Six Amendments Proposed to be voted in 2020

Doral Charter REVIEW COMMISSION Submitted Final Report

he Doral Charter was up for review this year and the Review Commission concluded their work in April. They submitted their final report to Council through the City Clerk. Amendments proposed will be placed on the November 2020 ballot for the electorate to approve them. According to Article VI of the City of Doral Charter, the charter review “is a controlled process, defined within the rules that regulate the City’s form of government, to periodically update its procedures, and keep them within the vision and interests of the citizens.” The document should be reviewed every five years by a commission of five members, each of them designated by an elected official in the Council. One of the commission members needs to have participated in the previous Charter review process. Last November the residents designated as members of the commission were Jesse Jones, Frank Patrick Cuneo, Oscar Puig-Corvé, Ricardo Morales and Belinda Leon. Mr. Jones served in the past commission in 2014, and also participated on the development of the first charter of the City at the time of incorporation 15 years ago. As mandated by the Charter, the Review Commission meetings were open and announced in advance. They took place in the evenings to allow for the public to be present, however a low turnout of residents attended during the process.

PROPOSED AMENDMENTS TO BE VOTED IN 2020 (*)

After reviewing 24 items that were brought to consideration during the meetings, the final 2019 Charter Review Commission transmittal describes six amendments proposed, in the order and with the wording that will be included in the ballot for the referendum. The changes proposed impact articles on the Charter related to: the implementation of the Office of Charter Enforcement; the naming of city property or facilities; qualifications for choosing a City Manager; qualifications for choosing a City Attorney; City elections cycle and runoffs, and Charter Review cycle and Commission time of service. CRC Resolution 19-01 Office of Charter Enforcement: This was an entity created through an amendment that passed during the last Charter Review process, to oversee and ensure that elected officials and employees in the City of Doral comply with the City Charter when serving on their offices and positions. However, the provisions required for creating the entity proved difficult

to implement and prompted the current review commission to adjust the article. The modified article includes “revisions to the Office of Charter Enforcement providing for the expansion of the Office’s role to include investigations of violations by persons doing business with the city. Establishes minimum qualifications and revises the requirements and process for the appointment of the selection committee responsible for selecting the Charter Enforcement Official. Establishes minimum qualifications for the Charter Enforcement Official and provides for funding for the Office of Charter Enforcement.” CRC Resolution 19-02 Naming of City Property/ Facilities The update provides clarification on the criteria and procedures to be used for naming City properties and facilities, not limiting the naming and designations to posthumous nominees. With this change for example, a City property or facility can be designated by ordinance to honor a donor or corporation. It would be in the hands of elected officials to make the decision. CRC Resolution 19-03 Qualifications for City Manager This amendment revised the qualifications for the position of City Manager to include the requirement of a Master Degree in Public Administration, Business Administration or other related fields. CRC Resolution 19-04 Qualifications for City Attorney This amendment increases to ten years the minimum requirement of experience for a City Attorney at the time of appointment, and of those it should be “no less than five years’ experience in the practice of Law for Local Government.” CRC Resolution 19-05 – Elections Currently Doral elections happen along with general elections, in November. It time it has proved to make partisanship an influence on Doral voters. Local governments in Florida are nonpartisan by law, and the incorporation of a municipality is the embodiment of Home Rule, “the power of a local city or county to set up its own system of self-government without receiving a charter from the state”. It allows communities to ensure the quality of their services is paired with their hopes and demands.

The proposed amendment changes the General Election date to May of each even numbered year, and eliminates run-off elections. Also includes a provision for a Special Election in the event of a tie. If approved, this amendment will increase in a few months the service time of current elected officials, who were elected in November; therefore it includes a provision with “extensions of the terms for the Councilmembers elected in 2018, and the Mayor and Councilmembers elected in 2020 to account for the change of the election date.” CRC Resolution 19-06 Charter Review Committee Sunset It changes the appointment of the Charter Review Commission from every five years to every six years, and includes a “sunset” provision for the commission to expire after the day after of the general election. If needed, the Council may discuss and add other charter amendment proposals by November 2020. All those will be placed on the ballot for Doral residents to decide if these changes, which impact the foundations of the operation of the City, will be adopted.

a Carta Constitutiva de la Ciudad de Doral fue revisada este año y la Comisión designada concluyó su trabajo en abril con la presentación de su informe final al Consejo, a través de la Secretaría Municipal. Las enmiendas propuestas se someterán a referéndum en la boleta electoral de noviembre de 2020. De acuerdo con el Artículo VI de la Carta Constitutiva, la revisión de los estatutos “es un proceso controlado, definido dentro de las reglas que regulan la forma de gobierno de la Ciudad, para actualizar periódicamente sus procedimientos y mantenerlos dentro de la visión y los intereses de los ciudadanos.” El documento debe ser revisado cada cinco años por una comisión de cinco miembros, cada uno de ellos designado por un miembro del Consejo. Uno de los comisionados debe haber participado en el proceso de revisión anterior. En noviembre pasado, los residentes designados como miembros de la comisión fueron Jesse Jones, Frank Patrick Cuneo, Oscar Puig-Corvé, Ricardo Morales y Belinda León. El Sr. Jones participó en la última comisión en 2014 y también participó en el desarrollo de la primera Carta Constitutiva de la Ciudad en el momento de su incorporación hace 15 años. Las reuniones de la Comisión de Revisión fueron abiertas al público y anunciadas con anticipación.

ENMIENDAS PROPUESTAS PARA SER VOTADAS EN 2020 (*)

El documento final de la Comisión de Revisión de la Carta Constitutiva de 2019 describe las seis enmiendas propuestas, en el orden y con el texto que se incluirá en la boleta para el referéndum. Los cambios propuestos impactan los artículos relacionados con: implementación de la Oficina de Cumplimiento de la Carta; designación de bienes o instalaciones de la ciudad; requisitos para seleccionar al Administrador Municipal y al Abogado Municipal; ciclo de elecciones municipales; ciclo de Revisión de la Carta y tiempo de servicio de la Comisión. Resolución 19-01 de la CRC Oficina de Cumplimiento de la Carta: Esta fue una entidad creada a través de una enmienda aprobada durante el último proceso de Revisión de los Estatutos, para supervisar y garantizar que los funcionarios y empleados electos en la Ciudad de Doral cumplan con los Estatutos de la Ciudad cuando prestan servicios en sus oficinas y posiciones. Sin embargo, las disposiciones necesarias para crear la entidad resultaron difíciles de implementar y en consecuencia la revisión de

