something I see now as a resident and I say this again to mayor Boria: I think he needs to understand that you need at least 3 votes to be able to move anyone’s agenda forward on the council.” “It is not great secret that a couple of the council members that originally were people that were

allies or friends of mine at the beginning, ended up being people that even went after my own family, my kids and my wife unfortunately, and still are attacking me. Having said that, you can go back and see one meeting where I didn’t treat them with respect and listen to their point of view and sometimes when they were right I agreed with them.” “Being a leader requires that you work in a democracy; you need to understand that you have to work with the word of the majority. Sometimes it means that if the council has an opinion that is different from yours, your role as the Chief Elected Official of the City is to be the one that carries out that point of view. Does not mean it has to be yours but that is what you were elected to do. You were not elected necessarily just to carry out what you want to do but what the elected body, by consensus or by majority of votes, want to do. And that means that if 3 people have voted a certain way that has to be respected.” “If I would give a piece of advice to the people on the dais today, most of who are friends of mine, I would say regardless of whatever difference of opinion you have politically or personally, you still have to move the city forward. I do not think that being a leader means personalizing your position on the dais when you are supposed to make a decision for the best of the city.” “Whether they like each other or not, the people of Doral have elected the 5 members of the council to govern in the city. Get back to what you were supposed to do which is: teamwork, govern, move the car forward down the road.” “The most important thing is I am still a resident and I have explained this to Mayor Boria. As a resident I haven’t said anything for a year out of respect to him and to the Council. I did that because I think it wasn’t fair to a new Mayor to have to have me complaining. I have chosen not to make comments publicly until now. It was the right thing to do, whether I agreed or disagreed with him.” “But as I did tell him recently, I am a resident of the city, I am not moving out of Doral. Many of us worked very hard, including me as the First Mayor. It was not just me it was many people, even before we were a city that worked hard to make it a great place.” “And I have the right to opine. I live in a democracy and I am going to let people know when I disagree with some of these things and I have the right to do it as a resident.”

“Community participation has increased” “One positive thing that has come out of all the, let’s call it ‘contentious issues’ that have happened, is that community participation has increased.” “I can tell you that in my case and it is not great secret, because I told the mayor this personally, One Doral and West Dade got together in 2010 to create Doral Community Coalition. I have supported them; I am a member and I think now it is important that we have a community based group. It is very important that more people starts participating in this process. “ “The greatest danger our countries have always had, is that when people does not participate democracy is at risk. It is important that we don’t just step aside and not participate.” “I am going to be active in the Doral Community Coalition, who is not me but the founders of One Doral, of West Dade Federation of Homeowners Association, people like Morgan Levy, Jesse Jones, and Alberto Ruiz. And now there are new people and I think it is important that those of us, those that worked so hard and people that are here now that care about the community, should be able to participate and give their opinion.” “It does not mean that the 5 elected officials have to agree with us, it just means they have to at least listen to us, and that is important. That is the

difference between democracy and dictatorship, and that is what it comes down to. If there is something positive coming out of all the recent happenings and the differences in the last year, I think more people participating are a good thing.” “I would have focused on having a united council, respecting the administrator and letting the administrator manage the city, and focusing on public policy, move the agenda hoping to do the things government is supposed to do, which is security, building parks and roads, maintenance and quality of life. I would have focused in all these more so, and focused on working with my council, having a united council and respect the administrator, let him or her be the person to run the city day to day, that is the type of government that we have.” “I have been respectful and sometimes people have not been respectful back” “I decided to speak now because I really thought that out of respect to the new mayor and the new council it was not right for me to be expressing my opinion constantly, because everybody has to be given their opportunity and time. I did not want to end up like other former elected officials, attacking people and not building but actually hurting people.” “There has been so much work done by so

many people. I decided to be fair and not opine and give people respect, but then I had to wake up and read attacks in newspapers by former elected officials, or some councilmembers who are still harassing my family, I just don’t think it is right, it is time to express myself and I need to let people know what I think.” “I thought that a year was enough time, I live here. I know what we did; I know what we did right, what this community did right and I have a concern.” “This is only going to be fixed if the residents start expressing themselves. When I say residents it is not those who just go and repeat what one elected officials wants, but residents who go and give their opinion. Residents have to be very careful of the people that want to come back into politics in Doral for the wrong reasons.” “The time has come for me as a resident to speak, to opine. I have every right. Anybody that denies my opportunity to give my opinions is somebody that is not being fair and I am going to express myself. “I speak on my behalf, not of any organization. I got tired. uan Carlos Bermúdez terminó en Noviembre 2.012 su trabajo como Primer Alcalde de Doral con la frente en alto, muy orgulloso de sus logros en 9 años de trabajo honesto, dedicado e indiscutiblemente transparente, en el liderazgo de la ciudad que ayudó a construir. El año pasado le entrevistamos como despedida, justo antes de las elecciones. Esta vez se encuentra más relajado y tranquilo. Aun maneja su mismo auto, vive en la misma casa y trabaja en el mismo empleo. Ha aprovechado de disfrutar su familia y su trabajo y recuperó su salud. “He disfrutado mi vida y mi familia.” Eligió dar sus declaraciones a Doral Family Journal porque somos, en sus propias palabras “un periódico fundado para proteger los intereses de la ciudad y que ha sido continuamente justo y honesto en sus reportajes.” Esta es la primera parte de una larga conversación donde el Primer Alcalde rompió su silencio y expresó sus opiniones sobre las condiciones actuales de la ciudad que llama su hogar.

“Los cinco concejales deben trabajar juntos en la misma dirección” “Creo que el cambio es inevitable y entiendo que una nueva administración tiene que hacer ciertas cosas a su manera. Eso está bien porque un nuevo grupo de funcionarios electos tienen derecho a ir en la dirección que quieran ir. Es importante que tengan en cuenta todo el trabajo duro que el Concejo y yo y muchas otras personas hicimos en el pasado para hacer de esta una gran ciudad y deben tomarlo como referencia en lugar de desecharlo.” “Probablemente habría sido mejor para el alcalde entrante enfocarse en tratar de construir sobre lo existente en lugar de tratar de hacer cambios innecesarios. Todo el mundo tiene derecho a hacer las cosas a su manera y yo soy el primero en defenderlos en eso. Sin embargo deben tomar en cuenta que muchas personas trabajaron muy duro y debemos construir para mejorar las cosas, no necesariamente cambiar por cambiar.” “Por suerte tenemos un administrador que tiene experiencia, que ha sido alcalde de otra ciudad y que introdujo algunas cosas que creo que fueron positivas para el presupuesto. En ese aspecto estoy seguro que el Sr. Carollo ha hecho un buen trabajo con sus recomendaciones. Hay algunas de ellas con las que no estoy de acuerdo, pero las personas pueden tener diferencias de opinión”

“El mayor problema, ha sido el enfoque en realizar cambios cuando aún tenemos muchas necesidades de infraestructura que cubrir. Necesitamos parques, carretera y vías de acceso. Esas son las cosas en las cuales el Concejo debería enfocarse de ahora en adelante.” “No importa quién sea el administrador siempre que los 5 funcionarios electos trabajen en equipo para llevar la ciudad en la dirección correcta y para que eso ocurra es necesaria una clara visión de lo que desean hacer para la ciudad.” “La visión correcta para este Alcalde y este Concejo habría sido continuar creciendo sobre las bases ya existentes, tratando siempre de mejorar. Se lo dije personalmente al Alcalde Boria el día que fue juramentado e inclusive se lo volví a decir después: Asegúrese de hacerlo mejor.” “Y la segunda cosa que es importante, algo que veo ahora como residente y que repito para el Alcalde Boria: él tiene que entender que se necesitan al menos 3 votos para aprobar puntos y lograr mover la agenda que corresponda a cualquiera de los concejales.” “No es un secreto que un par de los miembros del antiguo Concejo que originalmente eran mis amigos resultaron ser quienes atacaron a

