MURAL PROGRAM NEW MURALS! The 2026 FPRA Mural Program continues to bring new public art to the FPRA districts. Artist Inna Parkhomenko has completed her mural at Dreamchaser Preschool, adding a vibrant and welcoming feature to the site.

MURAL PROGRAM Work on the mural at Mervis Café & Grille is progressing at a slower pace than originally anticipated; however, the artist has confirmed the mural will be completed by mid August.

STREETLIGHT POLE BANNER PROGRAM

Youth Banner Art Showcase

The FPRA Youth Banner Art Showcase pole banners are complete and ready for installation. The banners feature artwork submitted by local students and celebrate the creativity and talent of the community while enhancing the visual identity of the Peacock Arts District. FPRA staff will be coordinating with Public Works over the next several weeks to schedule and complete the installation of the banners throughout the district.

BIGBELLY TRASH RECEPTACLES Downtown, River Walk & Jetty Park The FPRA’s Bigbelly Smart Waste Receptacle pilot project was completed July 6–8, with all 93 new receptacles installed throughout Downtown, the River Walk, and Jetty Park. As part of the installation, 86 existing Stanley trash cans were removed, including concrete receptacles and rolling household-style trash cans at Jetty Park. The new receptacles help contain odors, prevent litter from blowing into surrounding areas, reduce access for rodents and wildlife, and provide a cleaner, more attractive experience for residents and visitors. Staff will monitor the effectiveness of this pilot project to evaluate improvements in cleanliness, maintenance, and operational efficiency. The results will help determine the potential expansion of Bigbelly receptacles into additional FPRA redevelopment districts. Community feedback has been positive, with many commenting that the Jetty no longer has unpleasant odors, exposed trash is no longer visible, and the enclosed design has significantly reduced windblown litter. Residents have also expressed appreciation that the new receptacles will help improve rodent control while enhancing the overall appearance and enjoyment of the waterfront.

GRANT PROGRAMS Commercial Facade

The FPRA's Commercial Façade Grant Program application cycle closed on July 20, 2026. The program received six applications from commercial property owners seeking matching grants of up to $25,000. Staff is currently coordinating mandatory pre-application review meetings with applicants and City departments to evaluate the proposed improvements before presenting funding recommendations to the CRA Advisory Committee and the FPRA Board for consideration.

The FPRA continues to accept applications for its Commercial Sign Grant Program, which provides reimbursable grants of up to $5,000 to help businesses within the FPRA District replace outdated signage with attractive, high-quality signs. The program supports business visibility, enhances commercial corridors, and contributes to the overall appearance of the redevelopment areas. BEFORE

JAYCEE PARK IMPROVEMENT The City Commission and the FPRA Board have approved the Interlocal Funding Agreement, authorizing the partnership between the City of Fort Pierce and the FPRA for the Jaycee Park Improvement Project. Staff is now working on finalizing the agreement and establishing a project timeline to begin construction and complete the planned improvements. The project includes the replacement of eight (8) of the park's pavilion roofs, installation of a sail shade structure over the playground, and a mural on the FPUA water tank, which was completed under a separate Interlocal Agreement with the Fort Pierce Utilities Authority (FPUA).

JAYCEE PARK WATER TANK MURAL Following approval of the Artist Agreement, Christian Stanley began painting the Jaycee Park water tank mural on August 3. Since work commenced, the artist has made significant progress on the mural and remains on schedule for completion by the end of August.

PARKING LOT IMPROVEMENTS Jetty Park West

The FPRA Board and City Commission have approved the funding agreement for the Jetty Park West Improvements Project. This initiative will upgrade the existing parking area with improved circulation, enhanced parking layout, decorative lighting, landscaping, and other amenities designed to elevate the visitor experience. These enhancements are expected to support tourism, strengthen community events, and contribute to the continued revitalization of the South Beach District. Design work is anticipated to be completed by October 2026, with construction planned for Fiscal Year 2027.