este año ajusta el artículo. El artículo modificado incluye “revisiones a la Oficina de Cumplimiento de la Carta que prevé la expansión de la función de la Oficina para incluir investigaciones de violaciones por parte de personas que hacen negocios con la ciudad. Establece calificaciones mínimas y revisa los requisitos y el proceso para el nombramiento del comité de selección responsable de seleccionar al Oficial de Cumplimiento de la Carta. Establece los requisitos mínimos para el Oficial de Cumplimiento de la Carta y proporciona fondos para la Oficina de Cumplimiento de la Carta”. Resolución 19-02 de la CRC Denominación de propiedades / instalaciones de la ciudad Aclara los criterios y procedimientos que se utilizarán para nombrar las propiedades e instalaciones de la Ciudad, sin limitar los nombramientos y designaciones a los homenajes póstumos. Con este cambio, por ejemplo, una propiedad o instalación de la Ciudad puede ser designada por ordenanza para honrar a un donante o corporación. Deja en manos de los oficiales electos la decisión. Resolución CRC 19-03 Requisitos para Administrador Municipal Esta enmienda revisó las calificaciones para el puesto de Administrador Municipal, para incluir el requisito de una Maestría en Administración Pública, Administración de Empresas u otros campos relacionados. Resolución 19-04 del CRC Requisitos para Abogado Municipal Esta enmienda aumenta a diez años el requisito mínimo de experiencia para el Abogado Municipal en el momento de la designación, y de ellos debe ser “no menos de cinco años” de experiencia en la práctica de la Ley para gobiernos locales. Resolución CRC 19-05 - Elecciones Actualmente las elecciones de Doral ocurren junto con las elecciones generales, en noviembre. Esto ha ocasionado que la afiliación partidista acabe influenciando las decisiones de los votantes de Doral. Los gobiernos locales en Florida por ley no dependen de partidos políticos, y la incorporación de un municipio es la definición de Home Rule, “el poder de una ciudad o condado local para establecer su propio sistema de

autogobierno sin recibir influencia del estado”. Esto permite a las comunidades garantizar que la calidad de sus servicios esté alineada con sus deseos y necesidades. La enmienda propuesta cambia la fecha de la Elección General a mayo de cada año par, y elimina las elecciones run-off. También incluye una disposición para una Elección Especial en caso de un empate. Si se aprueba, esta enmienda aumentará en pocos meses el tiempo de servicio de los funcionarios electos actuales, que fueron elegidos en noviembre; por lo tanto, incluye una disposición con “extensiones de los términos para los Miembros del Consejo elegidos en 2018, y el Alcalde y los Miembros del Consejo elegidos en 2020” para alinear los períodos con la fecha de la elección. Resolución 19-06 de la CRC Comité de Revisión de la Carta Cambia el nombramiento de la Comisión de Revisión de los Estatutos de cada cinco años a cada seis años, e incluye una cláusula de “extinción” para que la comisión expire después del día posterior a la elección general. Si es necesario, el Consejo puede discutir y agregar otras propuestas de enmienda a la carta constitutiva para noviembre de 2020. Todas se colocarán en la boleta para que los residentes de Doral decidan si estos cambios, que impactan los conceptos fundamentales para la operación de la Ciudad, serán adoptados.

The City of Doral implemented a MOBILE PERMIT SERVICE

he City of Doral has implemented a Mobile Permit Service to assist veterans, senior citizens and residents with limited mobility. Through this service, the residents with special needs will be able to process permits for minor repairs from the comfort of their home. This was informed by Maggie Santos, Communications and Protocol Manager for the City of Doral. She explained to us that the idea for this service is to help these residents processing their permits from their own home, without the need to go to the city’s facilities. “To achieve this, our staff members will go to the house of the resident requiring the service, and they will provide information on the process and paperwork, according to the type of permit that the resident requires. We will also provide them with advice on which is the best way to process such permit,” states Santos. It is important to clarify that this service will only be available for minor repairs such as kitchens, bathrooms, fence installations, minor changes, exterior flooring, doors and windows, shutters and alarm installation, for example. It is very easy to request this service. The only thing that the resident needs to do is to call the City of Doral at 305.593.6725, ask for the Building Department and request to contact the program coordinators. They can also be contacted via email at Carlos Diaz – carlos.diaz@cityofdoral.com or Claudia Herrera – Claudia.herrera@cityofdoral.com and schedule an appointment to meet at their home in order to apply for and obtain a permit. Santos emphasized the fact that the purpose of this program is to assist residents for which it is complicated to get out of their homes frequently, but that need to conduct these processes to improve or repair their residential properties.

ASSISTING EVERYONE

While this Mobile Permit Program is only available to veterans, senior citizens and/or disabled residents, Maggie Santos reminded us that the Building Department of the City of Doral offers a wide array of services to help the residents, business owners, and developers with their permit needs and with all aspects of construction and development.

The Building Department is responsible for the revision, processing, issuance, and inspection of permits that can guarantee that construction within our city complies with the dispositions of the Florida Building Code, the Code of Ordinances of Miami Dade, the City of Doral Ordinances and all applicable legislation. Taking this into account, one of the main services that the Building Department provides is the advice to help in getting all the paperwork and processes done most effectively and quickly possible. “Our staff understands that they need to be expedited in the revision of applications, same as with the importance that it has that contractors are up to date with their construction timelines and the most important, the need that the companies can start operating as soon as possible. So for this reason, they try to provide as much help as possible.” Among the services that the Building Department of the City of Doral provides are pre-construction meetings, inspections of plans, review and processing of plans in an expedited way, plans for DERM (fire and environment), digital permits revision, early start permits, request of inspections out of the normal schedule, and temporary permits (TCO) or final permits (CO). While not all permits are the same, in general terms, the City of Doral requires for the processing of permits: two copies of the drawings or plans for the project, two copies of the review and legal description of the property, two copies of the HOA or Condo approval (if it applies), and two copies of any other relevant document. The applicants for the permits must present the application form together with the following information: name of the owner or tenant, contractor information, type of permit, type of improvement, folio number, actual use of the property, description

of the work to be performed, estimated value, area and contact information of the person that is running the process. The application form for the permits and the general information about all the different types of licenses can be found in the Building Department page of the City of Doral website, under the permit section: https://www.cityofdoral.com/alldepartments/building/permit-information/ You can also call 305.593.6700 Together with the processing and approval of permits, the Building Department is also responsible to identify, register and inspection all the boilers; inspection, monitor and determine if there are any unsafe structures (abandoned properties, expired permits or those that have been damaged in some way) and to review the inspection reports presented by engineers and that certify the structural strength of those buildings with over forty years old, among other activities. In case of a natural disaster, they are responsible for conducting a city-wide inspection to evaluate possible damages; to reduce any loss due to floods through the application of the appropriate local and federal regulations; to gather information from flood plains and to keep the records of the community; to promote the information about flood insurance; to provide information about elevation and flood zones; provide advice regarding flood insurance and to manage the Flood Protection Assistance Program.