mi familia, a mi esposa y mis hijas y por desgracia todavía siguen atacándome. Dicho esto, sin embargo, en las reuniones siempre fueron tratados con respeto y escuchados sus puntos de vista y estuve de acuerdo con ellos cuando estaban en lo cierto.” “Los lideres requieren trabajar en democracia, entendiendo que siempre trabajan con la palabra de la mayoría. Y esto significa que si el Concejo tiene una opinión diferente a la suya, su rol como Oficial Jefe Electo de la Ciudad es ser quien ejecute ese punto de vista. No necesariamente tiene que ser el propio sino aquel de la mayoría. Es decir que si 3 miembros del Concejo apoyan esa medida la decisión debe ser respetada.” “Si pudiera aconsejar a quienes ocupan el estrado hoy, la mayoría de los cuales son amigos míos, yo les diría que, dejando a un lado las diferencias de opinión políticas o personales, lo que interesa es continuar avanzando con la ciudad. No creo que el liderazgo signifique la personalización de la posición que ocupas en el Concejo cuando estas supuesto a tomar las decisiones con el bienestar de la ciudad en mente.” “Aun cuando no se lleven bien entre ellos, la gente de Doral ha escogido los 5 miembros del Concejo para gobernar la ciudad y deben hacer lo que debe ser su trabajo: Gobernar, trabajar en equipo y seguir adelante.” “Yo sigo siendo un residente, eso es lo más importante y se lo he explicado al Alcalde Boria. Como residente por respeto a él y al Concejo no he dicho nada durante un año. Consideré que no era justo para el nuevo Alcalde estar recibiendo mis opiniones o quejas. He optado por no hacer comentarios públicos hasta ahora, pues era lo esperado, independientemente que estuviera o no en desacuerdo. “ “Pero como le dije recientemente, yo vivo en Doral, no pienso mudarme y muchos de nosotros trabajamos muy fuerte, incluyéndome a mí como Primer Alcalde, aun antes de la incorporación, para lograr que se convirtiera en la gran ciudad que es hoy.” “Tengo el derecho a opinar porque soy residente y vivimos en una democracia y quiero que la gente sepa de mi desacuerdo con varias cosas.” “La participación de la comunidad se ha incrementado” “Si algo positivo puede tomarse de todos es-

tos ‘temas polémicos’ que han sucedido es que la participación y el interés de la comunidad se han incrementado.” “En mi caso, y no es un secreto porque se lo dije personalmente al Alcalde, yo he apoyado la Doral Comunity Coalition que se creó en 2010 al unirse One Doral y West Dade Federation of Home Owners. Soy miembro activo y creo que es importante que tengamos organizaciones comunitarias para que la gente participe en los procesos de la ciudad.” “El mayor peligro que han tenido nuestros países radica en la falta de participación ciudadana. Cuando eso sucede la democracia está en riesgo. No debemos apartarnos y dejar de participar.” “Yo voy a involucrarme activamente en el Coalition, donde están personas como Morgan Levy, Jesse, Jones, Alberto Ruiz y mucha gente nueva. Es muy importante que aquellos de nosotros que trabajaron duro para la creación de la ciudad y a quienes le importa la comunidad sean capaces de participar y manifestar sus opiniones.” “Y eso no significa que los 5 oficiales electos tienen que estar de acuerdo con nosotros, sino que por lo menos tienen que escucharnos y eso

es muy importante. Esa es la diferencia entre democracia y dictadura. Si una cosa positiva podemos extraer de todos los acontecimientos recientes y de las diferencias existentes en Doral, es el incremento en la participación y el interés de los ciudadanos.” “El enfoque del líder debe ser buscar la unidad en el Concejo, respetando la posición del administrador y dejarlo que se ocupe de la gestión de la ciudad mientras el Concejo se centra en las políticas públicas, relacionadas con seguridad, infraestructura, mantenimiento y calidad de vida pues ese es el tipo de gobierno que nuestra ciudad tiene”. “Yo he sido respetuoso pero no he sido respetado” “Hasta ahora me abstuve de dar declaraciones por respeto al Alcalde y las concejales, pues pensé que no era correcto estar expresando mis opiniones en público constantemente. No quise estar como otros miembros del anterior Concejo quienes han estado criticando y atacando públicamente, pero no de manera constructiva sino destructiva.” “Mucha gente ha realizado un buen trabajo y yo decidí ser justo, respetar y no opinar, pero

cuando constantemente encontré críticas a mi persona en periódicos y algunos miembros del Concejo aun continúan acosando a mi familia decidí que lo correcto es comunicar al público mis opiniones.” “Un año observando ha sido suficiente. Yo vivo aquí y he hecho muchas cosas correctas por mi comunidad y estoy preocupado”. “Las cosas solamente se solucionarán cuando los residentes se expresen y participen. Y cuando hablo de residentes no es solo aquellos que se paran y repiten lo que los oficiales electos quieren oír sino aquellos que verdaderamente expresan sus opiniones. Los ciudadanos tienen que estar muy alerta con las personas que quieren regresara a la palestra política en Doral y no tienen buenas intenciones.” “Ha llegado el momento de expresar mis opiniones con todo el derecho que me da ser residente de Doral y nadie puede ser tan injusto de negarme el derecho a opinar. No hablo en nombre de ninguna organización sino como individuo, como residente que ha sido respetuoso y ha sido irrespetado. Ya estoy cansado. Doral Welcomes a Brand New Farmers Market By Grecia Romero

n Sunday, October 6, 2013, City of Doral Authorities Mayor Luigi Boria, and Councilwomen Christi Fraga and Bettina Rodriguez-Aguilera joined Mr. Danny Kaskel, Mr. William Kaskel and Ms. Sarah Vargas for the grand opening of the brand new Doral Farmers Market located at the Doral Centre Street Mall, 9525-9655 NW 41st Street, which will be open “rain or shine” every Sunday through March 30th, 2014 from 9:00am to 2:00pm. The possibility of creating this farmer market, as many great ideas are being shaped in Doral, came from residents who appreciate this community and want to make it better, as it was explained by Mr. Danny Kaskel, creator and Market Manager: “My family has been in real estate development for four generations. My greatgrandfather helped build the Doral Golf Resort back in 1960 and he always had the vision that one day this area would become a city, and now it is. We have always been involved to make it a great place. In January this year, I was having a cup of coffee in a store nearby and I saw a flyer promoting a fresh market in another city. Since my father is the owner of Doral Centre and I had noticed that on Sunday mornings and early afternoons the area was very quiet, I told him, “Let’s bring life to it by having a farmer’s market.” With the clear purpose of “opening a space for anyone and everyone, connecting the community and creating a nice social atmosphere with possible people working together”, ten months later the Doral Farmers Market

is now a reality. One of the key factors for fresh markets to be successful is the diversity of products and producers. Doral Farmer Market is permitted to have up to 36 booths and there are 11 different vendors up to now, offering a product mix that includes fruits and vegetables (organic and non-organic), gluten, dairy, and wheat-free products, such as low sugar muffins and cookies; nuts, coffee and tea, and even handcrafted candles. The list will soon add local honey, fresh eggs, plants and flowers, gourmet pet treats, a good variety of artisan and baked goods, simple breakfast items and more. Even though the focus is to stick to food and farm goods, with the Christmas season soon approaching, Doral Fresh Market will also incorporate a gift category with jewelry, hang bags, fine arts, and similar items. They will also have a special event section that will support schools and nonprofit organizations while offering entertainment for children and families. “We are planning activities such as face painting, yoga classes, and bounce houses. We also want to have educational activities related to food and health.” Finally, they are calling all artists in the Doral area to share not only their creations but also their talents to the community: “We know that there are a lot of artists in the area and we would like to have them here, painting, singing, and playing their music… inspiring.” “Thanks to the assistance of Sarah Vargas, our market consultant and partner who has been working with fresh markets in another cities, we have been able to invite different vendors around the county, but the idea is to support our local businesses as well. That’s why we are trying to find people within Doral that can expand their horizons by having a space or a booth to promote their products on Sundays,” adds Mr. Kaskel. Doral has always been recognized for its great initiatives and creative people and as a community, we can do a lot to support them. So far, 150 to 200 visitors have been to the market every week and that number can increase if more residents plan to stop by any Sunday morning. It is also important

to spread the word by inviting friends and family to enjoy the benefits of consuming fresh items in daily life, or by joining the Farmers Market team proudly sharing talents, culinary skills and products with all Doral residents. Doral da la bienvenida a su nuevo Mercado de Productores Por Grecia Romero

