President’s Report June has been a very busy month for Dogs SA members with a number of disciplines getting into full swing and hosting major events. Firstly, we had the Advance Dogs SA Winter International Championship Shows which included 10 Specialty Shows. Although the weather gods were not kind to the exhibitors or officials it was a very wellrun event. Congratulations to all the winners. The Winter International Committee is also to be congratulated for the enormous effort they contributed into the preparation and hosting of the event. On the same weekend, German Shepherd exhibitors were busy competing at the Sydney National with the SA Club’s own Championship Show the following weekend. Apart from conformation there were several sporting disciplines hosting events, the most elite being the State Agility Championships held over the long weekend. I do apologize to the event coordinators for not being able to attend as I was contracted as the SACA Representative for the German Shepherd Dog Club but hopefully I can attend next year. The Presidents and Secretaries meeting was conducted during the month and I thank all those who attended or tried to attend via ZOOM. I do apologize for the ZOOM link, however it was new technology being installed in the bar area so more of these types of meetings can be conducted and to include our regional members more. The meeting itself I would consider a success and many issues were discussed and clarified during the night. The Executive Officer will be forwarding the meeting notes to all club Presidents and Secretaries and the notes will be published on the Dogs SA Website. Council will also be further reviewing the points raised to assist clubs and members and these will be communicated as we move forward. Speed within David Roche Park has also become issue again with people travelling at excessive speeds throughout the park. The posted speed limit in the park is 10Kph as it is a shared zone between motor vehicles and pedestrians. Drivers are reminded that apart from adults there are also children, dogs and particularly the elderly who cross our roadways who are not always fully aware of traffic and can easily be hit by a car travelling at excessive speeds. Due to the dangers excessive speed presents I make no apologies in taking steps to ensure the safety of members and dogs. These measures may include the installation of speed bumps (not good for dogs in trailers) or inviting SAPOL onto the site to conduct speed checks. If SAPOL are invited on the park the standard expiation fees can be imposed. These include for 30 – 45 Kph over the 10 Kph limit a fine of $1,529 plus 7 demerit points or an on-the-spot loss of license (6 months) if higher. A quick reminder that Adelaide Royal Show entries are closing soon so get them in. There are some changes at this year’s show with the old benching hall being demolished to make way for a new pavilion which will be available to us in 2023. Benching this year will be in a marquee in Car Park 3 Rose Terrace and exhibitor parking will be in Car Park 2. This inconvenience will only be for 2022 so please give the Royal an entry to show how the dog world is prepared to stick with those who are trying to make improvements for us. 1 Brian Parker welcomed everyone to the meeting. Sound difficulties with Zoom – participants were not able to hear anything until 7.15pmish. Some Councillors were sitting amongst the audience as they were representing their affiliate Club. Informal meeting, no vote, no minutes. 2.1 BP informed all Clubs that Dogs SA had switched its Public Liability insurance over to Petcover who included firearm cover in that policy. Extra cover for all Clubs – no further cost involved. Dogs SA would be investigating the price comparison of other insurance renewals at the end of this year. 2.2 Refurbishment of hall Dances with Dogs put forward a proposition to refurbish the hall with the possibility of then hiring the hall out. Need to look at which clubs would be prepared to use the hall, how often and what the cost would be. Asked for show of hands – 7 or 8 hands indicated yes. Frequency is the issue, once a year for some. Cost vs usage and revenue coming back in. Is it financially viable to us as an association to proceed? Use of hall is suitable for small all breeds clubs. BP talked about the potential to take out the side wall (believed to be nonload bearing) and extend into the carpark – loss of 6 car park spaces. Requires an engineering assessment – about $10,000 and ROM cost. If affiliate clubs can indicate who might utilise the space – Council can then assess. - BP 2.3 New account policy/BPay/email accounts Deb informed meeting that the new account policy was not meant to upset clubs but merely informing them that Dogs SA now actually have an accounts policy in place and what that is. The vast majority of clubs most definitely pay their invoices on time. With the introduction of our new account policy, we are also introducing BPay for your accounts and your invoices will be emailed to you. We hope to have this in place in July. Please ensure the office has your up-to-date email addresses for Secretaries (if you would like invoices to go direct to Treasurer – that can be done, and we will cc in the Secretary). Can also elect to continue to receive by post if you prefer (not both!). From the floor – concern about receiving duplicate accounts all the time. Pay the account in the office and 4 weeks later, new account and the receipt for the original one (same bill). Others agreed. Deb to investigate that – Bpay and email of invoices will rule out the double and treble handling. - Deb 2.4 Cancellation of shows/trials due to inclement weather Hot weather policy. Brian Fielder weekend forecast was terrible, club was running an agility trial – safety is an issue in the wet weather. Club asked if they had the right to cancel the trial. 