La Ciudad de Doral implementó servicio de PERMISOLOGÍA MÓVIL Disponible para veteranos, personas de la tercera edad y discapacitados.

on la intención de asistir a veteranos, personas de la tercera edad y/o discapacitados, la Ciudad de Doral implementó un Servicio de Permisología Móvil (Mobile Permit Service, por su denominación en inglés) a través del cual estos residentes con necesidades especiales podrán tramitar permisos para reparaciones menores desde su hogar. Así lo informó Maggie Santos, gerente de comunicaciones de la Ciudad de Doral, quien explica que la idea es que estas personas no tengan que trasladarse a las instalaciones del ayuntamiento municipal para tramitar sus permisos, sino que puedan hacer todas las gestiones sin tener que salir de su casa. “Para lograr esto, los representantes de nuestras oficinas se trasladarán a la vivienda de la persona que requiera el servicio para informarle sobre los trámites y documentación requerida según el tipo de permiso que necesiten solicitar. Igualmente, le prestaremos asesoría sobre la forma más certera de tramitar su permiso”, manifiesta Santos. Es importante aclarar que este servicio está disponible sólo para reparaciones menores en las viviendas como cocinas, baños, instalaciones de cercas, cambios menores, pisos exteriores, puertas y ventanas, protecciones para ventanas (shutter, por su denominación en inglés) e instalaciones de alarmas, por ejemplo. Solicitar este servicio es realmente fácil. El residente que lo necesite, solo tiene que llamar a la Ciudad de Doral al 305.593.6725, comunicarse con el departamento de construcción y solicitar a los coordinadores de este programa, a quienes también pueden contactar por email, Carlos Díaz (carlos. diaz@cityofdoral.com) y Claudia Herrera (claudia. herrera@cityofdoral.compara coordinar una cita para atenderlos. Santos insistió en que el propósito de este programa es ayudar a estos residentes para quienes es un poco más complicado salir de sus hogares con frecuencia, pero que necesitan hacer los trámites y gestiones requeridas para realizar mejoras y/o reparaciones dentro de su propiedad residencial.

ASISTIENDO A TODOS

Si bien este programa de permisología móvil sólo está disponible para veteranos, personas de la tercera edad y/o discapacitados, Maggie Santos recordó que el departamento de construcción de la Ciudad

de Doral tiene una amplia gama de servicios para ayudar a residentes, comerciantes y desarrolladores en sus necesidades de permisologías y otros aspectos relacionados con el área de la construcción y desarrollo. El departamento de construcción es responsable de la revisión, el procesamiento, la emisión y la inspección de permisos para garantizar que la construcción dentro de nuestra localidad cumpla con las disposiciones del Código de Construcción de la Florida, el Código de Ordenanzas del Condado de Miami-Dade, con las Ordenanzas de la Ciudad de Doral y cualquier ley pertinente. Tomando esto en cuenta, uno de los principales servicios que presta este departamento es la asesoría para lograr que todos los trámites se realicen de la forma más efectiva y rápida posible. “Nuestro personal entiende que se necesita rapidez en la revisión de solicitudes, al igual que la importancia de que los contratistas se mantengan al día con su cronograma de construcción y lo que es más importante, la necesidad de que las empresas comiencen a operar lo antes posible, por lo que tratan de prestar la mayor ayuda posible”. Entre los servicios que presta el departamento de construcción de la Ciudad de Doral están reuniones de pre-construcción, inspecciones de planos, agilización de revisión y procesamiento de planos, revisión de los planos de fuego y ambiente (DERM, por su denominación en inglés), revisión de planos digitalizados, permisos de inicio anticipado, solicitudes

de inspección fuera de horario laboral y expedición de permisos temporales (TCO, por sus siglas en inglés) o permisos finales (CO, igual por sus siglas en inglés). Si bien no todos los tipos de permisos son iguales, en general, la Ciudad de Doral requiere, para la tramitación de permisologías: dos (2) copias de los dibujos y/o planos del proyecto, dos (2) copias de la revisión y descripción legal de la propiedad, dos (2) copias de la carta de aprobación de la asociación de condominio (si corresponde) y dos (2) copias de cualquier otro documento pertinente. Los solicitantes a permisos deben presentar la planilla de aplicación acompañada de los siguientes datos: nombre del propietario y/o inquilino, información del contratista, tipo de permiso, tipo de mejora, número de folio, uso actual de la propiedad, descripción del trabajo, valor estimado, área e información de contacto de las persona que está realizando el trámite. La planilla de aplicación para permisos, así como información general para los diferentes tipos de permisologías pueden encontrarla en la página del departamento de construcción de la Ciudad de Doral, en la sección de permisos: https://www.cityofdoral. com/all-departments/building/permit-information/. Igualmente, pueden llamar al 305.5936700. Aparte de la tramitación y aprobación de permisos, el departamento de construcción también es responsable de identificar, registrar e inspeccionar todas calderas; inspeccionar; monitorear y determinar estructuras inseguras (propiedades que han sido abandonadas, han caducado permisos o se han dañado de alguna manera) y revisar los informes de inspección presentados por los ingenieros que certifican la solidez estructural y eléctrica de los edificios que tienen al menos cuarenta (40) años de antigüedad, entre otras actividades. En el caso de un desastre natural, son responsables de realizar una evaluación de daños en toda la ciudad; reducir las pérdidas por inundación a través de la aplicación de las regulaciones federales y locales vigentes; recopilar información de llanuras de inundación y mantener los registros de la comunidad; promover el conocimiento del seguro contra inundaciones; proporcionar información sobre zonas de elevación e inundación; brindar asesoría en cuanto a los seguros contra inundaciones y administrar el programa de Asistencia de Protección contra Inundaciones.

8 out of every 10 drivers have been involved in road rage incidents

ROAD RAGE has been increasing in our Streets

There are aggressions among disgruntled drivers that go beyond physical violence, some can even involve fire arms.

fter the unfortunate incident in which the Mexican actor Pablo Lyle hit a 63-year-old man because of a traffic incident and this man later died, the issue of road rage has become an important concern for both the drivers and the transit authorities. And it should be important, according to the American Automobile Association in this year alone, 8 out of every 10 drivers were involved in some type of road rage at least once while in the highways. Unfortunately, these type of cases are not only more common every day, but now they even involve fire arms in some cases. According to the National Highway Traffic Safety Administration (NHTSA), nearly two thirds of the fatal traffic accidents in the United States involve an episode of road rage, followed by an anger attack. Conferring to this study, around eight million drivers in the United States have been involved in extreme episodes of road rage while driving, including situations so alarming as people crashing maliciously on to other vehicles or those who leave their cars so as to face violently another driver. Statistics similarly indicate that younger male drivers (between the ages of 19 and 39 years old) are significantly more propense to develop a violent conduct. Similarly, road rage is more common among those drivers who have had an unsafe demeanor while driving, for example: speeding, transgressing traffic rules, etc. Clear signs of road rage are: the aggressive use the car horn, obstruct the way for other vehicles and do obscene gestures to others, most of these conducts are well known by the majority of the drivers and they do not cause alarm, nonetheless, in many cases these actions can be the beginning of much more dangerous episodes that can even develop in fatal consequences.