La idea de crear este mercado fresco de productores, como muchas de las grandes iniciativas en el Doral, se origina de la inquietud de residentes que aprecian la comunidad y desean ofrecer una alternativa diferente, como lo explica su creador y director Sr. Danny Kaskel: “Mi familia ha estado involucrada en el área inmobiliaria por cuatro generaciones. Mi bisabuelo ayudó a construir el Doral Golf Resort en 1960 y siempre tuvo la visión de que algún día esta zona se convertiría en una ciudad, y ahora lo es. Nos importa la ciudad y queremos sea un mejor lugar para vivir… En enero de este año, mientras tomaba una taza de café en una tienda cercana, vi un volante promoviendo un mercado de productos frescos en otra ciudad. Puesto que mi padre es el dueño de Doral Centre y me había dado cuenta que la zona tenía poco transito los domingos en la mañana, le dije a mi papa: “¿Porque no darle vida a esta área creando un mercado fresco?”. Fue así que, teniendo claro el propósito de “abrir un espacio para todos y cada uno de los que aquí viven, conectar la comunidad y

crear un ambiente social agradable donde los residentes compartan sus productos”, diez meses más tarde, el “Doral Farmer Market” es ya una realidad. Uno de los factores clave para que los mercados frescos sean exitosos, es la diversidad y frescura de los artículos a la venta. “Doral Farmer Market”, tiene la capacidad para tener hasta 36 productores y ya se cuenta con 11, ofreciendo una gama de productos que incluye frutas y verduras (orgánicas e inorgánicas), productos libres de gluten y trigo como panecillos bajos de azúcar y galletas, lácteos, nueces, café, té, e incluso velas artesanales. En la lista pronto estará miel pura, plantas, flores, huevos frescos, aperitivos tipo gourmet para mascotas, una buena variedad de productos artesanales y recién horneados, alternativas simples y saludables para un desayuno dominguero y más. que los residentes disfrutan de una variedad de entretenimiento familiar. “Estamos planeando ofrecer actividades como pintura de caritas, clases de yoga y castillos inflables. También queremos tener actividades educativas relacionadas con la alimentación y la salud”. Por último, están haciendo un llamando a todos los artistas de la zona que deseen compartir no sólo sus creaciones, sino también su talento con la comunidad: “Sabemos que contamos con excelentes artistas y nos gustaría tenerlos aquí pintando, cantando y tocando su música... inspirando”. “Gracias a la ayuda de nuestra asesora, la Sra. Sarah Vargas, quien ha trabajado con mercados de productos frescos en otras ciudades, hemos podido invitar a diferentes productores y agricultores en todo el condado, pero la idea principal es apoyar a nuestras empresas locales. Es por eso que estamos invitando a los negocios del Doral a que amplíen sus horizontes teniendo un stand para promocionar sus productos con nosotros cada domingo”, añade el

“Safe Cities and Public Places” By Yoleidis González

The city of Doral joins the United Nations international campaign “UNITE to end violence against women”

or years many organizations and individuals around the world have fought to end violence against women. Despite all the effort, the results are still dispiriting. Women and girls face sexual harassment and other forms of violence in their daily routine. This violence, either subjective or objective, is a violation of women’s right of freedom and autonomy. Actions like those prevent women from attending school or work; from enjoying their free time; and even from participating in a political life. Although it is a common problem and it affects millions of women and girls in all continents, many forms of violence are still widely neglected and socially tolerated. In an effort to end violence against women, the city of Doral will join a global campaign Unite to end violence against women. Doral will celebrate “Orange Day” on October 25th, this month defending “safe cities and public places.” The city has been recognized by the ONU for being the first city in the country to pass and approve a resolution to support this celebration.

The city hall, parks and police will be decorated with orange ribbons. Hotels, restaurants, and businesses have been invited to join the celebration. They will also use orange to decorate their places. On buses and other public spaces, orange ribbons will be given to people so they can wear them all day. Additionally, on October 25th a symposium “WOMEN EMPOWERMENT RIGHTS” will take place at the Trump Resort. Vice-mayor Bettina Rodriguez Aguilera has organized this event. Several specialized panelist in the field of women will discuss and provide examples of what constitutes female violence. Information about different places where women can go and ask for support will be provided. The office of the vice-mayor is currently working on a booklet that encloses names of numerous institutions dedicated to support and help women. This material will be available in public places. Rodriguez believes that this effort will meet several objectives. This campaign is held to

alert citizens that female violence still persists nowadays. Women will receive information regarding violence and they will know where to ask for support. People tend to think that violence against women is a domestic violence issue. To some extend they are linked, however, violence against women is more than that. Perhaps the most frequently mentioned types of violence are physical and verbal violence; as well as sexual harassment in public and work places, nevertheless the problem goes beyond that. “If a woman is in a profession and she is not allowed to be promoted due to her gender that is a form of aggression. If a man can go to certain neighborhoods but a woman is not allowed to go there, that is also violence. Passive aggression and violence is when someone makes one feel useless to grow in certain areas. If language is used as intimidation or aggression in the workplace, that is a form of violence,” says Rodriguez. The United States is perhaps one of the countries where people openly discuss female violence. Despite being a country of laws, where all individuals have legal protection, a lot of people do not seek help. One factor may be that women may not know their rights. Another factor is that being educated in a culture dictated by men, women do not recognize what violence is. They probably accept their reality as if there were nothing wrong with it. Since 2008 the United Nations created the program “Unite to end violence against women.” This is a support platform for all women of the world. The ONU is calling the entire society to actively participate in this effort to end women violence. The vice-mayor believes that this celebration will bring great results. “I think this recognition of fight against female violence will have a big impact on the city. We’re trying to let people see and learn that there are problems. I hope women will look up for information and support. They can get help. There are many women who are victims of their husbands. Men have blackmailed them saying, “if you do not do what I demand I’m not going to give you your residence. I will complain to the police, etc.” Women are afraid and they suffer in silence.

There are programs that can support and help these women,” she says. Although the Orange Day is celebrated on the 25th, the fight against female violence should last as long as violence exists. This is a lifetime fight. The City of Doral encourages all women to not cease their desire to enjoy their freedom and all its benefits. We thank all the people who have made this day possible.

Violence against women is a form of discrimination and a violation of human rights. It causes untold misery, cuts short lives, and leaves countless women living with pain and fear in every country of the world. It harms families for generations, impoverishes communities, and reinforces other forms of violence in societies. Women violence prevents them from fulfilling their potential, restricts economic growth, and hinders development.

“Espacios Públicos Seguros para mujeres y niñas” La Ciudad de Doral se une a la campaña de las Naciones Unidas, Únete para poner fin a la violencia contra las mujeres. Con este objetivo aborda el tema de la violencia contra la mujer y propone la aplicación de medidas, la coordinación de acciones y la vigilancia de este fenómeno para participar de forma activa en este programa. ese a los esfuerzos de muchas organizaciones y personas en todos los continentes que han luchado durante años para acabar con la violencia de la mujer, lo resultados aún son desesperanzadores. En ciudades de todo el mundo mujeres y niñas se enfrentan diariamente al acoso sexual y a otras formas de violencia en sus espacios de rutina cotidiana. Esta violencia, a veces subjetiva otras muchas objetiva, quebranta la igualdad de derechos y libertades que tienen la mujer como ciudadanas a disfrutar de su libertad y su autonomía. En ocasiones les impide acudir a la escuela o al trabajo, tener momentos de ocio e incluso participar en la vida política. Aunque afectan a millones de mujeres y niñas, muchas formas de violencia aún son toleradas y ampliamente desatendidas a nivel social. Por ello, la ciudad del Doral se sumó a la campaña mundial de lucha para poner fin a la violencia contra las mujeres. El “Orange Day”, que este mes defiende los “Espacios Públicos Seguros para mujeres y niñas”, se celebrará el próximo 25 de Octubre. Hay que mencionar que Doral es la primera ciudad del país que aprueba una resolución de concejo en apoyo a este proyecto.

La ciudad amanecerá vestida de color naranja. El edificio del ayuntamiento, los parques y la policía estarán decorados con cintas anaranjadas. Los hoteles, restaurantes y lugares privados han sido invitados y también usarán el color anaranjado en su decoración para integrarse al programa. En el autobús y otros espacios públicos se les entregará a las personas un pequeño lazo que podrán lucir durante todo el día. El simposio “Derecho para empoderamiento de la mujer”, organizado por la vice alcaldesa Bettina Rodriguez Aguilera, también tendrá lugar en la mañana del 25 en el Trump National Doral Miami. Varios panelistas especializados en el tema de la mujer discutirán sobre los diferentes tipos de violencia femenina, como una persona sabe si está siendo víctima de violencia y que podemos hacer para evitarlo. Actualmente la oficina de la vice alcaldesa trabaja

en la confección de unos pequeños folletos con información sobre las instituciones a las que una mujer puede dirigirse si necesita ayuda. Este material estará disponible en muchos lugares públicos. Rodríguez considera que este esfuerzo cumplirá varios objetivos. En primer lugar la campaña alerta a los ciudadanos de que la violencia femenina aún persiste en nuestros días. A su vez muchas mujeres comenzarán a familiarizarse con las acciones, algunas sutiles y subjetivas, que representan violencia femenina. Cuando se habla de violencia femenina muchos piensan en la violencia doméstica. Otras piensan en la violencia física, el acoso en lugares públicos y centros de trabajo. Estas son quizás los tipos más mencionados. El tema es aún mucho más complejo. “Si una mujer está en un profesión y no le permiten escalar por su género eso es un tipo de violencia. Si un hombre puede ir a ciertos barrios y las mujeres no, eso también es violencia. Otra forma de violencia y de agresión pasiva es cuando lo hacen a uno sentir inútil para desarrollarse. Cuando usan lenguaje de intimidación y agresión en el centro de trabajo. Todo eso es agresión,” comenta Rodríguez. Estados Unidos es quizás unos de los países dónde más abiertamente se habla del tema de la violencia femenina. A pesar de ser un país de leyes, donde todos los individuos tienen protección legal, muchas personas no acuden en busca de ayuda. Uno de los factores puede ser que quizás las mujeres no conocen sus derechos o que, tras haber sido educadas en una cultura de hombres, no reconozcan que son víctimas de agresiones. Desde el año 2008 la Organización de Naciones Unidas creo el programa “Unidos para acabar la violencia contra la mujer,” una plataforma de apoyo