24 hrs notice required. BP under current rule club can postpone for up to 48 hours but beyond that they require the approval of the EO. Does that need to be changed? Support from the floor to be able to postpone/cancel. Lance relayed safety issues at grounds when wet and the need for all to take responsibility for “unsafe” areas and notify appropriate official – Show Manager. Change the “hot weather policy” to “inclement weather policy” to allow for above changes. - Brian Fielder 2.5 Difficulty contracting Judges/SACA Reps SACA Reps – rule says they can’t be a committee member – makes it very

difficult – very hard for smaller clubs. Should be able to use committee member as a SACA Rep. Contracting Judges – specifically Agility and indication by some Agility judges that they would not be judging in SA due to the Rules which currently restrict who can enter under them. By extension this means there is now an even more limited number of Agility judges available to the discipline. Write to Dogs SA Council and they will put it to the Advisory. Judges to compete at the same time as judging. Is it affecting one discipline or is it broader? Encourage the younger people to start stepping up. We can revisit this – any recommendations to change rules – proposal to Advisory and you can cc Council in. Can apply for an exemption for one event – not a global exemption. If retrieving didn’t have interstate judges at every trial, there would be no trials. 2.6 Ground hire/trial/show fees – feels like double dipping It might feel like double dipping, but it is the only way to pay for the grounds – yes we own them but we need to maintain them – one quarter water bill is $18,000 alone. Dogs SA does not make money. Did make money last year and then covered the cost of affiliates insurance. Must make sure that the association is financial at all times. From the floor Advisory Committees are charged room hire. That has changed – no Committee now pay room hire – room hire has gone from $27 - $15 – was higher as we had to pay award rates to have someone here to open and close - $90/night. Marsula/Brian – $15 whole thing or $15 each side if different Clubs. From the floor – ground hire + levy (levy is almost $3 per dog) – people complaining cost of show entry, but we have to cover this. Everyone pays the levy - whether you use the grounds or not. Levy is what keeps Dogs SA a float. Breakdown the costs of a show – skeleton form to show everyone how much it actually costs. (This is the point where sound was restored to Zoom) Discussion around what Judges charge – BP confirmed that it is not up to Dogs SA – it is a contract between the Club and the Judge. Clubs can reject Judge costs (within 14 days). Gawler asked if as a regional club do they have to have one show at DPR or could they hold both shows at Roseworthy. BP explained that it is a requirement that Clubs within 100km hold at least one show at DRP. Discussion that Dogs SA needs to do more community publicity. Discussion about whether obedience can be held at DPR – Absolutely. Just needs to be booked. Suitable for agility and obedience. Sheds are available for equipment storage. Possibility of holding trials at Winter International. WI potentially over 4 days next year. 2.7 Grant funding from Dogs SA/Sports SA – financial assistance for hosting “open shows” Request for Dogs SA to act as a Referee or Sponsor organisation/proof of affiliation so that affiliate Clubs can apply for grant funding. Deb confirmed that Dogs SA could do that and just to contact the office (with plenty of notice) to arrange for a letter. Discussion re ANKC and Dogs SA pushing to get us recognised as official sport. BP responded that it has been tried many times and they will not recognise us as a sport. Question about Game On initiative – Office of Sport and Recreation – Deb will check if we qualify Dog and Cat Management Board grants? D&CMB is a Statutory Body and is not a grant funding body. Obedience training – Dogs SA doesn’t have the regulations/requirements that pass for “force free” training and can’t get grants. Deb has done significant amounts of grant writing – can assist clubs. Workshops are also available. At least 6 Clubs were interested in doing a workshop – Deb will investigate what’s available 2.8 Update Constitutions for affiliate Clubs Dogs SA and affiliate Clubs constitutions are out of date and each small change costs. Dogs SA is having theirs updated currently and then will provide a standard affiliate constitution with Rules/Regulations separate. We are members of the Association Forum who provide this service. Audience asked about timelines for this. By the end of the year (2022).

