Now in their twelfth year, the WealthBriefing MENA Awards continue to honour outstanding achievement across a region experiencing rapid expansion and transformation. The rising prominence of financial hubs such as Dubai and Abu Dhabi, along with the growing influence of Saudi Arabia, has made the MENA wealth management landscape an area of increasing global attention. These awards exist to recognise the dedication, expertise, and impact of professionals serving high-networth and ultra-high-net-worth clients. Each year, they offer a valuable opportunity for the sector’s practitioners to reflect on their advancements, stay informed about emerging developments, and draw inspiration from the excellence demonstrated by their peers. At the heart of this programme is a rigorous and independent judging process. Our judges - selected for their deep industry knowledge and impartiality - represent a wide cross-section of banking, family offices, consultancies, and other relevant disciplines. Their evaluations focus above all on the quality and relevance of entrants’ submissions. Overview of the MENA Wealth Management Industry As in recent years, there’s regular news about wealth managers, private banks and advisory houses setting up in jurisdictions such as Dubai and Abu Dhabi, among others. Middle East and Africa (source: Capgemini World Wealth Report 2025) clocked relatively modest growth in the wealth of HNW individuals in 2024, up 0.9 per cent and 4.7 per cent, respectively. The number of HNW individuals declined 2.1 per cent in the Middle East and rose 3.8 per cent in Africa. Some softness in crude oil prices made an impact. Even so, the MENA region, particularly in the Gulf Cooperation Council cluster of states – such as the UAE and Saudi Arabia – are on an upward track. As WealthBriefing regularly reports, many firms have achieved licences and set up offices and operations in the UAE jurisdictions of the Dubai International Financial Centre and Abu Dhabi Global Market, among others. Office and business openings in Saudi Arabia are also a feature. Developments outside the Gulf are driving attention towards it, such as rises in UK taxes encouraging UK citizens to relocate.

These jurisdictions are keen to compete with rival centres. International (such as Citigroup, Indosuez, and Lombard Odier) and local banks (QNB, Emirates NBD and Mashreq) jostle for business. Service providers around trust, fiduciary services, company services and funds keep taking root. While the North African situation appears more subdued now, it is worth noting that the region is still important, and besides international banks that work there, there are large local names such as Bank of Africa - BMCE Group, in Morocco, and CIB and QNB in Egypt. If the international financial centre of Mauritius off the east coast of Africa is included, firms such as Mauritius Commercial Bank are names to remember. This is a region that cannot be easily generalised. The rapid growth of these centres can create the “problems of success” – during the cooler months, Dubai, for example, experiences a big rise in traffic volumes. But the buzz of business and human connections are undeniable and inspiring.

Leading Through Knowledge: How 1291 Group Continues to Set the Standard in Global Wealth Protection How do you intend to remain on the front foot and continue to set a high standard? There are a few very important factors that help us stay in the front row. Firstly, we constantly invest in education. We just launched an in-house learning and education platform that allows us to pass on knowledge and make sure all our advisers reach a high level. Only if they are certified on the different topics can they advise clients on their own. Secondly, we meet other professional advisors, including lawyers, tax specialists, insurance and investment specialists, from many different countries, every day. We exchange ideas and discuss or develop new solutions. This means even our best people to continuously learn.

Finally, we are licensed in 38 countries, and we offer tax compliant solutions in more than 60 countries. As a result, we deal with legal and compliance issues, regulators, and senior management teams from insurance companies and banks. In what ways were you able to deal with challenges and problems this time around? What lessons have you learned? For myself and for the Group, I can confirm that experience is key. We count on a global team of highly skilled and very experienced professionals.
We also have very flat reporting lines and encourage direct communication, which allows us to quickly learn about situations, address them, and make fast decisions. We nurture a culture of trust, encouraging staff members to come up with ideas and provide constructive feedback, which again allows us to collectively learn and grow. Whom to look for, either inside or outside your business, for ideas and inspiration? Every 1291 Group colleague, and all our partners and clients. We give “need-based advice“, which means we need to listen to what people have to say. We need to understand what people know or don’t know, what they need or don’t need, and what is important to them. We often learn about new concepts or ideas in one country and then realise we can use them in a different situations or countries. Where do you see the wider wealth management sector going in the next five years? I believe that it will be even more regulated and competitive, so only the best will be able to survive! There is so much information out there: firms must prove that they add value, clients are becoming more demanding, and client protection is squarely in the focus of regulators.