para todas las mujeres del mundo. Es un llamado para que toda la sociedad participe activamente en las actividades que pueden acabar con este mal. Una denuncia a todos los actos que aún sobreviven en este siglo XXI. El “Orange Day” se celebra los día 25 de cada mes. Son parte del programa de lucha para alertar a los ciudadanos y acabar con la violencia femenina. La Vice Alcaldesa considera que el esfuerzo no será en vano. “Creo que este reconocimiento de la lucha contra la violencia femenina va a tener un gran impacto en la ciudad. Estamos tratando de que la gente vea y concientice que existe este problema y salga a buscar información y ayuda. Hay muchas mujeres que están siendo víctimas de sus esposos. Las tienen chantajeadas. Les dicen, si tú no haces esto o aquello no te voy a dar la residencia, te voy a denunciar a la policía, etc. Las mujeres se callan y sufren eso. Hay programas que las pueden defender,” comenta. Aunque el Orange Day se celebra el día 25, la lucha contra la violencia femenina dura todo el año, toda la vida. La ciudad del Doral le pide a todas sus féminas que no cesen en sus deseos de disfrutar de su libertad y todos sus beneficios al máximo. Este proyecto aspira a que todos los ciudadanos busquen ayuda y se conviertan en voceros de la lucha contra la violencia femenina. he Doral Police Department joins efforts to support the National Breast Cancer Awareness Month in October, this time by leading a new initiative called “Pink Police Car in Businesses”. This idea promotes the participation of all residents and local businesses of Doral in the national campaign with the purpose of increasing awareness of the disease within the community and also financially assisting the American Cancer Society and their Relay for Life event. Participating businesses have the opportunity to exhibit the Pink Police Car outside their business premises in exchange for a voluntary donation. Customers who come to these places can also make donations and support the cancer organization by issuing checks payable to the American Cancer Society / Relay for Life. The first business to participate in this campaign was Carolina Ale House, a well-known restaurant located on NW 36st and NW 87Ave in Doral. They displayed the Pink Police Car on Friday, October 4. The new Farmers Market located at NW 97th Ave and NW 41St also joined the initiative having the car for display on Sunday, October 13. Finally, Sam’s Club will join the effort later this month. “The Pink Police Car is a fantastic idea. I’ve never seen anything like this before and it’s a very creative way to encourage the community to get involved,” one of the residents commented. Another action that Doral officers have voluntarily made in support of the Breast Cancer Campaign is to change the color of their police badge from the common silver tone to the color pink during the month of October. According to Sergeant Nancy Fernandez, in charge of the program, “Officers are very proud to wear this badge and make monetary contributions to the American Cancer Society/Relay for Life as well.” For other officers, like Officer Luis Martinez, wearing the pink badge on his uniform is a “tribute to family members who have lost their battle against this disease.” Since its inception last year, the “Pink Cancer Badge Program” has raised over $2,000.00 with the participation of more than three quarters of all Doral officers. We feel proud to applaud these kind of initiatives from our Doral Police Department. This sets an excellent example for all residents in supporting humanitarian causes. l Departamento de Policía del Doral se une a la campaña nacional del Mes de Concientización del Cáncer de Seno durante el mes de Octubre, esta vez liderando una nueva iniciativa llamada “Patrulla Rosada en los Negocios”. Esta campaña promueve la participación de todos los residentes y comercios locales del Doral con el fin de educar a la comunidad en cómo cuidar su salud y además ayudar económicamente a la Sociedad Anticancerosa en Estados Unidos y su evento “Relevo por la Vida” (Relay for Life, como es conocido en Ingles). Los negocios participantes tienen la oportunidad de custodiar y exponer una patrulla de policía de color rosado en las afueras de sus locales comerciales a cambio de una donación voluntaria. Los clientes que se acerquen a estos locales también pueden hacer sus donativos y apoyar estas instituciones emitiendo sus cheques a nombren del American Cáncer Society/Relay for Life. El primer negocio en unirse a esta campaña fue Carolina Ale House, un conocido restaurante ubicado en la NW 36St y NW 87Ave en Doral quienes pudieron lucir la patrulla rosada el viernes 4 de Octubre. También lo ha hecho el nuevo Mercando Fresco ubicado en la NW 97Ave y NW 41St el día domingo 13 de Octubre y la tienda Sam’s Club se unirá a finales de mes. “Tener la patrulla de policía de color rosado es una fantástica iniciativa. Nunca había visto algo similar y además es una forma muy creativa de motivar la participación de la comunidad”, ha sido alguno de los comentarios de los residentes. Otro acción que los oficiales del Doral realizan de forma voluntaria en apoyo a la Campaña del Cáncer de Seno es la de cambiar el color de su placa de policía, del usual tono plateado, al color rosa durante el mes de Octubre, y como agrega la Sargento Nancy Fernández encargada del programa, “lo hacen con mucho orgullo y además realizando contribuciones económicas personales a la organización del cáncer”. Para otros oficiales, como el caso del Oficial Luis Martínez, llevar la placa color rosa en su uniforme es un “tributo a familiares que han perdido la batalla contra esta enfermedad”. Desde que se implementó el programa “Placa de Color Rosa” el año pasado, se ha recaudado un total de $2,000.00 con la participación de más de tres cuartas partes de los oficiales de la ciudad. Aplaudimos iniciativas como estas en nuestro Departamento de Policía del Doral. Esto demuestra la calidad humana de los oficiales quienes dan el ejemplo con su participación. Each year, Americans observe National Hispanic Heritage Month from September 15 to October 15, by celebrating the histories, cultures and contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean and Central and South America. It was enacted into law on August 17, 1988. Paradise Christian School celebrated with traditional attire from all around Hispanic Countries with music, dance and an assortment of typical foods. Families were involved and enjoyed watching their children perform. The food was so “Rico” !!!!

October is Head Start Awareness Month

On October 22, 1982, President Ronald Reagan proclaimed October Head Start Awareness Month. Thirty-one years after the proclamation, his words still inspire us to celebrate this great program: “Perhaps the most significant factor in the success of Head Start has been the involvement of parents, volunteers, and the community. Their commitment and the services provided by dedicated Head Start staff have been instrumental in creating a quality program that truly provides young children with a ‘head start’ in life.” The Head Start / Early Head Start Program provides comprehensive child development services for low income children and families in Miami-Dade County. The program is open to children ages new born through age 5, and provides care and instruction for children in a classroom setting. Joy Florreyn Vickers the Acting Chief of School Readiness & Early Childhood Programs along with Angela Malave, Quality Assurance Coordinator are excited about spreading the news how wonderful Head Start is. They are collecting from different delegates and families thank-you notes, and handprints as well as art work from the children showing the impact that Head Start has had in making a difference in the lives of Children and their families. Head Start touches lives!!!