Industry decline: point score, bullying & harassment, etc

Dogs SA has just endorsed a Bullying and Harassment Policy which will be published on the new website soon. Discussion about behaviour “cut the crap – come out and have some fun” has to start at the top and be modelled and fed down. Presidents and Secretaries etc – our industry is in decline. People need to treat each other with respect. From the floor – questioning process for Dogs SA policy – how does that get endorsed when the Clubs have not been consulted. BP explained that we do this for Dogs SA and the Clubs can they utilise it as a model or adopt the associations one if they wish. Policy is not specific it’s a framework not a process. Brian Fielder talked about the Code of Conduct for Exhibitors/competitors – has been published regularly in the Journal. Covers off being kind, respectful, constructive comments etc. From the floor – members of the public with specific breeds but not club members don’t think they need to conform. BP was clear that they are required to adhere to our policy/processes when they enter an official competition. Unless a formal complaint is made, nothing can happen – if you see something report it and action can be taken (Peter Dynan). Don’t put it on Facebook! SACA Rep from the floor – never hear outcomes, doesn’t seem like action is being taken – you lose faith. Deb responded – yes there have been issues in communication – has now changed – tried really hard to get all back on track – it now is, you will be informed. Comment from the floor about “clicks” and putting in statements that are fabricated. BP – we have to investigate. Ben Luxton – EO now who is not directly involved in any of our disciplines, or our members and she heads our investigations – brings her expertise and her independence to the investigation. Comment from floor about complaints that are made up – “ganging up” when the complaint is not true. Impacts on the dog – removed from showing for no good reason. BP we will monitor into the future – increased responsiveness and process with new EO. 2.10 Show Prize Values Came up on FB – people want bigger prizes – how do the Clubs feel. Doesn’t include cost of sashes/rosettes etc. Brian Fielder – should we survey members to see what they think? Clubs depend on entries – members should be able to offer their opinion. Some people are very interested in their “fringies” – they want the sashes and the “normal” show vs “1,2,3,4” are great for the newbies and upcoming. People don’t realise the total cost of a show – as suggested earlier provide members (in journal) of an example breakdown of the costs (judges airfares/ accommodation, stewards, trophies etc). Getting sponsorship these days is really hard. BP made the point that not all clubs are making the 1,2,3 place ribbons – must be available at the window (or ringside). Resounding “no” on putting the prize schedule up. Commentary from floor - $1700+ to run a 3-day show – Club had $450 which is not a profit as there are other costs. Dog food that is provided through sponsorship is not counted as part of prize – disagreement from BP – it IS counted. A council meeting a number of years ago it was discussed and decided it was part of the prize – otherwise sponsor will donate money and you would need to buy the dog food. The total value is what they are given. From the floor – lack of communication from Council to Clubs then. From the floor – once upon a time there was a rule that said if your dog food was sponsored you could not give that as the only prize. We can’t all be wrong (on the floor). The last time prizes were assessed by Council was 2015 – nothing was changed. We will update the Prize Schedule and what it includes and publish that. 2.11 Agility (overview of Council’s decision on Rule Changes) Zoom attendees (1) BP – Advisories are there to advise Council. They don’t direct Council. From the floor – they don’t represent us. Terms of Reference are being reviewed before the AGMs of all the disciplines. From the floor – Asked Dogs SA and Agility advisory for their TORs and was told that it was a “private document” (by AAC). BP- email Deb and she will send you a copy.