RECOMMENDATIONS

Even when this issue of road rage has been growing progressively in recent years, the Public Information Officer for the Doral Police Department, Mr. Rey Valdes explains to us that this is not a new problem. “More than thirty years ago, I was a victim of road rage, at that time a driver got off his vehicle, opened my police car door and pulled me out by my tie.” “It was a stressing moment because I was afraid that he could steal my gun. Fortunately, I was able to control it and stop it, but this is an example of everything that can happen due to a road rage incident in the streets. Definitely, consequences can be disastrous and irreversible,” rationalized Officer Valdes. Valdes describes that in the City of Doral, the most recent case of road rage while driving was registered in February of

this year. This incident began at NW 36th Street and NW 93rd Avenue, and it was caught on video around NW 87th Avenue. “This case is now in the hands of the prosecution and we are lucky that today we have the technology that helps us solve these situations.” For Valdes, as a member of the Doral Police Department, it is very important that the drivers are aware of the importance of avoiding violent incidents in the highways. “Geographically speaking, our city sits within the metropolitan area of Miami, for this reason every day around one hundred thousand people come to work, study or they simply cross our city, therefore staying calm while driving is vital.” At the end of March of this year, the Florida Department of Transportation started a Social Media campaign, of which we are part of, that tries to instruct the drivers of the importance of avoiding rage and violence while driving. “This campaign is based on simple pieces of advice that will help us avoid violent behaviors, the first of which is something so simple as to get out of your home on time, because it is known that most of these episodes happen when people are in a hurry.” Generally, everything starts with a traffic infraction that bothers some driver and this starts the chain of visual and verbal aggressions. Speeding, cutting or barring other vehicles, to drive very close to the car in front of you, not respecting traffic signs and to try to speed up, all of these are actions that can trigger violent episodes while driving. Given this, the first thing to do is not to incur in any of these actions, drive with caution, respecting all the norms and traffic signs and also to be courteous with other drivers. “Now, if you are the victim of a violent driver, what is recommended is to avoid visual contact, keep your hands in the wheel, keep focused in the highway and ignore the screaming, rudeness, aggressive gestures, etc.” states Officer Valdes. “In case the aggressive driver chases you, what the authorities recommend is to drive to a public place or even a police station. Never drive home, to your work place, your place of study or any place that you frequent. If you are in the highway, get off it in the next available exit, even if this means to deviate from your route, in this moment, the most important thing is to get away from the violent driver.” Valdes establishes that it is of utmost importance that you do not get off your vehicle, at this moment, the car is your refuge and if you abandon your car you can be facing a really violent person and nothing good can happen from this. If you really feel threatened, try to get as much information as possible from the vehicle: brand, make, model, color, tag number, etc. because this is what will allow you to make a formal complaint if you need to do so.

ras el lamentable incidente en que el actor mexicano Pablo Lyle golpeó a un hombre de 63 años en medio de un percance automovilístico y la víctima falleciera, el tema de la violencia la volante se ha convertido en un tema de gran preocupación para los conductores y las autoridades de tránsito. Y no es para menos, pues según la Asociación Americana del Automóvil (AAA), ocho de cada 10 conductores se vieron involucrados en casos de ira en la carretera al menos una vez en lo que va del año. Desafortunadamente, estos casos no sólo cada vez son más comunes, sino que, en algunos casos, involucran hasta armas de fuego. Según la Administración Nacional de Seguridad del Tráfico en Carreteras (NHTSA, por sus siglas en inglés) cerca de dos tercios de las muertes por accidentes de tráfico en Estados Unidos involucran un episodio de manejo agresivo, seguido de un ataque de ira. De acuerdo a este estudio, alrededor de ocho millones de choferes estadounidenses han protagonizado episodios extremos de furia detrás del volante, incluyendo casos tan alarmantes como chocar intencionalmente a otro vehículo o abandonar el carro para enfrentar violentamente a otro conductor. Las estadísticas también indican que los conductores masculinos más jóvenes (entre 19 y 39 años de edad) son significativamente más propensos conductas a violentas. Igualmente, la agresión vial es más común en aquellos choferes que han tenido conductas poco seguras detrás del volante como conducir a exceso de velocidad o irrespetar las señales de tránsito. Signos claros de violencia vial son tocar la corneta agresivamente, trancarles el paso a los otros carros y gesticular obscenidades, a los cuales la gran mayoría de los conductores están acostumbrados y no alarman a nadie, sin embargo, en muchos casos estas conductas pueden ser el inicio de episodios mucho más graves con desenlaces fatales.

A pesar de que el tema de la violencia vial se ha ido incrementando progresivamente en los últimos años, el oficial de información pública del Departamento de Policía de Doral, Rey Valdes, explica que este no es un problema nuevo. “Hace más de 30 años yo mismo fui víctima de un incidente de ira cuando un conductor se bajó de su vehículo, abrió mi patrulla y me sacó por la corbata.”. “Fue un momento de mucha presión porque temí que me robara el arma. Afortunadamente, pude controlarlo y detenerlo, pero esto es un ejemplo de todo lo que puede suceder a raíz de un ataque de ira en las carreteras. Definitivamente, las consecuencias pueden ser desastrosas e irreversibles.”, explica el oficial Valdes. Explica Valdes que, en nuestra ciudad de Doral, el más reciente caso de ira al conducir fue registrado en febrero de este año, el

cual se inició en la 36 calle con 93 Avenida, siendo registrado en video a la altura de la 87 Avenida. “El caso está en manos de la Fiscalía y afortunadamente, hoy contamos con la tecnología del video que nos ayuda a dilucidar estos casos.”. Para Valdes, como miembro de la policía de Doral, es muy importante que los conductores tomen conciencia de lo importante que es evitar incidentes de violencia en las carreteras. “Geográficamente, nuestra ciudad está en el área metropolitana de Miami, por lo que, diariamente, vienen a trabajar, a estudiar o simplemente pasan por aquí unas 100 mil personas, por lo que mantener la condura al volante es vital.”. A finales del mes de marzo de este año, el Departamento de Transporte de la Florida (FDOT, por sus siglas en inglés) inició una campaña de social media, de la cual formamos parte, para educar a los conductores en la importancia de evitar la ira al volante. “Esta campaña se basa en una serie de consejos para evitar conductas violentas, siendo el primero de ellos algo tan sencillo como salir a tiempo, pues la mayoría de estos episodios suceden cuando las personas están muy apuradas.”. Generalmente, todo comienza con una infracción de tráfico que hace molestar a otro conductor e inicia la cadena de agresiones visuales y verbales. Conducir muy rápido, salirle el paso y/o trancar a otros vehículos, manejar muy pegado a otro carro, irrespetar las señales de tránsito y tratar de apresurar el paso, son acciones desencadenantes de episodios violentos en las carreteras. En vista es esto, el primer paso es no incurrir en ninguna de estas acciones, conducir con precaución, respetando las normas y señales de tránsito y ser cortes con los otros conductores. “Ahora, si usted es víctima de otro chofer violento, es recomendable evitar el contacto visual, mantener las manos en el volante, seguir concentrado en la carretera e ignorar los gritos, groserías y gesticulaciones agresivas.”, señala el oficial Valdes “En caso de que el conductor agresivo lo persiga, la recomendación de las autoridades es conducir hasta un sitio público o incluso hasta una estación de policía. Jamás vaya a su casa, trabajo, lugar de estudio o sitios a los que acuda con frecuencia. Si está en una autopista, bájese en la próxima salida, aunque esto implique desviarse de su camino, en ese momento, lo más importante es alejarse de la persona con conducta violenta.”. Valdes considera que es de suma importancia que jamás se baje de su vehículo, en ese momento el carro es su refugio y si usted abandona su automóvil para enfrentarse a una persona en actitud violenta, nada bueno puede suceder. Si se siente realmente amenazado, trate de obtener la mayor información posible como marca, modelo, color y chapa del otro carro, pues esto le permitirá hacer una denuncia en caso de que fuese necesario.