F is for Fishing Q: How can we fish with our 5 year old? A: Family fishing can be an incredible experience that can build relationships and memories for a lifetime. This timeless activity is often viewed as solely competitive in nature rather than the thrill of the sport and the opportunity to build solid social relationships. The level of success of fishing should be measured by the level if joy it brings, NOT the size or species of the fish! Children are usually ecstatic to catch anything at all so don’t over plan and stress unnecessarily; instead, plan a short successful day with positive experiences and you will find it to be much more rewarding than a cooler full of fish and buckets of frustrations. Before introducing our sons to fishing, we went over specific and very simple safety rules. A practice drill using the proper equipment was also helpful in conjunction to clear and consistent rules. Have your child practice wearing their life vest around the house, in the pool, or in a bathtub. Be sure to have child safety items for your child to manipulate that are designated for the child’s tackle box. Keep Adult fishing items separate and out of reach. Always have someone in charge of strictly supervision to ensure safety at all times. I was usually in charge of just maintaining the safety aspect while my husband was enthusiastically in charge of the fishing. Regardless of my husband’s most eager attempts, my oldest son had his most fun catching and playing with our baitfish in his early years rather than actually fishing. But now, years later he has developed into quite the avid fisherman and continues to fish with his dad. As for me…I stay land bound due to weak sea legs and focus my involvement on the cooking! hile policy makers in Florida debate the benefits and draw backs of the Common Core Standards, our children find themselves striving to achieve these standards plus the ones for FCAT, and in many Doral schools, polishing their skills to ace the Cambridge examinations when they make it to high school. This year, more than any other year since I moved to Doral 12 years ago, the parents are complaining of the irrational amount of homework their children have and the stress it is putting on them. The emphasis of the educational system on testing and consequently on good grades cause children to fail at developing the abilities that matter much more: • Open mindedness • Collaboration • Effort • Curiosity • Social and Emotional Intelligence • Respect • Critical thinking • Kindness • Initiative • Capacity to love • Sense of Aesthetics • Honesty • Creativity • Compassion

Current testing does not allow us to easily compare children on their achievement of these skills. The obsession with testing and numbers has the consequence of children thinking their self worth is tied to their grades and scores. Far from it, only good grades do not guarantee success. What happens to those kids that don’t excel academically? Many see themselves in a negative light; they are loosing hope, are getting depressed and feel insecure about themselves at alarmingly young ages. While IQ account for less than 25% of life success, emotional intelligence, accounts for the rest, 75%. Traditional classrooms and homework have a limited potential on the development of emotional intelligence and are taking up a larger percentage of our kids waking hours. Most parents fall in the trap set by good grades and become complacent, especially those parents of children with good grades. Although academics and homework are important, they will not build your child´s character strengths that account for his emotional intelligence. It is our duty to help our children identify and nurture their character strengths, the key to leading a life of fulfillment. Where should we start? How is this done? A good place for parents to start is by learning about their own character strengths. The following test from the VIA Institute on Character is a good tool to identify your 5 top strengths: http://www. viacharacter.org/www/ It will also help you learn about which are the character strengths to look for in your child. Obsesión enfermiza con las calificaciones

ientras que los encargados de las políticas educativas en la Florida debaten los beneficios y los detrimentos de los nuevos estándares educacionales conocidos como Common Core, nuestros hijos están luchando para lograr no solo estos estándares, sino también los establecidos para el FCAT y, en varias de las escuelas de Doral, también se les suma la preparación para el programa Cambridge que se aprueba en High School. No me sorprende que este año, mas que cualquier otro de los 12 que llevo viviendo en Doral, los padres se estén quejando sobre la cantidad irracional de tarea que sus hijos traen a la casa y el estrés que esta ocasionando en ellos y sus familias. El énfasis que el sistema educativo pone en las evaluaciones, y consecuentemente en las buenas calificaciones, esta afectando el desarrollo por parte de los niños de habilidades que también son muy importantes: • Mentalidad abierta • Colaboración • Esfuerzo • Curiosidad • Inteligencia Emocional y Social • Respeto • Pensamiento Crítico • Bondad • Iniciativa • Capacidad de amar • Sentido estético • Honestidad • Creatividad • Compasión El sistema de evaluación actual no nos permite comparar y ver como cada niño logra estas habilidades. La obsesión del sistema educativo con la evaluación y los números resulta en que muchos niños terminan asociando sus notas a la valoración que tienen de si mismos. Esto es una falacia, solo las buenas notas no garantizan el éxito. ¿Que pasa con aquellos niños que no se distinguen académicamente? Muchos pierden la esperanza, se deprimen y se sienten inseguros. Esto esta ocurriendo a partir de edades cada vez mas tempranas. El coeficiente intelectual tiene una influencia de menos del 25% en el éxito en la vida, mientras que la inteligencia emocional influye en mas del 75%. Las clases en la escuela y las tareas tienen un potencial limitado en el desarrollo de la inteligencia emocional, pero los niños pasan cada vez mas tiempo en estas tareas. La mayoría de los padres caen en la trampa de las buenas calificaciones y se conforman con ellas. Aunque los estudios y las tareas son importantes no son las que ayudan a desarrollar las fortalezas de carácter y cualidades que constituyen su inteligencia emocional. Es nuestro deber ayudar a nuestros hijos a identificar cuales son las cualidades de su carácter y contribuir a su maduración, ya que son la clave para una vida plena. ¿Por donde empezar? ¿Cómo lograrlo? Un buen lugar para comenzar es descubriendo cuales son las cualidades y fortalezas de carácter de cada uno de nosotros adultos. El test del VIA Institute on Character es una buena herramienta para identificar las 5 fortalezas de carácter principales con las que contamos. n el mes donde se celebra la Herencia Hispana y en camino a celebración de la trigésima Feria del Libro de Miami, el Miami Dade Collage en junto con el Koubek Center, han organizado una serie de coloquios con grandes escritores quienes le darán el puntapié inicial, al evento cultural por excelencia en el Sur de la Florida y que este año del 17 al 24 de noviembre conmemora su trigésimo aniversario. Además, éste año será una celebración muy especial dedicada a la cultura y la literatura de España, como conmemoración de los 500 años de la llegada a la Florida del conquistador Juan Ponce de León. La velada, se realizó como parte del preámbulo camino a la Feria del Libro, el público de Miami pudo disfrutar y conocer mas a fondo a un escritor de carne hueso, a un Jorge Luis Borges sencillo, tímido y jovial divertido y cariñoso,… un Borges que cuando sale de la boca de María Kodama,su viuda ilumina y se hace presente por que la conexión y el sentimiento mas poderoso que puede existir en la vida es el “amor”. Un amor incondicional que traspasó la barrera de la inmortalidad, haciendo perdurar día tras día y manteniendo siempre brillante la llama y la memoria del gran escritor Jorge Luis Borges. Hablar de Maria Kodama es hablar de alguien que es parte de nosotros, quienes amamos las letras, quienes a diario hacemos perdurar en nuestra memoria el bello legado que ha dejado uno de los escritores (por no decir el mas sobresalientes de la historia) que ha marcado a fuego el siglo XX, poeta, escritor, filósofo argentino Jorge Luís Borges. Muchos de ustedes conocen a la señora Kodama como la compañera de vida del gran escritor, apacible, tímida, incansable que, con sólo 16 años, se enamoró perdidamente de la timidez de quien pudo haber sido su padre, pero optó por compartir una vida llena de aprendizaje, diferentes lenguas, bifurcaciones de espacios, colores ensombrecidos, pensamientos juzgados y aplaudidos; pero, que al final de la historia hasta los mas escépticos tuvieron la grandeza de reconocer que Jorge Luis Borges será recordado siempre por su brillante y sagaz pensamiento y María Kodama su fiel protectora. Hoy en día, Kodama está al frente de la Fundación Internacional Jorge Luis Borges, fundada en 1988 dedicada pura y exclusivamente a la difusión de la obra del autor, contribuyendo a su conocimiento y proporcionando su correcta interpretación, así es como define la fundación tan sencilla y clara utilizando solo dos palabras; así mismo es María Kodama. Luego de mantener una amena charla junto al reconocido escritor y periodista Carlos Alberto Montaner donde la presencia de Jorge Luis Borges toma cuerpo y alma, toma luz y vida a través de las anécdotas de su compañera de vida, ella accedió a la entrevista con Doral Family Journal, tras bambalinas. En María Kodama hay una señora que también escribe, y que ama las letras tanto como e x p re s a r e l arte con su cuerpo a través de la danza. Es por ello que comenzamos la entrevista preguntándole desde cuando escribe con su cuerpo la poesía y los cuentos, a través de la danza? Kodama nos dice que desde muy pequeña mostraba condiciones para bailar, “y mi profesora le pide a mi padre que me deje tomar el exámen para entrar a la escuela del Teatro Colón (en Buenos Aires Argentina), a lo que mi padre me contesta: “el baile es algo físico y como todo lo que tiene que ver con el cuer-