From Canada to the Gulf: 3iQ’s Regulatory Edge in the Digital Asset Revolution Winner • Digital Assets Offering

H
aving been working in the digital assets for over six years, I must say it’s incredibly exciting to be working in this sector in the Middle East. The drivers that we’re seeing in this cycle are both top down and bottom up, and the UAE has the chance to become a regional, if not global, champion. One of the biggest blockers to institutional adoption has historically been a lack of clear regulation. From a top-down perspective, there is extremely clear regulation from the Central Bank of the UAE, FSRA in Abu Dhabi and VARA in Dubai. This is helping to drive adoption. When 3iQ looks at the investment universe, we see it in three key categories: family offices, including multi-family offices and HNWIs; large institutions such as pension funds or sovereign wealth funds (SWFs); and private banks. Starting with family offices, the intergenerational wealth transfer is creating large opportunity. Younger family members are often personally invested in digital assets and are speaking to their family’s Investment Committees to make a more meaningful allocation. Regarding pension funds and SWFs, there are several hurdles to overcome before true institutional adoption takes place. Firstly, many of them face policy limits or strict guidelines when allocating to digital assets. Typically pensions funds and SWFs are bound by board-approved allocation ranges and many cap their “alternative” buckets in the region of 2–5% of total AUM. The second challenge is that SWFs can be quite siloed. Where do digital assets fit? Adding digital assets to existing investment buckets poses challenges, although industry education and new frameworks are emerging, and this creates opportunities for an asset manager like 3iQ that has regulated hedge fund offerings.
Private banks are also entering the space, which can be attributed in part to the growth in stablecoin adoption. In December last year, the UAE saw regulatory approval of AE Coin, the first AED-pegged stablecoin, backed by reserves held in the UAE. Alongside this, three key Abu Dhabi entities, namely ADQ, IHC and FAB, recently announced a joint stablecoin project. Now, banks must think about stablecoin custody, minting and payment trails for integration. Offering wealth management products to clients that hold digital assets in custody is a natural next step. When the banks start offering digital asset wealth management products in a meaningful way, it will be in a format their clients understand through regulated, safe and secure structures. 3iQ has always looked to build regulatory moats. We were the first regulated digital asset investment fund manager in Canada, and in 2020 we launched one of the first major exchange-listed Bitcoin and Ether funds. This achievement came in the face of significant regulatory challenges. Originally the Ontario Securities Commission (OSC) did not authorise 3iQ’s Bitcoin ETF application. What followed was months of legal disputes, which eventually ended in 3iQ’s success at overturning the OSC’s original stance. By challenging Canada’s regulators, we have been a trailblazer in providing investors with access to institutional grade digital asset investment products that hold themselves to the highest standard of regulations. I expect greater institutionalisation of family wealth platforms as families professionalise governance and succession planning to global standards and face the rise of taxation in the region. We’ll also see a convergence between tax advisory and investment structuring as families seek holistic, values-aligned strategies. Digitalisation will reshape how advice is delivered - clients want actionable insights, not static reports. The UAE’s continued growth as an international wealth hub will attract sophisti-
cated capital and demand a new level of expertise and transparency. Advisors who bridge global tax standards with local nuance will define the next phase. Tax can no longer be an afterthought. How do you intend to remain on the front foot and continue to set a high standard? Staying ahead means continuously evolving, to stay idle is to perish. The basis must be continuously learning an innovation, keeping pace with international tax developments, wealth mobility trends, and the policy shifts shaping client behaviour. Equally important is fostering a culture of curiosity and accountability, where everyone is encouraged to question, improve, and innovate. Our ever-growing international network ensures our clients the benefit from multi-jurisdictional expertise and the comfort in knowing they can have our support across all major wealth hubs. Setting a high standard isn’t about being the biggest player; it’s about consistently delivering clarity, precision, and trust in a complex and evolving environment, and building long-lasting relationships. Whom to look for, either inside or outside your business, for ideas and inspiration? Inspiration rarely comes from textbooks or boardrooms - it comes from people who think and act differently. Our digital tools help bridge this gap by automating advisory logic. Furthermore, the wealth management landscape is characterized by a fragmented Shariah and cross-border regulatory regime across various GCC and MENA jurisdictions, resulting in increased compliance costs. Comarch’s systems are designed to handle this complexity natively. Lastly, technological fragmentation remains a hurdle. Many firms still rely on fragmented, legacy systems for custody and portfolio management, which creates operational inefficiencies, poor data integration, and hinders the delivery of a seamless client experience. The Relationship management team not only knows the pulse of the market but also client’s investment objectives clearly and thus able to offer these unique solutions which was quite a welcome discussion with our esteemed clients. How do you intend to remain on the front foot and continue to set a high standard? The best way is to beat one’s own benchmark each time by challenging oneself, challenging one another, such that before others try to emulate you, you have already moved the yardstick. For e.g. When markets were talking about offering semiconductor as investments, we moved to data centres, when they moved to data centres, we moved to power and when they have moved to power, we say ‘photons’ is the new wave and not ‘electrons’ cutting down GPU and Power requirements by 90% possibly. This is just one example of how we evaluated one sectoral investment; there are many more... In what ways were you able to deal with challenges and problems this time around? What lessons have you learned? People (be it our team or clients), many a times have a ‘herd mentality’. They want to follow the crowd. Therefore, to do something groundbreaking requires courage, foresightedness, and ability to convince others. That can be quite daunting, and the fear is always ‘What if we are wrong’; ’Should we play safe’. So, then we do two things - The Product team engages in deep research, and the Sales team is deep conversation with clients and when our curated ideas meet client’s objectives, it does yield results.