he Scholastic Aptitude Test (SAT), a test used by over 4000 colleges and universities in the United States as a major admissions factor, is adding an Adversity Score. The College Board, which developed and administers the SAT, has decided that in addition to scores on reading, writing, and math- they will now introduce a score that reflects the student’s socioeconomic status. According to The Wall Street Journal, the score range will be between 1 and 100 with 50 being the average score. The higher the student’s score, the greater economic hardship the student is assumed to have undergone. The Adversity Score is actually part of the SAT’s new Environmental Context Dashboard which compare’s the student’s score to other students in their high school, neighborhood, and even nationwide. How is the score determined? According to the electronic publication Education Dive, more than a dozen factors will be taken into consideration including crime rate of the student’s home area as well as poverty levels, percentage of rentals, and housing values. Also included is the student’s high school academic rigor, whether the student receives free or reduced lunch, the senior class size, availability of Advanced Placement (AP) courses at the high school, percentage of students at the school who attend college as well as the family’s income and stability. It will also factor in how likely it is for students in the area to enroll in a college that is considered “less-selective” when their grades and test scores suggest attendance at better universities. However, as per a CNN article, it will not take into account a student’s race. Many reviewers of the Adversity Score question how valid the score can be when it does not take into consideration a student’s race, but as Bart Grachan, Associate Dean for Progress & Completion Student Affairs of LaGuardia Community College which is part of the City University of New York, points out in Inside Higher Ed- including race would cause the tool to be illegal in several states so therefore not including it allows the tool available to all colleges. Why did the College Board adopt this new Adversity Score? The intent behind the new score is to allow colleges and universities to weigh the different factors that would have affected the student’s ability to score well on the test. Colleges are trying to build a holistic picture of who the

applicant is when determining admissions. An article in GoodCall indicated that in 2016, the American College Testing (ACT) website actually stated: “With more than 50 years of data to draw upon, ACT research suggests that for far too many individuals—often those from low-income, firstgeneration, or minority backgrounds—success along the K-career continuum is out of reach.”(The ACT is a similar test to the SAT and schools accept either or equally). The K-career continuum refers to the level of academic progression a student accomplishes between kindergarten and an actual career. As reported in Inside Higher Ed, in the US there is a disproportionate number of low-income African American and Hispanic families that do not have access to quality public schools. Statistically, the student will probably not be able to attend a top quality school with a variety of AP courses; will not have the resources to take test preparation courses; and does not have a family with higher level education experience to pass on advice and guidance. This has led to a growing number of colleges to eliminate the SAT or ACT test requirement for admissions. The Wall Street Journal reviewed data that showed that students whose parents are high-income and had completed college tended to do better on SAT exams. Typically, those students were identified as Asian or White and scored higher than their AfricanAmerican and Hispanic counterparts. According to

Education Dive, Florida State University (FSU) tried the Adversity Score as part of a pilot program and found that it allowed them to admit more AfricanAmerican and Hispanic students. In fact, FSU reported to CNN that after using this new resource, “Nonwhite enrollment has jumped from 37% to 42% in the incoming freshman class” as per John Barnhill, Assistant Vice President for Academic Affairs. He went on to say, ““You might see a student’s score and think, not bad but clearly below our university average. But then when you compare it to the school, it might be above the 75 percentile, which means they outperformed most people at their school. I believe this context is a more accurate reflection of what the score represents.” (Note: The state of Florida does not allow race to be a factor in college admissions) Pace University, Georgia Institute of Technology, and the University of South California also found the score helpful while Yale and Duke University have also announced that they will start using the Adversity Score. However, the College Board is also being criticized for this new initiative. According to a report from CNN, The National Center for Fair and Open Testing criticized the College Board for creating the score as an attempt to keep the SAT test relevant as more schools drop the SAT admissions requirement. Over 1000 colleges and universities do not use SAT scores as evidence continues to indicate that the scores are not a reliable predictors of a student’s

success in college. According to a 2016 University of Illinois study, college graduation rates can be better predicted based on a student’s grade point average (GPA) than their score on the SAT. In 2018, The National Association for College Admission Counseling conducted their own study where they reviewed over one million college applications and found that when a standardized test score requirement was not part of the college application process, the diversity of the incoming freshman class at universities increased. Considering a current lawsuit with Harvard University regarding Affirmative Action policies, the College Board is also being accused of using the Adversity Sore as a pre-emptive move to assist colleges. Affirmative Action is a practice of considering race and ethnicity in admissions in order to promote diversity but if Affirmative Action is eliminated, the Adversity Score could be used as a tool to continue promoting a diverse student body. However, how each particular factor that goes into the Adversity Score is actually weighed is not being revealed. Is it being kept secret to avoid abuse and manipulation of the score or is the College Board hiding a flawed formula that could also come under legal review? In a Forbes article by Michael T. Nietzel, former president of Missouri State University, writes “The College Board has not revealed the factors or their weights in calculating adversity scores beyond claiming that some of the data are from public sources and some are proprietary. This is unacceptable. If it refuses to disclose how adversity scores are calculated, the College Board should not expect the public to accept them.” In addition to the formula, the score itself is not shared with students although the College Board did report to CNN that they are working on a way to make the information available to students in the future. Marten Roorda, CEO of ACT, had strong words against the Adversity Score, as quoted from the ACT blog in Inside Higher Ed: “The algorithm and research behind this adversity score have not been published. It is basically a black box. Any composite score and any measurement, in general, requires transparency; students, teachers, and admissions officers have the right to know. Now we can’t review the validity and the fairness of the score. And even if that changes, there is also an issue with the reliability of the measure, since many of the 15 variables come from an unchecked source -- for example, when they are self-reported by the student. The plan to report the adversity score only to the college is another example of not being transparent. If I were a student, I would become concerned or angry if the testing company would

provide an adversity score to colleges without me knowing it, without me approving it, and without any of the end users understanding how this score is calculated.” Roorda goes on to insinuate that possible manipulation of the Adversity Score by students is possible – for example, submitting the address of a family or friend who lives in a lowincome area in order to boost the score. The College Board defends itself in the publication Inside Higher Ed where a spokeswoman states, “This is a tool designed for admission officers to view a student’s academic accomplishment in the context of where they live and learn. [The Environmental Context Dashboard] doesn’t provide information about the student. It provides information about the student’s environment. It puts a student’s SAT score and other academic accomplishments included in their college application in the context of where they live and learn.” The data, the College Board goes on to report, is produced from databases it maintains on high schools and the neighborhoods they are in as well as data on SAT averages and Advanced Placement enrollments and test scores (for example, is it the norm for students at this high school to take 5 AP courses). Data included is also pulled from U.S. Census and other public records (another reason to make sure everyone completes the U.S. Census!). The decision of the College Board comes after two years of pilot tests were conducted by some 50 colleges last year and another 150 this year. Adversity scores will be available to all colleges by 2020. The colleges that tried the Adversity Score during the beta test reported to the College Board that it was helpful in understanding why students had low scores and some of the difficulties in