po, se desgasta con el tiempo (…), mejor búsquese una carrera que pueda desarrollar a través del tiempo, usted es una persona muy inteligente, piense en su futuro y vea si le conviene o no”; obviamente mi padre me dijo éstas palabras para mi bien y desconociendo que después de bailar uno puede dedicarse a enseñar o ser coreógrafa. Pero, en ese momento lo escuché y decidí que no bailaría profesionalmente y es por ello que me dediqué a estudiar letras. Asegura que el amor por las palabras lo tiene desde pequeña… “Yo escribo desde siempre. Desde que tengo uso de razón, mi padre me inculcó el amor por los cuentos, por la poesía, el amor por el arte en sí”. “Yo escribo cuentos, soy cuentista igual que Borges, pero con un estilo diferente, con mi propio estilo. De hecho, recién ahora estaré publicando mi libro de cuentos pero por razones de confidencialidad con la editorial todavía no puedo adelantar nada”, comenta. Cuando le preguntamos porque no había publicado anteriormente sus cuentos, y porque esperar tanto tiempo para poder ver realizada su obra?, Ell enseguida contestó: “Por que cada cosa tiene su tiempo y ahora es mi tiempo. Anteriormente, Borges quería hacer el prólogo y yo no quería que la influencia del gran escritor Borges estuviese marcada en mi libro. Creo que cada uno debe conseguir sus logros en la vida y en los tiempos correctos y ahora es mi tiempo”. DFJ: María usted nos dejó saber anteriormente, su amor y devoción por la danza y que su padre desde niña le inculcó que estudie una carrera donde pueda perpetuar y pueda salir adelante por eso escogió la literatura ya que el tiempo de una bailarina es muy corto sin embargo, su pasión por la danza nunca la dejó de lado ya que siguió y sigue tomando clases de ballet. María que influencias artísticas tienen sus cuentos o de que forma cree usted que la danza está plasmada en sus letras? MK: “En realidad no específicamente por la danza, pero sí está reflejado el amor por el arte en general, me gustaría que cuando salga a la venta lo léas y creo que te va a gustar”. Kodama recuerda entre risas: “A Borges le encantaba que yo bailara; muchas veces me acompañaba cuando tomaba mis clases privadas, incluso me acuerdo de una anécdota cuando quise tomar clases de baile griego y le pregunte al profesor si me daba clases privadas y él me contesto que no, que solo daba clases grupales a la cual asistí junto con Borges. Al entrar al salón todos los alumnos vinieron a saludar al maestro y se quedaron conversando con él mientras el profesor de baile Griego me enseñaba a mi y me dijo riéndose (…) ahora entiendo por que me preguntó si le podía dar clases privadas (entre risas) y así fue, mientras todos mis compañeros de baile conversaban con Borges, el profesor de danza terminó dándome las clases de baile griego para mi sola”. María también comentó que a Borges no le gustaba el ballet, “pero si disfrutaba de escuchar música clásica, le gustaba mucho Bach y aunque no lo crean el decía que era “sordo musical”, pero le gustaba mucho los Rolling Stone, Pink Floyd y el jazz, justamente en uno de nuestros últimos viajes a Estados Unidos hicimos una parada y estuvimos en el festival de Jazz de New Orleans donde la pasamos muy bien, Borges lo disfrutó muchísimo”. www.doralfamiyjournal.com ma nos regala –dejando entre nosotros– el reflejo vivo del Borges que cuidó, acompañó y sigue fiel como un “Sentinela” resguardando un legado maravilloso, sin dejar de lado sus propios sueños que, con la paciencia de los sabios supo esperar su momento para darle alas a sus cuentos. “Soy una persona muy tímida, eso es lo que me acercó a Borges, lo extraño y al principio cuando me decían que pensara en algo malo que el me haya hecho para que no me duela tanto su partida, no pude encontrar nada. Desde que lo ví por primera vez cuando tenía 12 años y observé lo tímido que era y como se enfrentó al gran público que lo aclamaba en aquella biblioteca, sentí mucha paz… La paz que Borges me transmitía y que me transmitió siempre y eso es una de las cosas que mas extraño de él”.

En busca de la Residencia Permanente Loteria de Visas en proceso

ener en sus manos la tarjeta de residencia permanente, o la famosa “green card” es el sueño de muchísima gente que desea emigrar a los Estados Unidos. Y para muchos, quizás con buena suerte puedan obtenerla, porque desde el 1 de octubre, hasta el 2 de noviembre, está en proceso la tradicional lotería de visas (o Visa de Diversidad), que permitirá a miles de extranjeros vivir legalmente en este país. Anualmente, la ley dispone de 50,000 visas de residencia permanente para aquellas personas de países cuya tasa de inmigración a los Estados Unidos es baja. Este programa es administrado anualmente por el Departamento de Estado. Los interesados en llenar esta solicitud solamente tiene que ingresar a la pagina web www.dvlottery.state.gov y llenar un formulario oficial (Electronic Diversity Visa Entry Form) que debe ser completado correctamente. Los requisitos son sencillos pero estrictos para calificar. Cualquier equivocación en este procedimiento es suficiente para quedar inmediatamente descalificado. Los solicitantes deben leer las instrucciones detalladamente antes de inscribirse. Entre algunos de los descuidos más comunes están el omitir al cónyuge y a todos sus hijos en la información principal, o indicar el país de nacimiento equivocado. Este tipo de errores descalificarán al solicitante al momento de una entrevista para la visa. Sólo se admite una inscripción por persona. Se recomienda a los solicitantes que se inscriban con tiempo y no esperen hasta el ultimo día del período de registro. No se admiten solicitudes en papel. Los solicitantes de las visas de diversidad son seleccionados al azar por sorteo computarizado. La inscripción para la lotería de visas de diversidad es gratuita. Sin embargo, las personas que resulten seleccionadas y que luego soliciten las visas deberán cancelar las tarifas vinculadas con el proceso de solicitud de visa.

- Ingresar de manera correcta la aplicación en la pagina web oficial y anexar las fotografías digitales, en el lapso establecido por el ente regulador. Si el solicitante no puede reunir estos requisitos, NO debe completar la solicitud para el programa DV.

Para poder participar en el programa de la lotería de visas se deben cumplir los siguientes requisitos: - Haber nacido en un país elegible para el proceso. Las personas de los países que se citan a continuación NO son elegibles para inscribirse en la lotería de visas de diversidad DV-2015 debido a que esas naciones enviaron más de 50 mil inmigrantes a Estados Unidos en los últimos cinco años: Bangladesh, Brasil, Canadá, China (nacidos en el continente), Colombia, República Dominicana, Ecuador, El Salvador, Haití, India, Jamaica, México, Nigeria, Pakistán, Perú, Filipinas, Corea del Sur, Reino Unido (excepto Irlanda del Norte) y sus territorios dependientes y Vietnam. - Haber completado 12 años de educación básica y secundaria (bachillerato o secundaria) - Demostrar por lo menos 2 años de experiencia laboral en los últimos 5 años, en un oficio o trabajo que requiera entrenamiento y/o tener un grado técnico o profesional, como se describe en la base de ocupaciones del Departamento de Empleos de los Estados Unidos.

ADVERTENCIA Lamentablemente hay que informar que existen sitios de internet engañosos que pretenden mostrarse como sitios oficiales del Departamento de Estado. Algunos sitios o empresas de este tipo han requerido dinero para “completar” el formulario de ingreso al programa de diversidad de visas pretendiendo ser un sitio oficial. Dichos sitios poseen emblemas y escudos del gobierno a fin de engañarlo, y pretenderán cobrarle dinero por completar el formulario del gobierno. Le sugerimos que no pague, y esté atento. El sitio oficial termina con la sigla “gov”. De no ser así, no es un sitio oficial. Sin embargo, contar con servicios intermediarios serios de asesoría especializada es una gran ventaja ya que asegurará que la aplicación esté debidamente completada, que tus fotos cumplan con el formato digital exigido y que sea ingresado al sorteo de manera segura y a tiempo. La intermediación de servicios especializados para participar en la Lotería, ha sido reconocida por el ente oficial, por la complejidad técnica que puede implicar.

Estas visas son una provisión del Programa de Visa de Diversidad, establecido por el Congreso de EEUU dentro del Acta de Inmigración de 1990, con el objetivo de atraer a nativos de países que históricamente han mantenido un índice bajo de emigración y que con su presencia contribuyen a la diversificación que caracteriza a esta nación. Los solicitantes no necesariamente tienen que vivir en sus países de origen, puede estar viviendo en Estados Unidos, pero de manera legal. Es decir, las personas que tengan visa de estudiante, o de trabajo, pueden participar en la lotería de visas, y si son elegidos, podrán ajustar su estatus. NOTIFICACIÓN DE GANADORES El Departamento de Estado informará sólo a través de su sistema en línea a las personas que resulten seleccionadas en el sorteo de la lotería de visas de diversidad DV-2015. A partir del 1 de mayo de 2014, los postulantes podrán verificar si han sido escogidos, ingresando su número de confirmación en el sitio de Visas de Diversidad del Departamento de Estado (www. dvlottery.state.gov). El Departamento de Estado advierte que no se realizarán notificaciones directamente por carta impresa o por correo electrónico. FUTURO INCIERTO SOBRE LA LOTERIA DE VISAS Aunque miles de personas han logrado cumplir su sueño de llegar a EEUU con su tarjeta verde, este programa podría ser eliminado en el futuro. Recientemente se esta hablando sobre un proyecto de ley HR 6429, que busca cambiarlo por un sistema de puntuación que varía de acuerdo a las habilidades y estudios superiores del solicitante en el mercado laboral.