From the floor – Can we please have the Affiliate Clubs involved in the review of the TORs for Advisories as we find we don’t have a voice into the Advisories. BP – Yes – that is one of the reasons why we are reviewing them. From the floor – These Advisories are Dogs SA committees; Dogs SA should set the Chairperson – bad move to remove that. Should be chaired by someone from Dogs SA Council (or a person nominated by Dogs SA). BP – we can discuss this as part of the review. 3 Any Other Business Deb relayed Sue Foster’s comments re hall hire – please spruce up the hall – lick of paint, clean and tidy etc. Floor covered in dog hair, mouse droppings etc. Support from floor: Scent Work used it and it was in poor condition. Therapetics should be keeping the hall clean. BP – Dogs SA needs to invest in a decent vacuum cleaner. Need to investigate the hall expansion concept before we do anything else to the hall in the way of refurbishment. Show/Trial Manager – Lance – no guidelines or rules for a Show Manager – so that they understand what they need to do on the day of a show. Agreement from the floor. Junior Handlers – Timing of classes and length of time – all under 30 minutes. BP must be added to the Schedule. From the floor – starting at appropriate times is a concern. Delays in starting of JH and this pushes out other groups. Hollie - 16 children from whole state eligible – finals. Working really hard to increase the numbers. Timing is 18-32 minutes. SA only state that runs the JH competition itself – other states the Clubs are required to do this. Goal from 1st July is 2 heats per weekend. 12.00 start from 12.30pm show start. BP – time scheduling is up to the Club. Cannot run any judging at the same time as JH. Hollie – no rule says we can’t. BP – Dogs SA has a rule. Cannot run General Specials in one ring and JH in another – because kids will miss out. Hollie asked for copy of the policy. Hollie – start times at 8.30am is not viable – kids will not be there – we try and alternate morning and lunch time. From the floor – we don’t have a “lunch break” – progressive lunch so lunch break JH would not work for us. C. CODE OF CONDUCT FOR EXHIBITORS Dogs SA Exhibitors Code of Conduct (01/20) 1. By entering an Exhibition, all exhibitors acknowledge that they will do their utmost to comply with this Code of Conduct. 2. Exhibitors shall at all times and in all communications, including electronic media; (a) Be familiar with and commit to abide by ANKC Ltd and Member Body rules and regulations, and the rules covering the Exhibition both in word and in spirit. (b) Consider the health and welfare of their dog(s) to be of prime importance. (c) Consider the health and welfare of other peoples' dogs as if they were their own and not commit or allow their dog(s) to commit any act that may put other people or their dogs at risk. (d) Commit to fair play, sportsmanship, honesty and integrity within a competitive spirit and display good grace whether successful or otherwise. (e) Commit to being civil and courteous at all times to other exhibitors, Judges, the Exhibition management, stewards and other officials. (f) Commit to having control over their dogs at all times. (g) Be respectful of decisions taken by judges and the Exhibition Manager and refrain from open displays of dissent. (h) Respect constructive criticism of the performance or behaviour of themselves or their dogs. (i) Be respectful and constructive should they feel the need to comment on aspects of the running of an Exhibition, decisions made by Judges, or the performance or behaviour of another exhibitor or their dog. (j) Be respectful and constructive should they feel the need to comment on a dog entered in the Exhibition by another exhibitor. (k) Do nothing to adversely affect the impartiality of the Exhibition management or judges at the Exhibition. (l) Take responsibility for the actions and behaviour of their dog(s), family members or guests whom they invite into the precincts of the Exhibition. (m) Be welcoming and encouraging towards newcomers to the sport and assist them in understanding both the letter of and the spirit of the rules and the code of conduct for exhibitors. (n) Ensure that they have trained their dog(s) to a standard that will give them every chance to compete safely and successfully. 