Depot Drive The FPRA Board and City Commission have approved the funding agreement and authorized engineering services for the Depot Drive Parking Lot Improvement Project. The survey has been completed, and the project is advancing through the 30% design phase to enhance parking, lighting, drainage, landscaping, and overall visitor experience in downtown Fort Pierce.

INFRASTRUCTURE IMPROVEMENTS Indian River Drive: Seaway Drive to Avenue A

Current construction activities include storm drainage infrastructure, irrigation conduit installation, tree relocations, electrical utility relocation work, construction of roadway subgrade and base, curb & gutter, and sidewalk construction. Final construction is slated for Spring 2027.

Avenue D Reconstruction

Avenue D construction continues to progress. ADA ramp and crosswalk improvements on the north side of Avenue D between 17th Street and 25th Street are nearly complete. Construction of new sidewalks, ADA ramps, and driveway improvements is actively underway on the south side of Avenue D between 25th Street and 29th Street, with crews continuing to advance the project.

Delaware Ave. & 33rd St. Intersection Improvements

Drainage work on the west side of S. 33rd Street along Delaware Avenue is ongoing. Road reconstruction and the first asphalt lift on Delaware Avenue west of S. 33rd Street are complete, with the final lift to be installed at project completion. The contractor and FPUA Gas are ready to proceed and are awaiting FPUA Water so utility relocations and drainage work can occur simultaneously. PAGE 9 | AUGUST 2026


GATEWAY SIGNS Comprehensive Sign Program

The Gateway Sign Project continues to make progress. The required Community Aesthetic Feature Agreements (CAFAs) have been approved by FDOT for the installation of gateway signs at Okeechobee Road at the I95 interchange and Orange Avenue west of Jenkins Road. Staff is now coordinating with the contractor to schedule the installation of the gateway signs. LINCOLN PARK

Master Plan

The Lincoln Park Master Plan is nearing completion of its First Draft. The draft report is anticipated to be submitted in the middle-end of August with a Work-in-Progress presentation in late August/early September. The plan will chronicle the significant public input exercises and workshops, detailed design concepts for Avenue D and areas in the neighborhood, a detailed zoning and mapping analysis of the community, and renderings to illustrate design proposals. FREEBEE The Freebee program continues to be a strong mobility resource for the community, providing convenient, no-cost transportation throughout the year. A total of 4,923 rides were completed during the month of July, serving 6,227 passengers. The majority of riders requested trips through the Freebee mobile app, with 3,924 rides booked via the app. Usage remained highest among ages 21–34, accounting for 33.8% of all riders, followed closely by ages 35–50 at 34.7%. These trends reflect the program’s appeal to workingage adults and reinforce Freebee’s role in supporting daily travel, access to destinations, and overall connectivity within the community. COMMUNITY POLICING DOWNTOWN

During the month of June 2026, there were a total of 20 FPRA details working for the Downtown area. There were 69 calls for service during the detail times. The top activities logged were patrols and traffic stops. PATROL AREA The Downtown area is east of US1, between Seaway Drive and Citrus Avenue with extra patrol of the Galleria (Orange / Avenue 2nd Street) and the alleyways between 113 and 121 N 2nd (Kraaz and Kraaz Building and FRLS building).

During the month of June 2026, there were a total of 12 FPRA details working for the Jetty Park area. There were 20 calls for service during the detail times. PATROL AREA Off-duty officers assigned to patrol Jetty Park and its surrounding areas are responsible for ensuring the safety and security of park visitors, the parking lots, Jetty boardwalk, beach area, and adjacent businesses.

COMMUNITY POLICING NORTH 25th STREET

During the month of June 2026, there were a total of 16 FPRA details worked for the North 25th area from Avenue O to Avenue M. There were 43 calls for service during the detail times. Disturbances were the top reasons for the calls. Patrol Area Detail Officers assigned to patrol North 25th Street from Avenue O to Avenue M are responsible for ensuring the safety and security of residents and businesses and primarily to address and mitigate the disturbances caused by excessive noise in the area.