obtaining a high score. According to the Chronicle of Higher Education, researcher Michael N. Bastedo, University of Michigan at Ann Arbor, found that admissions officers were up to 28 percent more likely to admit a low-income applicant when they had a large body of information regarding the student’s high school. Other test colleges stated that because they have already developed a relationship with the high schools, they do not need to check an Adversity Score. Many colleges are familiar with the situations their future students have faced based on the high school they graduated from. This is encouraging for minority students living in low-income areas, but how does it fair for AfricanAmerican and Hispanic students living in highincome neighborhoods? That remains to be seen. One would assume that based on the Adversity Score factors, a majority of students in Doral, as well as several other affluent neighborhoods in Miami, will score low. This is a win for students who struggle to obtain quality high school education, but for those parents who worked hard to get out of poverty to afford their children a better education and upbringing- it would seem as if there sacrifices are working against them. There is grave concern over how the Adversity Score is actually determined and compared as well as the potential manipulation of factors to allow for students to increase their score. Perhaps the Adversity Score will be largely ignored by colleges as the SAT Essay has been? Regardless, the strong controversy continues to fuel the case for test optional college admissions as well as the need for changing the overall structure of the test itself to be a more equitable measure of students across the board

a Prueba de Aptitud Académica (SAT Scholastic Aptitude Test, por sus siglas en ingles), una prueba utilizada por más de 4000 colegios y universidades en los Estados Unidos como un factor de admisión importante, está agregando un puntaje de adversidad. El College Board, que desarrolló y administra el SAT, decidió que además de los puntajes en lectura, escritura y matemáticas, ahora presentarán un puntaje que refleja el estado socioeconómico del estudiante. De acuerdo con The Wall Street Journal, el rango de puntaje estará entre 1 y 100, siendo 50 el puntaje promedio. Cuanto más alto sea el puntaje del estudiante, mayor es la dificultad económica que se supone que el estudiante ha sufrido. La Puntuación de Adversidad es en realidad parte del nuevo panel de contexto ambiental del SAT, que compara la puntuación del estudiante con otros estudiantes en su escuela secundaria, vecindario e incluso en todo el país. ¿Cómo se determina la puntuación? Teniendo en cuenta una demanda actual con la Universidad de Harvard con respecto a las políticas de Acción Afirmativa, el College Board también está siendo acusado de usar el dolor de la adversidad como una medida preventiva para ayudar a las universidades. La acción afirmativa es una práctica de considerar la raza y el origen étnico en las admisiones para promover la diversidad, pero si se elimina la acción afirmativa, el puntaje de adversidad podría utilizarse como una herramienta para continuar promoviendo un cuerpo estudiantil diverso. Sin embargo, no se revela cómo se pesa cada factor en particular que se incluye en la puntuación de adversidad. ¿Se está guardando el secreto para evitar el abuso y la manipulación del puntaje o el College Board está ocultando una fórmula defectuosa que también podría estar sujeta a revisión legal? Marten Roorda, CEO de ACT, tuvo fuertes palabras contra el puntaje de adversidad, como se cita en el blog de ACT en Inside Higher Ed: “El algoritmo y la investigación detrás de esta puntuación de adversidad no se han publicado. Es básicamente una caja negra. Cualquier puntaje compuesto y cualquier medida, en general, requiere transparencia; Los estudiantes, maestros y oficiales de admisión tienen el derecho de saber. Ahora no podemos revisar la validez y la imparcialidad de la puntuación. El College Board se defiende en la publicación Inside Higher Ed donde una portavoz declara: “Esta es una herramienta diseñada para que los oficiales de admisión vean los logros académicos de un estudiante en el contexto de donde viven y aprenden. So what is the brand’s hallmark and what consumers can find by approaching one of their kiosks? In addition to this, there is also a selection of italian coffee beverages, coming from Veneto as well, such as cappuccino, expresso, americano, macchiato, latte, mocha and hot chocolate that goes very well with the tiramisù. “Coffee is the perfect match for tiramisù, because it enhances the flavor. But we also have italian

sodas, spring water and cold tea. There are options for everyone,” explains Fabrizio Senatore. But in the kiosks there is not only tiramisù available. Those who want to try the products that gave this company its reputation can also find packaged products such as biscuits with lemon cream filling, puff pastries, that are a perfect breakfast with a cappuccino, and double chocolate cookies, among others.

hen most people think of chiropractic, they think that it helps with neck pain, back pain, and auto accidents. What people donâ€™t know is that chiropractic can help with much more than just pain. Many pregnant women have started to seek out chiropractic care to alleviate pain, strengthen their immune system, and to help with the overall health of themselves and their little ones. These benefits sound great, but some women still have doubts about how safe and effective chiropractic can be during pregnancy. In this article, we want to share with you what it is that chiropractors do and the specialized techniques that are used to care for pregnant women. As chiropractors, our job is to analyze the spine for vertebral subluxations and correct them. What is a vertebral subluxation? It is when the bones of the spine shift out of their normal position putting pressure on the nerves that exit between them. This pressure causes interference to the messages that are traveling across those nerves and ultimately dysfunction in the tissues and organs that those nerves supply. A chiropractor is trained to look for these subluxations and remove them, taking the pressure off of those nerves and allowing the messages coming from the brain to get to the tissues and organs without interruption. This means that you will experience less pain, more function, and will ultimately be healthier overall. During pregnancy, you will experience many changes throughout your entire body that will lead to discomfort and pain. The number 1 reason pregnant women seek out chiropractic care is for low back pain. As your belly starts to grow, your center of gravity will shift to accommodate the extra weight. As a result of this, you will start to lean backwards and splay your hips out more, which causes a lot of strain on your lower back. Many women also visit a chiropractor for pelvic pain. The pelvis is the foundation of the spine and supports your trunk, because of this it handles a lot of stress and pressure. During pregnancy, the body releases a hormone called Relaxin which is meant to help relax the ligaments in the pelvis to allow it to widen and make room for a growing baby. Because of this hormone working a little too well, some women may experience Symphysis Pubis Dysfunction (SPD)