With two and a half months left in the year, there is still time to adjust financial strategies based on the pending changes in the tax code for both businesses and individuals. From the American Taxpayer Relief Act (ATRA) and the Affordable Care Act (ACA) to the Supreme Court’s decision on same-sex marriage and the prospect of comprehensive tax reform in 2014, now is the time to take advantage of the opportunities to maximize your tax benefits. A few things to keep in mind: always speak with tax professional to determine the best options for your specific situation. With that being said, here are some topics you should bring up with them: For Personal Taxes Estates and Trusts should consider making distributions to beneficiaries before the year-end in order to pass the taxable income from the higher rate of the estate/trust level to the lower one at the individual level. If your investment portfolio did well this year, it’s worth considering using carryforward losses from pre-2013 transactions as ATRA has raised the top rates for capital gains and dividends starting in 2013. The ‘Pease’ limitation on itemized deductions for higher-income taxpayers, which hadn’t been in effect due to the Bush-era tax cuts, is back (though not at its previous levels thanks to ATRA). The threshold for married couples is $300,000 and certain items, such as medical expenses, investment interest, and casualty, theft, or wagering losses are now excluded. For Corporate Taxes As it is more commonly becoming an annual occurrence, many of the largest tax incentives (commonly called tax extenders) are set to expire at the end of this year. While some of these incentives are assuredly going to be renewed, now is most certainly the time to act—especially for business owners who are on the fence. If you were thinking of taking advantage of the Work Opportunity Tax Credit (WOTC), and receiving a credit that is generally equal to 40% of your new employees wages (up to $6,000), your new hires needs to start before the end of December. If you’re going to need to invest in new property for your business, now is a good time to buy. For property to qualify for Code Section 179 expensing and bonus depreciation it must be newly purchased and placed in service before January 1st. The sale or exchange of qualified small business stock held for more than 5 years has a 100% exclusion for stock acquired after September 27, 2010 and before January 1st, 2014. Waiting until 2014 will see that exclusion drop to 50%. La Importancia de Planificar al Terminar el Año

uchas personas suponen que las empresas de contabilidad cierran en esta temporada del año para concentrar en su aplicada ética profesional en la cancha de golf; sin embargo, nada podría apartarse más de la realidad. Es ahora cuando más nos esmeramos para cerciorarnos de que paguen la menor cantidad posible de impuestos el próximo abril. ¿Por qué es tan decisivo el presente? Aún quedan dos meses y medio en el año, y todavía hay tiempo para modificar las estrategias financieras basadas en los cambios pendientes en el código impositivo para las empresas y particulares. Debido a la Ley de Desgravación de los Contribuyentes Estadounidenses (American Taxpayer Relief Act – sigla ATRA en inglés) y la Ley de Atención Asequible (ACA sigla en inglés) al fallo del Tribunal Supremo en cuanto al matrimonio entre personas del mismo sexo y la posibilidad de una reforma fiscal integral en 2014, ha llegado el momento de aprovechar las oportunidades para maximizar sus beneficios tributarios. Siempre es aconsejable consultar con un profesional dedicado a los impuestos para determinar las mejores opciones para su situación específica. Por consiguiente, he aquí algunos temas que se deberían abordar: Para impuestos personales Los caudales hereditarios y los fideicomisos deben considerar las distribuciones a beneficiarios antes del final del año a fin de pasar los ingresos imponibles de la tasa mayor de los caudales hereditarios / fideicomisos a la tasa menor que representa el nivel individual. Si su cartera de inversiones rindió bien este año, vale la pena considerar el traslado de pérdidas a ejercicios futuros de las operaciones antes de 2010 puesto que la Ley de Desgravación de los Contribuyentes Estadunidenses (ATRA) ha aumentado las tasas máximas en cuanto a plusvalía y dividendos a partir de 2013. Para impuesto de sociedades anónimas Como ya es habitual cada año, está previsto que muchos de los mayores incentivos fiscales (comúnmente llamados extensiones de impuestos) vencerán al final de este año. Si bien no cabe duda de que algunos de estos incentivos se reanudarán, ahora es el momento más oportuno para que propietarios de negocios tomen medidas, especialmente aquellos cuya situación no está bien definida. Si usted piensa aprovechar el Crédito Fiscal por Crear Oportunidades Laborales (WOTC), y recibir un crédito que generalmente equivale a 40% de sus nuevos salarios de empleados (hasta $6.000), tendrá que colocarlos antes de terminar diciembre. Si tendrá que invertir en nuevos bienes para su negocio, ahora es buen momento para comprar. A fin de que los bienes reúnan las condiciones de asentar los gastos y amortización del beneficio conforme a la Sección 179 del Código, tiene que ser una compra nueva y los bienes han de estar en función antes del 1o de enero. Si determinadas pequeñas empresas llenan los requisitos, la venta o intercambio de sus acciones conservadas por más de 5 años tiene una exclusión de 100% correspondiente a acciones adquiridas después del 27 de setiembre de 2010 y antes de 1o de enero, 2013. Si espera hasta 2014, esa exclusión bajará a 50%. Aunque oficialmente no sea la temporada de “Darle un abrazo a su contador”, le convendría bastante concertar hoy una reunión a fin de reducir su cuenta impositiva. ola nuevamente, espero que todos se encuentren muy saludables y emocionados de leer mis artículos con consejos y conocimientos clave para llevar una salud óptima. En el ultimo articulo les hablé acerca de la famosa hierba Peruana: “Maca” y de sus potentes beneficios para el organismo. En esta ocasión, les quiero compartir el tema de los condimentos. Contarles acerca de sus mega propiedades medicinales, y es que aparte de complementar nuestros platos favoritos; esos toquecitos de sabor nos pueden a ayudar a mejorar nuestra salud y controlar ciertas enfermedades en forma sana, ahorrativa y cómoda, ya que la mayoría de estos condimentos medicinales, ya están en nuestras despensas y si aún no lo están, son de muy bajo costo económico y accesibles para que los compres después de leer este artículo. Empecemos con una buena introducción, puesto que estos condimentos se la merecen, ya que marcan una gran diferencia entre un plato regular y un plato delicioso. Y como a todos nos gusta disfrutar de una buena alimentación, que no solo sea saludable, sino que también sea deleitosa a nuestro paladar, es un deber de nosotros (los que queremos ser sanos y felices) el tener estos condimentos presentes en nuestras recetas favoritas. Ya que estos, a la vez que nos brindan una gran variedad de sabores, también nos proveen de propiedades medicinales que pueden mejorar nuestro organismo. Todo esto, debido a que poseen muchas vitaminas, minerales, antioxidantes, a la vez que sacian tus antojitos. Así, te sientes satisfecho más rápidamente (comes menos) y disfrutas de tu comida mientras mejoras tu salud. Ahora, hay tantos tipos de condimentos que si les hablo de cada uno de ellos y sus fabulosas propiedades, me tomaría medio periódico y como mi propósito no es el de aburrirlos,

sino brevemente informarles noticias de salud que pueden practicar, les hablaré de los condimentos mas importantes y con mayor aporte de beneficios a nuestra salud. Agarren papel y lápiz o mejor dicho saquen su ipad o iphones y escriban: Cúrcuma o Turmeric en ingles, Curcumina o Cumin, Pimienta de Cayena o Cayenne Pepper, Canela o Cinammon, y el Ajo o Garlic. CURCUMA/ TURMERIC: famosísima en la India. La curcuma ayuda en el funcionamiento de las articulaciones, ya que es antiinflamatoria asi que es elemental para la gente que padece artritis. Debido a su vitamina E brinda una piel radiante y nutrida. Ayuda a mejorar la digestión. Mejora la circulación, puede tratar la hipertensión, mejora y tratar las varices. Reduce el colesterol malo. Desintoxica la sangre y el cuerpo, ya que posee grandes cantidades de antioxidantes (recuerden que los antioxidantes ayudan mejorar la salud del corazón, aumentan el sistema inmunológico, apoyan la función de la memoria, previenen el cáncer, enfermedades degenerativas y el envejecimiento). COMINO/ CUMIN: este condimento, tiene mucho de los beneficios que tiene la curcuma, ya que son de la misma familia. Este, fortalece el sistema inmunológico en contra del estrés, ayuda a mantener el sistema digestivo saludable, ayuda a los huesos y las articulaciones. Baja el colesterol malo, mantiene y mejora la salud y funcionamiento del hígado. Ayuda a tratar y mejorar ulceras. Por su alto contenido de antioxidantes, desintoxica al cuerpo y previene el cáncer. A la vez le provee con vitamina C y E, ayuda en la cicatrización, en la elasticidad y nutrición de la piel. PIMIENTA DE CAYENA / CAYENNE PEPPER: Esta es mi favorita. Como crecí en México, me fascina un toque picante en mi comida y esta, se lo da. También me ayuda a mantener mi figura, ya que acelera mi metabolismo, y trabaja como un termogenico natural (quema grasa). este condimento, es muy conocido entre las famosas dietas que practican las celebridades como la cantante Beyonce, o la modelo Gisele Bundchen. Ella comentó en una entrevista que la utiliza en sus comidas para mantenerse delgada. También posee un gran contenido de antioxidantes, y como los otros dos condimentos ya mencionados, mejora la circulación, el sistema digestivo, baja el colesterol y reduce la inflamación. Por último, la pimienta de cayena fortalece el corazón, los riñones, y los pulmones.