3. The use of threatening, abusive or aggressive language or behaviour towards any other person attending an Exhibition, including but not limited to, judges, exhibition officials, other exhibitors or visitors will not be tolerated under any circumstances. Breaches of the Code of Conduct 4. Any competitor who witnesses a breach of this Code of Conduct is encouraged to report the matter to the SACA Representative at the earliest possible time. CODE OF ETHICS FOR MEMBERS Each Member shall comply with the following Code of Ethics and any Member who fails to do so shall be guilty of an offence against these Rules. As a Member of the South Australian Canine Association: 1. I shall ensure that at all times all dogs under my control are properly and effectively contained by fencing or enclosure, and are properly housed, fed, watered, exercised and given proper Veterinary attention if and when required. 2. I shall not allow any dogs under my care to roam at large, and, when away from home, ensure they are kept fully leashed and under effective control, or otherwise under effective control at all times. (01/16) 3. I shall breed only for the purpose of improving the quality of the breed in line with the breed standard and strive to eliminate hereditary diseases in the breed/s that I produce. 4. I shall strive to have all my breeding stock tested, where tests are available, for hereditary diseases. 5. The health and welfare of a bitch being bred from is of paramount importance and I will adhere to the following minimum standards. (01/20) (a) Not allow any bitch owned by me and/or under my control to be mated before she is twelve months of age. (01/20) (b) Breeding - A member shall not breed with a bitch causing it to whelp more than twice in any eighteen (18) period without the prior approval of the SACA. (01/20) (c) Not permit a bitch to have more than five litters in her lifetime unless at the time of mating there was a current veterinary certificate stating that the bitch is in good health. The veterinary certificate must be presented at the time of registering the litter resulting from this mating. (11/21) (d) Not conduct or permit mother/son, father/daughter or brother/ sister matings. Puppies from such matings will not be registered unless approval from the SACA was provided prior to the mating. SACA will only provide approval where scientifically proven welfare or veterinary reasons exist. (01/20) (e) Not breed a bitch over eight years of age unless at the time of a mating there was a current veterinary certificate stating that the bitch is in good health. The veterinary certificate must be presented at the time of registering the litter resulting from this mating. A current veterinarian certificate is defined as a certificate dated within the three months prior to the mating. (01/20) (f) A current veterinary certificate is defined as a certificate dated within three months prior to the mating. ( (11/21) 6. I shall not knowingly permit any of my pure bred dogs to be mated to a dog of a different breed, to a cross bred dog, or to an unregistered dog of the same breed, or to a dog of the same breed which is entered on the Limited Register, unless specific permission is given by the SACA. 7. I shall not sell or otherwise transfer from my care any puppy under eight weeks of age, thus allowing for vaccination to be given at six weeks of age and thereby allowing for the ten to fourteen days for the vaccine to take effect. Upon the disposal of the dog I shall provide the owner with a current vaccination certificate of that dog issued by a Veterinary Surgeon. Accepted Veterinarian vaccination certificates are C3 12/36 months, C4, C5 or an annual Titre Test accompanied by a Veterinarian letter. (01/19) 8. I shall not knowingly sell or otherwise transfer from my care any dog that is not in good health. 9. I shall ensure that any puppy that is to be exported shall be a minimum of eleven weeks of age and micro-chipped. (01/12) 10. I shall ensure that all persons acquiring dogs from me clearly understand their responsibility for the care and welfare of the animal as defined in Clause 1 and 2 above. I shall not knowingly misrepresent the characteristics of the breed, nor falsely advertise, or mislead any person regarding the performance of any dog. I shall provide to all purchasers of dogs or those placed by me, written details of all dietary and vaccination requirements and responsible dog ownership and/or an appropriate publication relating to such requirements. 11. I shall not sell any dog to commercial dog wholesalers, retail pet dealers, or directly or indirectly to allow a dog to be given as a prize or donation in a contest of any kind or to be auctioned.