or pelvic girdle pain. When this happens it can cause the bones of the pelvis to become misaligned not only causing pain but also makes the pelvic inlet smaller which gives baby a smaller space to move around in and ultimately can cause bad positioning of baby during labor. The last reason women generally look for a chiropractor is sciatic pain. The sciatic nerve is formed by the lower spinal nerves and runs through the lower back, hips, and buttocks. When the vertebrae in the lower back, pelvis, or sacrum become misaligned they can put pressure on the sciatic nerve causing pain, inflammation, and numbness. Chiropractic care can be very beneficial for all 3 reasons that pregnant moms want to get adjusted, but there are also other reasons for starting chiropractic care during pregnancy. The main goal of chiropractic is to make sure the nervous system is working correctly. This is especially important when you are pregnant. We want to make sure that your body is functioning correctly so we can give your baby the best environment possible to develop. Everything you eat, drink, and do either affects the baby positively or negatively. Making sure your nervous system is working properly can only have a positive effect on a growing fetus. Making sure you have a properly functioning nervous system will also cause you to have a properly functioning immune system. All of the hormonal changes that are taking place during pregnancy can lower your immune function and make mom susceptible to illness. Chiropractic care will bring your nervous system, lymphatic system, and

musculoskeletal system into balance to allow your immune system to work at 100%. Chiropractic care can also help moms reduce their risk of C-Section. While some women may choose to have a c-section, usually it occurs in times of emergency or risk. Consistently seeing a chiropractor to make sure your pelvis and sacrum are properly aligned can reduce this risk. A recent study found a strong relationship between women who saw a chiropractor during pregnancy and a reduced occurrence of c-sections or needing to use forceps during delivery. During the last 3 months of pregnancy, the body experiences many changes to prepare for birth. Hormones relax and stretch the muscles of the pelvis and your belly seems to drop as the baby descends into the birth canal. An important aspect of this time is the position of the baby in the womb. If the baby is not positioned correctly labor can be difficult and even dangerous. Chiropractic care can help to make sure that the pelvis is properly aligned to allow the baby to have an optimal position in the womb. Chiropractic care has also been shown to help the body prepare for labor. On average, women who undergo chiropractic care during their first pregnancy have their labor time reduced by 21% while women who have already given birth find the time reduced by 31%. The benefits of chiropractic care do not end once you have given birth. Birth can be traumatic for mom as well as for the baby. Not only can your pelvis become misaligned again, but baby can also experience subluxations during this process. Girl Scouts terminan el Año con “BROCHE DE ORO”

as Girl Scouts de la Tropa 552 de Doral nunca pasan desapercibidas. Desde el 2007 cuando fueron constituidas, dejan su huella positiva en todas las actividades y eventos de la Ciudad en el que participan. Este 2019 no es la excepción y por eso con gran alegría, las 45 niñas que forman la tropa, celebraron junto a familiares y amigos la Ceremonia de Cambio de Nivel y Graduación el pasado domingo 2 de junio en el Doral Legacy Park. Este año es particularmente especial por la despedida de la tropa a seis jóvenes que se graduaron de educación secundaria, cuatro de las cuales obtuvieron los Reconocimientos de Oro por sus proyectos especiales. Estas jóvenes formaron parte de la tropa por varios años, algunas desde la escuela primaria, y ahora pasan a Scouts Adultas, mientras asistirán a reconocidas instituciones universitarias como Cornell, Wellesley, FIU y MDC Honors.

Los Premiaciones de Oro y Plata son las más altas distinciones que cualquier chica puede obtener en su carrera scout. Tienen gran reconocimiento nacionalmente con becas estudiantiles por

Universidades y entes del Gobierno debido al compromiso, número de horas comunitarias y demostración de liderazgo y servicio que implica para cada joven. Este año, las Ambassadors Carolina Barilari, Regina Gallardo, María Pardo y Sofía Flores recibieron la Premiación de Oro (Gold Award), mientras que las Cadettes Danielle Calejo, Isabella Navarro, Natalie Sánchez, Nicole Sánchez, Sandra Reyes y Ximena Carrillo recibieron la Premiación de Plata (Silver Award) por sus trabajos comunitarios en los cuales invirtieron más de 800 horas de servicio. Entre los Proyectos de Oro estuvieron la creación de un programa de natación para personas con necesidades especiales, un programa educativo y folleto para niños en las leyes de tránsito, una biblioteca

infantil para los niños de la Iglesia Nuestra Señora de Guadalupe y un programa de educación comunitaria y apoyo para las personas que padecen de artritis. Los Proyectos de Plata por su parte incluyeron: un programa de ayuda comunitaria a niños en pobreza crítica en Venezuela con recolección de medicinas, alimentos y ropa; y un programa de ayuda a mascotas en los albergues locales, con la fabricación de juguetes hechos por las niñas a partir de materiales reciclables. Todos estos proyectos atienden una necesidad local y tienen un efecto positivo sustentable a largo plazo.

OTROS PROYECTOS COMUNITARIOS Y ACTIVIDADES DE APRENDIZAJE

Como parte del programa regular de formación de las niñas en donde se afirma el liderazgo, el involucramiento en las necesidades locales y el llevar alegría al más necesitado, la tropa también apoyó a la Ciudad de Doral en el empacado de morrales para el regreso a clases, participó en la recolecta y entrega de pavos para familias en la comunidad de Florida City durante Acción de Gracias, limpió calles y playas, cantó villancicos al visitar y entregar obsequios al hogar de abuelitos Fair Heaven durante Navidad y visitó y jugó con los niños del Lotus House como parte del Día de las Buenas Obras. En medio de toda esta lista de apoyo comunitario, las niñas también tuvieron mucha diversión. Desde campamentos en Disney, visita al centro espacial de la NASA en Cabo Cañaveral, hasta una visita con campamento nocturno en el Museo FROST de Miami, las niñas fueron creciendo en amistad y estrechando sus lazos como una gran familia. “El grupo se ha consolidado como una unidad. En cada actividad aprenden a sentir el triunfo de una como triunfo de todas. Comparten, ríen, crecen, se apoyan y hacen el bien todas juntas”, comparte Carolina Piernavieja, su Líder de Tropa. Para muchas de ellas, quienes comenzaron desde muy pequeñas, crecer en la tropa y participar en todas las actividades es mucho más allá que cualquier actividad extracurricular, es una experiencia de vida, tal como comparte la Ambassador Mariapaz Grijalba: “Me uní a la tropa hace cuatro años y hasta entonces pensé que las Girl Scouts era solo vender galletas, pero con el paso del tiempo me di cuenta que era mucho más que eso. Es un programa de formación de líderes, que realmente nos hace crecer en todos los sentidos. Atenderé a la universidad con muchas destrezas que aprendí durante mi tiempo en las Scouts”. Para esta tropa que lleva tres años consecutivos ganando el Reconocimiento a la Excelencia, celebrar el cierre de un año mas no es algo trivial. Como lo expresa Piernavieja: “Celebramos la sensibilidad de las chicas hacia los demás, la certeza que ellas si pueden

cambiar las cosas porque pueden tomar acción y ser parte de la solución. Por medio de experimentar situaciones que normalmente otro niño no tiene, estas chicas tienen una vivencia grupal única. Este grupo les da poder para pensar más allá de los limites sin entrar en competencia, pues consiguen soluciones que están “fuera de la caja” y que hacen realidad a través del esfuerzo”… Estas niñas realmente hacen del mundo un mejor lugar para vivir. FPL strengthens energy grid serving Doral as part of 2019 reliability and storm preparedness efforts