AJO / GARLIC: Este condimento a pesar del mal aliento que nos puede dar, posee una cantidad enorme de beneficios a nuestro cuerpo, al punto de que es mejor pasar de alto el olor y consumirlo para estar saludable. Contiene aminoácidos, vitaminas, minerales, enzimas. Contiene “Allicina” (un potente anti-bactierial). El ajo baja la presión y el colesterol malo, y los triglicéridos. También es anti cancerígeno, promueve el acido nítrico, fortalece el sistema inmune. CANELA / CINNAMON: Esta, la utilizo mucho también por el toque de picante y dulce sabor que le da a mi café por la mañana o a mis smoothies. La puedes agregar en muchos postres saludable como “manzanas acarameladas al horno,” con toquecitos de canela (delicioso!!). Este popular condimento reduce los niveles de azúcar en la sangre, mejora la digestión, alivia molestias intestinales. Por otro lado, la canela junto a las otras especias mencionadas arriba, tiene alto contenido de antioxidantes similares a los del vino tinto y los arándanos (blue-berries). También combate, el crecimiento de hongos y es anti-bacterial. Eso no es todo, la canela contiene vitamina C, vitamina B1, hierro, potasio, calcio y fosforo. Apuesto, que no sabían que la canela era más que ese rico sabor y aroma. También nos puede relajar y a olvidarnos del estrés; les recomiendo una velita de aroma de canela en la oficina o su habitación, o el lugar que tu escojas para que puedas disfrutar de estos beneficios. Espero que disfruten de los beneficios de estos condimentos en sus platos favoritos, como las ensaladas. Recuerden siempre que al igual que en todo, deben usarlos con moderación. Es preferible que al comprar los condimentos, se fijen que en la etiqueta diga: “Ground,” por ejemplo “Ground Curry,” ya que estos son más sanos y con menos químicos al ser procesados. Ven, como en la vida, todo tiene un porque, todo tiene una razón y en los condimentos ese toque de sabor también tiene una misión… lograr que tu salud sea mucho mejor.

YOUNG ARTISTS WANTED FOR LIBRARY’S BOOKMARK CONTEST

he Miami-Dade Public Library is seeking budding young artists, 6-12, to participate in its annual “Make-a-Bookmark” contest. Children are encouraged to submit a drawing depicting the theme, Why I Love My Library? The contest runs from October 28 to November 16, 2013. Contest entry must be original work and will be judged on creativity and neatness. One finalist will be chosen from each branch, and the grand prize winner will be selected from among these finalists. The winning design will be used on the library’s official bookmark for 2014, and the winner will also receive a large basket of art supplies and a certificate of recognition from the Miami Dolphins. oach Jhonny Prado gave his impressions about the two athletes qualified to represent the U.S. in the Youth Olympics to be held in Nanjing, China in 2014. Prado, who has served as Assistant Coach for the Judo Olympic Team in London and Head Coach of the Senior and Junior teams in international competitions, is the Head Coach at Ki- Itsu–Sai, the USA Judo National Training Center located in Coconut Creek, Fla. “As a training center for high performance athletes, we are very proud because, out of the 22 athletes who qualified in the National Scholastic Championship in March in Miami, the highest national level, Adonis Diaz achieved the best results, winning 3 fights, losing 2, obtaining the fifth position in the World Cadets Championship held in Miami in August to qualify for the Youth Olympics.” Adonis Diaz, the only male Judo athletes qualified for the Youth Olympics trains at Ki-Itsu-Sai and Coach Prado defines him as “a young man who knows that hard work and sacrifice pay back with great success.” About Alex Hyatt, the young athlete from California who will accompany Diaz representing USA Judo in China, Prado says she “is a girl who has been with the national team twice in Pan American tournaments, and achieved the best results among the girls, with one victory in the World Cadets Championship. That made her the only female to obtain a qualifying position for the U.S.” According to Prado, the possibility of reaching the top of the podium in China “will depend a lot on the preparation. It is true for all sports, especially Judo. In the case of Adonis Diaz we are working 150% to have him prepared to his highest capacity for the event. It is our goal. He has always worked hard; we will have to keep him away from injuries.” It was a wrist injury he suffered during the Cadets Championship what prevented Adonis Diaz of attending the World Junior Championship in Slovenia this month. “He is 90% recovered, but we did not want to risk it, “says Prado. Getting Adonis ready for China involves a plan that includes judo training 6 times a week and his participation in the National Tournament in Dallas in November; physical training in December; competition tour in Europe in January; Tournaments in South America, training in Cuba and participation in National Tournaments early next summer. “By that time, he should be ready for the hard competition in China.” Alex Hyatt will have similar training in California, although Prado does not discard the idea of having them training together at some point before the Youth Olympics. The dedication these two young athletes have put forth to be prepared for their upcoming competitions, continue to be a source of pride for USA Judo and constitute an example for future generations of high –performance athletes.

Adonis Díaz, el único atleta de Judo masculino clasificado para las olimpíadas Juveniles entrena en Ki- Itsu-Sai y Coach Prado lo define como “un muchacho que trabaja duro y con el sacrificio que ha hecho se ven los resultados.” Sobre Alex Hyatt, la atleta femenina juvenil de California quien acompañará a Díaz en la dupla representante del Judo juvenil estadounidense en China, Prado comenta que “es una niña que viene acompañando al equipo nacional en dos oportunidades en torneos panamericanos, y es la que consiguió mejores resultados en el lado femenino, logrando una victoria en el mundial de cadetes. Eso la puso en la única posición clasificatoria femenina para los EEUU”. La posibilidad de llegar al medallero en China según Prado, “como en todos los deportes, especialmente en el judo, va a depender mucho de la preparación; en el caso de Adonis Díaz estamos trabajando a 150% para que llegue a la mayor capacidad, preparado para el evento. Va a ser nuestra meta. Él siempre ha trabajado duro. Tenemos que mantenerlo apartado de las lesiones.” Como la fisura de muñeca que Adonis sufrió en el mundial de cadetes y de la cual se ha recuperado en un 90%, pero que igual le impidió asistir al mundial junior en Eslovenia; “no nos quisimos arriesgar”, menciona Prado. Para tener a Adonis listo para China 2014 los planes incluyen un estricto entrenamiento de judo 6 veces a la semana, además de asistencia al torneo nacional en Dallas en Noviembre, preparación física en Diciembre, gira de torneos en Europa en enero, torneos en Suramérica, entrenamiento en Cuba y los torneos nacionales de principios del verano. “Para ese momento deben estar a punto” Alex Hyatt tendrá en California un entrenamiento similar, aunque todavía se está acordando si entrenarán juntos en algún momento. “como es un equipo de 2 atletas, lastimosamente la distancia nos perjudica como entrenadores del equipo nacional, vamos a ver cómo nos va con presupuesto en el departamento junior y de alto rendimiento”, estima Prado. La tenacidad y la preparación de estos jóvenes continúan generando motivo de orgullo para el Judo de los EEUU y constituyen ejemplo para las futuras generaciones de atletas de alto desempeño.

The Art Shack entrega premios a ganadores de concurso Walk Safe to School

El pasado Miércoles 9 de Octubre se celebró en caminata representó los beneficios de caminar la escuela K-8 Eugenia B. Thomas el evento “I diariamente a la escuela. www.walksafe.us WALK” como parte del programa WalkSafe®. The Art Shack premio a los ganadores del concurso de posters que ilustran el tema. Para las fundadoras de The Art Shack, el compromiso que demostraron los alumnos en la realización de sus obras es un motivo de inspiracion para toda nuestra comunidad. El evento culminó con la amena presentación del equipo de Baile y las Cheerleaders de la escuela asi como las Cheerleaders de UM, varias mascotas de los equipos de Miami y la guardia de honor y banda de Coral Gables Senior High que acompañaron durante el recorrido alrededor de la escuela.