More than financial news, I think we observe consumer behaviour. For e.g. If people are going to adopt ‘flying cabs’, then which companies should we invest in that makes CFPR and GFPR (Carbon Fibre/Glass Fibre reinforced polymer) because they are ones who will supply the lightweight material. What we look ‘inside’ is for execution of those ideas into investment themes. What will winning this award do for your business and colleagues?

How important is Jersey’s relationship with the Middle East? Jersey has built strong ties with the Middle East over decades, marked by frequent visits from both the industry and Government. Next year will mark 15 years since Jersey Finance opened its first UAE hub, strengthened by its 2018 DIFC presence – an IFC first. This commitment has delivered results, with many Jersey firms serving the region, contributing around US$60bn of GDP annually to the Middle East and Asia. How has Jersey continued to enhance its reputation in the region? What’s become clear over the years is just how vital cooperation is when it comes to earning trust and enhancing our reputation in the Middle East. It’s why our flagship conference in Dubai this year took on the theme ‘Forging Strategic Alliances’. It’s certainly been the case that collaboration has been central to our thinking as we’ve built strong and enduring relationships in Dubai, the UAE and the wider Gulf region. That’s backed up by several cooperation and information exchange agreements Jersey has signed up to with GCC countries as we’ve expanded our visibility and outreach across the region. In 2021, for example, we signed a Memorandum of Understanding with the DIFC aimed at creating new opportunities for our two jurisdictions, and this year Jersey signed a new DTA with Bahrain. It was another important addition to Jersey’s extensive treaty network with another valued partner in the Gulf.
What qualities do investors in the Middle East look for in an IFC? In our experience, MENA investors attach a great deal of importance to pragmatic regulation and stability – particularly against the backdrop of global geopolitical and economic volatility. And Jersey is in a good place in that respect, as a secure, high-quality jurisdiction. The fact that Jersey performed so well in the latest MONEYVAL evaluation is something that has really resonated with Middle Eastern investors. But expertise and innovation are also highly prized. We’ve found, for example, that our deep expertise in Islamic finance and our ability to support family offices with philanthropic structures, alternative investment strategies and, increasingly, digital assets is very well received. Where do you see Jersey’s proposition for Middle East clients evolving in the next five years? Jersey has been successful in diversifying its proposition over the years – spanning specialist wealth management solutions, to alternative investments and corporate activity. That diversification is reflected in our activity, which last year saw us roll out more than 30 events across the region, including a ramped-up series of events in Saudi Arabia and another sold-out conference in Dubai. We’re also proud of our Perspectives series in the Middle East, which is now in its eight year and shines a light on women in leadership. Looking forward, an ongoing focus on innovation is going to be key – particularly in areas such as sustainable finance, fintech and digital assets. What should I look for in a family office counselor? “The counselor must prioritise the client,” Dwek emphasises. What sets a global counselor apart from others? Are they globally aware and culturally attuned? My parents were from the Middle East and Europe, where I grew up. Even today, my extended family’s holdings are wide, and family ties impact all aspects of our business and personal lives. We’re raising our family in
South Florida, known as the “gateway to the Americas” and increasingly the world. It’s complex and challenging and teeming with opportunity. That reality puts me in a unique place to understand each client’s unique needs. How do advisors help their client families? We help them with the issues they face. Look, many families have some degree of dysfunction. Mine did. It’s normal, but to each family, it’s new and must be faced and navigated. For over 25 years, I’ve helped families to not implode when faced with the weight of family issues. I’m not their attorney or accountant or broker. I become their counselor. Together we find ways to deal with their unique obstacles and move forward as a family. In time, I practically become a family member, that “uncle” helping educate their kids about the family’s goals and their own place in the family mission, that quarterback you call to answer tough questions with solid advice. How are you different from other counselors? You still need your attorneys, accountants and brokers. I’m different. I’m your chief-of-staff making sense of often confusing advice from others. But rest assured: everything we do together is under strict confidentiality, even under Kovel agreements with your lawyers to ensure “attorney/client”-level privilege. How do I learn more? It all starts with a phone call. After you’ve given some thought to what you and your family need, where you might be lacking, and how a counselor can help, your counselor should offer a few referral sources to ensure you’ve got the right person. Then, together, you can draw up a plan to help guide your future.