lorida Power & Light Company (FPL) continues to upgrade its system in the Doral area as part of its ongoing work to strengthen the energy grid and improve the reliability of its service for customers. Company investments, which include strengthening power lines and poles, trimming trees near power lines and installing smart grid technology, help make the grid more reliable day-to-day and speed restoration efforts following major storms. “We continue to build one of the nation’s strongest, smartest and most storm-resilient energy grids to provide our customers with reliable service yearround, while keeping our typical residential bills among the lowest in the country,” said Eric Silagy, president and CEO of FPL. “Our ongoing investments in strengthening the grid and using advanced smart grid technology continue to help us deliver electricity our customers can count on in good weather and bad. And, over the next three years, we plan on continuing these efforts as they have demonstrated their benefit to customers during everyday operations and helping speed the efforts to restore power during severe weather.” 2019 improvements in the Doral area During this year, FPL plans to make the following improvements in and near Doral: • Strengthening one main power line, which serves critical services that are necessary for communities to recover faster after major storms • Clearing tree branches and vegetation — a major cause of power outages — from 66 miles of power lines • Inspecting 767 power poles and strengthening or replacing those that no longer meet FPL’s standards for strength • Installing smart grid technology, including 11 automated switches on main and neighborhood power lines to help detect problems and restore service faster when outages occur • Inspecting four main power lines and equipment using infrared technology to detect issues before they cause a power interruption When the planned 2019 work is completed, FPL will have made the following improvements in and near Doral since the historic 2004-2005 hurricane seasons:

• Strengthened 15 main power lines, including those that serve critical services • Cleared tree branches and vegetation from 853 miles of power lines, an average of 65 miles per year • Installed smart grid technology, including 189 automated switches on main and neighborhood power lines • Inspected 75 main power lines and equipment using infrared technology “FPL is a national leader in the reliability of service to its customers, but we’re never satisfied,” said Manny Miranda, senior vice president of power delivery for FPL. “We continue to implement projects that have demonstrated their value to our customers, while looking at the latest technology and lessons learned from past storms to develop new ways of enhancing the reliability of our service.” Strengthening the FPL grid throughout Florida Since 2006, FPL has invested nearly $4 billion, as well as ongoing maintenance and improvement work, to make the energy grid stronger and smarter. This includes: • Hardening or undergrounding 98 percent of main power lines, serving critical community functions and services, such as hospitals, fire and police stations, and 911 call centers • Clearing vegetation from more than 15,000 miles of power lines annually • Inspecting the company’s 1.2 million power poles every eight years • Installing more than 5 million smart meters and 110,000 intelligent devices along the energy grid These energy grid investments benefit customers by enhancing service reliability by more than 30 percent in the past 10 years. The company plans to continue hardening the energy grid over the next three years by investing approximately $2 billion, which includes hardening its main power lines and replacing all remaining wooden transmission structures. By the end of 2022, FPL expects that all of its transmission structures will be steel or concrete. By the end of 2024, the company expects to have hardened or undergrounded all main power lines within its distribution system, including those serving critical and key community facilities.

Hardening means that FPL is installing power poles, which can be a combination of wood and concrete, that will be able to withstand hurricane-force winds. Hardening includes shortening the span between poles by installing additional poles and possibly placing some sections of power lines underground. Hardened power lines perform 40 percent better in day-to-day operations than those power lines that are not hardened, which means fewer outages experienced by customers. As a lesson learned from Hurricane Irma, the company started the Storm Secure Underground Program, a three-year pilot that focuses on using new technologies and processes to find less expensive ways to underground neighborhood power lines, which will further enhance customers’ service reliability and the energy grid’s resiliency. The pilot is focusing on areas that experienced an outage during Hurricanes Matthew and/or Irma, and have a history of outages caused primarily by vegetation, which in Florida grows year-round. Historically, reliability results indicate that, on average, customers served by underground main power lines tend to have fewer outages compared to overhead main power lines. Nearly 40 percent of FPL’s 68,000 miles of distribution power lines are already underground. Los expertos de OrthoNOW realizaron una jornada sobre exámenes físicos en el campus de Divine Savior Academy en Doral, para ayudar a preparar a los jóvenes atletas para su mejor temporada, dentro y fuera del campo. Además, los médicos ortopédicos certificados de OrthoNOW en el campus también realizaron pruebas para analizar el impacto de las contusiones para todos los estudiantes atletas, ya que el 90% de las conmociones cerebrales relacionadas con el deporte se producen sin pérdida de conciencia. Una pequeña conmoción cerebral puede causar serias consecuencias tales como dificultad para concentrarse, problemas de memoria y cambios emocionales y de conducta. Doral Family Journal realizó su acostumbrada reunión de negocios mensual “Cafecito, Croquetas & Networking” en Sergio’s Restaurant en Doral, para fomentar así el surgimiento de nuevas oportunidades de negocios. El evento se realizó especialmente para que nuestros anunciantes, pudieran intercambiar valiosa información con otros dueños de negocios, residentes de nuestra comunidad, así como, importantes personalidades de nuestra ciudad, con la finalidad de expandir su marca o producto en el mercado local. En el desayuno de negocios nos acompañó Doral Chamber of Commerce, gerentes de diferentes asociaciones de rentas, así como los miembros del PTA de varias escuelas de Doral. En esta ocasión, presentamos al director Wilhelm Lapica de Downtown Doral Charter Upper School, quien dio valiosa información y habló sobre los proyectos de la nueva escuela que comenzará a funcionar en el próximo periodo escolar 2019-2020. any people enjoy the independence of owning and operating their own small business. If you’re a small business owner, you know that you have additional financial responsibilities when reporting your taxes. A part of this is paying into Social Security. Most people who pay into Social Security work for an employer. Their employer deducts Social Security taxes from their paycheck, adds a matching contribution, then sends those taxes to the Internal Revenue Service (IRS) and reports the wages to Social Security. Self-employed people must do all these actions and pay their taxes directly to the IRS. You’re self-employed if you operate a trade, business or profession, either by yourself or as a partner. You report your earnings for Social Security when you file your federal income tax return. If your net earnings are $400 or more in a year, you must report your earnings on Schedule SE, in addition to the other tax forms you must file. You must have worked and paid Social Security taxes for a certain length of time to get Social Security benefits. The amount of time you need to work depends on your date of birth, but no one needs more than 10 years of work (40 credits).

In 2019, if your net earnings are $5,440 or more, you earn the yearly maximum of four credits — one credit for each $1,360 of earnings during the year. If your net earnings are less than $5,440, you still may earn credit by using an optional method described below. We use all your earnings covered by Social Security to figure your Social Security benefit, so, report all earnings up to the maximum, as required by law. Family members may operate a business together. For example, a husband and a wife may be partners or run a joint venture. If you operate a business together as partners, you should each report your share of the business profits as net earnings on separate self-employment returns

(Schedule SE), even if you file a joint income tax return. The partners must decide the amount of net earnings each should report (for example 50 percent and 50 percent). La mayoría de las personas que pagan en el Seguro Social trabajan para un empleador.
